TATE Counsel John Sangwa has petitioned the Constitutional Court to declare President Edgar Lungu not eligible to contest the 2021 elections as he has twice been sworn into office. Mr Sangwa through the Legal Resources Foundation Limited (LRFL) wants the court to declare that Mr Lungu having been elected, sworn into and held the office of President from Janu-
By SIMON MUNTEMBA THE August 12 presidential and general elections will be between the PF and UPND, therefore we have decided to side with the winning team led by President Edgar Lungu, the National Democratic Congress (NDC) has said. NDC acting president Saboi Imboela said they will not field a presidential candidate but instead support the candidature of President Lungu. Speaking after visiting the PF Secretariat yesterday, Ms Imboela said the NDC members across the country have unanimously endorsed the candidature of President Lungu in the August 12 elections. Ms Imboela directed all NDC structures and Parliamentary aspiring candidates to rally behind President Lungu during campaigns. “As of today, all councillors and aspiring candidates should start supporting the candidature of President Lungu,” she directed. She however explained that
ary 25, 2015 to September 13, 2016, and having been declared winner and sworn into and having held the same office from September 13, 2016 until the next President is elected under the 2021 election is not eligible for nomination for the election as President on August 12. He also wants the court to declare President Lungu’s nomination null and void as it allegedly contravenes article 106 (3). He wants the nomination paper filed by Mr Lungu with the Returning Officer and all
documents in support of his nomination for election to be quashed. Mr Sangwa in his petition where he cited President Lungu as the respondent stated that the Head of State has contravened article106 (3) of the Constitution and that the Returning Officer accepted the nomination paper and affidavit on the premises that he met the qualifications specified to contest the Presidency. …as Lubinda says UPND is demon possessed He said it was for that reason that the opposition UPND could not form any meaningful alliance with any political party. Mr Lubinda said this yesterday when NDC acting president Saboi Imboela and her senior party officials went to the PF Secretariat to endorse the candidature of President Edgar Lungu in the forthcoming elections. Mr Lubinda who thanked Ms Imboela and her team for endorsing President Lungu said it was not possible to work with the UPND because it was demon-possessed. Mr Lubinda who spoke in Cinyanja said UPND has failed to work with other political party leaders because its leader was not only power hungry but was-possessed. He recalled how late president Michael Sata wanted to make him his vice president,
by supporting President Lungu, that did not mean they have defected to the ruling party. Ms Imboela said NDC could not work with its former Alliance partner, the UPND because it is led by selfish individuals who wanted to destroy it even before Government is formed. PF Member of the Central Committee Given Lubinda who welcomed Ms Imboela and her entourage at the PF Secretariat thanked the NDC for endorsing President Lungu. Mr Lubinda urged the PF members to embrace NDC members and campaign peacefully with them to ensure the ruling party retains power. Meanwhile PF Member of the Central Committee Given Lubinda has charged that it was not possible for UPND to have a tangible alliance because the party was possessed by a demon.

PRESS STATEMENT Friday May 21, 2021 The Daily Nation Newspapers Limited has repudiated a contrived page of today’s newspaper published on social media. The contrived paper was not only criminal but also an unprofessional excise by those responsible who expected to gain mileage from the subterfuge. The matter has been reported to ZICTA for investigations and possible prosecution. MARY MBEWE Executive Editor
Joseph Busenga questioned the eligibility of Mr Lungu said re-litigating the same matter which was settled in the Dr Daniel Pule case is an abuse of court process. “It is therefore inconceivable that the applicants could not comprehend what we stated in clear terms in the Dr Daniel Pule case that the term than spanned a period from 25th January, 2015 to 13th September, 2016 did not constitute a term for the purposes of article 106 (3) as read with article 106 (1) and (6) (b),” said the court.

but after agreeing, he suddenly walked away from the PF-UPND pact. And PF Lusaka Province chairperson Kennedy Kamba said the party is ready to campaign with the NDC across the province. Mr Kamba said the ruling party is one big family that is anchored on the principles and values of love for humanity and unity among the people.
Resident doctors cautioned against planned go-slow From Page 1 “They are not being sincere because the grievances that they are raising were attended to, Government employed 309 doctors nice months ago. Out of the 309, 306 have had all their arrears cleared as we speak as of today. So what is the basis for them to go on strike when their grievances were attended to? “Do they just want to disrupt the health care system and make government look bad? Clearly, they are being motivated by something else and some of them may be used by the opposition politicians. Because their grievances have been met. What justification are they going to give?” Mr Mwanza asked. He added, “But we would like to remind them that they are under oath to save lives and failure to do so has repercussions. Their calling is to save lives not politicking.” He also said the Resident Doctors Association President was not a union, but simply an association which should not get involved in matters of administration. Mr Mwanza said matters of conditions of service and administration must be left to the Medical Association of Zambia which was mandated to do so.
He said in an interview that people who were seeking regime change in Zambia were actually not Zambians, but imperialists who were ready to give the opposition millions just to usher in a preferred government. Mr Ntewewe said the foreigners were pumping in a lot of money in the coming elections to take control of the mining sector as copper prices have now hit over U$10, 000 per tonne. He cautioned PF leaders to remain alert and sell the party’s manifesto to the electorate so that the opposition would not have any chance to pull through. “PF should also take time to explain thoroughly to the Zambian people what they intend to accomplish and also the negative effects that would come about with a UPND government. They should not be too comfortable, this is not the time to relax,” Mr Ntewewe said. He has called on PF to be very alert, robust and pragmatic during this campaign period. Mr Ntewewe said the PF manifesto was very rich
and it should be explained to the Zambians during the campaign period. He said the UPND had not had it easy to penetrate on President Edgar Lungu and this was the reason why they did not want him on the ballot. "PF should not be on relax, but be on alert so that whatever propaganda that might come up must be attended to as quickly as possible and everyone is aware that some time back,” he said. Mr Hichilema held a public meeting in Chingola where he said once he gets into power, he would bring back the Anglo-American Corporation," Mr Ntewewe said. Meanhwile, Mr Mulemwa urged the PF leadership to reconcile with independent candidates. Mr Mulemwa said the independents were too many and would cause a split of votes if abandoned. Some independent candidates in Eastern Province, Emmanuel Jay Banda in Petauke and Zindaba Soko for Chipata Central have already declared their allegiance to President Lungu and pledged to incorporate him in their campaigns.
Get ministerial vehicles, permsecs told PERMANENT Secretaries must ensure that all ministerial motor vehicles are handed over by former ministers and surrendered to the Ministry of Works and Supply for safe storage, says Secretary to the Cabinet Dr Simon Miti. Dr Miti said the vacation of office by ministers and dissolution of parliament on May 14, makes it only prudent that the assets are safeguarded and serviced in readiness for use by incoming ministers after the August 12 general elections. He said all telecommunication gadgets such as surface tablets and phones must also be surrendered to Smart Zambia. Dr Miti issued the directive when he addressed a senior public service management virtual meeting in Lusaka yesterday. Dr Miti said the Cabinet Office Circular of April 29, 2021 provides very clear guidelines on the need for Permanent Secretaries to ensure that government assets and resources are handed over. Dr Miti has also warned public service workers to avoid politicking and remain nonpartisan during this critical time of political campaigns and elections. “As public officers, you are not expected to engage in politics before, during and after elections” said Dr Miti.
He warned that public service workers who will engage in partisan politics and disobey the public service code of ethics and conduct will face appropriate corrective and disciplinary action. Dr Miti pointed out that despite the absence of Cabinet, President Edgar Lungu will continue to run the government and will need Permanent Secretaries and other senior government officers to not only monitor implementation of government programmes but articulate its policies. He urged Permanent Secretaries and senior government officers to step up in the absence of ministers and ensure that there is no disruption of government business and service delivery. He said to this effect, the Cabinet Office will issue a circular to highlight the new roles and functions of Permanent Secretaries in the absence of ministers. Meanwhile, Dr Miti has paid tribute to frontline health care workers for their efforts in curbing and managing the spread of the coronavirus in the country. He urged the country not to let its guard down and assured that Cabinet Office will continue to guide the public service on working arrangements aimed at reducing the risk of spreading the coronavirus in work places. - ZANIS

Trade Schools Zambia’s youth population hit 4.8 million in 2020, comprising young people aged between 15 and 35. This translates into 36.7% of the country’s total population. This large population of the youth presents a huge opportunity for complete transformation of the future, and President Edgar Chagwa Lungu and the PF have embraced this opportunity by coming up with youth empowerment initiatives that guarantee sustainability and growth. As part of a wider agenda for youth empowerment, President Lungu and the PF have built trade schools and rehabilitated some existing infrastructure in many parts of the country to provide an avenue for job and wealth creation among the youth. With this empowerment, the income and employment prospects of many young people have improved.

