Rajoy tells court:
‘I know nothing’ SPAIN’S Mariano Rajoy has become the first Prime Minister to take the witness stand in court since the country returned to democracy in the late 1970s. The 62-year-old politician appeared at Madrid’s Central High Court on Wednesday for what could well have been the most awkward public appearance of his two terms in office. That’s because his statements at the long-running Gürtel corruption trial, involving a vast kickbacks-forcontracts scheme, have affected Rajoy’s Popular Party (PP) since 2009. This trial began on 4th October 2016 with 37 defendants, chief among them businessman Francisco Correa, who was considered the mastermind behind a graft scheme. Prosecutors say Correa acted as a middleman, receiving millions in illegal commissions for himself and PP politicians in exchange for obtaining public contracts for construction firms and other companies,
some of which he controlled. In one of the many branches of the trial, Correa has already been sentenced to 13 years in prison for rigging tourismconference contracts in the city of Valencia. And it has also brought down senior PP figures, such as Luis Bárcenas, the oncepowerful party treasurer. But Rajoy, who must be aware of three former PP treasurers among the 37 on trial, denied all knowledge about a financing plan within his party, which was, allegedly, corrupt. During almost two hours of testimony, as part of a sprawling, fraud and bribery case, the Prime Minister denied, repeatedly, any knowledge of alleged corruption. It is believed that, prior to the 2008 property boom, construction firms paid politicians bribes in return for contracts. But Rajoy told the court: “I never heard anything because, as I have said, I was never in charge of financial matters within the party.” One of the accused is his former colleague and friend, Bárcenas, who has claimed that the PP’s top echelons
knew about the scheme. Rajoy actually texted Bárcenas following the former treasurer’s arrest, saying: “We are doing what we can.” Rajoy, who is not accused of any wrong-doing, told the court: “I’m in the habit of replying to messages, and he had my number. I could have used that phrase, or any other one; it doesn’t mean anything. “‘We’re doing what we can’ means precisely that we’re doing what we can; it means we didn’t do anything that might have prejudiced any trial.” The case has centred on Correa, accused of bribing PP officials between 1999 and 2006. But Rajoy denied associating
with the man known as “Don Vito”, after the Godfather gangster. “The truth is, I didn’t know [Correa],” he said. “But I’m absolutely sure that I saw him at a public event once. I had absolutely no dealings with him.” Earlier, at 10am, as a group of about 100 protesters chanted, “This president is a criminal”. But Rajoy had entered the court building via the garage, avoiding photographs of him walking through the court’s front door. The PP had worked hard to enable Rajoy to provide statements via video conference, but the court insisted on him showing up in person.
The reasoning was that he was not subpoenaed in connection with his position as Prime Minister, which would have allowed him the special privilege of handing in a written deposition, but as the former PP Secretary General, which relegated him to being a “regular” citizen. An estimated 312 reporters, from 62 Spanish and 21 foreign news organisations, were believed to have attended the Audiencia Nacional, Spain’s High Court, in San Fernando de Henares. French, Russian and German TV crews were also there to provide images of his appearance. The case has attracted even more attention than Princess Cristina de Borbón’s own court appearance over the Noos case in early 2016, and security measures are particularly tight. PSOE leader Sanchez described Rajoy’s court appearance as “a black day for our democracy”. Spain’s opposition parties were not convinced by Mr Rajoy’s testimony. Pablo Iglesias, head of the left-wing Podemos party, said: “Either Rajoy is lying to protect the PP, or he is an extremely negligent man.”
Scandal of a teacher, who slept with pupil Continued from Front The teenager, now studying in the school next door, continued to make contact with him, as a player on the handball team he trains. In a team trip to Fuerteventura, where they competed in a tournament, the girl’s team-mates saw the coach, known only as EGH, leaving her hotel room. Some parents admitted they had been told about the
incident by their children. There was also a rumour by children in the school playground that the PE teacher was having a relationship with a pupil. Eventually, the whispers reached the educational centre’s director, who could not believe it. She decided to ask the teacher outright, but he denied it, adding that they were just kids being stupid. The scandal came to light
after the publication of images on social networks featuring the couple, with a highly-sexual content. And, according to some sources, the photographs were made public by an exboyfriend of the minor. The girl has just turned 16, which is the legal age to have sex in Spain. The Government amended the Organic Law 1/2015, of 30th March, which introduced changes in the Criminal
Code, raising the age of sexual consent from 13 to 16 years. But the same Law also states: “In the case of minors, under 18 years but over 16 years of age, it will be sexual abuse to perform sexual acts by deceiving or abusing a recognised position of trust, authority or influence over the victim.” The teacher’s wife parted from him when she learned of the scandal, taking their
two young children with her. Apparently, the girl’s mother already knew about the relationship and was said to have condoned it. But the girl’s father says he has been destroyed by the events. However, the girl’s parents, according to sources consulted, have filed a complaint to the Ministry of Education of the Government of the Canary Islands.

A tourist tax for overnight stays? OFFICIALS in Arona and Adeje, Tenerife’s two main tourist areas according to the number of hotel beds and visitors, are discussing the creation of a tourist tax per overnight stay. They are consulting their advisory bodies regarding the proposal, submitted by a national committee of experts after being proposed by the state government and the Federation of Municipalities and Provinces. It was among the items in Wednesday’s Ministry of Economy and Finance report, which includes the reformation of local financing throughout the island, and the strengthening of municipal revenues. Adeje’s Tourism Department spokesman said
the proposal would be analysed at September’s meeting of the Municipal Tourism Council, chaired by Mayor, José Miguel Rodríguez Fraga. He also said that, if approved, the revenue should be used exclusively for improvements in infrastructure and public spaces in tourist areas. To ensure this, Adeje is in favour of these funds being collected directly into the municipal coffers. On the other hand, Arona Town Hall confirmed that the possibility of establishing an overnight rate would be subject to a “serene debate” in the Tourism Bureau. The organisation, which will review the proposal in the last quarter of the year, has representatives from all sectors involved in the tourist industry. “This is a decision of utmost importance, so it is necessary to consult all sides of the tourism sector,” said a spokesperson.

Hernández added: “We are going to raise awareness in these three municipalities, and investigate how it has been so overlooked, and then we want to extend the initiative to the Cabildos and to the Canary Islands Parliament.” Fernando Sabaté, Podemos spokesman in the Cabildo, said: “The problem of the state
of the sea, as a result of untreated waste-water discharges, has become evident to society. “The problem has come unnoticed as a result of a complete absence of management of urban and, in some cases, industrial waste-water.” He recalled that the Cabildo provided illustrative data, concluding: “We are pouring 57 million litres of water into the sea in Tenerife every day,
that violates the legislation, and only 2.3 million that do comply, so that 96% of urban waste-water is being dumped, without being treated, as established by the government legislation.” Sabaté stressed: “There are people who have been denouncing this for a long time, especially the leftwing Councils in Güímar, the IUC in Arafo, and Si Se Puede in Candelaria and Güímar.”
‘Allah’ knifeman is headed off by cops SPANISH police officers, guarding the border with Morocco in the Spanish North African enclave of Melilla, stopped a knife-wielding attacker shouting “Allah is great” at 7.35am on Tuesday. As the man entered the
area, he was surrounded by several officers, one of whom suggested disabling the attacker with a chunk of traffic barrier. He picked up the heavy, plastic object and threw it at the knifeman’s head, knocking him on to the floor. His colleagues jumped on the man and arrested him, one of them being nicked slightly by the knife on a finger.
Juan Ignacio Zoído, Spain’s Home Secretary, confirmed on Twitter: “The police have arrested a man who attacked officers at the border post in Beni Enzar with a knife; one of them was slightly injured.” He described the incident as “serious” and thanked officers for their “quick, co-ordinated, professional actions”. But the event is not being treated as a terrorist attack.
Jobless figure is record low THE official jobless total of Spaniards has fallen below four million for the first time in eight years.
The drop, to 3.91 million people, came in the second quarter of the present year, according to the National Statistics Institute (INE). The new 17.22% unemployment rate is the lowest to-
tal since the first quarter of 2009, thanks to 375,000 jobs being created, mostly in the private sector. It’s not quite as it seems because two-thirds of the jobs were temporary positions in the services sector, which includes tourism. While Spain’s unemployment figure always falls in the second quarter, as businesses gear up for the tourism season,
it is still a landmark. And at the end of June, the Energy, Tourism & Digital Agenda Ministry was expecting a 9% increase in the number of visitors to Spanish holiday destinations this year. Spain’s Economy Minister, Luis de Guindos, during an interview with ABC television last Sunday, also hoped the jobless rate would be under 17% by the end of the year.

