WESTERVILLE

CITY COUNCIL

Welcome And just like that, it’s 2022. Welcome to a new year, Westerville. Just like any other year, we are starting 2022 off with optimism and hope. January and February may be our most undesirable months weather-wise (depending on who you ask), but that doesn’t mean the action is slowing down at Westerville Parks & Recreation. But first, we’re keeping residents informed of utility rate changes that become effective this month. See page 12 for details. While these rate changes reflect slight increases, Westerville-owned utilities are generally still more affordable than our neighboring communities. Have questions? Contact askutilitybilling@westerville.org.

Read page 4 to meet your new Council members. Westerville voters put Dennis Blair, Coutanya Coombs and Megan Reamsnyder on Westerville City Council, each beginning their first terms as elected officials. Regular Council meetings are the first and third Tuesdays of the month. You can reach all members of Council via email, or find information about issues and meetings, at www.westerville.org/council. As you plan your winter routines, don’t forget to hope for snow...at least if you like to sled. The profile on Westerville’s newer sledding hill is on page 5. Check out the tips and tricks to get the most out of the 33-foot hill. We wish you a happy and healthy 2022. Be safe, Westerville.

New Council Takes Seats in January: Westerville voters spoke on Nov. 3 last year, electing Dennis Blair, Coutanya Coombs and Megan Reamsnyder to their first terms each as Westerville City Council members. The four members begin their terms in January.

Dennis Blair

Coutyana Coombs

Dennis Blair won his first seat on Westerville City Council

in November. Blair has more than a decade of public service in Westerville on many community-oriented committees and projects, service organizations (Westerville Sunrise Rotary) and special events (Field of Heroes). Blair is a 30-year Westerville resident who ran to continue the momentum in Uptown and attract investments in Westerville through economic development. Blair and his wife of 33 years remain in Westerville, and are parents to three grown children and grandparents to two.

Coutyana Coombs also won her first seat. Coombs,

who also works as a real estate agent, said she ran “to keep the city healthy and prosperous and ensure Westerville’s values and 25-year vision are upheld.” Coombs is a 16year resident of Westerville, and active member of the Westerville Area Chamber of Commerce, having chaired the Women In Business committee and Business Inclusion Opportunities Council.

Megan Reamsnyder

Mike Heyeck

Megan Reamsnyder also won her first seat. Reamsnyder is a lifelong Westerville resident and graduate of Westerville North High School. She earned her degree in social work from The Ohio State University and returned to Westerville to raise her family with her husband and high school sweetheart, Jake. In her campaign, Reamsnyder focused on her community engagement, promising to “show up and work hard” for Westerville.

Returning to Council for a 8th-consecutive term is Mike Heyeck. Mike has served the community for nearly 40 years, and most recently acted as Council Chair. Heyeck focused his campaign on his public safety record, as well as a number of other accomplishments in economic development and protecting the City’s financial excellence.

At the beginning of January, Westerville City Council announced its organizational structure. (At press time, these results were not available.) This process used to take place each first day of December, but changed when the 2020 Charter was adopted. The four officers of Council are Chairperson, Vice Chair, Mayor and Vice Mayor. Please visit the Westerville website for the name of the Council member who will hold each position for a two-year term. Also determined at the organization meeting were appointments of members to numerous committees and boards on which Council members serve. All appointments are listed at www.westerville.org/council. Westerville City Council consists of seven at-large members elected to four-year overlapping terms in non-partisan elections. Municipal elections are held in odd-numbered years, with four seats filled in one election and three seats filled in the next election.

“This was the brainchild of the community and called for in the Westerville Parks, Recreation and Open Spaces (PROS) Master Plan,” said Laura Ball, Parks and Facilities Administrator. “It was important to create an opportunity for people to use their City parks throughout the year.”

Story Behind the

Ball is in charge of seeing through the development of the City’s many signature parks spaces. She took on the mountainous task to create a hill from flat land when she started with the City in 2016. Ball partnered with City departments and developments to source the right fill-dirt to build up the earth needed for the project. For about a year, residual dirt from sidewalk, roadway and some commercial development projects was trucked over to the park and carefully placed to create the hill. With the fill in place, the City contracted EMH&T to design the slopes for maximum winter fun. “It’s fun to see kids bundling up and enjoying time outside during the winter. You expect to see kids on playgrounds and splash pads, but to see our parks used year-round is wonderful,” Ball said.