Govt warns over delayed Lundazi Trades project By SIMON MUNTEMBA GOVERNMENT will not tolerate continued delays in completing infrastructure projects that are fully paid for because procrastination increases the costs. Higher Education Permanent Secretary, Kayula Siame, said projects that were overshooting the deadline in completion had cost implications, to the detriment of taxpayers and national development. Ms Siame said this when she
toured Lundazi Trades Training Institute construction site yesterday. According to the ministry’s public relations department, Ms Siame expressed displeasure over the slow pace of construction of the training institute. She said it was unacceptable that the project, which started in 2015, could be delayed further when Government had released funds to tackle the challenges contractors faced to have it completed. Ms Siame admitted that the project had a number of prob-

the funds were released, works should be expedited. “Resources have now been made available to complete the project fast. The cost of the project has increased from the initial K21 million to about K32 million. “That is the negative part but we are hopeful now that these works have begun and some resources mobilized, we’ll be able to move quite quickly and complete the project,” Ms Siame said. The target, she said, was to ensure that all structural works, fittings and the road network should be completed before the end of the year. Ms. Siame urged the contractors to ensure that 85 percent of the works were completed in the next three months so that the remaining 15 percent could be completed in the last quarter of the year. Meanwhile, Ministry of Higher Education Director for Vocational Education and Training, Alex Simumba, said the project was abandoned due to challenges in resources. Mr Simumba said now that K2.8 million has been released to the contractors, works would be expedited. Ms. Siame has been in Eastern Province to monitor progress on projects being carried out at trades training institutes in Petauke, Lundazi and Chipata.

The matter was dismissed for lack of merit and Mr Sangwa was condemned to pay costs. He cited the ECZ and the Attorney General as respondents while lawyer Lewis Mosho was joined as an interested party. By ROGERS KALERO WE know that when women take up economic responsibility, they are able to uplift households and communities, United States of America Public Affairs Officer Sean Mclntosh has said. Mr McIntosh said in the face of economic turmoil, where the mining industry was facing challenges, women could play a role in diversifying the economy by venturing into agriculture, textile and other sectors of the economy He said the Embassy of the United States of America (USA) under the Women’s Entrepreneurship Access Centre (WEAC) has injected K2.2 million into the Academy for Women Entrepreneurs Programme (AWE) with close to over 2, 000 applications received. He was speaking yesterday at the Copperbelt University (CBU) in Kitwe during the handover of certificates of completion to 30 Kitwe-based AWE
"We know that when women take up economic responsibility, it is powerful and lift up households and communities. You are really to be commended for sticking through. "We know that, for example here in Kitwe, there have been times of economic successes and economic turmoil which led to job losses hence it is up to you to stand up and fill up the gap as women,'' Mr McIntosh said Mr Mclntosh said the embassy had so far pumped in K2.2 million in the programme up to the second phase and that an additional K1.5 million would be availed in the third phase. “The programme has been of greatly help to the women entrepreneurs and has helped them to diversify in various businesses. I can say so far K2.2 million has been injected in the programme up to phase two,” he said. And WEAC executive director Nambula Kachumi said the overwhelming response was a clear indication of re-
silience in women entrepreneurs in Zambia and were looking for opportunities and support to take their businesses forward. She said phase two of the programme was launched under the Covid-19 however the response from business owners was overwhelming with close to 2, 000 applications received from Kitwe, Lusaka and Ndola. She said since the launch of the programme in 2019, WEAC has seen more than 250 women in both phase one and two successfully complete the dream builder entrepreneurship course. "I must say the organisation was happy to partner with the embassy to bring the programme to Kitwe and Ndola with close to 60 women from different sectors currently enrolled on the programme. "Zambian women now have a wider opportunity to be empowered with knowledge, tools and resources they need to grow their businesses,” he said

CAMPAIGN RESPONSIBLY! ALL political parties must adhere to the Covid-19 prevention guidelines as they conduct campaigns because careless interactions can serve as a conduit for the spread of the deadly virus. Already, there are strong signs that some political parties will likely contravene the guidelines and the Standard Operating Procedures (SoPs) against Covid-19, which the Electoral Commission of Zambia (ECZ) has developed. Evidently, some political parties went against the guidelines when their respective presidents went to file their nomination papers at the Mulungushi International Conference Centre in Lusaka. Thousands of political cadres gathered around the conference centre ad later streamed into other areas of the capital city. Political leaders, therefore, ought to remind their members about the need to observe physical distance. In good faith, the ECZ came up with the technical committee to work on mainstreaming Covid-19 prevention mechanisms and developed the SoPs for the electoral process. The technical committee drew membership from the ministries of Information and Broadcasting Services and General Education. The Ministry of Health was also on the committee with the Zambia National Public Health Institute and the Disaster Management and Mitigation Unit. Other important stakeholders on this committee were the Zambia Centre for Inter Party Dialogue, Ministry of Local Government, Ministry of Home Affairs, the Zambia Police, the Media Institute for Southern Africa and of course the ECZ. This is an important aspect in the electoral process which, shockingly, is being overlooked already by some political parties. Covid-19 is real! Political parties must at all costs adhere to the guidelines and SoPs which have been developed for this particular election. Zambia has already recorded one case of the Indian Covid-19 variant and hence the imperative need to be extra cautious. The ECZ on its part has worked out measures to protect voters, election officials and other stakeholders. Electoral officers at polling and totalling centres would use thermo scanners to check body temperature and will insist on mandatory wearing of face masks for people involved in the election process in all locations. According to the ECZ, the rules of physical distancing shall be enforced at all electoral activities including stakeholder engagements, trainings, and queuing at polling stations. It is the responsibility of all political parties to ensure that the electoral process is smooth and hence the need to develop alternative means of political interaction. Social media platforms are very ideal for mass information dissemination across the country and beyond the frontiers. Locally, fliers, posters and bill-boards can be of valuable use while the public address system could be used in townships to reach out to all voters. Political parties could also utilise the door-to-door campaign system as long as they are in relatively smaller numbers. It is also possible for political stakeholders to hold meetings in smaller numbers in various communities while sticking to the five golden rules. All Zambians must take part in enforcing preventive measures! At this crucial political juncture, it will be important for all citizens to stick to the rules so that the political interactions do not stamp a smudge on efforts to fight the deadly Covid-19. Political leaders are the main actors on this score!

