MULTI-MILLION FUEL DEAL SEALED TWO Zambian companies have signed a Joint Venture Cooperation with Africa Star Holdings, a Zimbabwean company to supply 20 million litters of fuel from Russia every week. The two Zambian companies are Midlands Zam-Mal Oils which will be marketing and supplying the petroleum products and Pivotech which will be handling the logistics. Pivotech Chief Executive Officer Chiti Chola said the cooperation would lead to the creation of over 2-hundred jobs for the youths. He said his company would engage the youths who were recently empowered with fuel tankers by government to uplift between 50 to 70 percent of finished petrol and diesel coming

from Russia through Beira. Speaking during the signing of the agreement in Lusaka yesterday, Mr. Chiti said the joint venture had been necessitated by the prevailing conducive business environment in the country And Midlands Zam-Mal Limited Chief Executive Officer Charles Mvula said the agreement takes effect immediately and fuel products would in the next few weeks start flowing into the country. Supreme Court rules out time bar in fraudulent acquisition of land By GRACE CHAILE LESOETSA

AFTER 33 years of litigation, Supreme Court has ruled that a matter involving fraud and misrepresentation cannot be statute or time barred. The courts rule is that fraud unravels all…once fraud is proved, ‘it vitiates judgements, contracts and all transactions. This is in a matter where Lusaka farmer Jonathan Van Blerk appealed against the Lusaka High Court’s decision to dismiss the case where he sued the State and five others for compulsory acquisition of a portion of f Baobab land which covers an extent of 557.8759 hectares which he used for agricultural purposes. The Court has therefore set aside judgements passed in the matter. The matter has been through several high Court, Court of Appeal and Supreme Court actions where it was dismissed. The Supreme Court ruled that numerous authorities show that judgement obtained by fraud or fraudulent misrepresentation can be set aside and that res judicata in such instances is not a defense and that the action was not time barred based on the documentary evidence. Arguments on these fairly straight forward legal issues expend unnecessary time, costs and energy. “For the reasons we have given above, we allow the appeal and order that the matter should be remitted to the High Court where it will take its normal course. We however, express the hope that the High Court judge who will be allocated this matter will deal with it expeditiously. Costs to abide the outcome in the court of below,” the court adjudicated. The Court has ordered that the matter be heard and determined in the High Court expeditiously

Mr Van Blerk had appealed against the ruling of Justice G.S Phiri who dismissed the case with the view that the compulsorily acquisition had been undertaken by the State for legitimate public purpose. He however argued that that the State deviated from its intended purpose and leased the land to private entities for other uses. He appealed to the Supreme Court who upheld the judgement. He cited the Attorney General, Lusaka City Council (KCC) and Legacy Holdings limited as first, second and third respondents. Kwikbuild Construction limited , Bantu Capital Corporation limited and National Pension Scheme Authority (NAPSA) are fourth, fifth and sixth respondents in the matter. In April,1987, pursuant to section 3 of the Lands Acquisition Act 1970, chapter 199,volume 12 of the Laws of Zambia, the State compulsorily acquired a portion of his land in extent of 351.2142 hectares to use it for a public purpose , namely construction of a housing complex on part of the land to alleviate a housing shortage in Lusaka, while part of it was to be demarcated and allocated to public service workers who need residential plots The Supreme court in a judgement delivered by Justice Albert Wood on behalf of other two judges Dr Mumba Malila and Ms Jane Kabukaon May 17, 2021 said they were not in agreement with the respondents arguments that the matter was statute barred as it started back in 1987 and that the action to set aside judgement was only commenced in 2017. “ We do not accept that the claim is time barred. We say so because time should be reckoned from which the appellant became aware that the land had been leased to third parties,” said the court.

SINGLE sourcing of multinational oil marketing companies for fuel procurement contracts by the State risks plunging the country into a deeper economic crisis because stable supply is not guaranteed, the Oil Marketing Companies Association of Zambia (OMCAZ) has warned. OMCAZ president Kafula Mubanga said Government should secure 50 percent of oil procurement contracts for local oil marketing companies to ensure stable supply of fuel in the country without unnecessary disruptions. This follows the ongoing shortage of diesel in Lusaka

and other towns owing to the disruption of supply as some oil marketing companies have stopped importing oil. Importation costs have become unbearable because of the increase in international prices of oil when the pump price in Zambia has remained the same. Dr Mubanga explained that local oil marketing companies procure the oil for supply on the Zambian market using their own resources while multinational companies were single sourced for government contracts. He said with a government contract, multinational companies were able to buy larger oil consignments cheaply from the producers whereas

