UNPROFESSIONAL ENGINEERS AND FLOODS THE issue of poor engineering or the lack thereof has once come into the lime light. This time the issue of poor engineering came to the fore when President Lungu toured Kanyama constituency and was appalled to find that the area has no drainages and therefore residents suffer flooding every year. The story of floods in Kanyama is well known especially to the residents because it happens every year without exception. It does not take much rains for the area to be flooded because of the rocky surfaces prevalent there. And with the floods come added problems. We are talking about outbreaks of diseases such as cholera and other related issues. It is for this reason that we are glad the Disaster Management and Mitigation Unit (DMMU) National Coordinator Chanda Kabwe alerted President Edgar Lungu of the engineers’ failure to facilitate for drainages in newly constructed roads in Kanyama area. No year passes without the DMMU being called upon to aid the area because of flooding as both homes and other dwelling places get submerged. What is sad is that this is an issue that can be resolved with the engineers taking this matter seriously and coming up with lasting solutions. A road is only as good as its drainages, which acts as a support system to remove water from damaging the road. It is indeed strange that the constituency has relatively good roads but these are not accompanied by drainages. This means that when it rains, all the rain water finds its way to homes and shops and needless to say that a lot of property gets damaged. But this should not be the case. We have engineers to provide a workable solution to this densely populated area. President Lungu was yesterday saddened to learn of this problem largely because engineers have continued to be unprofessional when executing their duties or ignoring to do that which is obvious. Mr Kabwe said lack of drainages in the area had caused flooding during rain seasons, resulting in many houses and road infrastructure being submerged. “The engineers have failed us, last rainy season we faced a lot of challenges when roads were submerged and we had to start pumping out water in order to protect the infrastructures,” Mr Kabwe said. The DMMU National Coordinator said this process was costly and wanted to ensure that the trend did not happen this year. President Lungu was not amused because only last month, he was admonishing engineers for shoddy works on the Copperbelt as well as for inflating costs of projects and thereby making it look like government officials were benefitting from the same. At this stage, we would suggest that engineers who fail to provide professionally sound advise or work be deregistered because they are not adding value to the nation. To the contrary, such professionals are a cost because they create additional works which forces DMMU in cases of floods to provide emergency funding. We saw it last year, as Mr Kabwe explained, the flooded roads had to be pumped to remove water from there. In addition, families affected by flooding have to be assisted with food and shelter. These are resources which could be utilized in other needy areas where there are justifiable natural calamities. We hope that once the drainages are erected, a good job will have been done so that Kanyama for once can go a year without people being washed out of their homes. In addition, we hope that the engineers have taken this indictment of their work to heart and willing to rectify the situation.

…Heed Kabwe lead warning or else, youths told By KETRA KALUNGA GOVERNMENT has warned youths in Kabwe who have invaded lead dumpsites of stern action. Central Province Minister, Sydney Mushanga, said the continued patronising of the closed Kabwe Zinc and Lead mine by youths was worrying. Over 1,000 children school-going children are on lead treatment and the Anglo American South Africa Limited (AASA) has been sued for the lead poisoning of over 100, 000 individuals in Kabwe.

Mr Mushanga warned youths that access the highly lead contaminated mine dump site to stop exposing themselves to lead poisoning. Youths usually invade the dump site commonly known as “Salvage Yard” to excavate minerals. The minister said in an interview that the young people were putting their lives at risk through exposure to the lead-contaminated mine. Mr Mushanga, who is Bwacha Member of Parliament, said although youths had constantly argued that excavation was their only source

of income, their lives matter. “The young people of Kabwe should realise that it’s dangerous for them to continue patronizing the lead-contaminated places because they are shortening their lives,” he said. Mr Mushanga appealed to the Ministry of Mines and Minerals Development to enhance sensitization on the dangers of Lead poisoning among young people in the district to prevent. Sensitisation could be done through the Zambia Mining Remediation and Improvement Programme (ZMRIP).

