Letter FROM THE Mayor

Just like that, the summer has flown by, and with the new season comes exciting updates and events in our beloved city. Safety and well-being are key priorities for Woodstock, and I am excited to share that we have just launched Everbridge, our new community alert system. This powerful tool will keep all residents informed about important events, emergencies, and other critical information. Learn more on page 3, sign up today! I am also thrilled to announce that our Intergenerational Playground in Emricson Park is well underway! This unique, inclusive space is designed to bring together people of all ages and abilities, fostering a sense of community and encouraging physical activity for all ages. We hope you and your family will enjoy this wonderful new addition to our city. Stay tuned for when it will officially open. Learn more on page 39. In other exciting economic development news, we are welcoming new Courthouse tenants this fall, including a fabulous restaurant! Additionally, we are moving forward with long-awaited plans for a new hotel in our downtown area! This development will not only provide convenient accommodations for visitors but also contribute to the local economy and enhance the overall appeal of Woodstock!

ART FAIR ON THE SQUARE ON SEPTEMBER 21-22

Woodstock Art Fair on the Square will be filling the Square with 75 original artists! Be sure to look for Kid Friendly Art Tent and Live Art Demo signs to get interactive with the artists. More info on page 40.

The Woodstock Farmer’s Market will still be taking place, however you can find them at the MCC campus parking lot in Crystal Lake on Saturday, September 21.

MDC Environmental Services handles garbage, recycling and yard waste collection for the City of Woodstock. If you wish to have weekly garbage and recycling pickup, contact City Hall at 815-338-4300. RECREATION & FITNESS CENTER

The Woodstock Recreation Center is home to the City of Woodstock’s Recreation Department, a fitness center and countless programs and activities for residents and visitors. The FITNESS Center includes a number amenities, including an indoor pool and sauna, as well as diverse Group Fitness Classes, held for all ages every day, throughout the day. The facility is open to members and non-members, both City of Woodstock residents and non-residents. Individual, family, senior, student and corporate memberships are available. Punch cards and daily rates are also available.

The Recreation Department provides a wide variety of PROGRAMMING for all ages including sports, fitness, aquatics, arts, dance, special events, and senior programs.

INFORMATION TO NOTE…

• Call-in registrations will not be accepted.

• Don’t wait until the last minute! Register right away. In order to provide well organized programs for our participants all registration must be received one week prior to the start of class.

• Late registration will be accepted if there is space. The fee will increase a minimum of $5 per registration.

• Registration confirmation will NOT be mailed, but can be emailed if a legible email address is provided at registration.

• Waitlist participants will be called if/when openings become available or new classes are formed. There is no charge to be included on a waitlist.

• Registrant must be age or grade listed by the first day of the program. Grade applies to the 2024-2025 school year.

RESIDENCY The Recreation Department is funded by City of Woodstock taxpayers. This subsidy is supported from the general corporate (real estate) tax and is the basis for our R / NR fee structure. The distinction is based on your place of RESIDENCE and whether or not it is within corporate city limits. If you are unsure whether you live within the corporate city limits, call us and we will let you know. The City of Woodstock reserves the right to ask for verification of residence. Woodstock Recreation Department is a department of the City of Woodstock and is not a park district (separate taxing body).

RETURNING CUSTOMERS If you have registered for a program or purchased a pool pass in previous years, please call the Recreation Department for your User Name and Password to eliminate duplicate information and registration delays.

NEW CUSTOMERS When adding your household to our database please remember that a household is defined as parent(s) and dependent children (under 18) living at the same address. Maximum of two adults is allowed in a household. Be sure to enter the address where you reside. If you have questions regarding this please contact our office at 815-338-4363. NISRA STAFF - NISRA’s full time professional recreation staff hold college degrees in Therapeutic Recreation or related fields, along with various certifications. SPECIAL OLYMPICS - NISRA provides local Special Olympics training in 15 sports. Athletes develop skills and have the opportunity to compete at district, state, national and international levels. Volunteer coaches and officials are needed for some sports and training is provided.

FINANCIAL ASSISTANCE FOR RECREATION PROGRAMS

The Recreation Department has financial assistance available for individuals and families who reside within Woodstock Corporate City Limits with low incomes in the form of a discount on Recreation Department programs and Woodstock Water Works passes.

Financial assistance may be available for individuals and families who reside outside of the Woodstock city limits, as well as Rec Center memberships for individuals 14-21 years old.