OMCs DEMAND TRACKING OF OIL MOVEMENT By PETER SICHALI
T
HE Energy Regulation Board (ERB) should introduce a system to track movement of fuel so that it does not end up on the black market, Oil Marketing Companies Association of Zambia (OMCAZ) president Kafula Mubanga has said. Dr Mubanga said there is need to enhance monitoring
mechanisms to reduce irregularities in the fuel value chain. Dr Mubanga said fuel was a very sensitive sector and that a system must be put in place that will monitor movement of fuel from the point of entry through to the final destination. "ERB should introduce a tracking system for fuel movement and enhance security to avoid artificial shortages and other illegal practices that may affect the fuel value
chain," Dr Mubanga said. Recently, the ERB warned that it will firmly deal with illegal fuel vendors and staff at some retail sites that are conniving to cause artificial fuel shortages. ERB Public Relations Manager Kwali Mfuni said there is an emergence of the black market for fuel in service areas to take advantage of the artificial shortage being compounded by speculative buying of fuel.
Lungu values women’s input, says GBM PRESIDENT Edgar Lungu values the contribution that women have continued to make in the country’s social economic development, says Patriotic Front deputy national chairperson for mobilisation, Geoffrey Mwamba. Mr Mwamba, who is also a member of the PF central committee said this can be seen by the appointment of Professor Nkandu Luo as his running mate in the 2021 general elections. He said the party is happy that many Zambian women have raised the country’s profile through the successes they have scored.
Mr Bwalya cited the Vice President, Ms Inonge Wina who he said has greatly contributed to running the country. He has since welcomed the appointment of Prof Luo as the Presidential running mate in the August 12 general elections. Mr Mwamba was speaking in Kasama when he received over 200 defectors from the United Party for National Development (UPND) who have joined the PF. He said it is good that people have now realised that PF is the only party of choice and has a clear de-
velopment agenda. And speaking on behalf of the defectors, Mr Stanley Bwalya accused the UPND of lacking clear strategies to drive the party forward. Meanwhile, PF provincial coordinator for mobilisation, Jairos Tembo appealed to the defectors to go flat out and campaign for the party ahead of the August 12 elections. But when called for comment, UPND provincial information and publicity secretary, Evaristo Bwalya said they were not aware of any defections that have taken place in the province. – ZANIS.
NGO asks Police to bar public rallies … as Indian variant of covid19 is detected By OLIVER SAMBOKO THE Christian Coalition on the Copperbelt has appealed to the Police not to allow political rallies in the region following the detection of the Indian variance of covid 19 in the country. In a letter addressed to Inspector General of Police Kakoma Kanganja and Copied to Copperbelt Police Commissioner, Coalition provincial Coordinator, Kelvin Mwilu stated that the church in the region was concerned that allowing political players to hold rallies would spur the spread of the virus. He said political parties can still use other avenues to campaign as opposed to having rallies.
Mr Kanganja
“As a Christian coalition on the Copperbelt Province, we are appealing to your good office not to issue permits to political parties wanting to hold rallies in order to prevent
the spread of the Indian variance that has been detected in Zambia. Political parties can use other avenues to campaign as opposed to having rallies,” read part of the letter to Mr Kanganja. Zambia already recorded its first confirmed case of the highly contagious Indian COVID-19 variant in a man who recently travelled from the Asian country. And following the surge in the number of cases in India, the country was likely to encounter challenges in the acquisition of AstraZeneca through the COVAX facility due to increased demand in India. The country has to-date recorded 92,520 COVID-19 cases since March of last year.

Scores ditch UPND in Namwala By CHARLES MUSONDA SCORES of United Party for National Development (UPND) members from Namwala have joined the Patriotic Front (PF), citing lack of development from the time the opposition party was formed. The defectors included 37 village headmen led by Senior Headman Shimakumba of Ngabo area. Speaking on behalf of the group, Mr. Shimakumba said they had travelled from Namwala to Lusaka to show their love for President Edgar Lungu. He said people in Namwala want development in critical sectors like education, roads, and water. He said women in the district also want empowerment so that they can educate their children. Mr. Shimakumba said he and his group sacrificed their transport money for the sake of President Lungu. At the same event, Headman Chipembele said people of Namwala have been lost since the UPND's inception as they have always been on the opposition side. Mr. Chipembele said many people in Southern Province have realised that they should work with the ruling party. And receiving the defectors, a member of the PF central committee Given Lubinda thanked them for making the right decision. Mr. Lubinda said he, President Lungu, Vice President Inonge Wina, and other prominent figures were UPND members but quit the party after seeing that there was no leadership in the party. He said President Lungu does not choose tribe in delivering development to all parts of Zambia. He said the PF is a peaceful party that embraces intra-party democracy as compared to the UPND. Mr. Lubinda said most UPND members of Parliament like Mr Jack Mwiimbu have failed to develop their constituencies despite the many years they have held their seats.

CROSS-BORDER TRADERS DEMAND ENTERPRISE FUND G By AARON CHIYANZO
Mr Makambwe
OVERNMENT should come up with an enterprise development fund to provide loans to small businesses struggling to access funding from banks, Southern Africa Cross Border Traders Association President Jacob Makambwe has said. Mr Makambwe said just like Government had provided funding for aquaculture development and empowerment for farmers through FISP, smallscale traders also needed financial support. He said in an interview that women and youths needed
empowerment more focused on enterprise development. Mr Makambwe said there was need for some kind of harmonisation of empowerment funds that should have one area of management such as the Citizens Economic Empowerment Commission. He said rather than having different ministries providing funding to citizens, the task could be given to one institution which would ensure all citizens were empowered. Mr Makambwe said women and youths, including others could be supported with loans depending on their line of business. Meanwhile, Mr Makambwe
UNIP upbeat on August polls By CHARLES MUSONDA THE United National Independence Party (UNIP) says it has high chances of performing better in the August 12, 2021 general elections because now it has a vibrant leader Bishop Trevor Mwamba. In an interview yesterday, UNIP Lusaka provincial chairperson Allan Malawo said Bishop Mwamba has proven that he can take leadership to desired heights Zambians have been yearning for years.
Mr. Malawo said being a clergyman and a lawyer by profession, Bishop Mwamba will instill issues of moral uprightness in Zambians if voted into office. He said the degrading lawlessness in Zambia requires a person of Bishop Mwamba’s caliber to be stopped because he understands legal processes and other related issues. He said now that UNIP has resolved all the internal wrangles it had, the former ruling party, which lost power 30 years ago after ruling for 27 years, will per-
NRP backs Luo, Maggie By CHARLES MUSONDA THE National Revolutionary Party (NRP) has resolved to support Professor Nkandu Luo as President Lungu’s running mate and Margaret Mwanakatwe as Patriotic Front (PF) Lusaka Central parliamentary candidate. NRP president Dr. Cosmo Mumba says his party is aware that some named unsuccessful candidates are funding protests against Ms. Mwanakatwe’s adoption. Dr. Mumba said at a media briefing yesterday that Ms. Mwanakatwe has a track record of achievements when served as then Barclays Bank managing director, Lusaka Central MP, and Commerce Trade and Industry minister. He said the PF Central Committee members were not insane to readopt Ms. Mwanakatwe and that any protest against her is an insult to PF leaders and President Lungu. He said President Lungu made it clear that everyone who wanted to stand was free to do so but the final decision would be made by the Central Committee. Dr. Mumba called on PF Secretary General Davis Mwila to put the ruling party in order and suspend anyone instigating protests against adoptions of certain can-
didates. He said in his home district Chinsali, the NRP has rejected the candidature of PF adopted parliamentary candidate Kalalwe Mukosa but will rally behind former MP Christopher Mulenga who has stood as independent after being left out by the ruling party. He claimed that people on the ground do not want Mr. Mukosa because Mr. Mulenga has been helpful in critical times like funerals and sicknesses. Dr. Mumba said the NRP will also support former Home Affairs minister Stephen Kampyongo for Shiwang’andu, Ms. Elizabeth Phiri for Kanyama, its candidate Helen Manyando for Munali, and all independent candidates supporting President Lungu. Meanwhile, Dr. Mumba has appealed to Economic Equity Party (EEP) leader Chilufya Tayali to tone down on his revelations of financial help he has been receiving from PF leaders and others. He said Mr. Tayali’s disclosures will make people from Chinsali look like beggars while he (Dr. Mumba) has built houses and has his own companies and transport. Dr. Mumba said Mr. Tayali is embarrassing opposition leaders who work with the PF and his revelations are a breach of diplomatic etiquette.
form better than it has had in the previous five general elections. And Mr. Malawo has called on all political leaders to ensure their followers refrain from political violence before, during, and after the August 12, 2021 general elections. He said political violence has no space in Zambia because elections time is when participants sell their respective manifestos to the electorate and in the end it is voters who decide to pick right leaders. He said all the participants in
said the K10 billion stimulus facility that was provided by the Bank of Zambia did not have the desired impact on small businesses because it was not well spelt out. He said only commercial banks ended up benefitting from the facility while small businesses were left out. Mr Makambwe said the requirements to access the facility only stated that “SMEs” were to benefit but did not state the standards of SMEs being targeted. “SMEs are in different standards and it was not clear who was supposed to benefit. It was not well thought out, the entry point was not clear,” he said.
this year’s elections must advocate ideas of ensuring all Zambians have access to basic needs like decent shelter, enough food and clothing. Mr. Malawo said unemployed youths whom some politicians want to use as tools of violence must start challenging their leaders to explain things they will do for them instead of accepting to be used in the battle field where they will get nothing but injuries. “We want to see political competitors who are going to come up with better methodologies to address unemployment. We want to see leadership that will address so many challenges affecting Zambia,” he said.
Lufwanyama chief salutes State …over good agro policies By DAILY NATION CORRESPONDENT A TRADITIONAL leader in Lufwanyama has praised Government for introducing agricultural policies that have contributed towards poverty alleviation at household level. Chieftainess Shimukunami of the Lamba has said Government had placed agriculture as the main economic driver through appropriate policies. She said from the time President Lungu assumed office, farming inputs had been delivered in her chiefdom early. The traditional leader said this when Nyimba Investment Head Sales and Marketing Manager Willings Mulendema paid a courtesy call on her. “I am glad that the Government attaches great importance to agriculture. They have prioritised agriculture and this can be seen through the early delivery of inputs. “I am also happy that the Government engaged you Nyimba to be among the
suppliers and you have done a commendable job. This is how it should be as you are helping in fighting poverty at household levels,” she said. Chieftaines Shimukunami projected that Lufwanyama would be able to record a bumper harvest because of the early distribution of inputs. In the previous season, the traditional leader said, Lufwanyama was able to record a bumper harvest owing to the timely delivery of inputs. And District Commissioner Dorothy Chipimpi, said Government was happy that Nyimba was able to supply inputs for Lufwanyama early. “On behalf of the government I wish to state that we are happy with the works that Nyimba is doing and continue with the good works. You are a true partner and have shown us that you can do it,” Ms Chipimpi said. Ms Chipimpi advised farmers to start saving money so that once the Government announces that farmers could make their deposits, they do not face challenges.

