November Land Use meeting - full house By Alan Hague

There was a large turnout at the November public meeting of the Broad Ripple Village Association (BRVA) Land Use and Zoning Committee meeting held on the 27th at Northminster Presbyterian Church. More that 60 were in attendance. For the first time in this reporters history, an IMPD officer was present, in case the meeting got rowdy. It is not clear who called IMPD, but it was not the BRVA. The meeting was quite orderly. There were four items on the agenda (bold below). 1. Tom Healy regarding the apartments and transit oriented developments within the context of the six years of the Envision Broad Ripple Plan. Tom gave historical perspective on development in the Village over the years. He spoke on many topics over 20 minutes, but one of his points was that a study was done by the city years ago that suggested that Broad Ripple needed 1600 more residents to remain viable. Tom stated that the needed number of units should be increased as many new businesses have opened since then. The currently-under-construction residential projects will not yet meet even the original goal. 2. Brian Tuohy with re-development of the old Marsh site at 62nd and Keystone Ave. Information only. No vote needed. The project is to change the legal covenants on the property to allow for a drive-thru coffee chain out-building to be built in the south east corner of the parking lot. 3. 6116 Guilford Avenue, David Kingen representing Mr. & Mrs. Lee regarding dividing the property into two parcels with single family homes on each piece. Variance petition #2018DV3-049 continued to Dec. 18 and the Plat petition #2018-PLT-078 continued to Jan. 9.

This was the third time this project has come before the committee. After hearing of changes to the Airbnb policies and other details about the property, the committee voted to support this petition. 4. 6200 College and Carrollton Avenues, Tim Ochs with Ice Miller Legal Counsel regarding rezoning the properties of 6201, 6207, 6211, 6215 College and 6202, 6214, 6216, 6220 Carrollton for mixed use, commercial and residential. Hearing before the Metropolitan Development Commission and Board of Zoning Appeals has been continued. This was the second time this project has come before the committee, and it was stated that there will be at least one more appearance in the future. The Item 4 portion of the meeting ran over one hour, until further comments were halted. The developers made many significant changes to the design based on comments at the October meeting. To recap the project, this is the entire south half of the block bounded by College, Carrollton, 62nd Street and Broad Ripple Avenue. Eight properties in the area would be razed (including the New Paradigm Church) to make was for a new 70-foot tall, 5-story building. There would be 164 apartments, a courtyard, two parking levels, 15,000+ sq. ft. of commercial space. One controversial element is the vacation of the alley from 62nd Street to the Vogue parking lot. This version of the design added a new alley to replace it that would run from College, just south of the Lincolnshire Apartments, eastward into the Vogue lot. To address the blank wall on Carrollton, a retail/commercial element was added to the Carrollton side of the building, and the 5th floor was stepped back to make this face appear from the street-level as four stories. To address the building reaching to the sidewalks, a 10-foot setback was introduced to all faces, allowing for larger sidewalks and landscaping. Many neighbors spoke in opposition to the project. Just a few complaints were; Imposing, blank walls facing their homes; Unattractive garage entrance; Vacation of the alley; Height of the building; Too little parking, meaning it will spill out in to the neighborhood; Too much parking, because the new generations can use the Red Line and other new transportation options; Balconies looming over their homes. The final discussions included trying to find a way to leave the existing alley open. The developer said this would mean adding height to the building. It was also mentioned that the College Avenue, 62nd Street, and Carrollton Avenue faces of the building should be scaled and designed to fit in better with those areas. The developer stated that many changes were proposed at this meeting, but in reality only one, maybe two, could realistically be done. The next meeting of the committee is in January, but the developer asked if there was a way to meet in December. There was no resolution of this at the meeting. The next public meeting (as of this publication date) of the BRVA Land Use and Development committee is scheduled for Tuesday, January 22, starting at 6pm in the basement of Northminster Presbyterian Church, 1660 Kessler Boulevard. The Gazette will publish a December date if one is scheduled.

