It seems like just yesterday that a somewhat younger, but less agile Tim Walker (this was in his pre artificial hip period) approached me at the VB sports field. Being a very intelligent and educated man, Tim employed three excellent recruitment tactics. 1. He approached in a friendly yet casual manner so as not to arouse any suspicion in the potential recruit. 2. He engaged in idle chit-chat and sought common ground for discussion in order to lower the guard of the recruit. 3. Then, at just the right moment, he introduced the proposed position while minimizing the requirements and embellishing only the position’s positive aspects to “seal the deal”. Well, as you might suspect, Tim was successful in his recruitment and that year I joined the board as Director at Large. They say time flies when you are having fun, and that is certainly true about these past six years. They have truly “flown by”. To say that this has been a good experience would not be fair. This has been a truly great experience and it is due entirely to the people on the VBC executive that I have had the honor to work with over the past six years. I did not know it at the time, but my first four years on the board were preparing me for my two years as president. John Heppenstall taught me about being a delegator and a visionary. Melanie Charbonneau modeled decision-making and prioritizing. Cheers to you both. (It should be duly noted that Melanie is also quite a good recruiter, as she somehow convinced me that Vice-President really does not become president. Nicely done Mel).
As for my fellow board members, well I’m not sure how to even begin to express my gratitude. Thank you to Brenda for being my “organizer”. This meant that once Brenda took on a task I literally never had to think about it again because I knew it would get done. No follow-up required. Thank you to Wendy for being my voice of reason. Wendy was a sounding board for me on many occasions and I so appreciated her wisdom and patience. Thank you to Cathy for being my “jack of all trades”. Cathy knowingly took on one of the largest jobs with the steepest learning curves with never a complaint. If that weren’t enough, I have used her sound legal judgment and expertise to assist with many decisions. And finally thank you to Anil for literally being my “Man Friday”. Despite Anil’s rather unconventional recruitment he has taken on his role with passion, dedication and commitment. Surrounded by a sea of estrogen, he sailed through with a smile, a sense of humor and kindness. These four people have made my job look so easy because all of them go above and beyond to get things done no matter what the task. They have made this experience fun because they are all team players, they are supportive and encouraging and more importantly they know how to have a good time! They have made me not want to leave this board because besides being great board members, they have become great friends. I salute you all. Until next summer, Maureen Neuendorff

AMALGAMATION – BUYER BEWARE! All Victoria Beach taxpayers should be very concerned with Bill 33 which requires municipalities under 1,000 permanent residents to amalgamate with a neighbouring municipality having a common boundary. In the case of Victoria Beach, the Rural Municipality of Alexander is the only municipality with land that borders its boundaries. Consider the relevant VB statistics & facts: 1. VB BY THE NUMBERS a) 2013 property assessment in excess of 360,000,000 – 28th highest in Manitoba – only 1 incorporated town has a higher total assessment b) Over 2,600 taxpayers c) Approximately 1,900 properties including approximately 1,500 dwellings d) 700+ building permits issued in the past decade e) Undeveloped land holdings of approximately 1,000 acres (excluding dedicated land - green spaces, parks, public reserves) includes 2,000+ feet of lakefront which are excluded from the annual year-end financial statements under current accounting (PSAB) rules. The land has not been appraised but could easily have a sale value, for development purposes, of $20 to $30 million f) 2013 municipal mill rate (10.42) is 0.8 lower than the “proposed” amalgamation partner – Rural Municipality of Alexander. 2. VB - LEADING THE WAY a) Built a water treatment plant (~ $3.5 million in operation in 2008) which meets Canadian drinking water standards – no government funding provided / employs 4 certified Class II operators b) The only Manitoba municipality to implement the Fire Smart / Red Zone Program in partnership with the Manitoba Model Forest. It is a database program containing a complete inventory of all properties including photos, in a PowerPoint format, providing relevant and vital information respecting fire risks, property information, etc. c) The only Manitoba municipality to implement a Wildfire Protection Plan in partnership with Manitoba Conservation and the Fire Commissioner’s Office. The Plan involved training of volunteer firefighters to effectively deal with a wildfire. It also enables the municipality’s firefighters to quickly access relevant local information from a database including water sources and incorporates a strategy for firefighting, equipment use and identifies resources that may be available from Conservation and OFC to mitigate damage or loss of property. d) One of a few, if not the only Manitoba municipality currently committed to an on-going study (includes the services of a national engineering firm) of its shorelines to implement a plan to reduce bank erosion and preserve its sandy beaches e) Partnered with Manitoba NetSet (2011) to provide its residents with wireless high-speed internet f) Operates one of the most effective recycling programs in the province g) Provides municipal police, fire, medical rescue, garbage pick-up, brush pick-up, golf course and leases municipally-owned properties to provide its taxpayers with a seasonal store, restaurant and bakery 3. AMALGAMATION – GOOD FOR VB?

