COUNCIL TAX HIKED TO PLUG FUNDING GAP As we went to press details were still emerging of the full measures Argyll and Bute councillors were taking to plug a budget gap of £7.9 million. But the headline figure was a tax hike of 4.79%. This is the maximum allowed by the Scottish Government which had to give in to Green party demands to drop the previous 3% cap in order to get their budget passed. Band D goes from £1249 to £1308. Even so the council stated that The Scottish Government’s funding allocation to the council meant in effect another 1.6% reduction in funding for core services in 2019/20. This follows savings of £51m over the past nine years. In addition to the tax rise, a total of 56 jobs were facing the axe when the authority met to set its budget. However it rejected controversial proposals to remove 12 school crossing patrollers.
“Over the past nine years we have had to make ÂŁ50 million in savings, and this year had to deal with a funding gap of nearly ÂŁ8m. If this pattern of never-ending cuts carries on, then the continued existence of local authorities – to be blunt – is questionable.
Councillor Gary Mulvaney, Depute Leader and Policy Lead for Strategic Finance: “The scale of the cuts that local government has faced in recent years means that now, when it comes to making savings, we’re looking at our very heart, our very core business.
Helensburgh Councillor Aileen Morton, Leader of Argyll and Bute Council said: “The challenges we face are substantial. Setting a responsible budget for Argyll and Bute is about making choices that support people and communities now, and also look after the

They are planning three celebratory events in the next few months. The first of these is “Supper and Song” at Cardross Golf Club on Friday 8 March, 7.15 for 7.30. This features four students from the Royal Conservatoire of Scotland who will entertain their audience with music to suit all tastes. Tickets, which include a 2-course dinner, can be bought at the club or by phoning Diana Macintosh on 01436 675767. On the evening of Friday 3 May,

Thursday 6 June is this year’s date for our Summer Afternoon Tea at Helensburgh Sailing Club when the guest speaker will be the wellknown sports broadcaster, Hazel Irvine. Details of these two events will be available soon. 100 years ago, the charity’s founder Eglantyne Jebb, along with her sister Dorothy, held a public meeting in London’s Albert Hall to launch Save the Children. Diana Macintosh, Chair of the local branch, says “This money will make such a difference to the world's most vulnerable children. Across the globe people will be making their voice heard, taking action for children and raising money. It is local fundraising events like this that make Save the Children's essential work possible.” The Charity added: “A century on from when Save the Children was first founded, children need our help more than ever before. More children are living in conflict now than at any time in the past 20 years, millions more are not getting the vaccinations they need to grow up healthy, or the care they need when they’re sick, and they’re being denied an education.” For more information visit www.savethechildren.org.uk.

Since then work has really got underway and the steel frame of the structure is now being erected.
This semi-permeable metallic mesh pavilion, designed by awardwinning architects Carmody Groarke, will allow the building to dry out over a number of years. In doing so, further conservation work can be commenced to save the world-famous house for generations to come.
Since it was built more than a century ago, the striking house has been absorbing the rain, putting the building and its unique interiors at risk.
The house and gardens are expected to reopen in late spring complete with new raised walkways around the exterior of the house and over the roof.
The National Trust for Scotland is surrounding the building with an innovative chainmail structure which will protect it from the elements.
These will give visitors a completely new way of experiencing the Hill House and Mackintosh’s design, as well as offering views over the Clyde estuary.
Late last year Ruth Currie, granddaughter of Walter Blackie, for whom the house was built, came along to put a special spade in the ground at the Helensburgh site.
THE HANDYMAN
Custom built and made to measure kitchens and bedrooms manufactured to any size shape and colour
A community hub is on site which opened in February, and is open on the 9th and 23rd March, giving visitors the chance to drop in and see how the build is going. Richard Williams, the trust’s general manager for Glasgow and West, said: “What we’re doing here is a rescue plan for the long term and will, we’re sure, protect this incredible building for future generations. “Mackintosh was a pioneer and a visionary and we’re reflecting that spirit in our approach to saving his domestic masterpiece.” Thousands of people have already donated to the charity’s Box the Hill House campaign.

