Everything you always wanted to know about the canal... By Alan Hague

Part One Over the years we have received numerous calls and emails with questions about the canal. We answer them individually, but now we have decided to write it all up in one comprehensive article. This article will almost certainly raise even more questions from our readers. Send ‘em in! Citizens Energy Group, the current owner of the Central Canal, graciously sat down with us for a detailed Q&A session and followed that with a tour of the White River treatment facility at 16th and Aqueduct Street. The canal starts at Broad Ripple and ends at that facility. [This was news to me. I thought the canal continued to flow though White River State Park. More about that later.] We covered weeding, silt, erosion, and water treatment. We discussed many of those buildings you see while driving around that you always wondered about [and some you didn’t know existed]. To be more complete, I will throw in some of the history of the Central Canal, but this is in no way a comprehensive history of the canal. The Citizens meeting consisted of me (your editor), Mario Morone (Gazette writer), Ed Malone (Director of Water Production for Citizens Energy Group), Edwin Morris (Operation Maintenance Supervisor for Citizens Energy Group), and Sarah Holsapple (Media Relations for Citizens Energy Group). Ed Malone is responsible for all of the water production at Citizens Energy Group, including the White River treatment facility. This is the facility that takes all of the water from the canal and supplies the north side of Indianapolis with fresh water. Edwin Morris is responsible for the entire canal, as it runs from Broad Ripple to the White River treatment facility. A little background… The Central Canal was originally built as a way for Indiana to compete with other states that had built canal systems to enhance industry. The Central Canal was to improve the movement of goods and to provide power for mills. Today, it is a conduit of surface water to the White River treatment facility. It all started in 1836 when the State of Indiana started the construction of the Central Canal at the bend of the White River in what would later be called the Town of Broad Ripple, north of Indianapolis. When the dam across the White River was built and the digging for the canal started in 1836, the area was mostly unsettled. In 1837 Jacob Coil platted 48 lots north of the canal construction project and referred to it as Broad Ripple. Later that year 32 lots were platted to the south of the canal construction and that area was named Wellington. An excerpt from The Canal Society of Indiana (www.indcanal.org): “Originally the Central Canal was divided into two divisions, northern and southern; later, into three, northern, Indianapolis, and southern. THE PARADE ROUTE The annual Broad Ripple Magnet High School homecoming parade will pass through the Village on Friday, September 11. The parade will leave the high school from the south exit at 3 P.M. Students have made floats for classes and clubs, and the marching band will perform. The parade stops briefly at Chumley’s on Broad Ripple Avenue so that the band can play for the BRMHS faculty that gathers there to watch. The Rockets will play the Washington Continentals in the homecoming football game at 7 P.M. The BRHS Alumni Association welcomes all alumni to come to the parade and the game to celebrate BRHS. Morgan County), and the southern from Port Royal to Evansville. Although contracts were let for all districts in all divisions, there was limited digging in the northern division. The ruins of the Canal can be found in Madison County from Alexandria to Anderson and the Muncie feeder from Daleville (in Delaware County) to Anderson. In the southern division, only about 20 miles were dug in Vanderburgh and Warrick Counties during the first period of digging (1836-1839). Eventually the Central Canal was completed in 1853, from Evansville to Point Commerce (Worthington) as a part of what became known as the Wabash & Erie Canal. It was the Indianapolis Division which received the most attention. Actually the entire length, from Broad Ripple to Port Royal, some 24 miles, was dug. That portion in Marion County is almost the only portion that can be found and none is watered elsewhere. On June 27, 1839, water was first let into the Canal at the feeder in Broad Ripple. This source filled the Canal as far south as Pleasant Run, a creek which empties into White River in southern Center Township. In about 1873, the lower portion, from Market Street to Pleasant Run was sold; and after a sewer was laid in the bed of the Canal, a railroad was built over it.”