Police recover 260 guns in Muchinga By PETER SICHALI POLICE in Muchinga have recovered 260 illegal guns from January to September 2020, Muchinga Province Commissioner of Police Joel Njase has confirmed. Mr Njase said police were concerned with the huge number of illegal manufacturing and possession of firearms without licences. Mr Njase said it was an of-

fence for any person to own or use a firearm without authority. "According to the firearms Act, a person of 21 years is eligible to apply for ownership of a non military gun," Mr Njase said. Mr Njase said there was no law that allow for manufacturing of firearms, adding that most of the collected are homemade muzzle loaders which by law are prohibited and owners do not have li-

cences. He said received firearms are illegal and will be destroyed pursuant to United Nations General assembly resolution 55/55 v of 15 the December ,1999 and section 56(2) of the firearms Act chapter 110 of the laws of Zambia. He said 128 guns were collected in Isoka, 71 in Chama, 25 in Mafinga, 25 in Mpika, 10 in Chinsali and 10 in Nambuluma.

Quality Health Care Zambia (MQHZ) director-general, Dr Quince Mwabu said the greatest risk of Lead poisoning was to brain development, where irreversible damage could occur. Dr Mwabu urged all those that have been exposed to lead dust and any form of lead to be tested for lead level in their body system and get treatment.

Don’t kill smugglers – Nundwe COPPERBELT Permanent Secretary Bright Nundwe has urged security personnel in the province manning border points not to resort to instantly shooting smugglers. Speaking when he addressed the media in Ndola yesterday, Mr Nundwe said officers patrolling crossing points should resolve issues amicably and avoid taking people’s lives inaccurately. Mr Kapembwa Kashimoto, 39, is admitted at Kitwe Teaching Hospital. Mr. Nundwe has also disclosed that the construction of the new Copperbelt International Airport will be completed by April next year. ‘Engage spies in mines’ … to curb cheating and under-declaring of production

Mr Simukonda said it would be a brilliant idea to place some spies in mines because investors have been cheating over their production and the minerals they were extracting. He said in an interview yesterday that spies needed to be deployed especially in foreign owned extractive companies because they were the major culprits. The mining expert said the spies would be able to tell the country the truth when the investors attempt to undervalue the minerals. "These investors lie a lot to our Government and this disadvantage the country

because a lot revenue is lost, so these spies will give correct figures. “I propose that Zambia Revenue Authority (ZRA) can be able to deploy these spies so that they are able to start collecting meaningful revenue,” he added. Mr Simukonda said this should be taken seriously so the country could not be cheated any more. He said would enable the country mobilise enough revenue which could be used to revive the economy. "This idea is best because these spies will not be manipulated in any way, they will be there to do Government job," he said.

Govt, ZNUT salary talks on this month By NOEL IYOMBWA

NEGOTIATIONS on salary increments for teachers are scheduled to start this month, the Zambia National Union of Teachers (ZNUT) has disclosed. ZNUT general secretary, Newman Bubala said the union had completed submitting the letters of demand to government and what it wants to see. Mr Bubala said that the chairman for the negotiation has also been appointed. Negotiations could begin by the end the month. He however could not disclose the increase percentages that the union was demanding from government, adding that it is not for public consumption for now. “The process of submitting, letters what we are demanding, choosing the chairperson for the negotiations has already started it’s just a matter of meeting with government and beginning to negotiate otherwise the actual negotiating has not started but very soon we will start negotiating. “This month we should be able to start the actual negotiating and for how much we are demanding is not for public consumption for now, “he said. Government and the union last signed a collective agreement which came in force on July 1 2019, however the agreement expired on June 30, 2020.

