The City of Woodstock operates under the Council-Manager form of government that combines the political leadership of an elected Mayor and six City Council members with the managerial experience of an appointed City Manager. Our primary purpose is to serve the needs of our citizens. City Council meetings are held at 7:00 PM on the first and third Tuesdays of each month, except for the months of January and July, in the City Council Chambers located on the second floor of City Hall, 121 W. Calhoun Street.

UTILITY BILLS W ATER & SEWER BILLS Water and sewer bills are issued quarterly and are due on the last business day of the month in which they are issued. Bills which are outstanding at the end of the month are assessed a late penalty of 10%. By City Ordinance, accounts that are delinquent in excess of 45 days may be disconnected for non-payment. Unpaid water/sewer bills may also result in a lien being placed on the property. If service has been discontinued for non-payment, the outstanding account balance must be paid in full, plus payment of a $50.00 disconnect/reconnect fee, before service can be reinstated. If you wish to discuss payment arrangements, please contact the Finance Department at 815-338-4300. The City of Woodstock bills for water/sewer services that are calculated in units of one hundred cubic feet, which is approximately 750 gallons of water. Sewer charges are based on water consumption. Because water and sewer consumption habits vary greatly from household to household, it is difficult to estimate an average bill. Many families, however, use approximately 22 hundred cubic feet every three months, which would translate into a quarterly bill of $179.96 (without garbage service).
E-BILLS The City of Woodstock offers E-Bills for residents who would like to receive their bills electronically. Bills can be received via e-mail by signing up through the Online Portal at woodstockil.gov. Residents can also receive both a paper bill and an electronic bill by signing up through the online portal. E-Bills are still issued quarterly and are due on the last business day of the month in which they are issued.

UTILITY BILLING CYCLES HOW DO I KNOW WHEN I AM GETTING A BILL? For Utility Billing, residents on City water and sewer receive quarterly bills based on which cycle of town the property falls in. The City is divided into three different cycles for billing. Each service address is given its own unique 11 digit account number that coincides with the area of town the service address falls in. A resident can see which cycle they fall into by looking at the first number of their 11-digit account number. If the account number starts with a 1 it is in cycle 1, if it starts with a 2 it is in cycle 2, if it starts with a 3, then it is in cycle 3. Cycle 1 is billed the following months: March June September December Cycle 2 is billed the following months: April July October January Cycle 3 is billed the following months: February May August November

