I hope you’re all enjoying this fabulous summer! We are so lucky to be in our slice of paradise. I am grateful every day that I wake up here! So many activities going on all the time. If you haven’t yet bought your VB Club membership, you can do so at the tennis courts and the info booth at the parking lot. You need your wrist band for Club activities! Anyone can join the club and get involved. Get yours today and support your Club! On Saturday, we have the Children’s Masquerade (good job with the week notice last week, Dave Wilson!) So fun to see the kids in their costumes and having a blast! The 800 metre swim takes place that day as well. Channel your inner Michael Phelps and get out there! The Masters Tennis Tourney takes place on Saturday and Sunday. Any Rodger Federer’s and Serena Williams’? Sign up! On Wednesday the 25th, there is the Ladies’ Golf Tournament and, in the evening, the Teen Bonfire on the Beach. And don’t forget all of the regular activities, children’s games, family recreation, swimming lessons, golf lessons, boot camp, yoga, French lessons, kids movies, ART Thursday, all of the tennis activities … I could go on but check the Herald and the calendar for everything going on. I challenge you to volunteer. We have a great community and it’s run on volunteer power! We have an amazing group of people and have a lot of
fun. You should join us! And a huge thank you to everyone who has volunteered so far this summer! One of the longest continuously publishing community newspapers in Canada, now in our 93rd year, the Victoria Beach Herald is a service of the Victoria Beach Club. The Herald prints nine issues each summer on Fridays from late June to mid-August. The Herald welcomes submissions from readers focused on family events, beach happenings, community issues, etc. Letters to the Editor are always welcome: they must be signed with the author’s name and be written with the understanding that many people read the Herald, including youngsters. Submissions should be sent via email to vbherald@shaw.ca. Those without access to email can place written submissions in the VB Herald mailbox behind the cash counter at the Victoria Beach General Store. Council Corner CENSUS DATA – and OTHER INFORMATION - Residents of Victoria Beach know that we are a unique community. We are the smallest municipality in Manitoba. We are one of three municipalities identified as Resort communities. Since 1933 we have not allowed personal motor vehicles into our vehicle restricted area during the summer months. We were into Active Living seventy years before it was fashionable! The census data released last year show some very interesting information. We have approximately 1600 dwelling in the municipality, 232 are primary residences. Of those 100 people living alone. 115 homes are occupied by 2 people and the remaining homes have 3 or more people. We are a strange municipality in that only 15 people are under the age of 15; 55 are between 15 and 49; 60 are between 50 and 59; and 215 are over the age of 65. Most property owners are Manitobans. Over 1650 live in Winnipeg; 398 are permanent residents, 110 live in the bedroom communities around Winnipeg and approximately 60 live in other parts of the province. People do come from a long way to spend their summers here. 60 come from British Columbia, 67 from Alberta, and 10 from Saskatchewan. 50 property owners come from Ontario, 8 from Quebec, 0 from the Maritimes and 4 from the various territories. THE WATER TREATMENT PLANT - The current operator of the water treatment plant, Tim Maunder, is doing a fantastic job. His contract has been extended to ensure we are compliant for the closing of the plant in October. Also we have hired a full time operator, Darcy Rudd. Unfortunately, our former full time licensed operator is on leave. The province of Manitoba licenses all Water Plant Operators in the province. There are strict rules and regulations that must be followed in the Drinking Water Act of Manitoba. We have not been compliant on many levels, but we are working diligently with the province to comply with all regulations. Although we complied with water testing, the province has determined we were and are not compliant in many others. We did not have redundant (extra back-up) pumps for example. That situation has been rectified. The Province is very concerned about our distribution system, and will no doubt be demanding upgrading in the future. They also found we did not have operation and maintenance manuals in the plant, as

required by law, or anywhere else in the RM. We were supposed to have distribution maps as well. Research has found these maps have been missing for the last 20 years. Our current staff are in the process of re-drawing these maps and writing operation and maintenance manuals. MOBILITY SCOOTERS - Once again council has brought three mobility scooters to the RM. They are available for rental from the Information building at the gate. They may be rented for $20.00 a day or $140.00 for a week. A deposit is required and a rental agreement must be signed. The scooters are available on a first- come , firstserved basis. WARNING - DANGER AT THE PIER – Parents please speak to your children and teens about the dangers associated with jumping from the pier during this unusual low water year. ELECTION 2018 July 27th is voting day in the Rural Municipality of Victoria Beach. Our opportunity as residents and property owners to choose the Reeve and Councilors who will represent us, make policy, and be the stewards of the community’s resources for the next four years. The VB Herald asked each of the candidates to present their plan for the future of the Rural Municipality and the issues they believe need to be addressed and their intentions on how address them. We present here the responses from the candidates who answered our call. For those who are planning to vote on July 27th we hope the ideas in this section help you to make an informed choice. Neither the Victoria Beach Club nor the Herald endorses any specific candidate or position. The Herald presents these candidate statements as a service to our community and encourages every eligible citizen to cast a vote on July 27th.
