What is a Smart Grid? In a rapidly changing energy landscape where the depletion of fossil fuels and the reduction of carbon emissions are growing concerns at an international level, the modernisation of our energy distribution networks is becoming a real necessity. A Smart Grid represents an evolution in the energy distribution network through an enhanced system of control provided by the integration of Information and Communication Technologies (ICT). Smart Grids are considered a keystone of energy transition as they facilitate the control of energy demand, the development of renewable and decentralised energies, and the integration of new uses, such as electric vehicles. Smart Grids will contribute to a more flexible and adapted exploitation of the distribution or transmission network, particularly during periods of peak demand. They will therefore have a positive impact on securing the power supply.

An important strategy for the French Riviera Numerous demonstration projects, as well as a thorough public/private ecosystem dealing specifically with the topic of Smart Grids have recently developed in the French Riviera region. Smart Grids have thus become an important contributing factor in the economic development of the area. In 2010 the French Riviera Chamber of Commerce and Industry, in collaboration with the the Métropole Nice Côte d’Azur and the EcoVallée Development Agency (EPA), launched the French Riviera Smart Grid Approach. This approach aims to: • Bring together the public and private actors of the local ecosystem through the organization of events to promote the sector, • Highlight local structural projects, Smart Grid technology and demonstrations, • Put the Côte d’Azur Smart Grid Charter into practice for the development of an innovative Eco-district.

Innovative City Convention: Everything there is to know about Sustainable Cities «Innovative City», the annual international convention on smart and sustainable cities, is held on the French Riviera. Two days of round-tables, meetings and visits, the best French expertise in addition to testimonials from Europe and further afield for the benefit of public and private stakeholders and co-designers of smart and sustainable cities.

Côte d’Azur Smart Grid Charter A reference tool for the development of Eco-districts The Smart Grid charter was drawn up by the French Riviera Chamber of Commerce and Industry, in collaboration with the Métropole Nice Côte d’Azur and the Eco-Vallée Development Agency (EPA), as well as 36 industrial and institutional partners. The Côte d’Azur Smart Grid Charter constitutes a reference document aimed at project managers from the private and public sectors for the development of innovative Eco-districts. It was drawn up for the energy management part of the Plaine du Var Eco-Vallée development project to anticipate the Smart Grid functions that would be needed in the new buildings. Translated into English and distributed to a network of international actors, the Côte d’Azur Smart Grid Charter is intended to serve as a reference for the development of other areas at a regional, national and even international level. More generally, the charter takes into account how the energy management system of an Eco-district can be integrated into a global energy ecosystem.

A concerted approach for a shared document The charter is the result of numerous workshops and individual interviews involving industrial leaders and institutional representatives from the energy sector. Ten months of creative work and four months of defining and refining the content went into this shared document which puts forward a methodology and recommendations.

First test area: Nice Méridia The Côte d’Azur Smart Grid Charter was applied for the first time in the development of the Nice Méridia urban technopolis.

A world first

The initiative carried out on the French Riviera is the first of its kind on an international scale. It has brought together numerous stakeholders and has prepared the way for the interaction of many local businesses and institutions. The Côte d’Azur Smart Grid Charter:


Smart Grids in action Full scale Smart Grid applications Nice Méridia Urban Technopolis at the heart of energy transition The Côte d’Azur Smart Grid Charter has been applied to the Nice Méridia Urban Technopolis at an unprecedented scale to make the whole of this district Smart Grid Ready. Nice Méridia is the first territory to benefit from the application of this Charter. Within the framework of the EcoCité approach and with the financial backing of «Ville de demain», the Public Urban Development Agency (EPA) has launched a Smart Grid study for Nice Méridia with the aim of defining the Smart Grid architecture which will optimise the infrastructure costs and reduce the energy bill. This study, to be carried out prior to the operational deployment, is a first in France.

Ticelec: Launch: Autumn 2011 - Duration: 1 year On field test (small city scale) of the impact of different types of energy information on the behaviour of energy consumers.

CityOpt: Launch: February 2014 - Duration: 3 years European demonstration based on the implementation of an “energy social network” and the integrated use of IT to analyse the conditions under which consumers would accept to modify their behaviour. Ecofamilies: Launch: November 2011 – Duration: 13 months Co-design, with families, of interfaces that enable households to control their energy consumption more efficiently.

Green Feed: Launch: July 2013 – Duration: 3 years Design of solution and interface standards for electric vehicle recharging equipment compatible with GIREVE (Group for the promotion of electric vehicle recharging) aimed at recharging and mobility operators. Infini Drive: Launch: June 2011 – Duration: 30 months Design of a standard for an optimised system for recharging electric vehicles based on day-ahead driving forecasts. Infini Drive will help the development of electric vehicle use while controlling demands for power during recharging. Project led by ERDF and La Poste.

Nice Grid: Launch: November 2011 - Duration: 4 years First smart solar energy test district in Europe integrating a high proportion of Photovoltaic energy generation, storage units and innovative solutions for remote control. Reflexe: Launch: 2011 - Duration: 3 ½ years Innovative economic and technology project to develop energy flexibility in office buildings and industrial sites as well as models of energy aggregators at a local level.

Site Horizon

Site Horizon Showcase for Schneider Electric technologies, Horizon is certified ISO 50001 in recognition of the implementation of its Energy Management system. The site is an international centre of expertise in Programmable Logic Control Units. Valsophia: Launch: beginning 2013 – Duration: 3 years Construction of four positive smart energy buildings in Sophia Antipolis, optimising the local usage of solar energy and the charging of electric vehicles.
