Cultural and Sporting progress marked 2017 Looking over the the 2017 issues of the Community Advertiser is a reminder of what a vibrant community we live in. From social clubs for younger people like Garelochhead’s Youth project Route 81 and the Cove and Kilcreggan Youth Café to award winning forums for seniors plus organisations improving the environment and clubs for various hobbies there is no evidence to support those who moan about: “ nothing to do.” Earlier this year several clubs in the area teamed up to form a Community Sports Hub. The aim is to increase the number of people of all ages participating in sport and physical activity.

The award, which was sponsored by McCarthy & Stone, was given to the group in recognition of their efforts to support older people in the area by tackling loneliness and isolation. Later in the year we saw the culmination of major efforts to put the town on the map. The multi-million pound Hermitage
Park restoration is well under way as we report elsewhere. The newly opened Scottish Submarine Centre is expected to attract in excess of 20,000 visitors a year who will see the sacrifice, innovation and dedication of those currently serving in the Royal Navy submarine service as well as the 5,316 who paid the ultimate price since the service began. Meanwhile the Helensburgh Heroes project finally has a physical presence in the town with the opening of a 50s' style diner and exhibition space.
Local heroes of course as ever were to the fore bringing us superb Summer and Winter Festivals, the Fireworks display and the various Highland Games and the Piping Championships to name a few. Also Helensburgh’s growing reputation as a foodie town was celebrated with its first ever Food Festival last August. The area also received an economic boost when HMNB Clyde signed an agreement with Argyll and Bute Council to work together in delivering infrastructure and opportunities for Royal Navy families and local people. The MOD is investing hundreds of millions of pounds in developing HM Naval Base Clyde as the Royal Navy Submarine Centre of Specialisation.
And for the oldies Age Scotland named Helensburgh’s Grey Matters Forum winners of the Jess Barrow Award

HelenSburgH Volunteer awarded A Helensburgh woman who has volunteered for Contact the Elderly for more than 20 years has been thanked by the charity and named ‘Host of the Year’. Margaret McGowan was at the charity’s inaugural ‘thank you’ event held at Crieff Hydro which heard that she hosts four Contact the Elderly groups: Helensburgh, Cardross, Dumbarton and Glasgow North East, and that her Pavlova cake has become legendary among guests and volunteers alike.

New Year fitness is as easy as putting one foot in front of the other scientists tell us. Even a vigorous 20 minute walk on the way to work every day works wonders. And if you want to try something a bit more than a stroll, Helensburgh and District Access Trust has been busy overseeing the repair and improvement to a substantial part of the Three Lochs Way route at Camis Eskan on the east side of Helensburgh. Apart from long distance walkers and bikers this area is becoming increasingly popular with local
walkers, bikers and runners. The Trust tell us: “The path above Quarry Wood is now much better underfoot. Other sections above the forest road also have a more enduring surface. Argyll and Bute Council provided the road planings at no cost and the work was carried out by Greenlight Environmental. “The Trust managed to secure
The paths which feature on the site are: Balloch Country Park, Inchcailloch Island, woodland and summit, Puck’s Glen, Bracklinn Falls and Aberfoyle Forest Lodge paths. The project was part of the Google Street View Camera Loan programme which allows organisations to borrow Street View Trekker backpacks at no cost. Over a two week period the team worked together to capture a 360 degree experience of a selection of paths within the National Park.

Work has been completed on the second phase of a major project to tackle climate change by restoring vital peat bogs on Luss Estates in Loch Lomond and The Trossachs National Park. The joint project between the National Park Authority and Luss Estates, saw six weeks of work carried out over an area of 80 hectares on Beinn Dubh and Mid Hill, above Glen Luss.

The project included the trial of innovative Sphagnum plug planting on two areas of bare peat. This is a new method for getting Sphagnum moss to recolonise areas of bare peat by taking clumps of the moss from healthy areas and planting it at a rate of around four clumps per square metre in hollows stamped into the bare peat. The bare peat needs to have a high water table and this has been restored by putting in dams to hold back water on the site. Luss Estates and the National Park Authority successfully collaborated on the fi rst phase of work in 2015. Simon Jones, Director of Conservation and Visitor Operations for Loch Lomond and The Trossachs National Park, said: “Peatlands take thousands of years to form, but with the rapidly changing climate it’s absolutely vital that we take action to protect and restore them now.�

The long awaited refurbishment works in Hermitage Park began just under a year ago with a cutting of the first sod ceremony followed by a programme of removal of diseased trees. Over the following months we tracked a year of progress which will culmninate in the opening of the new pavilion and playground this summer. The restoration of the park followed from a remarkable campaign by The Friends of Hermitage Park, a group of residents who in late 2010, upset about the state of neglect and sad decay in the park, resolved to
get on and do something about it.

