alan@broadripplegazette.com There were approximately 90 in attendance at the October 17 annual public meeting for the Broad Ripple Village Association (BRVA) and election that was held at St. Paul’s Episcopal Church at 60th and Meridian Street. Refreshments at the meeting were provided by Broad Ripple Brewpub and Average Joes. BRVA president Mark Wolf started the presentation with the year in review, highlighting the projects and accomplishments of the BRVA since the last meeting. Mark then announced the winner of the 2017 Esprit de Corps award - Broad Ripple Farmers Market manager Barbara Wilder. City-County Councillor Colleen Fanning gave the status of the numerous street resurfacing projects in the Village. She also explained that before the Red Line construction begins, the city will fix the drainage issues near the corner of College and Broad Ripple Avenue. She also hinted at a Broad Ripple Avenue beautification/reconfiguration that will occur during that street tear up - “kind of a mini-Georgia Street,” she said. IndyGo Spokesman Bryan Luellen gave an update on the Red Line project, stating that each week www.indygored.com will be updated to show the next three-week construction schedule. Ground-breaking is expected early 2018 and the project should be completed in 12 months, when the system testing would begin. There will be a series of public meetings as the schedule details are firmed up. Rob Sabatini, public safety committee, spoke about the lower Village crime rates. Then, each of the seven candidates for the five open positions on the BRVA board were allowed to make a statement. At three points during the meeting, door prizes were given from Marigold, Half Baked Pottery, and Flatwater. On October 20th the BRVA announced that the five open board positions will be filled by Christen Wall, Kip Tew, Kent Springer, Kris Decker and Kerry Barmann.

Random Ripplings Opti-Park was packed with vintage cars of every type at the annual Hoods and Hops event on October 22nd. Car enthusiasts streamed by over 100 cars on display. Broad Ripple Brewpub sponsored the event and poured the beers. Proceeds from the event go to the Broad Ripple Village Association.

