Don’t tell Mark Kassab that City Heights is a food desert.

“I have close to 200 items of produce,” Kassab said of Murphy’s Market, a 9,000-square-foot, fullservice grocery store he owns on Fairmount Avenue.

“We have all kinds of fresh meat, a bakery, whatever you need. And there are a lot of mom-and-pop stores in City Heights. I don’t know where this ‘food desert’ talk comes from. Look around. This doesn’t look like a desert to me.”

With the recent closing of the Albertsons store at the City Heights Urban Village a few blocks north of Murphy’s Market, attention again is being focused on the availability of full-service grocery stores in the neighborhood. And there are a variety of opinions.

“There are seven quality food distribution places in City Heights, but that’s not enough,” longtime City Heights resident Jeanette Neeley recently told KPBS. “We need more for the size of the community.”

Neeley has an advocate in City Councilwoman Marti Emerald, whose district includes City Heights.

“Consumers in lower-income neighborhoods like City Heights already have limited options for fresh foods and health services,” Emerald said after Albertsons announced its plans. “Most City Heights residents don’t have cars to drive to large competitively priced grocery stores in other neighborhoods.

That’s how area residents are referring to the City Heights Mini Park on 43rd Street, which officially was dedicated Feb. 3 with a slew of VIPs that included then-Interim Mayor Todd Gloria, City Councilwoman Marti Emerald and others.

The federal government describes a food desert as “a census tract with a substantial share of residents who live in low-income areas that have low levels of access to a grocery store or healthy, affordable food retail outlet.”

The U.S. Department of Agriculture adds: “Instead of supermarkets and grocery stores, these communities may have no food access or are served only by fast food restaurants and convenience stores that offer few healthy, affordable food options. The lack of access contributes to a poor diet and can lead to higher levels of obesity and other diet-related diseases, such as diabetes and heart disease.”

But is that the case in City Heights? According to the USDA, that depends on where you live. Some pockets have an abundance of options. Others? Not so much.

The nonprofit Social Compact published a 2011 report entitled “City Heights Grocery Gap,” which found that the seven full-service grocers (defined as stores with 10,000 plus square feet of floor space) in a study area that included El Cerrito and parts of Oak Park provided an average of 1.64 square feet of grocery retail space per person, compared with the industry standard of 3 square feet of grocery retail space per person. It also found that roughly one-third of City Heights residents live in “critical food access areas.”

Such studies do not factor in how densely populated City Heights is, the amount of food available in the grocery store (only the size of the floor space), or do they take into account the smaller grocery stores that dominate the City Heights landscape. And when people talk about a lack of full-service grocers in City Heights, they often forget about independent venues such as Super Mercado Murphy’s on University Avenue and Pancho Villa Farmer’s Market on El Cajon Boulevard.

“Produce is usually 200% cheaper than Albertsons and anywhere from 100-150% cheaper than Sprouts,” states one recent post about Pancho Villa’s on the review website Yelp.

Reviews for Murphy’s are just as impressive. “A little cheaper than Food for Less with quality marks higher.

The workers there are the nicest people in the world, offering you free samples of things you look interested in,” one wrote.

“They have a huge fresh meat selection (marinated or not) for great prices,” wrote another.

Also often omitted from the conversation is the bevy of Asian grocers, including Minh Huong Super Market on University Avenue or Alpha Mini-Mart and Hing Long Oriental Food Market on El Cajon Boulevard, or Sin Lee Food Whole Sale across the street from Hing Long.

Such stores are a critical ingredient in local culinary tastes; City Heights is home to one of the region’s most densely populated Vietnamese communities, and the City Council recently designated a section of El Cajon Boulevard as San Diego’s “Little Saigon Cultural and Commercial District.”

A 24-year-old, UC Davis graduate who recently moved to the area said he takes umbrage at the classification of his new neighborhood as a food desert.

“When I go around City Heights, it seems that every few blocks there’s a small Aztec market selling fresh food,” he said.

