Mr Kaleta said however a new memorandum from Lusaka was received confirming that he was the official candidate for the UPND and would proceed to file the nominations.

Meanwhile, PF Kalulushi constituency candidate, Kampamba Mulenga, said the PF had delivered He told the Daily Nation in an interview that the he issued the statement on behalf of HRC as a spokesperson therefore the police should challenge the commission as an organisation to submit the information and not him.

"The police couldn't possibly challenge me as a person because I am not the commission so they will get the information from the commission and not from me," he said.

However, the HRC top management disassociated itself from Mr Muleya’s statement.

development in the district and she was sure that she would be given another mandate to continue delivering development in the area.

And former Kalulushi Mayor, Rashida Mulenga, said she had decided to contest the Kalulushi seat because of her experience in the local authority and was sure if elected MP, she would deliver development. the sentiments by Mr Muleya that preliminary findings indicated that Pheluna and Milton were not under any form of abduction because he was not consulted.

Meanwhile, Mr Mwandenga said in an interview yesterday that he was not briefed on the findings made by the commission at the time the spokesperson issued the statement on the matter. He said Mr. Muleya has not been in the office from the time he issued the statement.

Nevers’ Presidential bid in limbo …as MMD faction seeks to block his nomination

By SIMON M UNTEMBA NEW Hope MMD president Nevers Mumba’s bid to contest this year’s Presidential elections is in limbo as his nomination to stand on the party’s ticket is being challenged by the MMD faction led by Raphael Nakacinda.

The Operation Save MMD has asked the Electoral Commission of Zambia (ECZ) not to allow Dr Mumba to file in his Presidential nomination papers, alleging that the convention that re-elected him as party president was being challenged in the High Court.

“I choose Professor Nkandu Luo to be my running mate because she is not only educated but strong and forthright,” the President said.

And President Lungu has warned those planning to cause anarchy during the campaign period that he would deal with them because he was still in charge of the country.

Mr Lungu said this yesterday after he successfully filed in his nomination papers and unveiled Professor Nkandu Luo as his running mate on the Patriotic Front ticket in the August 12 Presidential and general elections.

The President said he was aware that some people were not happy with him choosing the former Minister of Fisheries and Livestock but they should respect his choice.

He said he prayed over it before arriving at choosing Prof. Luo over several other PF members.

“I prayed about it. But I can tell you one thing, not all of you will accept her.

But I know that not all of you are accepted by all of us. Diversity in opinion and views is what makes the world go round, so if you don’t agree with my choice, wait for your time and probably you will have your own choice. But for me, and my party PF, it is Lungu and Luo,” President Lungu said.

He added, “I know some of you fear her because she is too strong, too forthright and that is why I went for her anyway.”

President Lungu appealed to PF members across the country to remain united and support him and Prof.

Luo to ensure victory and continued development.

He also thanked Vice President Inonge Wina for the services she has rendered to the country since he appointed her to the position in 2015.

LUO FACT FILE: Luo was born in Lubwa Mission Hospital in Chinsali on 21 December 1951. Her parents were both teachers and Luo was one of eight surviving children. She attended Roma Girls Secondary School and Dominican Convent. She has a MSc in microbiology from Moscow State University and a MSc and PhD in immunology from Brunei University.

Luo worked at Saint Mary's Hospital in London. She became a professor in microbiology and immunology at the University of Zambia in 1993 and worked as Head of Pathology and Microbiology at the University Teaching Hospital, Lusaka, Zambia.

She has published numerous journal articles on HIV/ AIDS. Luo was elected to parliament representing the Movement for Multi-Party Democracy in the Mandevu constituency in 1996. She served as Deputy Minister of Health from 1997–1999 and Health Minister in 1999. She was Minister of Transport and Communications from 1999–2001.

Luo created a network of 30 national AIDS advocacy groups and founded non-profit organisation Tasintha, which seeks to free Zambia from commercial sex-work and HIV/AIDS. She established the National AIDS Control program, the National Blood Transfusion Service and the Prevention of Mother to Child transmission of HIV/AIDS program.

Luo was later on elected as the Patriotic Front representative for Munali constituency. She was appointed Minister of Local Government and Housing

by President Michael Sata, serving from 2011–2014, and then became Minister of Chiefs and Traditional Affairs from 2014–2015. Luo was sworn in as Minister of Gender by President Edgar Lungu in February 2015.

In March 2016, Luo was adopted as President of the Women Parliamentary caucus at the 134th Inter Parliamentary Union conference in Lusaka. In September 2016, she became Zambia's Higher Education Minister before moving to Ministry of Livestock up to 2021.

With this wealth of experience as an academician, civil servant, international thought leader and respected politician, she is now the running mate to the Patriotic Front Presidential candidate.

BEER SHORTAGE HITS LUSAKA

…Shortage due to plant shutdown - ZB

HE current shortage of clear beer in Lusaka has been triggered by the shutdown of production owing to the installation of new equipment at Zambian Breweries.

Zambian Breweries Corporate Affairs Director, Ezekiel Sekele, said the installation of new equipment would take the next 10 days.

He said normal supply would resume next week before another shut down for a similar exercise next month.

Mr Sekele explained in an interview yesterday that the plant in Ndola was also recently shut down for 10 days for the capacity expansion programme.