Arona campaign to keep beaches clean ARONA Council’s Environment Department has launched an awareness campaign to reduce litter on beaches, under the title “Arona we take care of you all on the coast”. It will include awareness days in different bars and bathing areas, cleaning of coastal areas and the seabed, as well as
workshops showing the impacts of waste on the environment and marine fauna along the coastline. The campaign slogan is “Mójate por la ambiente!”, and focuses on promoting the three Rs: reduce, reuse and recycle. Arona Environment Councillor Yurena García emphasised the support of the local beach and watersports schools in the municipality, which will convey information directly to residents in the area, and encour-
age participation in the awareness-raising days. In addition, he said that ashtrays would be available on the beach, and that informative material has been designed to explain the timescale of degradation of rubbish in the sea, which will be distributed in kiosks and coastal locations. Arona Mayor José Julián Mena Pérez said: “Marine litter is a threat that worries us and affects us all, being a global

Six websites have been closed, and as many firms have received warnings, while others are under investigation. In all, the Ministry of Justice has discovered 34 unlicensed firms, believed to be enticing British holiday-makers to make these bogus claims against hotels,
especially in Spain, including Tenerife and Mallorca. The MoJ, which has also found evidence of malpractice among some solicitors, has informed the Solicitors Regulation Authority. On top of that, another 40 companies, offering no-win, no-fee services, have also received “compliance advice”. The government is making serious inroads into the expanding fake, foodbug, claim industry, but the Association of British Travel Agents (ABTA) has questioned whether the crackdown will stop company owners
from simply pursuing this illegal business. Alan Wardle, ABTA’s Director of Public Affairs, said: “While it’s great that this action has been taken, we need to make sure the owners of these companies cannot simply set up shop again and carry on as before.” In the first of many prosecutions promised by angry travel firms, a British couple were recently ordered to pay nearly £4,000 to Thomas Cook, after making a fraudulent compensation claim, stemming from a Gran Canaria holiday - three years ago!

Spiritual spiral is a big fear to climbers A HUGE spiral of esoteric stones, in the middle of Teide National Park, has been found by the mountaineers of Rutas de Tenerife, a Facebook page for nature lovers. They maintain that this great construction suggests a serious, environmental attack on a protected landscape like Las Cañadas del Teide. It is related to the Mayan culture, which not only alters the landscape, but can cause serious damage to the park’s flora and fauna. Mountaineer/hiker Santiago Hernández described the stones as “a real barbarity”, adding: “We have seen some kind of ritual remains in the park before, but never a monstrosity like this.” He said the construction, recorded through social networks, must have been put together on Thursday or Friday of last week. “It is not something that could be done in a day; nor something

Many people had to have been in the park at the time it was done.” Hernández also maintained
that there were more and more esoteric groups on the island. “We frequently find such macabre finds on the mountains and beaches,” he revealed. “These are remnants of Satanic rituals, that can cause a serious danger to the natural habitat of Tenerife. And I believe they are behind many of the fires that have been caused.”

the year, to stand at 70.8%, while the length of stay was 7.34 days on average, just 0.16% less than the 2016 numbers. As for international tourism, it has reached a figure of 2,221,526 foreigners, which was also a 2.2% upsurge. In the main tourist areas,
South Tenerife has hosted a total of 2,117,947 visitors in the first six months of the year, up just 0.4% on the corresponding 2016 period. But the North has registered 516,201 visitors, a huge 11.2% more than in the previous year.
It was considered to be the greatest contemporary art theft in modern Spanish history, taking place at a private residence, renowned for its security. They are estimated to be worth around 30m euros. The paintings, by the Dublin-born, British artist, are owned by 59-year-old José Capelo, who was a close friend of Bacon. He inherited them after the artist’s 1992 death in Madrid, and has long been enamoured of the artist’s work. Police held three suspects in Madrid last year in connection with the robbery, while seven others had already been arrested the previous year. Police sources say the latest detainees are, allegedly, the criminals who broke into the house where the paintings were hanging. But the people who actually plotted the robbery, including its mastermind, were arrested in May 2016 and are currently out on bail. The crime occurred in July 2015 at Capelo’s home, close to the Plaza de la Encarnación, a highly-guarded area with little traffic, and just metres from the Senate building. The thieves, who entered the house while the owner was away in London, have tried, unsuccessfully, to sell the paintings in Spain on at least two occasions.

Alicja’s so strong on heritage and culture ALICJA JagielskaBurduk, a legal counsellor who runs the Centre for Cultural Heritage Protection Law at Poland’s Kazimierz Wielki University, also works for the Santander Art and Culture Law Review. Last week, Alicja (pictured) appeared as a guest lecturer at Adeje Summer University, speaking on art, culture and the law, and looking at the legal questions that arise during the marketing of art. She defended the need to protect heritage, adding that, in many instances, “the EU considers cultural heritage as a development catalyst”. She also dealt with a number of legal and economic aspects related to the protection of cultural and historical artefacts, and the link between art, culture
and economic development. The need to create industries and encourage education programmes related to heritage and culture was also discussed by Alicja. She believes the protection of art collections and historical sites is important, and that European institutions can create a communal link, unifying the
continent’s differing ideas. At the same time, though, she stressed the use of new technologies and assisting private initiatives, as was the public-private cooperation needed to set up new heritage projects. “Of course, it is essential to respect the importance between public and private bodies and avoid potential
conflicts,” she said. “But, without doubt, the public interest takes precedence over the private, because there exists a responsibility to ensure as much of our cultural inheritance is preserved for and available to future generations.” The movements within the international art market may see heritage art pieces
held beyond public viewing, which is why she believes it is important to create cooperative programmes with private collectors. For example, she outlined how many private collectors open their doors to the public during summer months. Saying: “The dilemma then isn’t to choose between private and public, but rather to work to help private collectors become a part of the cultural heritage team, and see what we can do to encourage them to volunteer to do so.” While there are differences in legislation regarding heritage and art in EU countries, all share a common thread, based on the rights of ownership and balances and restrictions. “The owner of the item isn’t important here,” she said. “It’s irrelevant whether the work is private or public, or semi-privately owned. What is of primary importance is the intention to protect it.”

Bus connections to the South Airport improve
TENERIFE Cabildo delivered a plan to Titsa on Monday, expanding its bus schedules at night, weekends and bank holidays, to improve their Red Titsa South service to the airport. The Titsa bus service is owned by the Cabildo, and the President, Carlos Alonso, presented the plans to Titsa managing director Jacobo Kalitovics. Alonso was accompanied by the Mayors of Arona and San Miguel, José Julián Mena and Arturo González, respectively, as well as representatives from the municipalities of Adeje, Granadilla, Santiago del Teide and Guía de Isora.
Following the changes made in 2015, said Alonso, the Titsa Red South service has been successful, already exceeding 8.7 million travellers. He added: “It has also increased customer-satisfaction in aspects such as punctuality, information, security, cleanliness and frequency of passage.” The President insisted that the Cabildo’s objective was the reorganisation of these lines, so that the South can be addressed “as an authentic metropolitan area”. Thus, a new line will be launched this autumn, connecting the points of greatest influx of people with the South of the island. Alonso added: “With this proposed plan of action, the Cabildo is fulfilling its purpose of maintaining a better-connected island, with
improved services for tourists, workers and students.” He thanked the municipalities for their collaboration in the development of the South’s urban service, responding positively to ad-
dress problems of mobility in the area. Mena said his municipality had a daily, floating population of 225,000 people, of which 90% access via the TF-1 motorway.
“This has manifested in important mobility problems throughout the Southern region, which we have to solve, as we are doing, via a framework of collaboration,” he said.