ALUM CREEK SOUTH SLEDDING HILL

In its third year, the hill once again eagerly awaits the arrival of snow and happy sledders. With its flag firmly planted as the epicenter of winter activity, the hill could someday entertain sledders yearround. The PROS Master Plan calls for a portion of the hill to be dressed with a special surface that would someday entertain visitors during the warm months. This portion of the project remains in early planning stages.

Few winter pastimes are so cherished as zipping down a sledding hill. In a region that is decidedly flat, good sledding can be hard to find. That is unless you come to Westerville’s Alum Creek Park South (535 Park Meadow Rd.).

You can review the PROS Master Plan for your City parks at www.westerville.org/masterplan.

Standing 33 ft. tall at its highest peak, the City’s monument to winter fun occupies more than two acres. It first opened to the public in the winter of 2019 after three years of careful construction. With a 33% slope at its steepest, down to an 11% for sledders with less experience, the hill was designed with the whole family in mind.

FINANCIAL PERFORMANCE CHEAT SHEET:

Understanding the Benchmarks

Each year the City produces and sends the Annual Report and Resident Guide directly to Westerville homes. Mailed in the spring, the publication includes a rundown of how your favorite City programs and departments performed the prior year. It also includes a high-level summary of the City’s financial performance. Take one look at our website, www.westerville.org/finance, and you’ll know the City takes pride in managing the financial responsibilities with the utmost care and excellent stewardship. For 37 consecutive years, the Government Finance Officers Association has awarded the City its Certificate of Achievement for Excellence in Financial Reporting for its comprehensive annual financial reporting, an honor earned by less than 2% of the nation’s government entities. Add to that the City’s consistent Aaa rating from Moody’s Investors Service, AAA rating from S&P, an AAA rating from Fitch and State Auditors recognitions, you get an equation for financial excellence. WHERE DOES THE MONEY COME FROM? Westerville programs and services are mostly funded by income tax. Income is taxed at 2% in Westerville. Westerville residents working in another city, receive credit for taxes paid to other cities, up to the 2% tax rate. (Essentially this means that Westerville residents working in other cities may have no income tax liability to the City of Westerville.) Within the 2% tax rate, there is a levy of 0.25% that supports Parks and Recreation. The levy was passed by the residential voters. Those individuals who work in the City qualify for resident rates when it comes to Parks programming and Community Center passes since they are paying Westerville income tax thereby supporting the City services. WHAT ABOUT PROPERTY TAXES? The majority of your property tax dollars support Westerville City Schools, the Westerville Public Library and the county in which you live (Westerville is in both Delaware and Franklin counties). The schools and library are separate entities, not a part of the City. Tax dollars collected on behalf of the schools and library are distributed by the counties directly to those entities. Tax dollars that are distributed to the City provide operating dollars for fire protection and emergency medical services (Fire Fund), as well as 10% of the General Fund’s annual operating revenue.

WHAT IS THE GENERAL FUND? This fund accounts for and reports all financial resources except those required to be accounted for in another fund. The General Fund balance is available to the City for any purpose provided it is expended or transferred according to the general laws of Ohio and the Charter of the City. Other major revenue sources include charges for services, intergovernmental revenue, fees/licenses and permits, fines and forfeitures, interest and fiscal charges. HOW ABOUT EXPENDITURES? The City’s top operating expenditures include: q Security of Persons and Property (fire and police services) q Public Health q Basic Utility Services q Community Development q General Government

By function, the City’s top five spending supports: 1. Fire Service 2. Police Services 3. Parks & Recreation 4. Planning & Development 5. Administration NO NEED TO WAIT. FIND CITY DATA, YEAR-TO-DATE. The Annual Report provides a valuable overview of the prior year’s performance. If you’re looking for more current information right away, it can be found on the City’s Transparency Hub. This resource provides current and archival data, so you can compare the City’s performance to years past. Updating intervals vary depending on a variety of factors, including data availability. Start your deep dive at www.westerville.org/transparency. You can even export data for your convenience. WANT TO LEARN MORE? City staff members are happy to chat, providing more information and context for what you find. Call the City Manager’s office at (614) 901-6400 to be directed to the right department.

DIVE INTO DEPARTMENTAL EXPENSES New data types are always being added to the Transparency Hub. For now, you can take a closer look at spending for Divisions of Police and Fire, as well as the Parks & Recreation Department. Visit www.westerville.org/transparency for the most up-to-date information.

