The Downtown Canal

Indianapolis Water Company, now Citizens, White River Treatment Plant.

The Broad Ripple Gazette presented (in various issues from Volume 12 #18 through Volume 13 #9) the history and workings of the Indiana Central Canal as it exists today, from the canal’s creation at the dam on the White River in Broad Ripple, down to the Citizens White River Treatment Plant near the Fall Creek and 16th Street. Those articles came from an interview conducted at Citizens Energy in 2015 with Ed Malone, Director of Water Production for Citizens Energy Group, Edwin Morris, Operation Maintenance Supervisor for Citizens Energy Group, and Sarah Holsapple, Media Relations for Citizens Energy Group. This article covers the portion of the canal that was past the water treatment plant. It currently runs from 11th Street, through downtown and White River State Park, emptying in the White River near the southwest corner of the NCAA Hall of Champions. I had always believed that when the interstate was built downtown, the construction cut off the canal path. I had been told that the canal was piped underground at this point and then it re-emerged at 11th Street and flowed on the rest of the way to the White River in White River State Park. I thought the only changes were the construction of a concrete basin to replace the original earthen structure dug in the 1800s. I was wrong. During my interview with Citizens, the owners of the active canal from Broad Ripple to the White River Treatment Plant, I learned that the canal, in fact, ends at the treatment plant, with all its 8-million gallons a day emptying into the facility, to be treated and delivered to the water users in the city. The real story of the water in the downtown canal was a more complicated one and I would find those details at the Department of Metropolitan Development. In 2016, I met with John Bartholomew, Public Information Officer for City of Indianapolis, Department of Metropolitan Development and Steve Schulmeyer, Project manager at City of Indianapolis, Department of Metropolitan Development, at their City-County Building office to discuss the history of the downtown Canal Walk project. A little background on the history of the original Indiana Central Canal as it pertains to the downtown portion. According to a report by the Mid-Atlantic Region National Park Service, “The Internal Improvement Bill of 1836 provided for almost 1,300 miles of canals and railroads to be funded by $10 million in bonds and loans. The fact that this figure was twenty times the state government’s estimated revenues for 1836 indicates the magnitude of the undertaking.” The original Indianapolis portion of the canal ran from Broad Ripple on the north to Pleasant Run on the south. This eight miles was the only watered portion of the 11 miles of canal that was dug, before the program was abandoned in 1839 due to the State of Indiana going bankrupt. In part one of this series, I described how the canal fed power to downtown industries. In the 1870s the canal was abandoned south of Market Street. In 1960, during the construction of the State Office Building, the right angle bend to the west, south of Ohio Street, was altered to form two smooth 45 degree bends. In 1970, during the construction of the Interstate 65 ramp system, the canal was moved underground into a 60” pipe between 11th Street and 13th Street. (This is where I got the idea that today’s canal is a continuation of the river water canal from Broad Ripple, more about that later). In 1984, during the replacement of the West Street Bridge, the canal was moved underground into 48” and 24” pipes along the southern edge of Military Park. The canal south of 11th Street had become a wet, muddy area of a fastdeveloping downtown. In 1972, the Indianapolis Water Company started to title this part of the canal to the City of Indianapolis “for park and recreational purposes”. The agreement stated that the City had five years to take action on the canal. A 22-person Waterways Task Force was created by the Greater Indianapolis Progress Committee. A Lilly Endowment grant funded a feasibility study on transforming the canal into a usable public space. The study was complete in 1974, but the projected costs were high and the project was tabled.

The original canal went underground here when the interstate was built, cutting the flow off.

The current downtown canal dumps in to the White River via a waterfall at this point in White River State Park.

The original canal south of this point was cut off and backfilled in the 1870s.

IPL withdraws rate increase request for natural gas plant

Indianapolis Power & Light Company (IPL), a subsidiary of The AES Corporation (NYSE: AES), today filed a motion withdrawing its request for a rate increase to cover the cost of building a natural gas plant in Martinsville, Indiana. IPL has been notified by its construction contractor, CB&I Stone & Webster, that the project will not be complete on April 30, 2017 as previously anticipated. As a result, the decision has been made to file a motion to withdraw the rate increase request until a new construction timeline is confirmed.