The Recreation Department coordinates the schedules of community athletic organizations, recreation programs and special events within the city parks. PARKS AND RECREATION COMMISSION

Mike McCleary, Chair; Peter Riis, Karen Gutierrez, Shannon Jackson and Jason Cohen are volunteer Commission members representing diverse interests within our community for the development and improvement of parks and recreation opportunities in Woodstock. Your child will learn how to communicate with the horse through body signals and cues, as well as how to groom and saddle a horse. Games, songs and body movement in the saddle help develop not only the mechanics of horseback riding but also your child’s listening skills, sense of responsibility and creative expression. The American Red Cross Learn to Swim Program is designed to enhance the participant’s ability to progress from one level to the next. Water safety skills will be taught at all levels. John White Stables offers a lesson program for all ages. The focus of our program is to provide our riders with confidence, self esteem, a sense of achievement, and an understanding of horses and horsemanship in a safe environment. As their skills develop, riders will be encouraged to participate in local academy shows where they will ride on of our horses and compete against other beginning riders. All-Star Basketball

PEDESTRIANS

No matter what the season, motorists need to be mindful of the pedestrian’s right-of-way at crosswalks. The Illinois Vehicle Code 625 Section 5/11-1002 states, “When traffic control signals are not in place or not in operation the driver of a vehicle shall stop and yield the right-of-way, slowing down or stopping if need be to so yield, to a pedestrian crossing the roadway within a crosswalk…”

The Woodstock Police Department urges motorists to be alert for pedestrians both on City sidewalks, and the pathways in City Parks, and yield to pedestrians as required by Illinois Law.

• Keep away from parked cars - drivers can’t see you.

• Cross at corners, never in the middle of the block.

• Stop, and look in all directions before crossing.

• Listen to traffic helpers - crossing guards are there to help you.

• If there is no sidewalk, walk facing traffic, in single file, as far away from the roadway as possible.

• Be extra careful in bad weather - drivers may not see you.

• Wear white or light-colored clothing after dark.

• Slow down near schools and in residential areas.

• Drive with your headlights on - even during the day - so children and other drivers can see you.

• Look for clues such as crossing guards, bicycles and playgrounds that indicate children could be in the area.

• Scan between parked cars and other objects for signs of children.

• Practice extra caution in bad weather.

• Always stop for school buses that are loading or unloading students.

• Eliminate driver distractions - taking your eyes off the road for two seconds doubles your chances of crashing.

LEAF COLLECTION

Residents have several options when it comes to fallen leaves: Bulk (Loose) Leaf Collection

The City’s Public Works Department will complete two, two week rounds of leaf collection throughout the City, beginning:

Public Work crews use leaf vacuum machines and other equipment to provide a timely pick-up, dependent on the weather. Residents should have leaf piles raked to the parkway by 7A on the Monday of their week. Piles should be away from mailboxes and off the street. Avoid raking leaves into the street. Doing so allows the leaves to wash onto storm water collection grates and into the underground pipes which can increase the chance of flooding during rain events. Leaf piles will not be collected if they cannot be reached by equipment or contain brush or garbage. Vehicles should be removed or at least 20 ft from any pile during collection in their neighborhood. Dates for Bulk Leaf Collection are firm. No extensions or return trips will be made.

Bagged Leaf Scheduled Pick-Up

Additionally, residents can have bagged leaves picked up in compostable paper bags. Pick-up will occur during the same timeframe as Bulk Leaf Collection. Pick-up will continue through December 20 by appointment through Public Works.

Composting Leaves

Residents may also choose to compost their leaves. Mulching leaves into smaller particles and allowing the mulch to remain on the lawn provides the soil with valuable nutrients.

PLEASE NOTE: Because of the increased traffic, bulk leaf collection along state highways is more dangerous for crews. If possible, residents along Route 47 and Route 120 are encouraged to bag their leaves and contact the Public Works office to arrange for collection. This is not mandatory, simply a request.

HYDRANT FLUSHING

The City’s Public Works Department flushes fire hydrants as a preventive maintenance measure twice a year. Fall 2024 schedule:

During this time, residents are encouraged to perform their own preventive maintenance by checking their supply line to their washing machines Hydrant flushing can result in discolored water; however, the water is safe to drink. You should not wash clothes when hydrants in your area are scheduled to be flushed.

OPEN BURNING

The City of Woodstock allows recreational fires, which are defined as a temporary outdoor fire no larger than 3” x 3’ for burning seasoned firewood in a fully contained outdoor fireplace or appliance designed for recreational burning purposes. Burning of items such as leaves, grass, shrubbery, landscaping materials, rubbish or garbage is prohibited.

STYROFOAM RECYCLING

The Environmental Defenders of McHenry County offer a Styrofoam collection site behind the Public Works Department at 326 Washington Street. Recyclers can deposit Styrofoam in the aluminum shed which is filled with receptacles to accept expanded polystyrene and packing peanuts only. Drop off is available Monday-Friday from 7:00A-3:00P.