Penny McMorris, Candidate for Reeve Strong, thoughtful leadership is required to move our community forward. My first objective as Reeve is to instill a culture of respect, trust and communication within Council, our employees, and within the broader community. I will work to establish a consultative and cooperative Council, focused on making decisions in a timely manner. I strongly support reinstituting our previous Council Committee model, where Councillors consult with our residents and employees to exchange ideas and bring issues and suggestions to Council. Council members should hear concerns from community members and be able to work with them to solve their concerns. I will work to ensure that Council works together, has respectful debates and is able to reach consensus on the decisions that impact our municipality. That means consulting with all members of Council and our Admin team to ensure we have considered the facts, the positives and the negatives of our deliberations and possible future ramifications. It is important to me that all five Council members have a voice and a vote and that we work productively and responsibly. Procedural and Organizational by-laws will be reviewed and discussed within 30 days of the election by the incoming Council. It is important to arrange training opportunities and information sessions on municipal policies and procedures to ensure Council is aware of their roles and responsibilities. A background review of decisions and a critical review of our budget to date will be undertaken. As Reeve I will work with the Council to bring valued long-term employees back to work in the municipality. A respectful, safe workplace results in little or no need for excessive legal consultations and promotes healthy, productive employees on the job. I will encourage on-going training and work with Council and Administration to provide the supports and tools necessary to ensure our employees and volunteers can accomplish their jobs while complying with regulations and policies. Our municipal employees and volunteers are responsible for keeping our community safe, active and protected 365 days a year. Council, Administration, our employees, Police, Fire, First Responders and Emergency Measures personnel work year-round to ensure valuable services are provided in our municipality. Until this year our own certified trained employees have ensured our water system was running, tested, and operational prior to the May long weekend. This year none of our own trained employees were on staff to get the VB water utility up and running and to date, two employees are still off on medical leaves. Had our employees been on the job, they would have started working in the plant in early April. Council delayed the hiring of a qualified operator until May 9, ten days prior to the May long weekend. Council should accept responsibility for this delay
instead of blaming others. We must ensure we have trained staff in place early enough to avoid this situation in the future. Stantec and the Office of Drinking Water are working with us to ensure we continue to meet or exceed water distribution standards and regulatory requirements. The Office of Drinking Water has agreed to meet with the new Council to review the facts, issues and steps we need to take moving forward. Continued maintenance and improvements to this critical water infrastructure is a priority. We have always had, and continue to have, safe potable water thanks to our experienced employees and contractors. I will work with Council to advance community priorities such as: completing the Zoning By-Law which provides more in-depth details and is the bones of our Development Plan; implementation of on-going accessibility standards in our community, reinstituting a community Accessibility Committee to support Council in this process; working toward a bear-proof garbage collection system and an efficient and cost-effective recycling program; discussion on a consistent approach to protect our shoreline and preserve our public beaches; ensuring that the dike at Albert Beach is completed before October 31, 2018 while we still have access to government funding; and working with the community as we put together our celebration plans for our 100th Anniversary in August of 2019. I am committed and passionate about our community. I bring 8 years of Council experience to the table and 16 years of volunteer commitment as an executive member of the VB Club. I enjoy volunteering at the Sports Club on Highway 59. I have proven that I am willing to work hard for our community to build relationships. I value the history of our municipality and want to preserve our unique and special traditions, in particular the vehicle restriction. I support a consultative approach to reducing the amount of traffic during the vehicle restricted period. I will continue to encourage community engagement and to draw on the resources of individuals and groups whose expertise and experience add tremendous value to our municipality. I will promote a Council that respects the processes, trusts in each other and makes decisions based on the facts, the finances and the community impact. ELECTION 2018 Brian Hodgson, Candidate for Reeve The question put to me for this short write-up was what would I like to see happen over the next 4 years if I am re-elected as Reeve. One of the biggest issues I see today is the lack of overall community cohesiveness. This election has heightened the feeling of division throughout the municipality. All of us in this municipality need to work together to understand the uniqueness of our municipality and listen to the residents of each area. I propose that Council meet with each individual area residents group to identify shortcomings in our present scheduled operational and capital plans for their area, and then develop an overall plan to address the issues brought forward in a one, two or three year plan. I plan to support the implementation of portions of the Baird recommendations, if we can afford them, for shoreline protection for the whole municipality. I will follow the Development Plan for our municipality, for longterm development. I will ensure that the Office of Drinking Water rules are followed and that the Water Plant is well maintained, to provide safe drinking water. I will prove that our municipality can run in a more efficient way than it has in the past. The visible services such as garbage, road maintenance, snow plowing and water supply have always been