The Indianapolis Department of Public Works (DPW) is collecting bagged leaves through Friday, December 7. Residents can leave out up to 40 bags of leaves per week during the four-week collection period. Here are a few guidelines to follow during leaf collection: Place leaves in plastic bags. Paper bags can deteriorate and break apart in wet weather. Keep bags at least three feet away from your trash cart for easy pick up. Leaf bags should be outside by 7 a.m. on your normal trash day. While raking leaves, DPW asks that residents clear leaves from storm drain inlets to prevent drainage and flooding problems. Last year, DPW collected about 5,000 tons of leaves from Marion County residents. As in years past, the collected leaves are taken to the South Side Landfill where they are composted. Residents can pick up the resulting mulch in the spring. Keep in mind: Open burning is illegal in Marion County. Try composting as an alternative to traditional raking and bagging. White River Vision Plan Releases Phase One Data Report

IAC’s Winter Festival To Offer Community Seasonal Art

The 2018 Winter Art Sale is a NEW take on a classic Indianapolis Art Center event. On December 1 & 2 our galleries will be transformed into an indoor artisan sale where students, faculty, and staff will have the opportunity to sell their artwork, wares, and artisan goods to the Indianapolis community. “All Wrapped Up” - Stutz Artists Assn’s Annual Holiday Show

You’ll be “All Wrapped Up” in the spirit of the season at the annual holiday open house presented by the Stutz Artists Association. Featuring the amazing works of 70 artists, this one-of-a-kind event offers art, entertainment, food and beverages from the in-house Bearcats Restaurant, as well as dessert delights from local eateries and caterers. Doors open at 5:00 p.m. on December 7. This free social and shopping event will take place on all four levels of the historic Stutz Business and Arts Center, located at 212 W. 10th Street. Studios and business will be open for business and the entire building will be alive with entertainment, food, fun, vintage cars and racing memorabilia for everyone to enjoy. The fun continues throughout the evening until 10:00 p.m. Check out the new artists’ studios open this year, including one of Indiana’s most prestigious tatoo artists, and new interior design studios featuring the latest trends in home decor. The 10 West Gallery will be open showcasing new contemporary fine art. The entrance for the evening’s party is located inside Blackhawk Alley, which is accessible from West 10th Street (midway between Senate and Capital) and from Capital Avenue (midway between 10th and 11th). Plenty of parking surrounds the building. A free trolley will be available for guests wishing to visit additional downtown art centers and galleries.