Lecture at Butler: Race, Class, Gender and College in the New Economy

Tressie McMillan Cottom, assistant professor of sociology at Virginia Commonwealth University and faculty associate with Harvard University’s Berkman Klein Center for Internet & Society, will deliver the annual Brahos Political Science Lecture, “College for Baby Mommas: Race, Class, Gender and College in the New Economy,” on March 14 at 7:30 PM in Pharmacy Building Room 150. McMillan Cottom’s talk will address how for-profit colleges are a gendered credentialing organization that, as one comedian puts it, is “the college for baby mommas.” From mothers struggling to pay for beauty school to working class guys seeking “good jobs” to accomplished professionals pursuing doctoral degrees, the experiences of the everyday people behind the shareholder earnings, congressional battles, and student debt disasters illustrate that the growth of for-profit colleges is inextricably linked to larger questions of race, gender, work, and the promise of opportunity in America. Her lecture will not only detail how this big-money industry is part and parcel of the growing inequality plaguing the United States today but also show that closing these colleges won’t end the vulnerabilities that made for-profits the fastest growing sector of higher education at the turn of the 21st century. The lecture is co-sponsored by the Celebration of Diversity Distinguished Lecture Series.

The background of The Gazette:

I am a life-long resident of the Broad Ripple area. My family has been in Broad Ripple for many generations. Jacob Coil platted and named Broad Ripple in 1837. Two of his daughters married into my family in the 1870s. My grandfather was a mail carrier at the BR post office and a charter member of the American Legion Post #3. My grandmother Helen Dawson Hague worked at the Broad Ripple National Bank in Mustard Hall that became Fletcher Trust, then AFNB, then Bank One, and now Chase. My uncle Glen Hague worked at TV News and at Hoster-Roberts Ford, which is now Passwater’s and the Old Pro’s Table. My great-grandfather, grandmother, uncle, father, sister and son all graduated from BRHS; I am class of 1978. My son John is BRHS class of 2006, and is Assistant Band Director at BRMHS. As a board member of the BRHS Alumni Assn he is an organizer of the BRHS reunions for the classes of the 1930’s through the 1950’s held the first Sunday each June at Riviera Club. For many years, I have wanted a newspaper that answered my questions. Where did that store go? Why were those people digging on the corner? When is the BRMHS Homecoming Parade? What happens at that business? The Gazette is that paper. You will get an unbiased look into what is happening in Broad Ripple because I have no financial interests in Broad Ripple, nor am I affiliated with any of its organizations. I am simply a resident who is passionate about the area. You will also read about the history of Broad Ripple. This history continues to expand as I uncover new sources of stories and photos. The Gazette’s area of coverage has no real boundaries. Historically, the town of Broad Ripple extended down to 54th Street. The goal of the Gazette is to share with readers stories that are within 10 minutes or so from the heart of Broad Ripple - covering events in the Midtown region. Also, Broad Ripple is one of the seven Cultural Districts recognized by the City of Indianapolis. We try to let you know what is going on in the other districts as we can. One question I often get is how an article gets into the Gazette. We do not accept payment for articles. Article subjects are picked by me for inclusion based on the interest to the residents and visitors to the Broad Ripple area. Since this is a bi-weekly paper, we will not be able to cover news as it happens. Rather, our focus is on issues that are not time sensitive. You will probably never see these stories anywhere else, so getting them a week or so later will be much better than not at all. We try to include a new/ recently opened business or long-time business feature article in each issue. I have hundreds of stories planned, but if there is something you want to read about, please let us know. I think you will enjoy the Gazette. I know I enjoy bringing it to you. -Alan Hague