ORTHOPEDIC ONE SETS HEADQUARTERS IN WESTERVILLE Orthopedic ONE, Ohio’s largest physician-owned orthopedic practice, broke ground on its planned headquarters in Westerville’s expanding “Medical Mile.” The estimated $24 million, 80,000 square-foot facility will feature four floors, including centralized business operations for the sprawling practice, clinical space to accommodate 12 physicians across all orthopedic specialties, physical and occupational therapy, and MRI services. It will house more than 200 associates. The project was announced in October 2019 with plans to start construction in the first quarter of 2020; however, the pandemic delayed this timeline. While concerns regarding COVID-19 and its impact linger, demand for orthopedic care is growing and the group believes it’s time to continue efforts to centralize its business operations and expand access within the region. The new location is anticipated to open in Spring 2023. “After a challenging year, we are eager to pick up where we left off with efforts to increase access to care for our existing patients, and meet both current and projected

demand for orthopedic services in Westerville and surrounding communities,” says Tim Smith, chief executive officer (CEO), Orthopedic ONE. “More patients trust us with their orthopedic care than any other practice in central Ohio. Earning that trust means we must always consider opportunities to improve the quality and delivery of care to our patients. Our new facility in Westerville is an important step.” Consolidating much of its administrative functions at this new office will free up space at other Orthopedic ONE facilities for increased clinical capacity. Eventually, the group plans to vacate its current Westerville office on Cleveland Avenue. “We’re proud that Orthopedic ONE has chosen to grow its corporate presence in the City of Westerville, with the construction of its new headquarters and expansion of its top-rated orthopedic practice,” says Rachel Ray, Westerville’s economic development director. “The company selected the perfect site. It’s located strategically in the amenity-rich Westar area with access to a highly talented medical and professional workforce. The company also joins nearly a dozen premier healthcare providers along the City’s Medical Mile, which is the most comprehensive cluster of accessible health care facilities in Central Ohio.” Columbus’ Daimler Group, Inc. is the developer with design by Moody Nolan, Inc. Orthopedic ONE currently offers nine locations in central Ohio, including offices in Canal Winchester, Delaware, Dublin, Gahanna/Reynoldsurg, Grove City, Hilliard, Powell, Upper Arlington and Westerville.

WHO IS ORTHOPEDIC ONE? Orthopedic ONE is the largest physician-owned orthopedic practice in Ohio. With 60 of the region’s top general and fellowship trained orthopedic experts, patients have access to the most diverse range of orthopedic specialties and experience in Columbus. Orthopedic ONE’s panel of experts include general orthopedic surgeons, physical medicine and rehabilitation physicians, and surgeons with advanced fellowship training in areas of foot and ankle, sports medicine, spine, hand and wrist, shoulder and upper extremity, joint preservation, and total joint replacement surgery. In fact, more people trust Orthopedic ONE to provide musculoskeletal care than any other practice in the central Ohio area. To learn more, visit www.orthopedicONE.com.

Collaboration is Key

to Westerville Diversity, Equity and Inclusion Plans Westerville’s first Diversity, Equity and Inclusion (DEI) Director is hitting the ground running. Jonathan Bentley began his role with the City last July, spending the first few months getting to know the community, engaging a network of resources and assembling a plan of action. “Westerville is wonderful. It’s clear to see why people want to work and live here and be a part of this community,” said Bentley. “What I want to do is help create in-roads and eliminate barriers for those who want to be here so they can succeed.” As Bentley puts it, it’s not enough to simply “check a box” when it comes to diversity, inclusion and equity. It’s important to create opportunities that help individuals and families of varying backgrounds thrive in Westerville. He’ll start by focusing on partnering with policy development and special events, as well as partnerships with community organizations, like Westerville City Schools. “Progress will be authentic to Westerville,” said Bentley. “We’re not looking to implement sweeping changes that alter the DNA of this community. Rather, I want to create opportunities for underrepresented populations to engage in the traditions and programs offered.” In 2022, Bentley’s action plan includes these major initiatives:

Public safety programming and engagement

In collaboration with the Westerville Division of Police (WPD), one priority is building upon the portfolio of successful community programs that may incorporate identifying opportunities to include people from underrepresented populations, particularly in planning and implementation. Future programming may also include special meetings and events, such as community conversations about social issues and the role of law enforcement.

HIRING AND WORKFORCE DEVELOPMENT

Bentley has had success creating opportunities and partnerships to develop jobs for minorities and minorityowned businesses. Specific to the City of Westerville, Bentley expects to work closely with the Department of Administrative Services/Human Resources to help prospective applicants overcome barriers to employment. This could include creating ways to better support individuals pursuing training and certifications, like those interested in becoming firefighter/ medics with the Westerville Division of Fire (WFD).