The watered portion of the Central Canal ran from Broad Ripple to south of downtown. Originally the canal was not used for water production, only for factories or for movement of goods and passengers. When factories were built near the canal, a mill race would be dug, routing the flowing water from the canal to the water wheel to provide power for manufacturing. Robert Earl operated the Silver Bell, a canal boat that made the three and a half hour trip from Broad Ripple to Downtown and back again daily. The fare was $1. The exciting part of the ride was crossing the aqueduct, high above Fall Creek. According to Now That Time Has Had Its Say by Darrell Bakken, the first nonindustrial use of the canal was started in 1870 by the newly formed Water Works Company of Indianapolis (WWCI). WWCI used the canal water to both run turbines to pump water into water mains and to provide high pressure water for fire protection. An interesting side note from Bakken’s book is that in 1872 WWCI was sued by ice companies that were harvesting the ice on the canal. WWCI apparently won that battle, as later it was issuing licenses for ice harvesting. According to The Canal Society of Indiana (www.indcanal.org), “It was not until 1904 that the Indianapolis Water Company began to use water from the Canal as a source for purification and distribution to consumers. At that time the White River Purification Plant was constructed and water from the Canal was used both for drinking as well as for aquatic purposes. The point of obtaining water for purification was just south of Fall Creek after the canal had passed through an aqueduct over Fall Creek. The rest of the flow of the canal proceeded toward the center of Indianapolis and continued to be used by the Water Company as water power to its pumps at the West Washington Street pumping station.” The eight miles of active canal eventually became to be entirely used as an open water pipe carrying water from the White River to the White River treatment

Mark passed away recently. All on the Gazette staff will miss him. Below is the only picture I have of Mark. As usual, the photographer is never in any of the pictures. I took this one when we were both covering the Lights Up Christmas parade in 2012. He is in the red cap with the camera taking pictures of the BRHS marching band.

Our Q&A session We started our discussion on the head end of the canal, up in Broad Ripple. The dam across the White River is original. In one old postcard, picnickers are seen enjoying the water trickling over the dam. Unfortunately, today the dam is not available to the public for recreation. In fact, it is almost impossible to see it at all. It would be wonderful if the west bank of the White River could be opened to the public as a small park area by the dam. Back on topic, the dam is a 300 foot wide, 8 foot tall timber structure. According to Ed Malone, the dam was built with untreated timbers and was designed to allow some water to flow through the dam, keeping the timbers from decaying.

Buzzing Around Town with Nora Spitznogle Labor Day Street Fair Monday, September 7 The Jazz Kitchen 5377 N College Ave. - free, all-ages, 2:00 – 7:30 PM
I absolutely cannot believe that this is the 19th year for the Labor Day Street Fair. I was working at CATH (Coffee And Tea House) on the corner of 54th and College, where Fresh Market now stands, the inaugural year. I set up games for kiddos in the corner of the parking lot and sold orange sodas and iced tea and brownies and customers sat in lawn chairs and listened to the bands playing in front of the Jazz Kitchen. There wasn’t much else on the corner at the time – no one had even heard of Yats – they wouldn’t open their doors for another five years and The Jazz Kitchen hadn’t built their patio or expanded yet. There was Rich Dole at the 2013 Street Fair. an Army-Navy store on the northwest corner and Moe and Johnny’s was long-established on the southwest corner. Now the Labor Day party takes over the sidewalk in front of The Jazz Kitchen and Yats. There will be food and drinks for purchase and a great line up of live music.

There is limited seating, feel free to bring a lawn chair. CATH closed 11 years ago – just a few weeks after Labor Day. I have many fond memories of the street fairs and entertaining the kiddos while their parents enjoyed the music and adult beverages. Now I can enjoy one of those beverages while listening to the music – and most of those kids are probably old enough to join me!

This is the 25th year for St. Joan of Arc parish’s French Market. The festival started as a Sunday afternoon family picnic in 1990. While 25 years seems like a long time for a festival, it is relatively new in the history of the parish. St. Joan of Arc was founded in 1921 and named after the 15th century heroine of the Hundred Years War who was canonized a saint only the year before. Bishop Joseph Chartrand had seen the need for a new parish to serve the families who were moving north beyond the reach of SS. Peter and Paul Cathedral. Worshipers were drawn from a large but sparsely settled area extending eastward to Keystone Avenue and north to the Hamilton County line. The first church was small and the structure quickly outgrew the One of the food booths at a previous French Market. rapid growth in the number of parishioners and plans were made for the current church structure, which was completed in 1929. The number of parishioners grew to 5000 before Christ the King was created in 1939. Guided tours of the church by architectural historian, William Selm, will be given at 1:30,