HOW TO PAY UTILITY BILL The Finance Department offers a variety of options for Utility Bill payments: Pay in Person: Cash, Check, Credit or Debit Card at City Hall, 121 W. Calhoun St. Woodstock IL 60098. Drop Box Check or Money Order: Located on the westside entrance of Throop St. or in the East Parking Lot of City Hall. Pay Online: Payments can be made through the PSN portal with a debit or credit card. Payments can be made by going to www.woodstockil.gov and clicking on Online Bill Pay. Payments made after 9 PM will not be credited to your account until the following day. Online Banking: Residents can make payments by using their bank's online bill payment system. Payment from most banks will be received electronically 24-48 hours. Direct Debit Program: The City offers an automatic direct-debit program which allows payment of your utility bill from your checking or savings account on the due date. Forms are available at City Hall, by calling the Finance Department at 815-338-4300, or by clicking here. The completed form with a voided check can be mailed to City Hall or faxed to 815-334-2269. GARBAGE For Garbage Service, Woodstock Residents are able to choose between two options for service that both include free recycling: Option 1: Garbage Totes Garbage Totes are $82.95 for three months of service. They billed quarterly and are included as part of your Water & Sewer Bill. If you have a garbage tote, you are allowed one free bulk item a week. Items which are bundled with string, rope or tape are not considered a bulk item and therefore would require a sticker. Residents wishing to have weekly garbage pickup with a rented tote can, need to contact City Hall at 815-338-4300 to order a tote. Once it is ordered, MDC will contact the resident for tote drop off. Garbage is billed on a resident’s water bill as a line item titled, “REFUSE.” If the resident does not have a water bill, MDC will bill directly.
Option 2: Garbage Stickers Garbage Stickers are $3.38 and may be used in place of the garbage totes. Each bag needs a sticker and bags must be no heavier than 50 pounds. GARBAGE RATES EFFECTIVE: JANUARY 1, 2024 - DECEMBER 31, 2024 Per the City’s contract with MDC, each year the price for garbage will increase/decrease based on the Consumer Price Index (CPI) for the Midwest region. Therefore, the rates for garbage service are as follows: City Tote Fees: $27.65 per month, $82.95 for Three Months Garbage Sticker Fee: $3.38 Per Sticker Yard Waste Sticker Fee: $3.38 Per Sticker. RECYCLING Free recycling is offered to all Woodstock residents, with or without garbage service. The City of Woodstock has established a recycling program for its residents in an effort to conserve landfill space and natural resources. Over the years, the recycling program and the types of materials accepted by our hauler have expanded. Pick up is the same day as garbage pick up and must be placed in a container. Residents may use their own or purchase one at City Hall. Recycling containers are available at City Hall 19-gallon bins: $11.75 each (Tax included) 35-gallon wheeled tote: $32.40 (Tax Included) 65-gallon wheeled tote: $64.80 (Tax Included) How do I prepare my recyclables? Sorting recyclable materials is not required. MDC Environmental Services uses a single-stream collection system to pick-up recyclable materials. To save room in your recycling bin, paper products, such as newspapers, can be placed in a paper bag next to the recycling bin. YARDWASTE Yard waste collection starts the first full week in April and ends the last week in November each year. Yard waste includes yard materials such as grass clippings, weeds, leaves, cut up branches and brush. Yard waste may not be mixed with other refuse and is picked up on the same day as the refuse/recycling collection. All yard waste must be placed in separate containers from garbage and recycling. Containers for yard waste are hard-walled, typical garbage cans or containers not to exceed 33 gallons or 2-ply 50-pound weight strength extensible “kraft” paper yard waste bags. Branches up to 1 ½” in diameter may be cut to lengths that do not exceed 4 feet and bundled no larger (in diameter) than a 30-gallon garbage can. A yard waste sticker must be affixed to each bag, bundle or can in order to be properly picked up by MDC Environmental Services. GARAGE SALES Residents are required to obtain a Garage Sale permit, available at the front desk at City Hall, in advance of any planned sales. The permit cost is $5.00 (cash or check only) and includes a listing on the City's website to help promote the sale as long as the permit is purchased at least 4 days before the start of the event. Residents are allowed no more than 3 sales during a single calendar year and each sale may be no more than 4 consecutive days. Based on city code, residents are allowed to post no more than TWO signs that are not on their property and will be provided two stickers to affix to posted signs. Residents are required to remove signs at the close of their sale and are not allowed to place signs on utility poles or street signs. Please call 815-338-4300 with any questions. Garage sales are permitted in all residential zoning districts between the hours of eight (8:00) AM and eight (8:00) PM.

PLUMBING PROBLEM CREDIT The City of Woodstock offers a Plumbing Problem Credit (PPC) for residents who encounter a sudden increase of water usage due to a leak or a plumbing issue. In order to qualify for a Plumbing Problem Credit (PPC), the following requirements must be met: Provide receipt of repair. Provide date of repair. Brief description of repair. Picture of completed repair. *A PCC application cannot be submitted more than 90 days after of receiving the initial bill reflecting the high usage. *A PPC cannot be offered more than one time every five years. POLICE DEPARTMENT INFORMATION E CRASH INFORMATION/ ACCIDENT REPORTS To obtain a copy of an accident report, go to: https://ecrash.lexisnexis.com to register for an account. The community can and is still encouraged to come in to the Police Department to obtain their copy of an accident report. If a resident requires further assistance, please contact the Records Division at 815-3382131 during normal business hours.
P ARKING TICKETS Parking tickets can be paid in person at the police department 24 hours a day, seven days a week, by credit card on the internet, or by mail to the Woodstock Police Department at 656 Lake Avenue Woodstock, Illinois 60098. Parking tickets must be paid within 30 days of the issued date to avoid the fine increasing. Any parking ticket that remains unpaid after 30 days may be processed through the City's Administrative Adjudication Court, the McHenry County Court, and/or through collections services. Past due parking citations may be assessed additional court or collection costs and may be submitted to the State of Illinois for collection. PAGE 15
OVERNIGHT PARKING On residential streets, no person shall park a vehicle on any street for a period of time longer than thirty (30) minutes between the hours of two (2:00) AM and six (6:00) AM. Parking on most city streets is limited to a maximum of 30 minutes between the hours of 2:00 AM and 6:00 AM. If a resident has a need to park on the street overnight due to a special circumstance such as reconstruction or maintenance of the driveway, please submit a request through our online portal hosted by Frontline Public Safety Solutions, on the City's website.