local OMCs only buy from some multinational firms that supply from ports. Dr Mubanga said multinationals use bank guarantees to acquire the oil from producers who were later paid by the government and only spend on transportation. He however said multinationals were not reliable because they sometimes deliver the fuel late as Government does not monitor the delivery processes. “Multinationals are unpatriotic because all they care about is profit. Sometimes they will sell the consignment earmarked for Zambia at Beira Port in Mozambique when there is demand because prices increase as is the case

now. They then quickly make another order for Zambia after making a profit with first one and it takes about eight weeks to reach the port,” he said. Dr Mubanga said if local OMCs were given 50 percent of procurements as government intended in the 7th National Development Plan, supply would be stable as “treacherous” practices would come to a stop. He said local OMCs were the ones who maintain supply of fuel in the country as large quantities of supply by the multinationals were being awaited. “That is why there are shortages when local OMCs stop importing,” Dr Mubanga

She consequently congratulated and awarded some deserving journalists under the ‘Merck Foundation’ for championing and raising awareness on sensitive social issues such as the COVID-19 pandemic. Ms Lungu said Merck Foundation conducted the ‘Stay at Home’ and ‘More than a Mother’ media recognition awards was formed to raise awareness about the important social issues such as the COVID-19 pandemic and to raise awareness on how to stay safe and keep physically and mentally healthy during the pandemic lockdown. The First Lady commended the marked contributions made by the winners in

sensitizing their respective communities about infertility stigma and Covid-19. Ms Lungu also encouraged Merck Foundation to reward them by becoming foundation Alumni and also providing them with one year access to online educational training programe called Master Class. “This offer aims at motivating journalists to continue writing and advocating for social, economic and health issues across their countries” she said. PF gains 4 wards unopposed By NATION REPORTER FOUR PF councillors have reportedly gone unopposed and therefore won the election even without being voted for. In Kabenshe Ward of Pambeshe, PF councilor Francis Chungu was declared the winner after the UPND candidate failed to show up and the same happened in Chasefu’s Kajilime Ward in Eastern province. Ernest Chibwaya of Mwense ward in Mwense Constituency of Luapula and Vincent Maseka of Kalengwa ward in Mufumbwe have retained their seats. Returning officer for Kalengwa Ward, Wiza Melele declared Mr Maseka councillor for the ward and said that no polls would be held for that position. “I Wiza Melele being the returning officer for Kalengwa Ward, declare that during the appointed period in which nominations may be lodged with me, I have received a valid nomination paper in respect of only one candidate for the election of a coucillor for Kalengwa Ward. BRE spokesperson Washanga Shalubemba said in an interview that all the chiefs have resolved to support President Lungu. Mr Shalubemba said the Bemba chiefs want him to continue governing the country. PF in Kabwe is intact - Ngulube By KETRA KALUNGA THERE are no camps for the Patriotic Front (PF) in Kabwe because we have all agreed to move on after the end of the adoption process, says Kabwe Central aspiring candidate, Tutwa Ngulube. Mr Ngulube said they have resolved to deliver the Presidency, Mayor, Members of Parliament and councillors on August 12, this year. He said in an interview that the fact that there were no independent candidates in Kabwe, was a sign that there were no camps. Mr Ngulube said loyalty to the party was cardinal to ensure victory for the PF in the August 12 general elections. “We have all agreed to move on, that is why you have seen that we have no PF member who has decided to stand as an independent in Kabwe,” he said He urged those left out of the adoptions to remain loyal to the party.

