Burundi eyes Zambian maize By AARON CHIYANZO BURUNDI and other Great Lakes African countries are seeking mealie meal from Zambia, the Grain Traders Association of Zambia (GTAZ) have disclosed. GTAZ executive director Chabuleni Simwinga said Zambia was this marketing season expected to earn substantial amounts of foreign exchange from maize and mealie meal exports because of the good harvest. Mr Simwinga said the country was expected to have enough maize to sustain the country and enough for export. He said in an interview that apart from the Congo DR which had been the traditional export country of maize and mealie meal for Zambia, Burundi and other Great Lakes countries want mealie meal from here. Mr Simwinga said with such a large market and good harvest the country experienced, it was likely going to be a good season where all stakeholders win if well handled. He expressed confidence that with the good will Government had so far shown to boost the agriculture sector, more positives were expected for the country.

Mr Simwinga said even prices for maize products were likely to remain stable because costs of doing business had remained stable for all players. “This is a good blessed year, everyone will be happy. The trader will be able to buy maize cheaply and sale to the miller at a good price which will ensure stable prices for mealie meal,” Mr Simwinga said. Mr Simwinga said Zambian traders were ready for the Burundi market once modalities were put in place. He assured that the national stocks committee were monitoring the quality of maize in the country to ensure that there was enough for national consumption even as the export window was open. “They are ensuring that we still have enough carryover stock for any eventuality,” said Mr Simwinga. He said illegal exports of maize to Burundi have always been there and that the country only needed to formalise the trade so that it benefits reasonably from the trade. And Mr Simwinga said traders have so far exported about 25, 000 tonnes of maize from the 40, 000 tonnes allocation and were yet to export another 15, 000 tonnes.

Covid19 cases on rise By OLIVER SAMBOKO

ZAMBIA has continued recording increased number of COVID-19 cases, with the country recording 186 new cases in the last 24 hours. The cumulative number of confirmed covid19 cases to date now stands at 93,106. Giving an update on the covid19 situation, Ministry of Health Permanent Secretary for Technical Services Kennedy Malama, said the country has also recorded one death in the last 24 hours from Kitwe on the Copperbelt. He said the death was recorded was of a 37-year old male with history of diabetes and hypertension, bringing the cumulative number of COVID-19 related deaths recorded to date to 1,267. Dr Malama also Dr Malama disclosed that a total of 83 discharges were recorded from both the COVID-19 isolation facilities and home management, bringing the cumulative number of recoveries to 91,102. He also said the cumulative number of doses of COVID 19 vaccines administered stands at 134,832 for both AstraZeneca and sinopharm. He said the threat of the third wave is becoming more imminent and that to avert a further upsurge, every citizen should adhere to the prescribed COVID-19 prevention public health measures. “In this regard, I reiterate the need to get to the healthcare facility whenever you are unwell,” he cautioned. Dr Malama retaliated the need for all international travelers to present a SARS-CoV-2 PCR negative certificate at entry, adding that international travelers coming from high-risk countries are required to be swabbed for nasal pharyngeal samples collection for PCR testing.

Mr Tembo said the court of law should consider coming up with a mechanism to stop unscrupulous individuals who are wasting court time with groundless law suits. In an interview, the opposition leader noted with dismay that some individuals were making what he termed as frivolous petitions aimed at derailing the campaigns ahead of the August 12

He advised the petitioners to find something meaningful to do with their spare time instead of jumping from one court registry to another, filing frivolous lawsuits. “For example, the petition to the Constitutional Court to declare nominations of presidential running mates null and void is frivolous and intended to waste time in the campaign period.

“Our appeal to the Judiciary is to come up with regulations that will protect citizens from frivolous lawsuits from individuals that are seeking unwarranted relevance in society,” Mr Tembo said. He said lodging petitions that were totally without merit was wastage of judicial time, and delayed cases that deserved to be reviewed by the judges.

By OLIVER SAMBOKO THE August 12, General Elections should be about voting for people who have demonstrated the ability to develop the country and not voting on partisan lines as we have been doing in the past, UPND member, Previous Sianyanga has said. He said the people of Southern province and other regions perceived to be UPND strongholds have lost out in terms of development because of voting for a political party instead of voting for individuals with the ability to lobby for development from government. Mr Sianyanga said most areas that were under UPND members of Parliament in the past five years are underdeveloped compared to those held by other parties because the people in these areas voted on partisan lines and without scrutinizing the candidates. He said time has come for people in the country to realize that without effective representation, their areas will continue ragging behind in terms of benefiting from the national cake. “Because the people in UPND strongholds had no effective representation at local and Parliamentary level, the result is that these areas did not benefit much from the national cake and therefore, this time around the people should scrutinize candidates before voting for them regardless of which party they are contesting on,” he said. Mr Sianyanga advised fellow UPND members not to be carried away by the propaganda which the party is feeding the people that development will only come by voting for candidates from the UPND, as this has not worked in the 20 years the people of Southern have been supporting the opposition party. He predicted that the UPND was likely to lose some of the wards and parliamentary seats in Western and Southern provinces, because the party did not pick the people who won the primary elections but instead adopted those chosen by a few National management Committee members around the party leader Hakainde Hichilema.