CB PF women back Luo By ROGERS KALERO PATRIOTIC Front (PF) Copperbelt women have pledged full support for Nkandu Luo because she inspirational and hard working. PF Copperbelt women chairperson, Rose Mukupo, said Professor Luo was a perfect choice for President Edgar Lungu as running mate. Ms Mukupo said Prof Luo was inspirational to women because of her combination of education and political experience, hence deserved support from all women and other members of the public. She said this in an interview on the sidelines of a meeting of Copperbelt district and constituency women executive officials held at Road View Lodge in Kitwe. "As Copperbelt PF women, we pledge our support to President Lungu and his running mate Professor Nkandu Luo. Useless tantrums from enemies of the party will not stop us from supporting Professor Luo because she is one of us and she is inspirational. "Her education background and political experience is really an inspirational to us. Those who have personal issues against her, that is there problem. As PF, let us remain focused and ensure victory for President Lungu and the party in the August elections,'' Ms Mukupo said Ms Mukupo paid growing tribute to the Vice-President Inonge Wina for being supportive to President Edgar Lungu. She said the support which Ms Wina had given President Lungu had demonstrated that women could make loyal, humble and trustworthy running mates.
Small-scale farmers back call for lifting maize export ban By NOEL IYOMBWA THE call by the Zambia National Farmers uUnion to remove the Statutory Instrument that prevents maize export by slapping a 10 percent export tax on maize grain is a welcome move, SmallScale Farmers Development Agency director Boyd Moombwe has said. Mr Moombwe said the 10 percent tax was introduced to discourage maize exports following a regional shortage but that the country has enough maize stock hence the decision to allow maize exports. He said that the 10 percent export tax was also meant to only apply when maize production does not exceed two million tonnes but now that the country has produced 3.6 million tonnes it is time to do away with the tax. Mr Moombwe said that farmers should be allowed to benefit from increased production through selling the surplus, thus allowing them to get extra income at a higher price. Mr Moombwe said small-scale farmers stand to benefit from the export drive without any tax attached. He also observed that this will give room for enough storage when the new crop is harvested. ZNFU has called on Government to revoke the Statutory Instrument (SI) that deters maize export by slapping a 10 per cent export tax on maize grain exports. ZNFU president Jervis Zimba said in a statement that winding back, when the Ministry of Finance introduced this tax, it was stated by the then Minister of Finance, Felix Mutati and the former Minister of Agriculture Dora Siliya that when national harvest exceeds 2.2 million metric tons, the 10 percent export tax would automatically be removed.

COPPER PRICES FLY HIGH By BUUMBA CHIMBULU
C
OPPER is selling at US$10,104 a tonne as a softer dollar and worries about a strike in Chile spurred purchases. Plans however by top consumer China to manage the supply, demand and prices of commodities capped gains. Benchmark copper on the London Metal Exchange traded up one percent at US$10,104 a tonne in official rings, says Access Bank Zambia in its daily market update. The update however indicated that prices of the metal used widely in power and construction were down six percent since hitting a record US$10,747.50 a tonne earlier in May. The red metal was healing from its poor performance on Wednesday after its prices fell as rising inflation pushed investors into a risk-off sentiment, offsetting the impact of potential supply disruptions in the top producing region of South America. Still on commodities, oil prices were on course
for a third day of losses on Thursday after diplomats said progress was made towards a deal to lift sanctions on Iran, which could boost crude supply. Retracing some earlier losses, Brent crude was down 39 cents, or 0.5 percent, at US$66.27 a barrel. West Texas Intermediate United States lost 23 cents, or 0.3 percent, to US$63.13 a barrel. Both contracts fell around three percent in the previous session. On the foreign ex-
change market, the Kwacha with supply still inadequate made a further movement to the downside against the U.S dollar. It ended the day trading at K22.45 / K22.50. The local currency was up from Thursday’s closing level of K22.40 / K22.49. Trading activity was largely flat during the session, with little or no inflows being seen from sellers - a situation that seems to characterise the market recently. The dollar lost ground
on Thursday, hovering just above a multi month low following Wednesday's bounce prompted by the release of United States Federal Reserve meeting minutes. In those minutes, from the Fed's most recent monetary policy meeting, several policymakers said a discussion about reducing the pace of asset purchases would be appropriate "at some point" if the United States economic recovery continues to gain momentum.

Africa gets UN digital finance relief By BUUMBA CHIMBULU
A NEW joint initiative in digital finance meant to support entrepreneurs who have been hit by Covid-19 in Africa is set to be launched by the United Nations UN Capital Development Fund (UNCDF). This is in partnership with the European Union, and the Organisation of African, Caribbean, and Pacific States (OACPS). The joint action aims to reach more than 600,000 women, youth and entrepreneurs that have been hit by the effects of the pandemic in their activities and livelihoods. In a newsletter from UN-UNCDF, the three organisations are organising the event to launch the initiative which would be launched on May 27th, 2021 to assist over 600,000 women, youth and entrepreneurs that have been hit by the effects of the pandemic in their activities and livelihoods. It explained that the objective of the initiative was to unlock the potential of digital financial services for the resilience of economies in Africa and Members of the OACPS.
“In response to the crisis, the public and the private sector have accelerated their digital transformation. In this process, digital financial services reached new levels showing a clear appetite for services that allowed transactions and social transfers to happen with appropriate social distancing. “However, this digital transformation is not reaching all members of society equally. In particular youth and women working in the informal sector are still largely excluded in some markets,” the newsletter indicated. The UN-UNCDF recognised that Covid-19 pandemic was challenging the world in an unprecedented manner. In Africa, it indicated, the Caribbean and the Pacific, the consequences of the pandemic pose a new threat to livelihoods and economic growth. “Join us on Thursday, 27 May 2021 to hear about this new initiative and how digital finance is evolving in different markets in Africa. You will hear experiences of the private and the public sectors in Malawi, Sierra Leone, and Uganda.
Java Foods, ZB ink waste recycling deal By BUUMBA CHIMBULU
MANJA Pamodzi Limited and Java Foods have signed an agreement to collect recyclable waste from Zambian Breweries’ factory designed to increase manufacturers’ roles in building a green economy. With this agreement, Manja Pamodzi will proactively collect recyclable waste directly from the trading premises of Java Foods, reducing the volume of solid waste reaching local landfills. Manja Pamodzi was launched in 2016 by Zambian Breweries with support from Lusaka City Council and Zambia Environmental Management Agency (ZEMA). Recycling is key to creating environmental sustainability as well as building
green communities, says Manja Pamodzi Project Coordinator, Misheck Simwanza. Mr Misheck said creating sustainability through recycling would help conserve natural resources, reduce the amount of waste reaching landfills and increase economic security by tapping into domestic raw materials. “By enlisting Manja Pamodzi to help with our waste recycling, we are perpetuating our ethos of caring for the environment and wider society. It was an obvious connection given our existing relationship with the Zambian Breweries team. “We commend Java Foods’ decision to joining hands with Manja Pamodzi in promoting environmental protection through recycling – which in turn helps raise hygiene standards in
local communities,” he said in a statement. Manja Pamodzi is a community-based initiative that supports a network of entrepreneurs who collect and sell post-consumer packaging waste in Lusaka as part of Zambian Breweries’ strategy to help improve the country’s solid waste management system. It has so far recruited more than 800 collectors while collecting over 12,000 tons of recyclable waste from communities in Lusaka. Under Manja Pamodzi, collectors gather recyclable waste such as plastic bottles and other packaging materials and sell them to aggregators. The aggregators then sell the material to recyclers who process it into pellets, cups, chairs, tissue and other useful items.