POLICE must investigate thoroughly the cowardly attack on a Socialist Party aspiring candidate for the Katuba parliamentary seat, Mr Cephas Twende on Monday morning. Apparently, Mr Twende was attacked on his way to the nomination centre in Kabangwe by two unidentified men who trailed him in a vehicle. The attack has obviously been a terrible ordeal such that it has even forced Mr Twende to withdraw from the race. This should not be accepted in Zambia that people aspiring for political office must be attacked physically so as to stop them from fulfilling their political ambitions. Zambians have always been very accommodative of individuals aspiring for political office – even those who do not deserve a single vote. To our knowledge, the attack on the Socialist Party candidate is the first on an aspiring candidate as the nation heads to the August 12 tripartite elections. We do not want to start guessing as to what could have been the motive for the attack – whether it was to stop Mr Twende from filing his candidature among his competitors within the Socialist Party. Or could it have been criminal? Narrating his ordeal in an interview, Mr Twende said he left home around 08:00 hours for Kabangwe but noticed that a Toyota Harrier was trailing him and when he was approaching Mauzu, two men stopped him. Mr Twende, who was speaking from Matero Level One Hospital explained that he stopped because he thought the two men wanted to ask for directions. But to his surprise, the duo manhandled him and got away with his Grade 12 certificate and his tax certificate. “I couldn’t recognise them because they were wearing face masks and the vehicle had no number plate but it was a Toyota Harrier.” The attack is reminiscent of what often reads in a novel. However, in Mr Twende’s case, this was a real life experience. As we noted yesterday in our editorial, the nomination process has so far proceeded without any ugly incident. This is even more impressive because the nominations for the two front-runners – PF’s Edgar Lungu and UPND’s Hakainde Hichilema - all proceeded peacefully. Yet this was where one could have expected trouble of some sort breaking out. Zambians have committed themselves to ensuring that this year’s elections are held in a peaceful manner so that only the ballot box must decide who must hold the reins of power. Whoever did not want Mr Twende to stand as a member of Parliament should have gone through the Socialist Party structures or even filed as an independent if they felt they had been treated unfairly. But to have resorted to hooliganism over political differences is uncalled for. This is the more reason why we urge the Zambia Police to get to the bottom of this assault on Mr Twende. The nation needs to know whether it was politically-motivated or simply common criminals. The whole world has its eyes focused on Zambia which has an impressive history of holding peaceful elections. This is why even President Lungu can confidently invite the international community to send election observers because he has that confidence that peace would prevail. No one wants to see someone killed or maimed over the election as it should not be regarded as a matter of life and death. Let all political stakeholders canvass for votes by articulating issues on how they hope to improve the lives of the people and not by resorting to physical confrontations.

Mr Soko, who is contesting the Chipata Central parliamentary candidate is only the second independent candidate to declare allegiance to President Lungu after Petauke Central parliamentary contestant, Emmanuel Jay Jay Banda. Mr Soko said in an interview that he would ensure the whole Chipata turns out for the President, whom he described as a democratic leader with a clear vision of developing the country. He said even though he was disappointed at not being picked, he would ensure that his message of hope is focused on President Lungu because of his commitment to infrastructure development and socio economic well-being of all citizens. Kafwaya should surrender vehicle, insurance firm insists By GRACE CHAILE LESOETSA SWAN General Insurance Company Zambia Limited has asked the court not to dismiss a matter where it sued a former cabinet minister Mutotwe Kafwaya for refusing to surrender a Hino Truck after being compensated K428, 000. The insurance company has dismissed claims by Mr Kafwaya that the matter was already adjudicated upon. In this matter, Swan General wants the Lusaka High Court to declare that it is entitled to the motor vehicle, a Hino truck registration number ABZ 587. It wants the court to order Mr Kafwaya to surrender the motor vehicle. The insurance company is also seeking damages for loss of use of the motor vehicle, interest and costs. Mr Kafwaya, who is the proprietor of Nsansamina Enterprises, in his defence said that the case is an abuse of court process as the action, and all claims were already settled under cause number 2017/HP/2134. The former Transport and Communications Minister claimed that following the entry of the judgement in his favour, the matter was referred for assessment of damages and the Deputy Registrar awarded him K156, 000 as a total reimbursement of the motor vehicle and K272, 658 as damages for loss of business among other relief. Mr Kafwaya however said that the insurance company has to date not paid the money. But Swan General in reply to defence, stated that the cause of action in this matter was never litigated nor resolved under number 2017/ HP/2134. It submitted that Mr Kafwaya was not entitled to any of the relief as claimed in his counter claim.

