MARIANO Rajoy, who recently spoke with journalists from media organisations representing LENA (the Leading European Newspaper Alliance), is adamant he will not call for an early election. Despite his somewhat fragile position as Spanish Prime Minister (more of that later), the official reason for his meeting with the press was to discuss European issues on the 60th anniversary of the Treaty of Rome, which established the European Economic Community. The interview was held on Wednesday, 22nd March, just 3½ hours before the terrorist attack on Westminster Bridge. Following the horrific events, Rajoy, who had brought up international terrorism during the interview, called on European citizens for “perseverance and a solid determination to defend the values of our civilisation”. Rajoy, who leads a country which has experienced decades of terrorism from ETA first, then from Islamists, acknowledges the importance of adapting legislation to the new forms of violence and radicalisation, and for governments and parliaments across Europe to support law-enforcement agencies. He added: “I speak from personal experience of fighting terrorism as Interior Minister, and we need to increase co-operation among intelligence services. “We in Spain have benefited greatly from French cooperation, for which I will never tire of expressing gratitude. There is no doubt that if we were able to increase co-operation among member states, it would be easier to fight terrorism. “This is one of our great challenges of the future, and one of the issues the European Union must emphasise. He added: “Let’s focus on the real issues, such as

immigration, terrorism, growth and jobs. And let’s take a clear stand in favour of EU integration. The message that needs to come out of Rome is something like, ‘Together forever’.” While Rajoy defended greater co-operation and integration throughout the interview, the EU faces the unprecedented challenge of dealing with the UK’s breakaway. Brexit is of particular interest to Spain because of the Gibraltar issue, in which a majority voted against leaving the EU, and because of the large number of British citizens living in Spain who are now uncertain about their own future. “There is no good Brexit,” said Rajoy. “Brexit was not good news, neither for Britain nor for the rest of Europe. At this point, we need to do things properly, which means achieving the best possible relationship during Britain’s exit and in the future. Regarding Gibraltar, it will leave the
EU when Britain goes; not because it is part of Britain, but because Britain sets its foreign policy. And that means it’s leaving. “Starting from there, all relations between the EU and Britain, and those affecting Gibraltar, will require the opinion and the favourable vote of Spain.” Although Rajoy demands a voice for Spain in this key decision, the country is not actually playing a leading role in European strategy policy, despite its size and recent economic successes. The Spanish PM also argued that Spain’s recent economic successes deserve a corresponding role within the European hallways of power. “We want to play the role that befits us,” he said. “Spain is a big contributor to the EU. We had five years of negative growth, when we lost 3½ million jobs and 70bn euros in lost taxes. “I arrived in government in late 2011, and the years 2012 and 2013 were a
nightmare. In 2014 we began to grow and create jobs; we grew 1.4%. And in 2017, if there is political stability, we will grow 2.5% and create more than 400,000 jobs. Rajoy also recalled that current immigration policies adopted by Europe were the same ones Spain had in place years ago to deal with its own waves of migrants from Africa. He also said the EU funds for youth unemployment were an initiative put forward by Spain. As for Spain and Europe’s relationship with the rest of the world, Rajoy would not discuss his feeling about new US President Donald Trump, saying simply: “I want there to be a good relationship with the United States. “We have almost always had one: we share values, principles, a sense of democracy, freedom and respect for others with the American people … but that doesn’t mean that we cannot disagree on some subjects.
“We are ready to help whoever needs our support, and we believe that it would be in the best interest of both communities to have more, and better, relationships with one another.” Improved relationships are something Rajoy would like to see within his own parliament, especially as he heads a minority government following 10 months of political deadlock, and two national elections in Spain. The effects of his weakened position are already palpable: a congressional majority recently stonewalled a government attempt at liberalising the dockers’ sector, which Rajoy says sends out the negative message that Spain will not abide by European rules on this point. And the Spanish government also faces an uphill struggle to get its budget approved. But Rajoy is adamant that early elections are not an option. “I knew this was going to be hard,” he said. “At the investiture debate, I said I was aware that I had to act with the greatest responsibility, trying to reach agreements and create dialogue, and that everyone should do the same. “Some important decisions have been made that I am satisfied with, especially economic ones. We’ve lost some votes, which is normal, but I do not want to call early elections, and I will do everything in my power to prevent them. “There was already enough nonsense in 2016. I will repeat it ad nauseum: I will not call early elections.”
Quick-fix Rajoy keen to mend Cataluña bridges Mariano Rajoy has announced investments of over 4.2bn in what appears to be a bid to reconnect with Cataluña. The Prime Minister says it will be used to improve infrastructure projects across the affluent region, and also to demonstrate that his Government has not given up on the Catalan people. The decision was announced
on Tuesday in Barcelona’s Palau de Congressos, during a conference entitled “Connected to the Future”. And Rajoy made it clear that he was keen to “bring the battle” to the independence supporters. The PM began by committing himself to a 1.8bn-euro investment in the rail network before 2020. That would be a huge bonus to travellers because the
trains, used by 400,000 people per day, have caused endless problems for commuters in the autonomous region for years. And Rajoy also expects an injection of a further 2bn euros between 2021 and 2025. He also pledged 850m euros for road improvements, 200m for the airports, and 285m to create a shuttle train between El Prat airport and Barcelona’s
Sants train station. The country’s final investment, he said, would be a 587m-euro boost to improve Catalan ports. But with many people unable to see what difference the Spanish Government is making in the region, Rajoy knows that he needs allies if they are going to move forward into a shared future. Nothing will be done in half-measures, and this is
just the start of the fight to keep Cataluña from total autonomy. The announcements were met with some scepticism from the Generalitat (the regional government), which welcomed the plans with “immense disbelief”. Members pointed out that the only thing Catalans really want is to vote in a referendum, questioning Rajoy’s grip on reality.

Citizens first, says May Continued from Front “One of our top priorities for the negotiations is our citizens, and there will be no immediate changes to expat rights here in Spain in the interim,” stressed Manley in a lengthy statement, after Mrs May had sparked the first official move by triggering Article 50. “Today, the Prime Minister wrote to the European Council to begin the process. “From the meetings our teams across Spain have had in recent months, we know that many British residents there have questions about the future, ranging from residency rights to healthcare and pensions. “One of our top priorities for the negotiations is our citizens. As the Prime Minister said in her letter
THOUSANDS of animal-rights protesters filled Madrid’s Puerta del Sol central square last Saturday to demand an end to all fiestas in which bulls are goaded or killed. The demonstrators were also celebrating their recent victory over the so-called Toro de la Vega, a controversial bull-run held for centuries in the woodlands outside the town of Tordesillas. Now, though, the regional government of Castilla y León, bowing to mounting public pressure and hostile media coverage internationally, has banned this year’s event. Silvia Barquero, President of animal-rights party Pacma, told the enormous crowd: “The past is
to the European Council President, we should always put our citizens first, and we want an early agreement about their rights. “We are ready to reach such an agreement right now, if other countries agree. We want to give citizens as much certainty as possible, as early as possible. “In the interim, there will be no immediate changes to expat rights here in Spain. Until exit negotiations are concluded, the UK remains a full member of the European Union, and all the rights British Nationals enjoy in Spain remain in force. “You can continue to access Spanish healthcare and your UK pension, and your children can continue to attend Spanish schools. The British Ambassador
added: “We encourage all British citizens residing in Spain to register on their local padron, so they can exercise their rights fully to access local services in Spain. “Also, it gives us the most complete possible picture of all the British citizens living there. If you encounter any problems exercising your rights, get in touch with your nearest British consulate. “Our teams across Spain and I will continue to keep you updated on the negotiations. Please follow GOV.UK for the most up-to-date and accurate information.” Meanwhile, European Union politicians have warned Mrs May that the UK might not be completely clear of the EU until 2022.
And they also emphasise that the European Court of Justice will “settle any legal challenges” over the leaving process. In addition, MEPs warn: “There will be no “tradeoff between internal and external security, including defence co-operation on the one hand, and the future economic relationship on the other.” Their comments were taken from a draft response from MEPs to the Prime Minister’s official Article 50 letter, which triggered Brexit. It says: “Transitional arrangements ensuring legal certainty and continuity can only be agreed between the United Kingdom if they contain the right balance of rights and obligations for both parties. “The UK will preserve
the integrity of European Union legal order, with the European Court of Justice responsible for settling any legal challenges. “These arrangements must also be strictly limited in time, and should not exceed three years, because they can never be a substitute for Union membership.” The warnings are serious, given that any withdrawal agreement must be given the nod by 72% of the remaining 27 countries. The draft also warns that the UK should pay its liabilities “arising from outstanding commitments, as well as make provision for off-balance sheet items, contingent liabilities and other financial costs that arise directly as a result of withdrawal”.
Animal-rights group so bullish about the future Tordesillas. The future belongs to all of you who defend animals’ rights!” She then spelled out her party’s next set of goals, following the Tordesillas victory, saying: “Our next mission is to end the becerradas (informal bullfights with calves), to end the toros de fuego (attaching fireworks to a bull’s horns) and the toros ensogados (choking them with a noose around their necks).” In 2008, when Pacma leaders stood in their first national elections, they aired a campaign video showing disturbing images (a pig with a slit throat and blood-spewing bulls) that sought to bring home one
simple message: “No to animal abuse.” That slogan has not changed in nearly a decade. “They’re what political scientists call a singleissue party,” said Pacma’s Máriam MartínezBascuñán, who teaches at Madrid’s Autónoma University. “And such parties address a minority public already highlysensitised to the issue at hand.” In fact, Pacma, whose support at the polls has soared, is now the largest party in Spain without representation in parliament. The 26th June election confirmed the party’s growing support. Despite
a near four-point drop in voter turn-out, it still attracted an additional 60,000 votes, compared with the 20th December election of 2015. More specifically, Pacma obtained 286,702 votes, representing 1.19% of all ballots, which is a far cry from the 44,795 (0.17%) it secured in 2008. So what fuels this growth? Has the time finally come for animal-rights parties to establish a presence in Congress? Unfortunately for the party, Spain’s regionally-focused voting system is holding Pacma back. It was left out of parliament, despite obtaining more votes than Bildu, the radical Basque
party born out of the ashes of Batasuna, ETA’s former political wing. Existing legislation means that some parties must earn many more votes than others to secure a single seat in Congress. Instead, the system favours regional groups like the Basque Nationalist Party (PNV), which gleaned five deputies with its 285,000 votes. By contrast, Pacma collected practically the same number of votes across Spain, but no congressional presence. But had all the party’s supporters concentrated on a single voting district, Pacma would have obtained four deputies.

