Eight at the Gate There are people who ride bikes and there are CYCLISTS. Here are few ways to tell which is your group. 1. Your road bike either shares your bedroom or hangs on the wall in the living room. 2. The total value of the bikes on the roof rack on your car exceeds the value of the car. 3. When passing someone in the aisle at the grocery store you call out “hold your line”. 4. Your collection of sunglasses is the envy of your children. 5. You have more cycling jerseys than dress shirts. 6. Your idea of a good time with your beloved (bike) is getting up at 04:00 to watch the “Tour”. 7. If you have ever used the phrase “That’s not rain it’s scotch mist”. 8. The correct number of bikes is <n + 1>. Where n is the number of bikes you currently own. 9. Your “carbon footprint” is based on the amount of carbon fibre in your bike and clothing. 10. Your “happy place” is third wheel in the sprint, behind the tall guy. Riding every morning at 08:00. We welcome new riders. You will need a helmet, road bike in good condition and a friendly attitude. We provide coaching, encouragement and a great workout. For further information call Bob Marshall 204 756-8255 land line VB, 204 261-4292 Cell we are on Face Book at “Eight at the Gate”.

President’s Report
I’m really excited to be on 2 weeks holiday at the lake! Speaking of holidays raises a bit of a rant for me. I have said this before, but I can’t say it enough. The Executive of the VB Club all have full time jobs and kids to care for and provide their time to the VB Club on a volunteer basis. The group is very responsive and has the community’s best interest at heart. We are happy to field questions and discuss issues that relate to the VB Club. However, each of you should ask yourselves a few questions before you reach out to the VB Club Executive. Is this a VB Club issue or an RMVB issue (ie the VB Club is not responsible for things like the fire department or first responders)? Do I really need the Executive to answer this question or can I figure it out on my own (ie if there is a thunder storm going on, it’s not safe to send your kids to swimming lessons)? Is the issue or concern I’m raising about a volunteer significant enough that I would call the Executive on the issue if my parent or child was the volunteer? End rant. The upcoming weekend holds the promise of lots of fun and laughs at my favorite 2 events (and a dull or not so dull headache Sunday morning) - Sports Day and the 30+ Dance. Thanks to Darcey Cameron and Gord Poulton, our new Sports Day conveners (but not new volunteers!) and Geoff Kirbyson, the dance organizer. The dance this year was sold out 3 weeks ahead of time and Geoff and I have been bombarded with requests since then. Speaking of things selling out, Trivia Night sold out within the first day of tickets being on sale. Bryan Yagi, the enthusiastic convener, sold
175 spots before counting chairs to find we only had 145. Over the years, the classic wooden folding chairs of the clubhouse have dwindled in numbers due to breakage. Bryan Yagi texted myself the question as to whether we could get more chairs to help reduce the 40 person waiting list he had on top of the 175 tickets he’d sold. As a result, the Executive voted in favor of replenishing the chairs as long as we could get stackable wooden ones that looked similar to our beloved chairs. That was accomplished thanks to VP Jennifer researching options, Director at Large Sheri ordering the chairs and bringing out to VB as many as she could, and Secretary Barb and Treasurer Dave bringing out the chairs Sheri couldn’t fit in her vehicle. I basically delegated it to the awesome team I have and they got it done. So next time you’re in the clubhouse, enjoy a seat on one of the 70 new wooden stackable chairs. In this issue of the “President’s Report” (which is actually a misnomer because I delegate 4 of every 5 articles to the other members of the Executive Team), I wanted to make a special call out to the tennis conveners, Rex Neuendorff and Stino Siragusa. The job of tennis convener is significant and demanding in normal years. This year is even more demanding because we do not have a Head Tennis employee. As a result, Rex and Stino have been handling a lot of the Head Tennis duties themselves. Next time you’re at the courts, please express your gratitude to these devoted individuals. The tan lines may fade but the memories will last a lifetime, Suzy Cramp

