Local volunteer witnesses evolution of City Heights

I’m Tom Buck, retired military with eight years in the Navy and nearly 14 years in an Army uniform. My favorite memento after nearly 22 years of military service is the U.S. flag I purchased for myself when I returned from Iraq. My occupation in the Navy was an operations specialist; however, in the Army I served as infantry, combat engineer, and mechanic. My rank at retirement was E7. No doubt, if you live in City Heights, you have seen me around; probably in a variety of seemingly unrelated venues.

As a resident of City Heights for more than 30 years, I have witnessed the everchanging makeup of our community. Our neighbors include a representation of numerous nations of Africa, such as Somalia,

Sierra Leon, Ghana, Nigeria, Eritrea, Ethiopia, and Kenya; the Philippines, Vietnam, Laos, China, Cambodia, and various other Asian countries; England; Sweden; Germany; Spain; Greece; Italy; Iraq; Iran; Russia; Israel; Poland; Chile; Peru; our closest neighbor, Mexico; and many others. If I were to guess, I would say there are over 30 different languages spoken in this small area of San Diego. Consequently, communication can often be a major issue. Shopping, banking, filing taxes, completing a job application, and helping the kids with their homework are only some of the tasks that challenge those who do not speak or read English well.

The nonprofit is the brainchild of Christopher Yanov, a UC San Diego graduate who started the group in 2001 with just four students who met at a Presbyterian church in nearby Golden Hill. It has grown into an organization with annual revenue of nearly $1.4 million in 2010 (the most recent year for which tax returns are available) that aims to send students with a dream to some of the country’s best universities.

Some 280 local teens were accepted into the program in at the beginning of this school year.

“The mission of Reality Changers is to provide inner-city youth from disadvantaged backgrounds with the resources to become first generation college students by supplying academic support, financial assistance, and leadership training,” states its website. It has awarded more than $3 million to low-income students who have earned a total of more than $25 million in scholarships.

Said Yanov: “Seeing intelligent inner-city kids fall into the traps of drugs and gangs made me hope that they would make smarter decisions if better opportunities seemed realistic to them.

Luckily, they proved me right!”

Those who have benefitted from the program swear by it.

“It has completely changed my life and it has completely changed my mindset,” said Olascoaga, a 16-year-old living with her family in City Heights who attends Patrick Henry High School near San Diego State University.

Yanov, who had worked with at-risk kids in the past, said he had to change his approach if he were to truly make an impact.

“Before starting Reality Changers, the youth program that I led was all about `don’t do drugs!’ or `don’t be in gangs!’ and produced no results,” Yanov said. “When I launched Reality Changers in 2001, however, I decided not to give any face time to those negative behaviors and only talk about how to become a first generation college student. I still work with the same type of kids in the same neighborhoods as before, but that shift in approach has made all the difference.”

While the program is free, students must earn their keep.

Participants sign an agreement pledging to maintain a minimum grade point average of 3.0, participate in school activities and volunteer in the community. They also cannot be involved in a gang and must undergo random drug and alcohol testing.

tutors, college-educated youth with backgrounds similar to those they are helping. Besides setting a role model, they also help prepare students for their SAT exams and make sure they are taking the proper college preparatory courses.

“I had never known anybody who had ever gone to college, and Reality Changers had these tutors working with me who were from San Diego State, UC San Diego, who were doing everything they could to make sure I got there,” said Villegas, who now serves as a site director of the nonprofit in City Heights. “I was kind of oblivious on what you needed to do and when you need to do it in order to get to college, and Reality Changers spoon-feeds you all the information and help you need.”

Olascoaga said she heard about Reality Changers through her brother, who completed the years-long program and is now studying criminal justice at Chico State University in Northern California. She applied when she was

in eighth grade, but wasn’t accepted until a year later. In the meantime, she participated in the group’s activities, volunteered at various events and got help with her school work from Reality Changers tutors.

The tutoring over the past couple years has helped her raise her GPA from a C average in middle school to a 3.8 as a junior.

“Going to college is something I really want to do, and Reality Changers is helping me get there,” she said.