I am an unabashed fan of pop music and my love of Ireland is no secret so I’m a little embarrassed that I hadn’t heard of Pugwash. The songs are melodic, clever, and fun. Their newest album (September 4 release date) is getting grand reviews – and will also be released on translucent red vinyl for a limited edition printing. The Warehouse will be a great venue to hear the Dublin band, whose record is called, “Play This Intimately (As If Among Friends).” The Warehouse is an intimate concert listening-room space, and it will be amazing to hear them in such and cozy place. The Vinyl Cats is the collaboration of Ken Simpson (vocals, acoustic guitar) and his 15 year old son Patrick (piano, backing vocals). Ken has played with Neil Innes (The Rutles, Monty Python, Bonzo Dog Band) and recently released a CD of his own material called “You’re No Fun Anymore”. Performing mostly as a solo artist, Ken was thrilled when Patrick showed interest in playing with him. “We’ve always enjoyed music as a family,” Ken says, “and Patrick and I seem to gravitate toward the same material. He turned me onto Panic! At The Disco and I introduced him to Pugwash and Fountains of Wayne.” Joining the Vinyl Cats for this show will be “Rutling” Ken Thornton. Among several other musical projects, Thornton is the lead guitarist for The Rutles, having played gigs at the Royal Albert Hall and the Glastonbury Festival.

St. Herman begins missing the bears when he tends to the needs of his church on Kodiak Island. St. Herman begins to realize that he loves bears more than people. Any lessons from this point forth will be things that St. Herman learns from bears, because human beings are not worth emulating. St. Herman has dropped out of society completely (except for his once-aweek forays to Kodiak Island.) St. Herman does not see himself as a saint. St. Herman simply sees himself as one who greatly prefers the company of bears to the company of humans.

The background of The Gazette:
I am a life-long resident of the Broad Ripple area. My family has been in Broad Ripple for many generations. Jacob Coil platted and named Broad Ripple in 1837. Two of his daughters married into my family in the 1870s. My grandfather was a mail carrier at the BR post office and a charter member of the American Legion Post #3. My grandmother Helen Dawson Hague worked at the Broad Ripple National Bank in Mustard Hall that became Fletcher Trust, then AFNB, then Bank One, and now Chase. My uncle Glen Hague worked at TV News and at Hoster-Roberts Ford, which is now Passwater’s and the Old Pro’s Table. My great-grandfather, grandmother, uncle, father, sister and son all graduated from BRHS; I am class of 1978. My son John is BRHS class of 2006, and is Assistant Band Director at BRMHS. As a board member of the BRHS Alumni Assn he is an organizer of the BRHS reunions for the classes of the 1930’s through the 1950’s held the first Sunday each June at Riviera Club. For many years, I have wanted a newspaper that answered my questions. Where did that store go? Why were those people digging on the corner? When is the BRMHS Homecoming Parade? What happens at that business? The Gazette is that paper. You will get an unbiased look into what is happening in Broad Ripple because I have no financial interests in Broad Ripple, nor am I affiliated with any of its organizations. I am simply a resident who is passionate about the area. You will also read about the history of Broad Ripple. This history continues to expand as I uncover new sources of stories and photos. The Gazette’s area of coverage has no real boundaries. Historically, the town of Broad Ripple extended down to 54th Street. The goal of the Gazette is to share with readers stories that are within 10 minutes or so from the heart of Broad Ripple - covering events in the Midtown region. Also, Broad Ripple is one of the seven Cultural Districts recognized by the City of Indianapolis. We try to let you know what is going on in the other districts as we can. One question I often get is how an article gets into the Gazette. We do not accept payment for articles. Article subjects are picked by me for inclusion based on the interest to the residents and visitors to the Broad Ripple area. Since this is a bi-weekly paper, we will not be able to cover news as it happens. Rather, our focus is on issues that are not time sensitive. You will probably never see these stories anywhere else, so getting them a week or so later will be much better than not at all. We try to include a new/ recently opened business or long-time business feature article in each issue. I have hundreds of stories planned, but if there is something you want to read about, please let us know. I think you will enjoy the Gazette. I know I enjoy bringing it to you. -Alan Hague