He said the capacity expansion programme was delayed by a year due to Covid-19 as the company was unable to bring in engineers to install the new equipment imported from China.

The exercise, he said, was supposed to be done in April last year.

Mr Sekele however stressed that the shortage was temporal and that stable and normal supply was expected starting July going into September as the company would equate demand to supply.

“In Lusaka, as I am speaking to you now, for the next 10 days starting from today until mid-early next week, our plant is undergoing shut down. This is a period in which we are going to connect the new equipment as part of the whole production and supply network within the plant.

“This takes times, so it will take about 10 days and there will be

another shut down in June next month for the same period. This is because we have invested into production capacity, we have put in US$20 million into production capacity and this investment is one year behind,” Mr Sekele said.

Mr Sekele said the industry has been growing year in, year out forcing the company to significantly invest in its production capacity.

To catch up with demand, he said, the company had been investing significantly in the production capacity over the last 10 years.

“In terms of shortages of clear beer in the market, we agree there is a challenge of supply of clear beer stock currently. So during this time, two things will happen, yes shortages will be there but we have produced adequate stock to be able to go into the market,” Mr Sekele said.

PF denies burning UPND billboard

By NOEL IYOMBWA IT is very likely the United Party for National Development (UPND) burnt their billboard so that they blame the Patriotic Front, PF media director Antonio Mwanza has said.

Mr Mwanza said that the opposition is desperate and will use any means to justify their impending loss so that they claim that there was electoral malpractice during campaigns.

He said that the party has

realised that the elections will be peaceful hence they want to create confusion.

Mr Mwanza said the ruling PF is confident that the elections will be peaceful and credible and that it is the commitment the party has made to the people.

“UPND is very desperate so as a party we suspect they burnt the billboard so that it looks like it is the PF to justify their impending loss in the coming elections,” Mr Mwanza said.

Cyber Security Act safe, insists State

By GRACE CHAILE LESOETSA THE State has argued that the Cyber Security and Cyber Crimes Act does not contravene the constitution.

Thus, the State submits that the five Non-Governmental Organisations (NGOs) should not be granted their application for a conservatory order, halting the prosecution of people found wanting pending the determination of the petition.

In this matter, the NGOs have petitioned the Lusaka High Court alleging that the Cyber Security and Cyber Crimes Act threatens the right to privacy and the freedom of the press.

They also allege that the Act seeks to facilitate wide scale and interception of private communications with insufficient safeguards for constitutionally guaranteed rights and freedoms.

The five are Chapter One Foundation limited, Bloggers of Zambia limited, Alliance for community action, Governance, Elections, Advocacy, Research Services (GEARS) Initiative and

People’s Action for Accountability and Good Governance.

In an affidavit in opposition of summons for a conservatory order, deputy chief state advocate, Comfort Mulenga, stated that the provisions of the Act were within the limitation to the rights and freedoms provided by the constitution.

"That the relief being sought by the petitioners to preserve the status quo and prevent any prosecution under the Act' has the same effect as granting an injunction against the State which is contrary to the provisions of the State proceedings Act," he stated.

He stated that article 28 of the Constitution guarantees the rights and freedoms of the people of Zambia.

Mr Mulenga said that it also provides redress in the High Court in the event that the rights and freedoms were violated.

"That however, article 28 of the Constitution makes no provision for interim orders and that the application must first be determined before an order is issued," he said.

Hypocritical NGOCC slammed

By NATION REPORTER IT IS highly hypocritical for NGOCC to only comment on high profile individuals but maintain a deafening silence over the mysterious disappearance of members of a poor Choma family, Pheluna and Milton Hatembo, Citizens Democratic Party president, Robert Mwanza.

Mr Mwanza observed that NGOCC only comments on matters involving high profile people despite claiming to be fighting for the plight of all women.

He said it was disappointing that from the time a woman, Pheluna and her brother were abducted almost three months ago without a trace, NGOCC had never voiced out.

Mr Mwanza said the disappearance of two members of the Hatembo family following a court case over their 2000 Kalomo farm had exposed the biased nature of NGOCC. “How could they be quiet over the manner in which Pheluna Hatembo and her brother Milton have disappeared and have not been seen for over two months?”

Mr Mwanza said the disappearance of the Hatembo siblings was something that had never happened in Zambia and deserved the full attention of NGOCC and other civil society organisations that claim to promote the plight of poor people.

He said people being abducted from the streets and not being seen again was not a common feature to be accorded such silence.

“Keeping quiet when such things occur as in the case of the Hatembos could be a harbinger of worse things to come. Only commenting on high profile people while ignoring the poor is hypocritical,” said Mr Mwanza.

Expert advises Zambia to boost mining ops

By SANFROSSA MANYINDA AS the country heads towards the August 12 general elections, it is important for politicians to work out ways on how the country can boost mining, mines expert Edward Simukonda has advised.

Mr Simukonda said politicians must seriously discuss bringing back professionals who understand the mining industry.

He said that Zambia had not produced enough to show significance in the industry and ended up doing

things wrongly.

Me Simukonda was speaking to the Daily Nation yesterday.

"The country has not failed to tap into the rising commodity prices but we have always been doing the wrong things as a country. "Mining is not a cheap business and it is for this reason that we expect to see a lot of hard work and political will on this particular matter from the politicians," he said.