Love Bombs I’ve had the Love Bomb dropped on me many times. And I been told that I have dropped a few. A few years ago the great artist Bill Emmert and I visited Iowa City. We were funding the trip exclusively through selling our art and poetry along the way. Bill told me what a cool place Iowa City was and he assured me that I would like it. I told him that we would drop the Love Bomb on Iowa City. Iowa City proved to be a special place with a very mellow vibe. They had a walking mall downtown with a coffee shop / cigar shop. (I enjoy coffee and cigars) But the people of Iowa City truly made the trip worthwhile. I met a homeless guy named Michael. He was wearing all black with a long leather jacket. When he found out that I was a poet he began reciting his own crucifixion poetry, which was both cataclysmic and sublime. When Bill and I were getting ready to leave, Michael kept hugging me and telling me that he loved me. When we got in the van, I had tears in my eyes. I turned to Bill and said, “I wanted to drop the Love Bomb and it got dropped on me.” Let’s start a righteous war. Drop a Love Bomb today. C.W. Pruitt II April 4, 2005

According to Sarah Holsapple, Media Relations for Citizens Energy Group, the construction at the northeast corner of Broad Ripple Park is the restoration of the lift station. The lift station’s tanks and ventilation are being replaced. The estimated time of completion is May 1st. Readers will remember from Vol 12 #22, Everything you always wanted to know about the canal....part five, that this building is part of the sewage lift station that pumps sanitary sewage from the northeast side of Indianapolis into the main sewer further downstream.

More new housing options in the Ripple In addition to the Coil/Fresh Thyme project, there are several new places to live open or planned for the Ripple. Have you seen the new 2 or 3 bedroom town home apartments on Winthrop known as “The Win”? These new 2- and 3-bedroom townhome apartments are in the heart of Broad Ripple. Located at 6159 North Winthrop Avenue. It’s steps to Kroger and according to its website the 30+ bars. My last column also mentioned the 108 new apartments near the Art Center open in September near Opti Park on 66th Street. Called the Park 66 Lofts, will feature 108 units. Mark Juleen from JC Hart said rents would be as follows: Studios to two bedroom units from $1,199 to $1,499. Finally, as we reported in the February 3 edition. Onyx and East Properties have applied to re-develop 7002 Westfield (currently a large house) into 29 townhouses. This is between the Shore Acres Apartments and the Condo Complex one mile north of Broad Ripple. They have filed plans to construct 31 units. All of the units will be for-sale townhomes priced from about $250.000-$325,000. They would like to begin construction this summer and have units available in 2018.

Has BR lost its Mojo to Fountain Square? Is it me or has Fountain Square usurped BR as the new urban hipster hangout? A bike ride through Fountain Square just south of downtown made me wonder. Is Fountain Square is now the new home for the urban hipsters? The area still has an edginess that unfortunately we may have lost in the Ripple. The rents still are or appear to be affordable. The chains have not moved in. Bars do not dominate (not that I don’t like a cocktail but 39 here in the Ripple is enough). However, the Ripple has something neither Fountain Square nor downtown/ Mass Avenue does: Holliday Park, Marrott Park, Broad Ripple Park, and the Monon Trail, Plus we are within 5 miles of every shopping choice you could want (yes, I know the Millennials only buy off Amazon Prime). Downtown, Mass Avenue, and Fountain Square are great but they can’t compete with BR because they don’t have a bike trail or Park as nice as we do. The shopping is also lacking. But one wonders.

New Life for the old Steak House/Village Inn There is new life scheduled for the high profile old Broad Ripple Steak House (now boarded up with a sign “Village Inn”) and adjacent former Hooka Bar. Developer John Pantzer reports construction should start this spring on the project which features 8,000 sq. feet of office space and 1,200 square foot rooftop patio in building 2. Building 1, the former steakhouse space, will have a restaurant and bar. The steakhouse space will be approximately 5,000 sq. feet. There will also be a new second story 800 square foot patio.