Andrei Radulescu is not convinced. He and his wife moved almost three years ago to City Heights from North Park, where Trader Joe’s, Sprouts, and Fresh & Easy were just a short bicycle ride away. With the City Heights Albertsons closing its doors, Radulescu doesn’t have such options here.

“It’s going to make it more difficult to buy groceries,” he said. “And it’s going to create a big hole in a nice shopping center. It’s disappointing.”

Radulescu and others say the abundance of smaller stores – Gabriel’s Market, Shingani (halal) Market and La Favorita Super Mercado all sit within a couple of blocks of each other on University Avenue – do not offer the full range of goods that a Ralphs or Food 4 Less does.

But a 2011 survey conducted by LISC MetroEdge, focusing on the area from University Avenue north to Monroe Avenue, had a different take. It concluded: “There

Oficial asesinado de la policía de San Diego sigue vivo en un parque de City Heights

Una franja de Urban Village Square, al lado de la biblioteca de City Heights, ha sido bautizada en honor del fallecido oficial de la policía de San Diego, Jeremy Henwood, quien fue asesinado en el 2011 poco después de conversar con un niño y comprarle comida en un restaurante McDonald’s del área.

The site is now officially known as Officer Jeremy Henwood Memorial Park.

“Officer Henwood was universally respected by colleagues and the people of City Heights,” San Diego City Councilwoman Marti Emerald said during the Feb. 6 dedication. “He was a war hero who served his country during tours in Iraq and Afghanistan. Many of us who live, work and advocate for the communities of City Heights hold Officer Henwood in our hearts and have longed for some lasting tribute to this good man who died far too young. Naming our community square after Officer Henwood will be a fitting honor to this fine young man and all that he represented:

Henwood, 36, had pulled up alongside a black Audi on University Avenue at 45th Street in City Heights about 5:30 p.m. Aug. 6, 2011, when a man in the car opened fire with a shotgun. Henwood died of his injuries.

It was later learned that just before Henwood was shot, he had stopped at a nearby McDonald’s, where he struck up a conversation with a child waiting in line. Henwood bought the boy some cookies when he learned the child did not have enough money.

“The community was devastated,” City Heights resident Patty Vaccariello said. “We felt we had lost one of our own.

And it became evident that the community wanted some way to remember Officer Henwood, to celebrate his life and service to City Heights.”

Safe Routes to School Project now complete

Walking to Florence GriffithJoyner Elementary School is no longer such a risky experience for kids.

The city has completed a $1.2 million project that includes new sidewalks, new traffic-calming popouts on corners, and a new traffic light on busy Fairmount Avenue.

San Diego officials gathered on Feb. 3 to celebrate the completion of the Florence Griffith-Joyner Elementary School Safe Routes to School Project.

Students at Joyner Elementary aren’t the only ones who will be benefit. Monroe Clark Middle School sits just two blocks east.

About 750 students attend the elementary school; some 1,200 attend Monroe Clark.

Then-Interim Mayor Todd Gloria said the $1.2 million project was “well worth the investment to provide the safety enhancements that were needed to provide safe and adequate walking routes to schoolchildren, general pedestrians and bicyclists.”

The project was funded through a state grant and local transportation tax money.

Upgrades began last August, and most of the construction was done several months later. After putting up with traffic delays, residents in the area now have a new traffic signal at Fairmount Avenue and Dwight Street, pop-outs and storm drains on Myrtle Avenue and Thorn Street, and new sidewalks, curbs and gutters.

The improvements are the most recent in a series of upgrades targeted for this corner of City Heights. A few months ago, several hundred residents transformed a neglected patch of dirt at the mouth of Manzanita Canyon a couple of blocks away into a neighborhood oasis called the Manzanita Gathering Place. And just around the corner, Ocean Discovery Institute is building an 11,000-square-foot, state-of-the-art science laboratory at the rim of the canyon for local schoolchildren.