Gregory Garrett and Joel Smith are Mayor’s office advocates for the Meridian-Kessler and Washington and Lawrence Township areas, respectively. They recently discussed their work. Tell me about your background. Garrett: I worked at the Trustee’s Office at Warren Township. Before that, I worked with neighborhoods and spent many years working with the Holy Rosary Neighborhood Association located off Virginia Avenue and East Street. I started that neighborhood association in 2010 after getting my law degree from the (Indiana University) McKinney School of Law in Indianapolis. I grew up here in Indianapolis, graduating from Lawrence Central High School and Indiana University’s Bloomington campus with a degree in informatics and a minor in business. In initially working with Holy Rosary’s Neighborhood Association, there was opposition with Fletcher Place and the Indianapolis Historical Preservation Committee (IHCP) since they wanted Amelia’s, Bluebeard and South of Chicago to maintain historical building facades. There were a lot of buildings in the area that they wanted to keep in their historic way. We went back and forth, but eventually in working with these groups, I was able to see many things develop within them. It’s a separate board for Marion County under the direction of Public Works during the tenure of the Ballard Administration. Most of my other background and experience was as a Statehouse intern in 2014 and with the Trustee’s Office after that. The most important thing I did was work with Holy Rosary Neighborhood Association and the Board of Public Works with the Department of Public Works to see how things are done and how they work throughout the city. Smith: I’m originally from Highland, in northwest Indiana. From there, I attended Ball State University, where I received my Bachelor’s degree in Political Science and moved to Indianapolis to begin my career. Throughout the first three years of my career, I focused heavily in constituent work while working in the state legislature and the Indiana Department of Education. What are some of the responsibilities of a mayor’s office advocate? Garrett: The basic thing that we do is work with citizens in each of the districts within the City of Indianapolis, like community groups, neighborhood groups, crime watch associations and individual citizens. We kind of deal with the issues of the day. We can help organize neighborhoods to have associations with that process. We also help people look for resources in the Martindale-Brightwood Neighborhood. Many senior citizens in that area have a hard time financing home repairs. I give them resources like the Indiana Housing Neighborhood Partnership (IHNP). It’s kind of like being a jack of all trades. I’ve handled everything from homeless camps to proclamations for individuals. This past weekend (in late June), I helped emcee a birthday for a lady who turned 100 years old. I helped her daughter invite Mayor Joe Hogsett to present her with a proclamation. It’s a job based on situations where we’re there to provide citizens with city resources and partners with the City of Indianapolis. When I started in April of 2016, I was asked by the mayor to help citizens, but if it’s an ongoing thing, like the levees in Rocky Ripple, people deal with that long-term. Joel (Smith) brings that information back to mayor. Another long-term issue is the forest in Crown Hill where we bring in information on what people say. Smith: I think the main responsibility is that I’m a conduit of communication between the Mayor’s office and the residents of the area I serve in Indianapolis. I think it’s a very important role and I love being able to get out and meet residents of the Northside, while advocating for them in the Mayor’s office. Beyond advocating for resident’s ideas, we can point them in the right direction when searching for grants they can apply for. We try to be proactive in getting that information out to them. There are a lot of moving pieces in government and sometimes it takes a position like the MOA’s to help break down the barriers for citizens to find the answers they are seeking. We often help residents after they call the Mayor’s Action Center, either giving them an update or helping provide some next steps. We are focused on the communication of new initiatives that come out of the Mayor’s office and there are many services that we help people get access to. Another important function we perform is facilitating meetings between residents, neighborhood organizations and any stakeholders who wish to join the conversation about their community. Many of the neighborhoods I work with have regularly scheduled meetings set up, so usually it just takes some getting the word out. A recent example would include a neighborhood organization who wanted to speak with a representative of IPL. They were having trouble finding a direct contact, so I placed a call to IPL and they were able to have a representative attend the next meeting. Like I mentioned earlier, there are a lot of moving pieces when working with government and it can be confusing when trying to figure out who handles certain services, so we help residents get a better idea of what the city can provide and what groups such as Citizens Energy or IPL can provide. What are some of your plans or goals for the Meridian-Kessler area? Garrett: A lot of my plans or goals since January 2017 are just trying to help smooth the transition of changes on College Avenue that are coming with the IndyGo Red Line. I work with City-County Councillors Joe Simpson and Colleen Fanning. With a lot of capital improvements, we don’t have a say with where they go – that is more on the council side dealing with MKNA issues, like traffic or people speeding through neighborhoods after Broad Ripple shuts down late at night. How we handle these traffic issues in MKNA and the community has to do with creating goals to solve them. What I mentioned is going out into the neighborhoods and having them tell us what is happening. We help them reach their goals with the resources that we have. I don’t sit on any boards. The way I see it, this is your neighborhood and I’m here to facilitate where you want to go. It’s a very cosmopolitan area I cover, speaking with a diversity of people, from wealthy individuals to impoverished individuals using different sets of skills with everybody I meet. For example, in the Millersville and Fall Creek area at 56th and Emerson Way, citizens were looking for solutions in dealing with litter. We are trying to determine what resources we can use since Binford Boulevard is too dangerous to clean up with the traffic, but we are trying to find what city resources we can use. What are some of your plans or goals for the Washington and Lawrence Township areas? Smith: An overall goal is that I’m trying to as be accessible as possible by having these open community hours weekly. I’m also on www.nextdoor.com, delivering weekly updates to the residents in designated area on a variety of things like grants or public meetings. I communicate with residents in Area 1, which is most of Washington Township and Lawrence Township. Feel free to give me a call or drop me an email and we can start a conversation. It’s always rewarding when I hear a sigh of relief after people get pointed in the right direction and make progress. I just like to help people (I’ve been doing this type of work for about three years) and help them get their goals accomplished. Even though I’m an Indy transplant, this is now my home and I can’t think of anything more rewarding than working with residents to make their communities and the city as a whole, a better place. We need peoples’ input from the neighborhoods to help and guide them in getting their goals accomplished. We like to be visible out in the community. I don’t spend most of my time at the City-County Building. Most of my time is spent at community meetings and spending time residents to create a dialogue and gain a better understanding of what they’re going through. How can people contact you if they have questions? Garrett: I usually have my office hours on Wednesdays and Fridays, I have my office hours at Genesis Plaza (2855 N. Keystone Avenue) from 2:00 p.m. to 4:00 p.m. most Fridays. Indianapolis Leaf Collection Begins November 6

The Indianapolis Department of Public Works (DPW) will be collecting bagged leaves beginning Monday, November 6 through Friday, December 1. DPW’s solid waste team will remove up to 40 bags of leaves per household each week on regular trash pickup days during the 4-week leaf collection season. Place leaves in plastic waste bags. Paper bags can dissolve or tear in wet weather. Leaf bags should be outside by 7 a.m. on each resident’s regular trash day. Keep all leaf bags at least 3 feet away from trash carts so trucks can access carts. DPW would like to remind residents that any trash left outside of carts will not be collected. Leaves collected this year will be composted at the South Side Landfill, and mulch will be available to residents in the spring for free. DPW workers collected more than 5,000 tons of leaves in 2016. Remember to clear leaves and debris from storm drains to avoid drainage and flooding problems. Do not burn leaves. It is illegal to burn leaves in Marion County, and leaf burning creates particles, including dust, soot and other materials, that can contain toxic chemicals. Groundbreaking for New Michigan Road Branch

The first newly-constructed branch as part of The Indianapolis Public Library’s current series of capital improvements will celebrate its initial milestone when groundbreaking occurs on Friday, November 3 at 9 a.m. for the new Michigan Road Branch, 6201 N. Michigan Road in northwest Indianapolis. The public is invited to the free ceremony. Identified in the Library’s long-range Strategic Plan to fill a large geographic service gap in Marion County, the Michigan Road Branch will be a 20,000-square-foot, single-story structure located on approximately four acres on the southeast corner of Michigan Road and 62nd Street. The branch, scheduled for completion by the end of 2018, will feature spaces for books, DVDs and other materials, a quiet reading room, seating for 100 patrons, seven study rooms, a dedicated teen room, computer lab, 30 public access computers, and a 100-seat community meeting room with integrated audio-visual equipment. The $7.3 million Michigan Road Branch project will be funded from bonds approved by the Indianapolis City-County Council to be assessed with no increase in the Library’s current debt service tax rate. The project’s architect is krM Architecture+ of Indianapolis. The construction contractor is Stenz Construction Corporation of Indianapolis. The Michigan Road Branch joins already-completed renovations at the Warren, Southport and East Washington branches; future renovations at the Lawrence and Wayne branches; new branch buildings in Perry Township and at Fort Benjamin Harrison; and replacement libraries for the Eagle, Brightwood and Glendale branches. All projects will be completed by 2022 with the purpose of maximizing accessibility to the Library and its services. indypl.org/renovations.