Mr Simukonda added that this could be achieved by involving and getting ideas from the mine experts that once served in the previous gov-

ernments because they have a lot of experience and may be of help.

He observed that the country has enough people that would help revive the industry but that they were not being approached to render assistance.

He said most of the people once approached were willing to share ideas with the leaders in the industry to make progress.

Mr Simukonda said this would also help industry players to prepare adequately to respond to new policy frameworks that would not only benefit investors but also ordinary citizens.

Kazungula toll fees raise concerns

By KETRA KALUNGA HIGH toll fees at the newly constructed Kazungula Bridge have raised concern among stakeholders.

The Centre for Trade Policy and Development (CTPD), Southern Africa Cross Border Traders Association (SACBTA) and the Zambia Chamber of Commerce Trade and Industry (ZACCI) say the high toll fees if not addressed would deter trade.

The private sector and civil society organisations said in a joint state-

ment that there is need to avoid application of exorbitant fees as these would become a deterrent to trade between Zambia and Botswana.

They fear that the proposed fees would result in increased illegal trade or reduced trade flow through the Kazungula bridge.

The proposed fees would result in increased supply chain expenses for goods and services traded through Kazungula, they added.

"We are concerned that with such new barriers, aspirations under the newly launched Africa Continen-

tal Free Trade Initiative may not be achieved.

Our fear therefore is that traders will be faced with a choice to choose between the routes with high and low toll fees," they said.

They have urged the government to ensure trade facilitation with less trade costs and the elimination of Non-tariff barriers.

It is therefore, our position that the government should revise the fees in the interest of all Zambian cross border traders and transporters, they said.

STOP THAT HESITANCY ZAMBIA must bolster efforts to vaccinate more citizens against the ravaging Covid-19, even as the country crossed the 100, 000 mark of people who have received the jab thus far.

Firstly, the Ministry of Health, the media and other partners must upscale the publicity programme, particularly in the hinterland where many people are still skeptical about the vaccine owing to the trending myths and conspiracy theories.

Fake news about the vaccine is on the overdrive on social media and other platforms, hence the urgent need to spread correct information and dwarf misleading sentiments.

Inaccurate information doing the rounds includes that which postulates that the vaccination causes impotence in both men and women.

Additionally, some people wrongly believe the Covid-19 pandemic is a conspiracy of pharmaceutical firms to maximise sales of their products to boost their business.

Others erroneously think that Covid-19 is a preplanned project to cover the Bill Gates trackable microchip while others claim that the vaccine is aimed at altering the DNA of people.

Out of downright ignorance, some citizens do not believe that Covid-19 exists, and they find it hard to accept that a flu-like illness could cause death.

Thus, a number of people are hesitant to take the vaccine while others have out rightly rejected to go for the jab.

It is, therefore, important for the Ministry of Health and interest groups to pool their resources and focus on encouraging citizens to take the vaccine.

Zambia launched the AstraZeneca vaccine on April 14, this year and more than 100, 000 people have been vaccinated, but the number could have been more if the myths and conspiracy theories were debunked early enough.

Government has targeted to vaccinate all people over the age of 18, or 46 percent of the 18.3 million population, which is not a small number at all considering the high speed at which the myths are flying.

Front-line workers such as health workers, the police, security officers, teachers and the clergy are among those being given priority in vaccination.

Cross-border traders, bus and truck drivers, and people over 65, including those with chronic illnesses have also been prioritised.

About 8.3 million people have been targeted out of which 3.6 million will be vaccinated without charge under the COVAX vaccine-sharing scheme backed by the World Health Organisation and GAVI vaccine alliance for poor and middle-income countries.

More than 4.7 million people will be covered by Government with support from other governments and donors using a basket of vaccines.

Thus, a more pragmatic approach will need to be crafted for the country to hit the target and in fact the programme ought to move very fast to beat the third wave which is likely to be more devastating.

Statistics of infection in Zambia thus far look scary as the cumulative number of confirmed cases to date stands at 92, 357 with 1, 260 deaths classified as 707 Covid-19 deaths and 553 Covid-19 associated deaths While scaling up publicity on the imperative need to get vaccinated, citizens should also be encouraged to observe the five golden rules because they have dropped the guard.

They need to mask up correctly, maintain physical distance, wash hands frequently with soap and water or hand sanitiser, avoid crowded places and to seek medical attention early if one is symptomatic.

HE Zambia Revenue Authority (ZRA) is optimistic that initiatives such as Operation Clear Your Car Now will positively change the culture of tax compliance in the country.

ZRA is rolling out the initiative with a call to people whose vehicles were illegally imported into the country to normalise their papers.

This initiative was rolled out in March 2021.

“The Authority understands that tax penalties and interests are a high business cost to taxpayers.

“For this reason, the decision to extend an olive branch to the public is also aimed at educating them on proper ways of importing motor vehicles,” Mr Sikalinda said in a statement yesterday.

Mr Sikalinda said ZRA was elated with the overwhelming response from the public on its call for people to normalise documentation for any vehicles that were dubiously imported into Zambia.

Land titling initiative a plus for business, says think-tank

Policy Monitoring and Research Centre (PMRC) Executive Director, Bernadette Deka Zulu, said this would ensure that more women obtain documentation for their land and use as collateral to access credit needed for their businesses.