9th Annual Ripple Effect 4-Mile Run/Walk Labor Day Weekend
The ninth annual Ripple Effect 4-mile Run/Walk is September 6, the Sunday of Labor Day weekend. The Ripple Effect welcomes runners and walkers of all ages and ability levels for a unique experience on the streets of Broad Ripple. The Ripple Effect is both a competitive run and a non-competitive walk. Awards are given to the top three male and female finishers in age categories spanning 12 and under to 75 and above. The Ripple Effect 4-Mile Run/Walk features: Scenic course on both residential and commercial streets, Evening start time, Free event tee-shirt, IPICO timers, Water stations along the course, Quick results posted at Tuxedo Brothers website New this year: Block party from 5-9pm with vendors selling goods and passing out free samples. Butler to Offer Free Screening of ‘Water Under the City’
Butler University’s Friesner Herbarium and Center for Urban Ecology, with funding partners Let’s Talk About Water, Inc. and CUASHI (Consortium of Universities for the Advancement of Hydrologic Science Inc.), present a free screening of the film Water Under the City on Thursday, September 24, at 7:00 PM in the Butler University Pharmacy and Health Sciences Building, Room 156. The film, made by IUPUI students in 2011, explains why Indianapolis and other cities have combined sewer overflows (CSOs; infrastructure that diverts untreated sewage into local rivers and steams during high rainfall events), the hazards they present, and the major ongoing effort to deal with the issue. A panel discussion with local water resource experts led by Julia Angstmann, Director of the Center for Urban Ecology, will follow the screening.
The Riviera Club Presents Sixth Annual Dog Swim
The Riviera Club (Rivi), a membership-based social club located at 5640 North Illinois Street, opens its gigantic outdoor pool to the canine community on the closing day. Sunday, September 13 from 5:30-7pm is slotted for the 6th Annual Dog Swim. The event has been held as the final swim of the season where Rivi Members and their guests can bring in their dogs for that final dip in the pool. This year the Dog Swim will truly be a public event with a mission to promote some local animal welfare organizations in addition to the canine aquatic activity. Admission to the Dog Swim is free for people but dogs of current Rivi Members are $5 each and $10 for those of non-Members. Admission will be collected at the gate and cash is preferred. A requirement for admission of all dogs is proof of rabies vaccination, which can either be presented as a form or dog tag.

More Wine Finds Vin Expo in Bordeaux France is one of the wine industry’s largest gatherings of producers, distributors, importers, retailers and growers from around the world. The 4-day event in June is not for consumers, but rather for those who get the wine to them. Each year the event also takes a look at sales/trends. The International Wine and Spirit Research Study found that the U.S. continues to grow in its wine consumption, with 312 million cases sold in 2013. 54% of that was red wine, 23% was sparkling. Thirty percent of that wine is imported, with Italy and Australia being the number one and two suppliers, and France in third. With that in mind I would suggest a bold, smooth red from Italy: 2013 Brancaia TRE. It’s a smooth, earthy, juicy blend of Sangiovese, Merlot and Cabernet Sauvignon. Hints of mocha, plum and black cherry with a solid structure make it a nice bottle to serve with food from the grill, steaks, ribs, even pizza. The 2015 Ultimate Wine Challenge took place in New York in June. Judges blind-tasted hundreds of wines from around the world, choosing the ones they believe tasted best and have the most consumer appeal. The judges selected 41 top wines, most of which are widely available at grocery, big box and retail stores. Among the winners: 2013 Rodney Strong Charlotte’s Home Sauvignon Blanc, California; 2013 Mirassou Moscato, California; 2013 Barone Fini Pinot Grigio, Italy; 2013 Yarden Chardonnay, Israel; 2013 SeaGlass Pinot Noir, California; 2012 Zuccardi Q Malbec, Argentina; 2012 Louis Bernard Cotes du Rhone Villages, France; 2012 Murray Street Vineyards Black Label Shiraz, Australia. Having sampled all but the Pinot and Shiraz, I can also happily give GLASS HALF FULL recommendations to these. Easy to find, most under $12 and delicious with any week night home cooked meal. Jill A. Bus Rapid Transit Coming to the Ripple?