Solis, 18, said he got involved with Reality Changers at the insistence of a friend. “The tutors help you a lot,” he said. “They go beyond just helping you with your school work. They offer you guidance.”

But school tutoring didn’t hurt.

“A tutor from UCSD helped me study for seven hours for my final exam in an honors calculus class,” Solis said.

The City Heights resident graduated from Mission Bay High School with a 4.1 GPA.

Businesses struggle to boost foot traffic

At 3 p.m. on a recent Wednesday, the dining room of Hoai Hue Vietnamese restaurant in City Heights is busier than one might expect. Cooks shuffle in the kitchen preparing dishes as groups chatter over a television playing Vietnamese music videos.

Heip Diep, 26, whose family owns the place, says business has remained steady throughout its 18 years because of its proximity to residential blocks that have housed Vietnamese refugees since the 1980s. And it’s been successful attracting Vietnamese diners from other parts of San Diego, thanks to word-of-mouth advertising in the Asian community.

But Diep said the restaurant hasn’t drawn many customers from outside of the Vietnamese population. And the business district it sits in, Little Saigon, has been fairly slow to pick up popularity akin to what other cultural centers such as Little Italy enjoy.

In short, the cluster of more than 100 Vietnamese-owned businesses along El Cajon Boulevard serves plenty of local families, but isn’t yet a common destination for trend-setting consumers with disposable incomes.

Business district supporters say the cause — and solution — is street level. Literally.

A growing body of research suggests improving sidewalks and crosswalks can significantly boost profits. The idea seems obvious: make businesses easier and more pleasant to get to, and customers will show up.

Businesses in the Bird Rock neighborhood of La Jolla saw a 24 percent increase in sales within a year after new sidewalks, bike lanes and traffic-calming roundabouts were installed, according WalkSanDiego’s executive director, Jim Stone.

Even quick fixes such as utilizing empty sidewalk planters can have a big impact. Consumers are

willing to pay up to 12 percent higher for goods and services when business districts have trees, according to a University of Washington study published in the Journal of Forestry.

Diep said he knows the difference a tree can make firsthand. The tree in front of his restaurant’s old location was ripped out shortly before he and his family moved.

“It actually hurt our business because it didn’t look as appealing to the outside public. It created an industrial look when what you want is a friendly, inviting area like a park,” Diep said, adding that the planter was never filled in, creating a hazard for customers.

Outside of his current location, tree branches shake with each passing car, most far exceeding the 35-mph speed limit. Diep said the new location is much better, but that there is room for improvement.

“This is a very busy street, and for any busy street, you need infrastructure that promotes safety and movement,” Diep said.

Taking action, the Little Saigon Foundation is seeking funding for a design plan that includes safer crosswalks and sidewalk improvements. WalkSanDiego and the City Heights Community Development Corp. also are working on securing funding for improvements along business corridors in City Heights.

The groups wrapped up a series of workshops and surveys this summer that they’ll use to make the case that streets matter just as much for economic development as the destinations they take us to.

They plan to apply for federal Community Reinvestment Act funding, which Stone said has never been used for walkability projects before.

“This area is very rich in culture,” he said. “All it needs is a little work on infrastructure and funding to make it what it should be.

An organizer at heart

I was born in Madison, Wis., and raised in the Mennonite tradition of nonviolence and consensus-based decision-making. My father was my first teacher in life and made sure I understood how power and money affect our society.

I earned my bachelor of fine arts degree in dance and women’s studies at the University of Minnesota - Twin Cities. While at Minnesota, I helped organize student protests against the war in Iraq and in solidarity with the striking American Federation of State, County and Municipal Employees on my campus. I also served as student body president and helped elect Cam Gordon, a neighborhood organizer, to the Minneapolis City Council. These experiences with organizing and government made me fall in love with local politics because I could actually have an effect on what happens. Maybe I can’t stop a war, but I can help local workers and students.

After graduation, I worked at a clinic for people without health insurance and served on the Capital Long Range Investment Committee for the city of Minneapolis. I biked to work every day and enjoyed my first real job. Though I loved Minneapolis, I knew I wanted to live and work in a place outside of my comfort zone, at least for a while.