“This consequently will result in further empowering women, the youth and persons with disabilities to access credit and capital to finance their business ideas through formal institutions such as banks and other

credit facilities,” Ms Deka-Zulu said in a statement.

Government last year launched the National Land Titling programme, which will see the issuance of four million land titles across the country, as compared to the three hundred thousand as of 2020.

Ms Deka-Zulu said the Land Titling programme would ensure that private individuals were given formal property rights for land which they had previously occupied informally or used on the basis of customary land tenure.

AIROBI The Treasury has announced a new crackdown on wealthy tax evaders as part of its budget for the year starting July, setting the stage for travel bans, asset freeze and deactivation of Personal Identification Numbers (PINs).

The clampdown is revealed in a commitment that Kenya made to the International Monetary Fund (IMF) to recover unpaid taxes from high-net worth professionals and traders in efforts to raise the national revenues.

The Kenya Revenue Authority (KRA) detectives have identified firms and wealthy individuals that owe it more than $2.4 billion.

IMF discloses that rich self-employed professionals like doctors, real estate investors, and lawyers as well as wealthy individuals will be in the crosshairs of the taxman.

Bernard was very candid in his description of this phenomenon which has befallen our young democracy.

The problem with defectors, especially the loudest ones, is that in truth they stand for nothing, for no values or true beliefs.

In our dispensation, the defectors or deserters, only pursue

personal gratification. They have nothing else to add to their socalled new parties. They are a bad example to the young political generation and they should be treated with great suspicion.

Another sad aspect of this defection syndrome is the pomp which goes with receiving defectors on the other side of the political divide. They are lined up as heroes when not.

They share the podium with senior members of their newly adopted parties just for orchestrated publicity and then disappear into oblivion.

Usually these are frustrated individuals who for one reason or other find themselves on the outside and then they seek solace in the next available party.

Parties that are strong and confident should not be in the forefront attracting such shady characters. Let them join quietly if they are genuine and give them publicity only for achieving real things for their new parties.

Ms. Wina, aged 80, became the country’s first female Vice President in 2015 when President Lungu appointed her.

Her decision of opting not to be considered as a running mate is timely and welcome.

Leadership must change hands and what Ms. Wina has done is the right thing. She has played her part by contributing to the political landscape of the country.

Ms. Wina, who is a social worker by profession started her political career with her late husband Arthur Wina in the pre-independence era. She is the former Nalolo constituency Member of Parliament.

During her tenure of office as the Vice President, she exhibited exemplary qualities in discharging her duties. She ably answered questions in parliament during the Vice President’s Question and Answer session.

Her joining of the Patriotic Front and her subsequent appointment in 2007 brought about the super sub who would be among the team that was to deliver victory to the PF. She has been the symbol of stability within the PF and she was a host of a reservoir of wisdom the party needed as a government in waiting.

The other trying moment for Ms. Wina was the events that unfolded in PF during the transition after the death of the founding leader Michael Chilufya Sata.

As then PF national chairperson her preoccupation was to be a disinterested observer as the democratic process was taking its course.

At that time, then PF Secretary General Edgar Lungu was under immense persecution by a clique that was led by a prominent former high ranking Government official who has since retired from public life.

She was the neutral arbiter but was compelled to defend the PF Constitution when it was apparently clear that a certain force was determined to suppress the prospects for President Lungu who enjoyed grassroots support from ascending to the Presidency.

Luckily, she was firm to assume the role of the torch bearer until the party unanimously elected Mr Lungu as its President held at Mulungushi Rock of Authority in Kabwe.

Of course the nation has been deprived of the services of the patriotic and selfless gallant daughter of the soil, but we would from time to time reflect on her path of service.

As she winds up her affairs, the nation can proudly cherish her legacy of stability. The nation will honour her legacy of political stability by voting for President Lungu who is the beneficiary of her peace building initiatives.

‘Forcing parents to buy NAREP LEADER’S NOMINATION FEES RAISE DUST uniforms in schools illegal’

RESPECTIVE District Education Board Secretary (DEBS) should take to task school managers who are forcing parents to buy uniforms from their schools, National Action for Quality Education in Zambia (NAQEZ) executive director Aron Chansa has said.

Mr Chansa said it was illegal to force parents to buy uniforms at the schools.

He was reacting to complaints from parents at Shifwakula Basic School that school authorities are forcing parents to buy uniforms at the school at high prices.

Mr Chansa said that the move was affecting access to education because some parents could not afford to buy expensive uniforms at schools.

He said that the DEBS office should take the school authority to task and that the Competition and Consumer Protection Commission should also move.

Mr Chansa observed that Shifwakula Secondary School being in rural setup, most parents were not financially stable hence subjecting them to be buying uniforms at high prices was depriving children the right to education.

He said the move was illegal and should be condemned at the strongest terms.

“This is illegal and we are calling on the District Education Board Secretary to take the authority to task and the consumer protection should also move in because the law does not allow,” he said.

Some parents have complained that the prices for uniforms were too high and that they were forced to buy at the school for pupils who were reporting for the first time.

One of the parents who opted not to be named explained that despite having school fees she had failed to buy a school uniform for her grade eight son.