Four women of Kabwe district have demanded a refund of over K10, 000 from the municipal council which was paid as service charge for plots located near the main sewer drainage in Kotondo township. The affected women said they turned down the plots after realizing that the plots allocated were right across the sewer line which usually bursts during the rainy season. Mary Lungu said on behalf of the other three women that land officers at the council asked them to pay a service charge of K6, 800 before being shown the plots. Ms. Lungu who is a widow said in an interview that they were obliged to pay the said amount because the officers told them that they would only show them the plots if they paid the service charge. “We all paid. I paid K 1, 800, Jessy Zuku

and Racheal Musonda paid K 1000 each and Less Sinalungu paid the total of K6, 800,” she said. Ms. Zulu said after refusing to take the plots allocated in Hills Park near the newly constructed Katondo Mini Hospital, they were told to write a complaint letter. She said the council in their response refused to give them alternative land saying they had no land available for offer them as replacement. Ms. Zulu said they were now demanding that the Kabwe manicipal council refund them because they have no alternative land to give them. But Kabwe town clerk, Joel Shawa said when contacted said the matter concerning the four women has not been brought before his office. Mr. Shawa has since urged the affected women to report the matter to his office so that it could be addressed affectively.

Lungu rescues 87 UPND’s stranded supporters By KALOBWE BWALYA PRESIDENT Edgar Lungu has come to the aid of 87 opposition UPND members who were allegedly abandoned by their party after being ferried from Solwezi to offer solidarity to their leader Hakainde Hichilema during his presidential nomination last Wednesday. And the UPND cadres have since ditched their party and joined the ruling Patriotic Front ( PF). Lusaka province PF chairperson Kennedy Kamba said it is shocking that a person aspiring for the highest office in the land went against the COVID 19 guidelines and risked the lives of the people in name of gaining political mileage. Mr Kamba said that the move showed how desperate some opposition

leaders are to be presidents when they cannot even take care of their own members who they had ferried from another province. Mr Kamba said the Head of State has provided transport and other logistics to the victims. Meanwhile, speaking on behalf of the members Annie Tolopo said the 87 members were abandoned and spent three nights in the cold at the Inter City Bus terminus. Ms. Tolopo said the people felt used after offering support to Mr. Hichilema then later abandoned without food or water. She further thanked President Edgar Lungu for coming to their aid and provide food and transport for them. Ms. Tolopo said this at the PF Lusaka Province offices before leaving for Solwezi yesterday.

Speaking when Vice President Inonge Wina and Prof. Luo paid a courtesy call on him at his palace in Mungwi District, Paramount Chief Chitimukulu said the traditional leadership has welcomed the President’s decision and has since pledged his support and that of the Royal Establishment to President Lungu and his running mate. And the Mwinelubemba has reiterated his call for stakeholders to join efforts in addressing voter apathy ahead of elections. He said it was regrettable that the Northern region recorded low voter turnout

in 2016 General Elections, a situation he said needs to be changed in this year’s polls. He also called for peaceful campaigns by all political players saying tolerance and co-existence should be upheld. The Mwinelubemba has further hailed Mrs. WINA for her contribution to the country’s development and democracy during her service to the nation. And Ms Wina commended Chief Chitimukulu for coming up with the initiative of a movement to fight voter apathy. She said it is through such initiative that will help increase the number of people turning out to vote in this year’s general elections. Kazungula clearing agents to address operating hours BY BUUMBA CHIMBULU ZAMBIA Revenue Authority (ZRA) and Clearing Agents Associations have resolved to address the operation challenges at Kazungula Border Post to realise the full benefits of the new facility. This was after ZRA Commissioner General Kingsley Chanda called on the Clearing Agents Associations to consider addressing the mismatch in the operating hours at Kuzungula Border Post, which was making it difficult to deliver the required services. “You may recall that our President Edgar Chagwa Lungu pronounced that the Kazungula Border Post must open at 06 hours and close at 22hours in the night and ZRA Customs Division complied accordingly. Speaking during the stakeholders engagement meeting in Lusaka at the weekend, Dr Chanda feared that if the working hours were not increased, the would be no way of harvesting the anticipated benefits. In a communique, the parties agreed to synchronise the working hours with all border agencies at Kazungula, and make use of trade facilitation initiatives such as pre-clearance, pre- registration, inland clearance of exports and among others. This addressed Dr Chanda’s concern on the lack of utilization of the preclearance, pre-registration and inland clearance of

exports by the clearing agents. However, Dr Chanda commended the Clearing Agents Associations for not participating in the illegal protest against the introduction of the Clearing Agents Appointment Module a month ago, which resulted in one of the association’s license being revoked. He said the authority does not tolerate illegality and disruption to the economy, stating that it was a difficult period for all countries around the world because of the ongoing spread of the COVID-19 pandemic. Dr Chanda said any reckless action like the one that was advocated by that association would have worsened the economic situation in the country. Therefore, the parties agreed in the communique to use dialogue as a means of resolving matters affecting the industry. It indicated that they have agreed to secure businesses for local, small and medium customs clearing companies by engaging Government through the relevant ministries and agencies. The communique was signed by Zambia Freight Forwarders Association (ZAFFA) chairperson Emmanuel Mutale , the Zambia Customs and Forwarding Agents Association (ZCFAA) chairperson John Mumba, Southern Freight Forwarders Association of Zambia (SFFAZ) chairperson Best Chikuwe and ZRA commissioner customs services Sydney Chibbabbuka.