Policeman’s Corner RAPARIAN RIGHTS is a term some have heard of but few believe in or understand. RAPARIAN RIGHTS are alive and well and still in effect to this date. In a nutshell, if you have RAPARIAN RIGHTS on your deed to your property you own to the waters edge. Water high = less beach. Water low = more beach. Many people in the RM of Victoria Beach still have RAPARIAN RIGHTS. Some of these are in Albert Beach, Thomson Beach and Sandy Bay Beach area on the north shore of our R.M. For the past 100 years, the THOMSON family have enjoyed RAPARIAN RIGHTS on their property situated between Albert Beach and what is known as the Causeway Beach. G’pa THOMSON owned a mill on his property (there are posts sticking up out of the sand which are remnants of the mill) and logs were floated into the bay from up north, milled and then sent on to Selkirk and other ports. When the RR arrived they needed land, so G’pa THOMSON deeded some land to the railway to ensure the train could get all the way to VB. The family just allowed the public to continue access for all these years but recently, poor behaviour on the part of those using the beach have led to their decision to close access to their property to the general public. Dirty diapers, vodka bottles, used condoms and general litter and disrespect have led to their decision. And I can not blame them. Signs were put up over the weekend of July 14th and these were immediately defaced. Someone tried to remove the sign post from the sand. These behaviours just give credence to their decision. I am writing this so that we are all properly informed and so that, when the Police are forced to issue a ticket for trespassing on private property, no one can say we were not told. Please respect the rights and privacy of this family who, for many years, have generously allowed us access to their beach. There are still miles of beach from Sand Cliffs to the eastern part of Albert Beach for everyone to walk on and enjoy the sunrises. Please also be informed that damage to or defacing of the signs put up on the beach is “ MISCHIEF “ in the Criminal Code of Canada which is an arrestable offence and which results in travel restrictions outside of Canada, even after the matter is dealt with in court. Stewart MacPHERSON Victoria Beach Police Chief
RETIREMENT NOTICE VICTORIA BEACH POLICE
Stewart MacPherson will be retiring at the end of 2018 after 15+ years as Chief Constable of the RMVB Police Service. Come join friends and colleagues in wishing him a long and happy retirement. Cake and refreshments will be served RSVP: vicbeach@mymts.net or 204-774-4263 if you plan to attend.
August 12, 2018, 2:00 - 4:00 pm East Beaches Senior Scene • 3 Ateah Road
This week went well and was fairly quiet; however, we are approximately 40 calls more this year than last year at this time. There have been, over the years, some inquiries as to why the Police wear Kevlar vests and carry tazers and sidearms. The answer is quite simple – for the same reason you buy house insurance and life insurance. You hope you do not have to use it but … On Saturday, members of the Victoria Beach Police attended to a disturbance call. Upon arriving they learned that a male had just left the scene and he had threatened someone with a knife. Upon finding this male, Police requested that he stop, remove his hands from his pockets, and turn around. When he finally did comply, he had a large wooden handled knife in his hand. The male did drop the knife and was arrested, handcuffed and taken to jail, charged with carrying a concealed weapon, possess a weapon dangerous to the public peace, and assault with a weapon as well as other charges pertaining to the initial disturbance call. So sleep well, knowing that you have six Police Officers in your RM ready to do battle on your behalf and put their personal safety on the line for you. That goes for the VB Fire Dept. as well. I was at the fire at the Vincent property years ago when it caught fire and those fire fighters definitely put their lives at risk to save as much as they could of the property. S.MacPHERSON #1244 Chief Constable Victoria Beach Police