When contacted for a comment, school headmaster William Mawere confirmed in a telephone interview that uniforms were costing K400 each.

Meanwhile, Mr Chansa has called on parents to negotiate with school authorities whenever they faced financial challenges in paying school fees.

He said as much as it was not allowed to chase pupils, parents should engage schools on how they could be paying because it must be a win-win situation.

IT is surprising that Mr Steven Nyirenda has gone ahead to pay nomina-tion fee to stand as a President when the matter he took to court has not been resolved, National Restoration Party Lusaka province chair-person Elias Katongo has said.

Mr Katongo said Mr Nyirenda has paid nomination fees and wants to stand as President of the party during the August elections when the matter is still in court.

“He took us to court for telling him to step aside as president of the party because his coming into the party as President was

illegal, the party constitution states that a person cannot be appointed president when he has been a member for less than three months.

“As a result he took us to court but we are shocked that he wants to stand without sorting out the issue, “he said.

Mr Katongo said that Mr Nyirenda aspiring to stand is illegal and that the NEC has since written to Electoral Commission of Zambia over the matter.

And party deputy secretary General Martin Mulenga said that the party have never held any convention to elect the president.

Mr Mulenga said unless Mr Nyirenda

stands as an independent candi-date, he does not qualify to stand on NAREP ticket.

In August last year expelled NAREP President Stephen Nyirenda sued his Vice Charles Maboshe and six others over his expulsion.

Mr. Nyirenda is seeking a declaration that he was duly elected as the party’s President and asking the court to declare his expulsion null and void.

Mr. Nyirenda who is a prominent Lusaka businessman also sought an order of interim injunction restraining the defendants, or their agents from interfering with the Party’s administration and governance.

RESIDENT Doctors have vowed to go ahead with their strike despite Government’s assurance to clear the K1.2 million salary arrears owed to medical personnel since 2015.

Recently, the Resident Doctors Association of Zambia (RDAZ) gave Government up to Friday May, 2021 to pay the salaries arrears amounting to over K1.2 million failure to which would proceed with strike.

Last week, Ministry of Health spokesperson, Abel Kabalo, said that Government was doing everything possible to ensure that the doctor were paid their dues.

But RDAZ President, Brian Sampa, said despite calls by stakeholders for the Ministry of Health to address their challenges, nothing much had been done.

Dr Sampa said Government owes them about 1.2 million in allowances and salary arrears which it has failed to clear.

DP Nakonde parley candidate disqualified

By PETER SICHALI DEMOCRATIC Party (DP) Nakonde Constituency candidate, Benny Sinyinza, has failed to file in his nomination after failing to meet the academic qualification as prescribed by the Republican constitution.

He failed to produce a full grade 12 certificate.

Mr Sinyinza produced a general certificate of education (GCE) with only two subjects instead of five ‘O’ levels or six subjects with at least two credits Nakonde Constituency Returning Officer, Musonda Chipampanta, declared Mr Sinyinza’s nomination invalid at exactly 10:54 hours.

The disqualified candidate stormed out of the nomination centre pretending to be busy, leaving his supporters in disarray.

Meanwhile, PF candidates, Lukas Simumba, successfully filed in his nominations after meeting all the requirements.

Speaking to his supporters after filing in his nomination, Mr Simumba pledged to continue with developmental projects the Government had embarked on.

He said he would work with all stakeholders in ensuring that challenges facing the people of Nakonde were addressed.

Only three candidates have successfully filed their nominations for Nakonde Constituency seat.

Gupta empire facing UK fraud probe over Greensill

LONDON - The business empire of Liberty Steel owner Sanjeev Gupta is under investigation by the Serious Fraud Office (SFO).

The probe is over suspected fraudulent trading and money laundering, including its financing arrangements with failed company Greensill Capital UK. Greensill, a major lender to Gupta's business, collapsed in March.

GFG Alliance, Gupta's family conglomerate, said it would co-operate fully with the investigation.

"As these matters are the subject of an SFO investigation we cannot make any further comment," a GFG spokesperson added.

GFG Alliance employs 35, 000 people at companies stretching from Wales to Australia. Its Liberty Steel arm in the UK has about 3, 000 staff.

The company's reliance

on Greensill caused many to worry that it might itself be at risk following the finance firm's demise.

GFG is in talks with finance firms about providing emergency loans. A request for a £170m from the UK government was rejected.

On Thursday, former Prime Minister David Cameron, who worked for Greensill and lobbied the government on its behalf, appeared before MPs to answer questions about his role.

Gupta was once hailed as the saviour of British steel when his company bought a struggling steel mill in South Wales, saving it from likely closure.

Liberty Steel then went on to snap up several ailing UK plants and turn them around.

Zim minister blames imported software for high banking charges HARARE - Finance and Economic Development Deputy Minister Clemence Chiduwa has said the cost of imported software was a major driver of high bank charges being levied by financial institutions to depositors.

Although the country’s banking sector remains in solid position with an upward increase in periodic profits, surveys have shown the bulk of income comes from banking charges as opposed to lending interest as per global norm.

Of late, concerns have been raised over the high bank charges on transactions, which are blamed for discouraging formalisation.

High bank charges also tend to spike demand for cash, as more people tend to avoid costly electronic transactions and account service charges.