In order to be properly recycled, styrofoam can NOT have:

• Tape, labels, glue, or any other materials stuck to it.

• Food condiments or waste stuck to it.

Volunteers from the Defenders regularly collect Styrofoam left for recycling and manage the program. For more information, please contact the Environmental Defenders of McHenry County at envirodefmc@gmail.com or 815-338-0393.

CHLORINATED WATER DISCHARGE OPTIONS

Swimming pools discharged into or nearby surface waters can have an adverse effect on local water quality and is toxic to wildlife and fish. Pool owners should contact Public Works to determine the appropriate location to discharge chlorinated water. Residents may also consider discharging chlorinated water to land where it will not drain to local surface water or dechlorinating the water before draining the pool. Contact your local pool chemical supplier to determine the type and amount of dechlorinating chemical to utilize. Contact the Public Works Department at pwdept@woodstockil.gov or 815-338-6118.

FROM THE BUILDING & PLANNING DEPARTMENT: INOPERABLE VEHICLES

A vehicle that does not have a valid license plate or is not in operating condition may be considered an inoperable vehicle. Inoperable vehicles CANNOT be stored on a driveway and must be stored in a garage or suitable enclosed building.

If a violation is found to exist, the owner of the property will be notified and given a specific period of time to correct the problem. If the owner still fails to correct the problem, additional enforcement measures may be taken to have the vehicle removed. Questions? LIGHTING OF THE SQUARE

Friday, November 29

Visit the beautiful and historic Square on the Friday after Thanksgiving to usher in the official start to the holiday season. Festivities start at 4:30P followed by the lighting at 7:00P. Be sure to stop by Stage Left

Get into the festive spirit EARLY with the Pop UP Holiday Bar opening just before the Lighting of the Square ceremony! Then plan to stay AFTER for the often-debated holiday hit, Die Hard. Celebrate the season with drinks, lights, and a classic action-packed film!

CHRISTMAS TREE WALK

November 29 – December 31

A special treat on the evening of Lighting of the Square is the opening of the annual Christmas Tree Walk featuring dozens of trees beautifully decorated by area organizations. Stop by the Opera House throughout the holiday season - Open to the public.

Adjacent to the Woodstock Opera House, Stage Left hosts a variety of concerts by local and regional artists, monthly stand-up comedy events, and other unique entertainment experiences throughout the year. The venue is also available for rent, accommodating a wide range of activities and occasions.

PARK FACILITIES – RESERVATION INFORMATION

The Recreation Department coordinates the schedules of community athletic organizations, recreation programs and special events within the city parks. We attempt to have all major events scheduled before March 1st. All Pavilion rentals will be from 11:00A - 9:00P. All requests for earlier reservation times will be reviewed on a case by case basis.

Reservations are accepted at the Woodstock Rec Center, 820 Lake Avenue, during regular hours of operation. Visit our website woodstockrecreationdepartment.com or contact us at 815-338-4363 for information about the fee schedule for pavilion and ballfield reserved use.

BALLFIELDS Reservations by the public will be accepted after May 15, 2024, when all league schedules are complete. In total, the City offers 16 softball/youth baseball fields, 4 baseball fields, 8 soccer fields (games only), 9 tennis courts, and 9 basketball courts.

Valley Road

PICNIC PAVILIONS may be reserved for 2024 public use in accordance with the following schedule: Residents: March 1, 2024 NRs: April 1, 2024

Pavilions in Emricson Park vary in size and are reserved for the entire day. Rates vary depending on residency and size of group. Reservations and payment must be made in person at the Woodstock Rec Center. Weekend dates fill quickly so make your reservations as soon as possible.

Kishwaukee

MULTI-RECREATIONAL & INTERGENERATIONAL GATHERING SPACE – COMING SOON!

The City of Woodstock is excited to be underway on the construction of a multi-recreational and intergenerational gathering space in Emricson Park. This space will include an inclusive playground, picnic shelter, ADA-compliant restroom with an adult-size changing table, and a National Fitness Campaign (NFC) Fitness Court. Designed to accommodate people of all ages and abilities, it will encourage togetherness and healthy activities for family and friends in an outdoor setting. It will be centrally located in Emricson Park — one mile from Woodstock’s historic square, easily accessible from U.S. Hwy. 14 and free to all!

Construction began the week of June 24, 2024, with an expected completion date of October 31, 2024.

The City of Woodstock is accepting donations to the Melissa O’Leary Memorial Splash Pad fund as a way to honor the late Melissa Canto O’Leary’s life, her unwavering commitment to our City and its residents.

A community splash pad would be a fitting tribute to her longtime service (20 years) to Woodstock Water Works and creating a fun and safe place for families and children to create special memories.