Current and historical perspectives gathered during the initial Discovery Phase of the White River Vision Plan in Indianapolis and Hamilton County are now available for public review and comment online. The Phase 1 Task Report is a comprehensive review of research by experts and public input gathered from April through July 2018 about the 58 miles of river in the study area. The report is an in-depth study of the White River’s history, industry, river access, hydrology, ecology and recreation completed by core team members from Agency Landscape + Planning, RATIO Architects, DAVID RUBIN Land Collective, Applied Ecological Services, Engaging Solutions, Heritage Strategies, HR&A, Land Story and Christopher B. Burke Engineering. Divided into four themes — Reveal History, Express Identity, Experience Nature, and Connect Communities — the report seeks to inform Central Indiana of the opportunities and challenges that will be addressed in a final master plan set to be released in Spring 2019. Key findings from the report include the following: • Reveal History: The Task One study uncovered rich and compelling stories about the river’s history but also revealed that residents are relatively unaware of that history. Potential opportunities for expanded programming, celebrations, and interpretive activities along the White River. • Express Our Identity: Past and more recent development and demographic trends emphasize that the White River Vision Plan must serve all ages, work to attract younger residents, stress inclusivity and support quality of life to support economic growth. • Experience Nature: This theme examines the natural wildlife, water quality, levees, floodplains and storm water runoff along the river. The White River Vision Plan should support existing plans and programs such as the Greenways Master Plan, Indiana Forest Alliance Marion County Forest Study, Indianapolis Parks Master Plan, city and parks master plans for Carmel, Fishers and Noblesville, and sediment reduction initiatives. • Get Outdoors: Conner Prairie, Strawtown Koteewi Park, Newfields, White River State Park and Southwestway Park are examples of programs that can inform the White River Vision Plan’s goal of offering diverse experiences, access and ecological systems for the final plan. The White River Vision Plan will seek to differentiate experiences and favorably increase perceptions through the promotion of enhanced stewardship of the river balanced with diversified activation opportunities. • Connect Communities: A recommendation to Increase visibility in public rights-of-way through signage and lighting will be included in the White River Vision Plan. Residents can participate in a new, five-minute Interactive Mapping Survey available on MyWhiteRiver. com. The survey is modeled from a hands-on activity created for the public meetings that asked attendees to mark locations on a large map of the study area. Now, all visitors to the White River Vision Plan website can participate in the same way with the new survey. Times and locations for the next set of community meetings on January 29 through 31 are forthcoming. Following the 12-month planning period slated for completion in April 2019, the final plan will be shared with the public and a variety of stakeholder groups and organizations. I am a life-long resident of the Broad Ripple area. My family has been in Broad Ripple for many generations. Jacob Coil platted and named Broad Ripple in 1837. Two of his daughters married into my family in the 1870s. My grandfather Girstle Hague was a mail carrier at the BR post office and a charter member of the American Legion Post #3. My grandmother Helen Dawson Hague worked at the Broad Ripple National Bank in Mustard Hall that became Fletcher Trust, then AFNB, then Bank One, and now Chase. My great grandparents John E. Hague and Nora Hague lived at 6148 N. College Avenue and 6170 Guilford Avenue. My great grandparents John Dawson and Nora Ringer Dawson lived at 6122 Carrollton Avenue. My 2nd great grandaunt and uncle, Sarah Coil Thompson and Hamlin Thompson, lived at 6116 Guilford Avenue. My uncle Glen Hague worked at TV News and at Hoster-Roberts Ford, which is now Passwater’s and the Old Pro’s Table. My great-grandfather, grandmother, uncle, father, sister and son all graduated from BRHS; I am class of 1978. My son John is BRHS class of 2006, and was Assistant Band Director at BRHS, now band director at Crispus Attucks High School. As a board member of the BRHS Alumni Association, he is an organizer of the BRHS reunions for the classes of the 1940’s through the 1950’s held the first Sunday each June at Riviera Club. For many years, I have wanted a newspaper that answered my questions. Where did that store go? Why were those people digging on the corner? What happens at that business? The Gazette is that paper. You will get an unbiased look into what is happening in Broad Ripple because I have no financial interests in Broad Ripple, nor am I affiliated with any of its organizations. I am simply a resident who is passionate about the area. You will also read about the history of Broad Ripple. This history continues to expand as I uncover new sources of stories and photos. The Gazette’s area of coverage has no real boundaries. Historically, the town of Broad Ripple extended down to 54th Street. The goal of the Gazette is to share with readers stories that are within 10 minutes or so from the heart of Broad Ripple - covering events in the Midtown region. Also, Broad Ripple is one of the seven Cultural Districts recognized by the City of Indianapolis. We try to let you know what is going on in the other districts as we can. One question I often get is how an article gets into the Gazette. We do not accept payment for articles. Article subjects are picked by me for inclusion based on the interest to the residents and visitors to the Broad Ripple area. Since this is a bi-weekly paper, we will not be able to cover news as it happens. Rather, our focus is on issues that are not time sensitive. You will probably never see these stories anywhere else, so getting them a week or so later will be much better than not at all. We try to include a new/recently opened business or longtime business feature article in each issue. Buzzing Around Town with Nora Spitznogle I trust that you all had a wonderful Thanksgiving long weekend. I love seeing the holiday decorations popping up in the neighborhood. My Boy Scout wreath is hung, I’ve tested my old fashioned string of large C9 bulbs, I’m looking forward to getting greenery at Habig’s and poinsettias at Indiana School for the Blind Holiday Event on December 8 (more below). My 1960s era blow mold Santa is tucked away for another for another week or so - I don’t want the neighbors to tire of him too soon. What are your favorite decorations?

I was guessing that Shadeland as been on the music scene since I’ve been writing this column. I was wrong, they’ve been around longer. Since 2000 they have been playing true hard-to-describe, but amazing indie music. A little pop, prog, melancholy, and rock. This is their fifth - or is it sixth? - album. They will be joined by the equally as great bands, Desert Planet, InCalico, and Ballast. It’s sure to be a great night of music.

Nora managed CATH Inc coffeehouse at 54th Street and College Avenue for seven years. During that time she hosted hundreds of local and touring musicians, both at the coffeehouse and her home. When CATH closed in 2004 and the music was no longer coming to her, she had to wander from her corner of Broad Ripple to see what is happening elsewhere. City Sued Over Plan To Abandon Regional Rail Corridor Trails council executive Richard Vonnegut has sued the City of Indianapolis for its violation of changing the thoroughfare plan without public input regarding converting the Nickel Plate Railroad rail tracks into a trail. The suit apparently asks for public