Dear Editor
THE NOTABLE SUCCESS IN ROAD INFRASTRUCTURE PROJECTS Dear Editor, THE road sector development is among the notable areas of the economy that has been essential in stimulating economic activities. The transport sector has seen a facelift which has gradually changed the face of Zambia. This has led to opening up the country and transport has been part of the success stories. The agriculture sector has gained through improved distribution of farming inputs and transporting of the farm products to the market. There are various initiatives that have been commenced to sustain the various strides recorded in the transport sector. From 2011 to date, the PF government has been diversifying the transport sector among them; road, railway, water and air transport. There are also ongoing and completed upgrading of the road infrastructure into dual carriageways such as Lusaka-Mumbwa, Lusaka Chongwe and Kafue-Lusaka roads. The roads leading to the tourist attractions have also been enhanced and they have basically made the tourist attractions more accessible. Beyond 2021, the government under Presdient Edgar Lungu and Professor Nkandu Luo will identify strategic economic areas whose potential remains unexploited owing to their inaccessibility and the
rural community will have a fair share. The construction of the airports has also integrated other Government ministries such as commerce and in this regard there has been reservation of 50 percent of the business spaces exclusively to Zambians. In the railway sector, the PF government identified that Zambia has two principal railway lines and three main branch lines. The first principal line is the Zambia Railways Limited-846 km Kitwe-Livingstone, with several freight branches, mostly on the Copperbelt, totalling 427 km. Passenger services are available between Kitwe and Livingstone only. The second principal line is the TAZARA Railway-891 km in Zambia, running from Kapiri Mposhi to Nakonde. The other main branch lines are the Mulobezi Railways, and the Maamba Colliery Railway. The Mulungushi Commuter Line, later renamed Njanji Commuter Line, operated from 1991 to 1998 in Lusaka, from Chilenje-Libala to George Township (16 km). These have been identified as supplementary modes of transport thereby creating more jobs to employees in the sector. The PF government cancelled the non-existing concession agreement with the
Railways Systems of South Africa and this has made the government to serve millions of dollars which in turn has been invested in various sectors. The government has also made sufficient investment in the railway sector and the notable one is the recapital-
isation of Zambia Railways. As of today, there is a statutory instrument that makes it mandatory to transport three percent of the cargo via railway lines. MARVIN CHANDA MBERI, Lusaka.
UNTIL you start objectively correcting your leaders, you remain nothing but a brainwashed political cadre. How can you see nothing wrong with this statement but instead attack a person who brings it to you for your comment? "It was discussed on Thursday that I had won the election. They said I couldn't be president because I am Tonga. Where do you want us to go? I was not there when my father was loving my mother. It just happened. You are punishing the wrong person," Mr. Hakainde Hichilema said at a press briefing in Lusaka at Cresta Golf View Hotel after losing the 2015 presidential by-election. Your failure to condemn this statement qualifies you immediately to the rank of Major-General in Cadreship Military Regiment. There is absolutely nothing wrong with admitting that your political leader is wrong on a specific topic. If anything, such objective feedback makes our leaders to rethink their political paths. My point is clear and all my peers understand me in that vein; the current political system does not promote objective politics. It has reduced even the most intelligent minds to be blind followers. How do you plant lemon seeds and expect to have orange seedlings? Why are we attacking Yo Maps? Let me help you understand the simple fact behind the social media misplaced arsenal by the UPND. People tend to assess the relative importance of issues by the ease with which they are retrieved from memory,
and this is largely determined by the extent of coverage in the media. Frequently mentioned topics populate the mind even as others slip away from awareness. In turn, what the media choose to report corresponds to their view of what is currently on the public’s mind. It is, therefore, no accident that the not so obvious but still authoritarian UPND regime exerts substantial pressure on independent media with divergent but factual views. Why is Mpandashalo Mwewa blocked on Mr. Hichilema's page when he does not insult? Why is Yo Maps now a threat? Well, it's because public interest is most easily aroused by dramatic events and by celebrities, with media feeding frenzies. We are a threat to a regime that has no verifiable development agenda to sell. I am still challenging you, UPND intellectuals to tell me what is wrong with pointing out the weaknesses in Mr. Hichilema's separatist politics. This idea of being nice to other people when they please us and nasty when they do not, statistically means we tend to be punished for being nice and rewarded for being nasty to the ruling party, forgetting that we must only replace a system with a better one failure to which we must continue with the system! Is it, equally, not strange that Mr. Hichilema has seen nothing good about the Edgar Lungu-led PF government? Is he being honest? I leave it up to you to judge. MPANDASHALO EVANS MWEWA. Voting wisely does not mean voting for opposition Dear Editor, I WANT to agree with one of friends (name withheld) when he says "It's only in Zambia where toting wisely means voting for the opposition." This is true as it has become a campaign message and signature tune for most members of the opposition ahead of this year's elections. In an important election like this one, we ought to critically analyse the manifestos
of those seeking public office and when you analyse, you will discover that some of our politicians do not have any sensible manifestos worth talking about and that is why they would rather talk about the failures of their colleagues instead of telling us what and how they intend to make a change. The ruling party can point at a few things as achievements and it is dangerous for the opposition to only criticise what the government is
or is not doing. It is like a man, instead of presenting your manifesto to a lady, you end up talking bad about your competitors. That does not help you and only a foolish lady would accept such a proposal. National leadership is not something to play with and it is incumbent on the electorates not to be cheated that they would be "voting wisely if they vote for the opposition" and vice versa. Vote for leaders because you are con-
vinced with their manifesto. The challenge I have seen is that people in our country do not know why they vote and that is the reason they end up electing wrong leaders. It is like we go wherever the wind takes us. My opinion. Stay blessed. Call, SMS or WhatsApp the author for comments and contributions on 0977203043.

NATIONAL Health Insurance Management Authority (NHIMA) says it will soon embark on a robust door to door campaign for more Zambians to join the national health Insurance scheme. NHIMA Director General, James Kapesa, says the Authority is targeting to capture more people in the informal sector to register with NHIMA for quality healthcare. Mr Kapesa said there is a need for more people especially in rural communities to appreciate the importance of joining the NHIMA program for improved health services. Mr Kapesa said this at Kalene Mission Hospital in Ikelenge as he concluded his tour of health care providers accredited to NHIMA in NorthWestern Province. The NHIMA Chief observed that much more needs to be done to facilitate information exchange between NHIMA, implementers of the scheme and the community for awareness to take place. Meanwhile Kalene Mission Hospital Acting Medical Officer, Dr Mweene Mophini, called on NHIMA to ensure that more people in Ikelenge district are captured and mobilised to join the national health Insurance program for the hospital to increase its claims on health care. - ZANIS