Responding to questions in Parliament, Chiduwa admitted the problem and said the Government has engaged banks and the feedback was that imported software cost was a major push factor.

“Bank charges on transac-

tions that are being levied by our banks are on the upper side. We have engaged our banks and the primary reason they are fighting for high bank charges is because of the software system they are using.

Kalumbila GBV victims get ILO support

By JACKSONM MAPAPAYI ABOUT 27 Gender Based Violence (GBV) victims in Kalumbila have been empowered with K54, 000 by the International Labour Organization (ILO).

Kalumbila District Commissioner, Robinson Kalota, said that Government was working with the United Nations (UN) agencies such as the ILO to reduce poverty amongst victims of GBV. He said this during the handover of the start-up kits to the victims of GBV. “In the quest to reduce poverty amidst the GBV victims, the Zambian Government in conjunction with UN joint programmes on GBV has provided the start-up funds under the Get Ahead for Women in Enterprise...

“I am glad to mention that the ILO, which is a UN agency, supplemented the much needed logistical support,” Mr Kalota said.

Mr Kalota explained that the programme was being implemented through the Ministry of Community Development and Social Services under the department of community development in the district.

He said the 27 GBV survivors had been trained in various entrepreneurships by staff from the department of community development.

“Let me state here that each beneficiary is to receive K2, 000 as start-up capital to help them start up various entrepreneurship businesses such as buying and selling beans, maize and vegetables as well as rearing chickens and many more,” he said.

Mr Kalota commended ILO for the support of K54, 000 rendered to the GBV survivors in Kalumbila district as well as the active role played by Ministry of Community Development and Social Services in the programme.

He urged the community in the area to be vigilant and report all cases of GBV to the nearest relevant authorities.

Meanwhile, Kalumbila District Community Development Officer, Ritah Makupa urged beneficiaries to put the money to good use.

“I want to urge you our able women to go and plough back this money, invest it very well,” she said.

And speaking on behalf of the beneficiaries, Theresa Kabinji thanked Government and ILO for the empowerment.

She said the start-up capital would help the women to contribute to economic development at district and national level.

Ms Kabinji however appealed to Government and ILO to provide more training in entrepreneurship.

The residents are giving all sorts of reasons not to take up the jab.

Some of the residents said in Sesheke that vaccine has side effects and that it was meant to wipe out the black race.

One of the residents, Matale Likukela, said the vaccine was not good for the black race living in Af-rica.

Mr Likukela said that a lot of people in villages had no information on Covid-19 and that those with information could have at one time visited the urban areas.

“Us here do not have the information on this vaccine and we are told it has a lot side effects...so why should we get it when we don’t know its advantages,” he said.

A further survey conducted by the Daily Nation in the district showed that there was very little information on the vaccine.

It further revealed that there had not been much sensitization by the district health office in the communities.

700 UPND members defect to PF

By JACKSON MAPAPAYI ABOUT 700 United Party for National Development (UPND) members have defected to the Patriotic Front (PF) in Solwezi.

The former UPND members were received by PF member of the Central Committee Joe Malanji at a party mobilisation rally.

Mr Malanji commended the new PF members for their decision to join the ruling party, indicating that the UPND was finished in North-Western Province.

“The decision you have made today is the right one because the UPND has nothing to offer,” Mr Malanji said.

He urged the new members to work with the old members to bring more new members, as politics was about numbers.

Mr Malanji urged people in the province not to vote for the UPND as the has nothing to offer.

“You have had UPND Members of Parliament, council chairpersons

including councillors, what have they done which they can point at? Nothing.

So, why should you continue voting for them? Nothing,” he said.

And former UPND deputy chairperson for legal and constitutional committee, Milner Katolo, described the UPND as a failed project.

Mr Katolo stated that the UPND was not ready to govern Zambia because of its undemocratic tendencies.

And former Solwezi Deputy Mayor, Nephan Kamwandi, regretted his stay in the UPND. “I am regretting the numbers of years I have stayed in UPND. And that is why today I have decided to join PF because I don’t want to waste more years,” he said.

Mr Kamwandi pledged to go flat out and bring more new members to the party.

Meanwhile, PF provincial chairman Jackson Kungo earlier said he would ensure that UPND was ‘buried’ in the province.

By ANDREW MUKOMA in Sesheke THE Patriotic Front (PF) in Western Province has projected to scoop a good number of parliamentary seats and council chairmanship in the province.

Western Province Member of the Central Committee, Glen Kalimbwe, observed that the ground in province was favouring the ruling party.

Mr Kalimbwe said western province was no longer a UPND stronghold as it was being perceived He told the Daily Nation in Sesheke that the political landscape had changed in western province in favour of the ruling party. Mr Kalimbwe was speaking ahead of filing in of nominations of the party's parliamentary candidate Shaft Mukubesa.

"Since 2016, we haven’t gone to sleep, we went flat out telling the people we are the only party with clear manifesto and a clear roa map for this country. The people of western province are yearning for development and they want a lot of social amenities come closer to them. "The only people that have a clear vision and understanding of what needs to be done are us, the Patriotic Front," he said.

Asked on the party's chances of scooping some seats in the province, Mr Kalimbwe said: "we have done a lot of work and the response we are getting from the people is overwhelming."