My aunt has lived in San Diego for more than 30 years and convinced me to share her duplex in Golden Hill.

Little did I know I would soon be put-

ting down permanent roots in sunny San Diego — I met my husband on the bus shortly after moving here and we now have a beautiful 2-year-old daughter. But, for the record, I did not move to San Diego because of the weather; I miss the snow every Christmas.

Before joining the MidCity CAN staff, I was executive director at Empower San Diego, a nonprofit that does local civic engagement and coalition-building – such as the Community Budget Alliance. While there, I also facilitated Empower San Diego’s “Communities in Unity” redistricting coalition, which helped unite City Heights’ voting power in the new 9th City Council District.

I am very excited about the potential for this new voting power in City Heights and it is part of what drew me to work with Mid-City CAN. Building a base of power in the community, which can produce the next generation of political leaders in City Heights, is the most exciting thing I see on the horizon.

VOLUNTEER, from P1 Heights, I also help students with their homework, often at the library. At other times I teach English or help adults with ESL homework. I have found that restaurants and coffee shops make good classrooms, so you may have been sitting next to my table wondering what I was doing. Occasionally, I am invited to a family dinner as a gesture of appreciation and served foods my children would not recognize, or eat.

One such invitation became the catalyst of my desire to teach English. While at the library helping middle school kids with homework, I was asked to help a Vietnamese boy named Quang learn English. The 10 year old knew how to say, “Hi, my name is Quang” in English, but not much more. To his credit, I have not met many who demonstrated a greater desire to learn. Quang’s teachers at Central Elementary School and Woodrow Wilson Middle School often praised his progress as he and I worked through every homework assignment for one full year. After approximately two and one half years of intensive teaching at his schools and my help with assignments at his home, San Diego Unified School District reclassified Quang as fluent in English. Quang is now 14 years old, currently attends Fountain Valley high School, and has a 4.2 grade point average.

Another student from the City Heights library is Ethan. Ethan is 9 years old, speaks and reads English very well, yet needs inspiration and motivation to help him focus on homework. His parents are continually learning more English, but their son cannot wait until they become more proficient. They bring Ethan to the library during the hours I volunteer on Saturday mornings and during his summer vacation. Ethan has just completed all the steps of outlining and writing a five-paragraph essay on the subject of Thomas Edison. He will begin the new school year with confidence and understanding.

I have concluded that confidence and understanding should not be limited to these young students. I have decided to enhance City Heights, our wonderfully diverse community, by being patient when communicating with English language learners, smiling, and taking advantage of teaching opportunities.

San Diego Unified has altered recipes and will be ensuring that students are offered enough fruit, vegetables, grains and other staples required by the federal Healthy Hunger-Free Kids Act. “The new guidelines are an opportunity to expand our existing menu of healthy offerings,” said Food Services

Director Gary Petill. “Our team is focused on making sure we provide the best quality lunches, breakfasts and snacks for all of our students.”

New options for the 2012-13 school year include Asian chicken salad and Asian tofu salad; vegetarian pizza with jalapenos, corn, olives and green peppers; vegetarian chili in a bread bowl; and corn and black bean salads. The popular Chicken Diego Wrap, a grilled chicken and vegetable wrap, is back on the menu, too.

San Diego Unified serves more

than 25 million meals a year. It has long been at the forefront of districts trying to offer healthier menus.

“Today’s high school seniors have had salad bars in their cafeteria since they were in second grade,” Petill said.

“We now have a whole generation of students who embrace healthy food and know how to make good choices.”

“San Diego Unified has long been a leader in providing innovative and nutritious meal options to students,” said Judy Larsen, program manager for the California Endowment.

Honors bestowed on Central Elementary

A national educational magazine, “Scholastic Parent and Child,” has recognized Central Elementary School in City Heights as one of the ‘Coolest Schools in America’ for its comprehensive Health and Wellness Center. The full-service medical clinic staffed by doctors and nurses treats students and their siblings before, during and after classes – and during vacations.

They also treat the uninsured at no cost.

“Now, whether the problem is a cough, a need for glasses, or a suspected learning disability, nothing more than a trip down the hall stands between each child and the opportunity to succeed,” wrote Scholastic Parent & Child magazine in its latest issue.