JOB GROWTH AND ECONOMIC DEVELOPMENT

In Youngstown, Ohio, Bentley created a referral database of minority-owned businesses that led to improved procurement and economic opportunities for the entire region. He plans to duplicate that program here, as well as partner with the City’s economic development team to find opportunities to better support those businesses.

COMMUNITY PARTNERSHIPS AND SUPPORT

The diversity in the Westerville school district is an asset on which Bentley intends to capitalize. For example, Westerville City Schools STEM offerings will help connect students to underrepresented career paths as well as mentoring experiences. He also plans to work with Otterbein University, the Westerville Area Chamber of Commerce and the Westerville Public Library to coordinate and align programming whenever possible.

Bentley says it’s an ambitious schedule but within the capabilities of a community with a tradition of embracing progress and people. “Success looks like those who want to relocate to Westerville feel like they’re automatically going to be included in the community. That they can feel comfortable here,” he said. “With that level of acceptance, we can pair programs with people and make strides.” Learn more about Westerville’s diversity, inclusion and equity efforts at www.westerville.org.

WESTERVILLE CITIZEN’S ACADEMY RETURNS SPRING 2022 Get a hands-on, behind-the-scenes look at your favorite City programs during Westerville Citizen’s Academy, returning in April. The deadline to apply is March 31. For eight weeks, participants take part in weekly three-hour classes (held Thursday nights), learning to operate equipment, taking facility tours, viewing demonstrations and other hands-on activities. All residents are invited to participate, especially those who have an interest in serving the community on a Board or Commission. Read more and apply at www.westerville.org/wca. 8

Congratulations, WPD

The Westerville Division of Police (WPD) earned its first-ever national accreditation from the Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA). The accreditation program requires agencies to comply with more than 180 state-ofthe-art standards in four basic areas: policy and procedures, administration, operations, and support services. Only 5% of law enforcement agencies in the United States meet standards for CALEA accreditation. Read more online: www.westerville.org/police.

DUNKIN’ PLANS Percolating IN WESTERVILLE The South State Street corridor will get a jolt next year with the opening of a new Dunkin’ at 480 S. State St. To make way for the East Coast-based coffee chain, three buildings currently occupying the .80 acre site will be demolished in the coming weeks. These buildings include a Subway restaurant, the former site of Yogi’s Hoagies and a home built in 1929 that housed Keepsake Solutions, a video to digital conversion business until 2021. Keepsake Solutions is now located at 520 S. State St.

r

t

“The South State Street Corridor has long served as a vital entry point and hub of economic growth for Westerville because of its close proximity to I-270 and Cleveland Avenue,” said Economic Development Director Rachel Ray. “We’re excited to add another amenity for commuters looking to grab a quick bite before heading into work or running errands.” The City invested $30 million over the course of eight years to help bolster this commercial area, now anchored by the Aloft Hotel located at 32 Heatherdown Dr. Improvements included streetscape upgrades, moving overhead utilities underground, updating water and sewer lines, streamlining traffic flow and more. “We’ve continued to see a strong economic performance along South State Street. The infrastructural improvements paved the way for the growth we see today,” Ray said. Construction of the new restaurant is expected to begin in early spring 2022.

i

Dunkin’ is also eyeing a location near County Line and Sunbury roads. Look for updates to come as they are available.

Utility Rate Changes Now in Effect The City of Westerville is among the few municipalities in the state of Ohio to own and maintain its own utilities, including water and electric service and distribution. Doing so allows the City to provide both technical and service support for 40,000 residents and more than 2,000 businesses while maintaining quality and cost control that has historically been among the most competitive in Central Ohio. The following rates and adjustments have been established for 2022, effective January 1.

SEWER RATE

ELECTRIC RATE While the Power Supply Cost Adjustment (PSCA)* reduces by $0.005 for January, it is combined with a slight increase in energy charges representing an average increase of 1.55% in electric rates for residential customers. Specifically, the 2021 Residential Energy Charge of $0.08842 will increase to $0.09430 for all bills due after January 1, 2022. Additionally, the Winter Discounted Energy Charge will increase to $0.06706. The customer charge of $14 remains unchanged. Rate increases reflect increased cost of goods and rapidly rising transmission and capacity costs. Westerville’s electric rates are typically 5% below that of residential customers elsewhere in Central Ohio. *PSCA is calculated and adjusted monthly based on variable Transmission and Capacity costs.