LCM to reopen Shaft and Lufubu mines CHINA Non Ferrous Metal Company (CNMC) Luanshya Copper Mines (LCM), is to consider the reopening of Shaft 28 and Lufubu mines owing to the increased copper prices on the international market, Patriotic Front aspiring Roan parliamentarian Nathan Chanda has disclosed. Mr Chanda who is the immediate past mayor said CLM had assured him that it will reopen Shaft 28 and Lufubu mines once the copper prices hit between $8000 and $10,000 US per tonne. According to the London Metal Exchange LME copper is trading at $ 10,278 United States per tonne. “The dollar has hit a record that we never anticipated as a people of Roan, when I was mayor of Luanshya I enjoyed a cordial relationship and a warm working experience with CLM and it was then during one of the engagements that they assured me that once copper prices reach between $8,000 and $10, 000 per tonne they will consider reopening of 28 shaft and Lufubu mine and we will continue pushing for that,” Mr Chanda explained. He noted that with Luanshya and Roan constituency being a predominantly mining town, reopening Shaft 28 to mining activities will help spur the district economy and create jobs. “Since luanshya is predominantly held by miner, we are going to make sure that we push the issues surrounding the miners and ensure we serve the people” he said. And LCM Public Relations Manager Sydney Chileya said the mine is undertaking feasibility studies in a number of areas and that future action would be announced once studies were completed. He alleged that the university had been messed up because of recruiting individuals that had no idea of how a university was run. "The union will stand ready to fight injustices should the university council continue failing to provide an oversight regarding the matters affecting the university. "We will not hesitate to pass a vote of no confidence against the university council should we continue seeing the institution going through the same challenges," he said.

UPND Mufumbwe council candidate disqualified By JACKSON MAPAPAYI UPND Mufumbwe council chairman candidate, Kajilo Muzungu, has failed to file his nomination papers as he did not have a Grade 12 Certificate, one of the requirements. Mr Muzungu who was scheduled to file in his nominations at 11:00 on Tuesday, failed to produce the required Grade 12 certificate which caused his disqualification. According to information from sources within the UPND, the party leadership was advised to find an alternative candidate to file in. And after the incident, the Electoral Commission of Zambia (ECZ) gave the UPND chance to bring another candidate to file in between 14:00 and 15:00 hours with the requisite documentation, but failed to do. Meanwhile, three candidates have filed in their nominations for the position of council chairman for Mufumbwe council. The three are Steven Kamwengo for the Patriotic Front, Augustine Salubeni for Democratic Party and Lemmy Masiye an independent.

Copperbelt Show Society chairman, London Mwafulilwa, said the organisation had opted not to hold the CAMINEX 2021 but was hoping to resume exhibition next year. Mr Mwafulilwa said with the vaccine roll-out and information gained so far on the COVID 19 pandemic, the society would be able to make a decision on the holding of next year’s event. "This will however depend on guidance and information received and the confidence gained in travel and person to person interaction in the last quarter of 2021. MONETARY POLICY COMMITTEE STATEMENT Monetary Policy Rate held at 8.5 percent

The Monetary Policy Committee (MPC), at its May 17 - 18, 2021 Meeting, decided to maintain the Monetary Policy Rate at 8.50 percent. While inflation is projected to remain above the upper bound of the 6-8 percent target range over the forecast horizon1, inflationary pressures are expected to ease in view of the improved supply of food, particularly maize and wheat following a good crop harvest. In addition, the significant improvement in copper prices and renewed interest in domestic Government securities by non-resident investors are supportive of the foreign exchange market and in turn lower inflation going forward. The decision also recognises existing vulnerabilities in the financial sector and fragile growth. To restore and anchor macroeconomic stability, the implementation of fiscal adjustment measures in line with the Economic Recovery Programme and understandings reached in discussions with the IMF remain critical. A stronger recovery in global growth projected Global economic recovery gained traction in the first quarter of 2021 on the back of the rollout of COVID-19 vaccinations and enhanced monetary and fiscal stimuli. Overall, growth is projected at 6.0 percent and 4.4 percent in 2021 and 2022, respectively from a preliminary contraction of 3.3 percent in 2020. In the medium-term,

however, growth prospects remain uncertain in view of possible outbreaks of new and more contagious variants of the virus, uneven access to vaccines, and limited fiscal policy support, especially in developing economies. Domestic economic activity weakened in the first quarter, but recovery expected in the medium-term Preliminary indicators of economic activity point to weaker growth in the first quarter of 2021. The Bank of Zambia Composite Index of Economic Activity2 contracted largely reflecting the decline in copper production, retail sales and international passenger arrivals. In addition, all monitored indicators in the Bank of Zambia Survey of Business Opinions and Expectations, with the exception of labour demand, declined relative to the preceding quarter partly attributed to the effect of the second wave of COVID-19. The Stanbic Bank Purchasing Manager’s Index (PMI) also signalled a deterioration in the private sector business environment over much of the first quarter. Nonetheless, real GDP is projected to recover beginning 2021 on the back of strong performance in information and communication, electricity, education as well as public administration sectors. In this regard, the Stanbic PMI for April pointed to an improvement in private sector business environment, the first recorded since February 2019. However, constrained fiscal space and