a) Victoria Beach has kept its “financial house” in order for almost 100 years (incorporated in 1919) and has experienced many positive signs of a strong and flourishing municipality - examples are - growth in permanent population (almost doubled in the last 20 years from 196 to 374), exponential growth in property assessment (top 28 in Manitoba), millions of dollars of new cottage construction in the past decade b) Victoria Beach’s 2013 administrative costs ($200,000) are less than ½ of Alexander’s ($401,000) c) Victoria Beach’s 2013 mill rate (10.42) is 0.8 lower than Alexander’s (11.22) yet it provides more services to its taxpayers than Alexander (see 2 g) d) The 2600+ taxpayers now have 5 local elected representatives will have a maximum of 1, if amalgamated under Alexander’s proposed plan due to the “resident” legislation relating to the establishment of wards. Are we to believe that 1 elected official will provide the same representation as 5? e) Will likely pay more municipal taxes to have far fewer, if not less efficient, services (see 3 c) f) Victoria Beach may have a greater financial “net worth” than Alexander (see 1 e) Despite what the provincial or municipal politicians may say, amalgamation can only have a negative impact on Victoria Beach from virtually all aspects whether it relates to services, finances, efficiency, fair representation, etc. One need only examine the factual data that is available to realize that the “deal” is very one-sided. With respect to representation on an amalgamated council, it is quite possible that VB will have no council member from within its present boundaries. There are likely more voters in Alexander’s proposed Continnued on page 6

For many years, Raymond served the Regional Municipality of Victoria Beach very capably as our Chief Administrative Officer. Through his long career, Raymond has developed a deep and thorough understanding of the practice of Municipal Government in Manitoba, and how municipalities relate to the Provincial Government directly and through organizations like the Association of Manitoba Municipalities. The Herald is delighted that Raymond has taken the time to offer his thoughts on the subject. We believe our readers should have the opportunity to fully understand the implications of municipal amalgamation for this community and appreciate the time taken by Raymond to explore these issues. As context, we believe that an examination of the Amalgamation Plan that has been developed by the RM of Alexander will give our readers a sense of what our amalgamation partner is thinking, and what they are representing to the Province. (amalgamated) Ward 1 from Alexander than there are in all of VB. So Victoria Beach with its 2600+ taxpayers (voters) could end up paying property taxes to Alexander with absolutely no representation on council. And by the way, Alexander’s 2013 council budget is $166,400 (VB’s is $74,200). Can the VB taxpayers be assured that their best interests will be looked after under amalgamation? That answer is obvious: 1) VB will have a maximum of 1 elected official from within its boundaries – maybe none, 2) The vast majority of voters in the RM of Alexander – probably 2/3 will make up Ward 1 and have 1 elected councillor, 3) By-laws such as the one that regulates vehicular traffic can be repealed by any elected council – present or future, 4) All VB assets will become the property of the newly amalgamated municipality, 5) Municipal police will very likely be disbanded within 3 years, 6) Alexander’s 2013 mill rate is 0.8 higher than VB’s, 7) Alexander’s amalgamation plan (it’s more like a takeover) indicates that there will be a uniform mill rate and provides no concessions to VB – Alexander doesn’t provide garbage pickup, brush pickup, operate a golf course, etc. - so what will happen to all the additional services VB provides? What’s in it for VB taxpayers? VB will hand over all its land holdings likely worth tens of millions of dollars, store, bakery, Moonlight Inn, golf course, tennis courts, yacht club, library, clubhouse, Senior Scene, Curling Club, playground, swim dock, parking lot, public works equipment, fire and rescue equipment, all municipal buildings, water treatment plant, etc. Alexander will assume VB’s capital debt (~$645,000 at the end of 2013). VB Taxpayers continue to pay for the Water Treatment Plant. And don’t count on the province to resolve local disputes. It has been my experience that the Minister or his representative will refer any complaint (unless it concerns contravention of a statute) back to the local council.