COVID CRISIS …Critically ill Covid-19 patients 'more likely' to die in Africa
L
ONDON - Hospital patients in Africa who are critically ill with Covid-19 are far more likely to die than in other parts of the world, a study suggests. A shortage of critical care resources was a key problem, it says. This includes both a lack of specialised staff and equipment such as blood oxygen monitors. The researchers hope their work will help inform the way severely ill patients are managed where resources are limited. Despite the high mortality rates of Covid-19 patients who have ended up in hospital in Africa, the continent in general has recorded some of the lowest numbers of deaths from the virus. Africa, which has 17 percent of the world's population, accounts for four percent of registered Covid-19 deaths. Researchers looked at more than 3, 000 patients in 64 hospital across 10 African countries for the study published in the The Lancet medical journal. They found that nearly half who needed intensive care died whereas the global average was less than a third. "Mortality is way higher in Africa than any other region because of limited resources," one of the lead-

ers of the research, Professor Bruce Biccard from the University of Cape Town in South Africa, told the BBC's Newsday programme. "In fact only one of two patients who are referred to critical care actually get into critical care. And once they're there, therapies we can provide are way less than they should be." The researchers also said that in some cases the resources that were available were underused. "It is shocking to see that 68 percent of hospitals had access to dialysis but only 10 percent of the
patients received it, as well as to see that proning (turning a patient on their front) was not optimised," Dr Bruce Kirenga and Dr Pauline Byakika-Kibwika from Uganda's Makerere University said, commenting on the research. They highlighted the lack of skilled staff to use available equipment as well as poor maintenance. Prof Biccard, who works at South Africa's Groote Schuur Hospital, said that the findings showed that inequality in the distribution of vaccines around the world needed to be addressed. – BBC.
Africa4Palestine opposes CJ Mogoeng's appeal against ruling on Israel comments JOHANNESBURG - The human rights and Palestinian solidarity organisation Africa4Palestine had lodged court papers opposing Chief Justice Mogoeng Mogoeng's appeal against the Judicial Conduct Committee's ruling that he apologise for comments made about Israel. In June last year, Mogoeng participated in a webinar hosted by Israeli newspaper The Jerusalem Post, under the theme "Two Chiefs, One Mission: Confronting Apartheid of the Heart." News24 reported that Mogoeng was asked about his previous statements about his "love for the Jewish people, for Israel, for the state of Israel." "… So, whatever I have to

tutional responsibilities is not binding on me. But, just as a citizen, any citizen is entitled to criticise the laws and the policies of South Africa or even suggest that changes are necessary, and that's where I come from," Mogoeng replied. These comments led to a complaint against Mogoeng that was probed by the JCC. The JCC found that Mogoeng had involved himself in political controversy over South Africa's policy on Israel, and had criticised the government's official stance, which contravened the Judicial Code of Conduct. Judge Phineas Mojapelo ordered Mogoeng to apologise and retract his statements. – NEWS24.
Uhuru swears in Kenya’s first female CJ NAIROBI - Justice Martha Koome made history yesterday when she was sworn in as Kenya's first female Chief Justice at State House, two days after the National Assembly approved her nomination to the position. After taking the oath of office, Justice Koome vowed to uphold the Constitution of Kenya, in an event witnessed by Attorney General Kihara Kiriuki, Deputy Chief Justice Philomena Mwilu and the Chief Registrar of the Judiciary Anne Amadi, among others. Congratulating Koome upon her swearing-in, President Uhuru Kenyatta said he is honoured that the ascension of the first female head of the Judiciary occurred during his tenure. President Kenyatta called on Koome to honour the affirmation she took before assuming the duties of the Chief Justice. Kenyatta went on to wish the 15th Chief Justice the best of luck and assured her of cooperation and support in her duties. “I am singularly honoured to be the first President to swear in the first female Chief Justice. It is not for me to tell you how to execute your work or what you are going to do. Just to remind you of the oath you have taken,” said President Kenyatta, before proceeding to read out Koome’s oath, “…to diligently serve the people and the Republic of Kenya and to impartially do Justice in accordance with this Constitution as by law established,

and the laws and customs of the Republic, without any fear, favour, bias, affection, ill-will, prejudice or any political, religious or other influence.…’”. A poignant reminder at a time of a tussle pitting the Judiciary and the Executive, especially over the appointment of 41 judges to the Appellate Court, disregard of court orders and scathing remarks by politicians allied to the ruling party, Jubilee, over the High Court's declaration that the Building Bridges Initiative (BBI) process to amend the Constitution as unconstitutional. In 2020, former Chief Justice David Maraga decried what he termed as the calculated devaluation of the Judiciary and its officers. The Judiciary is expected to host an assumption of office ceremony on Monday, May 24, 2021, before Koome assumes office at the Supreme Court. – THE STANDARD, Kenya.
Turkey president sues rival for comparing him to Netanyahu ISTANBUL - Turkish President Recep Tayyip Erdogan on Thursday sued a nationalist rival for comparing him to Israeli Prime Minister Benjamin Netanyahu, official media reported. Iyi Party (Good Party) leader Meral Aksener, a conservative nationalist who has been dubbed Turkey's "Iron Lady," said in parliament on Tuesday that Netanyahu and Erdogan used similar tactics to hold on to power. She said Netanyahu's recent campaign against armed Palestinian groups in Gaza, which Erdogan has furiously opposed, was driven by politics and a desire to gain public support after four inconclusive elections in two years. "Erdogan's Israel version,
Benjamin Netanyahu, did not hesitate to target the lives of civilians and children to scupper his political rivals and protect his seat," she said. In a televised chat with young people late Wednesday, Erdogan called Aksener's comments "immoral." "I have not met Netanyahu," Erdogan said. "Netanyahu has never been and will never be our friend." Erdogan's lawsuit is seeking $30, 000 in damages, the Anadolu news agency reported on Thursday. Erdogan's angry condemnation of Israel's military operation drew sharp criticism from the United States, which accused the Turkish leader of making "anti-Semitic" remarks. – AFP.

MARTHA KOOME ...how Kenya's female justice
overcame the odds N AIROBI - She's been appointed by President Uhuru Kenyatta just a few weeks after the 61-year-old came top of 10 candidates interviewed in front of live television audience by Kenya's Judicial Service Commission (JSC). "This woman is a breath of fresh air. She answers questions the way they have been asked and actually puts her own professional stamp on them," one person commented on YouTube about her performance. During her interview she referenced her difficult experience growing up in Meru in rural eastern Kenya in a polygamous family she was born in 1960, three years before the end of colonial rule. "I am a villager in the truest sense. My parents were peasant farmers and we were 18 children from two mothers. So, for all of us, especially girls - it was a struggle to overcome the odds." And she has overcome more odds to reach Chief Justice as she was not favourite, with pundits putting their money on Fred Ngatia to be the winning candidate as he had represented President Kenyatta in the dispute over the 2017 election.
Fred Ngatia, who has represented the president, was Martha Koome's main rival.
The Supreme Court annulled Kenyatta's victory in August that year, citing irregularities. A new vote was ordered, which Kenyatta went on to win amid an opposition boycott. Ngatia may not have won the president's election case, but his fluency and elucidation of legal jurisprudence on the floor of the court at the time earned
him top marks in the eyes of Kenyans across the divide. However, Justice Koome was calm, confident and measured during her fourhour grilling - and her record on children and gender rights as well as her role in
human rights, representing political detainees during the regime of President Daniel arap Moi. She was among the lawyers involved in the clamour in the 1980s to repeal Section 2A of the constitution
Martha Koome helped draft Kenya’s new constitution, which was adopted after a referendum in 2010.
drafting Kenya's 2010 constitution, in particular the Bill of Rights, stood out. She spoke with pride about how the constitution now outlaws gender discrimination unlike the old one which "outrightly discriminated against women." "They could not confer citizenship, it allowed customary practices to prevail… such as child marriage, and FGM. We've come a long way," she told the interview panel. Last year, Justice Koome was a runner-up for the UN's Kenya Person of the Year Award "for her advocacy of the rights of children in the justice system." She has also served as a commissioner on the African Union's Committee on the Rights and Welfare of Children.
which made the country a one-party state. Often her colleagues would not want to represent female clients, so she took on their cases and came to see how difficult it was to get justice for women in the courts when it came to property rights within marriage and inheritance as the law was "dominated by the patriarchy." This spurred her on to
seek reforms to ensure the law "took care of families because families are the foundation of society," Justice Koome said in her interview. She became what she called "a firebrand" in her activism - and was a founding member of the Federation of Women Lawyers (Fida), which has since become synonymous with pro-bono representation of victims of gender and sexual violence in Kenya. In 2003, the seasoned lawyer joined the bench when then-President Mwai Kibaki appointed her a High Court judge. For the next eight years she headed the land and environmental courts as well as the family division in Nairobi. She also served in satellite courts where she credited herself with clearing a massive backlog of cases at a pace she said had not been done before on the continent. Promoted to the Court of Appeal in 2012, four years later she applied unsuccessfully to be a Supreme Court judge. Unflustered Her biggest challenge during her JSC interview was defending her part in an emergency Court of Ap-