Bishop Kaela also called on the un adopted PF aspirant candidates that have decided stand as independents to continue campaigning for President Edgar Lungu ahead of the general election. He said there is need for them to ensure that despite their decision to part ways on account of not being adopted, the ultimate goal is to make sure President Lungu remains in office for the second term. Eastern province has produced the highest number of independents arising from the PF adoption process, but some of them like Emmanuel Jay Banda and Zindaba Soko of Petauke Central and Chipata Central respectively, have pledged allegiance to President Lungu.

WWF calls for stronger ties to tackle climate risks

THERE is need for stronger multi-stakeholder partnerships across all sectors, aimed at addressing water security and climate change risks in the country, World Wild Fund for Nature (WWF), country director Nachilala Nkombo has said. She said the collective action at the local and national level will lessen water-related risks and challenges caused by the negative impact of climate change. Ms Nkombo was speaking in Lusaka during the signing of a Memorandum of Understanding (MoU) between WWF and the Zambia Chamber of Commerce and Industry (ZAACI) which will see the two organisations working together to promote improved water management and prevent environmental degradation. She said WWF and ZACCI partnership will plan, execute

and monitor activities aimed at addressing water security and climate risks faced by business players. Ms Nkombo said the agreement will provide an effective framework for cooperation between WWF and ZACCI in areas of common interest, having regard to the respective objectives, functions, policies and procedures of each party. “WWF and ZACCI partnership would plan, execute and monitor activities aimed at addressing water security

and climate risks faced by business players,” she said adding that by doing so, both organisations will continue their various platforms they individually sponsor to advocate for improved water management and use one voice. Ms Nkombo said WWF was glad that some corporations had been proactive and started to assess the water risks and uncertainties they face throughout their supply chains in producing and marketing their goods and services. And speaking at the same meeting, ZACCI chief executive officer Phil Daka said the partnership will create a platform that will promote issues of water management and environmental degradation to wider network of business entities. He said the MOU will enable members of the association in various sectors of the economy to achieve their set objectives.

Prolonged detention of suspects worries LAZ BY SIMON MUNTEMBA THE increased incidents of the Police detaining suspects with bailable offences beyond the 24 hours stipulated in our Criminal Laws is a matter of grave concern, the Law Association of Zambia (LAZ) has said. LAZ secretary Sokwani Chilembo said whilst the Laws in Zambia permit the Police to take into custody a suspect for a period of only up to 24 hours, thereafter, the Police are mandated to take the suspect before the appropriate Court or release the suspect on bond. Mr Chilembo disclosed that the association had written to the Inspector General of Police, Kakoma Kanganja to ensure that the situation was quickly redressed. He said in a statement that the Courts of law have been categorical in holding that the Police could only arrest for offences, and has no power to arrest persons for the purposes of making inquiries. Therefore, he said, detentions for enquiries and beyond the stipulated 24 hours are an infringement of a person’s freedom of movement guaranteed by Article 22 of the Constitution of Zambia.

THIEF AT CHURCH . . . woman loses valuables during church session A KUWADZ ANA woman is hunting for a suspect who reportedly stole her valuables during a church service on Sunday.

Charity Mavurere, was singing during praise and worship when the suspect took advantage before disappearing with her belongings. The unidentified female suspect was caught on camera which was recording activities in the church. Charity has since made a report at Kuwadzana 2 police station under RRB4741091 for theft. In an interview, Charity said:

“She took my purse which had cash, national identity cards and a cell phone. “We were seated in church on bench number 2 from the front and I was near five women who I all know. “Four of us were on the bench whilst the other one was seated on a chair. “So women were invited to sing on the stage and we proceeded to the stage and started singing.” Added Charity: “There was a woman who was initially sitting behind us but when we went on stage she moved to sit on the bench we had been occupying and acted as if she was paying attention to the singing.

“She then took the items before disappearing. “We then went to sit and immediately an announcement for love offering for the preacher was made,” said Charity. She said she checked for her purse but it was no longer there. “I then took my bag and discovered that my purse was missing. “I quickly announced and the gate was closed before a search was made. “We then made a follow up outside the church premises but all our efforts were in vain. “We tried to look for the woman but she was never seen and until now no one came to clear herself.” H-METRO

Woman hosts mock funeral for ex-lover GETTING over the pain of a bad relationship is never easy.

For one woman Judy Takanai from Barbourfields suburb in Bulawayo refused to let go of resentment when she held a mock funeral procession for her ex-lover Vushe Marime, a nurse at Mpilo Central Hospital after his matrimonial property was attached by the Messenger of Court. Marime’s property comprising a four-plate Defy stove, five-piece kitchen suite, Samsung bar fridge, KIC fridge, one brown coffee table and 5kg gas cylinder stove was attached over legal costs incurred by Judy’s husband Claudio Takanai when he sued him for bedding his wife. The seemingly stunned boy quickly took the phone to his father and the latter after reading the message, discovered that the two had been communicating for some time. He reportedly failed to control his temper and confronted Maunga. He forcibly dragged him to his house where he subjected him to a thorough hiding.