The city installed “pop outs”, where the sidewalk pops out to narrow the street and helps define the parking area. Traffic experts say the pop outs help slow traffic, increasing pedestrian safety. Barbara Nevarez Camacho is one of Mid-City CAN’s promotoras, or community health workers. She is among a small group of volunteers who are doing community outreach about ObamaCare and the Youth Opportunity Pass, a pilot program that gives 1,000 students at Crawford, Hoover, Lincoln, and San Diego high schools free bus passes. The promotoras began their outreach efforts in December.

I

began attending the Mid-City CAN Improving Transport in City Heights momentum team meetings two years ago. That is the group that advocated for the Youth Opportunity Passes. Transportation is important, especially for young people who don’t have the resources to buy a bus pass. Many families with only one car can’t pick up their children until late, and that is dangerous for the students.

It is important for students to be safe at home and to avoid problems with gangs. It is dangerous out there. The bus passes are good for students who are looking for jobs, playing sports, or pursuing other opportunities.

More bus ridership also reduces pollution.

When I began volunteering, I went from home to home and to lots of trainings. I visited groups and asked people to fill out applications. I served food at the food bank and gave people applications and information.

I talk about both the Youth Opportunity Pass and ObamaCare. A lot of people at Hoover ask for the Youth Opportunity Pass applications.

I talk to about 80 people a week. When I share the food, I talk to people. I tell them that with ObamaCare, when you are older than 21, you can still qualify. I tell people that they have to register for ObamaCare – the Affordable Care Act –

by March 31. They have to have insurance at that time. I refer them to different organizations to sign up.

I also give them forms to register to vote. I write a weekly report with the number of people I talk to. I talk to many people.

I am in front of Monroe Clark Middle School every week, usually from around 10 a.m. to 3 p.m. More young adults are asking about ObamaCare, and people who have health insurance in Mexico are asking about it, too. They ask me whether Mexican insurance covers them here, and I tell them “no.”

I have to tell undocumented college students that they don’t qualify for ObamaCare. A lot of people don’t like to talk about it publicly. They just want to leave their phone number, and I call them with information. A lot of parents are undocumented, but have children who are U.S. citizens. A lot of people are really private about it, but they do have lots of questions.

Toolkits get parents and kids ready for school

Parents of pre-kindergartners are being encouraged to take part in an effort aimed at preparing young City Heights children to learn how to read before they are enrolled in school.

The City Heights Partnership for Children joined with local literacy organizations to create an Early Literacy Toolkit to help children recognize letters and sounds, sight common words, recognize colors and shapes, and start practicing these and other early reading skills.

The toolkit includes journals for children and their parents; school supplies such as crayons and paper; activity tips; magnet letters and flashcards; and a checklist of kindergarten skills.

Themed activities in the toolkit bring a new challenge every day of the week, such as “Reading Together Mondays,” “Letters and the Alphabet Tuesdays,” and “Writing on Wednesdays.”

Thursdays are for sighting words that children should know, like “the,” while Fridays focus on identifying colors and shapes.

On Saturdays, families can walk through the neighborhood, with children pointing to words and parents explaining what they say and mean. Sundays? Rest and repeat!

Last summer, more than 30 parent promotoras – volunteer community members who have received specialized training – helped more than 200 families learn to use the toolkits. Parents have responded well, finding the toolkits easy to understand and empowering for everyone.

“My child is developing good study habits,” one mother said.

“She is asking on a daily basis what activity to do next.”

Added another: “The toolkit keeps my child engaged and she has learned a lot. We love the sounds – even Mom has learned some new ones!”

This year, promotoras will start “spring training” in April and May, getting a jump-start on summer with plenty of time to prepare for school in the fall.

EDUCATION BRIEFS P-E effort at Edison Elementary

Edison Elementary School has launched a new physical education effort called the IMPACT Program in partnership with the UCSD Department of Pediatrics.

IMPACT – an acronym for Increasing Movement and Physical Activity in Class Time – was developed at Hage Elementary and consists of two, 15-minute sessions, for two grades, on Tuesdays and Thursdays.

Kindergartners participate for the first 15-minute block and first-graders participate in the second block. During each session, the entire grade will transition, classroom-by-classroom, through five different physical activity stations. Each station will last about three minutes and correspond with one component of physical fitness, including cardiovascular endurance, muscular strength, muscular endurance, flexibility and body composition.