However, there have been repetitive requests year after year for repairs to stairs, ditch cleaning, brush removal, the Sandy Beach walkway and many more small but important tasks which never seem to get done. The area behind the Gates has and does get the lion’s share of services. That area deserves the services it gets but so do all the other areas in the municipality. I will support our new Public Works Operations Manager in his efforts to direct our staff to provide improved service to all areas of our municipality. This is, and will be, done by our Public Works Manager evaluating procedures, setting work schedules and timetables for the work to be done in all areas. This will provide efficiency, thus allowing the ability to increase service to all areas without raising our taxes. I will work toward rebuilding a cohesive community, and be able to have ongoing communication with all of the groups providing services to our municipality, which is paramount to resolving any issues as they arise. Sound business practices and maximum efficiencies must be developed to minimize our tax burden. Brian Hodgson

ELECTION 2018 Mike Bartmanovich - Candidate for Councillor As a long-time seasonal and now permanent resident of Victoria Beach, I possess a broad perspective of our community. I have enjoyed a long management career highlighted with success by promoting teamwork, communication, contract management and risk containment. I would consider it a privilege to bring my experience and respect for our community to the Council table. Communication is essential for effective leadership, and we need more of it here in the RM. With my fellow Councillors, I will work to co-locate Council meetings more equitably between Winnipeg and the Beach, and institute “Town Halls” to promote the sharing of information between Council, administration, and our community. In my opinion, the following are some of the issues that need to addressed: Municipal Water This year’s issues with the water supply points to a problem with process and lack of documentation, rather than personnel. It is clear what is missing is a singular set of procedures that clearly identifies functions to be performed, when they are to be performed, and by whom. Clearly defined roles and responsibilities is essential to any successful operation, and I believe they are missing from our current situation. I would bring my experience to this issue and work cooperatively with Council and administration to develop a water supply program that is efficient and consistent, ensuring a safe and timely water supply which we as residents have paid for and continue to do so. Waste & Recycling We’ve been waiting a long time for a new Waste & Recycling program. Your new Council must put an end to the ‘analysis paralysis’ that frustrates us all and get a new program in place. More and more, bears are using our existing waste bins as a ready source of food. Our current bins cannot deter bears, and I am concerned about increasing chances of contact between the area’s wildlife (bears) and people.

If elected, I will urge my fellow Councillors to make this a high priority and ask the Waste & Recycling Committee to reconvene and continue their work. There’s more to be done, and I will strive to ensure that a new program is in place that meets the needs of seasonal and permanent residents alike. Shoreline Protection The shoreline protection issue has been debated long enough. We as a community need to agree upon what needs to be done to protect public and private shoreline properties, and then get things started – without the use of lawyers. We have the options expressed in the Baird Report, considerable local knowledge of how our unique lake behaves, and a dedicated committee who has worked hard on this issue. We need these assets pulled together to finalize a go-forward plan. PR 504 ‘Boat Launch’ An integral part of the lake experience for many of us, the ‘boat launch’ has been essentially ignored by Council until about two years ago. Open Houses have been held, presentations given, and recommendations have even been approved by Council. But to date, nothing has been done to enhance the ‘boat launch’ with the amenities needed – a washroom, waste and recycling containers, protection of private properties, and safety for pedestrians and cyclists. It’s time to take a serious look at this issue and make this lake access a true, well-facilitated and safe boat launch. Traffic in the Vehicle Restricted Area (VRA) Many who drive in the VRA for work are our friends and neighbours who contribute to the economic sustainability of our community. We need to gauge the impact of their traffic on the area, and then rather than restrict their ability to make a living, sit down with them, make them aware of the issue, and work together to resolve it. Our Community Our community members have always shown an interest and dedication to the Rural Municipality of Victoria Beach through tremendous volunteerism, and a willingness to sit on committees tasked with helping to chart the future of our municipality. Our community members deserve a Council who will listen respectfully and follow through on feedback from the community, and it would be a privilege for me to be a part of that Council to restore the PEACE that you, me and our families enjoy.

