NOTICE OF INTENT TO ADOPT A MITIGATED NEGATIVE DECLARATION AND HOLD A PUBLIC HEARING NOTICE IS HEREBY GIVEN that the City of Vallejo Planning Commission will hold a public hearing and make a recommendation to City Council on the adoption of the New Zoning Code and Zoning Map as provided below. Date: Wednesday, February 17, 2021 Time: 7:00 P.M. Location: Due to the current Shelter at Home Order and in conformance with the Governor’s Executive Order N-29-30, the City of Vallejo will hold Planning Commission meetings via teleconference. There will be no public access to City Hall for any meetings until further notice. Any interested members of the public desiring to watch the meeting or communicate with the Commission regarding the New Zoning Code, Map and Mitigated Negative Declaration must do so by accessing the following link: https://bit.ly/2Jcjdvq, clicking on the Planning Commission meeting date, and following the public comment instructions listed for this agenda item. PROJECT DESCRIPTION The City of Vallejo has conducted a comprehensive update to its Zoning Code (Vallejo Municipal Code Title 16) that includes both text and map amendments to reflect the goals, policies, and implementation measures expressed in General Plan 2040. The proposed New Zoning Code establishes new and modified land use regulations that will guide future development and design throughout the City. The proposed New Zoning Code includes, but is not limited to new and revised zoning districts, permitting procedures, permitted and conditionally permitted land uses and development standards (setbacks, height, minimum lot size, etc.) in each zoning district, city-wide development standards (fences, accessory structures, landscaping, parking, signs, etc.), and land use definitions that regulate city-wide development. The New Zoning Code is the first comprehensive update since 1980 and represents a complete redesign and modernization of the Zoning Code making it clear, approachable, flexible and easy to use. Public comments can be made on Open City Hall, Vallejo’s internet forum at: https://www.cityofvallejo.net/living/connect/open_city_hall#peak_democracy. PROPOSED ENVIRONMENTAL DETERMINATION Pursuant to the requirements of the California Environmental Quality Act (CEQA), an Initial Study and Draft Mitigated Negative Declaration (MND) have been prepared for the proposed project tiering from the General Plan 2040/Sonoma Boulevard Specific Plan Environmental Impact Report (EIR) certified by City Council in August 2017. It has been determined that with mitigations, the proposed project will not have a significant effect on the environment.


Initial Study and Draft MND Review Period: January 8, 2021 to February 8, 2021 The Initial Study and Draft MND, and all relevant documents are available for public review and comment at: https://www.cityofvallejo.net/city_hall/departments___divisions/planning_and_development _services/planning_division/planning_division_document_library, click on Zoning Code (New), ISMND.1.8.21 Comments on the Initial Study and Draft MND must be emailed to: michelle.hightower@cityofvallejo.net or mailed to the City of Vallejo, Planning Division, Attention: Michelle Hightower, 555 Santa Clara Street, Vallejo, CA 94590. Comments must be received in writing no later than 6:00 P.M. on Monday, February 8, 2021. The comments should focus on the sufficiency of the environmental documentation in its discussion of the possible impacts of the project.