Work on 5-star hotel should begin shortly
Hash stash riddle!
BUILDING work on Golf del Sur’s luxury, 5-star hotel will start soon, and it should be up and running later next year. And, said San Miguel Mayor Arturo Eugenio González: “The hotel should reinforce the San Miguel coast as a holiday destination.” He emphasised that Grupo Piñero, which owns the Bahia Principe hotels, confirmed the company’s commitment to this project during January’s tourism trade fair Fitur in Madrid, adding: “The idea is to create something similar in style and design to the Bahía Príncipe hotel.” The hotel complex, which will occupy the current,

Dark side of a criminal gang A CRIMINAL gang, who supplied Ecstasy at La Laguna raves, also wanted to sell the drug at the recent Santa Cruz Carnival.
Now, however, The Guardia Civil and Tax authorities have smashed the organisation, following the police operation “Darknet”. It was launched last November and was seen to be peculiar because the detainees (now in prison), acquired the drug through the “Dark Net”, or “Dark Web”, as it is also known. Cybercrime, via the Dark Web, which has been on the increase over the last few years, allows users to have total anonymity, to publish information confidentially, and where various items such as software, pornography etc are sold, via an illegal market. And the criminal gang, to achieve their goals, devised a new way to introduce synthetic drugs into Spain, by posting parcels from European countries such as Holland and Germany. To do this, a member of the organisation received the money in his current account to purchase virtual money, or Bitcoin,
The cops were last month notified by the storage-unit owner, who opened it up because the tenant had not paid the rent for months. He noticed a few strange packages, which looked like drug bundles used to transport hashish from Morocco. Police investigators, surprised to find the haul, then discovered that the person leasing the unit had used a false name… just in case the narcotics were found.

To distribute the drugs, another member of the group pretended to be a DJ by organising rave parties in abandoned buildings, or in uninhabited areas. He then sold the drugs to those people at the raves who were willing to buy. The man also distributed the drugs at clubs and bars in the La Laguna area. The group’s leader placed another order of pills to sell them at the recent Santa Cruz Carnival. But police intercepted the shipment and removed them from the illicit market. During this operation a car was seized, along with 1,200gms of amphetamines, almost 11kg of marijuana (found in one of the properties search by police authorities), 208 Ecstasy tablets with different logos (Ferrari and FC Barcelona), 193gms of Speed and 67gms of hallucinogenic mushrooms.
TWO people were drowned on Wednesday afternoon after being swept into the sea by a huge wave, which swamped the Isla Cangrejo natural pool between Los Gigantes and Puerto de Santiago. The victims were named as 60-year-old Isabel Garrido and David Vila, 35, who were taken by surprise. Isabel was swept aside and David tried desperately to rescue her. But the force of the wave dragged them into the sea and against the rocks. A third person is believed to be missing, and helicopters from the
emergency services were continuing the search yesterday (Thursday). The tragedy was witnessed by the man’s girlfriend, who was attended by psychologists, and both bodies were recovered from the sea by Local Police and Guardia Civil officers. These natural pools in the area do not have a lifeguard service, but there is a sign on the access gate warning swimmers to be cautious. The gate is locked when weather alerts are issued, but a pre-alert only was believed to have been posted on Wednesday.
The masked failures A RESIDENT in La Enramada, near Costa Adeje’s La Caleta, was attacked in his town-house by three men wearing balaclavas. The victim, answering a knock on his door, was pushed to the floor and beaten up by two men, wielding a crowbar and wooden pole. Meanwhile, a third man entered the house and
kept asking the victim where the money and drugs were. But there were none of either on the property. The victim, warned to keep quiet about the incident, lives there with another person, who was not at home during the attempted robbery. National Police are investigating.

Tourist figures are riding high
AIRLINES have this year improved their seating capacity to Spain, including the Canaries and Balearics, to almost 205 million. Spanish Airport’s management company AENA has revealed figures which include an 8.7% rise
in seats, compared with 2016. Brits account for 18% of total passengers to Spain, reflecting the strength of its tourism industry, despite Brexit concerns. Around 3,000 flights are planned for the summer season, which will top last year’s figures by 248. A spokesman said: “The news reflects how strong
Spain’s tourism sector is. And it also eliminates, to a large extent, the doubts there have been over the number of passengers coming from the UK in 2017 after Brexit.” Airlines in the UK, Germany, Italy and France will also increase their summer seat capacities by up to 11.9%.

Thieving Romanians are collared by the cops A SLICK gang of Romanian thieves are believed to have been responsible for nearly 100 break-ins at commercial premises throughout Spain. Similarities were seen in burglary methods in various cities, including Albacete, Almería, Badajoz, Cáceres, Córdoba, Cuenca, Seville, Granada, Guadalajara, Madrid, Segovia, Toledo, Valencia and Zamora. Investigators discovered that a team of 13 Romanians, plus a Spaniard, appeared to have taken up temporary residence in the Henares Corridor, near Madrid. But they were arrested after raiding eight homes and two garages. During the raids, officers confiscated a huge number of stolen items worth an estimated 96,000 euros, together with two fire-arms, six vehicles, 44 mobile phones, 2,000m of copper cable, 49 new tyres and 785 euros in cash.
Red Cross leader: Recession still on
Number is up for JOSÉ Luis Camisón, regional Red Cross a bingo-hall thief
A MAN aged 32, who has an extensive criminal record, has been arrested by National Police for, allegedly, using force to rob a bingo hall in Las Palmas, Gran Canaria. A female employee called emergency services and reported that a man with a knife had stolen the day’s takings of about 863 euros. After getting the cash, the suspect, initials LAGM, tried to attack the woman with the knife. He missed her by centimetres, according to the Police, who identified him as a local resident from the Telde area of Jinámar. He was arrested the following day, after trying to steal a bicycle from the Port in Las Palmas, and local magistrates ordered him to be detained in prison.
co-ordinator in South Tenerife, believes the recession is still evident here, because the volume of work his organisation deal with has been expanding, rather than declining.
And further proof, if needed, is supplied by 2016 figures, showing that there were 174 people living on the streets, in caves or sleeping rough. “Each year, the number of people who rely on the Red Cross increases, and each year, our services in the South have grown,” he said. “This information is how the situation really is, and we are definitely not out of the recession.
“It can vary between immigrants or nationals, men or woman, but the fact is that we have more users each year.” Camisón, whose humanitarian organisation covers South Tenerife’s municipalities of Arico, Granadilla, San Miguel, Vilaflor and Arona, and also collaborates with Adeje, Guía de Isora and Santiago del Teide, blames the situation on labour contracts. “They are for just a few hours, which is not enough to cover a family’s needs,” he added. “Those who manage to return to the labour market find a job. But under what conditions? Working eight or nine hours and signing a four-hour contract?” Data shows that the immigrant population is most-affected by this situation. Last year’s Red Cross report in this area of the island, which
will be presented shortly, indicates that the Red Cross attended to the 174 people living rough. And, of these, 80% came from a foreign, non-EU country. Of the South areas with the largest number of families trying to cope with severe economic problems, the Red Cross highlights San Isidro as expanding quickly. “We work there a lot right now,” said Camisón. “We have opened an office and, perhaps, we perceive it closer than others do. But it’s here where the most people ask for help from the Red Cross.” He added: “The next areas in need are Granadilla, then El Fraile, near Las Galletas. In both cases, there are high levels, but they have been more or less stable in recent years. “Those who use us need all kinds of help, from money
to pay rent to avoid being evicted, school materials, Bono-card buses and, of course, food. “Last week we received a food consignment from the Social Fund: more than 5,000kg, which will be distributed among 209 families, from Granadilla to Arona. “A few days ago, the Pérez Valero School in Los Cristianos organised a nonperishable food donation, which collected 3,000kg of food.” Fortunately, he said, the contributors never fail. In the South, there are 2,800 contributors who donate modest amounts to the charity either weekly or monthly, along with the large contributors. “The contributors’ solidarity with the Red Cross accounts for between 250,000-300,000 euros annually,” said Camisón.
Caught in the act ARONA Local Police arrested a 31-year-old man in the act of robbing a property in Costa del Silencio on Tuesday night after forcing his way in.
The incident occurred at around 10pm on the Sunflower Complex, when the owner, a British woman aged 51, returned home and noticed that someone had broken the front-door lock. She called the police immediately, believing the burglar was still in the house, and they nabbed the man with various valuables in his possession, and a laptop in a duffle bag. He was identified as SBE, who had an extensive criminal record for robberies and drug-trafficking.