The Coolest Schools in America highlights 25 campuses that have brought together educators, community leaders, and families and students to drive innovative approaches to making school more relevant, challenging, and motivating.

Better late than never

Some 150 students participated in San Diego Unified’s annual Summer Commencement Ceremony for high school seniors who hadn’t fulfilled graduation requirements in time for June ceremonies.

The event took place Aug. 3 at Lincoln High School.

Students from all of the district’s high school campuses participated. Each student’s name, as in the traditional ceremony, was read aloud, and students wore the caps and gowns in their school’s traditional colors. Seniors who participated are those who may not have passed the California High School Exit Exam in time for June

graduation, or needed summer school to pick up credits needed to graduate.

The district has held this special graduation ceremony since 2005. Officiating was Dr. Patricia Crowder, principal of Patrick Henry High School. Sid Salazar, assistant superintendent for Instructional Support Services, delivered the commencement address.

Before the summer graduation ceremony was established, students would receive a diploma by mail but wouldn’t be able to participate in a commencement ceremony.

Students bone up on their skills

Some 150 students in grades 5 through 8 – including many from City Heights – brushed up on their math and science skills while improving their English-language arts through the Summerbridge program at La Jolla High School.

The program, established in 1993, helps students who are considered to be at-risk.

The San Diego Unified School District, UC San Diego, San Diego State University and the University of San Diego work with nonprofit Summerbridge San Diego to stage the annual program.

“Summerbridge ensures that a group of district students connects with enthusiastic teachers who inspire in them a love of learning and a commitment toward higher education,” said Conrado Castro, the program’s executive director. “In addition, Summerbridge San Diego includes families in their students’ learning.”

The program isn’t limited to the summer; it holds parent events during the school year, plus tutoring and mentoring opportunities with university partners.

Ocean Discovery Institute students share their adventures What does summer for an Ocean Leader student look like? How about traveling aboard a research vessel to the South Pacific and the Tonga trench, or leading a habitat restoration crew, or maybe using cutting-edge technology to develop three dimensional images?

On Aug. 15, some 300 guests filled The Neurosciences Institute in La Jolla to hear what several City Heights youth experienced this summer as Ocean Leaders students. During the `Report to the Community,’ guests met college students and learned about their summer internships at such places as biopharmaceutical company Tyr Pharma, RECON Environmental, and Scripps Institution of Oceanography, among others.

A group of high schools student presented their scientific research conducted over the summer in Baja California. Research projects included using LED lights to cut down on the accidental capture

of sea turtles, learning how plants in salt marshes influence animal populations, and discovering how marine resources support island ecosystems. City Councilwoman Marti Emerald congratulated the students and presented each with a certificate of achievement. Students also received certificates from U.S. Sen. Barbara Boxer, Sen. Dianne Feinstein, Assemblyman Marty Block, and Assemblywoman Lori Saldaña.

The program ended with each student presenting a rose to someone in the audience who they felt gratitude toward. Anai Novoa, Ocean Discovery’s first student to attend graduate school, chose to give her rose to her longtime mentor, Dr. Drew Talley.

“Little did I know that the first scientist who introduced me to ecology when I was an eager and curious 14 year old would also take the role as my graduate school advisor at the University of San Diego,” she said as she presented the flower.

Ocean Discovery Institute and students will continue to celebrate at the annual Bubble Up! gala at La Costa Resort and Spa on Sept. 8 from 6 to 10 p.m. The event features an auction, an opportunity drawing, student activities and good food. Some 300 business leaders and members of the philanthropic and scientific communities are expected to attend.

Money raised at the event will provide critical support for Ocean Discovery’s programs, paving the way for more than 5,000 local youth to gain knowledge and understanding of the sciences and nature.

The San Diego Lantern Festival lit up the Hoover High parking lot for three days in August as about 10,000 visitors celebrated a 2,000 year old Asian tradition. Authentic food, traditional dances, carnival rides, and the Miss Asia San Diego Pageant highlighted the weekend. The annual event is produced by the Little Saigon Foundation.

Time to start thinking about what to plant this fall in the garden.