the global resurgence of COVID-19 infections continue to pose significant downside risks to the growth outlook. Inflation accelerates further, but expected to moderate Annual overall inflation accelerated to a fiveyear high averaging 22.2 percent in the first quarter of 2021 from 17.6 percent in the previous quarter. The depreciation of the Kwacha and low seasonal supply of fish and some vegetables, largely accounted for this outturn. Food inflation rose sharply to 27.0 percent from 17.2 percent while non-food inflation declined to 16.6 percent from 18.0 percent. In April, overall inflation marginally declined to 22.7 percent from 22.8 percent in March. While inflation is projected to remain above the upper bound of the 6-8 percent target range over the next eight quarters, inflationary pressures are now expected to subside more quickly than envisaged in the February MPC Meeting. This is mostly on account of the excess supply of maize in view of a good crop harvest, higher copper prices and improved external financing. Inflation is projected to average 21.9 percent and 16.7 percent in 2021 and 2022, respectively. Elevated fiscal deficits, higher crude oil prices, and rising inflation in some major trading partner countries are the key sources of inflationary pressures over the forecast period. Over this period, the key upside risk to inflation is the possible increase in energy prices (fuel pump prices and electricity tariffs) and any resurgence of the COVID-19 infections following the advent of the new variants. Overnight interbank rate maintained within the Corridor The overnight interbank rate increased to 8.59 percent in March 2021 from 8.17 percent in December 2020 and was maintained within the Policy Rate Corridor of 7.5 to 9.5 percent throughout the quarter. The increase mainly reflected the upward adjustment in the Policy Rate by 50 basis points to 8.5 percent in February. Demand for Government securities improves Demand for Government securities was relatively stronger than the previous quarter on the back of improved domestic liquidity conditions and increased interest from nonresident investors. Subscription rates to Treasury bill and Government bond auctions improved to 112 percent and 70 percent from 80.8 percent and 30.0 percent, respectively. As a result, a surplus of K1.6 billion was realised. In addition, Government continued to issue securities through private placements. Consequently, the stock of Government securities rose by 9.7 percent to K142.8 billion. Although domestic investors account for the largest share of Government securities, the proportion of non-residents holdings increased. As at end-March 2021, Government securities held by non- residents rose by 2.1 percent to K18.8 billion, representing 13.2 percent of outstanding securities. Most of their holdings (93 percent) were in Government bonds. Interest rates edge up Yield rates on Treasury bills and Government bonds rose to 22.3 percent and 33.7 percent from20.1 percent and 33.3 percent in December, respectively. This was largely attributed to increased domestic financing requirements. Similarly, the commercial banks’ average lending rate rose to 26.0 percent in March 2021 from 25.1 percent in December 2020, largely reflecting the upward adjustment in the Monetary Policy Rate in February. The savings rate for 180-day deposits, however, remained broadly unchanged at 9.7 percent. Meanwhile credit to Government continued to expand at a strong pace on the back of sustained issuance of Government securities to meet domestic financing needs. Over the same period, money supply (M3)3 growth slowed down to 39.6 percent, year-on-year, from 46.4 percent. This largely reflected a lower growth in net foreign assets. Fiscal pressures still persist Revenue performance improved in the first quarter. However, fiscal pressures remain, reflecting high expenditures on fuel imports and the Farmer Input Support Programme (FISP) as well as the need to clear accumulated domestic arrears. Over the medium-term, gradual fiscal adjustment premised on expenditure rationalisation and the significant increase in domestic revenue is envisaged. In this regard, the announcement that substantive understanding has been reached on the macroeconomic framework between the IMF and the Government, the impending one-off allocation of SDRs by the IMF to help countries fight the COVID-19 pandemic and improved copper earnings are important developments that can help in creating the much needed fiscal space. Current account surplus expands further Preliminary data indicate that the current account surplus expanded further by 8.0 percent in the first quarter of 2021 to US$0.8 billion (15.9 percent of GDP) from US$0.7 billion (15.7 percent of GDP)4 due to net exports. Net exports grew by 11.1 percent to US$1.3 billion as copper export earnings remained robust amid a drop in imports. Copper earnings increased by 4.3 percent to US$1.9 billion driven by higher prices despite the fall in export volumes. Merchandise imports fell by 5.5 percent to US$1.2 billion, reflecting a reduction in capital goods as the recovery in economic activity remained weak. Pace of Kwacha depreciation slows down The Kwacha weakened further, albeit at a slower pace, as net demand moderated. The Kwacha depreciated against the US dollar by 4.4 percent in the first quarter compared with 9.4 percent depreciation in the preceding quarter. The Kwacha averaged K21.63/US$ in the first quarter. The Bank of Zambia continued to intervene to moderate exchange rate pressures. On a net basis, the Bank sold US$259.7 million compared to US$339.8 million in the preceding quarter. This largely reflected the receipts of tax obligations from the mining companies, which were sold back to the market.