comment hearings. The Nickel Plate tracks, which run from downtown Indianapolis north beyond Noblesville, can handle joint rail and trail use according to advocate Logan Day of Save the Nickel Plate. Separately, advocates of preserving the corridor met November 19 at Faegre Baker Daniels in downtown Indianapolis to form a new regional coalition to stop Fishers’ plan for a trail-only option despite public protest. The Surface Transportation Board which has jurisdiction over the matter has yet to ok abandonment. Over 1,200 persons have objected to Fisher’s proposal and the suburb refuses to consider joint rail and trail use according to critics. Vonnegut’s lawsuit brought by attorney Terry Tolliver asks the STB to halt consideration of the request of Fisher’s to allow abandonment of the rail corridor pending resolution of the lawsuit. The unique rail corridor has been used for freight, the State Fair Train, and the Indiana Transportation Museum special events trains such as the North Pole Express. Join Save the Nickel Plate on Facebook or ride your bike along the Monon Trail to see the corridor. The lack of regional transit leadership is appalling. As we learned with the recent bid for Amazon, we need to work together as a region and not as individual cities. This includes having a viable regional transit system. Santa and the Reindeer Coming December 8th The Indiana School for the Blind and Visually Impaired Annual Holiday Tree Sale and Family event, Saturday, December 8th (at 7725 N. College Avenue), starts with breakfast in the Churchman Dining Room (8:30 to 11:30 am, with a visit with Santa from 9 to 10). Then, the Holiday Open House and Plant Sale will start at 9 am in the Greenhouse with a visit with Santa starting at 10:15 am and the Indy Ukulele Club at 12:30 pm. The Christmas Tree sale begins at 9 am with a visit with Santa at 11:15 am and petting of live reindeer starting at 12:15 pm.