On Thursdays, Kaitlin Mohr of UCSD Pediatrics Department and at least one UCSD athlete will be on site to help facilitate the process. UCSD athletes will be assigned to a station to provide direction and encouragement to students. They also will serve as role models to the students to not only stay active, but also to strive for a higher education. Lynn Wallace from the San Diego State University Athletics Department will provide further assistance.

The school is hoping to expand the program to additional grades in the near future.

Iniciativa de EF en la Primaria Edisono La Primaria Edison lanzó una nueva iniciativa de educación física conocida como Programa IMPACT en alianza con el Departamento de Pediatría de UCSD. IMPACT–siglas en inglés de Aumentando el Movimiento y la Actividad Física durante Clases—fue desarrollado en la Primaria Hage e incluye dos sesiones de 15 minutos, para dos grados, los martes y jueves. Anti-bullying efforts lauded

Horace Mann Middle School in City Heights is taking its anti-bullying efforts to a new level.

San Diego Unified lauded the school for its Anti-Bullying Week, which brought staff from around the district Jan. 13-17 to help students learn important lessons about understanding and tolerance. Amir Rahim of the district’s Race and Human Relations Department opened the week with an assembly about the effects of bullying and ways to stop it on and off campus.

Lunchtime events included students signing anti-bullying pledges and creating a photo journal featuring pictures of students covering their mouths with the “words hurt” written on their hands. Other activities included writing an essay to a bully from the perspective of the victim. Other youths worked in groups with Crawford High School students to discuss the effects of bullying and how to stop it from happening. They also placed anti-bullying posters around campus.

heats up at Hoover High Hoover High culinary arts students were cooking – literally – on Feb. 6 when they took part in the San Diego Unified School District’s ninth annual Teen Iron Chef Competition.

Each team of four student chefs from five high schools was given one hour to prepare – chop, mix, cook – a three-course meal that was judged by a group of professional chefs. Hoover students were mentored by Chris Sias, sous chef at Felix’s BBQ. Their meal included strawberry salad, pan-seared salmon with rice and asparagus, and a berry dessert.

This was the second straight year that Hoover participated as part of the school district’s Culinary Arts and Management program.

The competition is based on the popular Food Network series “Iron Chef America,” in which chefs put together a meal that features a “secret” ingredient revealed at the last moment. Teen Iron Chef is modified for the high school students, and participants are allowed to work on their ideas, go shopping, and measure their ingredients the day before they hit the kitchen.

Teen Iron Chef is sponsored by the San Diego chapter of the California Restaurant Association. The competition was held at the SDG&E Energy Innovation Center in Clairemont, one of the few facilities in San Diego that can handle five teams cooking at once. Scripps Ranch took top honors; defending champion Madison High School came in second.

Plans for the park began more than a decade ago. Its $731,500 cost was largely borne by the San Diego Redevelopment Agency before it was dissolved because of changes in state law.

“Seniors, welcome to your backyard,” said Matthew Hervey, director of development for Price Charities, which helped lead the push for the park and underwrote the cost of the mosaic.

“This is a great day for our community,” said Gloria, whose City Council district once included much of City Heights. “This space will create an opportunity for people in the community to come together.”

“I hope that the residents of this community will take advantage of this wonderful park,” Gloria said.

“One of the great things, as I mentioned before, is our diversity in this community. I can kind of envision folks of all different walks of life sitting on these benches and connecting and helping to build a great city.”

Cada equipo de cuatro aprendices de chef provenientes de cinco preparatorias tuvo una hora para preparar—cortar, mezclar, cocinar— una cena de tres platillos que fue juzgada por un grupo de chefs profesionales. The Copley Family YMCA is expanding its efforts in helping with physical fitness instruction at local schools.

After a successful pilot project providing physical education curriculum at several Mid-City campuses, the Copley Family YMCA’s PE program is now working at Franklin Elementary, Euclid Elementary, Our Lady of the Sacred Heart, and America’s Finest Charter School.