A High Court judge had ruled on a case that day that all returning electoral officers and their deputies had been illegally appointed. Justice Koome and two other appellant judges overturned this, allowing the vote to go ahead - an interim order to avert a constitutional crisis, she said. At issue for the interview panel was the fact that the ruling was made after official working hours and without all parties present not the decision itself. An unflustered Justice Koome explained that in extraordinary circumstances of national importance the

Appeal Court could do so and repeated several times that the Supreme Court had subsequently found there had been no problem with the returning officers and the suit had been null and void from the beginning. 'Lunch can mend fences' Koome becomes the 15th head of Kenya's highest court since independence. President Kenyatta approved her nomination in just two weeks, which is remarkable given he has refused to swear in 41 judges nominated by the JSC in 2019. Even a court order declaring his refusal unconstitutional has not made him budge. The president maintains that some of the judges on the list have questionable integrity, although critics wonder whether this is part of his public declaration to "fix" the judiciary after his election was nullified in 2017. Justice Koome insists she is a good team player - and won't hesitate to pick up the phone to the President as Chief Justice to talk things through if need be. This she believes is the best method for ending confrontation - helped by food. When asked how she would deal with her fellow Supreme Court judges if there was friction, lunch was her solution. "Food helps people talk nicely… so we will have a couple of retreats, eating (there) to understand what is the problem." – BBC.

BIOLOGY LESSON On today’s pupil’s forum in Biology will look at the Cells. This topic is at Grade ten(10) level of the Zambian syllabus. At the end of this lesson, learners should able to: • Define a cell • Describe the structure of a plant and animal cells • Identify the difference between a plant cell and animal cell CELLS Cells are too small to be seen by the naked eye. Therefore they are observed using microscopes. A microscope is an instrument used to magnify images of objects that are too small to be seen with the naked eye. There are two groups of microscopes. These are light and electron microscopes. The light microscope shows a simple structure of a cell while the electron microscope shows a detailed or ultrastructure of a cell. A cell is a basic unit of life or basic unit of a living organism or functional unit of a living organism. Simple Structure of a Plant Cell and an Animal Cell
Similarities between animal and plant cells They both have cell membranes, cytoplasm and nucleus Differences between animal and plant cells
Plant Cell
Animal Cell
Has cellulose cell wall
Does not have cellulose cell wall
Has large permanent vacuole Has chloroplasts Has regular shape and bigger size
Does not have large permanent vacuole Does not have chloroplasts Has irregular shape and smaller size
Detailed structure/Ultrastructure of an Animal Cell
Nucleus: This part is responsible for controlling cell activities and storage of genetic information on threads of DNA called chromosomes. It is surrounded by a double membrane called the nuclear membrane which has openings called nuclear pores. The inside of the nucleus contains a fluid called the nucleoplasm and a dense body of DNA called the nucleolus.
Ciliated cells
Cell membrane: This part is made of lipids and proteins and is responsible for controlling the substances that enter and leave the cells. It is adapted for this function by being selectively/partially permeable. This means it allows some substances to pass through it but prevents others from passing through. The substances that cross the cell membrane freely include gases (such as oxygen and carbon dioxide) and water because their molecules have small sizes. On the other hand, substances such as urea whose molecules are large do not freely cross the cell membrane but use special carrier proteins to do so.
Adaptations • Presence of cytoplasmic hairs called cilia • A high concentration of mitochondria in the cytoplasm to generate energy for movements of the cilia
Cytoplasm: This is a jelly-like fluid made of water and dissolved substances such as proteins, salts and sugars. It contains suspended cell structures called organelles and is the site for cell activities. Note: The three parts (nucleus, cytoplasm and cell membrane) are collectively called the protoplasm. The protoplasm is defined as the living part of the cell. Mitochondrion (plural: mitochondria): These are rodshaped or sausage-shaped structures in the cell. This is where respiration takes place. For this reason mitochondria are called the power house of the cell. Ribosomes: These are small round structures in the cell where protein synthesis takes place. Some ribosomes float freely in the cytoplasm while others are attached to the rough endoplasmic reticulum. Endoplasmic Reticulum: This is a network of membranes used for transportation of substances within the cytoplasm. There are two types of endoplasmic reticulum, namely smooth endoplasmic reticulum and rough endoplasmic reticulum. Rough endoplasmic reticulum has ribosomes on its surface and transports proteins. Smooth endoplasmic reticulum has no ribosomes on its surface and transports lipids. Golgi Bodies: These are a pile of flattened vesicles which modify and carry proteins such as enzymes from the sites of synthesis to the sites of reaction. They are collectively called the Golgi apparatus. Chloroplasts: These are oval-shaped structures found in plant cells. They carry out photosynthesis. They contain a green pigment called chlorophyll which absorbs light energy for photosynthesis.
Detailed structure/Ultrastructure of a Plant Cell
Functions of Cell Parts
These are cells found in the inner lining of the respiratory tract and the oviducts. • In the respiratory tract they sweep out mucus containing dust particles and germs. • In the oviduct they move the ovum towards the uterus.
Vacuole: This is a fluid filled space inside the cytoplasm of a plant cell. It contains a fluid called cell sap (a solution of sugars and salts in water) and is surrounded by a membrane called tonoplast. The concentration of the cell sap plays a role in the movement of water into and out of the cell.
Root Hair cell: These are cells found near the tips of roots Functions • Absorption of water and mineral salts • Anchor the plant in the ground Adaptations • Has an elongated outgrowth (long extension) which increases the surface area for faster diffusion during absorption. • Absence of chloroplast to create more room for absorption. • High concentration of mitochondria to provide energy for active absorption/transport of mineral salts. In addition, root hair cells are numerous which further increase their surface area.
Cell wall: This is the outermost boundary of the plant cell. It is made of a substance called cellulose. It is important for protection against damage and prevention of bursting when the plant cell gains a lot of water. It also gives shape to the plant cell. It is fully permeable to all substances. Cell Specialization New cells are formed from already existing cells by cell division in an organism. At first, they are all similar in structure. But in order to be suited for their functions they have to undergo cell specialization. This is a process by which a cell undergoes specific changes in structure and chemical composition of the cytoplasm in order to perform a specific function. Examples of specialized cells are ciliated cells, root hair cells, xylem vessels, guard cells, nerve cells, muscle cells, white blood cells and red blood cells.

and could be used as a conduit route for refugees and guerrilla fighters from and to these five countries. The white minority regimes in these territories often crossed into Zambia and caused mayhem in the name of the so-called “hot pursuit” of liberation fighters. The bombing of the Chambeshi Bridge between Mpika and Kasama, the Chongwe Bridge in Chongwe near Lusaka, the bombing of the Chikumbi and Makeni refugee camps both outside Lusaka just showed how horrendous the brutality of the white regimes was. Many Zambian border areas were strewn with land mines that every now and then killed or maimed our citizens. When these wars

On the economic front, we should count our abundant human, natural and cultural resources as blessings too. We just need to train our human resources to take charge and add value to all our resources that we export to realise maximum benefits for the nation.
that Zambia can accrue from clearing retirees on the public service payroll: It will save resources – from paying two people for one job to paying only one person for that job; The freed resources can be used to employ fresh graduates from colleges and universities without injecting fresh funds into the payroll; thus reducing the current high unemployment among Zambian youths currently roaming the streets; Thousands of jobs will also be created as many retirees will invest their retirement benefits in start-ups, some will boost their existing businesses while others
will invest in stocks on the Lusaka Stock Exchange (LuSE). This will increase the buying power, expand the national tax base and boost national economic performance. Inevitably, these benefits will translate into a feel-good factor and a win-win situation for the whole nation. As Indian author, activist, motivational speaker and founder of Country First Foundation, Shiv Khera, writes: “Winners see the gain; losers see the pain” and “winners don’t do different things, they do things differently,” we can derive good mileage out of an otherwise hopeless situation!
Since then, Zambia has had many other blessings, including the 1991 return to multi-party democracy. This was a mixed blessing as it brought with it massive job losses in the economic liberalisation that followed. Yet, in spite of the job losses the Zambian economy opened up to foreign and local investors. Zambians began to own property again and to engage in business without fear of the Leadership Code which had barred public servants and politicians from owning businesses. In the main, the return of plural politics has been celebrated as a blessing by Zambians. On the economic front, we should count our abundant