IndyGo is rolling out more details of the proposed Red Line bus rapid transit that would serve BR and go north to Carmel and south to downtown then Greenwood. In BR, it is planned to use College Avenue with stops every half mile. Bus rapid transit has been used successfully in many other cities including New York, Ottawa, Kansas City, and Seattle. It’s a poor man’s subway since no special equipment is needed and it doesn’t need a designated right of way. In Kansas City, bus drivers can control the stop lights giving the bus an advantage over car travel. In Ottawa, the buses operate on designated busways. The first phase of the Red Line will serve Broad Ripple to UIndy and, if approved, will open in 2018. The new downtown transit center just south of the City County building opens soon. Details at www.indygo.net/redline. Those who can’t wait three years for the new service should use routes #17 and #18 which serve downtown from Broad Ripple. It’s just $1.75 to go downtown and you don’t have the hassle of parking. Plus you can return your emails, text your friends, and check your Facebook without running into the car in front of you. Note some of the #17s go first to Glendale. Also, the #18 does not run on Sunday. Rush hour service is every half hour. New bike racks are coming to the IMA and they are also urging the city to put in bike lanes on Michigan Avenue (since you can no longer ride your bike through the park using the Michigan Avenue entrance). Bicyclists can now access the park through the main entrance off 38th Street as well as off the Canal Towpath. They can also use the sidewalk along Michigan Avenue to access the main entrance. Going to the Penrod Art Fair at the IMA on September 12. You can ride down the canal towpath for a Pedal ‘n Park bike parking. (The Penrod uses the IMA grounds but the event itself is not sponsored by the IMA.) The IMA itself has other events planned this month including: September 5 - Family Day features do it yourself art events September 19 - Autumn equinox event Remember, you can sometimes avoid the new $18 admission fee which also applies to the gardens. 2015 BR Home Tour coming Sept 26 It is time for the annual Broad Ripple Historic Home Tour. This will be the eleventh year. The tour will be Saturday, September 26 from 10 am to 6 pm. The evening before the tour there will be a Kickoff Party (Friday, September 25) in the parking lot of Carpenter Realtors, 6101 College Avenue [K3 on map], from 6 to 9 pm, featuring live music, and food and drink from local restaurants and breweries. Three men, a father and 2 sons, drove to Indiana from Pennsylvania Friday August 14, 2015. Not to see the great Indiana State Fair, but for them, something twice as great. The coaches came to see the memorabilia at Plump’s Last Shot. When they arrived and told me why they made the trip, unknown to them I made a quick phone call and the big man himself graciously drove to the restaurant to surprise the trio. After a delicious giant tenderloin they met the Basketball Hall of Fame member and left with smiles, full bellies, and autographed memorabilia and pictures in hand. It was a great afternoon to tell their teams back home. Sudoku is a nine by nine grid. The solution (each puzzle has only one) will have all the numbers from one through nine in every row and every column. In addition, the grid is divided into nine three-by-three sections. Each of these three-by-three sections will also contain all the numbers from one through nine. Each Sudoku puzzle from Pappocom can be solved using logic alone. If you prefer guessing, you can – but there is a logical way to solve every puzzle. We will try to put a 9 in the upper left section of the easy puzzle that contains 1-3-4. The 9 in the middle section of the top row eliminates the spaces to the left of the 1. The 9 in the right section of the top row eliminates the spaces to both sides of the 3. The 9 in the left section of the bottom row eliminates the spaces above and below the 3. The only place left is the upper-most left space. You have now learned one technique used to solve Sudoku puzzles. There are many more.