YMCA instructors lead daily physical fitness classes that focus on healthy play and character development while working with school staff on California Fitness Program testing. YMCA instructors also lead health education sessions.

The program’s curriculum must comply with California State Physical Fitness Standards.

“The YMCA physical education program is fantastic in helping students bring home the skills of a healthy choice lifestyle as well as learning team sports behavior,” said Euclid Elementary School Principal Spring is a perfect time to prepare planting a variety of vegetables such as tomatoes yellow pear. The YMCA’s effort comes as many schools have been phasing out physical education, while researchers are finding a relationship between fitness and excelling in school. In a study conducted by the California Department of Education, higher academic achievement was associated with higher levels of fitness. Additional studies conducted by the National Association for Sport and Physical Education and the Centers for Disease Control and Prevention further support such links.

“The Y is pleased to be providing such a vital educational service to schools hit by difficult financial decisions,” said Nathan Berti, Copley Family YMCA’s youth sports director and physical education instructor. “We are poised to include more Mid-City schools into the program and keep our kids healthy and active.”

Putting the green thumb to work

As our daylight hours get longer, our soil is warming up and beneficial bacteria are coming alive. Begin feeding your plants so that organic fertilizers will work with the warming of the soils. That means creating a fertilizing schedule on a calendar to remind you to provide a constant flow of nourishment for your plants. (A good rule of thumb is to feed half as much twice as often.)

This is a perfect time to plant spring

vegetables. But whether you will have one potted tomato or rows of produce, make sure you have good soil available.

You can purchase potting soil or topsoil from your local nursery. You can also use the existing soil in your yard, but be sure it is amended well. Get a test done to determine if it is lacking nutrients that can give your plants a good life of production.

Regarding soil amendments, organi-

cally speaking, there are many choices.

With manure, the smaller the animal, the higher the value of nutrients. Fertilizers are labeled with three numbers.

El Distrito Escolar Unificado de San Diego elogió a la escuela por su Semana Anti Acoso, en la cual participó el personal de todo el distrito del 13 al 17 de enero para ayudar a los estudiantes a aprender importantes lecciones en compresión y tolerancia.

Amir Rahim, del Departamento de Raza y Relaciones Humanas del distrito, inauguró la semana con una asamblea en la que se discutió el efecto del acoso y formas de detenerlo dentro y fuera del campus.

San Diego Unified seeks vision from parents

Winter Parents with children in City Heights schools are being urged to attend a March 10 session aimed at letting San Diego Unified officials know about their priorities.

The “Vision 2020 Forum: What Kinds of Schools Do We Want?” is scheduled to run from 7 to 9 p.m. at Crawford High School, 4191 Colts Way. School board member Marne Foster and Superintendent Cindy Marten are scheduled to attend.

The session is the latest in a series where parents can tell the district what is working, what could be improved upon, and how schools and the community can work together to accomplish the district’s Vision 2020 plan.

“These forums will yield a clear and collective sense of our district-widelong-term priorities,” Marten said. “We look forward to continued stakeholder engagement beyond these forums as we work together to create quality schools in every neighborhood.”

Monroe Clark Middle appreciates parent support

For many years Monroe Clark Middle School has enjoyed a large number of parent volunteers who make the school a better place for students and adults alike. One of these groups is the Monroe Clark Parent Patrol. This group volunteers daily to not only help keep students safe while on campus, but also before and after school as student make their way to/from school.

The result of this group’s involvement has been that students not only feel safer at school, but they actually are safer in our community. Schools face many challenges as they continually strive to provide the best educational opportunities for children while keeping them safe from all that occurs in today’s society.

Enlightening the East African community about Obamacare

The East African Collaborative is pushing to sign up 300 City Heights residents for Obamacare before March 31.

“We have a hefty goal,” said Yasmin Hamud, founder and executive director of the Center for Bridging Communities, one of eight organizations that make up the collaborative group.