Municipal councils make decisions by passing resolutions or bylaws. Everything that is in VB’s jurisdiction now will fall under Alexander’s authority, if amalgamation proceeds. The majority vote of council determines the action a council will take. What influence will VB taxpayers have in that decision-making? See #1 & #2 above. For Victoria Beach, there is a simple solution that involves a minor amendment to Bill 33. Take out the permanent resident requirement and replace it with “voters�. There is no question that there are more voters in the RM of Victoria Beach than in many of the 100 or so municipalities that are not facing forced amalgamation. The seasonal taxpayers are assessed property and education taxes on the same basis as permanent residents so why wouldn’t they have an equal voice? According to the Minister, there are no exceptions to be made; a municipality must have 1,000 residents to be viable and that is the sole criteria. It would therefore seem reasonable and logical that 2600+ seasonal/permanent residents paying taxes on the same basis as 1000 permanent residents should be good enough to meet the government’s criteria of “viable�. The RM of Victoria Beach council (past and present) has not sat on its laurels as it has been proactive in providing many important services to its taxpayers. The municipality’s taxpayers would be wise to “stand up and be counted� (as council has suggested on numerous occasions) as it appears quite obvious by considering the facts and ignoring the political rhetoric that there is much to be lost (for VB) and very little to be gained. Forget the “guarantees� – there is no such thing in politics; once VB is amalgamated it will be at the mercy of a different council, which can do as it sees fit, with little or no voice to represent its interests. Council News Baird & Associates – Final Draft Shoreline Management Plan Presentation – August 21 & 22, 2013 Pete Zuzek and Jenn Ogrodnick of Baird & Associates will be returning on August 21 and 22nd to present and discuss the Draft of the Final Shoreline Management Plan with our community. Your comment sheets from the July 23/24th presentation and Open House have been taken into consideration and the Draft Final SMP is the result of our community participation and the experience, scientific research and hands-on data collected by Pete. We will be holding the meetings at the summer Victoria Beach Community Club on Pier Road/Clubhouse Beach. Please join us at the VB Clubhouse for both the presentation at 7 p.m. on August 21 and for the Open House on August 22 from 10 a.m. to 3 p.m. Preferred options for the 12 Shoreline Reaches in our RM will be presented. 8 at the Gate We continue to welcome new riders, as someone said the other day, “cycling is the new golf ”. You can commit a couple of hours more or less, it is easier on the body than running and you don’t have to keep score. That last bit is debatable...we have some pretty serious competition for first up and down the Hillside Hill, but that is another story. We ride every morning at 08:00 from the gate. VB Open Tennis Tournament 2013 The 2013 Senior Tennis Tournament was a great success. The weather was fantastic, the players were awesome and the spectators came to watch in huge numbers! This year we had 133 players complete 133 matches. The tournament ran so smoothly. What an amazing accomplishment! One of the reasons this tournament runs so smoothly is due to the many volunteers who step up and donate their time. Thank you to the following people who helped put matches on and collect fees: Fran Pollard, Karl Ruban, Cathy and Dave Finnbogason, Allan Morrish (and thank you for the use of your phone), Anita Gubbels, Stino Siragusa and court attendants Julia Lucht, Abby Eyford, Jon Guest, and Ben Charbonneau. VB Volleyball Tournament The great weather returned just in time as the season winds down. Six great volleyball teams vied for the trophy. It started with a round robin. The Hawks were strong but were followed closely by last years champions Suns Out Guns Out. In the semis, the first place Hawks took out the fourth place Bloody Knees. In the other semi The Casuals, having won the recreational side last year, upset the reigning champs to make the final. In the final The Hawks came on strong taking first place. Imagine the Possibilities … A vision for a stronger, more versatile Victoria Beach Clubhouse
I
t was in 1921 that the Victoria Beach Community Club was first formed barely two years after the fledgling municipality of Victoria Beach was formed and held its first elections. Four years later, in 1925, the Club built the Victoria Beach Clubhouse on the shores of Lake Winnipeg to act as the meeting place and centerpiece for club meetings and activities. For the past 88 years the Clubhouse has been the host to countless dances, weddings, yoga, Zumba, and aerobics classes, meetings, crafts sessions, movie nights, Flea Markets, and Book Sales. Tens of thousands of people who have spent summers at Victoria Beach over the years have fond memories of the Clubhouse … it’s in our DNA. That Clubhouse has given us so much in her 88 years! And now it’s time for us to give back to our Clubhouse. To pay it forward for the next nine decades of happy memories! Years of standing proud against sand, wind, water, and hundreds of us jumping up and down to a rockin’ band have taken a toll on the grand ole girl! Recently, the Board of the Victoria Beach club had an engineering study done which revealed that, while the Clubhouse remains in good shape overall, there are weaknesses in the foundation, the footings, and in the roof structure that will spell serious trouble in the years to come if not addressed. Repairing these deficiencies provides us the opportunity at this time to re-envision how the Clubhouse can best be configured and used by the members of the VB Club. To that end, several VB Club Members were consulted over the past winter