News of Julius Tichawana’s death was heard on Monday morning after an alleged hook up with a suspected lady of the night only identified as Kimberly at Club Saratoga at Machipisa Shopping Centre in Highfield. Kimberly has since been arrested and led police to indications where the alleged offence was committed along a tarmac outside Club Saratoga. Kimberly is expected to have her day in court where she will answer to the alleged butchering incident. According to one theory, Kimberly and Tichawana had hooked up for a quickie with the former charging US$10 for her services. of SADEBE Enterprise Limited which deals in garbage collection. He is working towards creating a household name for himself in the music industry this year. He went further to do Chartered Institute of Marketing at Evelyn Hone College. Musically, he started his trade in 2003 in a group called 4cenq where they managed to release four albums which were all highly celebrated in Eastern Province and some parts of Malawi. Musicians have right to sing for politicians - DMT By TERENCE MISELO ZAMBIAN musician and entrepreneur Mathias Daka famously known as DMT #1 says it is wrong for people to condemn artistes that choose to align themselves with political parties because that is their right. Speaking in an interview to announce his campaign song for the Republican President Edgar Chagwa Lungu and the Patriotic Front, (PF), Daka said it is a shame that in a democratic country where people, including artistes are supposed to enjoy their freedom of expression, some sectors of society are finding it hard to allow artistes to express themselves and appreciate the ruling PF. Daka, who is a staunch supporter of the PF said it is wrong for the opposition to think there is a wind of change in the country by condemning artistes who are not with them. He said the PF respects artistes and they have outlined a number of programmes for them including the Presidential Empowerment Fund, which makes it a party of choice. DMT whose new campaign song for PF is called ‘ Dinda’ , said he is happy to sing for PF because he has seen what the party has achieved. “ There is nothing wrong with artistes singing campaign songs. HILE legal game meat outlets are starting to pop up around the country, especially in Lusaka. Many people who may be interested in joining the industry still have unanswered questions. Information on the matter can often be limited. Then there is the misconception that indigenous Zambians cannot succeed in this industry. This is despite the fact that a number of indigenous Zambians have successfully set up their legal game meat retail businesses.

In a recent conversation two indigenous Zambians, who run legal game meat outlets in Livingstone and Lusaka respectively, shared their experiences and opinions on the industry and why it is so important for wildlife conservation efforts in Zambia. Like any other business, the legal game meat retail business has many challenges and opportunities. One challenge that came up repeatedly in our conversations was the need to establish a healthy and sustainable relationship with your meat supplier, in this case, a game farmer. This can take time and as the industry is still in its infancy and thus trust is yet to be established fully. Chilekwa Mukonge, a Lusaka trader and new player in the industry emphasized that persistence is key to setting up. Another challenge is the duration of the trading permit application process which can vary depending on a range of factors such as the process of ensuring that the applicant has complied with all the necessary requirements. Samson Kandala, who has run a game meat business in Livingstone for about two years now, waited for a slightly longer period for his permit as compared to Ms Mukonge whose permit took only took three months. Pursuing success in this business clearly requires one to be driven. It is not enough to only want to set up the business, but one needs to have a passion for what the legal game meat business does for wildlife. Samson Kandala said, “the hardest part of the process was obtaining a recommen-

dation from a game farmer”. For people in cities, this can be a challenge because most game farmers are located on the outskirts of town, but fortunately you can visit www. wpazambia.com for lists of game farmers in Zambia. “I simply had to write a letter expressing what I was requesting” said Ms Mukonge who initially started with an online research and found little information on how to set up a legal retail game meat outlet. She wrote a letter that

she personally delivered to the headquarters of the Department of National parks and wildlife in Chilanga. Similarly, Mr Kandala also wrote to the Livingstone office and the letter was sent to the Headquarters in Lusaka. Feedback for both retailers from the Department was that an inspection was going to be conducted to ensure the premises of the outlets were up to standard, water, and electricity availability among other things. A report was written

and after two weeks they were contacted to collect their permits to trade. Despite the challenges, the legal game meat retail business presents many opportunities. Apart from job creation and the pioneering work involved, Chilekwa Mukonge, owner of Urban Hunters said that it is a more sustainable way of consuming wildlife meat as compared to the illegal bushmeat trade. Samson Kandala, owner of Pasawi General Trading in