ELECTION 2018 Vote for an Accountant on Council – Vote for Ian Chadsey Hello VB residents. My name is Ian Chadsey and I am asking you to vote for an accountant on VB Council. Vote for Ian Chadsey for Councilor. I believe strongly that your tax dollars ($5,020,903*) should NOT be wasted and should be better spent on improved services for the community and not on lawyer and consultant fees, etc. I am interested in developing sound financial strategies/plans to ensure community projects are delivered on time and on budget. Note*: ($5,020,903= $4,228,613 Tax levy + $478,696 other revenue + $305,350 transfers & reserves) I am a former Vice president at MTS and have over 30 year’s business experience in accounting, finance and communications. I have developed and executed many financial strategies to raise funds and complete projects on time and on budget. I have a degree in accounting (CPA/CMA) and a master’s degree in business (MBA). I am currently on the audit committee for the Manitoba Hydro’s Board of Directors and I teach accounting, finance, communications and marketing at Red River College. I would like the first course of action for the new VB council to repair the negative community relations that have angered our employees, volunteers and homeowners over the past few years. I think the first order of business for the new council is to establish what the root cause of the tension is and develop a proactive action plan to remedy the problem. The solution lies in honest discussions, transparent communications and buy-in by all parties before executing the plan. I would bring a new perspective to the VB council and before we decide on a course of action, I would encourage council decisions that are in the best interest of homeowners, employees and volunteers. There are a number of issues the new council will need to deal with going forward, such as: Council challenges going forward: Budget over runs, wasting tax dollars Shore line restoration uncertainties Declining employee & volunteer relations Sustainable stair access to all beaches Fire department concerns Permanent boat launch facilities Public works challenges New bear proof bins & truck I strongly believe that the employee & volunteer relations issues can be resolved if the new council has honest discussions with the concerned parties, focuses on good old fashion “common sense” and makes consensus building decisions that includes all party concerns. There are many opinions within the VB community about what the challenges are and how they should be resolved. I would like to focus on the facts and hear the concerns first hand from the parties involved before I decide on a course of action. I think it will take the new council more than a few months to
get up the learning curve on the challenges listed above. They will need the homeowners, employees and volunteers to provide a few orientation sessions to better understand the issues and how to resolve them before deciding on a viable plan of action. I would like to see a plan that ensures all residents have stair access to the beautiful beaches in VB. This can be done in a practical manner and at costs that are more reasonable. The new stairs on 4th Ave cost $140,000 to install. I think the new council can learn from that experience and drastically reduce the cost of installing stair access on the next project. Victoria Beach is on the 11th largest fresh water lake on earth, I think it make sense to have a permanent boat launch where every resident can enjoy boating. The shoreline challenge is complex and can be costly. I think council needs to look to other provinces that have had similar issues in the past and see how they have handled the concerns and the costs. The capital budget for this year has set aside $248,000 for a new garbage truck, bins and site prep that would deal with the bear issue. This is a sizable amount of money that the new council needs to review before the program is executed. The Victoria Beach community has a strong history (100 years) of getting along with your neighbor and building positive community spirit that includes everyone. I would like to see the VB community return to those values.

ELECTION 2018 Irwin Kumka - Candidate for Councillor As a long time cottage owner in the RM of Victoria Beach, I am concerned about what has happened over the past four years. If elected I will be encouraging my colleagues on Council to consider adopting my five-point, plan of action, in conjunction with their ideas. We will prioritize a 90-day action plan to move forward together. Point One Providing a safe and stable supply of potable water to Victoria Beach is job one. I would propose that a comprehensive review of our water system be completed before fall shutdown. We need to catalog all of the components of the system with the view towards establishing a plan to conduct preventive maintenance and build in redundancy of the critical components, so as to provide for the continuous operation of our water supply. Zebra Mussels are posing a serious threat to the system and a plan to deal with this new menace must be developed. Point Two Council needs to engage with the Reeve and administration staff to provide an accurate detailed debriefing session. In the past few weeks of campaigning I have heard from lots of residents, with them offering comments and critiques on what has gone on recently. Rumors are widespread and quite frankly it is hard to find out what actually did happen. Our new council needs to understand why certain decisions were made. I will not try to assess blame, but rather to determine where we are now. We need to define the problems try and formulate options to solve the problems. Point Three Council must review existing financial controls with the view

to making sure unauthorized spending does not continue. If the proposed expenditures exceed the current budget, council must pass a new resolution approving the extra spending prior to the funds being spent. To my understanding, this procedure was not followed recently with respect to exorbitant extra legal expenses. The existing budget needs to be reviewed and updated to reflect on extra expenditures which occurred in the first six months of 2018. We will have to look at ways to make adjustments so as to return to a balanced budget, overtime. Point Four I would like to suggest we engage the regional stakeholders, including the various beach associations, to have them provide community input on issues and ideas being proposed by Administration and Council.. These associations are made up of volunteers who are committed to preserving the beauty and serenity of our beaches. Point Five Ensuring the completion of the western extension of the Albert Beach dike by October 31, 2018 must become a priority. Failure to meet this deadline will result in the municipality losing out on a substantial provincial grant. Council needs to finalize the agreement with the landowner on whose land the dike is to be built, before work can be started. These negotiations need to be fast tracked so that the deadline can be met. In conclusion, I look forward to working on behalf of the rate payers of the Rural Municipality of Victoria Beach, so that all of our families can continue to enjoy our beaches. Vote as you will, but please vote!