SPEAKER of National Assembly Patrick Matibini has ruled that Mwansabombwe Member of Parliament Kabaso Kampampi, Kamfinsa MP Elalio Musonda and Chifubu MP Frank Ng’ambi did not vote as others had cast their vote for Bill 10 on October 29, 2020. Investigations have revealed that if, indeed, the console froze, as alleged, it would not even had been able to log into the system to press the “PRESENT” and “YES” options, as alleged in the letter of complaint. “At any rate, if his console had indeed frozen, as alleged, he should have immediately alerted me, and I would have, in turn,

instructed the ICT officers in the Chamber, to assist him forthwith. As a matter of fact an ICT specialist is positioned adjacent to me. I have come to the conclusion that, on the material day, Dr F Ng’ambi, MP, logged into the system as required. He, however, did not select the “present” key, which would have activated the necessary options to enable him vote. “Therefore, contrary to his assertion that his vote was not recorded due to a system failure, Dr F Ng’ambi’s failure to register his vote, was as a result of his own failure to press on “present,” and thereby register his intention to vote, and, subsequently, proceed to vote,” he said. SUSPENDED Patriotic Front official Emmanuel “Jay Jay” Banda and four others have pleaded not guilty to aggravated assault on a police officer in the Lusaka High Court. Banda, is charged with John Lungu, Maxwell Pito, Moses Silyonde and Lyford Phiri for allegedly assaulting Mr Allan Mbewe, a police officer on July 6, this year. The five denied the charge of aggravated assault before High Court Judge Wilfred Muma. The State applied for an adjournment of the case to November 11, 2020, which Mr Justice Muma granted. On October 12, this year, Banda and his co-accused were set at liberty after the State had entered a nolle prosequi on the same charge. But they were rearrested immediately they stepped out of the court room and taken to Central police station. The five are on police bond.

THE load-shedding will increase because water inflow into Kafue Gorge upper power station will reduce to facilitate the filling of water in the newly constructed Kafue Gorge Lower power station, Energy Minister Mathew Nkhuwa has said. During the period filling the dam at the new project, load-shedding will increase to between eight and 12 hours a day. Mr Nkhuwa explained that the newly constructed Kafue Gorger Lower power station would only be filled with water when inflow of water in the Kafue Gorge upper was reduced. He told Parliament yesterday in a ministerial statement that with the reduction of water inflow in the old station, load-shedding would increase. Mr Nkhuwa said the filling of water into the new dam would commence this Sunday. The minister said consumers would experience t load-shedding for six days and thereafter power supply would return to normal. “The Kafue Gorge upper has a

generation capacity of 950 but for now only 750 megawatts is being generated and when water inflow will be reduced, the generation capacity will reduce to 650 megawatts from Sunday to Monday then reduce further to 500 megawatts in the remaining four days,” Mr Nkhuwa said Mr Nkhuwa said the filling of water in the newly Kafue Gorge Lower dam was in readiness to commission of the first unit of the power plant. He said the first unit of the power plant with the generation capacity of 150 megawatts would be commissioned at the end of this month. He said the newly constructed power plant had five units. The minister said: “The second unit with generation capacity of 150 megawatts will be commissioned at the end of December 2020. “The other remaining three units will be commissioned in 2021 to ensure that the power plant is fully operational,” Mr Nkhuwa said. The power plant which was being constructed at a cost of US$2.3 billion was now at 93 percent. The project commenced in 2016 and would be completed next year.

Anglo American told off From Page 1

He was reacting to claims by Anglo American Chief Executive Mark Cutifani that it was not the mining firm responsible for lead poisoning at Kabwe lead mine nearly 50 years ago. Mr Cutifani said the mine plans to defend itself after a class action was filed against it. The class action suit was filed two weeks ago by South African law firm Mbuyisa Moleele and UK-based Leigh Day on behalf of what they say was estimated to be more than 100,000 individuals over allegations of negligence. The class action, suit which is seeking compensation for girls and women with lead poisoning who have or may become pregnant as well as clean-up and remediation of the area, alleges that Anglo American South Africa (AASA) is liable for the lead emissions. Mr Cutifani however said, “We intend to defend our position as we don’t believe Anglo American is

responsible for the current situation.” But Mr Musoma said the mining firm should not insult the intelligence of Zambians because there was no other company which was mining lead in Kabwe. He claimed in an interview yesterday, the Anglo American was the only company which was mining lead and subsequently polluted in the area. “They killed a lot of people because of lead poisoning, many people are still affected because of its negligence. Anglo American was the one mining lead and how can they say that they are not responsible for lead poisoning that is ridiculous. Anglo American was the only company which was only owned lead mine in Kabwe, so let me warn them that Zambians will not tolerate such nonsense coming from them,” he said. Mr Musoma said “We are not dull because every Zambian knows that it is Anglo American which caused harm to many people in Kabwe.”