Money in the Bank or Money in a Bond, make an informed choice The majority of us keep money in a bank account, why? Because it is easy, relatively secure, and easily accessible. There is also a deposit protection scheme in place which covers the amount in your bank account up to €100,000 or £85,000. So far, so good? This means that if a bank or building society cannot meet its obligations and subsequently fails, or becomes insolvent, the maximum compensation you will receive will be £85,000 or £170,000 for a joint account (husband and wife). What about growth on your savings? Returns are not good, interest rates are hardly inflation beating and your hard earned cash is not really being put to work for you. In fact, the average savings account is paying less than 1% per year and some have reduced to 0.2 or 0.1% So how does this look in reality? Consider this:
£20,000 in an average savings account with a gross interest rate of 1% will pay £20,000 at 1% per annum equalling £200 per year before tax What is the alternative? A Spanish Tax Compliant Bond Setting up a Spanish tax compliant bond is no more difficult than setting up a bank account. Once you have invested you have easy access to your money: regular and one-off withdrawals, to suit your needs.
The returns over the last few years have been: 2012 8.0%
2013 7.6%
2014 7.5%
2015 10.3%
2016 6.5%
The growth on a Spanish tax compliant bond is free of tax until a withdrawal is made. Even then only the growth is subject to tax. Any tax due is paid directly to the Hacienda and no Modelo 720 declaration is required for holders of this kind of bond. The bond can also be held jointly so there should be no liability to succession tax on the first death. The bond is backed by an AA rated financial institution which is subject to a strict legal and regulatory environment, to European Law, and having to comply with all applicable European directives and regulations and to meet European solvency margins. Under EU law, assets are to be used to repay policy holders should the company be wound up. Please remember that not all bonds are Spanish tax compliant. If you would like further information about the Spanish tax compliant bond, please give us a call for a no obligation chat.

Keep taking your gadgets on board SPAIN has joined Switzerland and Germany in rejecting the UK’s flight ban on cabin gadgets from the Middle East and North Africa. The three countries confirm that they will not introduce an on-board ban on devices, which include iPads, Kindles and game consoles, on flights coming from six “terror hotspots” in those two areas.
But most smartphones, including the iPhone 7 Plus and Samsung Galaxy S7, can be carried in cabin baggage. Spain’s reluctance to impose a ban comes after the UK followed America’s lead in introducing the ban on all flights from Turkey, Egypt, Tunisia, Lebanon, Jordan and Saudi Arabia. But without a Europeanwide ban, defence experts fear there will be a security “loophole”. Michael Clarke, former Director-General of the

Royal United Services Institute defence thinktank, told the Times there was, “potentially, a huge loophole because it applies only to flights from those countries to the UK”. He added: “What is stopping terrorists from flying here from there, via a European country?” The ban has already caused chaos because airlines claim they have been left in the dark as to when the ban begins, and because passengers have been told their gadgets will not be
insured. Experts say it is “pointless”, arguing that potential terrorists could still bring a plane down by placing a bomb in the luggage hold. They could also fly from a country that doesn’t have the ban in place. Shashank Joshi, senior research fellow at the RUSI security think-tank, said: “This risks being seen as a form of pointless ‘security theatre’, which causes great disruption, with little benefit to aviation security.”

Bar manager staged late ‘cocaine’ nights
LOCAL Police have charged the manager of a neighbourhood association bar in Finca La Multa, Santa Cruz, with keeping the bar open after hours and selling what appeared to be cocaine. The police were called out on two occasions after neighbours denounced the noise level and drug-trafficking. Their first visit revealed nothing suspicious. But at around 4am, they received further complaints from residents and went back to the bar, where, they say, the manager and other people were consuming and selling the so-called cocaine. Police arrested manager Jonathan RP, who has a record for robbery with force, and released the 35-yearold after charging him. Eight other people in the bar at the time are also be investigated. The cops seized 27gms of white powder, and found 313 euros and a blank-firing revolver, used, it is believed, to intimidate people. The investigation is still ongoing, and the Local Police special unit (unipol) have asked the Town Hall to discover whether the neighbourhood association was aware of the bar’s illegal activities.

Dreaded Gag Law could be reformed THE notorious Citizen Safety Law, better known to its critics as the “Gag Law”, which came into effect in July 2015, could soon be rescinded. Spanish Congress has agreed to debate two bills, by the Socialists and by a Basque regional group which wants the law modified. Despite widespread rejection from opposition parties, and many sections of society, this controversial law was introduced in the days when the conservative Popular Party (PP) enjoyed an absolute majority in parliament. At the time, the opposition accused the government of creating “a police state”. That’s because the new legislation gave lawenforcement officers the power to hand out sanctions which had been the sole preserve of judges. The law was also seen as a way to curtail public protest at a time when Spaniards were demonstrating against economic hardship and political corruption.
Socialist congressman Antonio Trevín described the law as “pure authoritarian paranoia”. The weakness of the PP’s current minority government was seen and heard again when Congress agreed to consider reform bills put forward by the Spanish Socialist Party (PSOE) and the Basque Nationalist Party (PNV). Gabriel Rufián, the Catalan Republican Left (ERC) spokesman, called the Citizen Safety Law a “dirty trick”, pulled by the PP. However, it will be a long parliamentary procedure, with an uncertain outcome. Opposition parties cannot agree on just how much of the law’s wording should be
changed, and the PP is ready to negotiate, to minimise the effects of the modifications. “This is a manipulated and recurring debate, because not only does this law not attack fundamental rights, but it actually protects them,” said PP congressman José Alberto MartínToledano. Following the vote, a period of partial amendments is now opening up. And the reform process will probably be completed late this year or in early 2018. Last November, Congress approved a non-binding resolution introduced by the Socialists that asked for a reform of the Citizens Safety Law. It was purely symbolic, but, by contrast, the current
effort is legally binding. Yet opposition parties are divided about what aspects of the law need to be amended or repealed altogether. The PSOE wants to scrap the legislation and, effectively, go back to an earlier citizen safety law from the early Nineties. But the PNV wants to maintain most of the current law, while amending 44 sections to guarantee rights and liberties, and eliminating the items appealed before the Constitutional Court. Meanwhile, the leftist Podemos disagrees with both this law and the previous one. It also opposes the 2013 reform to the Penal Code and a PP-PSOE, jointly-sponsored expansion of the definition of terrorism. The ERC’s Rufián called the current law “one of the dirtiest tricks played by that reactionary machine known as the PP”. And Ciudadanos representative Miguel Gutiérrez added: “The PSOE has this urge to repeal, which is more focused on grabbing headlines than on protecting liberties effectively.”
YouTube kisses proved so costly WILSON Alfonso, an avid YouTuber, has been fined 1,890 euros after walking the streets of Oviedo, filming himself kissing young women without their consent. The

old,
who
must also make 500-euro compensation payments to two of his victims, has seen police confiscate his computer, memory-card and the camera used to record the videos. Alfonso faced four allegations of sexual abuse for his amorous display, and the judge soon reached his verdict. The man’s lawyer, Sonia de
la Paz Fernandez Alvarez, said at the end of the trial that her client had already closed his social media accounts and regretted his actions. The court heard that Alfonso had lured the women to him by asking them to take part in a magic trick, insisting they had to close their eyes for it to work. He then took
advantage of the situation, grabbing their faces with both hands and kissing them. He later uploaded the footage to his YouTube channel, also without his victims’ consent. Alfonso, said his lawyer afterwards, acknowledged that “what was a joke to him was a serious crime to others”.