College Avenue Construction Begins Construction has begun on College Avenue due to the IndyGo Red Line and gas main relocation that will result in delays and closure of all or parts of College Avenue starting soon. Per IndyGo, crews will be relocating sections of water main and/or fire hydrants at several intersections over the next several months, with gas main relocation to follow from 40th to 66th Street. Get out of the Ripple-Your Southern Florida Car Free, Care Free Getaway Fort Lauderdale and Miami are perfect for a car free, carefree holiday. I took Amtrak down from Orlando to Fort Lauderdale through the beautiful countryside to Ft. Lauderdale. I flew back on Southwest. The #1 bus serves the FLL airport from the rental car area for $2 and you can connect to the #40 for a short trip to Fort Lauderdale beach area. I stayed at the Best Western Oceanside Inn near the beach. They have bikes to rent. The Swimming Hall of Fame is a half mile away and offers public lap swims for $4. Check Sunny.org for other lodging ideas (or use Trip Advisor). Being a transit fan, I took the new Brightline train from Ft. Lauderdale to Miami. It is a privately run train which serves cocktails in the waiting area and on board (as well as snacks). Look out Amtrak. Once there, you can hop on the Miami Metro Mover. The Miami financial district features lots of interesting new architecture or you can hang out along the harbor. Check out Bayfront Park along Brickell Avenue where you can hop on the Brickell Avenue Trolley to see downtown Miami. Take the Metro Mover from the Brightline Station in Miami. It is a free people mover that runs around downtown on 3 separate routes. A mini version of the L without the noise nor the fare. On the way home, I took the Metrorail subway to MIA Airport station to hop on the Tri-Rail commuter rail back to Ft. Lauderdale. Details at miamidade.gov/transit or at the Tri Rail website. (You can also catch the 150 bus to Miami Beach from the Airport transit center in Miami.) A free bus from Tri Rail takes you back to the transit center where you can hop on the #50 back to Wilton Manor. You can’t beat south Florida for a winter time visit. Temperatures rarely dip below the 60s and highs are routinely in the 80s. Using my tips you can enjoy the area without the hassle of a rental car nor even having to use UBER or Lyft. Art Center Holiday Fun Don’t miss these upcoming events at the Indianapolis Art Center: • Winter Fest: Winter Art Sale – Dec. 1, 10 am to 4 pm & Dec. 2, Noon to 4 pm • 81st Annual Student Show – Opening Reception Dec. 14, 6 to 9 pm. The exhibition is the largest juried exhibition of work made by IAC students. Upcoming December 8 – Drag Show with the Banana Babes at The Monkey’s Tale, 11 pm. (Karaoke starts at 8 pm). History, Hospitality & Humidity: Spittin’ in the South I spent three action-packed days in New Orleans a few weeks ago judging the first New Orleans International Wine Awards competition. 12 judges from across the US spent time in the Bayoux Wine Warehouse judging 540 wines from around the world. We were divided into 4 groups of 3 which meant tasting 140 wines or so in one day. That was a LOT of spitting. My panel judged dry roses, Cabernet’s over $30, Rhone Blends, Malbecs, Vermouth, Ciders and 41 Chardonnay’s under $30. The Tuesday night reception was impressive. We were treated to wine, champagne and a buffet of delicious food in the “apartment” of a New Orleans couple. The 9000 sq foot apartment in the French Quarter included 5 original Andy Warhols, fine art, a courtyard with a pool. What a treat. My new wine friends Doug Frost MS, MW and Heidi Peterson Barrett (YESTHAT Heidi Peterson Barrett, famed winemaker of iconic bottles including Screamin’ Eagle and now La Sirena) spent our “off time” exploring New Orleans. We learned and laughed at Mardi Gras World – a warehouse campus where artisans build and store many of the characters, decorations and Mardi Gras floats. We were enthralled by the architecture and history of Lafayette Cemetery #2 where the above ground mausoleums date back to the 1700’s. There is a huge push to preserve and restore and RESPECT the grounds which is often used as a back drop for many TV shows and films. We took in the wild and crazy people and places on Bourbon Street, and admired art in numerous galleries including one showing the latest work of Francoise Guillot – who was married to Picasso and also Jonas Salk. Her work at 95 is still fresh and inspiring – and if you’ve seen the National Geographic TV series “Picasso” you already know that much of HER work inspired Picasso. Parts of the city are still recovering from Hurricane Katrina but the admiration, and respect for the history of the city is everywhere. As is the hospitality. Everyone, even the UBER driver went out of their way to make us feel special and welcome and spoiled. Dinner on Wednesday night was at Antoine’s. We ate in the private REX room, where pictures and items of all the REX Kings of Mardi Gras are kept. We dined on china that was used when FDR visited the restaurant in the 40’s. The meal was New Orleans finest – shrimp remoulade, crab salad, local fish and beef, and Baked Alaska and flaming coffee, plus wines from around the world. Southern Hospitality at its finest. If you follow me on INSTAGRAM you can enjoy more pictures, videos and adventures. Oh yeah – we judged wine, too. Best of Class Winners included : • BEST RED – Allen Wines, “Audacieux”, 2015 Cabernet Sauvignon, Sonoma County, Block 17 • BEST WHITE – Merritt Winery, New York, Gewurztraminer • BEST SPECIALTY – Atwater Estate Vineyards, Finger Lakes, New York “Rose of Cabernet Franc” These wines may be hard to find in the midwest but if your holiday journeys take you to any of the coasts you should be able to find a bottle or two in local wine stores. by Brandt Carter Backyard Birds Legend “How Santa Knows Who’s Naughty or Nice” One day, a chickadee lit on my feeder and began singing. His song told me a Christmas tale about the year Santa Claus lost the List. Goodness, Santa didn’t know who had been naughty or nice. There was no list! Three days before the big night, Santa was still searching his house, workshop and stable – no list. The Mrs. could be of no help because she had to bake her stollens and kugels to finish her holiday projects. Meanwhile, Santa bellowed, “Where is the List? There will be NO Christmas. I don’t know who has been naughty or nice!” After much rummaging and fretting, there was a peck, peck, peck at the window. Two snowy owls that lived in the hollow of the old tree outside the kitchen window pecked until they got Santa’s attention. “Can we help?” they asked. Santa replied, “Oh, if only. You see, I have no list. Without it, there will be no trip and no gifts!” The two wise owls put their heads together to try to save Christmas. They knew the reindeer could not help because they had to save their strength for the big night. The snowshoe hares were too small to hop very far. The seals only went as far south as the California Coast – not far enough. The elves were too busy making last minute gifts. Was there no one at the North Pole to help? Was there no magic left – no miracles? Finally, the aha! Only one group could help: the birds of the world. All the owls had to do was fly far enough south to issue the alert. Because birds inhabited almost every earthly corner, each bird could go to the home of a boy or girl and watch to see who was naughty or nice. Then the birds would report back so Santa could make the List again. That is exactly what happened. Christmas was saved. Santa wrote the List again because “a little bird told him so”… That is, who was naughty or nice. Because all the gifts were delivered on time that year so long ago, birds have been very much a part of every Christmas celebration ever since. Feeding the birds a special treat is an important part of the holidays – a sheaf of wheat, seed wreaths, fruit and nuts. The old gang of usual suspects gathered at 6:30 p.m. on November 12th at Plump’s Last Shot. The occasion was the annual Bill Brink Birthday toast. Bill, affectionately known as “The Mayor Of Broad Ripple”, would have been 70 years old. To learn more about him and his amazing life and contributions to conserving Indiana’s wild native resources, visit the Bill Brink Memorial Gardens along the Monon Trail north of 65th Street.