How to launch a new business COSTA Adeje Centre for Tourism Development (CDTCA) recently ran a weeklong course concerning the setting-up of businesses, with 18 participants, who have recently, or are about to, establish new enterprises.
The aim of the course, led by specialist Sabita Navalrai Jagtani Jagnati, was to impart basic and important information about being self-employed. The initiative came from the employment arm of the provincial confederation of businesses (CEOE-Tenerife), with financing from the Canarian Employment service and the European Social fund, in conjunction with Adeje Council. Manuel Luis Méndez Martín, Councillor for Employment Policies and Local Development, said: “For quite a while, we have encouraged training among the local business community. For us, it is very important that entrepreneurs have all the information they need. “We are aware of the risks in starting a new business, which is why we decided to
offer training in a handson manner.” He added: “Adeje is home to many self-employment initiatives, most of them successful. And the Council is happy to help with all new ideas and
job-creation niches, which all contribute to the overall economic and social growth of the borough.” The 30-hour course offered participants a chance to learn the basic steps of set-
ting up a business, evolving a company scheme and developing an economic, viability plan. Participants were able to bring and share their own business proposals, includ-
ing ecological service setups, selective-recycling proposals, online design and marketing, as well as businesses better known in the borough, such as restaurants, florists, shops, etc.
Algae warning for swimmers F O L L O W I N G recommendations issued by Adeje’s regional department of public health, people have been advised to avoid bathing in the sea. Micro-algae blooms have appeared in swimming areas of the borough, and physical contact with them, both in the sea and on shore, should also be avoided. The local Council’s Health Department, along with the department responsible for beaches, has detected the algae, which appears on the surface. The colour, which is similar to light-brown sand, has been seen along various parts of the coastline recently.
But, far from scaremongering, the Council stresses that these blooms, spotted in bathing zones, have not actually caused any notable damage. In addition, the local health department is stating that this is a
natural phenomenon, produced under certain environmental conditions. It is the consequence of diverse biological factors, climatic and environmental. The blooms appear sporadically, and the vast majority of micro-algae
are innocuous, although some may product toxins that could affect health, in particular via direct contact, ingestion of water with spores, or inhalation of sea spray. Adeje Council, as a general recommendation, is
passing on the advice of the regional department of health, not to bathe in the sea and avoid direct contact with the algae in bathing areas where “a change in the colour of the sea water is detected, with spots of intense colour variation, where there is minimum transparency”. If there are beach activities scheduled, the organisers should take these precautions into consideration, and follow the advice at all times of the lifeguards and local police on duty. Health Councillor Amada Trujillo Bencomo has been in contact with Adeje Health Centre, and, to date, there have been no reported incidences of anyone turning up with injuries or conditions related to the algae.

Carolina crowned the new Miss Sur
CAROLINA Oramas was elected the sixth Miss Sur last Saturday, in a sparkling event at the Salytien Square in Las Americas, before a capacity crowd. The 25-year-old, representing CC Gran Sur, who fought off competition from 24 candidates for the title, was awarded her prize by Judith
Iglesias, representative of Arinte Citroën, and Andrea Rochina, who represented Adeje Town Hall. The show, directed by Sandro Pérgola, featured several performances, including those from Adolfo Canela, Baile Sígueme, the Fernando Santana Academy, plus Shay Ramsa and Davinia Gloria. Adeje Mayor Jose Miguel Rodriguez Fraga and event promoter Sandro Pérgola were delighted by the
support, because it showed that Miss Sur is not just a conventional beauty contest. It took place in the middle of a tourist area, and is part of plans for cultural development in the area. The Mayor was pleased to announce that next year’s contest will also take place in Adeje, and that support from local businesses, and the other Town Halls in the South, have all contributed to making it a success.

Barcelona beds must Island’s plastic be legal, insist bosses peril BARCELONA City Hall is battling to raise awareness about its mounting problems related to unlicensed tourist apartments. Officials have placed beds in strategic locations in the centre of the Catalan capital, with signs in several languages saying: “Just because this bed is available on the internet doesn’t mean it is legal.” The campaign’s aim is to warn visitors of the risks of renting unlicensed accommodation through sites such as Airbnb and HomeAway. The website www.fairtourism.barcelona provides information for tourists about holiday rentals, and it can also be used to report unlicensed apartments. The rise of short-term holiday rentals, available through online operators, has changed Spain’s tourism landscape. Between 2012 and 2016, supply rocketed by 1,633% in 22 cities, which, together,
represent 84.5% of all city tourism in the country. Barcelona residents see tourism as the city’s main problem, even though 83% of them acknowledge that it provides benefits. According to figures from the city’s town hall, around 40% of Barcelona’s 16,000 holiday apartments are rented out illegally by sites such as Airbnb. And though the city cannot turn its back on a sector which provides 20% of its GDP, it needs to manage it well, as does Madrid
and other Spanish cities. Last year, Barcelona City Hall decided to counter the problem by introducing a 1.3m-euro raft of measures to crack down on owners letting out apartments, using sites like Airbnb, without a licence. The authorities set up a website and called on residents to report apartments being rented out illegally. Airbnb has defended itself, saying European legislation does not require accommodation sites to monitor, systematically,
illegal activity on the part of owners. The responsibility for that, it claims, falls on local authorities instead. Barcelona City Hall last week told Airbnb it had until 31st July to withdraw from its website, the 1,000-plus apartments whose owners do not have permission to rent them out. City Hall official Janet Sanz met with Airbnb representatives, saying afterwards that she informed them they were not legally allowed to accept rental apartments on the platform’s website, which do not include the licence number, issued by City Hall. Sanz said City Hall had already imposed two fines, of 30,000 and 600,000 euros, on Airbnb. “We are considering another 600,000 fine, depending on how the situation develops,” she added. An Airbnb representative said the company had “withdrawn 1,300 advertisements” in recent months, and that it would consider City Hall’s proposals and respond accordingly.
THE sea around the Mallorca coastline, especially in the Palma capital, is being polluted by molten plastic, according to concerned, island environmentalists. Claims and counterclaims from locals and industrial companies have spread rapidly. Yet this awful pollutant has been littering shorelines around the area, where work on a port construction has been taking place for some time. The mess was not there before, and authorities are being urged to sort out the problem, to ensure the plastic mess is cleaned up rapidly.
Ancient cemetery buried, right under another one! SPANISH archaeologists, excavating a Visigoth necropolis in Sena, in the northeastern province of Huesca, have uncovered an ancient cemetery, buried under another cemetery from around 3,000 years ago. They have discovered what they say is a burial site, dating to the 10th century BC (before Christ), which was part of the Late Bronze Age Urnfield culture. The name comes from the custom of cremating the dead and placing their ashes in urns, which were then buried. And two urns and a lid were discovered in the graveyard. Hugo Chautón, the archaeologist overseeing the excavation, says that Urnfield culture spread from central Europe into northeastern Spain around 1,000 years BC. Airline’s big drag TODDLERS are being persuaded to drag heavy hand-luggage on board planes, to enable their parents to dodge extra baggage fees, says Ryanair. Fewer passengers than ever are checking bags into the hold and are, instead, avoiding charges by bringing more hand-luggage into the cabin. In fact, just one traveller in six now pays to check-in luggage on Ryanair. And, said Chief Financial Officer Neil Sorahan, the airline is considering a review of its secondbag allowance because passengers are start-
ing to “take the Mick”. He added: “I’ve seen toddlers wheeling a bag up to the plane as people try to take advantage.” But with costs as much as £90 (100 euros) for a bag weighing 20kg, it sometimes exceeds the actual flight price. No wonder, perhaps, that even mums and dads with two-yearolds, who are also entitled to bring a 10kg case and another small bag on free, could use their youngsters to lug more hand-luggage into the cabin. The Irish budget airline, which admits that takings are falling because of this dodge, still saw a whopping 443m-euro profit in the April-June quarter.
“We’re very generous with our cabin-baggage allowance; a 10kg case and a second, small “carry-on,” said Sorahan. If everyone does that, there’s no issue. But the people coming with the kitchen sink could change the policy. “The vast majority play by the rules, but, unfortunately, some bring massive backpacks, and things that don’t fit under the seat.” He added, ruefully: “We’ve been a little bit lax, or nice, and we are victims of our own niceness.” But Ryanair passengers be warned: those who do bring oversized-baggage for the cabin could be charged 55 euros to put them in the hold.
Bear forces sheep over deadly cliff
MORE than 200 sheep, found dead at the base of a cliff in the Pyrenees, are believed to have been chased over by a bear. Experts believe the huge animal targeted one sheep, sparking panic among the flock and sending the animals hurtling over the 200m cliff. The incident occurred in a gorge outside the Catalonia village of Lladorre, near the France-Spain border. An investigation into
the mass death blamed a bear, after an analysis of hair found on one of the sheep, owned by a farmer in Couflens, south-western France. Now, furious farmers are renewing the debate over the reintroduction of bears to the Pyrenees. The French Confédération Paysanne (Farmers’ Federation) said in a statement: “Pastoralism, which is a guarantor of biodiversity, and of a living and welcoming mountain region, is not compatible with the reintroduction of large predators. “The state, which is
responsible for the reintroduction of the bears, should remove the ones causing problems and should not reintroduce any more bears.” Native Pyrenean brown bears almost died out in the early 1990s, mainly because they were being hunted down. The first attempt to re-introduce them was in 1996-97, when two females and a male were brought from Slovenia. There are now believed to be a total of 35 brown bears, occupying both sides of the Pyrenees.