Murder he’s writing?
ARE you a budding author with a first novel about to go online? Or maybe you’re a seasoned writer, with a number of publications already under your belt, and another few waiting to be written. Last year, Adeje Town Hall introduced a section for non-Spanish authors at their annual book fair. A number of Englishlanguage writers, living in Tenerife, took part, and it was excellent to
ADEJE residents suffering from cancer will soon be able to avail themselves of a free service, offering physical, psychological and social assistance for them and their families. It comes courtesy of the ongoing partnership between the Spanish Cancer Association (AECC) and Adeje Council’s Department of Health Protection and Quality of Life, run by Health Councillor Amada Trujillo Bencomo. The goal of this pioneering service, outlined by AECC’s Tenerife President Juan Julio Fernández, is to meet the needs of Adeje’s more vulnerable people, who are suffering because of this dreadful illness. Adeje Mayor José Miguel Rodríguez Fraga said at the launch: “With this programme in place, we can extend the assistance on offer, and improve the quality of life for those affected. “However, we will also continue to stress the
see them welcomed and integrated into the event. The format is changing slightly this year, and there will be a two-hour space given over to non-Spanish writers. It will include a chat and interviews, chaired by English Time journalist Clio O’Flynn, and will take place on Saturday, 22nd April between 11am and 1pm at the fair, in the car park beside the Adeje School of Music. Clio will be finding out how people are publishing online, the challenges of writing and publishing in English while living in Spain, the changing face of publishing in the
21st century, and, hopefully, meeting some new authors. The floor will also be open to questions from the public, so if you think you have a novel itching to be written, but need a little bit of help to get it published, or would simply like to meet some local authors, please join them on 22nd April. You can also bring the family because the fair is always a fun event for everyone, with story-telling on the stage, local bookshops selling books and comics for all ages etc. If you would like to take part, either on the top table or in the audience, contact Clio at englishtime@adeje.es.

importance of education, prevention and early detection as vital tools in maintaining good health.” Fernández said the association had been working for a long time to put this service in place. “Medicine isn’t the only thing we can give to patients,” he added. “We are also looking at other treatments and help.” He pointed out the current statistics, which show that one-in-three men and one-
in-four women will have some form of cancer. “That is why early detection is very important, as well as making sure there are sufficient resources available to fund research and cure investigations,” he stressed. “In the last 20 years, thanks to studies and scientific advances, the survival index of cancer patients has risen by 40%.” The AECC and Adeje Council have pledged to
allocate resources to the new service to engage professionals, who will provide a personalised service to affected individuals. The Oncology Attention Service (SAO) will offer a series of therapies such as physiotherapy, oncology services, psychological expertise and social advice and assistance. The physiotherapies offered will be oncologybased, including pelvicfloor treatments, treatment for lymphoedema, FMI patients, problems with the central-nervous system, breathing, bones and soft tissue. The programme will also include water-based, therapeutic activities, using the Los Olivos centre’s heated pool, which is adapted for people with particular needs. Adeje Health Councillor Bencomo believes the services will be available through the Health Department, which also has a range of materials and
therapy tools to improve the available treatment. Psychological services will offer individual therapy sessions to those suffering from commonly-seen, cancer-related issues such as depression, plus stress and anxiety. The social programme looks at the quality of life of those who have been afflicted by cancer, and it will offer assistance in many areas, both professional and personal, including help in re-entering the labour market and resuming their social activities. There is also an offer or an assessment of the Social Welfare situation of the individual patient, the issuing of relevant disability certificates where necessary, as well as offers of prosthetics, economic assistance, food vouchers, loans of orthopaedic materials where needed, occupational workshops and home-help where appropriate, among various other aids. Adeje Council is committed to providing a dedicated space for the use of AECC professionals to offer the above services, as well as appropriate storage space for materials and resources.

Fresh water is capital aim for the residents THE vast majority of Tenerife capital’s residents are probably unaware, but nearly 50% of the water they consume comes from the Emmsa desalination plant, in Santa Cruz port.
The facility was launched in 2001 and processes 24,000cu/m of sea-water each day. Juan Ayala, the desalination plant operations manager, and Daniel Montoro, production technician, say the Emmasa investment plan includes a scheme to increase the amount of desalinated water. In the future, the intention is that the plant’s output will increase to 28,000cu/m, and then increase again, finally, to process 48,000cu/m of sea water. The water desalinated in the plant is consumed totally in Santa Cruz. There are no
transfers and it is extracted from the facility’s 10 wells, which are 30m deep. Then, the long filtration process begins. Reverse osmosis (a purification system) is applied to leave the water free of salt and almost ready for human consumption. “After being extracted from the wells, the water passes
two stages with sand and anthracite filters,” said Montoro. “The next step is an addition of reagents (anti-fouling), to then pass a second filtration with cartridges filters. “For the desalination, we use reverse osmosis. The water passes through a membrane at a pressure of between 65-70kg
per square centimetre.” The water that overcomes this process is already desalinated, but it is not suitable to send into the water network because it has to comply with the Royal Decree 140/2003. “For this, it is sent to a new tank to be “mineralised”, a method in which the excess salt (brine) is returned to the sea. Both Ayala and Montoro insist that throughout the entire desalination process, they try to minimise energy consumption, while still maintaining a high water quality. “To ensure this, they have recently invested in new membranes for the reverse osmosis process, which has reduced electricity consumption from 4.5kw/h to 4kw/h per cubic metre produced. In a year in which a total of seven million cubic metres of desalinated water is produced, the savings will be equivalent to the average cost of electricity
Lookie-lookie men given hope, at last FATU Ndeye arrived in Barcelona seven years ago on a tourist visa, and the 35-year-old Senegalese ended up alongside the illegal traders (known as lookie-lookie men in Tenerife), hawking trinkets around the streets and beaches to tourists.
Like dozens of other, mainly-undocumented, African immigrants on the seafront and avenues of the city, he had to keep an eye out for the police, who have cracked down in recent years on them. Today, however, Diomcoop, launched by 15 unlicensed street vendors, is a legal co-operative, set up with the help of Barcelona City Hall. Only three of the team had their residency and work permits to start with, while
the others waited for their documents to be processed. Despite not yet having his papers in order, Fatu was elected head of the “company”, and he told reporters at the launch: “Diom means dignity, hospitality and strength”. Last September, around 80 street-vendors responded to City Hall’s offer of help to set up a co-operative. Only 15 were selected, 12 men and three women. Since then, they have received a grant of 500 euros a month. They have also attended training sessions and have divided the business into different areas: communication, administration, logistics, and social cohesion. In return, they have had to stop selling on the streets. Diomcoop aims to provide its members with access to travelling markets and fairs, where they can sell trade goods, along with clothing, jewellery and handmade art and decorations. Gerardo Pisarello, Barce-
lona’s First Deputy Mayor, told reporters at the launch of Diomcoop that 234 sales points throughout Barcelona would be available for its members each year. Pisarello admitted that the co-operative would not solve the problem of street vendors in Barcelona overnight, but he added: “People do not set out to become unlicensed street vendors, and they should have the same rights as anybody else.” And his wish is that between five and 10 people will join
the co-operative each year. Pape Diop, one of the cooperative’s three members whose papers were in order, arrived in Barcelona in 2009. “I looked for work from the start, but I always ended up selling bags and scarves,” he said. “Now, I am really looking forward to starting work legally.” As for Fatu, he knows that getting the co-operative off the ground will be hard work to begin with. But he is optimistic: “It’s the start of a lot of good news,” he added: “On Sunday I am getting married.”

Same-method gang nabbed for thieving THREE residents, from Icod de los Vinos, Santa Cruz and Tacoronte respectively, have been nabbed by the Guardia Civil for committing various robberies with force in houses and commercial premises in the North of Tenerife. Most of them took place in Icod de los Vinos between December last year and this month. The thieves, aged 19, 23 and 26, forced locks on windows and doors to gain entry each time. Officers began an intense investigation, helped immensely by eye-witnesses to various criminal acts, as well as evidence collected from the robberies, which enabled them to identify the gang. During the arrests, the Guardia Civil found various tools used by them to commit the crimes. Officers also found 10,000 euros in cash from various robberies, along with mobile phones, laptops and Bono bus cards, worth around 2,000 euros. Damage caused to commercial premises, such as broken locks, broken windows and doors, amounted to some 3,000 euros. The detainees and police reports were handed over to the Icod de Los Vinos courts.
Banana drama!
THREE alleged drugsmugglers were arrested after the Guardia Civil and tax authorities intercepted 17kg of cocaine, hidden in bananas and cardboard boxes in Malaga and Valencia. The drugs were hidden in 57 simulated, resin bananas and in cardboard-box flaps, which also contained real bananas. The discovery was part of an operation called “ESPLIT”, and three men - two Spaniards, aged 37 and 57, and a 56-year-old Italian - were accused of drug-trafficking and belonging to a criminal organisation.

blow his own trumpet! A TALENTED Spanish musician is preparing to make his debut at London’s Royal Albert Hall in London - and he’s just nine years old! Alexandro de Gracia Garcia Antolinos (pictured), from the Alicante town of Almoradi, on the Costa Blanca, has been playing the French horn since he was six. And, already, he is the proud owner of a CV that would delight many older musicians. And, having achieved numerous national awards, he recently won the prestigious Grand Prize Virtuoso, held in London, in the Junior Metal-Wind category. He is the youngest Spanish musician ever to attain the recognition, and will collect the award at the Royal Albert Hall on 12th April, where he is set to perform a solo piece.
The youngster, who studies at the Conservatory of Orihuela school, is already interpreting professional pieces, along with some of the great musical classics by Mozart, Strauss and Beethoven. Music began as a hobby for Alexandro. But, at the age of six, he was already
playing the horn, shortly after joining the prestigious Union Musical School of Almoradi. He is now a member of the Symphonic Band of the Musical Union of Almoradi and Banda Joven, Alicante’s Youth Orchestra and the Murcia Region’s Federation.

