GENERAL OVERVIEW 2011- 2017 • The Integration, Trade and Regional Cooperation Capacity Building Program of the InterAmerican Development Bank’s (IDB) Integration Sector, managed by the CEDDET Foundation in collaboration with the Institute for Economic and Social Development (INDES), is intended to support the process of global and regional integration of Latin America and the Caribbean, through creating and sustaining a critical mass of trained officials aware of the needs and the opportunities of this process • The Program was launched in October 2011 with the virtual tutored course on Single Window for Foreign Trade aimed at Central American public servants. Up until December 2017, the Program expanded throughout Latin America and the Caribbean, delivering 181 online courses in Spanish, English and Portuguese on 26 subjects related to the process of integration and foreign trade promotion and cooperation and 24 instructors’ trainings. In other words, a total of 205 online courses have been taught since the existence of the Program. Please, refer to the chart ‘Evolution of the Program’ in page 5 and Annex 1 for more details. • During that period 7,147 participants were trained with 84% certified. Female participants represented 50% of admissions and 51% of the certified – achieving, once again, a higher rate of certification than the average. • Overall course evaluations by the participants have remained consistent over the years, with the average rating of 9.25 on a 10-point scale. • In 2017 instructors’ trainings with a project-based and collaborative learning approach were delivered. These trainings were aimed exclusively at the team of experts responsible for developing a new course content. The purpose of the trainings was to ensure that the thematic modules were designed as part of a greater project and in a participatory way. This made it possible to gain coherence and alignment with the overall objectives of the course. The instructors’ trainings thus became a space for collaboratively developing a new course under the leadership of the academic coordinator. This was done with the support of a multidisciplinary team experienced in educational and multimedia technologies, instructional and graphic design, intellectual property, and editing. These trainings integrated best practices, such as project-based learning, teamwork, and learning by doing to develop useful outputs for the participant’s professional performance.

EVOLUTION OF THE PROGRAM

Most of the courses offered between 2011 and 2017 were related to the areas of Trade Facilitation and Trade Policy and Implementation of Free Trade Agreements, which nowadays represent 58% and 25% of the offer respectively. The new subject related to International Cooperation for Development incorporated in 2015 now represents 2% of the total course offer with 4 courses taught. Please refer to Annex I for more details.

Participants have evaluated the courses as a whole as well as its main components, including attention received, content design and relevance, learning platform and instructors´ performance. It is important to highlight that the attention received has the highest score being the only one with an average above the overall course evaluation. Instructors´ performance is the component whose average is closer to that of the overall assessment of the courses. Overall course evaluation of all the courses taught in the period 2011- 2017 is 9.25 on a 10-point scale.

OVERALL RESULTS • At least 10,163 applications were received during the 2011-17 period. This figure does not entirely represent the actual demand for the training program, as a new procedure effective in 2015 stipulated that only pre-selected applicants could be registered as candidates for the program. • The certification rate of trained officials is 84% for the period under review. Note also that the cut-off or minimum qualification for certification rose in 2014 from 5 to 6.5 points out of 10. • Over these seven years of the Program, approximately 19,110 hours of specialized instruction in the fields of integration, trade and regional cooperation were given; 2,715 hours of training in virtual classroom tools and 1,460 hours of instructors´ training.

DISTRIBUTION BY SUBJECT AREA

• Beginning with the Program in 2011, the Trade Facilitation area has the largest exposure during the period under the review. The certification rate among the different subject areas ranges between 77% and 86%, being the highest in Trade Facilitation, which is also the best attended subject. The lowest rates belong to Physical Integration and International Cooperation, which as today barely represent 9% of trained officials in the Program. Please refer to Annex II for more details.

Note: In 2017, Haiti has been integrated into the Central America Region, Mexico and the Dominican Republic, although in the past its participants were counted in the Caribbean Group. The OECS, represents Eastern Caribbean States.

• The participation of the three major regions of the Program is balanced and together they account for 88% of the trained participants. • The region of Central America, Mexico and Dominican Republic and Haiti has the largest enrollment (34%) with 2,429 civil officials trained and 2, 2052 certified. The countries in the region with the greatest numbers of participants in the period under review are Costa Rica (7.7%), México (5.9%) and El Salvador (4.4%). • The Andean Group (27.6%) and the Southern Cone (26.3%) regions combined contribute 53.9% of the trained. Foremost in these two regions are Brazil (8.7%) and Chile (7.1%) in the latter and Colombia (8.1%) and Peru (7.3%) in the former. • The Caribbean Group (8.4%) and the OECS Countries (3.5%) combined contribute 11.9% of the trained. Foremost in these two regions are in Santa Lucia and Granada (both 0.8%) in the latter and the Bahamas (2%) and Jamaica (1.8%) in the former. Please refer to Annex III and IV for more details.

DISTRIBUTION BY TYPE OF ORGANIZATION

• Public servants of Customs represented 53.4% of trained participants and had one of the highest certification rates (85%) along with officials from the Ministries (86%) who had the highest in the period under review. Participants from the public sector had a certification rate that ranged between 82% and 86%, while those from the private sector, representing only 1.6% of the trained participants, had the lowest rate in all the years under the review (60%). DISTRIBUTION BY GENDER

Note: Prior to the implementation of the centralized registration system in 2015, there were 313 applicants (3,09%) who registered without specifying the gender and this is what explains that the sum of the values does not add up to 100%.

• Women’s rates of participation rage between 48% of applicants and 51% of those certified. The proportion remains relatively constant throughout the process of application, admission and certification; although variations occur with regard to the subject areas and regions. • During the period under review more women (51%) than men (50%) have achieved a certification. Please refer to Annex II and III for more details.