ELECTION 2018 Graham Randle - Candidate for Councillor An experienced and reasonable voice for all of V.B. year-round I’ve been a VB regular for over 50 years, as a kid, as a cottager, and now as a Permanent Resident at 21 Wabanong Blvd. I’ve decided to run for a Council seat because I’m personally concerned about the manner in which some serious issues have been handled by Council over the past several years. And because I have the time, the energy, and the experience to devote to the administration of our municipality YEAR - ROUND. I believe I can bring to Council an unbiased point of view, and a willingness to co-operate in the best interests of all regions of our community. I’m committed to preserving the unique nature of our resort municipality and protecting the resources that make it a special place for all of us. I’ve served as president of the Wanasing Beach Cottage Owners Association and as chairperson of the Victoria Beach Permanent Residents Association and have considerable experience in dealing with numerous Council administrations over many years. My background includes education at IJ of M and U of W and senior corporate Management positions in the manufacturing and construction industries. I am a Certified Engineering Technologist. l hope to contribute some common sense, some business sense and some community sense to each of these and other important matters: • Repair the disconnect between Council, our employees and our volunteers • Water treatment plant continued compliance • Implications of organizational By-Law 1571 • Implementing Waste & Recycling plan equitably for all residents • Increased Council presence here in the RM • Unfair burden of school taxation - work with other RM’s through the AMM to lobby Provincial Government • Increased community input through task-oriented committees • Better enforcement of season traffic restriction There is going to be an entirely new slate of Councillor’s for the next four years. I would like to be a part of a fresh start in more effectively managing the affairs of our municipality.

Council must be willing and able to work together, co-operatively and productively. Also, to be more attuned to the concerns of taxpayers, and the best interests of both Seasonal and Permanent residents. My suggestions on matters of particular concern include: Accountability • there needs to be full categorized disclosure of legal and consulting expenses over the past five years • the roles of council, committees, administration, and employees need to be re-evaluated and clarified • there needs to be interim reports on budget vs actual expenses with variance analysis capability Communications • deal decisively with the serious disconnect between Council and our employees & volunteers • more visible Council presence her in the RM, particularly during summer months • better communication with established local Residents, Property Owners, and Cottagers Associations Council Cohesion • a willingness by all members of Council to work together cooperatively and unselfishly as a team • set personal agendas aside - the best interests of the community must come first • restore the spirit of civility and professionalism that has served us so well through most of our history I believe that cottagers have a right to expect a relaxing summer, without the distractions of municipal politicking, with the services they expect running smoothly, and knowing that fiscal prudence is being practised. And that residents can expect to receive equitable levels of service throughout the RM, year-round. Some timely remedial work is, of course, necessary to ensure there’s no recurrence of recent turmoil, and I’m ready and willing to contribute my best efforts as part of a cohesive team.

VB Community Church Can you believe July is half over. The VB activities continue as cottagers and renters come and go. It is great to see people coming to the VB Community Church. Over the years our riders have participated by donating their “time, talent and treasure” to many great bike/lake related causes. The list includes The VB Police sponsored Children’s Wish Ride, our local VB Community Club Raffle and the Walk for Water. We have participated or contributed to Habitat for Humanity, Gear Up For CF, MS Ride, Ride to Conquer Cancer, Ride Don’t Hide as well as World Bicycle Relief. We will be collecting once again for the junior mountain bikes to donate to the VB Community Club silent auction. These bikes will be purchased with the generous assistance of Walter Jozwiak, owner of Lifesport on Pembina. The bikes will have a two year warrantee and will be “VB Compliant” with bell and registration sticker. Please give what you can spare to these worthwhile causes. Our group leaves from the “Gate” daily at 08:00, as it says on the shirt. We ride highway 59 to Albert Beach then Traverse Bay Rd, west to Hillside Beach and down Lakeshore Rd to Lester Beach. The pace (25 – 35km/h) varies with the composition and size of the group as well as with the discussion topic of the day. Some days we will add some hills (ok “speed bumps”) and distance for people training for longer more challenging events. New riders are always welcome. Come and join us! Tennis Talk This Week’s Highlights: Special thanks to our very own Geoff Kirbyson, for running a Junior and Adult doubles clinic on July 9th and 11th. All participants benefited from Geoff ’s expertise, including specific doubles tactics, positioning and strategy. Adult Round Robin takes place every Monday and Friday from 11:00 to 12:30. It’s a great time to get out and play some matches in a fun atmosphere. No need to book anything, just show up, sign up at