Doctor’s neglect cost star gymnast her leg YOUNG, elite, Spanish gymnast Desirée Vila, who was heading for stardom with the Spanish team until she lost part of her right leg in 2015, is to receive damages of 2,154,685 euros from Pedro Larrauri. The Spanish trauma specialist, from the northwestern Spanish city of Vigo, was found guilty of medical malpractice and sentenced to two years in prison. He was also disbarred for four years from the medical profession after his negligence in a “flagrant and inexplicable way”. Larrauri will also have to pay all legal fees … and any future expenses caused by his former patient’s disability. The monetary compensation includes the price of a prosthetic leg, an “intelligent” knee costing over 1.1m euros. The law firm representing
Desirée called the ruling “historic”. She was just 16 years old and about to reach the height of her career as an elite acrobatics gymnast when she suffered a fall during a training session on 26th February, 2015, at around 8.55pm. In 2014 she had taken part in the World Championships, and was training to compete
for a place in the Spanish team for the European Championships. Judge Cristina Martínez Raposo agreed with the accusation’s claim that the doctor was negligent in a “flagrant and inexplicable way”, even though he was being kept appraised of his patient’s increasinglyalarming symptoms after she had been admitted into El Castro Medical Centre, where he worked. Larrauri, said the judge in the ruling, showed “an absolute and stunning lack of concern about his patient’s fate”. The traumatologist, who was at home, did not come in to see Desirée until 11am the next day. And, until 1st March, he failed to perform the early tests which would have revealed the injury to the patient’s popliteal artery. This condition led to a blood clot in the artery, and to an irreversible ischaemia (an insufficient supply of blood to an organ), and the only
heartbreaking solution was amputation of the leg above the kneecap. Yet Desirée had complained continually about an acute pain which not even the painkillers could reduce, and that other health professionals at the centre were warning about the swelling around her leg, even as it grew increasingly cold. The judge found that Larrauri committed a series of negligent acts between 26th February and 2nd March, when Desirée was transferred to a hospital to attempt an emergency surgery procedure to save her leg. These included failure to perform the early CT scan, which would have detected the injury to the popliteal artery. But even when the trauma doctor ordered the test and received the results, it was another 15 hours or more before Desirée was transferred to the hospital, where surgeons could no longer reverse the damage.

Arona deals winning hand THEY came up trumps again for the Las Vegas-themed Arona Carnival, even if the sun were a little shy for the Coso Parade. But that didn’t stop people throwing off their inhibitions and dancing the long route
from Compostela Beach to Los Cristianos Cultural Centre. The costumes were more inspired than ever, with playing cards and roulette wheels the popular props this year. They mixed in with the old favourite characters and strident drum troops. Newly-elected Carnival Queen Maria Jose Chinea Ca-
brera completed a right royal flush in her stunning, pink outfit, gazing down on her adoring subjects as her float passed through the 30,000 people lining the route. Many spectators also dressed to impress, and every vantage point possible was used to get a glimpse of the 60 groups taking part in the mobile show.
But all good things must come to an end, and on Monday night, the huge, jolly-looking sardine was mobbed by a sea of wailing, black-clad mourners, in drag. Music filled the streets into Los Cristianos old town and down to the beach, where the unsuspecting fish was laced with fireworks and a sprinkling of fuel. The night
sky was lit up as flames licked at the scales of our fishy friend, and a barrage of fireworks ripped through the heavens. Like so much of this year’s celebrations, the Burial of the Sardine, a Spanish tradition dating back three centuries, was a wild, bizarre, fun-packed feast of fun.

Drug baron is sent down for 18 years BRITISH drug baron Paul Monk, head of a 35m-euro empire and said to be a “career criminal”, has been jailed for 18 years at the Old Bailey after disappearing to Spain for two years.
The 56-year-old, formerly of Romford, Essex, was captured by Spanish police, who searched a house in Javea, near Alicante, last April. They discovered piles of cash hidden in pot plants, plus paperwork outlining his vast, illicit operations. A fake passport and an imitation gun were also said to be found. The Met Police said Monk, through his drugs network, conspired to import 997kg of cocaine into the UK, having evaded justice for years. He admitted conspiracy to supply Class A drugs between January 2014 and April 2015, and was also given a four-year sentence, to run concurrently, for supplying cocaine in Cockfosters, north London, in May 2013.
Monk slipped abroad in December 2013, despite being required to stay in the UK as part of a nineyear prison sentence for importing cannabis in 2007. A European Arrest warrant was issued for him in May 2014, and, after being captured by Spanish police, he was brought back a year later to the UK. Detective Sergeant David Williams said: “Monk is a career criminal, who showed a disregard for the laws of UK after he fled to Spain in 2013 to escape justice. “He obtained false identity documents to evade authorities, while continuing to run an international drug-
supply network from his home in Spain.” Following his arrest, expert analysis by Met detectives revealed the large scale of Monk’s drug-trafficking network, and the huge sums of money he was receiving for the illegal importation of cocaine to the UK. “This evidence has proved crucial in establishing the pivotal role Monk played in the network,” said DS Williams. “He has been sentenced to a lengthy period in custody, and I would like to thank the Guardia Civil for their co-operation in the investigation that secured this conviction.”
A hotel too far!
A CRAFTY guest, who fled from 13 luxury Madrid hotels without paying his bill, was arrested after being found in a 14th before another repeat. Police seized five different, dodgy credit cards he used for making his bookings, which came to over 7,000 euros. Hotel staff, who tried to extract the money from the debit card number he had given, found there were no funds in the account. Each time, the accused said there must have been a problem with the cardreaders or with his bank, and asked hotel No.14 if he
could go to a cash-point to settle up. He had never aroused suspicion, realised police, because he always left the hotel empty-handed, with no luggage. It was only later that the defrauded business found he had never returned. As well as searching for him using the details given by the first 13 hotels, police warned all others in Madrid of his presence, in case he tried to pull the same stunt. He’d have had a job anyway, because all the credit and debit cards confiscated had been cancelled by his bank.
What a drag AN illegal tobacco factory in Elche, near Torrevieja, which could have produced 40 million cigarettes, has been prevented from opening by the police. They received information that an organisation based in Bulgaria, involved in smuggling and moneylaundering, was in the process of setting up an illegal warehouse. It had branches in various EU countries, and the National Police established
that the group were in the process of shipping in machinery and building premises to house workers on site. In addition, officers discovered that those behind the factory had chartered a vessel, which was bringing in tobacco so that they could start manufacturing the cigarettes. Armed with all the information, the officers raided the warehouse, seized the machinery and arrested five Bulgarians.

STAYING on top of the latest news can help you time your currency transfers more effectively. Read on to find out what’s been driving the pound and euro, and what you can expect in the weeks ahead. The last couple of weeks have been pretty hectic for the currency market, and we’ve seen some significant movement in the major currencies. While the activation of Article 50 and the official beginning of Brexit is likely to trigger more volatility in the short-term, the pound experienced a run of gains before the UK’s negotiations with the EU began. Over the course of March the GBP/EUR exchange rate fluctuated between highs of 1.1749 euros and lows of 1.1381. Meanwhile, EUR/ GBP dipped from a high of £0.8785 to trade in the region of £0.8686 and EUR/ USD surged from $1.0501 to a high of $1.0901. There has been plenty of juicy news to move the
THE exhaust emissions from 16 of Spain’s leading diesel vehicles all had higher nitrous oxide (NOx) levels than those permitted by the European Union.
The tests were conducted by Spain’s Industry Ministry, between December 2015 and August 2016, and its report said: “There is a discrepancy between the values obtained [in a laboratory] and those obtained through real driving.” Until now, passing a laboratory test was sufficient for a car-maker to sell a diesel vehicle in Spain. But from September, the EU will introduce road-testing as well. The EU was shaken by the Volkswagen emissions scandal in 2015, when the German car manufacturer installed software on the computers on its diesel vehicles to register lower emissions levels when