Gross international reserves broadly remained unchanged at US$1.2 billion (equivalent to 2.1 months of import cover)5 at end-March 2021. The MPC Decision The MPC noted that, although inflation is projected to remain above the upper bound of the 6-8 percent target range over the forecast horizon, inflationary pressures are projected to ease faster than earlier anticipated, particularly towards the end of the forecast horizon. This is in view of improved supply of food, particularly maize and wheat following a strong crop harvest, higher than anticipated copper prices and improved external sector support. In view of this, and to allow for the last Policy Rate adjustment to take full effect on the economy, the MPC decided to keep the Monetary Policy Rate unchanged at 8.50 percent. This is also in recognition of existing vulnerabilities in the financial sector and fragile growth. The Bank remains committed to adjusting the policy rate upwards should the expected drop in inflation not materialise sooner than anticipated. Decisions on the Policy Rate will continue to be guided by inflation forecasts, outcomes, and identified risks, including those associated with financial stability and the COVID-19 pandemic. Implementation of fiscal adjustment in line with the Economic Recovery Programme and the understandings reached in discussions with the IMF on the macroeconomic framework remain critical to restore and anchor macroeconomic stability and to create the much needed fiscal space. HE Tourism sector is the front liner in bringing the foreign currency into Zambia as the nation has identified itself as a safe haven for foreign tourists. Ever since its ascendancy to power, the Patriotic Front has dedicated implementation of the pro poor policies with the tourism sector being the recipient of a fair share. The PF has implemented and undertaken the various reforms in the tourism sector. So far the infrastructure development has led to construction, rehabilitated and modernised international airports at Lusaka, Ndola, Livingstone and Mfuwe. This has also seen construction of the Mongu-Kalabo road to the Liuwa National Park; the road to the Sioma-Ngwezi National Park; the road from Chipata to the Mfuwe game park; the Chama-Matumbo road to the North Luangwa game park; the Kafue-Chiawa road, through the Michael Sata bridge, to the lower Zambezi National Park. Government has also supported the holding of cultural ceremonies countrywide. In 2013 Zambia and Zimbabwe

co-hosted the World Tourism Organisation General Assembly which promoted the publicity of the country’s tourism. In recent past more initiatives have been put in place notably opened the Lusaka National Park, with good access roads through the Lusaka South Multi-Facility Zone (MFEZ) and also overhauled the Mulobezi railway line.

WITHOUT an ounce of doubt - I am convinced that President Edgar Lungu is now sorely focused on developing further and driving Zambia forward and not playing politics because the nation has been stuck in the political gear since 2016. It’s time as a nation we looked at the bigger picture which is recovering our economy and turning Zambia into an upper middle income country. President Edgar Lungu nonplussed the entire nation with his choice of running such that many eyebrows were raised and armchair critics and political pundits had a field day. The message many missed is that President Lungu wants to be above petty politics in his last term in office as Republican President and his choice of running mate indicates so and I will explain why. President Lungu had a luxury of choice and an arsenal of politicians to choose a simpatico running mate from. But being a levelheaded man he is, he resisted the temptation of choosing a running mate that plays politics at a professional and proficient level instead he went for an intelligent, firm and forthright running mate because he knows that his last term will not be about playing petty politics but delivering beyond the people's expectations. President Lungu wants to go out with a bang! By choosing Prof Nkandu Luo, President Lungu gave a signal that his last term in office will be a real deal. There will be bold decisions made in the interest of the Zambian people and there will be non-negotiables as far as service delivery and hard work is concerned because this is what Zambia needs and that