Other members include The Horn of Africa, Huda Community Center, Nile Sisters, Somali Family Service, Somali Youth United, Southern Sudanese Community Center of San Diego and South Sudan Christian Youth and Community Organization.

The group started meeting in 2011, even before the U.S. Supreme Court upheld the Affordable Care Act, also known as Obam-

acare, as constitutional.

Last year, the group did awareness and outreach, she said.

“This year, we [are in the] second phase, which is all enrollment,” she said.

The California Endowment’s Building Healthy Communities Initiative funds the group. Building Healthy Communities is a 10-year, $1 billion effort to change the way that health happens in 14 areas of California, including City Heights.

The collaborative is intended to help the East African community understand healthcare reform in a way that is understandable to East Africans. Several of the East African Collaborative organizations have become enrolling entities and it has nine Certified Enrollment Counselors, Hamud said.

One of the discussion points on access to quality foods in City Heights is price. It is generally believed that stores purchasing in bulk can offer lower prices to consumers. In theory, large chain grocery stores would offer lower prices than small mom and pop grocery stores can offer. The same theory also holds that small grocery stores may offer more personalized service and unique items.

To test the theory of lowest prices, City Heights Life staff created a shopping list of 11 commonly purchased items and compared the prices of those items at eight San Diego County grocery stores. One grocery store, Whole Foods in Encinitas, was selected to represent what many consider a premium priced store. Walmart Neighborhood Market was selected to represent

a discount, mass volume store. The remaining six stores are located either in or in proximity to City Heights.

Items selected for the comparison were the lowest price offered, regardless of brand or quality. Every effort was made to compare similar items such as egg size and fat percentage of meat. Sale prices and quantity discounts were not used in this comparison. Discrepancies between weight of a product is noted.

It should be noted that some stores specialize in offering lower prices in some categories (such as produce) than other categories. This should be taken into consideration when deciding on your own food purchases. Quality of product, service, and convenience is also not considered in this comparison.

The conclusion on whether City Heights is a food desert really boils down to how you want to define it. City Heights has a shortage of large footprint, chain grocers but also has an abundance of smaller neighborhood markets that offer ethnically appropriate foods that may be missing from larger chain stores’ shelves. Access to produce is also bolstered by the Urban Village Farmer’s Market every Saturday and the many non-licensed vendors who sell from carts and vehicles.

As of the writing of this article, a new replacement for Albertsons has not been announced but when it is, it will surely begin a new round of community discussion.

The smell of freshly popped kettle corn wafts from a row of tented white stalls.

Nearby, a vendor sets up her display of Mexican statues and handicrafts. And midway down the row, Sitey Mbere is donning her yellow apron and preparing for another Sunday at the Point Loma Farmers Market in San Diego.

Mbere is a “Bahati Mama,” a close-knit group of refugee female farmers – many from City Heights – who sell their produce at San Diego’s weekend markets. A stout and proud woman, Mbere has been a Bahati Mama for more than three years. Like most of the women in the group, Mbere is a Bantu refugee from Somalia who farmed long before her involvement with the market.

“First we started in our community garden,” she said. “But before that, I farmed in Somalia.”

The Bahati Mamas first organized at the New Roots Community Farm on the eastern edge of City Heights, a community known for its diverse population and eclectic mix of cultures. It’s also one of the most underserved parts of the city, particularly when it comes to food access. The area has about half the number of the full-service grocery stores that is considered sufficient for its population.

The Bahati Mamas wanted to give their children better food options and hoped that farming could be the path to self-sufficiency. So they joined the International Rescue Committee’s Refugee Entrepreneurial Agriculture Program, a training program to help refugee populations establish their own agricultural businesses. grow their organic vegetables on a 20-acre farm in Pauma Valley, a rural area about an hour’s drive north from San Diego.

“We learned important lessons about growing in the U.S.A., like water conservation, irrigation and using tools we didn’t have at home,” Mbere said. “But we also learned things like sales, marketing, and business models.”

Every weekend, the women sell their crops at the City Heights and Point Loma farmers markets. They also sell their organic produce to a few local restaurants. Profits are divided up as income for the women.

