Draft North Mare Island Disposition and Development Agreement Now Available

The City of Vallejo has made the draft North Mare Island Disposition and Development Agreement available to the public for review.

The draft DDA includes the following key terms: •

Nimitz acquisition of NMI.

The draft North Mare Island (NMI) Disposition and Development Agreement (DDA) is a purchase and sale agreement through which, if approved, the City will transfer/sell NMI to The Nimitz Group (Nimitz).

Demolition of remaining 10 NMI NonUtilized buildings at Nimitz’ cost and expense.

Preparation and implementation of an interim Beautification Plan by Nimitz.

The DDA is a culmination of years of work, beginning in late 2017 with a thorough request for proposal process where Nimitz was selected as the most qualified developer for the site. In mid-2018, the City entered into an Exclusive Right to Negotiate Agreement (ENA) with Nimitz regarding the NMI property.

Construction of Connolly Corridor Development on South Island to include a hotel, retail, residential and recreational open space within 60 months following Closing of the Initial conveyance.

Prohibition of construction on NMI of any liquefied natural gas facilities, cement


Preparation and submittal of a proposed New Specific Plan for the entirety of Mare Island that will include a plan for phased installation and construction of new Backbone Infrastructure.

Provides for a local community benefits program including local business and hiring practices.

Nimitz commitment to cooperate in the formation of new Community Facilities District(s) (CFD) to replace one or more of the existing CFDs on the Island.

Provision requiring Nimitz to pay City and Vallejo Unified School District (VUSD), beginning 5 years after DDA, the difference between property taxes received and the taxes that the City and VUSD would have received if buildings and improvements with an assessed valuation of $26M (2020/21 dollars) had been developed on Nimitzowned property.

Requirements for Nimitz to maintain roadways on NMI and to reimburse the City of Vallejo and the Vallejo Flood and Wastewater District for ongoing repair and maintenance costs of their respective utility facilities on NMI until construction of new facilities.

Under the DDA terms, the initial conveyance (transfer) will be for the approximately 125 acres currently owned by the City of Vallejo and Nimitz will sublease the Navy’s remaining approximately 32 acres of NMI. As the Navy

transfers their property to the City, Nimitz will accept ownership as part of the DDA obligations. On March 22, 2022, the completed DDA will be presented to City Council for consideration and possible approval at the regular City Council meeting. City Council Lifts Mask Mandate in The City of Vallejo In a unanimous vote on February 22, the Vallejo City Council adopted a resolution rescinding Resolution No. 21-100 N.C., terminating the requirement for masks in indoor and enclosed public spaces in the City of Vallejo. This means that effective immediately, masks are no longer required in the City of Vallejo. Following state regulations, unvaccinated individuals are required to continue wearing masks in enclosed public spaces. i80 Six Bridges Update Caltrans has scheduled four nights of full-directional closures on Interstate 80 (I-80) in Vallejo as part of the I-80 Six Bridges Project, which elevates six freeway overcrossings to allow the passage of new, taller semi-trucks beneath the freeway overpasses. To date, Caltrans has raised three overcrossings. During the upcoming closures, work crews will elevate two more, the Georgia Street and Tennessee Road overcrossings. Caltrans has scheduled a full overnight closure of eastbound I-80 in Vallejo on Monday, February 28, 2022 from 11:59 PM until 5:00 AM on Tuesday, March 1, and a full overnight closure of westbound Interstate 80 in Vallejo on Tuesday, March 1, from 11:00 PM until 4:00 AM, Wednesday, March 2. The consecutive nights of closures will allow Caltrans to raise the Georgia Street overcrossing. To elevate the Tennessee Road overcrossing, Caltrans has scheduled a full overnight closure of eastbound Interstate 80 on Thursday, March 3, from 11:59 PM until 5:00 AM on Friday, March 4, and a full overnight closure of westbound Interstate 80 in Vallejo on Friday, March 4 from 11:00 PM until 4:00 AM on Saturday March 5. During the I-80 closures, eastbound or westbound I-80 on-ramps in Vallejo will be closed as needed to safely facilitate the work. Detour signs will be posted. WB/EB I-80 DETOURS: Motorists traveling eastbound on I-80 will need to access I-780 to State Route 29 to State Route 37 back onto EB I-80. A 24-hr shuttle service will be available for pedestrians and bicyclists who need to travel over the freeway at Georgia Street or Tennessee Street overcrossing. One shuttle stop will be located on each side of the bridge. If you have questions or concerns about the project please call the I-80 Six Bridges project hotline at (510) 286-5620.