Guilty bank boss took his own life Short-term renting, and what it entails By John Hatrick THIS article relates to short-term renting (less than three months at a time) on a complex designated as Touristic. It does not cover renting to tourists on Residentialdesignated complexes, which is entirely illegal. Those reading Tenerife newspapers in recent years will be familiar with touristrental tales. But confusion still reigns. Historically, owners could rent as they pleased, provided they complied with tourism regulations. However, that changed in 2007 when the Government introduced a new law (7/1995), requiring tourist complexes to appoint a single rental-agent for each one, which all owners had to use. The official reason was to introduce uniformity of service and quality. However, the most common theory was that it was the work of powerful hotelgroup lobbyists, panicking at the self-catering accommodation boom. But many of the anointed “sole agents” were accused of over-charging clients, or providing poor service. Some sole agents, with their own properties on the complex, further abused their position by filling them first, then passing the left-overs to other owners. Many of them then began renting privately, or through an independent agent, and got away with it for over 13 years. But in 2011, the Spanish Government initiated a new plan, directing tourist inspectors to step up their offensive. They started with independent rental agents, rather than chasing around individual owners. These agents received demands for information about clients and their properties. Some gave in and disclosed the lists, while others instructed solicitors to defend. Given that the fines could exceed 30,000 euros, owners began panicking. By 2013, almost 1,000 fines had been issued against owners and agents. Pressure groups were formed, and lawyers appealed against the fines. In 2013, we published an article highlighting three
Canarian Supreme Court Judgements. Factually, the cases related to tourguide companies, but the underlying European law is directly applicable to tourist rentals. The law (European Directive 2006/123/EC), commonly known as the “Bolkestein Directive”, forbids, explicitly, the imposition of a trading licence. Contrary to suggestions here, it applies to all individuals, partnerships and companies throughout the EU. It also applies to all “business or commercial activity”, however big or small. Having obtained advice from a barrister specialising in EU law, we are satisfied that Bolkestein applies to both individual property owners and independent agents, renting out their properties to tourists for commercial gain in Tenerife. Our view is that if the sole agency law is referred to the European Court of Justice, it will be overturned. Indeed, subsequent events would suggest that the Canarian Government wants to avoid the law being scrutinised. The first major development in the appeals process came on 16th May 2013, when a group of test cases, handled by lawyers for ALOTCA, came before the Supreme Court in Santa Cruz. The usual pre-trial, private meeting then took place between the lawyers and the Judge. According to a Tenerife blog entry, dated 20th May 2013, the judge, allegedly, felt the rental law was valid, and was inclined to rule in favour of the government. He also, allegedly, dismissed the relevance of the said three Supreme Court rulings. Finally, he apparently suggested that all ongoing appeals in the matter would be reserved to him only. However, he was then said to have suggested the fines levied were too high. The judge then asked that a “Class Action” be formed to enable owners pay an “out-of-court” settlement instead. A 5,000-euro fine was suggested for most cases.
He suggested that the settlement be administered by ALOTCA, the very group, supposedly, fighting against the unjust rental law. The meeting was, apparently, video-recorded and the blog assured readers that this would be uploaded to its website. However, it was not published on grounds which included that it was in “Spanish”. We believe it doesn’t take a qualified lawyer to raise alarm at the reported outcome of that meeting. Firstly, the judge hadn’t heard a single legal argument at that stage. But ALOTCA’s ethos from the outset was that they would conduct robust defences on behalf of their clients. When our solicitor, subsequently, raised questions publicly, he was subjected to a personal and professional attack by ALOTCA, his actual questions avoided, conspicuously. Unsurprisingly, several clients approached us seeking alternative representation. They wanted the vigorous defences for which they had paid substantial money, and not just roll over and pay a reduced fine. Things then took a very interesting twist. Despite the judge suggesting they were likely to win their cases, and ALOTCA negotiating the level of fines, the government announced, suddenly, on 12th September 2013 that it was dropping the vast majority of cases voluntarily. Their apparent excuse was the suggestion that evidence obtained via the internet couldn’t be relied upon in Court. The government’s humiliating climb-down raised serious questions: 1. It had been prosecuting the first cases since 2012. Why did it take so long to obtain such fundamental, legal advice? 2. Why would it advertise a fatal flaw in its case when the judge, who would hear every case, indicated he would probably find in the government’s favour, and that fines should be negotiated and paid?
MIGUEL Blesa, the former Caja Madrid chief who faced up to six years behind bars, committed suicide according to the Guardia Civil. The tycoon (pictured), had been found guilty of embezzlement, taxevasion and dubious transactions to line his pockets, while being aware that his actions would cause the bank to collapse. Blesa was one of 65 defendants found guilty in March of misusing millions of euros from the Caja Madrid lender through the use of taxfree credit cards in the so-called “tarjetas black” scandal. He had been preparing to go hunting last Wednesday and was breakfasting with a friend at around 8am before excusing himself “to move his car”. Seconds later, his companion heard a shot fire and, on investigating, found the 69-year-old dead in the garage. Police say the bank director, who was licensed to have hunting rifles, shot himself through the heart after balancing the gun upright. Blesa was cremated last Thursday, and his ashes were buried in the Córdoba province of his home-town Linares. Yet Blesa lost the respect from many who knew him because he developed into a near-comic-book villain, such were the emails he sent during his last years at Caja Madrid. In them, he gloated about his extravagant expenses, including African hunting trips and expensive wines. The image that emerged was that of a man addicted to a life of luxury … hardly what was

expected of the head of a savings bank with a social mission. Blesa earned 12.44 million euros between 2007 and January 2010, with no oversight from anyone. But his life had changed radically in recent times: from being a personal friend of former Popular Party Prime Minister José María Aznar, he was now being rejected by the same political class which had given him power in the first place. And he was reviled by Spanish society. He could not even visit restaurants or stores without being recognised and insulted. He even grew a beard and used sunglasses in a bid to go unnoticed, spending most of his time in the countryside, visiting his remaining friends and taking nature walks. Meanwhile, his retirement checks were on hold, partly, and all of his properties seized. That’s because he had used them as guarantees in his various trials. And, periodically, all of his expenses had to be justified in court. Blesa told anybody who would listen that he was being treated “unfairly”. But few would have agreed!
For now, the law stays in force (albeit, unenforceable), yet many owners are scared to rent, or are keeping a low profile. The remaining cases, including non-internet evidence, have been proceeding to court. And, we understand, each case has been kicked out and the fines cancelled. Given the Bolkestein Directive, we consider that the Sole Agency Law is illegal and unforceable, and owners can, legally, rent out their properties.