With two community gardens and countless yards, there are more than a few opportunities for City Heights residents interested in growing their own crops or flowers. For those looking to plant vegetables that will thrive during the fall, winter and early spring, San Diego Master Gardeners suggests everything from beets, broccoli, cabbage and carrots to lettuce, onions, peas, potatoes, spinach and turnips.

San Diego Master Gardeners and the University of California Cooperative Extension offer the following tips in preparing the soil before planting: Rototill or spade the ground to a depth of eight to 12 inches, break up any clods, and then rake the surface smooth. Feel free to add organic compost, but a fertilizer containing nitrogen, phosphorous and potassium should be mixed in the soil prior to planting. If animal manure is used, it should be spread evenly and thoroughly mixed into the top six inches of soil.

If you don’t have a yard, there are at least two community gardens nearby, including New Roots Community Farm at 54th Street and Chollas Parkway, where dozens of families have been raising crops for the past several years. The garden is operated by the International Rescue Committee, which also oversees the City Heights Community Garden at 43rd and Wightman streets.

By Rosie Montijo Four $1,500 college scholarships were presented to deserving students during the City Heights Community Development Corp.’s annual awards dinner on Aug. 30.

This privately funded scholarship is limited to the 346 families who reside in the Community Development Corp.’s affordable housing communities. Outstanding volunteers with the organization also were honored.

A special Achievement Award was presented to Maxine Smith, a longtime dedicated employee of City Heights Community Development Corp. for her tireless commitment to helping better the lives of local families.

Presenting the awards were City Councilman Todd Gloria, Lt. Charles Lara from our local Mid City Police Division, and former Community Development Corp. Executive Director Jay Powell.

Local residents who are victims of discrimination and suffer other violations of their rights often find it difficult to decide where to turn for help. That’s why La Maestra Community Health Centers has expanded its mission to include legal advocacy services.

What does legal advocacy have to do with health? Here’s what Zara Marselian, chief executive officer for the organization that has been helping City Heights families since the 1980s, had to say: “Our team of medical providers and support staff were seeing patients whose rights had been violated, including victims of violent crime, human trafficking, and abuse. So, in addition to working to improve their physical and mental health, we wanted to help those in need to navigate through the legal system and get connected to resources in the community.”

La Maestra Legal Advocacy Services was launched in November, and it already is having an impact. The program has served more than 254 clients who have been victims of domestic violence, sexual assault and other crimes, doing such things as seeking restraining orders. The program also has helped clients navigate their way through housing and labor related issues, and it has aided others in clearing old court records.

While Legal Advocacy Services provides information to help clients make informed decisions, its staffers do not act

as attorneys. If legal representation is necessary, clients are linked to a network of partnering organizations and firms, including Casa Cornelia Law Center.

Legal Advocacy Services program manager Carmen Kcomt is a lawyer and former judge and has in-depth experience to better serve clients. She said that while some cases can drag on, others have successfully been closed in the short time her office has been open. One involved two people brought into the United States as victims of human trafficking. They were forced into slave labor. They were referred to La Maestra Legal Advocacy Services and ultimately became financially independent and stable after seven months. They are now working full time, are self-sufficient and grateful for the program at La Maestra.

Kcomt and her team of volunteers work closely with other departments in La Maestra’s Circle of Care program to ensure that the complex needs of clients are met. Clients can access eligibility assistance to apply for Medi-Cal and other health programs; counseling to cope with stress, anxiety and depression; free nutritious food, clothing and household items through the food pantry; and affordable dental care. Since economic stability is key to being self-sufficient, clients are also referred to financial literacy classes, job training and a microcredit loan program through the La Maestra Foundation.

Program helps students get safely to and from school

Mid-City Safe Passages is a grassroots program with parent volunteers who stand on busy street corners in blue vests to discourage unsafe behavior and keep a watchful eye on children.

It is funded by a grant from the California Endowment. Mid-City CAN is the City Heights hub for this and other Building Healthy Communities Initiative grants.

Eugene Johnson created the Safe Passages program, modeled on similar work he saw in southeastern San Diego, around six years ago, he said.