"In Sesheke here, I am sure you have seen what is happening, this is not how Sesheke was....things have changed and it is the same everywhere," he said.

NDIA’S Covid situation is still out of hand, cases are still skyrocketing, public cremations are still a common sight. I just wonder what psychological effect these burning bodies will leave on the surviving relatives and other onlookers.

Sadly, the surge in India has clearly spilt over to its neighbour Nepal. The situation there is equally getting out of hand, more less mimicking the surge in India.

The cremations are also a common sight in the country of 29 million people. The cases are now over 455, 000 while the deaths are over 5, 000 with the toll expected to be even higher in June unless much is done to halt this ruthless Covid-19 tsunami sweeping through the country.

CASES RISING IN BOLTON, LONDON The UK has seen a rise in cases in places like Bolton, London where the Indian variant has been detected.

"We do know that there is usually a delay of around 14 to 19 days between rising cases and admissions to hospital, so we are prepared for this eventuality in the coming days."

And Prime Minister Boris Johnson warns this could undo the progress made so far.

HOW SAFE IS AFRICA? Honestly, if Africa is hit with the surge at the magnitude of India and Nepal, we surely can’t handle it. As a continent most of the oxygen and ventilators, medicines, PPEs, vaccines, etc come from outside (I wonder when Africa and Africans will stop being so dependent on the outside world to “save” us and instead will be the ones to “save” them with our well utlised rich natural resources).

Kenya is already feeling the effect of vaccine challenges (especially ASTRAZENECA) because India has as of March 2021 stopped exporting vaccines to focus on its own crisis at home.

I wonder how this will affect the rest of Africa. Not just for Covid vaccines, India is one of the major manufacturers of most other essential medicines.

Let us hope the situation

Please let us campaign wisely and cautiously Zambian’s campaigns are on, the vigilance should even be higher. India is showing us that even the people from the high-density areas (bamumakomboni) can still catch the virus with devastating effect.

With the negative attitude in these places and especially that most political supporters (cadres) come from there, I hope the worst is avoided.

I can’t even begin to imagine what would happen if the surge like the one in India and Nepal happens in Kanyama or Chawama with their massive population or Chibolya with its lawlessness.

It could be anyone.

DROPPED Patriotic Front (PF) Chifubu parliamentary aspirant, Dorothy Nachilongo, has resolved to support the preferred candidate and ruled out any possibility of ditching the ruling party.

Ms Nachilongo said in Ndola yesterday that although she was suddenly dropped after collecting the adoption certificate from Lusaka, she would remain loyal to the party.

She however expressed disappointment with the manner the party handled the matter, stating that she was bitter that the adoption certificate was withdrawn through a local official when she had already returned to Ndola from Lusaka.

“I feel let down by my own party. I went through the process from the grassroot, branch, ward, constituency, district up to the province, even up to national level where my name was discussed, but I was adopted.

“When I was adopted, excitement came to me, but short-lived. I was told to handover the certificate to my competitor, a gentleman, Kondwani Winga. OVERNMENT has warned against smuggling of farming inputs as well as produce across the Copperbelt borders.

Copperbelt Permanent Secretary, Bright Nundwe, said those engaged in smuggling were frustrating Government’s desire to grow the

Zuma graft case postponed to May 26

… intends pleading 'not guilty' JOHANNESBURG - Former President Jacob Zuma will plead not guilty to corruption charges when he returns to court on May 26.

Zuma appeared in the KwaZulu-Natal High Court in Pietermaritzburg yesterday, where the matter was postponed.

Zuma’s advocate Thabani Masuku SC indicated that they wished to bring a “special plea.” He also added that Zuma was ready to proceed with the trial.

“It should never be regarded that our plea that we intend to raise is a sign that we are not ready. We are ready,” Masuku said.

However, State advocate Billy Downer said he hadn’t seen the “special plea” papers, adding that he was informed that substantial papers including evidence under oath supported the plea.

Zuma faces 16 charges relating to 783 payments he allegedly received in connection with the controversial Arms Deal.

Former NPA boss Mokotedi Mpshe dropped the charges in 2009, based on the recordings of the so-called “spy tapes,” which were presented to him by Zuma’s legal team.

The tapes were made up of recordings of telephone conversations between then Scorpions boss Leonard McCarthy and former NPA boss Bulelani Ngcuka, which Zuma’s legal team claimed showed political interference in the decision to charge him.

The charges were subsequently withdrawn, just before Zuma was sworn in for his first term as president.

However, in March 2018, former NPA boss Shaun Abrahams reinstated the charges. – NEWS24.

ZIM MINISTER BLASTS JUDICIARY OVER RULING

ARARE Z i m b a b w e’s Justice Minister Ziyambi Ziyambi has accused the judiciary of overreach and said it had been “captured” by “foreign forces” to destabilise the county.

It came after the High Court ruled that President Emmerson Mnangagwa’s extension of the chief justice’s term by five years was illegal.

In a strongly worded statement, Ziyambi, said they would appeal against the “baseless and meaningless” decision.

“I want to make it clear that we do not accept the decision of the High Court. We have a

serious situation of a judiciary that has been captured by foreign forces in this country.

“This is a typical case of judicial overreach and as government, we are not going to accept that,” he said.