‘LAND SCAMS BARRIER TO INVESTMENTS’ By KETRA KALUNGA THE irregularities surrounding land allocation at the Kabwe Municipal Council if not resolved have the potential to scare away investors, says Kabwe Chamber of Commerce and Industry (KCCI). KCCI President, Christabel Ngongola –Reinke, said the dishonest conduct from some council management with regard to the issuance of land could instil doubt in investors. Ms Reinke said in an interview that Kabwe needed the land agency that was stable and transparent for business to thrive.

The KCCI president said the land acquisition was key to the development and therefore it should be done in a transparent manner. “With what is happening at the council right now, investors wanting to come to the district might fear doing so thinking that their property might be taken away by someone who might claim ownership of the land,” she said. Ms Reinke said the chamber was saddened that the council was back in the media for the wrong reasons, being one of the stakeholders that fought for the restoration of the land agency.

Senior Chief Shimumbi cited Ndoki, Njoko, Shimumbi, Kaseya and Luena Day Secondary Schools, as some of the new projects in his chiefdom with more primary schools being built. He expressed gratitude towards the Government for constructing health posts at Njoko, Kasunga, Malekani and Kasonde Kombo Kombo. Senior Chief Shimumbi said he and his subjects were happy that they had received some of the 2016 campaign promises from the PF government.

He said there was need to find a lasting solution to the flooding which had been occurring yearly in the area instead of coming up with seasonal intervations. “Kanyama is built on rocks so with the first rains it causes chaos and we need to work on this matter. It will cost us money but we just need to do it,” Mr Lungu said.

RIES of poor pensioners over the ‘flawed’ privatisation should be cooled down by quickly instituting a commission of inquiry, PF chief media administrator in charge of social media, Erasmus Mukondo has said. Mr Mukondo called on President Edgar Lungu to look into the plight of former employees. Speaking in an interview, Mr Mukondo said that the Head of state must answer the call of poor Zambians who were directly affected by the sale of companies. He said that the lives of people on the Copperbelt and Livingstone had never been the same after losing jobs due to the flawed privatization. Mr Mukondo said that once the matter was probed, Government could recover some money to pay the affected former employees. He called on government to cast the net wide in probing the matter adding that a number individuals were involved. Mr Mukondo said that the probe was timely and that it be should settled once and for all. Meanwhile, Mr Mukondo has described the move by UPND not to vote for Bill 10 as a blow to the youth, women and the disabled.

Mr Mukondo explained that the bill was not meant to favour the President and the party in particular but to empower the six million youths, the disabled and women. He said that the UPND should not cry foul in 2021 because they had chosen to shoot down Bill 10, adding that the PF will carry the message to the voters come 2021. “The UPND are saying women should continue in the kitchen, there saying no to youth empowerment, and 1.7 million disabled people. Come 2021 they should not be cry-babies because it is the path they have chosen,” Mr Mukondo said .

By GRACE CHAILE-LESOETSA THE Lusaka High Court has convicted a 25-year-old man of Matero township for causing the death of a suspected gasser. Christopher Sheleni was

convicted after he pleaded guilty to the charge of manslaughter before High Court judge Mwila Kombe yesterday. Sheleni was alleged to have joined a mob in the lynching of Emmanuel Maibwe.

Facts in this matter are that on February 16, this year, Sheleni was at his house in Matero Township of Lusaka when he heard a crowd of people making noise outside. The crowd was chanting that they had caught a person (deceased) who was administering toxic substances in residential area commonly called a gasser. It was then that Sheleni went and joined the mob that had gathered near Hillside ground and had surrounded Maibwe. He joined the crowd that had begun beating the man with kicks and fists. The police at Matero Police Station arrived at the scene and fired warning shots in the air to disperse the crowd and apprehended Sheleni as he was fleeing the scene. The victim was rushed to Matero Level One hospital where he passed on as a result of the beatings.