“It’s very important for parents t be out in the community to be able to stop all this,” Johnson said. “I truly believe that the parents get more respect from

these individuals than the police...

When they see a police officer, kids tend to try to be all bad.”

Parents are benefiting too.

“By parents being out and being aware of those things, it makes it safer to get those kids to the school campus,” he said.

When volunteers see a dangerous situation, they alert school security officers with two-way radios they carry. Those school officers call emergency personnel if necessary.

The program centers on six City Heights campuses: Crawford High School, Horace Mann Middle School, Marshall Elementary School, Fay Elementary School, Ibarra Elementary School, Euclid Elementary School and a charter school founded by Pacific Islanders.

The program now has 24 par-

ent volunteers, but Johnson’s vision is to expand it to 75.

One of the program’s longtime volunteers is Melvin Harris. Harris, whose child is now an adult, said he “just wanted to do something to help the kids.”

Harris said he averages two days a week on patrol “So many kids walk back and forth that are afraid to walk to school,” he said.

Harris and other Safe Passages volunteers are trying to change that.

“I don’t tolerate any fighting,” Harris said. “I just hate that I can’t be there every day.”

Johnson describes the training for volunteers as a mix of basic “martial arts training and streets awareness.”

But the volunteers’ most powerful weapon might be the rela-

tionships they build with the students.

“When [students] walk out of schools in the afternoon, they have that confidence to say, ‘Hey there is going to be a fight,’ “ Johnson said. “They trust in you knowing that you will be able to prevent that fight that was going to happen.

“That is a big change.”

Another danger that the volunteers try to reduce is speeding. Many drivers also seem to be getting the message.

“You have some that when they see those blue vests they respect that, because they see now that there is safety for those kids on that corner,” he said.

Start times for the volunteers are staggered. Some start from 6:45 to 7:30 a.m. Some start at 8:30 a.m. Some volunteers work

in the afternoons from 2 to 3:30 p.m. to ensure a safe trip home for students. Volunteers also call in reports of juveniles out during school hours to the police department for truancy sweeps The goal is to avoid the “danger of the streets and gang activities,” Johnson said. “These kids are just being bullied, and being introduced into drugs and crime.”

El programa cuenta con 24 padres voluntarios, pero la visión de Johnson es aumentar la cantidad a 75.

Apartment owners working with residents to prevent crime

The idea is simple. Apartment owners and police working together to map out simple strategies, such as installing better lighting or doing a better job of screening tenants, that make properties less prone to crime.

The Crime Free Multi-Housing program has been used in nearly 2,000 cities throughout the world. Fully certificated properties have reported significant reductions in crime. SAY San Diego, a local nonprofit, has taken the lead in advancing the

Crime Free Multi-Housing program in City Heights with many partners, including the San Diego Police Department, the Commission on Gang Prevention and Intervention, the San Diego Housing Commission, and Price Charities.

The program has three phases. The first includes an eight-hour manager training class that includes information on crime prevention, gangs, drugs and community resources, along with training on how to better screen potential tenants.

The second phase aims to reduce the risk of crime by assessing the surrounding area

and identifying factors that may encourage or discourage crime and other undesired activity.

The third phase is called Resident Participation and Engagement and includes a meeting with those who live in the area, an overview of the Crime Free Multi-Housing Program, personal safety tips and information about resources available in the community.

The Crime Free Multi-Housing program is successful because it approaches crime on many fronts. Law enforcement cannot solve crime problems alone. Neither can the management or residents of rental properties.

“The San Diego Police Department places great value on community partnerships,” said Officer Ed Zwibel.

“Crime Free Multi-Housing provides properties and residents access to resources critical for safety and social development. We believe Crime Free Multi-Housing is an excellent venue to design out crime and highlight the power of collaboration in our communities.”

Jon Walters of the San Diego-based Association of Community Housing Solutions, agreed. “The suggested improvements to our sites were not expensive and had immediate improvement. Our residents report feeling an overall sense of improved security and satisfaction with management’s concern for their welfare. This has translated into lower vacancy rates, reduced complaints, and improved financial performance for our locations.”