the kiosk and play. It’s an entertaining activity for players of all levels. July 13th Round Robin saw our largest group yet, with 20 people coming out for play. Squall Advisory Attention on deck! Batten down the hatches on Sunday, August 5 as the annual August Long Weekend squall blows in. Better known to sailors, dancers, and cold beverage enthusiasts as the Yacht Club Dance, this summer’s breeze carries in a new band - the Pink Socks – whose set list includes pop hits and a heavy dosage of Yacht Rock favorites like The Doobie Brothers, Steely Dan, Toto, and god I hope some Kenny Loggins. All you young folks out there who don’t know what Yacht Rock is, don’t panic: The Sunset Soundsystem consisting of DJs and VB yacht dudes Fraser Auld and Jason Quinton will MC the party and keep ya’ll dancing between sets with a mix of classic VB tunes, island jams, and today’s top cuts from artists such as Lil’ Yachty and the Sailing Team. If you stay long enough you may be able to witness Past Commodore Ryan Van Berkel finally shake the reefs out of his sails as he cuts loose from the binds of responsibility and maybe even the binds of his hair gel. Beardsley will have the cash bars stocked with refreshments and our resident designers Ryan Pollard and Smokey Oliver will be hawking all new VB Yacht Club t-shirts, pullovers, and possibly hats. Get ready for the Children’s Masquerade The Children’s Masquerade is this weekend on Saturday July 21 at 10am. Unless we get rained out, like last year, we’ll be outdoors at the Art Vincent Memorial on the Village Green. Our rain backup will once again be the Clubhouse. Dig deep into your cottage tickle trunks and come up with your best costume ideas. Come dressed as your favourite food from the Moonlight Inn or Bakery. Come as a local VB sports figure. And we always enjoy skunks, racoons and poop trucks. Prizes will be awarded for the Best Original Costume, Best VBthemed Costume and the Best Group Costume. Showing that we don’t discriminate based on age, there will also be a prize for Best Adult Costume. Start practicing your moves to the Purple People Eater because Aaron and Kim Burnett are back by popular demand to play their hits once we’re finished the costume parade. VBYC Kayaking Meet Up (Sunset Paddle) Thursdays, July 26 and August 9/16 The kayak group is an informal, fun and friendly meet up. Open to adults (18 and over) and youth accompanied by a parent, we launch each week from the beach in front of the Victoria Beach Yacht Club on ‘sailboat beach’. The minimum requirement for participation is that you’ve had some experience and can keep your boat moving forward on a straight course. For safety reasons, a rescue boat and trained water rescue instructor from the sailing program accompanies the group to ensure no one is left behind. This also allows us to go wherever we want to paddle. If you would like to join us, please come early, prepare your kayak and be ready to paddle at 6:30 pm. Thus far, participants have to supply their own kayaks but we want to grow the program to be more inclusive. If you have a kayak that you are maybe storing and not using, please consider donating it to the Victoria Beach Yacht Club for use in the kayaking program. It would be greatly appreciated! Lake Winnipeg Foundation: Advocating for the health of our waters As part of its mission, the Lake Winnipeg Foundation (LWF) speaks up for the health of fresh water and Lake Winnipeg’s future. LWF translates scientific findings into action, advocating governments of all levels for evidence-based solutions to manage phosphorus loading across the watershed. In 2017, LWF’s federal advocacy focused on the strategic allocation of funding for Lake Winnipeg to maximize the impact of this money on the lake’s water quality. To do so, LWF shared findings from the Lake Winnipeg Community-Based Monitoring Network with Environment and Climate Change Canada so future projects could concentrate on phosphorus hotspots identified by this growing citizen science initiative. Provincially, LWF responded to proposed legislative changes to Manitoba’s hog industry introduced by the government’s Red Tape Reduction and Government Efficiency Act (Bill 24). LWF presented to the standing committee on Legislative Affairs, expressing concern about the lack of evidence behind the proposed amendments allowing industry expansion and increased manure application to agricultural fields. LWF recommended that no legislative or regulatory changes be made until water-quality data are available to determine if current manure management practices are effective at keeping nutrients out of our lakes and rivers. Other provincial efforts included submissions advocating for
strengthened protection for Manitoba’s threatened wetlands through strong regulation and strict enforcement. On the civic front, LWF has been advocating for improvements to Winnipeg’s wastewater treatment systems. In April, LWF published an educational report in the Winnipeg Free Press that provided information on the state of Winnipeg’s wastewater infrastructure. LWF is asking for local leadership on this important priority and will continue to engage with Winnipeg voters and candidates in the lead-up to the civic election this fall. LWF’s advocacy work brings the collective voice of the foundation’s membership to the tables of decision-makers, and encourage citizens to take action by speaking up for water. Together, we can make a difference for our beloved lake. (Lake-lovers can find more information on LWF’s government submissions on their