The City of Westerville contracts nearly all wastewater treatment with the City of Columbus. In January, the City of Columbus will increase the sewage treatment rate by 5%. This increase is passed on to Westerville customers. There will also be an additional 0.5% increase for Westerville operating and capital expenses, for a total of a 5.5% sewer rate increase. Residential customers in Westerville are billed on a monthly basis for sanitary sewer services based upon the metered consumption of water.

WATER CONSUMPTION RATE The average residential customer (at 7 ccf*) will experience a 2% increase resulting in a monthly water bill increase of approximately $0.70. Water rates are based on consumption to reflect the true cost of service. The City is among the most affordable water providers in Franklin County. *ccf = 1 billing unit or 100 cubic ft. Community Feedback

Provides Insight Into Housing Market Westerville Housing Study outcomes conversation starting. Since the fall of 2021, the City of Westerville has been working with consultants, Mosaic Community Planning, to conduct the Westerville Housing Study. The assessment included coordination with existing City plans, research and community engagement. For a growing community, the availability of diverse housing options is an essential driver of sustainability and economic competitiveness. One of the chief research questions to be answered by the study’s report concerns the need and support for more “attainable” housing types in the City. A housing stock that supports people and households with varying needs, including young families, the elderly, people with disabilities, and people working lower-wage jobs is an important asset for business recruitment, economic development and community health. The community engagement piece of this study included a mixture of remote and in-person techniques: a resident survey available through the City’s website, stakeholder

interviews and conversations with various community groups. Everyone was asked to share their ideas about the City’s housing stock, current and future housing needs, and their vision for housing as Westerville grows. The community’s thoughts about housing in Westerville now and over the next 20 years will be a cornerstone for the City’s Housing Study. Much of the assessment also involved research and data analysis. The Housing Study assessed the local housing market, identified gaps in the types and numbers of housing units available, described factors contributing to these gaps and identified potential strategies to address them. The Westerville Housing Study will conclude with a report that is expected to be finalized by the end of February 2022. Keep up with the plan’s progress at www.westerville.org/housingstudy.

WESTERVILLE EVALUATES COMMUNITY APPETITE FOR

Broadband as a Utility, Expansion

Imagine a future where Westerville, with its history of delivering stellar services and programs, offered residential broadband service as a community amenity. The City asked residents to consider this in fall 2021. More than 470 residents responded to the survey, which aimed to give the City an understanding of opportunities for expansion and factors related to access, cost and speed. Businesses were also given the opportunity to contribute. “While conversations are still conceptual at this time, any initiative to come from the studies would build upon the success of WeConnect, the City’s fiber network and data center service hub,” said Brian Gorenflo, WēConnect Manager. The nation’s first municipal data center, WeConnect offers worldclass support for commercial data management needs. The team provides a 100-Gigabit private fiber connection, giving clients a direct connection to our data center and the internet. The result is ultra-low latency that translates to speed, available at an affordable rate for businesses of all sizes. Survey results and updates about the broadband expansion discussion will be posted to the City’s Economic Development website, business.westerville.org.

EXPERIENCE, IN ADDIT 1ALL ACCESS BRINGS PASS HOLDERS TO WES The Westerville Community Center pass is designed to provide enhanced recreation and fitness experiences to both residents of Westerville and non-residents. Available on an individual basis or to households, the pass allows access to our newly-expanded facility featuring a gymnasium, track, fitness area, indoor pool and climbing wall. The Community Center has added new aspects to its facility, expanded its indoor track to one-seventh of a mile and pushed its fitness area to 15,000 square feet featuring more than 100 pieces of equipment from free weights to cardio equipment spanning two levels. While the facility grew from 96,000 sq. ft. to 145,000 sq. ft. after the expansion in 2020, offers all one could want in a fitness center. Many pass holders see value not only financially but in the relationships they develop with staff members and other pass holders. Bob Prokop, a pass holder for 15 years, has seen the facility change for the better over time but lauds the people who bring it all together.

“The staff has always just been very friendly and helpful. The facility is top-notch and there are a ton of different options when it comes to working out. The people are great and working out with many of the same people over the years has given me a great sense of community.” -Bob Prokop Seeing the facility evolve over the years, Prokop was happy to see the improvements since the expansion.