Livingstone also mentioned that the business has the potential to reduce illegal bushmeat consumption which in turn would help stabilize wildlife populations in our national parks. Clearly anyone can venture into legal game meat retailing. It is important to be patient and persistent in any business to get what you want. To get the ball rolling, all that must be done is drafting a letter to the Department of National Parks And Wildlife expressing interest. The risks posed by the illegal bushmeat trade to Zambia’s wildlife cannot be ignored as it is the biggest threat to our wildlife. If you would like to contribute to the legal game meat industry, support the legal game meat retailers. The more legal game meat we buy the more the demand grows. This can mean growth for the legal game

meat industry and reduced illegal bushmeat trade. Game farming, the raising wildlife on private or community land, is a sustainable way of sourcing game meat because farmed animals increase overtime and can be cropped. Game meat sourced in this way is also safer for human consumption as the meat is only made available to licensed outlets after both the animal and its carcass have been inspected and ensured fit for consumption. Compared to the illegal bushmeat trade that involves indiscriminate poaching of wildlife in national parks and game management areas, game farming/ranching is certainly a viable alternative. Another drawback with the illegal bushmeat industry comes from the fact that poachers often process their illegal kill in unhygienic conditions, posing a serious threat to public health. Unlicensed bushmeat is sold to members of the public who may not be sure if what they are consuming is healthy or safe. It further decreases the potential growth of tourism and the legal game-farming industry.

PRAYING FOR PEACE

POLITCAL party leaders should all commit to the maintenance of peace before, during and after the August 12 elections with an assurance that they will accept the result whatever the case. Political election is all about someone winning and others losing. It is not like football where the outcome could be a draw. That is not possible in political elections, because in the first place, elections are designed to find a winner, who in this case, takes charge of the country. The stakes are higher than in other competitions because in this case, the competitors are all eyeing the instruments of power to run the country. Therefore, it is important that all those vying for the top most position in the land, should be willing to commit to uphold peace at all time. There is no need for people to be moving with pangas, machetes and an assortment of weapons with the intention to maim or kill their opponents. These are just elections to secure office and should not be a matter of life and death. It is our fervent belief that the church plays a critical role in maintaining peace and unity in the country. Especially in a Christian nation, the church should be in the forefront, driving an agenda for peace, unity and co-existence. Unlike those conmen who use the guise of the church to pursue personal agendas of wealth and hatred, we wish to applaud the Church on the Coppebelt for pursuing a peace agenda by inviting various political parties and leaders to take part in prayers. We are also happy that a few showed up for the prayers, with a number of leaders being blessed by the men of God during the meeting. This is a good development for the country and it should be replicated in all parts of the country. We know that Lusaka was first to hold the prayers which President Edgar Lungu and some opposition leaders attended. Unfortunately, like in the Lusaka prayers, some opposition parties, particularly the UPND, have continued to shun prayers. This is not a good sign for the largest opposition in the country and one that wants to form government in a Christian nation. At yesterday’s event., candidates from various political parties took part in meeting called by the Kitwe Pastors Fellowship to pray for peace ahead of the August 12 elections. Those who attended the prayer meeting at the Oasis of Love Ministries International church in Kitwe included Patriotic Front (PF) Wusakile parliamentary candidate Pavyuma Kalobo , PF Mayoral candidate Mpasa Mwaya and Wusakile Independent candidate Ackson Simwizye. Others were Kamfinsa constituency independent candidate, Dickson Ng’andwe , Wusakile constituency independent candidate Gloria Shonga, Socialist Party candidate for Bulangililo ward Joseph Chabu. Kitwe Pastors Fellowship President Raddy Lewilla said the church decided to hold a meeting with candidates from various political parties at various positions starting from Local Government, parliamentary and Mayoral and all were invited. Bishop Lewilla said the organization had contacted the District Electoral Officer, Mbulo Seke, who gave them the number of political parties participating in the August elections and their contact numbers “This prayer meeting is not for one political party. No, it is for all political parties, PF, UPND, Socialist Party, DP and others. We communicated to all political parties and some responded while others did not. Our prayer is that the church should not give up but continue holding the prayer meetings and not just for the candidates but for communities to encourage people from different political parties to accept that God’s wish is supreme.

MANY would-be candidates in the forthcoming August 12 general elections had been scratching their heads wondering whether they could stand as independent candidates after failing to secure adoptions from their respective political parties. These are politicians at the heart of Zambia’s slow motion political crack-up – now they have to win solo to stay in the game. If the long-predicted reconfiguration of Zambian politics under the country’s electoral system and strain of Covid-19 pandemic is to come to pass, watch out on postelection day for the success or failure of a new breed of independent candidates. Prominent MPs, including some former ministers, who then found themselves profoundly at odds with their party top-leadership had either been forced out of their political comfort zone or chosen to go it alone. That’s a huge step in a political culture and electoral

It will either shore up the cracks and so consolidate the main parties’ grip, or widen the fissures opened up by the country’s Constitution and Covid-19 restrictions of campaigns. Known and unknown to many, there are only three conditions required to be met for one to file in the nomination with the Electoral Commission of Zambia (ECZ) as an independent candidate. You must meet the qualification in Article 70 clause 1 of the Constitution of Zambia. You must not be a member of any political party at the time of filing in your nomination. Even if you resigned just some minutes before filing in your nomination, you would have met this qualification. You should not have been a member of a political party at least two months before the general elections. Meaning that by June 14, 2021, everyone who had filed in for independent candidature should not have been a member of any political party. Everyone who would have met the first and second criteria would have met this qualification unless they had decided to rejoin the political party. That begs the question: Can an independent candidate at parliamentary or local government level pledge allegiance to any one presidential candidate? Legal and electoral experts say that there is no provision of the law, both in the country’s Constitution or the electoral