On Saturday, the court ruled that Luke Malaba, who had just turned 70, had ceased to be chief justice.

The judges said that a recent amendment by parliament, changing the retirement age

of senior judges from 70 to 75, had to be put to a referendum.

Justice Malaba faced some criticism in 2018 for dismissing an opposition petition which had sought to annul the election of President Mnangagwa - alleging the vote had been marred by “mammoth theft and fraud.”

It was Zimbabwe’s first election following the ousting the year before of long-time leader Robert Mugabe.

Sassou Nguesso picks son as minister in new govt BRAZZAVILLE - The Republic of Congo’s President Denis Sassou Nguesso has chosen a new government that includes his son as well as an opposition leader, according to a statement read on public television.

The previous government resigned earlier this month in a procedural move after Sassou Nguesso, one of the world’s longest-serving leaders, easily won a fifth term in a March election when his main opponent died of Covid-19 on polling day.

The new government has 36 members including four ministers and eight women, the official statement said on Saturday night.

The President’s son, Denis Christel Sassou Nguesso, will head up the newly-created ministry of international cooperation and public-private partnerships. Last July, the NGO Global Witness said US federal prosecutors were probing the 46-year-old Denis over alleged embezzlement of several million dollars from the publicly-owned National Society of Petroleum of Congo.

A former legislator, he was number two in the Congolese national oil company, the SNPC. Investigations are underway in France into “ill-gotten gains” following the filing of a complaint by Transparency International, and surveys on how he acquired his assets are also being carried out in the United States.

His 77-year-old father has headed authoritarian regimes since 1979 - with a brief hiatus

USAKA Dynamos c o a c h W e d son Nyirenda has warned that the MTN Super League may be taken to the wire if the top t w o sides

Zesco United and Zanaco are not careful.

Speaking after guiding Lusaka Dynamos to a 2-1 win over relegation-bound Nkana in Kitwe on Sunday, Nyirenda said it was encouraging to see Zesco United and Zanaco dropping points following a defeat and a draw to Power Dynamos and Green Buffaloes respectively.

Meanwhile, Nyirenda hailed his boys for beating the defending champions to move back into fifth on the Super League table with 43 points.

“The performance was excellent. We were so clinical in the way we played the game from the back to the front, we can only congratulate the boys they showed

what we are expected to do,” Nyirenda said.

“It’s not yet over if the top teams are not careful the league will be taken to the wire so it is encouraging that the top teams are dropping points and it shows you that it is not over you have to work hard,” Nyirenda said.

Nkana coach Beston Chambeshi said the battle to survive relegation is not yet over despite losing to Lusaka Dynamos.

Chambeshi said Nkana still has seven more games to play to catch up and avoid being demoted from the Super League.

“The loss to Lusaka Dynamos is a setback but it’s not the end of the league. We have to come out and work. We have seven

games which is 21 points so we need to put our heads together and mend the loopholes, we can come out and pick some few points on the way,” Chambeshi said.

He noted the need to encourage the players who he said have little time to prepare for the games which he says are coming every after two days.

Nkana face Napsa Stars tomorrow and Chambeshi is hopeful that his charges will bounce back from Sunday’s loss.

The Pensioners are also struggling to survive relegation.

Nkana are second from bottom on the Super Division table with 28 points and will need to win all the remaining seven games to avoid the drop.

Automotive storm PFL league finals

By MICHAEL MIYOBA PREMIER Futsal League defending champions Automotive FC have stormed the finals of the 2020/2021 PFL season after beating Chipata Boys in game two of the PFL semifinal match plated at Automotive Futsal Arena.

Automotive were too strong for Chipata Boys who they beat 9-0 in the first semifinal playoff being played in best of three sets.

Automotive will now play the winner between Kabwe K-Line and Monze George who will play their decider next week.

After losing the first play off

5-4 on penalties, Monze George shocked Kabwe K-Line with a 5-2 beating to take the qualifiers to the wire.

The two sides will face off in the last playoff semifinal match next Saturday with the winner set to challenge Automotive for the PFL title.

Meanwhile, in the National Division One play-off, Pioneer Avengers and BS Stars will face off in a decider with the winner earning promotion to the Premier Futsal League.

After beating BS Stars 5-3 in round one, Lilanda Bullets failed to complete a double over BS Stars who have bulldozed themselves to the finals.

Pioneer Avengers who redeemed themselves by beating Lilanda Bullets 5-1 after losing the first round semifinal match 5-4, won the last set 9-1 to march on to the finals of the Division One play-offs while BS Stars beat Lilanda Bullets 4-1 to storm the Division One final play-offs.

Kamanga hails helpful UEFA

by UEFA Head of International Relations Eva Pasquier is a starting point to achieving great results.

Kamanga said his executive has prioritised capacity building as one area which will help the association deliver to the expectations of the membership.

Kamanga said FAZ is committed to creating solid partnerships in its drive to develop football.

Kamanga also hinted that FAZ is in talks with UEFA and partners to introduce equipment that will improve the quality of Football county wide. Kamanga said FAZ is determined to get to a point where in can deploy technology to develop the Zambian game.

Meanwhile, Pasquier, who is representing a programme called “Assist” said UEFA seeks to promote relations with continents from which they benefit most in terms of players.