Bomb-blast ETA man is held, after 12 years ETA terrorist group member Liher Aretxabaleta Rodríguez has been picked up in Bilbao by Guardia Civil officers. It followed an arrest warrant by the National High Court’s Criminal Division, under the Public Prosecutor’s Office of the National High Court. Rodríguez was at liberty with a binding ruling pending from June, for a carbomb attack by terrorists in a Madrid street junction on 25th May 2005. That trial led to the identification of the attackers, who were previously unknown. Now, 12 years on, the justice system has determined that Rodríguez committed the attack with Alaitz Arramendi Jaunarena.
In his absence, a jail sentence was imposed on Rodríguez of more than 500 years for the attempted murder of 45 people. The day before, the two men stole a van from the San Lorenzo de El Escorial town of Madrid, and loaded it with a 25kg bomb. The next day, they placed the car on the corner of Madrid’s Alcalá and Rufino González streets. And, while the buildings close by were being evacuated, the bomb went off. The explosion caused significant material damage, injuring several people, many of them workers in nearby businesses. Also caught in the blast were members of the State’s law-enforcement agencies, taking part in setting up the security perimeter after receiving a tip-off about the bomb.

A MALE pensioner drowned in Gran Canaria, after being pulled from the water unconscious and receiving treatment for a heart-attack from a doctor.
She was sunbathing on the Playa del Cura beach at the time, but, despite her efforts, and the help of others with first-aid knowledge, the 66-year-old man died.
Won’t keep you waiting! A SPANIARD in Seville waited 14 years for his car to be fixed … and he’s still awaiting the repair.
Jose Cortes, from Villaverde del Rio, took his car to a mechanic in the area in January 2003, following a road accident, and he hasn’t seen it since. “I’ve been been living a nightmare all this time,” he said. Initial estimates for the repair were around 10,000 euros. But a mechanic at Hermanos Capdevilla, a garage specialising in second-hand parts, said he could fix the Ford Sierra for just 2,405 euros. Cortes provided a 2,000-
euro deposit, but, despite contacting the Guardia Civil during the period since, he has been unable to uncover any information about his car. One owner of the dealership accused his brother of taking the car and money without consulting him. He is, apparently, no longer involved with the business. But the car-owner claims he has signed documents confirming payments made, and the delivery of his car to the company. He has now threatened to sue the company to get his car back. Why has he waited for so long to sue, and what has he used for transport since?

Academic grants hit a record peak THE Spanish Government’s grants’ budget for the 20172018 academic year has been increased to a record total of 1.42bn euros. Íñigo Méndez de Vigo, Minister for Education, Culture and Sport, as well as being the Government’s spokesperson, said the grants “guarantee equality in access to education in non-compulsory education cycles”. He stressed that the essential principle of the government’s policy was for no one in Spain to give up his or her studies, at the end of compulsory secondary education, on economic
grounds. Méndez de Vigo said the Government had been increasing the allocation for the grantand-study aid system in the General State Budget continuously since 2013, and that the income and asset thresholds of families to receive a grant have also been maintained. He also revealed that measures had been adopted to guarantee the financial sustainability of the system, underlining the increase in the number of people awarded grants in recent years. In fact, in the latest round of applications, 674,645 students have been given a grant, as well as 95,599 in the round of applications for students with specialeducational support needs.
Méndez de Vigo pointed out that one of the most important differences, against the last academic year, is the replacement of the former University Entrance System by the current Baccalaureate Evaluation for University Entry. Another change allows the modules under the vocational degrees, which are passed automatically in some teachings of advanced degrees, to be taken into account for academic requirements. The minister also said the management of grants would be improved, via a micro-site on his Ministry of Education, Culture and Sport webpage, to provide complete information to students.
Cataluña facing funding setback THE Spanish Government warns that it will stop funds for Cataluña, unless officials can prove they are not using state money to help cover the cost of their referendum on independence.
Government spokesman Inigo Mendez de Vigo warned: “Not one euro of Catalan money will go to an illegal referendum, desired by a handful of people.” To counter the suspicion, Catalan authorities have been ordered to provide the Government with weekly accounts. The region is this year expected to receive 3.6bn euros from the Autonomous Liquidity Fund, set up to aid regions during the financial crisis. Its pro-independence government plans to hold a referendum in October, despite Madrid’s repeat warnings that it will violate the constitution.

Watch Mel Giedroyc talking about her new show Letterbox, including her favourite words, most hated letters and her attempt at spelling the longest word she knows. Hosted by Mel Giedroyc, new gameshow Letterbox will see pairs of contestants go head to head to crack a series of passwords, in an attempt to take home £2,500 in cash. As the contestants solve the passwords, they win letters that will help them later in the game. These letters will better their chances of cracking the final password which unlocks the Letterbox holding the cash prize. But, if they end up as the losing pair along the way, they’ll have to surrender all the letters that they’ve won to the winning pair - who will then go through to the semi-final eliminator round. This simple yet addictive word game, created by David Young (producer of The Weakest Link and Eggheads) is packed with wordplay and fun and is designed to be played along at home with friends and family - can they solve the mystery word and crack open the letterbox? This week contestants include husband and wife, mother and son, and a best friend duo, who battle it out to crack the passwords in an attempt to open the letterbox and win the cash prize.

Featuring a cast including the Oscar-winning actress Vanessa Redgrave, Man In An Orange Shirt charts the challenges and huge changes to gay lives from the Second World War to the present day. It is 1944, and in the chaos of war British Army Captain Michael Berryman (Oliver Jackson-Cohen) meets the artist Thomas March (James McArdle) in Southern Italy. Despite the fact he has a young fiancé Flora (Joanna Vanderham) waiting for him back at home, straight-laced Michael finds himself falling for Thomas’ bohemian charms. When the war ends they steal some time away at Michael’s secluded cottage, where they briefly experience life as a couple and Thomas paints Michael’s portrait, ‘Man In An Orange Shirt’. Against Thomas’ protestations, Michael then returns to the very different life in London he left before the war - back to Flora, marriage, and their plans to start a family. Thomas returns to the relative freedom of Soho where, at great personal risk, he can live the life of a gay man. Will their old lives be enough to satisfy Michael and Thomas in the wake of what they had before? Or can they find a way for their love to survive against the pressures of conventional marriage, 1940s society, and the law? And what about Flora, now a mother - how far will she go to hold her new family together? The garden is for the Jordan family who are coping with the loss of a devoted mother and wife. Shelly-Ann died of cancer in April 2016 aged just 39 leaving husband Tony and their two children Tyler (17) and Amelia (12). Shelly desperately wanted to create a garden for her children to enjoy with their friends and family but died before she could make this dream a reality. Alan, Katie, Frances and David – take on the challenge of creating a garden that will both appeal to teens and tweens, keep their mother’s memory alive and help the whole family through the still very raw grieving process. They pack the space with wonderful ideas and use gorgeous planting to make it one of the most striking gardens of the series.
Long Lost Family

Episode Two features two stories of people’s lives torn apart by circumstances beyond their control: Our first ever search on behalf of a birth father searching alone for an adopted child; and a woman raised in children’s homes longing to find her mother. Andy McNicol lives in Walsall with Hazel, his wife of 45 years. Now retired, Andy and Hazel have devoted much of their life to fostering children but there is one person missing from the family album, John, the son who Andy had before he met Hazel. Andy had met John’s mother, Brenda, in the 1970s. Two years into their relationship, Brenda discovered she was pregnant. When her parents found out, they hoped Andy would marry Brenda but Andy wasn’t free to marry as he was still in the process of a divorce. Sadly, Brenda broke off all contact with Andy. After hearing Brenda had given birth, Andy went straight to the hospital to see the baby but was not allowed into the ward. He remembers looking through the glass into the nursery and seeing his baby son wrapped up, with his red hair sticking out. Andy never saw his son again and against his wishes, John was put up for adoption. Nicky meets John at his home in New South Wales and is gobsmacked to discover that his father was looking for him. John says “Just knowing that he wanted to be a father makes a big difference”. Davina travels to Walsall to let Andy know his son has been found. In an emotional reveal, Andy’s flabbergasted by the news and feels like they can have a new start. After more than 46 years apart, Andy and John are re-united just outside Bath, the city where John was born. John says “Just for him to walk in and call him my son… best day of my life without a doubt.” Also this week we meet Mary Davies, a woman longing to find her birth mother after a childhood spent in care. Mary was born to an Irish mother, Bernadette Sweeney, and had spent the first six weeks of her life with Bernadette in a home for unmarried mothers in North London. Mary says “I was always the deaf child, I felt lonely and left out… I wish my mother had kept me as a baby… I want to find her.” When she was six weeks old Mary was placed with an adoptive family, but her adoption soon ran into trouble. Mary’s hearing started to deteriorate and her new parents decided they couldn’t cope with a deaf child. After only three months, they sent Mary back. However, when Mary was seven her life changed and she was fostered by a couple who had a deaf daughter. Mary went on to marry, but as her own family has grown so has her need to find her mother.