about their vision for the Clubhouse and their “wish list” for what they would like if given an opportunity to make some improvements. From these discussions, a clear guiding principal came from the community … redeveloping the clubhouse is an exciting proposition, but only if done in a sensitive manner that does not significantly change the character of the building. The images and concepts on these pages depict the vision that was born from the community consultations. The essential structure of the Clubhouse, while strengthened, is fully retained with the addition of a modest screened area to enlarge the building – bringing more light and ventilation and adding versatility to what we can all do within its walls. The vision for the clubhouse includes; •Addressing the structural deficiencies in the foundation and roof structure to extend the life of the exiting facility at a time when the investment required to do this is much lower than addressing it in future years when more structural weakness has developed. Eliminate the possibility that a heavy winter snow load might cause significant roof damage. • Addition of a screened-in room that extends the length of the clubhouse and about twenty feet from the South wall. The area could be screened only, or have glass to make it functional in all weather situations. Interior finishing would be simple and weather tolerant. The screen room would be separated from the clubhouse by two or three sets of locking double doors and have its own access to the outdoors enabling it to be used on its own, or as one larger clubhouse. • The windows facing the lake would be replaced with larger, taller ones giving a spectacular view of the lake and sunsets. The replaced windows that are quite new would be repurposed elsewhere in the Clubhouse. • The kitchen would be larger and include facilities to heat food and to wash dishes. It would not become a commercial kitchen, but would much better support events where food is served such as weddings and dances and it would give more flexibility to the VB Club in envisioning new kinds of events for the facility. The project is estimated to cost $300,000, half of Continued

Yacht Club News It is officially mid-August, a time when the beach starts to wind down and things get a little more quiet. I kind of like it myself, itâ&#x20AC;&#x2122;s a great time to be down and with the pace a little more relaxing there is plenty of time to sail. Lake Winnipeg is known for its fall storms, the winds that bring these storms are a sailors dream. In the latter half of August we can sometimes get the first glimpses and some nice winds can blow through. This is the time to hoist sail and get out on the water. The water temperature wonâ&#x20AC;&#x2122;t get much warmer than it is now making it the most comfortable time to be out. Although the sailing school programming has finished for the year weekend club races are held each weekend through to the penultimate regatta on the September long weekend. Crew are always needed in the races so come on down and get some experience. Junior racing is still being held on Saturdays at 1pm for all those who have taken sailing lessons these are your last few chances of the summer to compete against your friends and have some fun on the water. The VBYC news section just wouldnâ&#x20AC;&#x2122;t be the same if there werenâ&#x20AC;&#x2122;t the odd sailing quote thrown your way for good measure. Ladies Golf Tournament Update If you read the golf article last night you will notice that I neglected to thank Sherill Zellis, our convenor. Sherill is retiring this year after many years of organizing the golf tournament. It has grown to include fund raising for Ladiesâ&#x20AC;&#x2122; breast cancer and many dollars have been raised to date. Duplicate Bridge Tournament 2013 The annual Duplicate Bridge Tournament was held on Wednesday evening, August 7, at the clubhouse. New winners emerged and will now have their names engraved on the trophy. Congratulations to Gail and Bob Henderson with a score of 30 1/2 points. The weekly Monday evening Duplicate Bridge game has for sure improved everyoneâ&#x20AC;&#x2122;s game so competition is tough. In second place and only one point behind were Joan Irving and Helen Forrest with 29 1/2 points. Third place winners were Noreen Reid (and we have seen her name on the trophy before) and Sheila Ruban with 26 points. Congratulations to all. They Walked for Water Under glorious sunny skies, Lake Winnipeg’s east shore population came out to show their passion for a cleaner lake. With kids, babies, dogs and adults walking, we were at least 120 strong! All these walkers had the support of their friends and family who pledged their commitment too. What an amazing expression of solidarity that we humans value clean waterways and expect those who drive policy to value it as well. Thank you all so much for your support. Our voice is growing stronger each year. Something new this year