GENERAL OVERVIEW 2017 • The Integration, Trade and Regional Cooperation Capacity Building Program of the InterAmerican Development Bank’s (IDB) Integration Sector, managed by the CEDDET Foundation in collaboration with the Institute for Economic and Social Development (INDES), is intended to support the process of global and regional integration of Latin America and the Caribbean, through creating and sustaining a critical mass of trained officials aware of the needs and the opportunities of this process • The Program was launched in October 2011 with the virtual tutored course on Single Window for Foreign Trade aimed at Central American public servants. Up until December 2017, the Program expanded throughout Latin America and the Caribbean, delivering 181 online courses in Spanish, English and Portuguese on 26 subjects related to the process of integration and foreign trade promotion and cooperation and 24 instructors’ trainings. In other words, a total of 205 online courses have been taught since the existence of the Program. Please refer to the chart ‘Evolution of the Program’ and Annex 1 for more details. • During 2017, 1,486 participants were trained with 84% certified through 34 courses, in line with the Program’s overall results. Female participants represented 53% of admissions and 54% of the certified – achieving, once again, both being higher rate of certification than the average. The rate of certification of women participants has remained as in previous years above the average rate of the program, which indicates a better use of training by the female collective • Overall course evaluations by the participants have remained consistent over the years, the 2017 assessment evolves positively to 9.25 on a 10-point scale. • During 2017 four new courses have been carried out: • Customs Management Modernization • Cooperation Project Management • Customs Risk Management (Carribean) • Towards the next generation of IPAs

• In 2017, four instructors’ trainings with a project-based and collaborative learning approach were delivered. These trainings were aimed exclusively at the team of experts responsible for developing a new course’s content. The purpose of the trainings was to ensure that the thematic modules are designed as part of a greater project and in a participatory way. This made it possible to gain coherence and alignment with the overall objectives of the course. The instructors’ trainings thus became a space for collaboratively developing a new course under the leadership of the academic coordinator. This was done with the support of a multidisciplinary team experienced in educational and multimedia technologies, instructional and graphic design, intellectual property, and editing. These trainings integrated best practices, such as project-based learning, teamwork, and learning by doing to develop useful outputs for the participant’s professional performance. These practices have been documented and transferred to the new program courses so that they can serve as guidance for future authors and tutors. In addition, throughout the year new interactive activities, such as webinars, and more multimedia resources, such as videos, were introduced. Furthermore, the e-learning innovation team tested new formats aimed at facilitating and contextualizing learning in order to renew and update the program courses in accordance with the latest educational technology trends. OFFER OF TUTORED COURSES 2011-2017
Most of the courses offered between 2011 and 2017 are related to the areas of Trade Facilitation and Trade Policy and Implementation of Free Trade Agreements, which nowadays represent 58% and 25% of the offer respectively. The new subject related to International Cooperation for Development incorporated in 2015 now represents 2% with 4 courses taught. Please refer to Annex I for more details.

OVERALL COURSE ASSESSMENT
Participants have evaluated the courses as a whole as well as its main components, including attention received instruction design, learning platform, content relevance, materials & activities design. It is important to highlight that the attention component received the highest score being the only one with an average above the overall course evaluation. Instruction performance and the online training platform are two components whose average is closer to that of the overall assessment of the courses. Overall course evaluation of all the courses realized in 2017 is 9.25 on a 10-point scale.

OVERALL RESULTS • In 2017, 1,927 applications were received. This figure does not entirely represent actual demand for the training program, as a new procedure effective in 2015 stipulated that only pre-selected applicants could be registered as candidates for the program. More specifically, an average of 80 applications is received approximately per course. • The total of certificates on the total of trained officials has been 84% staying at the same level of the period 2011-2017. • During 2017 around 3,660 hours of specialized instruction were given in the fields of integration, trade and cooperation; 510 hours of training in virtual classroom and 200 hours of instructors´ training.

DISTRIBUTION BY SUBJECT AREA
• The certification rate among the different subject areas ranges between 73% and 88% for the 34 courses completed in 2017. The highest rate belongs to Regional Cooperation (88% of certified) whereas the lowest to Trade Policy and Implementation of Free Trade Agreements (73% of certified). • The participation of the three major regions of the Program has been very balanced and together they account for 88% of trained participants. • The region of Central America, Mexico and Dominican Republic and Haiti (30.9%), where the Capacity Building Program was launched, represents the most trained region with 454 participants trained in 2017. Costa Rica stands out for having 10% of the participants of the program and a certification rate of 96%. • The Southern Cone region (29.9%) follows with 433 trained officials. Here all countries have a share between 5 and 8%, with the exception of Paraguay (3%). Uruguay stands out for its high certification rate (94%) and Brazil, for its low rate (62%). • The Andean Group (27.7%) ranks third, not far away from the other two large regions. In this area, Ecuador and Peru (9%) maintain key positions, with the later standing out for its certification rate (94%). Please refer to Annex III and IV for more details.

DISTRIBUTION BY TYPE OF ORGANIZATION
• Public servants of Customs with 62.5% of total trained, represented the biggest participant group in the program and the highest certification rate (87%). Participants from the public sector had a certification rate that ranged between 79% and 87%, with the promotion agencies being the lowest. The private sector, which was only represented by 1% of those trained, had the lowest rate in all the years of the program in 2017 (43%). Please refer to Annex III and IV for more details.

DISTRIBUTION BY GENDER
Note: Prior to the implementation of the centralized registration system in 2015, there were 314 applicants (3,09%) who registered without specifying the gender and this is what explains that the sum of the values does not add up to 100%.
• Women’s participation accounted for a 52% of total program applicants and 54% of total certified. The proportion remains relatively constant throughout the process of application, admission and certification; although variations occur with regard to subject areas and regions. • In 2017 for the first time there were more female applicants, trained and certified than men. Please refer to Annex II and III for more details.