That led to a strategy session in February to identify future partners, potential funding sources and duties and responsibilities to and expand the program. Representatives from the San Diego Housing Commission, the federal Depart-

ment of Housing Urban Development, the City Attorney’s office, city Code Compliance, Price Charities, the San Diego Commission on Gang Prevention and Intervention, the Institute for Public Strategies, San Diego police Department and SAY San Diego were among those attending. As a result of the meeting, SAY San Diego agreed to assume the lead for the Crime Free Multi-Housing program in the city.

By the El Cajon Boulevard Business Improvement Association Cali Baguette Express opened on El Cajon Boulevard in April of 2008 as a Vietnamese sandwich shop. Those new to this type of cuisine may be surprised that this traditional Vietnamese sandwich, called banh mi, is served on a freshly baked crispy French baguette.

The contents of the sandwich are amazingly diverse. Ingredients include crunchy sliced pickled carrots and daikon, onions, cucumbers, cilantro, jalapeño peppers and a variety of meat or vegetarian options, including roasted or grilled pork, Vietnamese ham, paté, barbeque chicken, turkey or shrimp.

The proud owner of Cali Baguette Express is Joe Phung. He considers himself fortunate to have found such a superb location on the corner of 52nd and El Cajon Boulevard in the Little Saigon district.

The location also adds a claim to fame as it is believed it is the only drive-thru Vietnamese restaurant in all of San Diego.

For 15 years Joe owned a furniture store, but he saw the business slowing down drastically and knew that he needed to make a

change. He held a meeting with his family (Joe has a son and three daughters) to brainstorm a sound business investment. Joe embraced the opinions of his family. He then contacted someone that was involved in the Baguette Express franchise, which operates in a few other locations in Los Angeles and Arizona. He learned the basics to get started. Joe started his own Banh Mi shop and called it Cali Baguette Express in recognition of the family’s residency. Since opening the original in City Heights, he has helped family members open two more sandwich shops in San Diego.

By providing his customers with great service and healthy and delicious sandwiches for as little as $3, Joe realizes his return on his investment everyday by watching people smile as they eat. He is pleased to have the support of his family because together they feel a sense of community building between their multicultural clientele.

Joe said, “We only need to be rich at heart. We make people happy, and in return, this makes us happy.”

LA MAESTRA, de P8 Aunque los Servicios de Defensoría Legal ofrecen información que ayuda a los clientes a tomar decisiones informadas, el personal no presta sus servicios en calidad de abogados. New tool helps assess kids’ readiness for kindergarten

A new screening tool is helping teachers and parents identify strengths and weaknesses of incoming kindergartners before they ever step foot in the classroom.

For the first time, Hoover cluster elementary schools this year administered two “Ages and Stages Questionnaires” at kindergarten orientation to help classify each child’s stage of development, academically and socially. The results were used to provide proper classroom placement and identify students who might need extra help.

Joyner Elementary Principal Joe Austin, whose school pilot tested the questionnaires in July, said the questionnaires provided information that previously might have taken teachers months or even years to discover.

“We don’t want to wait until the fourth grade to discover that a minor developmental delay in one of these surveyed areas has resulted in a student achievement gap,” Austin said. “We want to know in Kindergarten.”

Research shows early intervention is a key to helping kids with learning disabilities and/or social issues. Austin has seen kids improving their reading by three to four levels in a short period of time through targeted programs.

Of the 38 kids whose parents completed questionnaires during the a pilot program, 17 were identified by Joyner school personnel as having at least one area of concern. Some will be referred to their pediatrician for further evaluation and receive targeted interventions as deemed necessary.

Kids who are found to have communication issues might be paired with the school’s speech language pathologist for support or further assessments. Others might be connected with math or reading specialists.

Those with health issues will be referred to the cluster health clinic, located on the campus at Monroe Clark Middle School.

At Rowan Elementary, 20 of the 29 scheduled incoming kindergartners came in for orientation on Aug. 27. Parents said questionnaires were helpful in letting them know the status of their child. Some said the

screening came as a relief.

“It showed me she could do the things they wanted,” said Taneqa Vailes, the mother of incoming kindergartener Muryana.