was the opportunity to really consider why we need the lake healthier and express it on the neon signs that read ‘Let’s clean up the lake for…’ Is it for your kids or future generations? For your sibling who returns each year from away? Or perhaps for the fish or birds and other animals who live in or by the water. We all have compelling reasons to keep the water clean. Of course this event would not be possible without the support of many different volunteers, local and corporate sponsors. It is important to take time to recognize their role in making the day a success. Here at Victoria Beach, Sophie McGoey has been cooking up a storm throughout the summer, serving lunch and two dinners to lucky winners of the French Menu Silent Auction item. She pours heart and soul into the meals, delivering a gourmet experience at your cottage. Merci Lise et merci Sophie! Your energy helps create a lot of excitement With so many good ideas and possibilities, we turn our thoughts to next year. What can you do to help? Swimming Recap for 2013... We just wrapped up another great summer of swimming lessons at Victoria Beach! This summer we had cool weather, but little rain and no algae – yay!!! Recycled report cards and advance notice of departure dates were greatly appreciated. Second session was a great time for swimmers to push themselves to pass a level, or keep up their swimming fitness, with many kids benefitting from the smaller class sizes. We are happy to report that on August 9th all 16 students passed their intensive final exams to earn standings in Bronze Cross and Bronze Medallion. A big shout out to this year’s fantastic swimming teachers: Jevian Haywood, Lanette AteahGriffith, Kristin Vielhaber, Danielle Hancock, Cady Jessiman and Cleo Syverson. Looking forward to VB Swimming in 2014.... Be sure to look in the June editions of the Herald next year for information about swimming lessons for summer 2014. All editions of the Herald are posted on the Victoria Beach website, so those of you who are not at the Beach can still get all of the information you need, anytime ... any place. We are looking for new instructors to apply for next summer’s Victoria Beach Club Swim Team. Our swim team is unique, fun, community-oriented, and enjoys providing the families of Victoria Beach with the valuable skills of swimming and water safety. If you have completed your AWSI, WSI, NLS, Standard First Aid, CPR C and LSI (recommended), or plan to complete these qualifications by Spring 2014, please refer to the “summer employment 2014” section of the Herald to apply. We have enjoyed our work as Swim Convenors over the past few years. It has given us the opportunity to work with incredibly talented young adults, meet many new people, give back to the community and most of all, gain a true appreciation for the wonderful work done by the Victoria Beach Club and its tireless volunteers. Ansons Family Trophy Winner 2013 New Special Events Convenors for 2014! THE TORCH HAS BEEN PASSED!!!! A highlight of the VB Open Tennis Tournament on Saturday August 3rd was the presentation of the Ansonsâ&#x20AC;&#x2122; Family Trophy in recognition of a contribution to tennis in the community. This yearâ&#x20AC;&#x2122;s winner was Cec Grover, who was instrumental in rejuvenating the shale tennis courts in the early 1960s. An active member of the Victoria Beach Club, Cec also arranged a lease agreement with the Victoria Beach Company which safeguarded the site of the courts into the future. Although Cec passed on in 1968, his family was proud and pleased to accept the trophy on his behalf and on behalf of the gang of neighbours and friends who worked together to bring the sport back to life. A huge thank you to Dan Schott for organizing the 30 plus dance for the summers of 2012 and 2013. Dan provided us with two fabulous dances but has decided to hang up his dancing shoes and take a well deserved rest.
Hello for the final time this summer! Sadly the tennis season has finally finished. The adults had a great GVS to end the season, it’s sad to see the activities end. Remember that on the weekend there is the Novelty Tournament, which sees people of all levels at the courts and brings some laughs to the competition as well. Before the sun finally sets on this tennis season I want to say a couple of thanks. Thanks to the Yagi’s for being excellent conveners once again. They have put a lot of time and effort into the courts and it has paid dividends. Their rescheduling of the tennis activities changed the courts in a positive way as the energy levels in the lessons, GVS, round robin’s, etc. was very high this summer. Also thanks to all the court attendants who take care of the courts everyday. They made it fun for everyone at the courts each day and were a pleasure to be around. As well, it looks like right now that this summer will be my last working at the tennis courts. This job has been a big part of my summers over the past five years so I will miss it for sure. So thanks to everyone who plays tennis everyday and become familiar faces as the summer progresses. Hopefully I continue to see everyone in the upcoming summers!

SUMMER EMPLOYMENT 2014 WITH THE VICTORIA BEACH CLUB
On Monday August 5th we had 7 pairs of duplicate bridge couples who braved the weather to play bridge. There were two tables of social bridge on Wednesday afternoon, August 7th. Donna Thain came first, Jim Birley came second and Linda McMillan came third.