After the facts were read to him, Sheleni admitted that they were true and correct. Judge Kombe then convicted him. In mitigation, his lawyer from Legal Aid Board, Wina Vukovic, said Sheleni was a first offender who had pleaded guilty to the offence, thereby not wasted the Court's time and the State's resources. Sheleni said in the eight months he has been in incarceration, he has had ample time to reflect on his actions which contributed to a loss of a life. He added that this fact will haunt him for the rest of his life. Sheleni said he had a five year old girl whom he helps to support and also lived with his elderly grandmother and auntie. Judge Kombe adjourned the matter to November 9, this year for sentencing.

Students stage solidarity march for PF By SIMON MUNTEMBA

YOUTHS and students from higher learning institutions in Lusaka yesterday staged a solidarity march at PF provincial office in support of the ruling party's stand on the failed Bill 10. The youth that were led by Common Grounds Network executive director David Mvula said they were in support of PF which had campaigned for the progressive Bill 10. They were received by PF Lusaka Province youth Chairman Daniel Kalembe. SUSTAINED demand for the dollar has continued to characterise the market with the Zambian Kwacha adding to its losses in the trading session. Absa Bank Zambia reports that sustained importer demand from corporates across different segments pushed the Kwacha up to close at K20.55/20.60. According to Absa Bank in its daily market report, this was lower than its opening level of K20.45/20.50 on the bid and offer respectively. “In the near term, the local unit is anticipated to lose more ground on very low dollar supply,” Absa said. Zambia Industrial Commercial Bank (ZICB) said the Kwacha continued to trade on the back foot despite copper trading just above the US$6,800 levels per tonne. ZICB indicated that the local unit opened at 20.50/20.55 and was unchanged from its previous days close. “While most global

currencies strengthened on the back of a possible win by Joe Biden in the U.S. Presidential election, the local currency moved in the opposite direction. “The Kwacha closed at 20.55/20.60, a downward movement compared to its open of 20.500/20.550,” ZICB said. Elsewhere, the South African rand recovered against the United States (U.S) dollar on Wednesday afternoon, as global markets whipsawed amid a far closer U.S. presidential election than polls had predicted. The rand was at 15.96 per dollar, 0.3 percent stronger than its previous close after trading more than one percent weaker against the U.S. currency in the morning session. Meanwhile, copper prices fell on Thursday as traders exercised caution amid a nail-biting U.S. presidential election that could drag on with legal actions. Three-month copper on the London Metal Exchange fell 0.2 percent to US$6,825 a tonne.

HARARE - The Zimbabwe Revenue Authority (Zimra) introduced a preclearance system on all vehicles goods imported by road effective Sunday. Under the latest customs arrangement, import duty procedures are completed before the traveller or the imported goods arrive at a selected port of entry. Upon arrival, the goods are only checked for conformity and this reduces the time spent by importers while completing customs processes at the ports of entry. This is different from a system where the processing of customs documents was done by a traveller or importer upon reaching the respective port of entry. Zimra announced the latest development in a public notice. “With effect from November 1, 2020, importers are advised that goods imported by road into Zimbabwe must be pre-cleared before their arrival,” read the notice. “All privately imported motor vehicles driven or transported by car carriers must be pre-cleared before they are dispatched to Zimbabwe.” Under the new system, the importers or their appointed agents are expected to submit online scanned copies of invoices, bill of lading, export documents, proof of payment, freight statement, copy of passport, police clearance, and letter of rebate (where applicable). In addition, they should also send any other relevant documents relating to the imports to enable customs officers to calculate duty and advise on the amount payable. Zimra said where duties are exempted because of the non-duty paying regimes such as rebate, the necessary processes will be done and the importer will be advised. “Motor vehicles can only be loaded onto carriers or driven into the country when the relevant processes have been completed, including the payment of duties, where applicable. “Clearance details must be sent to the carrier to enable them to load vehicles. Please take note that carriers have been notified of this requirement,’’ read the notice. OHANNESBURG - Some 28 out of the 276 infrastructure projects that President Cyril Ramaphosa first unveiled in June were showcased to private financiers on Tuesday, as the government tries to boost infrastructure investment and create jobs. According to Dr Kgosientsho Ramokgopa, acting CEO of Infrastructure South Africa (ISA) - the organisation that was established in July to spearhead the country's Strategic Integrated Projects - the 28 projects are expected to attract over R210 billion in investment. The South African government has pledged to use part of its R100 billion Infrastructure Fund to get the projects to a state where they will be attractive to private investors. "I can smell money in this room, but I want to get to the point of feeling it," said Ramaphosa, before telling pension funds and asset