Robin and Miranda continue their murder investigation, with pathologist Ray (Geoff Morrell) conducting an autopsy that will reveal more than expected about the young woman he case-names ‘China Girl’. Realising that the young woman was a sex worker, Robin enquires into a series of brothels in Sydney, unaware that one of these brothels is home to Puss, the boyfriend of her daughter Mary. Longing to make contact with Mary, Robin contacts her adoptive parents, Julia and Pyke, who agree to a meeting. Robin and Julia immediately clash, but Pyke agrees to put Robin in touch with Mary - and for the first time ever, Robin is set to meet the daughter she gave up for adoption.

Episode three: The Feast Reaches Climax. A look at the impact of the feast across the vast state of Alaska. What does the future hold for our characters? If our predictions are right, salmon should have arrived, in their millions. Liz Bonnin will be live at Katmai National Park to witness bears and if we’re really lucky, wolves running up and down the rivers chasing after salmon. If there’s enough fish these two top predators will happily eat side by side, but you never know what will happen when they meet. Steve Backshall will be on board a boat heading to the epicentre of the marine feast, on the trail of orcas and humpbacks. This is the only place in the world where humpbacks perform bubble netting, a spectacular feeding behaviour where they perform synchronised dives, blowing bubbles as they rise, before erupting on the surface to catch fish. Matt Baker will be at the salmon finishing line, the end point of their incredible migration where they undergo incredible body changes from silver to red, their entire shape shifts and the males compete in violent fights. This is what our black bear family has been waiting for, and we will follow the cubs as they try to catch their first fish. The team goes on an expedition to the wilds of Kodiak Island, in search of the world’s largest land predator - the legendary Kodiak bear. It’s make or break for one fisherman, who depends on this week for his entire year’s salary.

IT’S time to bust a few myths about men’s hair, and its upkeep. No one tells you how to groom your hair and take care of it, so, here goes. The number-one mistake men make is using the wrong shampoo, or even washing it in shower gel. Choose a mild, astringent variety such as as tea-tree oil, which will leave your hair and scalp tingly fresh. If you have greasy, oily hair, this is a great one to use, and perfect, too, if you have dandruff. NEVER use antidandruff shampoos as they, literally, increase the problem. They
scrub off the scalp to erase flakes, but this, in turn, encourages the scalp to produce more, so you continue to use it. When drying your hair, gently pat it with a towel. Never rub, because this could cause hair loss and breakage. Brush the hair through with a flat brush when wet or dry, and NEVER use a comb, because this can tug and break those strands.
Most men lose their hair because of those dreaded genes; no, not from their fathers, but from their mother’s fathers. This is where, 95% of the time, they get their hair genes from. And, finally, if you’re going to blend away or cover up those white strands, choose a natural colour, slightly lighter than your own. Black hair at 60 years old isn’t going to fool anyone.

IT can be a dilemma, or something you always do, but splashing out on expensive clothes is sometimes not necessary.
OK, there are times when those musthave shoes beg to be taken off the shelf, and those designer jeans are going to make you feel so much more gorgeous. But, when it comes to faking an expensive
look, there’s only one way to do it, and that’s to learn. Learn how to study what’s hot in the fashion magazines and online, and choose wisely on classic items, steering away from one-off fashion fixes. Choose materials carefully, and opt for non-fussy fabrics that wash and wear well. Stay away from anything too clingy, shiny or see through; this can only cheapen a look, no matter how expensive the item. Put looks together by sticking to a maximum of 2-3 colours; any more, and you won’t have a constructed look. Yes, clash different items together to create your own style, but don’t overdo it. Looking amazing on a budget is possible; it’s all about putting your collection together by taking a regularpriced garment, and making it look a million dollars.

Regarding the overall health implications of the study, one point made by the researchers is that there is a good news/bad news pattern emerging. The good news is that the disease burden caused by obesity is actually falling in some of the wealthiest nations. In the United States, the death rates associated with obesity fell from 63 per 100,000 in 1990 (the baseline year for this measure) to 61 per 100,000 people, reflecting medications that deal with the effects of obesity, like hypertension (high blood pressure). The bad news is that those remedies are not available in developing countries, or are available only to the wealthiest people, leading to growing rates of associated deaths, and without a clear solution. “Most of the obese people are dying because of cardiovascular disease and diabetes,” said Dr. Afshin. “That has been somewhat mitigated in the United States, and other developed nations, with the use of drugs. But we cannot have all people on drugs. Ideally, we want to go to the root causes, and address the problem of overeating.” To date, he said, no country has been able to control the food environment, which seems to be the main driver of obesity.

SPAIN’S economic expansion was set to rise with the introduction of its large motor-vehicle assemblies, which started in the 1950s on mainland Spain. By the 1970s, this sector had become Spain’s second-
most-important industry in the manufacturing sector, and, by the mid-1980s, it was THE most important producer of exports. This may seem quite alien to many people, who associate the car industry more with the UK, German, Italy and the US. In 1960, Spain’s manufacturing of vehicles reached 38,000, and this increased rapidly between 1965 and 1976. By this time, Spain was manufacturing well over a million cars per annum, and, in 1987, it produced 1.4 million vehicles, a large number of these being for export. Of the 1.2 million manufactured in 1985, approximately 800,000 were exported
abroad. The industry was growing, and Spain’s largest exporters were Ford España, General Motors España and, of course, probably the best known in Spain, SEAT.

This was not just personal or private vehicles; Spain was producing substantial numbers of commercial vehicles, too, around 130,000 to 300,000 units per year, along with the production of tractor units, where the levels were around 16,000. Spain’s motor industry was, of course, located on the mainland, throughout the country. SEAT began their operations in Barcelona, whereas General Motors España were located in Zaragoza and Cadiz, presumably for ease of transport and access to ports for export. Ford España were located near Valencia, and there were other companies located around Madrid. Many subsidiaries of foreign companies dominated this industry, as is demonstrated by the names above eg Ford and General Motors. It is interesting to note that, in 1986, Fabricacion de Automoviles S.A. (FASA Renault) had approximately 20,000 employees, and, at that time, was Spain’s largest automotive company, when measured by revenue. SEAT was once a Spanish company, but, since the 1980s, has been owned by Volkswagen and was ranked second, closely followed by Ford España and Citroen Hispania. Throughout the late 1970s and early 1980s, Ford España and General Motors España had
become major players in the Spanish domesticautomobile market, and they were joined by Peugeot, Mercedes Benz, Land Rover and some of the Japanese companies such as Nissan, Yamaha and Suzuki. At the end of the 1980s, the Japanese investors/ companies were looking to use Spain as a way into the Western European market, and were following the leads of Ford España and General Motors España, which were exporting approximately 75% of their output, which was quite a substantial slice in anyone’s terms. They were not all working from the same song sheet, so to speak, because Renault and Peugeot had the intentions of catering to the Spanish market. Many long-term residents of Spain and the Canary Islands will be testament to that, because, at the time, there was little choice when buying a new car. Renault and often SEAT were the most prominent and easiest to obtain, within a reasonable time frame. By the mid 1980s, there was a strong growth in the domestic demand for vehicles, and sales of new cars rose from approximately 629,000 units in 1985, to 860,875 in 1987, which represented an increase of 37%; no mean feat by anyone’s standards. In accordance with the EC accession agreement, vehicle imports were entering Spain in increasing numbers, and were securing a large share of that market. In 1987, approximately 211,000 foreign-made cars were sold in Spain, representing an increase of 101% over the previous year’s figures. Now we have the choice of so many European and foreignmanufactured vehicles, it’s often too hard to decide!