Algae in Lake Winnipeg: What can we do about it?
Algae is a natural part of a lake ecosystem. Like other living things, algae growth depends on nutrients (phosphorus). Generally, a lake is more productive or produces more algae when more phosphorus is present. Phosphorus naturally cycles in lake ecosystems but is also added from a number of different sources, including human wastewater and agricultural runoff (manure and fertilizers). An over-abundance of phosphorus increases the potential for large algae blooms. Cottagers at Victoria Beach are all too familiar with the growing number of algae blooms, particularly those containing bluegreen algae, in Lake Winnipeg. Not only are these algae blooms a nuisance, some blue-green algae is toxic. The algae also affects oxygen levels in the lake, which may be detrimental to other organisms like fish. So what can we do to help? -Take steps to reduce your impact on our water systems, for example, by reducing your water usage, following proper disposal guidelines for waste materials, and using phosphorus-free soaps, detergents, and fertilizers. -Check your septic system to ensure it is not leaking. -Help prevent shoreline erosion by refraining from removing natural vegetation along the banks and by planting new trees to assist in stabilization. -During elections, make sure the candidates know that water quality issues are important to you. For example, ask the candidates questions about wastewater treatment improvements
in the upcoming Winnipeg civic election. -Sign up to be a water collector for the Lake Winnipeg Foundation’s Community-Based Monitoring program. This program identifies phosphorus hotspots in waterways draining into Lake Winnipeg. -If you are an educator, submit a request for the Lake Winnipeg Foundation to speak to your class. Teaching lake-friendly practices from a young age inspires long term advocacy! -Support organizations, like the Lake Winnipeg Foundation, working to increase our understanding of the lake and improve its health. To support the Lake Winnipeg Foundation, join us for the 2018 Victoria Beach and District Walk for Water on Sunday, August 12th. Pledge forms are available at several Victoria Beach locations, at Saffie’s in Albert Beach, and online at lakewinnipegfoundation. org. Those unable to participate can still support the cause by making a donation to LWF. For more information, contact either Deanne McDonald (204 756 2911; deamcd@mymts.net) or Sandy McCaig (204 756 8855; sandy.mccaig@gmail.com).
Doctor’s Office Update
We are truly fortunate this season to have continuity in our service providers. Dr. Daniel Barnes will be with us until August 3. The clinic at 124 Birch Avenue is open daily from 9:30 to 11:30 (except for Wednesday and Friday) and every evening from 5:30 to 7:30. In case of an emergency, the phone number is 204 756 6305. The clinic is available to everyone, whether you live inside or outside of the Vehicle Restricted area. If you live outside the gate, stop at the information building and ask for instructions on what to do. Please remember to bring your Manitoba medical card and some cash or a cheque in case you need to buy medication from the clinic. REQUEST – We do not have a doctor lined up for the week of August 17 to August 24th and wonder if there is a doctor who would like to work for that week. If you are interested, call Kathy at 756 8605. Thank-you. Medical Committee

Council Corner Election day is July 27. Please remember to vote if you are eligible.
This has been a busy summer so far. The weather has been sunny and hot. The lake has been low so the beaches have been broad. Thanks to the zebra mussels the water is clear and you can see the bottom. Many people have been using their cottages and that means that the garbage piles up on weekends. For years council has been asking residents to drop off their garbage at the green bins by the parking lot. Many of you do that. This helps control the bears in the community if residents actually put the garbage in the bin. Please be aware that our bins open at the front and at the back. If the front section is full, walk around the bin and put your garbage in the back. PLEASE DO NOT JUST TOSS IT NEAR THE BIN. That just feeds the bears. The bins are for household waste only. Broken bicycles, building scraps, old lawn chairs and other unwanted items can be taken to the municipal dump on Hwy 11 a few kilometers east of the Traverse Bay corner. It is not the job of Public Works employees to remove your broken or used items. RECYCLING – The RM did not receive the grant for a new garbage and recycling bins that we applied for. The next council will have to decide how to deal with our garbage and recycling. For now, we are still sorting our recyclables and taking them to Lac du Bonnet, where they are sorted by hand. Please, help those workers out. Wash your containers. Do not send them sour cream and half jars of spaghetti sauce. Take the lids off your pop bottles so they can be squashed. Collapse your boxes and milk containers (we do not need to transport boxes of air). Help our employees and the workers at the Lac du Bonnet plant. REMINDER - Taxes and water bills should be paid by July 31. The easiest way to pay is through on-line banking. The water bill and taxes should be paid separately. EXPRESS YOUR CONCERN – if you have noted something that needs to be fixed or improved and would like to have it addressed, go to the Victoria Beach website and fill in an e-request form. It ensures that the CAO knows and can forward your issue to the right person.