managers that specialists from the private sector have scrutinised the 28 projects and government has de-risked them by taking first losses where applicable. In total, government has prioritised 62 of the initial 276 projects the president announce in June, and is hoping that these will unlock R1 trillion in investments. The 62 Strategic Integrated Projects were gazetted in July. "It was evident during the Sustainable Infrastructure Development Symposium process that not all of the projects were prepared," said Ramaphosa. As project preparation can be a costly exercise, government has brought the R100 billion Infrastructure Fund which was due to be established and operationalised in 2024 into operation already. “The fund will finance the preparation of all priority projects, which the president said should ensure that they are completed

JOHANNESBURG Disciplinary action will be taken against individuals implicated in the sale of strategic fuel stocks, and not even political leaders will be exempt, Minister of Mineral Resources and Energy Gwede Mantashe said The minister was responding to questions in Parliament on Wednesday about the current status on the disciplinary and criminal actions in respect of the sale of strategic fuel reserves in 2015. Tina Joemat-Pettersson was energy minister at the time of the sale. The Strategic Fuel Fund had sold 10 million barrels of strategic oil reserves to nine oil traders for less than R5 billion – considered well below the market value of what they were worth, Fin24 previously reported. The stock is estimated to cost R7 billion to replace. MPs pushed Mantashe to say whether action would be taken against JoematPettersson. Mantashe however said that the main case is being aired in court and until this process is finalised, action would be taken against "culprits." "Members of the opposition want to nail down

S we hopefully wish that the collapsed Constitution of Zambian Amendment bill no. 10 of 2019 will be revived immediately after President Edgar Lungu's mandate is renewed in 2021, we need to enact the Political Party Bill into law which will complement the Public Order Act in bringing sanity on the political battlefront. As regards the chances of the restored Bill 10 next year, we are confident the PF will have additional seats in North-Western and Western provinces to secure an outright two-thirds majority required to enact the constitution. Therefore, now our focus is on the passage of the Political Party Bill into law which will consolidate the democratic achievements that we have cherished from times of antiquities. Like we have stated before, the political party legislation is a device which will be used to defend the democratic credentials of Zambia. Since this legislation only requires a simple majority, we urge the legislative branch to ensure that it is presented in parliament. Our plea for this law is based on a number of factors. As we have written before, one opposition leader received huge financial support from foreign partners yet there was no disclosure because the law did not compel him to do so. This is vital in that it will enable the pupils to pass the examination with good results which can qualify them to pursue courses of their preference at colleges and universities both within and outside the country. However, the problem comes when some pupils who didn't prepare adequately for the examinations resort to examination malpractice or examination leakage as it is commonly known. Examination malpractice is a scenario where some pupils have the actual examination papers prior to writing them. It is during the examination period that some people cash in by selling the fake examination papers to the pupils. The pupils who are duped are those who lack confidence and the ones who didn't prepare adequately for the examinations. It is important that pu-

In our view, Mr Hichilema or indeed any other citizens are ordinary citizens who should not undermine the ability of MPs to act independently It is our hope that the Political Party Bill will end Parliamentary capture and does not bring national matters to a standstill for the sake of pa-

tronage. We are also mindful that Zambia is a democratic state therefore such a legislation will be helpful in scrutinising the people aspiring for various elective offices including that of the Presidency. For instance a keen and avid believer of democracy would wonder whether a person who has never gone to a convention for more than five successive electoral defeats should continue imposing himself on the ballot paper. We have leaders that have blatantly failed to satisfactorily answer how Hotel Intercontinental was sold in Livingstone. They have also not accounted for the sale of RAMCOZ. Privatisation ghosts should satisfactorily be clarified failure to which such candidates must be disqualified. Defiler flees