at Hermitage park when work at the war memorial at Hermitage Park was seen by many residents for the fi rst time. The names of the war dead on the memorial were cleaned and revealed and the magnifi cent gates designed by the Helensburgh architect Alexander Nisbet Paterson re erected after extensive renovation. Elsewhere new paths have been laid, the Hermit’s Well has been cleaned out and the source of the spring has been found. A beautiful stretch of new drystone wall was built by the West of Scotland Drystone Walling Association and volunteers led by
Norman Muir. Work has begun on the new Pavilion, an ultra low energy Passivhaus, designed by Gareth Hoskins Architects, which is being constructed by Helensburgh fi rm Stewart and Shields. Meanwhile local children were closely involved with the design of the new playground.

HEROES CENTRE OPENS: After 9 years the project has finally become a reality
The opening of the Helensburgh Heroes Centre on Helensburgh’s Sinclair Street proved to be quite an emotional occasion for project mastermind Phil Worms.
Innumerable hurdles have been overcome to open what is phase one of the project, a café, shop and exhibition right in the centre of town.
Phil, a Londoner who came to live in the town in 1999 also had another aim: What can we do to inspire young people and what can we do for them?
The café within the Heroes Centre is designed in the classic ’50s style – blue seating, bubblegum pink walls -think Arnold's in Happy Days. Named in honour of Deborah Kerr’s breakthrough American movie ‘Hucksters’, it offers classic café fare – from cheesecakes to thick shakes to frozen yogurt. Eventually it is hoped to open a much bigger Heroes Centre in a three storey former Victorian railway warehouse in George Street.

Slow sales of surplus properties website revealed that almost 40 publicly-owned buildings with a total value of more than £3.3m are standing empty across Argyll and Bute. Several of the buildings are of historic or architectural significance – and all are owned by Argyll and Bute Council. Three of the other properties are listed as having a value of just £1 – and two are shown as having a ‘net book value’ of nothing at all.
Argyll and Bute Council recently sold three surplus properties in the Helensburgh and Lomond area and while work to dispose of a number of others is ongoing it is slow. The most valuable empty property is Blairvadach, the former council headquarters in Shandon, at £1.2m which the council say has attracted very low interest. The former school house, known locally as the Rainbow Centre on School Road in Kilcreggan and a commercial unit on Ferry Road, Rosneath have been sold and the new owners have plans to bring
them back into use. The former council and ACHA offices in James Street, known as Scotcourt House have also been sold and a planning application has been submitted by the purchaser to upgrade the office accommodation and create space for martial arts training. A Freedom of Information request by the Lochside Press
Members of the Helensburgh and Lomond Area Committee were updated on work to sell properties in the area including Blairvadach House, the former Hermitage Academy site, municipal buildings in Sinclair Street and marriage rooms in West King Street. Councillor Ellen Morton said: “The council doesn’t want buildings lying empty and has been actively marketing the sale of its surplus properties. The funds raised will now be used for other council services which will benefit our residents. A number of properties are under offer and others remain for sale.”

This month: PRE-ACTION PROTOCOL Pre-Action Protocol is a procedure for Personal Injury claims in Scotland with a value of up to ÂŁ25,000. It is a compulsory process for claims following accidents that occurred on or after 28th November 2016. In most cases, it must be adhered to before the raising of a court action. It is also important to be aware that it does not apply to clinical/professional negligence or disease claims. The protocol was introduced following the previous voluntary system that was in place from 2006 and is intended to encourage fair, just and timely settlement of cases without having to
progress the action to court. It is also helpful in narrowing the issues in dispute for matters that do not settle and ultimately do end up in court. The claimant must be represented by a solicitor who uses specifi c forms and follows a strict timetable. There are nine steps to the protocol and the court has the power to fi nd expenses against a party for any failure to comply with the steps, unless they have just cause, or has unreasonably refused a settlement offer. A settlement offer should also include a fi gure for the claimant’s expenses, including solicitor fees and outlay.

A crowdfunding campaign to help get the Maid of the Loch sailing on Loch Lomond again has inspired an impressive international response. Within fi ve weeks more than half of the target of £125,000 required for a new boiler and installation had been donated. By the closing date of the boiler crowdfunding appeal of December 8 the fi gure was at 84,068.

We expect to have close to a thousand runners in each race next year and have launched an attractive series entry fee of £40.00 for all three races for affiliated runners and £46.00 for unaffiliated runners. Individual races are £18.50 and £20.50 respectively. Babcock’s Manging Director, Simon Foster said ‘We were impressed at the level of community and employee engagement the series delivered in its’ first year and we intend to build upon that in 2018.