is what Prof Luo brings to the Vice Presidency. Prof Luo's track record speaks for itself as she does not have not even a single stain of corruption in her many years of serving the nation diligently since 1996 and this is no mean achievement. It is an open secret that temptations to be engaged in acts of corruption when working in Government are high but being a woman of integrity, Prof Luo passed the test. Borrowing the words of Dr. Chishimba Kambwili Prof Luo is as white as KK’s handkerchief. By picking a corruption and scandal free running mate, President Lungu sent a clear message that corruption, dishonesty and double-dealings won't be condoned and culprits will have to face the law. Like President Lungu admitted that not all will agree with his choice of running mate, nonetheless, I’m certain that with time he will once again be vindicated just like on previous decisions. I remember when he first appointed Mr Davies Mwila as the PF Secretary General many criticised him but today I can safely say that he is currently the best Secretary General in our political circles thanks to President Lungu's golden finger. As revealed by President Lungu himself that he prayed and meditated on his decision, I strongly believe that he was led and influenced by God with the result that the decisions him and Prof Luo will be making on behalf of Zambians may be designated in some sense with God's wishes for his people. I’m looking forward with great anticipation to President Lungu's last term in office because it will be a real deal.

Maramba Cultural Village has been earmarked for development and this will increase the value of the tourist attraction. The PF intend to ride on the economic diplomacy and use its embassies abroad as the platform of marketing the opportunities for tourism back home. ONDON - Some children who have grown up in Africa being forced to speak English are facing an identity crisis. Khahliso Amahle Myataza's family is from the South African township of Soweto in Johannesburg where they spoke Sotho, Xhosa and Zulu. She would switch languages depending on who she was talking to. But when Khahliso started primary school her family moved to a predominantly white neighbourhood of the city. "I was severely bullied for not knowing how to speak English properly, for not knowing how to pronounce certain words," she said. There were other black children in a similar predicament but they didn’t make friends with each other - not wanting to be associated with others who did not speak English. “To learn English I immersed myself with white kids. I didn’t want to associate myself with the black kids any more. It was really difficult.” The 17-year-old’s fluency has come with the realisation of how, not only being able to speak English, but to speak it in a certain way - can open and close doors in South Africa.

When she was growing up in Lagos, English was the only language she was allowed to speak. Her Igbo parents took her English language skills seriously and as a young girl she attended an etiquette class where diction was a key component of the lesson. They also frowned on her using Pidgin, which is widely spoken in Nigeria as a lingua franca. “I was watching a movie on TV and they said something in Pidgin English. And I kind of responded… and I got in trouble,” she said. Their attitude was: “English is the only proper language.” This was so engrained that Amaka says the fact that she

Technical Education, Vocational, and Entrepreneurship Training Authority (TEVETA), which was established under the Technical Education, Vocational and Entrepreneurship Training Act of No. 13 of 1998 and the amendment Act No. 11 of 2005. Among the responsibilities of TEVETA, is the management of the Technical Education, Vocational and Entrepreneurship Training (TEVET) Fund. The TEVET Fund in collaboration with the Skills Development Fund (SDF) which plays an important role in assisting the Government of the Republic of Zambia (GRZ) to develop a high quality, sustainable, demand-driven, and equitable TEVET system, the TEVET Fund is one of the mechanisms used in achieving this objective. The Skills Development Levy Act No. 46 of 2016 is the source of financing. The main objective of the levy is to provide financial resource for the TEVET sector for skills development. The TEVET Fund establishes a financing platform that purchases training services from public providers, on a competitive basis, for skills development in both the formal and informal sectors of the economy, at an arm’s length transaction. It plays a critical role in the reform of the TEVET system by separating the provision of training from its financing. It also shifts the focus from quantity to quality. As a financier of training being procured from TEVET providers, the TEVET Fund is able to introduce standards and accountability to the system for the desired outcomes. The Fund also introduces performance incentives for training providers and, through its stakeholders, establishes rules for spending on training services that promote national development objectives, including equitable access. Invitation to Employers and Training Providers The Government of the Republic of Zambia, using proceeds from the Skills development levy, has set aside funds towards the implementation of the Employer Based Training (EBT) activities through the TEVET Fund. The TEVET Fund is hereby inviting Employers in collaboration with Training Institutions registered with TEVETA, under the