website, under Resources for Citizens.) There is no door charge for VB Club Members -- if you don’t have a club membership a $5 day pass can be purchased at the door. Last chance to register for the Ladies VB Golf Tournament! Only a few days left to snag your spot in this year’s ladies golf tournament at the VB golf course — sign up now before all slots in this popular annual tournament are gone. Karl and his crew at the golf course will be taking registrations for the two draws (8:30 a.m. and 11:30 a.m.) just till noon on July 23. Space is limited and the first draw in particular sells out early. The fee is only $20, an excellent deal as it includes a prize-filled windup party at the Victoria Beach Community Centre on Hwy 59, with delicious treats from the Merry Makers. All participants must be 18 and over, and payment is required at registration (non-members also pay $15 green fees). This is a popular and fun nine-hole event, with proceeds going to three local causes this year — the Community Centre, Nova House Inc. and the East Beaches animal shelter. “Best Spot on the Lot” Raffle Once again we are selling tickets for the Best Spot in the Parking Lot to raise money to support the Doctor’s Office and our First Responders. The Victoria Beach Medical Assistance Fund donated money this year to the new flooring in the Doctor’s Office - it looks great. We were also able to donate some money to the Victoria Beach Medical First Responders. The non-transfer ambulance they use on their calls needs a new Zoll Cardiac Monitor/Defibrillator, a very expensive but necessary piece of equipment. July 25th - We have Jane Carrol; she taught yoga at VB for over 30 years! We are so pleased to have her back to teach a couple of classes this summer. Her classes are alignment based. Inspired by her training in Iyengar, Anusara, as well as her many years of study with Sandra Sammartino and Dorothy Gregory. She currently teaches in Winnipeg. Her classes are accessible to all levels of practice. July 27th - We have Marisa Cline; her practice and teaching is rooted in Vinyasa flow. Join one of our tournaments this year, ladies on the 25 of July or the juniors on August 10th. To Rent or not to Rent? We might have the answer. Victoria Beach is a great spot in the summer and yearround, whether it’s hanging out on the beach, taking in the club activities, or sitting in the screened porch playing a board game with the family. The winter is no different, cross country skiing, ice fishing, tobogganing or skating on the lake. We all have great places at the lake, but because of our busy lives we don’t get to use them enough. If you are anything like me, you feel guilty for not taking full advantage of the great spot you have. Whether it be that you are not spending enough leisure time, or you have a significant asset (your cottage) that has substantial costs to it, and it’s being underutilized. We’ve come up with a solution for VB’ers to enjoy their cottage while still seeing it utilized and generating income when it otherwise sits idle, without the hassle of managing it yourself. Some people rent their cottages themselves, but prequalifying guests, coming down between rentals to prepare the cottage for the next guest, exchanging money, damage deposits, cleaning it between renters, taking the calls with questions from the current guest, and ensuring
there are no repairs needed as well, are some of the headaches. Our solution is that we manage the entire process for you, from advertising for the guests, to cleaning the cottage, to collecting rent. You tell us when your place is available for rent, and some of the details of your cottage, and we manage the rest. There is a great demand for cottages in Victoria Beach that is not being filled. You have a great spot, and others want to enjoy it when you can’t, and the guilt can go away as you are allowing others to enjoy your wonderful spot rather than it sit idle, while generating income at the same time. Break out yer Dreadlock Wigs! Don’t be alarmed, people, but it might be time to build a new clubhouse. Sure, the existing one is a thousand years old and has withstood countless aerobics classes, arts and crafts sessions and bridge games, but the 30-plus dance has outgrown our favourite meeting place. I don’t have the latest statistics but I’m going to guess it’s also the biggest fundraiser for the VB Club every year. And if it doesn’t bring in the most money, it’s definitely the most fun event for the 30-plus crowd. So, take that Bike Race, 200-metre swim, cross-country run and all of your athleticism! So, what do you say? A new clubhouse near the pier where the old hotel used to stand? Capacity 500? Quick, somebody make this an election issue. This year’s dance sold out by July 10, nearly three weeks before the Hit Boss Band will take the stage amidst a sea of red, yellow and green and free-flowing rum punches. The “Jamaica Me Crazy” theme will transport us to the steamy Caribbean where we will groove to the sounds of Bob Marley & The Wailers, Jimmy Cliff, UB40, Chronixx and One. We will also dine on jerk chicken from Danny’s Whole Hog and the delicious Jamaican beer, Corona. Wait, what? Sorry, we are being told we are unable to get the ultra-delicious Red Stripe in cans so we’re going to ask you to pretend that Corona is the beer of choice of Steel Pulse, Third World and Peter Tosh. Close your eyes, you can do it. After the weirdly successful dress code with last year’s “Love Boat” theme, a number of people have been asking what to wear this year. I’ve questioned several fashionistas and they’ve all suggested wearing clothing featuring the Jamaican flag (green, yellow and black), images of Bob Marley and the red, yellow and green associated with reggae. I suppose you could wear deadlock wigs but remember it’s going to be 1,000 degrees in there. You’ll probably prefer to be a crazy bald head. One love. Geoff Kirbyson