A 30-YEAR-OLD man of Kawama area in Solwezi is on the run after allegedly defiling his eight-yearold neighbour’s daughter. The suspect is alleged to have enticed the girl into his bedroom where he defiled her in full view of her six-year-old friend before fleeing the scene. North-Western-Province Commissioner of Police, Elias Chushi, confirmed the incident and added that the defiled girl’s mother was alerted by the friend of the victim who stormed out of the suspect’s house. Mr Chushi, who identified the suspect as Milton Kyembe of Kawama compound, said the suspect fled his house before the victim’s mother arrived. “On 1st November 2020, around 19:00 hours, an eight-year-old girl together with her six year old friend were playing at their neighbour’s house. Eventually, the suspect enticed the two children to enter his bedroom where he defiled the victim whilst the friend was watching. “The friend could not help watching and stormed out of the house to inform the victim’s mother. However, the suspect fled his house before the victim’s mother arrived, Mr Chushi added.

One of the challenges that the change of retirement age from 55 to 60 years entailed was holding back retirement for five years for workers who should otherwise have retired and been paid off and replaced by new workers. This matter has brought a window of opportunity for Zambia to resolve a long standing dilemma of how to pay off retired public servants, create jobs for so many of our youths and in turn revive the economy. A key factor that motivated the state to increase the retirement age was to open a moratorium window during which to mobilise resources to pay off the huge backlog of retirees inherited from the previous administration in 2011. Unfortunately this has not materialised. Instead a mountain of unpaid retirement benefits has accumulated. Remember, a double-edged sword was created by popular acclaim among workers, labour unions and others when the Zambian Parliament, riding on the popularity among workers and labour unions, had accepted a clause in the 2016 Constitution, of retaining retirees on the payroll until their benefits had been paid. This retention on the payroll of unpaid retirees created a resource drain problem. The state

and other employers have to pay two salaries for one job for as long as retirees’ benefits remain unpaid; that is one salary for the retiree and another salary for the job holder! This, coupled with the nation’s mounting external debt obligations, has put the state in a dilemma. The onset of Covid-19 in Zambia in mid-March has left Zambia’s labour landscape in a helpless situation of sorts. Therefore, it is imperative to pose the inevitable questions; what is the way forward? How does Zambia get out of this entanglement? Firstly, it is important to note that the situation is not irredeemable; it can be salvaged. Several permutations can be looked at to create a win-win situation for all – retirees, the government, unemployed youths and the nation at large! How can this be achieved? First and foremost, the government should see paying off retirees from the perspective of killing several birds with a stone, and as a major stimulus package for the retirees to turn their benefits into investible capital to play a pivotal role in reviving the Covid-19-ravaged economy quickly. There are three possible sources to finance the retirement packages: From within the national

budget by sacrificing some capital projects; The government can approach some local pension houses for a loan to finance this; or The government can approach some international cooperating partners for a grant or a soft loan specifically to sort out this problem. Mr Matambo said Mr Hichilema had already marketed himself more than the party such that he could win an election even if he was to contest as an independent today. Meanwhile, Mr Matambo advised the aspirants that it

Malawi says it will open Israel embassy in Jerusalem TEL AVIV - Malawi said on Tuesday it will open a full embassy to Israel in Jerusalem, becoming the first African nation in decades to do so in the contested city. Magufuli took the oath of office at a sports stadium in the capital, Dodoma, with crowds streaming in from early in the morning. Magufuli won 84 percent of the vote, in a poll rejected by the opposition as fraudulent. His main rival, Tundu Lissu, got 13 percent of the vote. The election commission denied that the election was rigged.

Meanwhile, an exiled former rebel leader and prime minister, Guillaume Soro, has urged Ivory Coast's army to intervene following Saturday's disputed presidential election. Soro issued a statement on social media calling on troops to restore constitutional order. He was barred from contesting in the election because of a conviction earlier this year for corruption.