“I knew she was smart. It confirmed my thoughts that she is ready for kindergarten.”

Robert Garcia, the father of Angelina Garcia, agreed. “It felt pretty good. I can’t wait to tell my wife.” Garcia said he had been working with Angelina at home to know her sight words, numbers, and shapes, which are among the areas in which Ages and Stages questionnaires screen. The questionnaires also ask parents about their child’s language ability, social skills, and athletics.

After filling out the questionnaires and asking her daughter to perform some tasks, such as cutting with scissors on a dotted line, Claudia Morena said her daughter Mia knew how to do more things than she thought.

“It’s going to allow teachers to know right away where kids are at,” Rowan Principal Kim Kossyta said. “It will allow them to tailor the teaching in a more focused way.”

At each orientation, doctors, nurses, and other experts were on hand to discuss developmental issues with parents. Each attending child was also given a backpack and basic school supplies, donated by the JP Morgan Chase Foundation.

The Ages and Stages Questionnaires were sponsored by the City Heights Partnership for Children. The Partnership hopes the screening tool will help open the lines of communication between parents and teachers and serve as a first step in helping children succeed throughout their academic career.

San Diego Unified helping immigrants trying to stay in the U.S. under new federal program San Diego Unified has designated its Ballard Parent Center in Old Town as the location for hundreds of residents to obtain documentation of school attendance that is needed under the federal Deferred Action for Childhood Arrivals program.

The center will only serve current and former students of the San Diego Unified School District. It is located at 2375 Congress St. Parking is available, and residents from other neighborhoods can get there via bus or trolley.

The center will be open from 8:30 a.m. to 1 p.m. daily. It is important to note that documentation for school attendance needed for the Deferred Action for Childhood Arrivals program cannot be obtained at schools or other district locations.

The federal Deferred Action for Childhood Arrivals program eliminates the immediate threat of deportation for younger immigrants, while allowing them to work.

Guidelines state that residents lacking proper immigration papers “who came to the United States as children and meet several key guidelines may request consideration of deferred action for a period of two years, subject to renewal, and would then be eligible for work authorization.”

One of the guidelines is showing proof of school attendance. San Diego Unified has said it will make every effort to provide former students with the documentation that

may help them achieve this status with Citizenship and Immigration Services.

Applicants must bring an original birth certificate and photo identification and complete an application for the information they need. If the application is being made for another person, all the identification material must be presented, along with a letter from the individual authorizing the release of information.

Applicants should also know what years and the schools they attended in the San Diego Unified School District. A list of those schools is online at http://www.sandi.net/schools .

People eligible for the program must have been under the age of 31 as of June 15, 2012; must have come to the United States before they turned 16; must have continuously lived in the United States since June 15, 2007; must be in the United States when making the request; must be in school, graduated from school or have obtained a GED certificate, or must have been honorably discharged from the military; and must not have been convicted of a felony, three or more misdemeanors and do not otherwise pose a threat to the country.

Nueva Herramienta ayuda a las escuelas a evaluar si los estudiantes están listos para el kindergarten

Una nueva herramienta de evaluación está ayudando a los educadores y padres de familia a identificar las fortalezas y debilidades de los niños que asisten por primera vez a kindergarten antes de que pongan un pie en el salón de clases.

Por primera vez, el grupo de escuelas primarias de Hoover administró este año dos Cuestionarios Ages and Stages durante la orientación de kindergarten para identificar la etapa del desarrollo de cada niño, académica y socialmente. El Distrito Escolar Unificado de San Diego Unified Ayuda a Inmigrantes que están Tratando de Permanecer en EE.UU. a través del Nuevo Programa Federal El Distrito Escolar Unificado de San Diego ha designado al Centro Ballard para Padres ubicado en Old Town como el local en el que cientos de residentes pueden obtener el comprobante de asistencia necesario para el programa federal Acción Diferida para los Llegados en la Infancia.

El centro solo atenderá a los estudiantes actuales y pasados del Distrito Escolar Unificado de San Diego. Está ubicado en 2375 Congress St. Cuenta con estacionamientos y los residentes que vivan en otros vecindarios pueden llegar al centro vía autobús o trolley.