MARCH DATE FOR DOGGY DAY OUT Top Dogs Day Out, an event for dog owners is to be staged in Helensburgh for the second year running in the Duchess Wood. Plans for the day were recently discussed at a meeting of the woodland's management committee. Committee chairman, Councillor Lorna Douglas, hopes to have the Dogs Trust along to allow owners to have their pets microchipped as the charity is keen to see more owners have their pets fitted with a chip - which is now a legal requirement. At time of writing the fine details of the event were still to be confirmed but Councillor Douglas said: "Dogs Trust usually work on Saturdays and not Sundays, but

they made an exception last year and came along to microchip dogs. "That is something we need to advertise for this year's event, as we were advised that if we had a dog microchipping service available, more would have come along. demonstration. However, they had to cancel that last year. "We are way ahead of schedule. We have not got everything into place just yet, but Forestry Commission Scotland will have a stand. "I am also awaiting confirmation from Arrochar Mountain Rescue on their dog handlers, who could not attend last year due to a course taking place. They will be limited if there is a call-out. "We were advised three months ago to come back to them nearer the time. It is difficult as they are unable to give a 100 percent guarantee. "There will be three dog trainers at the event, which is a great response. Cani-Cross (off-road running with your dog) have said they will come again, and the Friends of Duchess Wood will run a tea and coffee stall." Date: Sunday, March 31 from 1pm to 4pm.

40 NEW SCHOLARSHIPS Marking its 40th anniversary, Lomond School has launched 40 new day and boarding scholarships to widen access to talented youngsters.

RHU CLEAN UP CREW TACKLES COASTAL LITTER The CA has been talking to two residents who looked at the litter on our shores and decided if no one else was going to clear it - they would. Now they’ve got scores of others involved ( writes Nick Cowie.)

01389 752944 www.ledgerwoods.co.uk Newcomers to the area, Rhiannon May and Kate Williams decided it just seemed immoral to walk past and let litter continue to wash up on our beautiful shores.

They started to pick up litter alone and then back in December 2018 founded the Rhu Clean-up Crew. Kate says: “It is very difficult to see something that isn’t right and do nothing about it. However, it appeared that nothing was being done. We were also shocked to hear some locals saying ‘that it would all just come back again
with the next storm, so why bother’? “For us both that was the wrong attitude as it’s more than just beach cleaning and litter picking, it is about the individuals reconnecting with nature, the community getting together to solve these issues for our health, wellbeing and future generations.” They soon discovered there is only so much two can do and thought they would see if they could get any other like-minded people on board. The pair started off

For one week in December they went down to the beach at 8am every day and picked up litter using their hands and filling some large garden sacks. Passersby on their regular walking path along Gareloch Road would stop and ask what they were doing and the next day one lady came back and joined in, along with other neighbours and friends. turned up. A lovely grandmother with her grandson, young couples with their dogs, retired gentlemen and their pals, young naval wives and their neighbours, a local brownie leader, a school teacher, a former banker and even passers-by joined in! We collected 42 bags of marine litter over 2 hours and finished it off with tea and free cake provided by the Ardencaple Hotel.” The duo say that their special message is they are hoping to see more of the community attending the beach cleans, asking the public
to take ownership of the marine plastic pollution in the local area. They are looking into funding but say at the moment it's not possible. Unless the community come together like they did on Sunday, the litter will stay there, polluting the sea, destroying habitat, a danger to birds and marine life.

The band is a fourteen piece outfit with the standard swing band line-up of sax, trumpet, trombone and rhythm. Repertoire is drawn from the age of the great Big Bands, Glenn Miller, Count Basie, Duke Ellington, as well as arrangements of show tunes suitable for a sing-along. Band Leader John Gourlay said: “Dancing is very much permitted. Vocals in various styles are very much part of the performance, including, of course Mr. Sinatra, but also other tunes from the Great American Songbook.”
Band evenings are always fun, and relaxed, and the music is always accessible. The musicians are mainly amateur but some individuals are semiprofessional , gigging in various big bands in Glasgow and the west of Scotland generally. The band was originally formed in the Bearsden area, and some members still are based there, but the band leader, Jo Bo, aka John Gourlay is a Helensburgh resident, and can be contacted on jobone26@yahoo.co.uk. TSI SERVICES GO DIGITAL Argyll & Bute Third Sector Interface (TSI) has launched its new approach to service delivery with an interactive website.
The TSI will now be offering direct support to all types of third sector organisations, including charities, social enterprises and community groups, in a number of new ways. The new approach recognises that many people now find their information through digital means and the need for information and assistance to be accessible and consistent across
the whole of Argyll & Bute, not just in the main towns. The TSI’s new website (www. argylltsi.org), launched in the TSI’s new corporate identity, contains an innovative self-serve area allowing Third Sector Organisations to find links to a whole variety of locally based and more national resources that can support their development needs, as well as useful templates to use to run their organisations.
The TSI will be growing and developing self-serve over the coming months to become a “one-stop shop” for information that third sector organisations need to set up, govern and manage organisations – everything from how to start a social enterprise to raising funding from major donors. The TSI can also now be contacted through a central FREEPHONE number. By calling 0300 303 4141 between the hours of 9am – 4pm Monday – Friday Third Sector Organisations will be able to speak to one of the Third Sector Support Team members who can answer more in-depth queries. The team can also now be reached by emailing a central enquiry address support@argylltsi.org.uk. Across Argyll & Bute there will now be regular “surgeries”, taking support closer to the organisations that need it on a face-to-face basis. These surgeries will be published in advance on the website and can be booked by calling the FREEPHONE number.
TREE FEST RAISED 2K
The Christmas Tree Festival at the United Reformed Church in Helensburgh last December raised £1,100 for the Osiligi Charity Projects. It is a UK charity working primarily in the Maasai areas of Kenya, helping families out of poverty through education, health and local clean water and by assisting people to become more economically active. Visitors to the church during December were treated to a display of 40 trees which had been sponsored and decorated by a variety of local community groups, youth groups and charities. In total, the event raised £2,200 with an equal share going to the Kenyan charity and the local branch of Enable.

