Unsellable HH can’t win - Mbuzi By SIMON MUNTEMBA HAKAINDE Hichilema is not only a political amateur but unsellable Presidential candidate who can never win this year’s elections, UPND Eastern Province presidential campaign leader, Victor Mbuzi has said. In an interview, Mr Mbuzi, who has turned against his party president said Mr Hichilema stood no chance of unseating President Edgar Lungu because he was a political amateur. He said that despite being a senior UPND member, he together with other members have endorsed the candidature of President Lungu and his running mate Professor Nkandu Luo. Mr Mbuzi said this was because President Lungu has presided over the affairs of Zambia with diligence. He also said he was happy with President Lungu’s decision to appoint Prof Luo as his running mate. Mr Mbuzi said both the President and his running mate were experienced and sellable candidates, and poised to win the 2021 elections. Asked if he was not scared of being expelled, Mr Mbuzi said it was his democratic right to support any candidate he thought was capable of taking the country forward in terms of development. He said contrary to reports that he was expelled, he was still the UPND provincial campaign manager as he had not been given any expulsion letter. Mr Ngulube said the constitution only provided for Presidential candidates to pay nomination fees and provide 100 supporters from each province. He said running mates were not Presidential candidates for them to pay the fees and provide the 1, 000 supporters. Mr Ngulube called on the courts to declare Mr Sangwa a vexatious litigant for always wasting the court’s time. He said Mr Sangwa’s petition against the running mates was a waste of court’s time because it did not have any legal backing.

RDA justifies ‘exorbitant’ Kazungula Bridge tolls fees By KETRA KALUNGA THE Road Development Agency (RDA) has justified the proposed fees for motorists passing through the newly constructed Kazungula Bridge. Motorcycle and bike riders would be required to pay K150, passenger cars K350, while minibus 16-seater drivers would part with K450, vans K450, light trucks K550, and 65-seater-bus toll fees had been pegged at K1, 450. RDA Director Communications and Corporate Affairs, Masuzyo Ndhlovu, said in an interview that the public had responded well to the payment of the announced toll fees since operations commenced on May 11. Mr Ndhlovu was responding to concerns by the private sector and civil society organisations that the proposed fees were too

high and if not addressed would become a deterrent to trade between Zambia and Botswana. He explained that the toll fees were not determined by the Zambian government alone but by a joint committee of Zambia and Botswana which had been responsible for the coordination of the Kazungula Bridge Project. Mr Ndhlovu said the funds collected by the two countries were being ringfenced until the Kazungula Bridge Authority is established to oversee the operations of the two border posts which would include maintenance of the facilities. Mr Ndhlovu said the Joint Steering Committee between Zambia and Botswana adopted a uniform fee structure on both borders of the bridge. He said Zambia charges motorists entering through the One-Stop Border Post