“There’s so much more space on the gym floor. There are many more workout options. We’re extremely fortunate to have a place like this in our community. You get great value for a quality product in a friendly environment. From the moment you walk in with the staff to the people working out next to you.” - Bob Prokop

TION TO TOP-NOTCH FACILITY,

STERVILLE COMMUNITY CENTER With an adult individual resident rate of $26 per month, the Community Center offers significant bang for a pass holder’s buck compared to other area community and recreation centers and corporate big-box fitness facilities. In addition to all of the traditional amenities, child care is available and the esports room and adventure fitness area both set the Center apart from its counterparts. The adventure fitness area is the first of its kind nationally and the esports offering is one of only a handful of dedicated facilities within parks and recreation agencies across the country. Greg Sheumaker, another pass holder, has seen the Center grow over his seven years as a pass holder but service from staff has never wavered.

“The expanded walking track and the new equipment are great additions to the facility. The exercise obviously is what we initially came here for but the staff is great. Everybody treats us like gold.” -Greg Sheumaker

Public Safety Cadets Program Provides Youth with Tools for Future Success A worksite-based program for young men and women, the Westerville Public Safety Cadets organization has been helping youth within the community and beyond develop responsibility, honesty and integrity for several years. Supervised by post commanders Erin Peachey and Matt Ware, Westerville Police officers each with 15-plus years of law enforcement experience, the program offers cadets the opportunity to participate in hands-on law enforcement training scenarios, team-building and camaraderie activities. While most cadets are from the Westerville area, the program also attracts individuals from other areas of the state and region. Former Cadet Casey Gullett, who finished the program last summer, found the program from her home state of Kentucky. “I was moving up here, did a Google search of law enforcement in Ohio and found Westerville’s Youth Police Academy (YPA),” Gullett said. “I attended the Youth Police Academy and then joined the Cadet program. Westerville initially caught my eye because of YPA but both programs also were much more involved than anything else I saw.” While training includes many expected lessons in law enforcement such as fingerprinting, arrest and search techniques, traffic stops and crisis intervention training, Gullett gained knowledge and experience in several other areas, beneficial in both professional and personal development. “The program certainly opened my eyes to see that law enforcement was what I wanted to pursue,” she said. “However, it also taught me dedication, responsibility and community service. I was shy and it brought me out of that shell, teaching me leadership. I was able to become a role model. My time spent in the program ensured I placed an

emphasis on integrity and other values I might not have learned as much otherwise.” Cadets have the opportunity to work side by side with police officers during community service events, which could allow them to earn volunteer hours towards college credit. Events include National Night Out, Youth Police Academy Mentors, Field of Heroes and Cops-N-Kids Day. They also have the opportunity to participate in an annual state competition against other programs throughout the Ohio region and a National Public Safety Cadet Conference/Competition held at different locations across the country. However, the chance to assist with events in the Westerville community is what will stick with Gullett the most. “There are a lot of things that stand out but one that particularly comes to mind is the chance to retire the flag at the Field of Heroes,” she said. “We participated one of my first years in the program and it really made me feel like I was part of something much bigger than myself. The ceremony represented much of the discipline we learned within our own post. Having the Veterans around and understanding the impact of that event was a humbling experience.” Now, after all these experiences and all she’s learned, Gullett’s next goal is simple: become a police officer for the City of Westerville. “This program gave me a foundation to build upon, putting me light years beyond my peers.” said Gullett. “Officers have become professional references, mentors and resources for me now. Even in classes at the Police Academy now, others are learning things for the first time that I learned at 17 years old because I was in that environment.”

Remember the Right (of ) Way

When Emergency Vehicles Approach

New Emergency Vehicle Preemption (EVP) devices are creating safer paths through busy intersections for Westerville police officers, firefighters and medics, but it’s still up to other drivers to follow the rules to make space for lights and sirens. “Drivers may have noticed white confirmation light devices between signals at intersections like State and Main Streets in Uptown and throughout the South State Street Corridor,” said Traffic Engineer Jen Alford. “These light up when active, giving drivers an indication that signal patterns may be interrupted for a cycle or two after the emergency vehicles have passed. It may mean drivers sit a bit longer than normal, a small price to pay for safer roads and faster emergency response.” The EVP devices use GPS signals and intelligence to identify when an emergency vehicle is approaching an intersection, what turns are being indicated and what signals need to turn green to allow for safer passage. Ultimately, the devices help prevent drivers with conflicting movements from entering an intersection. The City has gradually added these tools to intersections since 2019 and continues to do so at a rate of about four or five a year, prioritizing the busiest intersections. DRIVERS SHOULD: Remain aware of oncoming emergency vehicles and move as far as possible to the right (stopping parallel to the curb) in order to give them space to proceed. Remember that emergency vehicles rarely travel solo, thoroughly check your surroundings for other vehicles before reentering traffic. Never try to beat or race an emergency vehicle through an intersection, which creates a dangerous scenario for everyone involved. “It’s up to all of us to follow the rules of the road to keep emergency responders, other drivers and ourselves safe,” Alford said. For questions about traffic management in the City, contact the City Traffic Engineer at (614) 901-6814.