GBR volatile as Brexit begins major currencies recently. For starters, we’ve seen key central bank decisions from the Federal Reserve, Bank of England (BoE) and European Central Bank (ECB). The prospect that all three central banks may tighten monetary policy sooner (or more aggressively) than previously expected, has lent varying degrees of support to GBP, EUR and USD exchange rates. The defeat of far-right Geert Wilders in the recent Dutch elections also gave the euro a boost, and polls indicating that Marine Le Pen is less likely to triumph in the upcoming French elections kept EUR exchange rates firmer. Of course, the activation of Article 50 has been another major cause of GBP/EUR and EUR/GBP exchange-rate movement. The event had been expected for so long that some economists estimated that the pound had fallen as much as it was likely to ahead of D-Day. However, other industry experts expected GBP exchange rates to tumble as soon as Brexit negotiations officially began. And the pound did fall from its highest levels on the day Article 50 was activated. What do you need to look out for in the weeks ahead? The tone of the UK’s initial
Brexit negotiations is going to be one of the deciding factors in GBP/EUR and EUR/GBP exchange rate movement. If the EU appears unlikely to make many concessions (or if it looks as though Theresa May will be pursuing a socalled “hard Brexit”) the pound could see the relative stability it has enjoyed over the past few months come to an abrupt end. Developments in the French election will also be in the spotlight. If support for Marine Le Pen increases, fears for the future of the
Eurozone could send the euro trending lower. Finally, pound and euro volatility could be inspired by any hints from the BoE or ECB about the future path of monetary policy. In March, one BoE member voted for an immediate rate hike. If one or more policymakers split from the pack again at the next gathering, the odds of UK interest rates rising will climb, and the pound could climb along with them. Spain said it would analyse 30 models, but, in the end, just 16 were checked between 2015 and 2016. The Government protested that it lacked the funding to test all 30. The Industry Ministry report concludes that the 16 vehicles it did road-test all had higher emissions levels than those registered when analysed in a laboratory. Those it did road-test, supplied by manufacturers Seat, Ford, Nissan, Volvo and Ssangyong, all had the EU’s NOx limits, which were between 1.8 and 12.6 times higher than permitted. The Ministry contacted Nissan and Ssangyong, all of whose diesel vehicles
registered significantly higher NOx emissions levels than allowed by law. The car-makers recognised that, “due to safety reasons in line with European regulations, some contaminating devices are deactivated when the ambient temperature is not within certain margins”. This answer was accepted, although the Ministry notes in its report: “Greater clarity on the part of the European Commission would be desirable, regarding the conditions of use of said devices.” The Industry Ministry’s report also notes that the Spanish Government will now require car-makers to clarify the conditions under which “the activation and deactivation of emissions control devices” are pro-
duced. In December, Brussels opened “infringement” proceedings against Spain for failing to take action against Volkswagen. It also asked for a report on the NOx emissions of a number of brands. Madrid refused to publish the report on the 16 vehicles until it was obliged to do so, after NGOs Ecodes, and Transport and Environment, filed a request under Spain’s Freedom of Information legislation. But, says EU sources, Brussels is unhappy with the report, suspecting that Madrid is not collaborating fully, and it may well demand a second. The European Commission says that so far, only the reports submitted by Germany and the UK, which cover hundreds of pages,
close of 2017 would be euro supportive. The Spanish Industry Ministry’s report concludes that none of the vehicles it road-tested “showed any sign of having a deactivation device”. Spanish car-maker Seat, part of the Volkswagen group, said on Tuesday that three of its vehicles checked by the Spanish Industry Ministry, the Leon 2.0 TDI 125 KW, the Altea 1.6 TDI 77 KW and Leon FR 2.0 TDI 110 KW, are fitted with illegal software, which produces fraudulent emissions tests. The three cars are approved by the Spanish authorities, despite producing “NOx during the tests that are between two and four times higher” than the limits established by EU law. In the wake of the Volkswagen scandal, Seat said it would remove the socalled Defeat Device, and the company has done so to around half the 700,000 vehicles affected.

The short cut to
glamour By Carl
from Robot
Masculine, butch and unattractive; that’s how some people regard women with short hair, and it’s mostly men who think this. Scraping back long hair is far more stark and unforgiving, yet plenty of women do it. So why is it that the thought of a woman cutting off her hair brings terror to most? The right cut can make her just as attractive, if not more so, as with long hair. Having your hair cut short can be liberating, but it must be done for the right reasons, and not be an act of impulse. Finding a short cut that suits your face can be tricky, because there are face shapes that don’t suit short hair. If you’re going to take the plunge, then refer to my classic images. Yes, they are dated, but they tell a tale. These beautiful women were noted for their stunning looks as well as their short hair, each one giving us a timeless image that has stood the test of time. Even today, actresses show us that short hair, which has been cut correctly, is stunning,
and it’s going to do you so many favours. I would never just cut off a woman’s hair unless I knew she was sure, and I was, too, that it was going to enhance her features and make her look amazing.
It’s not a look for everyone; you have to have the confidence to pull it off, but, if you can, I’d say go for it. Enhance it with the right colour, and you have one killer look that’s going to turn heads in your direction.
All aboard By Carl Pattison
SUMMER’S just around the corner, and the stores are starting to fill with this coming season’s fashions. One of the looks coming through, apart from military again (this just won’t go away), is a continuation of this, but in a nautical style. Blazers abound in light fabrics, to layer over thin T-shirts. Cropped trousers and deck shoes finish off the look, or try loafers
instead. Stripes can be horizontal or vertical, as long as you’re wearing them, and check out colours in blues, reds, blacks and whites to keep true to the theme.
Gone are the days when summer meant we all wore white; black mixed in with lighter colours can be seen in most major stores. If you’re buying a suit for a special event, this look is transcending into smarter apparel, too. Keep your jacket fitted and your trousers tapered to pull off this look. Your jacket should have a blazer-type edging, maybe in a contrasting colour. It’s not a look for everyone, but on the right guy it’s a classic style that never dates.

And researchers
say that early use is reported to increase the likelihood of long-term, habitual use. On the other hand, the scientists found that individuals who do not smoke marijuana before the age of 21 seldom use it. The Canadian Task Force on Cannabis Legalisation and Regulation recommends that the use of pot be restricted to those who are 18 or older. But the researchers say that educational programmes, counselling services and a distribution system could help minimise use by young people. Despite the warnings about age restrictions, however, lead author Dr James McIntosh, a Professor of Economics in the Faculty of Arts and Science, believes legalisation will bring more good than harm. “The task-force outlines these benefits to take marijuana out of criminal hands, to tax it, to make sure that product quality is preserved,” he said. He added that with Canada on the cusp of legalisation - Prime Minister Justin Trudeau announced cannabis would be legal in July 2018 - it puts the country in a unique position to begin rigorous study of the drug, and its effects. “We need to start collecting data on it to see what the effects are on people of all ages,” said the professor. “You can get all kinds of information on drinking behaviours, and they should do the same with marijuana.”

Restoring a finca?
By miruna voicu IF you have thought about buying an old Canarian house and restoring it, you are in good company. Many people have done it, with varying degrees of success. Obviously, a great deal of work goes into making the house structurally stable and waterproof, with all utilities in place, and the next issue facing you is how to furnish it. Your ideas for the scheme will begin with basics such as flooring, kitchen and bathrooms, which will set the scene. Rustic fincas, for the most part, conjure up ideas of whites and terracottas, wood and slate. There are
many examples of very modern furniture being used in classic or rural properties, but the best way to furnish is surely in keeping with the natural character of the property and the surroundings. This can be achieved with colour, texture and form, as well as the pieces of furniture. So you don’t need to stick to pine or classic furniture, for example, in order to be in keeping with the rustic building, if that isn’t your taste; you can use more modern materials, but in such a way that they look as though they belong. For example, wooden flooring can be difficult to keep clean and maintain, but there are many ranges of laminate and even tiled flooring that have all the advantages of modern materials, but look like the real thing and stay true to your ideas. Once you have the overall idea, soft furnishings with texture, and rugs and window dressings in rich, vibrant, luxurious
colours can all set a scene that can be combined with more modern lines for the furniture itself. For example, you might want to go for very modern lines in the bathroom for ease of cleaning, but do it using the warm
and natural colours of nature, to blend the area with the rest of the house. Lighting is an important part of making the best of older and more rustic properties, highlighting their quirkiness and imperfections, rather than
hiding them. Ambient lighting is very much in fashion at the moment, and soft corner lamps and dim bulbs throughout can create a very cosy and welcoming impression. Use more targeted lighting in those areas where you actually
need to perform a task, such as in the kitchen, or chairs where you might want to read. Bring the outdoors in with touches such as fresh flowers, plants and mirrors, to reflect natural light in dark areas. Rugs are a great way of separating various zones such as lounge and dining areas within the same room, for example, and can introduce softness and warmth through their colour and textures. Using an interior designer is not expensive if you source the furniture through them, and you should involve them as early as possible in the project, so they fully understand the look you are trying to achieve. Some interior designers will also be happy to work with you on a project-management basis, particularly if you are not yet residing on the island. All items mentioned are available from Deco Nuevo on 922 789729. Free estimates given with no obligation.
Phones aren’t smart for kids IT may be tempting to keep the children amused by letting them spend hours looking at their gadgets. But experts are warning that they have a raised risk of developing Type-2 diabetes if they do. Youngsters who look at screens for more than three hours a day are fatter, and have greater insulin resistance. The findings ap-
plied to TV, tablets, mobile phones and computers, which means that millions of children are at risk. Under-fives in Britain spend four hours and 11 minutes, on average, in front of electronic screens, and children aged 5-15 spend five hours and 33 minutes a day gazing at gadgets, according to communications watchdog Ofcom.
The latest research, by St George’s, University of London, suggests this behaviour is contributing to a worrying rise in diabetes. There are four million people with diabetes in the UK, which costs the NHS nearly £10bn a year. Type-1 diabetes is not affected by lifestyle, and is not preventable. Type-2 usually occurs
when fat content in the body becomes so high that it stops insulin maintaining a normal blood-glucose level. This often happens when someone has been overweight for a long time, which is why it usually does not strike until middle age. Diagnosis of diabetes has risen by 60% in a decade. To explore the increase, experts monitored 4,500 chil-
dren aged nine and 10 at London primary schools. Those with more than three hours’ screentime a day were already showing warning signs of Type-2 diabetes, according to the study, published in the Archives of Disease in Childhood journal. Compared with those who spent less than an hour a day in front of screens, they had
3.3% more body fat and 10.5% higher insulin resistance. The researchers wrote: “Our findings suggest that reducing screentime may be beneficial in reducing Type-2 diabetes risk factors, in both boys and girls, and in different ethnic groups from an early age. “This is particularly relevant, given rising levels of Type-2 diabetes, the early emergence of Type2 diabetes risk, and recent trends suggesting that screentime-related activities are increasing.” Dan Howarth, head of care at Diabetes UK, said Type-2 diabetes in children was increasing at an alarming rate, and should be of concern to everyone. He added: “As a nation, we should all encourage physical activity, rather than a sedentary lifestyle for children and adults alike.”