But, “There are minimal profits. Most money goes to the drivers to pay for their time and gas,” said Bilal Muya of the International Rescue Committee. “The women don’t have a truck to drive themselves.”

Despite the challenges, Mbere said she has big dreams for the Bahati Mamas and hopes that the program eventually can distribute food to the entire city, and become a model for other refugees and farmers across the nation.

“I am very happy,” she said. “I love being an example for our children and grandchildren. We are showing them that if people come together, we can do anything.

We support each other and bring each other up.”

With support from the nonprofit advocacy group Mid-City CAN, the Bahati Mamas also are working to distribute their organic vegetables in local school lunch programs. This could be a profitable business opportunity, because more than half of the students in the San Diego Unified School District qualify for free or reducedcost lunches. But the women aren’t doing it for the money.

“It’s important that we get the food we are farming into the schools,” Mbere said.

“We are working hard to provide for and feed our children, and we want to give back to the schools and get the students fresh produce.”

Emly Serafy Cox of Mid-City CAN said the efforts won’t stop there. They also hope to incorporate gardening and farming education into the curriculum, teaching students the importance of local production.

The Center on Policy Initiatives, a grantee of the Surdna Foundation, is a nonprofit research and action institute dedicated to advancing economic equity for working people and diverse communities throughout the San Diego region.

New fire station set

Funding for a rebuilt Fire Station 17 in City Heights has been secured.

The San Diego City Council recently approved a $120 million infrastructure bond to build fire stations and libraries, and to repair streets and sidewalks.

Included in the approved projects is $11 million for a new City Heights fire station, which long has been among the busiest in the city. The new, three-story firehouse at 4206 Chamoune Ave. will have 10,760 square feet of space.

Construction is expected to begin in October and be completed in March 2016.

The city plans to demolish and rebuild the existing station. Fire crews will work out of temporary quarters in the meantime.

The bond also sets aside $2 million for designs and land acquisition for a future fire station on Home Avenue.

La Maestra Foundation is actively investing in the next generation

A recently opened after-school program for City Heights children crafted by the La Maestra Foundation already is near capacity.

The weekly program began in December for children ages 8 to 18, and it provides tutoring, Internet access, music, exercise, snacks and more. It began with Monday sessions from 4 to 6 p.m. at La Maestra offices on Fairmount Avenue.

“Our goals for the program not only include providing a safe and caring environment for students after school, but (also) helping them with homework, igniting their passion for art and music, and assisting them in graduating from high school and entering college or vocational school,” said Kris Rolfson, La Maestra Foundation’s program director.

Hamud describes the group’s first mission as getting to “know our East African leaders within the community,” she said.

“We were determined to find out what exists within the community and where the needs are.”

The group members were also sharing information.

“We had various wor8shops in mosques, in churches, in house meetings,” she said.

Now the focus has shifted to enrollment, where challenges include many people in the same family who have different insurance situations.

“You could have a family of eight, where two people qualify for Medi-Cal, two people qualify for the ACA, and there is a male hanging around, not sure where he belongs, and that is the person we are interested in, to see if he qualifies and we could enroll him” in Obamacare, she said.

Matt is a recent graduate of Whitworth University in Washington who grew up in San Diego and returned to help run the program.

“I love that we have so many students engaged in so many different things and that everyone is learning, growing, and having a good time,” he said.

And the nuances of working within the East African Community are many.

For example, “The majority of Somali community is an oral community,” she said. “So sometimes we translate [information] into literature, but we also have to read that literature back to them.”

The group also has to understand East African family relationships.

“Sometimes we bring together in house meetings ten women and they will outreach to other women,” she said. “It is amazing the power of the female within the community.

“She is very revered, and, it might not translate much when it comes to the political scene in Somali, but within the family dynamic she is the shaker and the mover.”

Another struggle is people who believe they are shut out of insurance, she said.

“Now, it is sitting with them and saying ‘Guess what, your husband can now have insurance,’ ” she said. “Actually, it’s his right to have insurance”