Truly Nothing but a Number I just turned 39 recently. I am like most who don’t necessarily “enjoy” growing older, yet there is nothing anyone can do about their actual age (and of course it beats the alternative). Yes, we are powerless of that number which signifies how long we have been on the earth. However, what we can control is our actual “fitness age”, which according to a recent study is a better predictor of longevity than chronological age. Unlike your actual age, your fitness age, with training, can decrease, or unfortunately increase as well. One’s fitness age is primarily determined by their VO2max, which is a measure of the body’s ability to take in and utilize oxygen, which is a direct correlation of cardiovascular endurance. For example, if your VO2max is below average for your age group, then your fitness age is actually older than your chronological age. But if is it above average, then you can actually turn back to the clock to a younger fitness age. The problem is, most of us do not know our VO2max, as precise measurement requires high-tech treadmill testing. To work around this, Norwegian scientists developed an easy method for estimating VO2max by studying the demographics and habits of 5000 people. They determined that, if plugged into an algorithm, one could learn a close approximation to their VO2max. The study also found that those who had a VO2max 15 percent or more below average for their age had an 82 percent higher risk of dying prematurely than those whose fitness age was the same or younger than their actual age. Thankfully there is an online calculator for determining fitness age and you can find it at worldfitnesslevel.com. I was quite pleasantly surprised with my results! If you take this test and are unhappy with your results, fear not! Fitness age can be altered. Ulrik Wisloff, a professor of Exercise in Medicine at the Norwegian University of Science and Technology advised to those who wish to lower their fitness levels simply stated “Just exercise.” He also said that almost any type and amount of exercise should help to increase VO2max and lower fitness age, potentially increasing lifespan. “There is a huge benefit,” he said “larger than any known medical treatment, in improving your fitness level to what is expected for your age group or, even better, above it.” While lowering your fitness age may add years to your life, equally important, in my opinion, it will add quality into your years. Like I said at the beginning, the number according to your birth certificate is your actual age, whether you like it or not. But your fitness age is by and large in your control. Campfire Desserts You don’t have to go any farther than your backyard to enjoy the cuisine of campfires. Yes, I’m going to share the years of camping I did with the Girl Scouts that cured me of the joy of camping and how I am adapting my special treats to the Weber charcoal grill or my fire pit. These days I can enjoy the same smoky flavored foods and still retire to my sleep number, air conditioning, and big screen TV. Another column will have to address breakfast, lunch or dinner staples because my memories of cooking over a campfire begin with s’mores. I can’t imagine any one reading this column that hasn’t had one of the sweet, sweet morsels made of graham crackers and chocolate squares squeezed around a toasted marshmallow. But I think it’s time to take it up a notch and combine stick and aluminum foil packets to create some wonder fall campfire desserts. Variation on a theme can unleash your imagination. How about ginger cookie layered with butterscotch chips topped with the melted marshmallow hot off the fire. You could try sugar cookie, grill a slice of pineapple, and again layer the ingredients along with a toasted marshmallow. I think you get the idea. Just try some fun variations. You can also do the same combinations by making Campfire Burritos. Using a flour tortilla, spread it with Nutella or peanut butter, top with banana slices, chocolate chips, miniature marshmallow on half of the shell. When you have created your masterpiece, roll the tortilla one turn, fold in the edges and continue rolling it. Place it in a large enough piece of aluminum foil to fold it tightly around, crimping the edges. You can warm them in a wood campfire or charcoal coals. Turn after about 5 minutes and warm the other side. Yum! It’s good when it is really gooey! Another stick and aluminum foil dessert is Warm Fruity Angel Puffs. Make an envelope out of aluminum foil. In a bowl cut up fruit (berries, peaches, pineapple, bananas) then fill your envelope. Add a sprinkling of brown sugar (1/4 -1/2 c) and a dot of butter. Seal the envelope and put in the coals. Warm. While the fruit is just heating up, cut up chunks of angel food cake. Skewer them with a stick or hot dog stick and toast them over the coal. To serve, pour the warm fruit over the cake and top with whipped cream or ice cream. What about a warm spiced apple? With fall just around the corner, this is a wonderful seasonal treat to make after you have finished grilling hamburgers, hotdogs or steaks. Core the apple so there is a hole large enough to stuff. Pour brown sugar, cinnamon sugar, and raisins in the hole. Wrap in foil and bake it for 10 to 15 minutes right in the coals. You could also use maple syrup or peanut butter chips. Another yummy variation is to push the apple on a stick. Toast is over the coals until the peel begins to loosen. Peel it off and then roll it in cinnamon and sugar. Roast it a few more minutes and then put it in a bowl and vanilla ice cream would be the perfect topping! The final temptation is Snakes on a Stick. Using refrigerator biscuits, take a section and spiral wrap it around your stick. Keep the dough thin and even to promote uniform cooking. Cook over the coals and not a hot flame. When it is cooked, slide it off the stick and roll it in butter and cinnamon sugar. You can also dip the snakes in various sauces and jams. All you have to do is use your creativity. Get out in your backyard. Enjoy your grill or fire pit. Try a new culinary treat and let everyone make their own desserts. What a fun way to engage your guests.

There was only one item on the agenda for the August public meeting of the Broad Ripple Village Association (BRVA) Land Use and Development committee. The meeting was held at The Garden Table restaurant, 908 Westfield Boulevard [G5 on map] so the committee members could see the proposed space. The item on the agenda was not up for a vote as the legal petition had not yet been filed with the Department of Metropolitan Development. The committee can only vote on items that have been filed downtown. 1) 908 Westfield Boulevard - The Garden Table - Proposal to add four tables for seasonal dining on the sidewalk on Westfield Boulevard. The restaurant plans to add two 4-top tables to the sidewalk on each side of the front door of the restaurant. It is not planned to have a barricade or fence separating the tables from the sidewalk. The committee measured the space on the sidewalk and generally supported the concept. The committee agreed to take an electronic vote once the paperwork has been filed. The next public meeting of the committee is scheduled for Tuesday, September 23 at 6pm at the Indianapolis Art Center.