Hard Rock Cafe third year Anniversary
Hard Rock Café’s party really rocks
THE Hard Rock Café, in Las Americas, celebrated its third anniversary on the island last Friday with a huge party.
Tenerife’s Hard Rock Café is one of the biggest in Europe, with two floors holding over 550 people. And that’s saying something for a company with 209 establishments worldwide in 74 countries, including 174 cafés, 24 hotels and 11casinos. Successful school visit
WE were thrilled to have been invited, recently, to give a talk to the pupils in Year Four at Wingate School, Cabo Blanco. The children were excited to learn about why neutering is so important, how we catch wild cats, how to care for their own cat if they are lucky enough to have one, and how they can help in our work at Cats Welfare. There was also time for lots of cuddles with some cute kittens. All in all, a fun, informative afternoon for
the next generation of cat owners in the making. Thank you to all at Wingate School for allowing us to visit, and making us so welcome. Hopefully, we can make it a regular occurrence. Foster carers needed Would you like to be a foster carer? You don’t need experience; we can tell you everything you need to know. We supply food, litter, beds, etc. and cover vet costs. It doesn’t matter if you work, have pets or children.
We have a WhatsApp group of foster carers where new arrivals needing foster care are broadcast. If you would like to join or ask questions, ring or WhatsApp Maria on 646629129, message us on Facebook or contact us on our website www.catswelfare-tenerife.com. Adoptions If you are thinking of adopting an adult cat, availability can be seen on our website at www.catswelfare-tenerife.com/pets. We have a waiting list for
kittens, and new arrivals will be broadcast on our WhatsApp group with full details, pictures and where they can be viewed. If you would like to join this group, or you are looking to adopt, contact Maria on the above number. Cat of the week Gracie is a beautiful, whiteand-tabby cat, found under some branches of a bush in Adeje on 10th March 2017, having just given birth to five kittens. She is safe now, and will need a home,
towards the end of April, when her kittens are ready for their own homes. She will be spayed free of charge, vaccinated and microchipped. As usual, all cats go on trial so you can be sure you have made the right decision. Charity shop Our shop on San Blas, Golf del Sur (behind Hiperdino) is open seven days a week 10-6pm, Saturdays 10-4pm. Pop in with any donations, or to browse for a new bargain.

Helping Hands finds a night-time project
HELPING Hands in Tenerife, a fullyregistered charity, based in the South of Tenerife, was set up in 2009 by Liz Montague and her two friends, Dorothy Gardner and Julie Lincoln, together with Lynette Tiernan, who represents the Costa del Silencio area. They are all full-time residents in Tenerife, and Liz, the charity’s President, has lived on the island for over 13 years with her husband, and they have two young sons. The charity, through its own social and other various fund-raising events, has raised over 167,000 euros since its inception, and there are firm plans for more events to raise additional funds, especially to help Tenerife’s less-fortunate children all over the island. Helping Hands has a regular following of 800-plus ex-pats, and this number continues to grow, thanks to the success of previous events. Liz, who works tirelessly for the charity, said: “Helping Hands wishes to make a real difference to the lives of disadvantaged
and disabled children. “Our vision is to put a smile on the face of every disabled and disadvantaged child in Tenerife. We empower these children and young people to achieve their potential to live full and happy lives. “And I know that our support enhances the life experience of disabled and disadvantaged children. We also assist individual children and their families, who are sometimes in desperate need of help. “We can provide specialist equipment, therapeutic activities, short breaks or, simply, a wonderful day out for a child and his or her family. We ensure our work makes a child’s life happier, or at at least a little easier.” Liz added: “Our latest venture concerns building a night shelter for La Buena Estrella, a centre based in El Fraile, close to Las Galletas. It is designed to cater for homeless children and families there and is supporting 30-40 people who are in need. “The common objective remains the same: to provide the children and families with food and equipment, which will include cooking, washing and sleeping facilities.” Helping Hands is renovating the “basement” underneath the area which is already used for cooking at the centre. But it’s pretty derelict and needs a face-lift.
Liz said. “It’s a big project, but a really good one, and will give a safe place for the families to use the new night centre. “There will be beds there and bathroom facilities. And here’s how Helping Hands, and its followers, can support the new La Buena Estrella Night Centre, which will provide a place of safety for El Fraile’s homeless families.” The funds raised will enable the charity to purchase the following items for the project: *16 beds *4 Shower facilities *Toilet facilities *Office * Building Costs *Furnishing Costs The cost will be approximately 36,000 euros, and, to raise money, Helping Hands will hold various fund-raising events throughout the year: luncheons, dinnerdances, barbecues and sport challenges. “We will be approaching local businesses to act as sponsors,” said Liz. “I hope you can all help support our project, and we will be grateful for any donation. “Already, we have received a 1,000-euro donation from La Caixa Bank, and we are most grateful and delighted for their support. “Thank you for reading our proposal, and please visit www.helpinghandstenerife.com for more information.”

K9 does cats... DO you know that, as well as our lovely dogs, K9 also has a small cattery with some beautiful and loving cats who are also waiting patiently for their forever homes?
Handsome Atticus here is just one of them. He was rescued as a kitten from the street but, sadly, a family member was severely allergic to him so he had to come to the refuge. We also have a small number of healthy, feline-leukaemiavirus (FeLV)-positive and feline -immunodeficiencyvirus (FIV)-positive kitties. These special cats can live long and healthy lives, and be happy and safe with other animals, including dogs, and humans. While they cannot mix with other healthy cats, they can live safely with other cats who have the same virus. If you are interested in adopting any of our lovely felines and would like to meet them, please contact us in any of the ways below. You can also see them on our website

Neil's the Gaffer again! THE curtain came down on another fine season in the Direct Telecom Pool League on Tuesday, when 16 players locked horns for the honour of being named the 2017 Singles Champion. The competition always throws up a few surprises, and Paul, from Terrace Bantams, and Palms Elite's Wayne were among the early big-name casualties. Phoenix Potter Geoff also had the chance to knock out a big gun when he faced former champion Neil, from Gaffers A. Geoff took it to the deciding frame and had a fine chance to cause an upset. Alas, it was not to be, and this near-upset clearly sharpened Neil's focus because he eased into the semi-finals, where he got the better of team-mate Kev. Meanwhile, Palms Rebel Ian and Mark, from Exiles A, got through the first couple of rounds quietly. There was little to choose between them in the semifinal, but a fine clearance took Mark over the line.
The best-of-five final was a thriller. Neil took command in the opening frame, and looked good to go two-up. However, a rare error from Neil let in Mark, who took the second frame to level
and follow that with superb visit to take the third. Neil moved up a gear to ensure a deciding frame and he made a fast start. The writing was on the wall but Mark wasn't done.
He clawed his way back into the frame, and, suddenly, he looked the favourite. Mark had a do-able finish, only for nerves, maybe, to get the better of him. The Exiles A player allowed
Neil back on the table, which proved to be a fatal mistake because he slotted the last balls home calmly to take the spoils. The presentation followed and league sponsor Shai, from Direct Telecom, handed over the trophies. Ben, from PJ Electrical and Building Services, did the honours for the Cup and Plate which bears their name. The league will be back in June, but, in the meantime, the all-new Summer League gets underway this Tuesday. There are 10 teams taking part in a slightly different format. The opening fixtures are: Dreamers v Terrace Gaffers v Exiles Phoenix v Treehouse Palms 2 v Palms 1 Hammers v Bluebell It should be a fun couple of months for those involved.
Sporting Las Galletas TAKE a sedate dip into fitness and exercise at the Las Galletas Sports Fair from 10am-8pm tomorrow (Saturday), and it will put you in the mood to enjoy the 21st Annual Half-Marathon and the 10.8km run on Sunday, from 9am. The sports fair is based in three areas: Plaza Paulino Suances, Calle Belgica and the CEIP Luis Alvarez Cruz school. There will be exhibitions and demonstrations all day, with a view to encourage people to add a little sporting fun to their lives.
Plaza Paulino Suances will feature water-based activities such as sailing and diving, while Calle Belgica and CEIP Luis Alvarez Cruz will focus on sports fitness. There will be plenty of other activities in the streets, such as zumba, kick-boxing, yoga, and rhythmic gymnastics. The Marathon morning, which has attracted around 1,000 runners, is split into age categories, with medals and prizes in each. It’s a fun day, and Las Galletas is just a short hop from Los Cristianos. Parking may be a little challenging, and the route roads will be closed off between 8.30am and 11.30am. But the many Las Galletas restaurants and bars, and the busy marina, will be delighted to welcome you.