The Kazungula Bridge toll fees were determined by a Joint Committee of the governments of Zambia and Botswana,” he said. NAPSA may lose more than $3.5m over Baobab land By NATION REPORTER OVER US$3.5 million may be lost by the National Pension Scheme Authority (NAPSA) for the Baobab land it bought from Bantu Capital Corporation if the High Court nullifies the sale. This is in matter where Mr Jonathan Van Blerk appealed against the Lusaka High Court's decision to dismiss the case in which he sued the State and five others for compulsory acquisition of a portion of f Baobab land which he used for agricultural purposes. NAPSA bought from Bantu Capital Corporation who had paid $3.5 million. After 33 years of litigation, the Supreme Court has ruled that a matter involving fraud and misrepresentation cannot be statute or time barred. The court’s rule is that fraud unravels all…once fraud is proved, ‘it vitiates judgements, contracts and all transactions. The court has therefore set aside judgements passed in the matter. The matter has been through several High Court, Court of Appeal and Supreme Court actions where it was dismissed. The Supreme Court ruled that numerous authorities show that judgement obtained by fraud or fraudulent misrepresentation can be set aside and that res judicata in such instances is not a defence and that the action was not time barred based on the documentary evidence. Arguments on these fairly straight forward legal issues expend unnecessary time, costs and energy. "For the reasons we have given above, we allow the appeal and order that the matter should be remitted to the High Court where it will take its normal course. We however, express the hope that the High Court judge who will be allocated this matter will deal with it expeditiously. Costs to abide the outcome in the court of below," the court adjudicated. ordered that the matter be heard and determined in the High Court expeditiously Mr Van Blerk had appealed against the ruling of Justice G.S. Phiri who dismissed the case with the view that the compulsorily acquisition had been undertaken by the State for legitimate public purpose. He however argued that the State deviated from its intended purpose and leased the land to private entities for other uses. He appealed to the Supreme Court which upheld the judgement. He cited the Attorney General, Lusaka City Council (LCC) and Legacy Holdings Limited as first, second and third respondents. Kwikbuild Construction Limited, Bantu Capital Corporation Limited and National Pension Scheme Authority (NAPSA) are fourth, fifth and sixth respondents in the matter. In April1987, pursuant to section 3 of the Lands Acquisition Act 1970, chapter 199, volume 12 of the Laws of Zambia, the State compulsorily acquired a portion of his land in extent of 351.2142 hectares to use it for a public purpose, namely construction of a housing complex on part of the land to alleviate a housing shortage in Lusaka, while part of it was to be demarcated and allocated to public service workers who need residential plots The Supreme Court in a judgement delivered by Justice Albert Wood on behalf of other two judges on May 17, 2021 said they were not in agreement with the respondents’ arguments that the matter was statute barred as it started back in 1987 and that the action to set aside judgement was only commenced in 2017. "We do not accept that the claim is time barred. We say so because time should be reckoned from which the appellant became aware that the land had been leased to third parties,” said the court.

President Lungu has demonstrated his desire to see more women in influential positions by appointing the country’s first female Vice-President. It was also under the PF that the country had its first female Chief Justice and a woman as Inspector-General of Police. Today there are a number of key organisations and Government wings headed by women. The PF believes that gender equality and the empowerment of women are fundamental human rights and are a pre-requisite to making every citizen count as well as for the attainment of sustainable development. President Lungu has also become a champion against early marriage involving young girls, a stance that has won him international recognition.

THE Law Association of Zambia (LAZ) has been joined as an interested party to a matter where lawyer John Sangwa wants the Judiciary to formulate its own regulations prescribing the prerequisite and other conditions of service of Judges. LAZ had applied to be joined to the matter on the basis that Mr Sangwa’s petition where he cited the Attorney General Likando Kalaluka as the respondent raises pertinent constitutional issues. “By consent of the parties, it is hereby ordered and directed that the intended interested party be joined to this cause as an interested party. That the originating process be amended accordingly to indicate the intended interested party as interested party in this cause and that costs occasioned by this application be in the cause,” Justice Martain Musaluke ordered. Mr Sangwa petitioned the Constitutional Court seeking a declaration that the President should not prescribe the emolument of the Judges. He seeks an order of mandamus directed to and compel the Minister of Finance to put in place, within three months or such period as the court may deem appropriate from the date of the order, measures satisfactory to the Judiciary. He stated that this will ensure that the Judiciary is financially independent and becomes a self-accounting institution in line with Article 123 (1) of the Constitution and is adequately funded in every financial year in line with Article 123 (2) of the Constitution.