I am a life-long resident of the Broad Ripple area. My family has been in Broad Ripple for many generations. Jacob Coil platted and named Broad Ripple in 1837. Two of his daughters married into my family in the 1870s. My grandfather was a mail carrier at the BR post office and a charter member of the American Legion Post #3. My grandmother Helen Dawson Hague worked at the Broad Ripple National Bank in Mustard Hall that became Fletcher Trust, then AFNB, then Bank One, and now Chase. My uncle Glen Hague worked at TV News and at Hoster-Roberts Ford, which is now Passwater’s and the Old Pro’s Table. My great-grandfather, grandmother, uncle, father, sister and son all graduated from BRHS; I am class of 1978. My son John is BRHS class of 2006, and is Assistant Band Director at BRMHS. As a board member of the BRHS Alumni Association, he is an organizer of the BRHS reunions for the classes of the 1940’s through the 1950’s held the first Sunday each June at Riviera Club. For many years, I have wanted a newspaper that answered my questions. Where did that store go? Why were those people digging on the corner? When is the BRMHS Homecoming Parade? What happens at that business? The Gazette is that paper. You will get an unbiased look into what is happening in Broad Ripple because I have no financial interests in Broad Ripple, nor am I affiliated with any of its organizations. I am simply a resident who is passionate about the area. You will also read about the history of Broad Ripple. This history continues to expand as I uncover new sources of stories and photos. The Gazette’s area of coverage has no real boundaries. Historically, the town of Broad Ripple extended down to 54th Street. The goal of the Gazette is to share with readers stories that are within 10 minutes or so from the heart of Broad Ripple - covering events in the Midtown region. Also, Broad Ripple is one of the seven Cultural Districts recognized by the City of Indianapolis. We try to let you know what is going on in the other districts as we can. One question I often get is how an article gets into the Gazette. We do not accept payment for articles. Article subjects are picked by me for inclusion based on the interest to the residents and visitors to the Broad Ripple area. Since this is a bi-weekly paper, we will not be able to cover news as it happens. Rather, our focus is on issues that are not time sensitive. You will probably never see these stories anywhere else, so getting them a week or so later will be much better than not at all. We try to include a new/ recently opened business or long-time business feature article in each issue. I have hundreds of stories planned, but if there is something you want to read about, please let us know. I think you will enjoy the Gazette. I know I enjoy bringing it to you. -Alan Hague

New developments supported by infrastructure upgrades Several readers have asked if existing infrastructure can handle all the new development in the Village. The answer is yes according to City Councilor Colleen Fanning whom I spoke with at the BRVA annual meeting on October 17. She detailed all the road closures due to the upgrades (including Westfield Boulevard in my neighborhood). Besides road improvements, there are drainage improvements as well as a beautification plan to make Broad Ripple Avenue a miniGeorgia street that is more pedestrian friendly.

New apartments open near Art Center The new Park 66 Flats apartment complex has opened on 66th Street next to Opti-Park (behind the Art Center). The studio, one, and two bedroom apartments feature a roof top sun deck, garage parking, and a smoke free building. Smoke free is apparently a new development in multi-family complexes. This is the second or third new apartment complex to open in the Ripple after many years of no new additions. Many more are on the way. We are the new competition for downtown (except we have less crime and more retail). However, one critic said he was disappointed there were no condos being built – especially for the more mature market (especially one floor condos for seniors that want to age in place). I asked Kip Tew and others at the BRVA annual meeting on October 17 why developers are not building more condos and the like. He said they were back in the 2007 period before the downturn. One developer went bankrupt. While I love high income Millennials who want to live in expensive new apartments, other types of housing for other age groups would add more diversity to the Village.

Many of the Napa and Sonoma county wineries that escaped damage during the recent horrific wildfires are giving back to the community donating percentages of sales to a number of relief organizations. Ironhorse Vineyards in Sonoma County makes world class sparkling wines, supports a number of environmental causes and has always been so gracious to the many Indiana friends and visitors who have spent time there. This spring the winery started a blend of 2012 pinot noir and chardonnay to release for Thanksgiving, appropriately named “GRATITUDE”. But then, says Joy Sterling, life happened. “To be honest, we planned this cuvée months ago ... before Harvey, Irma, Maria, Las Vegas and the fires. We certainly had no idea it would be so timely.” Ironhorse is releasing the bottle now and donating part of the sales to the Redwood Empire Food Bank which feeds people year round and has happily taken on more mouths to feed from the fires.
