Why Are Rates Changing? In September 2016, Governor Brown signed Senate Bill (SB) 1383 into law. SB 1383 establishes methane emissions reduction targets in a statewide effort to reduce emissions of short-lived climate pollutants. Food waste alone accounts for approximately 17-18% of total landfill disposal. To comply with the requirements of SB 1383, the City of Vallejo and Recology have amended their franchise agreement to expand the solid waste services provided to customers. Unfortunately, SB 1383 is an unfunded state mandate for the organics programs that are now required. After extensive negotiations, Recology and the City have agreed to a rate structure that will fund the costs of these expanded services. What is Considered Organic Waste? • Food Scraps • Coffee Grounds • Tea Bags • Food-Soiled Paper Products • Pizza Boxes • Coffee Filters • Egg and Paper Cartons • To-go Bags/Boxes (no Styrofoam or Plastic) • Green Waste • Landscape & Pruning • Leaves, Flowers • Sludge • Lumber (untreated) • Wood
What’s Changing? Starting July 2022, residential garbage and recycling services will include: • Weekly Organic Waste Cart Service • Residents will now be able to put green waste, food waste, and foodsoiled paper in an organic waste container! • Annually, Residents will be Mailed One Free “Dump Coupon” • Dump one load of bulky household waste at the Devlin Road Transfer Station • Increased Illegal Dumping Support HOW TO PROTEST THIS INCREASE The City will accept written protests against the proposed rate increase from property owners and customers of record (PLEASE NOTE: emails or faxes will NOT be accepted). Objections to the rate increase can be submitted at the public hearing until the end of the public input portion of the hearing. They can also be mailed but must be received before the Public Hearing or hand-delivered to the City Clerk mailbox located outside of City Hall (555 Santa Clara Street) at or before the Public Hearing. If the majority
(51%) of our residential customers submit valid written protests, the proposed rate increase will not be implemented.

The City Of Vallejo Ushers In Stability At The Top With The Appointment Of Michael Malone As The Permanent City Manager

member Arriola opposed and members Brown and Miessner absent, City Council moved to place Interim City Manager Michael Malone in the permanent City Manager's seat for the next two years. Malone was hired in 2017 as the City's Water Department Director by thenCity Manager Dan Keen. At Tuesday night's City Council Meeting, during the appointment of Malone, Mayor Robert McConnell remarked, "...for once the City Attorney and the City Manager are rowing in the same direction, in the same boat; And It's time we... start working as a city, united..." He went on to say, "Mr. Malone as the manager, his job is to bring us issues, which is what he's done, and as a Council, we all need to learn how to work together much better than we have done in the past..." In an effort to further reinforce the advancement towards stability for the City, City Manager Malone appointed Gillian Hayes and Terrance Davis as the permanent Assistant City Managers (ACM) effective Wednesday, April 27. Hayes arrived in the City in 2019 as the Director of Planning and Development, and Davis began his time with Vallejo in 2017 as the City's Public Works Director. "In the six months that I have been the Interim City Manager, our team has accomplished
quite a bit to move the City forward. Now that we have a permanent team at the top, we can really begin to work on creating a strong foundation internally," said Malone. "Employee retention and attracting top talent is one of our highest priorities. We can't begin to refine and deliver the best service for the community without staff, so we are starting there." The move of Malone, Hayes, and Davis into permanent positions also brings consistency and stability to the rest of the organization. "I am thrilled to announce the permanent appointments of Beth Schoenberger, Melissa Tigbao, and Christina Ratcliffe to their positions as the Water, Public Works, and Planning and Development Directors. Narcissa Wilson will also assume the permanent role of Executive Assistant to the City Manager,” said ACM Hayes. “We will finally be launching into a place of real progress and growth with these solid foundational changes. I have every bit of confidence and faith that there is nowhere from here but up!" Hayes added. "Our goals for this community are built on the needs and desires of the people we are here to serve. I am excited for what the future holds, and I am confident that collectively, the community and staff, will make surmountable achievements in the next two years," remarked ACM Davis.