Trump’s olive taste turning a little sour DONALD Trump’s administration has set its sights on Spanish olives, in view of the estimated $71m spent by the US on importing them last year. The US Department of Commerce is investigating imports of ripe, Spanish olives to determine whether they benefit from unfair subsidies. That could allow them to be sold below market price on the other side of the Atlantic. And, should that be the case, duties could be imposed on the imported fruit. Wilbur Ross, US Commerce
Secretary, said in a statement: “A full and fair assessment of the facts will be carried out.” But he warned that if rules are being broken, his department “will act swiftly to halt any unfair trade practices”. The statement reads: “The United States is committed to a free, fair and reciprocal trade with Spain.” The investigation into imports of Spanish olives comes in the wake of a petition filed in June by a California-based group calling itself the Coalition for Fair Trade in Ripe
Olives. It represents the interests of such companies as Musco Family Olive and Bell-Carter Foods. And they both say that Spanish olives undercut US olive prices because they enjoy subsidies. The anti-dumping investigation comes at a time when Spanish olive producers are engaged in a serious, promotional push into the US market, with US-based Spanish chef José Andrés as their ambassador. Andrés became embroiled in a bitter legal dispute with Trump after he pulled out of
a contract to open a gourmet restaurant in the fivestar Trump International Washington DC hotel, following attacks made by the then-Republican candidate on Mexican immigrants. The two have since buried the legal hatchet. The olive industry is crucial to the economy of southern Spain’s Andalusia region. Concurrent with the Department of Commerce investigation, the US International Trade Commission (ITC) will look into whether the US olive industry and its workers
have suffered harm because of subsidised imports of ripe Spanish olives. The ITC will deliver its preliminary findings by 7th August. If it finds that the US olive industry has been harmed, the commerce department will push ahead with its own investigation and hand in its own preliminary findings in November. If the commerce department finds that Spanish olives do benefit unfairly from subsidies, they will be hit with a duty, designed to level the trade’s playing field.

GIVEN the success of the recent Spanish State Visit to the UK, which, among other things, highlighted the importance of people-to-people links between our two countries, I thought it timely to return to the subject of citizens’ rights in the negotiations on our Brexit departure from, and future partnership with, the EU. In the year since the EU referendum, I’ve had the pleasure of meeting many of you across the country, from the Balearics to the Canaries, along the Costas and in Madrid. And our consular teams have met many more. I know from those conversations that there has been
uncertainty for many of you. My teams and I have listened to your concerns about the future, including your residency status in Spain, the level of your UK pensions, and your access to Spanish health and other social services.
I have also noted the questions you have about tax, inheritance, right to work and the implications of applying for Spanish nationality. At our meetings, on our social media and in interviews, I have also

He warns of “fundamental divergence” between EU and UK, says a report in the Guardian, in which British officials raised the issue during intense Brexit discussions in Brussels. EU officials, reportedly, said they were willing to look at the matter. But, naturally, they wanted a reciprocal offer from Britain, guaranteeing the same rights for Britain’s 3.4 million EU citizens. “We still have doubts about the EU’s plans and its commitment to upholding citizens’ rights,” a UK source told the Guardian. “The UK has put a serious offer on the table, but
there are significant gaps in the EU’s offer.” The source told the Guardian that there was agreement on 50% of the discussions over citizens’ rights. Some 1.2 million Britons living in the EU would be affected by the withdrawal of the right to live in another country. It would mean, for example, a British person living in Spain would not be able to move to France before a certain period. The British Government’s proposed “settled status” would see EU nationals lose the right to remain in the UK should they leave for two years or more. “We would start from the assumption that, in order to maintain the right of EU citizens to move around the European Union countries, it would require the UK to reciprocate by allowing EU citizens to continue to move around freely,” a senior EU official
told the Guardian. “This is a subject of negotiations.” Meanwhile, Barnier has said that last week’s second round of Brexit negotiations with the British Government failed to break the deadlock. There was a “fundamental divergence” between the EU and UK negotiating teams, with Britain failing to accept that “its accounts must be settled”. He added: “I know one has to compromise in negotiations, but we are not there yet. Let’s be very clear; we want clarity on the financial settlement because we need to be able work more until we come to areas of compromise.” But UK’s Brexit Secretary David Davis was “encouraged” by the talks, saying: “We have had robust but constructive talks this week. Clearly, there’s a lot left to talk about, and further work, before we can resolve this.”

Last week, we held constructive and substantive discussions with the European Commission on the bulk of the issues underpinning our respective positions on citizens’ rights. Together, we have taken a big step forward. There is a much clearer understanding on the detail of the positions on both sides, and significant convergence on the key issues that really matter to citizens. You can read this technical note which compares the UK and EU positions on these issues here. It is clear that both sides want to move towards an agreement. As you know, on 26th June, the Prime Minister outlined to Parliament an offer to protect the rights of EU citizens in the UK. We are entering the negotiations with the European Commission and the other 27 EU Member

THIS year’s 13th annual Walk for Life will take place on 17th December, bringing together thousands of men and women, many of whom have been directly affected by breast cancer.
And it raises funds for a number of Spanish cancer associations, in addition to family care and research. This spectacular, pink-themed event is organised by the Walk for Life organisation, led by Brigitte Gypen, together with Adeje and Arona Councils. And Adeje Health
Councillor Amada Trujillo Bencomo has already met up with Brigitte to start preparations for the 2017 walk, between Arona and Adeje, as usual. Some people won’t know that the organisation is actually active 365 days of the year, organising events, talks, workshops and much more to help individuals and families affected. There is also a Pink Room, given by Adeje Council to the Walk for Life, which is based at the School of Security, in Los Olivos. Councillor Trujillo said: “There are many people affected by cancer, who look forward to this event
every year, and there are many more who want to help. “And it’s very important to recognise all that happens around the Walk, and all that goes into its organisation, something to which Adeje Council is committed on a permanent basis.” Last year, a record 3,400-plus people took part, with almost 18,000 euros raised for this excellent charity walk. The funds go to the Association of Women with Breast Cancer (Amate) and the Spanish Cancer Association (ECC), along with projects on investigation and research into possible cures.

WHEN Maria Zobnina’s eight-year-old daughter Anabelle was diagnosed with a form of brain cancer last year, both their worlds fell apart. And when, after a year of continual, heavy, chemotherapy treatment and other, alternative options, her condition had deteriorated, 36-year-old Maria extended her research into the ghastly disease. Maria, who lives with her daughter at El Galeón, Adeje, said: “I found a medical trial in the United States that can help Anabelle. “Her diagnostic patterns have qualified her to enter a medical trial at the Children’s National Medical Center, Washington DC. And Dr Gene Hwang, Director of Clinical Neuro-oncology there, is willing to take her on.” Maria, who has lived here since 2004 and is divorced from her Spanish husband, added: “This trial will help us win this fight. “It will help other families to know the outcome of the trial, which has given Anabelle

If you’re uncomfortable, there’s a good chance your cat is, too. In the summer heat you can strip down to shorts and a T-shirt, but your cat still has to wear a fur coat! Indoor or outdoor cat? There are ways you can help keep them cool this summer. Pay attention to those indoor temperatures because, at times, they can get stuffy. If you’re going to be away all day, and know it's going to get warm, drop some ice cubes into their water bowls.