Re-purposing Union Station Effective March 1, the Hoosier State train to Chicago is again being operated by Amtrak. Also, I have started a new group to clean up the beleaguered Amtrak/ Greyhound bus rail facility at 350 S. Illinois. Other cities (St. Louis, Milwaukee, Denver, St. Paul) have recently made similar facilities inter-modal transportation hubs and even dining and shopping destinations by re-purposing their Union Stations. & Old Town of Broad Ripple Meeting Minutes The Town of Broad Ripple was incorporated in 1894, and started holding regular meetings at that time. In each issue, I will print my transcription of the old Town of Broad Ripple meeting minutes. These are taken from original, hand-written minutes that contain many spelling errors. I transcribed the records as they were entered, including errors. I will make some corrections/additions to the text in brackets [ ]. The original minutes books are at the Indiana State Archives at 6440 E. 30th St.

Here is the one-hundred sixty-first installment:

From 1903, newly elected officers of the Town of Broad Ripple were sworn in, Frank Watts, who owned the general store where Runners Forum is today, was paid back $1.36 for oil, gasoline and matches. Board of Trustees of the Town of Broad Ripple met in Special Session this 9th day of May 1903. All members present. The minutes of May 5th 1903 read and approved. The following bills were read and on regular motion were allowed and orders drawn on the Treasurer for the respective assessments WH Mon + Co. $7.50 C.L. Kirk $18.00 None of the new elected officers were present, the board adjourned to meet Monday Night to swear in the new elected town officers. C.W. Silvey Pres C.L. Kirk clerk

Broad Ripple Ind May 11th 1903 The Board of Trustees of the Town of Broad Ripple met in Special Session all members present. The minutes of May 9th read and approved. Daniel W. Harcourt was sworn in as Trustee from the First District. Elmore H. Pursel was sworn in as Town Treasurer. Elmore [this is an error in the book, should be Franklin] Dungan was sworn in as Town Clerk. Thomas Metsker [also an error, should be Medsker] was sworn in as Town Marshal. The Board organized electing Daniel W. Harcourt as President of the Board. On regular motion the board selected the first Tuesday night in each month as their regular meeting night. The Bond of Elmore H. Pursel with Henry C. Gresh and O.J. Pursel as sureties was accepted. The Bond of Thomas F. Metsker [error] was also accepted with George Sheets, James M. Watts and J.C. White as sureties. A bill for $19.90 was allowed C.W. Silvey for election expenses and an order drawn on Treasurer for same. The following were turned over to Thomas Metsker [error]. 1 pair nippers, 1 pair handcuffs, and 2 badges. On regular motion the Board adjourned. D.H. Harcourt Pres. F.E. Dungan Clerk