laws which prevents an independent candidate from supporting any presidential candidate. This means that an independent candidate may even campaign alongside any of the presidential candidates or in favour of a presidential candidate. Citing the only provision of the law, contained in Regulation 15, Sub Regulation (f) of the Electoral Code of Conduct that no persons is allowed to plagiarise the symbols, colours or acronyms of candidates of other political parties. To plagiarise means to take someone else’s work or ideas and passing them off as one’s own. What are being prevented from being used as one’s work are the symbols, colours or acronyms. Understandably, if one stood as an independent parliamentary candidate, one may either support the PF or UPND presidential candidate. There is nothing in the law that compels one not to use the portrait or faces of his or her preferred presidential candidate. So, are Zambia’s independent candidates fighting for political survival? However, common-sense suggests that independent candidates who might support presidential candidates are more likely to increase the numbers of their preferred presidential candidate whilst competing against their fellow parliamentary or local government opponents. But cynics and critics have observed that our country’s politics have long given up being sensible and predictable. Besides, our political reality of two-party dominance and an electoral system that allows citizens to elect directly their head of State, means

that the contestant who wins the presidential race forms government, regardless of the numbers of MPs or councillors he might have gained in the elections. So if any of our political parties are interested to form government, they must see independents as a supplementary forum they can utilise to increase the chances of their presidential contestants. Perhaps this was the case with ex-Kitwe District Commissioner Binwell Mpundu and ex-Kalulushi Mayor Rashida Mulenga who resigned from the PF in their quest to contest as independent parliamentary candidates for Nkana and Kalulushi respectively. But in stark contrast to the way its political opponent, the PF, does politics – the UPND supporters disrupted the Mwandi Parliamentary nominations after they blocked a would-be independent candidate Lisulo Siloba from presenting his nomination papers. Mr Siloba had earlier applied

When he turned up to file in his nomination, he was chased with stones by irate UPND cadres at Mwandi Basic School, the venue of the nominations. The cadres insisted that the man had not resigned from the UPND and told ECZ officials not to accept his nominations. Police had a tough time to control the cadres who insisted that he should not be allowed to present the documents. Sadly, as the embattled would-be independent candidate was driving away in fear, he hit into an unidentified female who was taken to hospital. Her condition has since been described as stable.

THE SUCCESS STORY IN THE EDUCATION SECTOR- PART ONE Dear editor, The pro poor stance of the Patriotic Front in the run up to the 2011 elections has identified the education sector as useful equilibrium in closing the barrier between the rich and the poor. In the run up to the 2011 elections, PF had identified the formal and informal education and explored the options it can be utilized with the view to preserve the sector that had been limping. The primary task for the PF Government was to embark on transforming the education sector with the view to making it relevant to the economic development of the nation. In the national budgeting and planning of yesteryears, the education sector was among the underfunded sectors and this encumbered on the service delivery. So far, the Patriotic Front Government under President Lungu has shown consistency in increasing resource allocation to the education sector. as of 20th May, 2021, data obtained from the Ministry of Education through Permanent Secretary Kayula Siame reveals that the investment in the education sector is yielding fruits

and so far 14, 235 primary schools, 4, 690 secondary schools, 14 trade centers and 7 universities being built as well as the continued rehabilitation of the existing ones. Besides creating opportunity for formal and informal education, the Government has priotised technical and vocational education as well as entrepreneurship in order to equip Zambians with survival skills. In the formal education sector, the Government has priotized specialized education and so far Science, Technology, Engineering and Mathematics (STEM) schools of excellence have been established which have been decentralized to provinces and progressively to districts. The PF has also provided for equal opportunity to both boys and girls living with disabilities and this has made education to be the key equalizer. With the increase in classroom infrastructure, the teaching profession has received a fair share of employment more primary and secondary teachers with the view to reducing the teacher, pupil ratio. Within the 201621 stretch, the Government has

drastically reduced the fees that are payable in tuition fee and this has made education to be accessible to the lest privileged members of the society. in order to make education responsive to modern day challenges, the Government has successfully undertaken a revision of the curricula, to ensure that agriculture, and mathematics are compulsory subjects in all schools. At tertiary level the Government has introduced loans which are now accessible by all students in public Universities. In 2020, the Higher Education Students Loan Board (HESLB) has awarded 23, 016 beneficiaries. This has been as a result of the reforms that has taken place to make the student’s loan sustainable. We are glad that President Lungu and his Running mate have shown unwavering commitment to introduce more reforms. Dear editor, President Edgar Chagwa Lungu last Wednesday assured farmers that the Patriotic Front (PF) government through the stakeholders will distribute the farms inputs such as seeds and fertilizer to all provinces before the onset of the 2021/2022 farming season. The head of State made the assurance at Malashi village in Mpika during the national agriculture field day. It is a well known fact that Zambia has placed agriculture at the centre stage of the country’s economy besides manufacturing, mining and tourism. President Lungu promised the farmers that he would engage the Food Reserve Agency (FRA) to implore the agency to put the higher crop marketing price than that of last farming season despite the country being the free market economy where the price of goods and is determined by the forces of demand and supply. This clearly demonstrates government commitment to improving the welfare of the farmers by putting more money in their pockets. The head of State further assured the farmers that Food Reserve Agency would this year pay