HOUSEHOLD RECYCLING
RUGBY CLUB’S BIG SCREEN INVITATION The final stages of the 6 Nations continue this month with an invitation to come to the rugby club and enjoy the excitement with your family on the big screen.
The Dumbarton based charity Home from Home have placed a container at the Blackhill Recycling Centre where you can deposit household goods which have life left in them. They are happy to accept clean and good condition items for onward reuse. Particular needs are Beds, Mattresses, Chests of Drawers, Fridges, Freezers, Fridge Freezers, Microwaves and odd rolls of wallpaper. Home from Home also have reuse container arrangements in place at the Dalmoak and Old Kilpatrick coups. The Charity tells us: “We need volunteers to help in our shop and on our vans. If you’re at a loose end, why not join us?” All sorts of household goods are needed. See www. homefromhome.plus.com/.
The committees from the Senior and Youth club are keen to build more integration between parents, senior and junior players and club members. They feel the 6 Nations is an excellent opportunity for parents and junior members to come down to enjoy the atmosphere, meet new and like-minded rugby people, all benefits of your local community rugby club. The format is that parents, family and friends drop-in (with or without kids) during any of the 6 Nations matches which will be screened live on the big screen. Children can watch the match or free play with their friends
outside where balls will be provided. The club tells us: “We aim to create a safe, friendly environment where parents, members, kids and players can all enjoy watching and playing the sport. Parents are responsible for their kids during this event. “ We are fundraising for a new roof; we ask for a donation of £5 per parent for each match. A reminder that every time you use the bar, buy a burger at the BBQ or cake from the stall you are helping to secure the sustainability of club funds.” Next session (2019/20) the club hopes to introduce a family
membership to allow parents to feel more integrated with the clubhouse facilities, allowing access to the bar, coffees and teas and possibly for parent members to rent the club for events such as birthday parties. Match times: Saturday 9th March: 2.15pm, Scotland v Wales; England v Italy, 4.45pm. Sunday 10th March: Ireland v France, 3.00pm. Saturday 16th March: Italy v France, 12.30pm; Wales v Ireland, 2.45pm; England v Scotland, 5.00pm. FB Helensburgh Rugby Club.

From start to finish Richard, Martin and team were fantastic. I remember on the first day of one of several meetings saying to Martin how refreshing their approach to the sale was and that was what sealed our business. They are honest and professional. The fit was completed in the three days as promised and the team were superb. Absolutely delighted with the outcome. There were minor teething problems but the speed at which my calls were dealt with and the team got things sorted was first class service. Would highly recommend.

ON YOUR MARKS… Katie White, female winner of all three Babcock 10k races last year, gives you a head start with her 10 week training programme. This month we give you the first 5 weeks of the beginners’ programme which has three runs a week, each separated by rest days. Rest days don’t need to be completely inactive. (please visit our website www. communityadvertiser.co.uk for intermediate & advanced programmes). The runs on Tuesdays and Thursdays are shorter than at the weekend and aim to reduce the need to take walking breaks. On Saturdays the aim is to gradually increase the total time you spend active to build up endurance so that you are able to complete 10K. All the runs are based on time rather than distance so all you need is a watch.
THE BATHROOM COMPANY
Week 1 All the sessions have short periods of running with walking breaks. Try to keep moving continuously and maintain a brisk walking pace in between the running – you should still be able to recover enough to be able to run again.