Broad Ripple Ind, June 2nd 1903 The Board of trustees of the town of Broad Ripple met in regular session all members present. A bill for $12.00 was allowed E.H. Pursel for services as treasurer. Kirk was appointed fire chief for one year. The Marshal was instructed to repair Jefferson Street between the canal and the railroad. On reconsideration of election expenses C.W. Sudoku is a nine by nine grid. The solution (each puzzle has only one) will have all the numbers from one through nine in every row and every column. In addition, the grid is divided into nine three-by-three sections. Each of these three-by-three sections will also contain all the numbers from one through nine. 24 happy people enjoyed the annual Valentines Dinner at Perk Up Cafe. I was happy to help serve food, wine and beer along with Veronika from Perk Up, and Dulce and John Albers of Crush and Brew. A craft Kolsch from local Bier Brewery and a California Cabernet Sauvignon from the Central Valley were the most popular pours of the night. Several white wine fans discovered the crisp refreshing taste of Seaglass Pinot Grigio, (a label that also produces a vegetarian food friendly Sauvignon Blanc.) Alice and Jeanette cooked up a 4-course meal with Southern food as the theme. Diners enjoyed shrimp, okra, collard greens and baby back ribs in a whole new way. A chocolate pecan bourbon pie and an assortment of Perk Up’s hand roasted coffee rounded out the meal. As usual, the real show stopper was the hand made valentine made by Alice’s husband Inacio. Each year he makes 12 intricate, puzzle like, pieces of art, for each couple. Every year we are amazed at the beauty and thought he puts into each one. We are encouraging him to have a show of his work at Perk Up soon. We all know how fresh, unique and delicious the breads, rolls, cakes and tortes that Alice and Jeanette make on a daily basis. To see them turn their charming, casual Cafe into a fine dining room one night a year is a real treat. I poured a Mardi Gras Celebration in northern Indiana last weekend that featured wines from Vino Indiana, and craft beers from Peoples Brewing in Lafayette. The plum and blueberry wines from Two EE’s Winery (located in Huntington, owned by wife and husband Emily and Ed, hence the name) and the Country Heritage Red from the same named winery in Morocco were the favorites. On the dry side, a merlot and pinot noir from Oakwood Wines in Sonoma county, and a 2014 Cabernet Sauvignon from Silver Creek Winery in San Jose kept those who love smooth dry reds very happy. Vino Indiana mainly distributes in northern Indiana, but you can find some of their great value wines in the Indianapolis market. This Friday (March 3) I’ll be pouring a selection of wine flights from Italy, France and Spain at the WFYI Ice Miller Indy Wine Fest being held for the first time at the Old National Center downtown. by Brandt Carter Being Intentional Spending your daytime hours can be more fun if you have a worthy diversion. The problem is when you want to daydream, the computer or cell phone captures your attention. When you want to de-stress, a book could be too intense. Instead, a good solution is to just look out a window. If you are in a home or business that opens to the outdoors (large yard or small spot), you can invite wildlife into your view. The National Wildlife Federation offers lots of advice about a Certified Wildlife Habitat. This habitat needs to offer food, water, cover, and a place to raise young. That’s all. It can be as small as 3’x3’ to acres. If you are in fact offering these four elements, you can apply for certification through the Federation at http://www. nwf.org/Garden-For-Wildlife/Certify.aspx. If you want to build your habitat, now is the time to start with housing or “cover”. Putting out a bird house in late February and early March is a perfect invitation to those early birds. For first timers, it is important to know that the type of house you put out attracts specific kinds of birds. The hole size and the depth and size of the house will attract different kinds of birds. My favorite bird to attract is the house wren. They like a small house with a 1” to 1 1/8” hole. Any larger hole (like the houses you get in the big box stores) is an invitation for sparrows to take over. Another important feature of a birdhouse is a clean out. If the birdhouse is really built for birds and not decoration, there will be a wall or floor that can be opened so you can clean out last year’s nest. Kinds of bird houses can range from pottery bird bottles, gourds, wooden, composite, and plastic. It is also great to pick up a field guide and see which birds like to use a birdhouse. Not every bird will use birdhouse. Some favor their own nests. Cardinals and mourning doves like to build loose nests in shrubbery fairly close to the ground. Robins make their own nests along with hummingbirds and bluejays. Grackles and starlings also nest outside of birdhouses. Carolina wrens are often found nesting in a hanging planter or eave. Goldfinches don’t nest in houses either. If you are in a densely wooded area or water-side, you can offer more unique housing. Birds such as woodpeckers, wood ducks, and owls can be attracted to the right house. Purple Martins have condotype housing, AND they require a specific habitat to be successful. Also bluebirds are not found in our area, because they prefer open fields and country living. Near the birdhouse you can offer food. It is good to keep some distance between them because only one bird will use the house, but many birds will be attracted to the food. Offer fresh seeds like sunflowers, safflowers, millet, or peanuts to invite a good variety of birds to your window. If you have a small area, you may want to try a feeder that attaches to your window. If you have a large area, it is still good to place your feeders near the window so you can view the visitors. The next time you want to de-stress or daydream, look outside. See what your feeder and birdhouse has attracted. On February 23rd a kitchen fire broke out at Twenty Tap 5406 College Avenue [OO23]. As of press time the restaurant was rebuilding and planning to reopen soon.

Random Ripplings The Spring Kickoff meeting for the Keystone-Monon Community Garden (KMCG) was held on February 15th at the Glendale Library branch. The group planned the second year for the garden plots. Several boxes of seed packets were on hand, donated by Whole Foods. The KMCG is located at the south end of Arsenal Park at 46th and Haverford, next to the bike polo courts. Readers may also remember Arsenal Park is the location of one of the mystery buildings described in the Broad Ripple Gazette Vol 12 #22, Everything you always wanted to know about the canal....part five.