the farmers on time immediately the they sell their crops to the agency. The quick payment to the farmers will be necessitated by the release of adequate funds to the agency. However, President Lungu donated two tractors; one to Lewis Mpundu the host of the agriculture event and another one to Mpika District Agriculture Association to boost their agricultural activities in the district. This is a good gesture as demonstrated by the head of State. The country is poised to record the bumper harvest this year owing to the good agriculture policies by the government coupled with the good rains that were experienced during the 2020/2021 farming season. The late distribution of the farm inputs in the past negatively affected the crop yield in the country. This is no longer the case as a matter of fact. The interaction of the head of State with farmers like what recently took place in Mpika should be replicated to other other districts within the country. Ultimately, this will make the farmers appreciate what the government is doing in improving the agriculture sector particularly crop farming. ELEMIYA PHIRI Lusaka.

JUVENILE ADMITS STEALING TV SET By Mulenga Musonda

A 17 years old Juvenile has told the Choma Juveniles Court how he broke into a school dormitory and got away with a Television Set. In this matter the boy is charged with Housebreaking and Theft contrary to sections 301 and 272 of the Penal Code Chapter 87 of the Laws of Zambia. Particulars of the offence are that the 17 year old boy broke into Niza Trust School dormitory with intent to commit a felony therein and stole a Television Set valued at K2, 000. The incident happened on

April 28, 2021 in Choma district of Southern province. When the matter came up for plea before Resident Magistrate Selia Kanunka after several adjournments for nonappearance of parents before Court, the juvenile offender without any coercion pleaded guilty in front of his uncle. He admitted to getting the television set without the permission of the School which he once was a pupil. After entering a plea of guilty, the court adjourned the matter to a later date for Facts and Social Welfare Report. The juvenile offender was remanded in custody.

Human Resources officer denies corruptly employing suspected lover BY MULENGA MUSONDA A Human Resource Management Officer strongly denied before the Choma Magistrates Court that despite the woman he placed on payroll not being qualified for the job, she was whatsoever not his lover or the cause of his divorce. This was in a case in which a 42 year old Laboratory Assistant, despite not having a ‘full form V’ Certificate which was the minimum qualification for the job was offered employment in the Civil Service in an alleged corrupt manner. In this matter Daggoh Chitendwe , Chief Human Resources Management Officer, 58, from Southern Province Provincial Administration is charged with one count of Abuse of Authority of Office contrary to Section 21(1) (a) of the Anti-Corruption Act No. 3 of 2012. Allegations are that Chitendwe on dates unknown but between 1st June 2016 and 30th September 2016, in Choma, being a public officer abused the authority of his office in the manner in which he facilitated the appointment of a Laboratory Assistant Katasha Lombe for

Mukuni Secondary School in Kazungula District. When the matter came up for continued trial before Resident Magistrate Ethel Phiri, Kazungula District Education Board Humana Resource Management Officer at the time Chibanda Kombe testified in a seemingly elusive manner that he went ahead and placed Katasha on payroll after consultations with Chitendwe. But in cross examination by Defense Counsel Inutu Suba that he was actually staying with Katasha and she was the reason he divorced his wife, the witness strongly denied the allegations but admitted to divorcing his wife in 2020 after being on separation. Earlier Katasha 42, a Laboratory Assistant at Mukuni combined School in Kazungula testified that she applied for the position of General Worker in 2015 and in September 2016, she received a letter of appointment for her current position by Chitendwe who was the Human Resource Officer at Provincial Administration. Despite the vacancy being advertised, Katasha said she did not respond to the advertisement but was miraculously called to collect her letter of appointment. Trial continues

Guard denies stealing school mattresses By MULENGA MUSONDA A Security Guard entrusted to protect the property of Sikalongo Secondary School has appeared before the Choma Magistrates Court on allegations of stealing three mattresses from the learning institution. In this matter Sunford Hanchele 47, a security Guard is jointly charged with 32 year old Ian Litonga with one count of Breaking into a Building and Committing a Felony therein contrary to the Laws of Zambia. Allegations are that the two jointly and whilst acting together broke into Sikalongo Secondary School with intent to commit a felony therein and stole three mattresses among other items valued at K9, 080 the property of the named learning institution. The alleged incident is said to have happened between May 1 and 12 in Choma district of Southern province. When the duo appeared for plea before Senior Resident Magistrate Peter Mungala they both denied any wrong Saturday April, 2020 doing compelling the Court to25record pleas of not guilty respectively. The matter was adjourned to May 27 for commencement of trial and the two accused person’s police bonds were extended.

TN Super League defending champions Nkana FC rejuvenated their chances of surviving relegation after another impressive 2-1 win over Prison Leopards in a Week-32 fixture at Nkana Stadium in Kitwe.