Dependability /Accountability Sam Trautman

User Support Analyst, Information Systems Sam is a staff champion whose work is critical to the City’s everyday function. As an Information Systems professional, he helps keep technology and service running smoothly so public services are not interrupted. Recently, Sam took his office mobile and essentially relocated to Westerville City Hall to get staff through a “simple” carpet installation. That work required entire offices and workstations to be moved out and back overnight, with the goal to plug back in and be connected by daybreak. Sam made certain the process was convenient and stress-free for the team. Sam’s demeanor is upbeat and happy to be helping out. He focuses on addressing issues for successful resolutions, all with a smile. He is not only responsive but able to communicate easily and empathetically to solve problems, big and small. Thank you, Sam!

Innovation Jeremy Savage Line Supervisor Westerville Electric Division Jeremy, or JJ, is a well-respected leader among his fellow line workers at WED. As a member of the WED team that updates and upgrades department standards, he strives to learn and progress, and share his expertise with the crew. JJ readily embraces new ideas and technology to improve safety and efficiency. In a profession centered on electricity, JJ can be counted on during stressful outage situations to maintain his wits, pressing forward safely. As the leader of a crew of line workers, this is critically important and a testament to the respected reliability WED offers. Even though he is an expert in his field, JJ listens to suggestions and is willing to go with the best idea based on merit. He always anticipates the next steps of each project, embracing the best ideas that use technology to improve safety and efficiency. Thank you, JJ!

Special Project - WPD Accreditation Dan Pignatelli Police Officer, Professional Standards Westerville Division of Police Office Dan Pignatelli took on a massive project in 2021: the first-ever effort to earn national accreditation for the Westerville Division of Police. As a member of the Professional Standards Bureau, Ofc. Pignatelli was charged with the pursuit of CALEA (Commission on Accreditation for Law Enforcement Agencies) accreditation (see page 11.) Fewer than 10% of all police agencies in the state of Ohio are accredited, so the prestigious award is reserved for the best of the best. Ofc. Pignatelli evaluated more than 600 standards required for the process over an 18-month period. He worked subject matter experts, supervisors and managers to amend, create, and re-release nearly 170 policies. This year, Ofc. Pignatelli oversaw several off-site virtual assessments and interviews for assessors. Through his leadership, WPD earned compliance with zero outstanding issues to correct - an extraordinary achievement for Ofc. Pignatelli and WPD. Thank you, Dan!

Adding These Steps to Your Cleaning Routine Can Help Prevent Fires The Westerville Fire Division (WFD) is reminding residents to inspect and clean bathroom exhaust fans and dryer vents to help reduce fire risks this winter.

BATHROOM FANS

After it’s switched on, it’s easy to forget an exhaust fan is running as it produces a white noise effect. WFD Chief Brian Miller says that’s when homeowners can run into trouble. “Bathroom exhaust fans operate with a motor that can overheat when running continuously for a long period of time,” said Chief Miller. “When that heat comes into contact with an abundance of lint that has built up over time, we have dangerous conditions that can result in a fire.” Chief Miller recommends residents regularly wipe down bathroom exhaust fans to remove lint and wash the covers regularly (allowing them to dry fully before reassembling). Canned air can also effectively remove visible buildup. He also recommends connecting with a licensed electrician to ensure bathroom fan ducts are properly cleaned on a regular basis. Installing a timer can help ensure fans aren’t left to run for hours on end as well.

DRYER VENTS

The Federal Emergency Management Agency (FEMA) found that about 2,900 home fires each year start with clothing dryers resulting in $35 million in property loss. The top cause of these dangerous fires is the failure to clean. “Most lint produced during the drying process should be caught by the filter. However, some of it is carried through the venting system. This highly combustible material, mixed with moisture from the air, builds up over time. That’s when we see reduced airflow, which traps heat, and we know that when lint and heat come into contact it’s a hazardous situation,” Chief Miller said. To help prevent this dangerous build-up, Chief Miller encourages residents to clean the dryer filter before and after each use. Adding sweeping behind the washer and dryer to your to-do list will also remove a potential fire risk. FEMA officials recommend cleaning lint from vent pipes every three months. Prevention is key when it comes to fire safety. Visit www.westerville.org/fire for more information.