Fitness Programs at VB Don’t lose your fitness gains over the summer! Meet us in the park at the Memorial Stage from 9am-10am for a fun but challenging circuit workout. We use Battle ropes, Kettle Bells, Agility ladders, Medicine Balls, TRX Straps, Gliders, Pushup bars, Equalizer bars & Skipping ropes. My name is Julie & I run the fitness programs here at VB (with the exception of Yoga). I am a Certified Fitness Consultant with a Bachelor Degree in Exercise & Sport Science. All these exercises can be modified for someone who is new or for anyone with acute or chronic injuries. Don’t let the name “Bootcamp” scare you away. These sessions will be held on Mondays, Wednesdays & Fridays except for the following days because I will not be at VB; July 25th, August 3rd, 6th & 15th. Please check the VB Herald weekly as dates might be subject to change. Total Body Conditioning & Aerobics This is a separate program we will run every Tuesday and Thursday from 10-11am at the Clubhouse. Bring a mat or towel, water and a tubing band if you have as supply is limited depending on class size. Instructors: July 31, August 2, 7, 9 - Julie July 24, 26 - Laurel August 14, 16 - Janice The programs above have minimum age requirement of 13 years. Family Fitness Bootcamp Meet in front of the store at 8:15am! 30 min Bootcamp for families -- kids follow along & participate with their parents. Similar to our 60 min bootcamp but only doing the circuit once through. The interval timer is set at 30 seconds on & 15 second break rather than our usual 40 seconds on & 20 seconds off. ALL AGES are welcome for this program!! Dates for Family Fitness & regular Bootcamp are the same for the rest of the summer programming. July 16, 20, 23, 27, 30 August 1, 3, 5, 10, 13 & 17 Remember to purchase a VB membership and wear your wrist band to all events or the cost to attend is $5 a class. With racing on the weekends and sailing schools Monday to Friday the Yacht Club has been abuzz with activities this summer. Two weeks of sailing schools have gone by and we have been near capacity in both weeks. Students have been mostly Optimist with some also sailing in the Laser II. Pictured are all the students from week one with coaches Olivia Thompson and Tallon Sparks. The first week saw great winds and hot weather allowing students to be on the water every day. There is still time to register for morning and afternoon classes through our website www.vbc.ca Weekends bring racing on Saturdays and some Sundays with 6 to 9 colourful and fast Hobies out there vying for a top place finish. 9 races have been completed with 5 races being held on the July 1st weekend, the Redeye Regatta.1st place went to Jason and son Andrew Thompson in a Hobie 16, 2nd belonged to Willie Reimer and Don Peters in a Hobie16 and 3rd went to Ken Taylor in a Hobie 20. On a racing and sailing schools note, we are having an Optimist junior race camp on Saturday July 28th starting at 10:00 A.M. and will go to approximately 2:00 P.M. The lessons are on how to race, race course configuration and will also include some fun races. This is open to all Optimist sailing school students from this year and last. Students are to bring their own life jackets and their lunch for a break in the racing camp. Pre-registration is not necessary but it would be great to have some advance numbers. Summer Winds Family Music Festival July 20 & 21, 2018, Victoria Beach, Manitoba Iconic Canadian rock’n roll band Honeymoon Suite headlines our 12th Annual Summer Winds Family Music Festival on Saturday night, July 21 at Victoria Beach, Manitoba. The Juno award winning band hails from Niagara Falls, their name being a nod to their home town, often referred to as the unofficial honeymoon capital of the world. They are coming to Summer Winds fresh from a rocking party set at Dauphin’s Country Fest. “This year’s lineup features a wide variety of rock music from classic to country rock, with some well-known Manitoba and Canadian bands.” says volunteer Entertainment Coordinator Terry Keith. Over the two-day Summer Winds festival on Friday, July 20 to Saturday, July 21, seven additional bands along with local musicians, will take the stage, bringing a variety of entertainment that is sure to please the ever-growing crowds. First to hit the stage on Friday night is Busch Stone and the Lucky, with their indie rock sound. Johnny Cash tribute band Cold Hard Cash is up next, followed by Winnipeg’s, Juke Box Heroes with their classic rock hits. Capping off Friday evening is the well-known AC/ DC tribute band Whole Lotta Angus. The gates open at 6 pm Saturday and our show kicks off with Four Mile Road, a country rock band lead by sisters Natalie and Louise Ponchon. Celtic rock juggernaut Dust Rhinos will get the crowd dancing, followed by Tom Petty tribute band, Damn the Torpedoes.

VB FLEA MARKET 2018 “Recycle, Renew and Reuse” With the generous help of our VB Community we raised over $4,000 this year for the VB Club! Our Victoria Beach Community came together this summer raising $4057.20…$206 more then last year for our VB Club and its many diverse programs. As your Flea Market Convener I would like to thank Joanne Parker Gibson for organizing things behind the scenes before I arrived and my husband Gus da Roza for his support before & during the Flea Market.