FIGHT FOR More than SURVIVAL 20 teams By MICHAERL MIYOBA
AFTER humiliating Napsa Stars with a 4-1 beating on Wednesday, defending MTN Super League champions Nkana’s quest to survive the relegation battle will face another tough test when they host Prison Leopards in a rescheduled Week 24 fixture at Nkana Stadium in Kitwe. With Nkana having lost the reverse fixture 2-0 at President Stadium in Kabwe, today’s match presents the Kitwe giants the chance to revenge their loss. Led by Beston Chambeshi, who inspired his charges to beat rivals Power Dynamos and Zesco United before the big win over Napsa Stars, the Kitwe giants are the favourites going into today’s game as they seek to avoid any slip up to avoid the drop. "We are going to use the pace of a tortoise and a team which is going to sleep, we will jump them. We are trying our best to move slowly and see how we are going to end the league. We are aiming high," Chambeshi said after beating Wednesday’s victory. The former Kansnshi Dynamos coach will pray that former Power Dynamos striker Alex Ngonga and the likes of Diamond Chikwekwe will come to the party to inspire the Kitwe giants to another important win. Meanwhile, after beating Lumwana Radiants 1-0 in their
last fixture, Prison Leopards fight for maximum points knowing that defeat to Nkana may confine them into the relegation zone. In the other League fixtures, Napsa will be on a mission to bounce back from their humiliating 4-1 loss to Nkana when they take on rejuvenated Green Eagles in an early kick off at Sunset Stadium in Lusaka. Napsa Stars will be seeking maximum points as they also fight to survive relegation and achieve a top four finish. “We need to encourage the players. We know our weaknesses and we know our problems and we will resolve them in our next games,” Fathi said ahead of today’s clash with Green Eagles who are coming from humiliating Indeni 3-0 on Wednesday. In the second fixture of the double header at Sunset Stadium, Chris Kaunda who was celebrating his birthday yesterday, will guide Zanaco as they host relegation-bound Kitwe United who have only won two games in the Super League after 30 rounds of matches played. Tomorrow, MTN Super League action continues with Green Buffaloes hosting Power Dynamos at Nkoloma Stadium, the same venue for the Lusaka Dynamos and Zesco United clash. It is another tough test for the Ndola outfit who are aiming to bounce back from two consecutive defeats to Nkana and Power Dynamos.
Sundowns vow to exploit 'weak' Ahly defence in CAF CL MAMELODI Sundowns cocoach Manqoba Mngqithi believes they can exploit the "weak" defence of CAF Champions League opponents Al Ahly of Egypt in Pretoria today and reach the semifinals. The South Africans are in an identical position to last season - trailing record nine-time champions Ahly 2-0 entering the second leg of a quarterfinal. The 2020 return match ended 1-1. "Ahly have a weak defence. They are an attacking team not used to defending. We can exploit that and score multiple goals," said Mngqithi. An Ahly defence backed by outstanding goalkeeper Mohamed el Shenawy has kept six clean sheets in nine Champions League outings this season, conceded one goal once and two twice. Here, AFP Sport looks ahead to the second legs with firsttime quarterfinalists Kaizer
Chiefs of South Africa and Chabab Belouizdad of Algeria poised to progress. SUNDOWNS V AHLY Title-holders Ahly have been a bogey team for Sundowns, winning five of nine previous Champions League meetings and drawing three. "We have a small advantage (2-0) which gives us confidence and puts pressure on the opposition," said Ahly coach Pitso Mosimane, who moved to Cairo from Sundowns last September. While Sundowns boast numerous potential scorers, the overall outcome could hinge on whether they can keep a clean sheet as an Ahly goal would almost certainly prove decisive. -SUPERSPORT
in Collins Mbesuma youth tourney From Back Page “We have received overwhelming response. Zesco United, Power Dynamo, Nkana, Indeni, Napsa Stars. We are expecting Red Arrows and Green Buffaloes.” “Bigger academies such as Ronald 'Sate Sate’ Kampamba Football Academy have also confirmed and So far 24 teams have registered for the youth championship,” Munthali said. Meanwhile, Munthali hailed the Football Association of Zambia for endorsing the youth championship which will mark one year of the Collins Mbesuma Foundation in Zambia. Last week, FAZ General Secretary Adrian Kashala
endorsed the tournament before he reminded the organisers to be guided by the rules of the game while observing Covid-19 protocols. “Note that authority has been granted for the Collins Mbesuma Foundation to hold an Under-17 and Under-15 tournament in Luanshya. “Kindly note that the rules of the game applies while observing Covid-19 protocols before during and after the tournament,” Kashala said. Kashala noted that the association would not hesitate to revoke the authority if the organisers contravene the FIFA rules or if found in breach of the Covid-19 protocols.
K-Line seek Wizards beat Indiana redemption Pacers to book play-off spot in PFL clash THE Washington Wizards eased to a 142-115 win over the Indiana Pacers to book their place in the NBA play-offs. The Wizards had lost 118-100 to the Boston Celtics in their first Eastern Conference play-in contest on Tuesday. But Bradley Beal scored 25 points on Thursday as Washington took their last chance to reach the post-season. The Wizards secured the eighth seed in the conference and face the top-seeded Philadelphia 76ers in the first round of the play-offs, beginning tomorrow. Russell Westbrook combined with Beal to lead a 16-0 run by Washington in the second quarter, before finishing with 18 points and 15 assists.
The Wizards earned their first post-season berth since 2017-18 while the Pacers, for whom Malcolm Brogdon scored 24 points, saw their streak of five straight play-off appearances come to an end. The play-in tournament has been introduced on a one-year basis for the 2020-21 season, to determine who takes the seventh and eighth seeded positions in each conference for the play-offs. The Golden State Warriors host the Memphis Grizzlies for the final seed in the Western Conference today. Also on Thursday, the NBA announced the three finalists for the Most Valuable Player award for the 2020-21 regular season. The Warriors' two-time MVP Stephen Curry is up against the 76ers' Joel Embiid and Nikola Jokic of the Denver Nuggets. Coach of the Year will be decided from Quin Snyder (Utah Jazz), Tom Thibodeau (New York Knicks) and Monty Williams
From Back Page Meanwhile, in the National Division Futsal League playoffs Pioneer Avengers and BS Stars will face off in the final playoff fixture with the winner earning promotion to the Premier Futsal League. After beating BS Stars 5-3 in round one, Lilanda Bullets failed to complete a double over BS Stars who have bulldozed themselves to the finals. Pioneer Avengers who redeemed themselves by beating Lilanda Bullets 5-1 after losing the first round semifinal match 5-4, won the last set 9-1 to march on to the finals of the Division One play offs while BS Stars beat Lilanda Bullets 4-1 to storm the Division One final playoffs.

ANZANIA’s Simba Sports Club midfielder Cletus Chama Chota says nothing is impossible in football as Zambia seeks to beat Algeria and Zimbabwe in the last two Group H fixtures to qualify for the AFCON. Speaking on arrival from Tanzania, the former Zesco United and Lusaka Dynamos star who missed the last national assignment after he was dropped for allegedly missing a flight said he was grateful to national team coach Milutin “Micho” Sredojevic for giving him an opportunity to represent the country. Chama arrived with teammate and former Power Dynamos midfielder Larry Bwalya to become the first foreign players to join the team that has set up camp in Lusaka. K-Line seek redemption in PFL clash By MICHAEL MIYOBA
AFTER losing game two of the semifinal playoff last weekend, Premier Futsal League giants Kabwe K-line will today seek redemption when they take on Monze George in the last semifinal playoff fixture at Automotive Futsal Academy. K-Line will aim to bounce back from a 5-2 beating to win the semifinal playoff to set up a meeting with Automotive who beat Chipata Boys 9-0 in the second semifi-
nal playoff to storm the finals. K-Line who were lucky to win the first playoff match 5-4 on penalties will have to avoid the mistakes made in the second play off in which they were shocked by George who looked like the underdogs going into the PFL semifinals. K-Line coach Khalil Mohamed is hopeful that his charges will triumph to set up a meeting with rivals Automotive Futsal Academy who are waiting for the winner between K-Line and George in the PFL finals. “From the last game we played we learned from the mistakes we