Double-trebles’ trouble! A RAFT of Division 1 postponements meant that what was supposed to be a free week turned into a full round of fixtures.
But, with third place as yet undecided, Gaffers and Phoenix Bar both had 5-3 wins to set up a tantalising head-tohead on Monday night, and what a fine match it was. Both teams knew what they had to do, Gaffers having the edge with a two-point cushion in the table, and even more of an edge during the game after they took a 3-2 lead. But Phoenix raced through the doubles to lead 4-3, which put a worried look on our statistician’s face as we pored over the season’s trebles wins. If teams are level on points, the team who have won most trebles’ legs gets the nod. An
initial count meant that Gaffers were awarded third spot, which they duly celebrated. Phoenix went on to win the trebles leg and the match 5-3, but our abacus must have malfunctioned because a recount revealed that both sides were equal! To be fair to all, a jointthird place was agreed and will, no doubt, be greeted drunkenly come presentation night! And this Arsenal fan knows you don’t get a trophy for fourth place… There were similar shenanigans in Division 2 after Picassos and Bar 180 landed up with the same points in their race for the coveted third spot. And, with our abacus now in order, we can say, without doubt, that Bar 180 will be taking that shiny pot home on 14th April! All that remains is to congratulate all the teams winning league honours this

Arona marching on League loss, European euphoria
ARONA Tenerife Sur have secured a second successive win in their promotionphase series to reach Spain’s indoor volleyball Superleague for women. The latest victory came on their home court, in the Los Cristianos sports hall, by three sets to one against Madrid Chamberi, with scores of 19-22, 17-15, 19-13, and the 24-18 clincher. Tomorrow (Saturday), they travel to Asturias to play Covadonga. It’s the halfway game of six, and Arona will
be hoping to maintain their sparkling early form for the big move upwards. Women’s indoor volleyball has always had a power base in Santa Cruz, with Tenerife Marichal dominating European competitions over a decade ago in front of 3,000plus crowds. In recent years, CV Harris have made the jump to the top flight, and Arona will be going all out to ensure that the South of Tenerife gets to enjoy top-level volleyball next season.
IBEROSTAR Tenerife, officially one of the best four basketball teams in Europe, have marched into the final stages of the European Champions League. They secured their place with a 61-51 second-leg home victory against French team Asvel Lyon on Wednesday night. There was an electric atmosphere as a packed 5,000 crowd turned up the volume to steer the team through after a tremendous 62-62 draw in the away leg. After three quarters, the score was finely balanced at 41-38. Tenerife’s shooting was true, but Lyon were extremely wasteful, and too many times they sprayed the ball from one side of the court to the other, when a more direct approach would have served them better. And some big home heroes
emerged in the final quarter. Tin Abromaitis stepped up his game, and his powerful runs, sheer determination, and accurate shooting drove the team forward. Fran Vazquez, the only Spanish player in the home side, put in some quality shifts to stretch the lead, while captain Nico Richotti was at his inspirational best. The defensive blocking at the net to keep Lyon at bay was another key factor, and Tenerife now await the neutral venue for The Final Four weekend, when they could scoop the ultimate prize. Top scorers on the night were Georgios Bogris (12 points) and Fran Vazquez (6), who headed a solid team display. But it has not all been good news for Tenerife, who surrendered top spot in
Spain’s Premier League last Sunday after a 79-68 defeat at UCAM Murcia. Maybe they had one eye on the upcoming European match, or perhaps it was just an off-day. Either way, Valencia jumped over them to lead the Liga Endesa by one point. Yet Tenerife got off to a good start by taking the first quarter 22-19, only for Murcia to boss the rest of the game, winning the other quarters 17-15, 19-13, and 24-18. Tariq Kirksay and Georgios Bogris kept the flag flying with 12 points each, but the support in depth wasn’t there this time. This Sunday at 12.30, Tenerife have to get back to the bread and butter of the league as they host Zaragoza and try to regain their top spot.

CD Tenerife
Amath torpedo sinks Cadiz
By Colin Kirby IF a win is worth just three points, how come Tenerife’s success at Cadiz felt like winning The Lottery, the Bake Off, and the Pub Meat draw, all in one go? It ticked so many boxes: taking three points of a direct rival in the promotion play-off chase, putting one over ex-coach Alvaro Cervera and throwing down a big marker for a likely matchup between these teams in those closer-than-ever playoffs. Playing a good footballing side is right up Tenerife’s street, and the previous week’s shock, home defeat to negative Reus was purged by an adventurous, flowing match. It brought out the best in the away players, especially 20-year-old Senegal sensation Amath, who ran Cadiz ragged before cracking an 87th-minute winner. Omar got the nod for a starting place because Choco Lozano was away on Honduras duty, and he celebrated his recall with a speculative bombshell of a shot from just over the halfway line, early in the game. It whizzed past the goal, but signalled Tenerife’s in-
Cadiz 0 CD Tenerife 1 clutch of defenders before trying to beat the keeper low down. And Cadiz were lucky to get away with a German header, which was clawed off the line by keeper Cifuente. The Tenerife players appealed that it had crossed, but the ref was right to deny it. Yet it was extremely close. Dani Hernandez was more secure with his handling when he stopped a free-kick from Olivan. And while this week’s double substitution after 63 minutes didn’t bring an instant response, it gave striker Jouini a run-out, along with Suso. A draw would have been a tentions of taking the game to their hosts. And Amath warmed the keeper’s fingers after shaking off his marker … Cadiz would be seeing a lot more of him! The hosts had their best moment of the first half with a Garcia shot that Dani Hernandez had to fist away from his goal. After the break, Amath honed his skills with three fine efforts, the best being a mazy dribble through a
CD Marino
Marino’s big push Las Zocas 0 CD Marino 1
MARINO racked up their second straight win to put themselves just outside the promotion play-off zone for Group 12 of the Tercera Division. Last Sunday they made the short journey back from Las Zocas with all three points after Adan had timed the
only goal of the match to perfection, just two minutes into the second half. And, with a solid, defensive display, they ensured there was no way back for their hosts. This Sunday at noon, Marino welcome Santa Ursula to their Las Americas stadium, and another win would fire them up for a slice of the end-of-season action.
creditable point for Tenerife, but they still had their best trick to come as the game moved into the final three minutes. Aitor Sanz picked up the ball out on the right, chipped it over a defender and collected it beyond him before squaring a slide-rule pass into the box. Amath drove the ball perfectly into the back of the net to send the travelling fans delirious. This Sunday at 5pm, Oviedo, one place below Tenerife in fifth spot and with the same points, visit Santa Cruz. It’s another huge game, but bookings for Aaron and German mean they are suspended. So coach Pep Marti will have to stretch his squad again.
Ladies’ Football
Girls shine on big stage Egatesa Granadilla Tenerife 2 Tacuense 0 QUALITY football, great goals, and passionate support. If there were any doubts that a wider public would embrace ladies’ football, they were swept aside. A fantastic 7,457 crowd watched these close rivals stage a tight contest on what was by far the biggest stage either team had performed on. And they graced it with their skills, winning plenty of converts. Granadilla were, officially, the home side in this Spanish Premier League game, even though the blueand-red of Tacuense are based just a few miles from the Santa Cruz stadium. The away team have had a tough season, sitting rockbottom and winning just two matches. But they raised their game and had the outstanding player in keeper Pilar Gonzalez. Early Granadilla efforts were mopped up quickly by a tight defence, and Tacuense broke well and forced a free kick after 10 minutes. But the Granadilla wall stood firm. Pisco made a great opening for Granadilla, turning sharply to feed the ball to Paloma Lazaro. Her shot was strong, but Pilar’s save was even stronger. Sara Tui had a go at breaching the blue defence, but her pass didn’t quite have the legs to reach the stretching Pisco. When
Tacuense went on the attack, Celia Ruano was always ready to try a shot, but her best first-half effort went narrowly wide. Patri Gavira, who tried to break down the left for Granadilla, was locked out by a well-drilled defence. Both sets of fans tried so hard to lift their players, and Tacuense should have done better when Raquel Gil set up Jessica Marquez. But she hesitated before picking her shot and the danger passed. Noelia Ramos showed her goal-keeping skills with a classy save from Ruano. And when the action switched to the other end, Eva Llamas fired in a fierce home shot that brought a spectacular tip-over from Pilar. The second half opened in the same fashion. Tacuense’s Ruano popped a shot over the bar, and an ambitious strike from Paloma Lazaro wasn’t far
wide of the target at the other end. After 56 minutes, Granadilla made a change. On came Mery Marti for Paloma Lazaro, and the opening goal arrived right on cue. A Maria Estella ball through to Ana Gonzalez was too good to waste, and she tucked it past the keeper to kick off the celebrations. It broke the Tacuense spirit, and Granadilla went looking to underline their advantage. Pilar had to make a stop at the feet of Mery Marti, and she did well to stop a long, hook shot from Patri Gavira. Three Tacuense subs failed to reignite their team and it was inevitable that a second goal would arrive. Ana Gonzalez was confounded by Pilar’s outstretched foot, and the post stopped her follow-up. But Virgy Garcia, who had just been brought on, smashed in the loose ball to clinch the win with 15 minutes left. Granadilla were rampant now, and Pilar was the only thing standing between them and an avalanche of goals. The keeper rushed out to head one shot clear, and she made a couple more impressive saves before the final whistle blew. As a game, a spectacle, and an advert for ladies’ football, the afternoon was a huge success!