MEET THE NEW COUNCIL – The next Council meeting is in Winnipeg at our office Room 705, 1661 Portage Avenue on August 7 at 1 p.m. The next meeting at Victoria Beach is August 21 at 7 p.m. at the Senior’s Scene, 3 Ateah Road. Reeve and Council

Local Alzheimer’s fundraiser
Amy Van Bergen, granddaughter of the late Bruce Purdy, has chosen a unique way to honour his memory and support further research into Alzheimer’s disease. Amy has written and illustrated a children’s book that shares her perspective about her Papa. With only a few pages to show as samples of the work, the first order of books has almost sold out! All author proceeds of the book will be donated to the Alzheimer’s Society of Manitoba. As Amy shared on her Facebook page, “More people should meet my Papa Bear so I created a children’s book about our adventures together. This is hopefully the first of many, but this first one is available for order today!” Some seasoned VB residents may recall Bruce’s Herald ads from years ago that may have raised a few eyebrows as he advertised his furniture refinishing business under the title of Male Stripper. Turns out his granddaughter shares his quirky sense of humour. Books are $25. Payment may be made by cash, cheque or E-transfer. Text or call Amy at 204-481-1001 or Email her at vanbergenamy@yahoo.com. Upon arrival, books can be picked up from the Parking Lot.

On July 20th, the Men’s Tournament was held on a beautiful day. It was full with 72 golfers taking part. The winner of this year’s tournament was Jeff Laily with a score of 72! Well done, Jeff. The course is in good condition and getting better every day. The men were treated to a BBQ and lots of prizes due to the generosity of local business. Without them it wouldn’t be the great success that it is. There is still lots of time for Golf, so grab your sticks, head down to the VB golf club and enjoy the gem we have in our own back yard. For more info call 756-2435, Manager Karl Hutchison
VB Community Church Summer is in full swing and we have enjoyed some great weather. If you have just arrived at the beach we’d like to invite you to the VB Community Church which meets Sundays at 10am in St Michael’s Church, corner of Pine & 8th. All are welcome! Having speakers from various denominations provides a variety of perspectives. We appreciated having Rev Noelle Bowles lead the service last week. This Sunday, July 29th Oliver Meads will be speaking. Choir practice starts at 9:30am prior to the service. If you enjoy singing please come and join us.

Yoga at VB We hope everyone is enjoying the yoga program this summer so far. The teachers are loving their VB experience and feel so grateful to be able to share yoga in our vibrant yoga community! July 30th - We have Jonathan Austman back; he began practicing yoga in 1979 and teaching in 1986. Inspired by his daily practice of Ashtanga yoga, he approaches teaching as an act of service; working patiently, compassionately, and respectfully with students and their needs. He believes regular and focused yoga practice is a key ingredient to a balanced, healthy and happy life. Students find his well-informed and direct method of teaching engaging and rewarding. Working within the posture sequences of Ashtanga Yoga, exploring the balancing of opposites, actions and counteractions, to help find greater ease and stability in our yoga practices. Expect to flow, workshop and develop new skills. Suitable for all levels. August 1st - Surprise teacher! We will be doing yoga! August 3rd - We have Monica Angelatos back; she has over 7,000 teaching hours and over 1,500 hours in Teacher Trainings Certifications. She is an expert in her field, facilitating Teacher Trainings, Workshops Retreats and Specialty Classes. Her passion is in Yoga Therapeutics, including Restorative Yoga, Yin Yoga, Meditation, Yoga Nidra, Healing Touch, Reiki and Pranayama. Expect a full, Mind, Body and Soul experience. Using breath as the primary link between integration of body and mind. Namaste!