Tips to Consider When Hitting the Road this Winter As cold, snowy and icy winter weather hits Central Ohio, it’s important to take the necessary steps to keep you and others safe on the road. Bad winter weather has a major impact on transportation, resulting in nearly 500,000 crashes and more than thousands of deaths every winter, according to research by the AAA Foundation for Traffic Safety. Staying safe on winter roads starts before you hit the ignition. Motorists should keep cold-weather gear, including food and water, warm clothing, blankets, a glass scraper and a flashlight in the vehicle while making sure all tires are inflated and the vehicle has at least half a tank of gas at all times. Also, always remember to check the weather before heading out on any long-distance trip. In case of inclement weather, AAA first recommends simply staying home and only going out if necessary. However, if you do need to travel, the organization says to drive slowly, accelerate and decelerate comfortably, know your brakes and increase your following distance to provide more room if you have to stop quickly. In addition, motorists should avoid stopping if possible and do not power up or stop while going up a hill. Try to gain momentum before reaching the hill so that the inertia will carry the vehicle to the top without having to stop. If you do get stuck in the snow, it’s important to stay with your vehicle for shelter and making it easier to be located. Be sure to stay visible with a dome light on and not to over-exert yourself while trying to dig the vehicle out. Most importantly, use blankets and clothing to stay warm and conserve fuel by only running the engine long enough to remove the chill. For more travel and winter-weather tips, visit www.aaa.com.

Watch Your Back: Shovel Safely this Winter Westerville residents are encouraged to exercise great caution while shoveling snow this winter. According to the Federal Emergency Management Agency (FEMA), one foot of fresh snow can weigh three pounds per square foot up to 21 pounds per square foot, depending on the consistency of the white stuff. Considering shoveling isn’t a daily task for Ohioans, most people aren’t exactly physically conditioned for the task. In fact, data analyzed by the Center for Injury Research and Policy, Research Institute at Nationwide Children’s Hospital found that nearly 11,500 people receive medical attention for snow shoveling injuries. Keep yourself safe this winter by following the simple tips to the right.

SAFE SHOVELING TIPS: Stretch first to warm up! Push the shovel, avoid lifting. If you must lift, do so with your legs, never your back. Listen to your body and rest when you need to. Know the signs of a heart attack and call 9-1-1 immediately. REMINDER: Move snow to the tree lawn, away from hydrants and mailboxes and to the left of your drive as you face your home so that it isn’t plowed back into your driveway! SOURCE: National Safety Council

Less is more! According to the Franklin Soil and Water Conservation District, a 12 oz. cup can hold enough rock salt to effectively treat a 20-ft. driveway or 10 sidewalk squares. And, it only takes a teaspoon of salt to pollute five gallons of water.

Adventure Fitness Course, eSports Room Add to Wide Range of Options at Westerville Community Center

The Westerville Community Center’s adventure fitness course and eSports room are planning a winter open after closure due to the COVID-19 pandemic. Both parts of the facility will bring added fitness and recreation options to visitors and set the Westerville Community Center apart from its counterparts across the country. The Westerville Community Center is the first parks and recreation facility in the country to have an adventure fitness component. The area, which includes a climbing net, swing ladder, rings and other interchangeable elements, is available for open play, classes and events and is a fun way to engage in physical activity and boost confidence and focus while participating in friendly competition for all ages. “The opening of the adventure fitness course will bring an additional fitness and recreation component for our passholders,” said sports program supervisor Derek Milliken . “I believe this area will be popular for birthday parties, youth, teen, adult and senior programs and events, sporting events, fitness events and group outings.” The new eSports room is one of only a handful of dedicated facilities within parks and recreation agencies across the country. The space is equipped with 13 Dell 5 gaming personal computers, Alienware keyboards and mice and HyperX headsets to provide participants with everything they need. Leagues and programs, computer software and coding classes, along with birthday parties and open play times, are available in the esports space. “The eSports space at the Community Center is a unique offering among parks and recreation facilities nationally,” sports program manager Dave Pace said. “The room allows participants of all ages the opportunity to challenge themselves with entertaining games but also improve with a wide variety of educational opportunities.” For more information on the adventure fitness course, eSports room or all the Westerville Community Center has to offer, visit www.westerville.org/communitycenter.