Fred Tshimenga scored a late goal to give Nkana a crucial win which propelled them to 34 points on the Super League table. Nkana had started the match at Nkana Stadium on a positive note with Gilroy Chimwemwe scoring the opening goal with a great shoot in the 27th minute. However David Obasi equalized in the 45th minute as the two sides went on break with an equal advantage. But as Prison Leopards looked set to leave Kitwe with a point, Shimenga punished the Kabwe outfit with a great goal which maintained Nkana’s two game winning streak having beaten NAPSA Stars 4-1 on Wednesday.

Meanwhile, Zanaco failed to reduce Zesco United’s lead on the MTN Super League table after giving up a 1-0 lead to lose 2-1 to relegation bound Kitwe United in the second fixture of the double header played at Sunset Stadium in Lusaka. League top scorer Moses Phiri had given Zanaco a first half lead which was not enough to inspire the Bankers to victory as two second half goals from Musonda and Eugen Lungu handed Zanaco their first home loss in two years. In an early kick off at Sunset Stadium, striker Lineker Mewikisa came off the bench to inspire Green Eagles to thump NAPSA Stars 4-2 in a Week-32 fixture. Bornwel Mwape scored a first brace which cancelled Anos Tembo’s three minutes strike as the pensioners dominated play before the halftime whistle. Mwape scored a penalty to level matters in the seventh minute before he put NAPSA Stars ahead with a superb striker in the 45th minute. In the second half, Aggrey Chiyanga introduced the game Changer, Lineker Mwikisa who came in for

Shadreck Mulungwe while Chipanama replaced George Chaloba in the 57th minute. It only took Mwikisa two minutes to put his name on the score sheet with a long range short from outside the eighteen yard box to level matters. Ten minutes before the final whistle, Mwikisa completed his brace with another long range shot from a tight angle to give Eagles the lead. Tembo added more misery on NAPSA Stars with another goal in the dying minutes of the game to give Eagles a 4-2 win over the Pensioners. This was another painful defeat for NAPSA Coach

Mohamed Fathi who last Wednesday guided NAPSA to their worst defeat of the season following a 4-1 beating by NKANA FC. The defeat left NAPSA Stars stack in the relegation zone with 36 points while Eagles propelled to sixth on the log with 43 points. Today MTN Super League action continues with Green Buffaloes hosting Power Dynamos at Nkoloma Stadium, the same venue for Lusaka Dynamos and Zesco United clash. It is another tough test for the Ndola outfit who are aiming to bounce back from two consecutive defeats to Nkana and Power Dynamos.

GOVERNMENT has finally recognized the Football Association of Zambia FAZ Executive led by Andrew Kamanga three months after the delayed FAZ elective general meeting held in the tourist capital Livingstone and was not recognized by government. Speaking during the FAZ Annual General Meeting held yesterday in Kabwe, Ministry of Sports Youth and Child Development permanent Secretary John Phiri congratulated the new executive which he hailed for the successful establishment of the women and youth football leagues across the country. In a speech read on his behalf by National Sports Council of Zambia acting general secretary Raphael Mulenga, Phiri hailed FAZ for its efforts to develop football in Zambia. Phiri noted that the associations’ commitment to develop women and youth football was admirable as Zambia is a football loving nation that has produced great players and coaches. Phiri said government will continue to partner with the Association because football has continued to shape and unite the country since Independence. Phiri encouraged the association led by Kamanga to continue being transparent and accountable while maintaining good governance values. “Allow me to congratulate all the executive committee members for being elected into the FAZ Executive Committee during the last elective AGM. As government through the ministry we want to wish you all the best during your four year tenure in office. “Sports and football in particular is a great unifier and it has a strategic importance towards national unity such that football has continued to shape the unity of this country from the days of independence,” Phiri said. Meanwhile, FAZ president Andrew Kamanga said the executive committee was happy with the support government has given to the Association. Kamanga promised to repay government for its support with good results noting that the Chipolopolo technical bench was working on a vigorous program that includes incorporating players with Zambian heritage based in foreign countries. The FAZ boss said while the 2022 Qatar World Cup qualifiers had been moved to September from June, the Association will actively use the June FIFA Window as it had already arranged high quality friendlies against top teams in Africa. Meanwhile, Kamanga is hopeful that the Copper Queens will represent the African continent positively at the Olympic Games in Japan. Kamanga said FAZ has done everything possible to insure that the girls prepare adequately for the games in Japan. He hailed the committee tasked to raise funds for the Copper Queens who are Africa’s sole representatives at the Olympic games.

Fifa to carry out study on holding biennial World Cup

FIFA will carry out a feasibility study on holding the World Cup and the women's World Cup every two years after backing a proposal at its annual congress on Friday. The two competitions are currently held every four years but the Saudi Arabian Football Federation (SAFF) put forward a proposal for a study of the impact of switching to every

The many issues that football has faced have now been further exacerbated by the ongoing pandemic," said SAFF president Yasser Al-Misehal. "It is time to review how the global game is structured and to consider what is best for the future of our sport. This should

include whether the current four year cycle remains the optimum basis for how football is managed both from a competition and commercial perspective," he added. Fifa president Gianni Infantino called it an "eloquent and detailed proposal" with 166 national federations voting in favour with 22 voting against. Speaking after the congress,

Infantino told reporters that the study would look at the competitions within the context of the review of the overall international match calendar.