Going Overboard: VBYC Dance 2018 Every squall begins with a single drop of rain. Fond summer memories return on waves of sound. The words come through us as we begin to sing, and we are moved to dance. Lean back into the summer breeze soundtracked by the best songs of all time. On the Sunday of the August long weekend, we will have sailed under the sign, chopped it up at the Birchwood, dipped, dried off, served our aces, and popped by the old places. We will have had our cookies and eaten them too. But before we tip the bag and the pieces of ourselves back to our normal lives and labours, we will get together to get it together. We toast our families. We discuss our years. We laugh at time. But we dance to our lives. Through the year we may handle suitcases, briefcases, court cases, cases of Cristal - but the VBYC Dance is a best case scenario. The Yacht Club is a humble structure, a useful shoreline purchase that serves a sporting and leisurely purpose, but this dance transcends a shack on the edge of an embattled lake. As beats move the body, wind catches the sail: vessels rock and roll. Sunset Soundsystem crewed up on these shores many years ago. Growing up on the same avenue, first digging in the sand, then digging in the crates. The Pink Socks are already huge in The Peg, and it was time to bring their exquisite chops and curatorial mastery direct to the 756. The fun gets in your bones and the revelry puts a new coat of paint on the moonlight in our souls. It is revelatory in the moment, yet the good feeling will linger until next summer. Buy
the ticket, take the ride, and pull the fabric of VB snug around you until we glimpse the rosy dawn, sailing straight into the year ahead, backed ceaselessly by summers past. A tight community gets loose. Jason Parker Quinton, et al.

2018 Sandcastle Building Contest
Sunny skies and one of the biggest beaches we’ve seen in recent memory greeted a total of 34 teams and 121 participants for this year’s sandcastle building contest. Candy and bragging rights were up for grabs as teams used their creativity and engineering skills to build some amazing art forms. The judges had their jobs cut out for them, especially for the largest category Animals and Other Creatures. Prizes were awarded for first place in all categories with the exception of the 10 and under category where all participants left with a prize. Thank you to all the participants for making this another successful and fun event! We saw creativity, team work and perseverance and the results were spectacular. Many hands made light work of the mornings duties, and a big thanks goes to all the volunteers who helped out: the Hughes, Rozzi, and Kohen families, Rec Staff Andrew, Carissa, Julia and Abby, and photographer Kevin Dube.

VBYC Kayaking Meet Up (Sunset Paddle) Thursdays, July 26 and August 9/16 The kayak group is an informal, fun and friendly meet up. Open to adults (18 and over) and youth accompanied by a parent, we launch each week from the beach in front of the Victoria Beach Yacht Club on ‘sailboat beach’. The minimum requirement for participation is that you’ve had some experience and can keep your boat moving forward on a straight course. For safety reasons, a rescue boat and trained water rescue instructor from the sailing program accompanies the group to ensure no one is left behind. This also allows us to go wherever we want to paddle. If you would like to join us, please come early, prepare your kayak and be ready to paddle at 6:30 pm. Thus far, participants have to supply their own kayaks but we want to grow the program to be more inclusive. If you have a kayak that you are maybe storing and not using, please consider donating it to the Victoria Beach Yacht Club for use in the kayaking program. It would be greatly appreciated! If you are challenged to transport your kayak each week, consider joining the Victoria Beach Yacht Club as membership offers storage of boats. www.vbyc.ca Please call Susan Hall 756-3318, Sheila Grover or Greg Thomas 756-2367 with any questions.

The show will be held at the Victoria Beach club house Sunday August 5th from 11:00am - 4:00pm. All at different stages of their professional practise, this diverse group of 18 artists displays a strong and dynamic body of work. “Best Spot on the Lot” Raffle Once again we are selling tickets for the Best Spot in the Parking Lot to raise money to support the Doctor’s Office and our First Responders. The Victoria Beach Medical Assistance Fund donated money this year to the new flooring in the Doctor’s Office - it looks great. We were also able to donate some money to the Victoria Beach Medical First Responders. The non-transfer ambulance they use on their calls needs a new Zoll Cardiac Monitor/Defibrillator, a very expensive but necessary piece of equipment. Anyone interested in helping sell tickets can call or text me at 204-894-7517. Tickets are $2.00 each and available at the parking lot. I will also be selling tickets on the village green on Saturday of the August long weekend. The draw is Sunday, Sept. 2nd. Thanks for your support, Betty Lodewyks