last six months, but, after a routine scan, the doctors have found new cancerous cells. “We have exhausted all the treatment options for medulloblosoma here, and we have done, and are doing, everything we possibly can. “Anabelle’s diagnostic patterns have qualified her to enter a medical trial at the Children’s National Medical Center, Washington DC area, and Dr. Gene Hwang, director of Clinical Neurooncology, is willing to take us on. A heartbroken Liz, who has two children of her own, was moved to tears when she heard the story. And, together with Maria, she is sending out an urgent plea for help from her many supporters, who have always responded, and anyone else who would like

Keep those cats cool! If you don't have air conditioning, use a fan to circulate the air. On sunny days, keep blinds/curtains closed to cool down the temperature. Cats can become stressed when temperatures increase to over 21 degrees. If they're outdoors, it’s important that there's always access to shade and fresh drinking water. Food should be placed in shady areas, and not left out for too long. This avoids it being spoiled, and attracting ants, other insects and unwanted furry creatures. for pets. The best protection is to bring your cat indoors, to avoid extended exposure to the sun. Picasso’s Pool Bar Singles Knockout OH what a night, as a great turnout of 28 ladies descended on Bar 180 to compete for a place in the finals of the sponsored singles tournament, sponsored by Picasso’s Pool Bar. Good darts from under-16 entrants Sade and Elise, from Lady Macs, brought them no satisfaction as they were knocked out. But well done, you girls. Jackie H, on home turf, saw off all-comers in some close games to claim her final spot, with Pas O Nadas’s Gio joining her. She was hot stuff and progressed through without losing a leg. Bullfighting THE Balearic regional parliament voted on Monday to ban the harming or killing of bulls in the ring, although non-violent bullfights can continue. The law, backed by a left-wing coalition that includes the Socialists (PSOE), regional group More for Mallorca, and anti-austerity party Podemos, will also see the time limit for bullfights reduced to 10 minutes maximum, with the number of animals taking part limited to three. The law eliminates the weaponry used by bullfighters, who are also forbidden from injuring
Some amazing darts and entertainment just shows that girls just wanna have fun! Scruffy Macs welcomed half of the gentlemen’s singles with Gaffers’ Dave hitting the first maximum of the night. But he was beaten by the home venue’s James, who, in turn, lost to inform Wayne, who hit his own perfect three darts in a 3-1 win. Dave ‘The King’ Elvis began with a 106 finish, but Sandy, from Emerald Lounge, raised his game and won through to the last two with some supreme arrows. But Wayne would not be beaten, winning 3-0 comfortably to claim his place. In Valle San Lorenzo, Spear Chuckers hosted the other half of the gents, and the shock of the first round was Daddy Cool meeting his Waterloo, beaten 3-1 by The Pub’s Ally. Bullfight cruelty put to the sword in the Balearics! the animals in any way. And they are allowed to use the capote and the amulet (traditional coloured capes), but only to create a theatrical pageant for the audience. In addition, bullfights can be held in permanent arenas only, and the animals, which must be at least four years old, have to be examined by vets before and after the fight to verify their “physical and psychological wellbeing”. Both bulls and bullfighters will be tested for drugs, the law setting up regulations for mandatory, on-site medical facilities.
There will also be new regulations for breeders, to ensure they treat and transfer the bulls humanely. These rules will also prohibit minors under the age of 18 from attending (the previous minimum age was 16), in addition to banning the sale of alcohol at bullrings. Bullfighting was declared part of Spain’s
cultural heritage in national laws introduced in 2013 and 2015, by Mariano Rajoy’s conservative Popular Party (PP) government, but it remains highly controversial. In 2010, the northeastern region of Catalonia banned the so-called sport. Yet Spain’s Constitutional Court ruled last year that regional authori-
ties did not have the power to ban the country’s traditional sport, after the Balearic Islands’ parliament followed Catalonia and the Canary Islands in outlawing bullfighting. Animal welfare campaigners have applauded the Balearics’ side-stepping of Madrid, describing the “creative move” as a way of consigning bullfighting to the history books. And these new laws could now be copied across Spain’s regional assemblies. An opinionpoll commission in 2013 revealed that just 29% of the country
supported bullfighting, while 76% opposed the use of publicfunding to support the industry. Even so, the Balearics’ vote shows that a full ban is not strictly necessary to end the practice of bullfighting. Humane Society International/Europe said it applauded the decision of the Balearic Islands’ Parliament. Joanna Swabe, its senior director of public affairs, said: “Taunting and killing bulls for entertainment is a brutal anachronism, so this is a very satisfying victory for compassionate policymaking.”

Football chiefs facing disciplinary measures
SPAIN’S administrative court for sport has formally opened disciplinary procedures against Ángel María Villar, head of the country’s football association (RFEF), following his arrest last week in cases pertaining to corruption. The shocking controversy, involving two Tenerife officials among others, also paved the way for Spain’s sports authority, the Higher Council of Sport, to rule whether to suspend Villar temporarily when they convene on Tuesday at 5pm. The 67-year-old was jailed alongside his son, Gorka (both pictured), and Federation members after the police raids. The administrative court’s decision was on the cards since last Thursday, when the sport’s Higher Council asked it to act against Villar following his arrest. The Spanish league (LFP), which runs the top two La Liga divisions of club football, as well as the women’s club league, has announced that it would take part in the case against Villar as an injured party. La Liga President Javier Tebas has been a longtime critic of Villar and the Federation, which looks after the functioning of the national teams, the calendar of club competitions, and the domestic competition Copa del Rey, among other
facets of Spanish football. Villar; his son Gorka; Juan Padron, Federation VicePresident and President of Tenerife’s Regional Football Federation, plus Ramon Hernandez, Secretary of Tenerife’s RFF, were arrested last week when the police raided the national federation’s headquarters and other properties. They were held on charges of improper management, misappropriation of funds, corruption and falsifying documents. National Court judge Santiago Pedraz ordered last week that Villars and Padron remain in jail without bail. Meanwhile, Hernandez’s bail was set at 100,000 euros.

Angel Maria, also Fifa’s Senior Vice-President and a Uefa Vice-President, has been the President of the Spanish Federation since 1988. Inigo Mendez de Vigo, the Spanish Government’s Sports Minister, said the government was ready to take charge of the Federation operations to prevent the running of Spain’s major football from being smeared by the scandal. The calendar-scheduling for the first two divisions of La Liga football was delayed by a day following the arrests. The police raids on offices and homes last Tuesday took around four hours, culminating in the highprofile people being arrested
on charges relating to backhanders and favouritism, unauthorised personal profit, embezzlement and forgery linked to organising international football matches. The Balearic Islands Federation headquarters, the Comunidad Valenciana, Las Palmas de Gran Canaria, and the two Spanish-owned enclaves of Ceuta and Melilla, on the northern Moroccan coast, have all been searched. “Operation Soule”, as the case is now known, has led to the Valencia region’s Federation Chairman Vicente Muñoz, who has been in the role since 1986, placed under police scrutiny. That’s partly because he

owns a travel agency, which may have been linked to the scam. But he was not been taken into custody. Villar’s son, sports lawyer Gorka, has also been taken into custody, while in Melilla, the RFEF regional chairman Diego Martínez Gómez has, as yet, escaped arrest. And it is not known whether he has been charged for any offence, although he is regarded in the sports world as Villar’s right-hand man. Curiously, the RFEF was set to approve a “good conduct” and “transparent management” code, drawn up by Villar himself after he was re-elected in May. Although the case remains sub-judice, the Guardia Civil is probing events dating back as far as 2009, including two friendlies between Spain and South Korea, in 2010 and 2012, in the preparatory rounds for the World Cup and Uefa Euros, both of which Spain won in these years. There is no issue about the validity of Spain’s epic wins, which comprised a hat-trick at the highest level, starting with the Uefa Euros in 2008 and 2010, and the 2012 World Cup. Instead, the case relates to illegal commissions and back-handers between RFEF figureheads and various companies linked to international matches, including football clubs Recreativo and Marino. Police have revealed that pen drives seized containing “hidden” documents found could add up two terabytes (2TB) of data.