Technical Education, Vocational and Entrepreneurship Training Act No. 13 of 1998 and the amendment Act No. 11 of 2005, to present proposals for support through the TEVET Fund towards skills development for EBT. This financing is available to Employers and TEVET providers whose request for financing will be considered responsive to the disbursement criteria. Focus is on provision of training that meets the current market demands. Submission of Proposals Training Providers will be required to submit five (5) copies of each of the proposals in a sealed envelope. The envelope should be clearly marked with the Name of the Applicant Institution. The closing date for submission of proposals is Friday 28th May 2021 at 15:00hrs. LONDON - UK job vacancies have hit their highest level since the start of the pandemic as the easing of lockdown measures has led employers to start recruiting. In the February-to-April period there were 657, 000 vacancies, up about 48, 400 on the previous quarter. The unemployment rate fell slightly to 4.8 percent in the three months to March, down from 4.9 percent in February, the Office for National Statistics said. The ONS said there were “early signs of recovery” in the jobs market. However, despite the rise in job vacancies over the past 12 months, the level remains almost 128, 000 below its pre-pandemic level in the January-to-March quarter of 2020. The official figures confirm several reports in recent weeks by recruitment companies that they are seeing a rise in

job advertisements, leading to concern among some employers that they could face staff shortages. The ONS said the number of workers on payrolls had risen by 97, 000 between March and April, but was still 772, 000 lower than before the pandemic struck. Darren Morgan, ONS director of economic statistics, said the number of employees on payroll “rose strongly in April” as the economy began to reopen, continuing an improvement from its November trough. But he said: “There remains, however, threequarters of a million people fewer on the payroll compared with the pre-pandemic peak. “With many businesses reopening, the recent recovery in job vacancies continued into April, especially in sectors such as hospitality and entertainment.” Chancellor Rishi Sunak said the latest figures showed the impact of the government’s focus on protecting jobs during the pandemic. – BBC.

OHANNESBURG - The Organisation Undoing Tax Abuse wants to prevent the allocation of R2.7 billion of the R10.5 billion allocated to South African Airways in the mini-budget last year, from going to the stateowned airline’s subsidiaries. It has made submissions to Treasury, the Department of Public Enterprises (DPE) and SAA, and plans to make a formal objection to Parliament’s Standing Committee of Appropriations (SCOA) this week, it said on Tuesday. The funding is urgently required for restructuring the subsidiaries to align them with the reduced business environment due to the impact of the pandemic, and to settle NAIROBI - President Uhuru Kenyatta has said more partnerships between Kenyan and American Small and Medium Enterprises (SMEs) will help unlock the huge trade potential that exists between the two nations. OUTA will be submitting its objection to SCOA this week, explaining why the diversion of the R2.7 billion is “unjustified and flawed” in relation to SAA’s business rescue plan. Members of SCOA last week expressed concerns about whether R2.7 billion will be enough to keep the subsidiaries of SAA going or whether Parliament will be asked for more money in future. The committee was briefed by representatives of SAA and its shareholder, the DPE. The committee is busy with the process of finalising the special appropriation of the

LILONGWE - Health authorities in Malawi have incinerated 19, 610 expired doses of the AstraZeneca coronavirus vaccine, saying it will reassure the public that any vaccines they do get are safe. Uptake of the vaccine in Malawi has been low and health workers hope the move will increase public confidence. Out of a population of about 18 million people, the country has recorded 34, 232 confirmed coronavirus cases and 1, 153 deaths. Malawi received 102, 000 doses of the AstraZeneca vaccine from the African Union on March 26 and used almost 80 percent. But the expiry date on the labels was April 13 so vials were taken out of the cold chain. Malawi's Principal Health Secretary said it was unfortunate they had to destroy the vials but the benefits outweighed the risks. "When news spread that we had out-of-date vaccines, we noticed that people were not coming to our clinics to get immunised," said Dr Charles Mwansambo. PF Sesheke candidates confident By ANDREW MUKOMA in Sesheke PATRIOTIC Front (PF) Sesheke adopted candidates for parliamentary and council chairmanship Shaft Mukubesa and Henry Muzungu respectively have predicted victory in the August 12 general elections. The duo has thanked the ruling party leadership both at national and provincial levels for adopting them from among other candidates who had applied on ruling party ticket. In a joint interview in Sesheke after launching their campaigns, Mr Mukubesa said that the people of Sesheke deserved quality leadership and not what had been happening previously. Mr Mukubesa said that because of voting for the opposition UPND for many years, the area had lagged behind in development. He said time has come for the people of Sesheke to redeem themselves and move out of UPND captivity.

"Now that we are done with nominations, we are hitting the ground and make more votes for the president and win the elections at all levels without fail. In fact, if the elections were called today, I can assure you I was going to carry the day. I have already won this election whether the UPND wants it or not. When I look at this election, I don't have a competitor, I am the true son of Sesheke," he said. And Mr Muzungu who is contesting the position of Council Chairperson said people of Sesheke need clean water and that that would be his priority.
