2022 STORMWATER MANAGEMENT ACCOMPLISHMENTS OF NOTE

• There are 542 Detention/Retention Basins located within City limits. Basin’s inspections are on a one to three-year rotation. For 2022, 95 residential, commercial, and municipal owned detention basins in Ward 2 have been inspected for proper function and compliance. All new entries are entered into CitizenServe as new development occurs.

• The Detention Inspections program resulted in several basins being brought back into compliance. Several developments have either completed or are in the process of getting bids for remediation to bring them back into compliance.

• The City also performed two CIP-Detention Maintenance projects (Bluff at Dames Park and Piney Creek) for subdivision with defunct HOAs, bringing the two basins back into compliance at cost. The parcels associated with the basin were billed and balances at the end of the year are submitted to St. Charles County Assessor to be added as a special tax assessment with the City being reimbursed by the County when the lot owner pays. See photos on Page 49.

• The City has also worked with several commercial out of compliance basins to bring the basins back into compliance.

• 141 total major outfalls were inspected in 2022. This is part of our NPDES permit requirements. All new entries are entered into CitizenServe as new development occurs. With new development, new outfalls will be added to inventory.

• 370 total BMPs were inspected for compliance in 2022. All BMPs are entered into CitizenServe as new development occurs.

• Stormwater Management Coordinator received 56 concerns and completed 48 concerns for 2022 through GovQA/Citizen First.

• There were 4 illicit discharge concerns addressed and remediated. One of these was related to a report of discharge in streams.

• Stormwater Management webpage received 1,291 views in 2022.

• More than 1,600 lbs. of trash and debris was removed from our parks and streams during clean up events.

• The NPDES Phase II Stormwater Permit was renewed January 2021 along with the current five-year Stormwater Management Plan. A copy of this plan has been posted on the City Stormwater Management’s Webpage. This permit and five-year Stormwater Management Plan will run through 2026.