THE Energy Regulation Board (ERB) has unearthed a scam in which some fuel attendants are conniving with illegal fuel vendors to create an artificial fuel shortage in serviced areas while providing an illegal alternative market. ERB has thus warned that it deal firmly with illegal fuel vendors and staff at some retail outlets that are conniving to cause artificial fuel shortage. THE World Bank has provided $105 million for relief to about 300, 000 Zambian households affected by Covid-19 pandemic. The funds would cover the poorest and most vulnerable households in the country, including women and girls as a relief from the Covid-19 pandemic said a statement issued in Lusaka by the World Bank. The statement said the Girls Education and Women’s Empowerment (GEWEL) project provides cash transfers to all existing social cash transfer (SCT) programme beneficiary households and was gradually scaling-up coverage to a further 378, 000 beneficiary households over 18 months. Ultimately, a total coverage of almost one million households would be achieved for the SCT programme, which represented 30 percent of the Zambian population or 50 percent of the poor. SIX Patriotic Front district and constituency officials in Chilanga have been suspended for alleged misconduct during filing in of the nomination of Ms Annie Brown as Chilanga District Council chairperson. Announcing their suspension at a press briefing in Lusaka yesterday, PF Secretary-General Davies Mwila said his office has decided to suspend the six officials for having spearheaded the confusion that erupted during the filing in of the nomination of Ms Brown. TOO MANY ‘INDEPENDENTS’ THE 2021 election will have the highest number of independent candidates at parliamentary level in the history of the country, a development which may result in a totally different complexion of the National Assembly after the polls. Eastern Province has 43 independent candidates while North-Western has 15 and there are more in other regions. Political parties must immediately analyse this scenario even before they get drowned in campaigns to establish the causes. There are many reasons that could have led to the proliferation of independent candidates, which obviously need dissecting. Invariably, candidates who have opted to go solo are dissatisfied with the outcome of the adoption process and feel strongly that they should have been the preferred candidates. However, some candidates have gone independent out of selfishness even when the adoption process was scandal-free. Others may have made emotional decisions to leave their parties to stand as independents and will only realise their fatal error of judgement when they get into the field and spend money through the nose. Political campaigns are costly more so if financed at individual level! It is also true that some politicians may have been misled by scroungers to stand as independents after being left out. In political circles, there are too many parasites who masquerade and strategists when in actual fact they live off other people such as politicians during the campaign period. These parasites were taking advantage of unsuccessful candidates, whom they have driven into filing their nominations as independent candidates. They will continue milking such candidates every day and abandon them when they lose. However, it will be important for political parties to look at this matter critically and reflect on the adoption system so that adjustments could be made. Yes, it is a democratic right of any person to stand as an independent candidate or to stand on the party of their choice. The Republic Constitution is very clear and provides for independent candidates to participate in an election. However, the proliferation of independent candidates this year should not be mistaken for growth of democracy because the opposite could be true. Sone candidates have cried foul, that the adoption process was undemocratic and gave no room nor time to appeal. Therefore, political parties ought to review the adoption process, right from constituency, district, provincial up to the national level. There were numerous reports that some officials in the lower organs received bribes from prospective candidates to give favourable gradings. Secondly, some applicants complained that they had been left out when in actual fact they had performed well during interviews in the lower organs. This, therefore, means that all levels of the party hierarchy got a share of the blame in the main contenders, the Patriotic Front and the United Party for National Development. All parties must cross-check the entire adoption process and ensure that a more transparent and water-tight system is in place to curb the proliferation of independent candidates. There are just too many independent candidates!

‘DON’T LEAVE STUDENT NURSES UNSUPERVISED’ By JOHN KOMBE

GOVERNMENT has ordered that student nurses must not be left unsupervised during practice in any department of a health facility. Ministry of Health spokesperson, Joseph Kabalo, said Government’s policy was that all students allocated to health facilities must always be supervised. He said that the trainees must not be delegated with any duties without supervision and guidance by qualified personnel.

Dr Kabalo was reacting to complaints raised by some patients who alleged that senior health personnel in some health facilities had a tendency of leaving duties with students, thereby compromising the quality of health care delivery. A woman who lost her dayold baby at Chongwe District Hospital about a fortnight ago, alleged that she was delivered by a student nurse who did not cut the umbilical cord in a proper manner. She claimed that her baby died due to negligence by the

midwives who left her in the care of a student. The woman was said to have reported the matter to the district administration in Chongwe. A source said that the mother had threatened to sue Government for allegedly causing the death of her baby because of what she described as gross negligence. Dr Kabalo promised that the ministry would investigate the matter to ascertain its authenticity and cause of the alleged death. He pointed out that the

Kalimanshi takes fresh plea in Kampyongo libel case By CHARLES MUSONDA

PATRIOTIC Front supporter Innocent Kalimanshi has again denied defaming former Home Affairs Minister Stephen Kampyongo. Kalimanshi, 40, of house number D50 Salama Park in Lusaka, denied the charge yesterday before Lusaka Magistrate Faides Hamaundu after the case was reallocated to her following the decision by another Magistrate Felix Kaoma to recuse himself from handling the case. Mr Kaoma recused himself from the libel case because he has been allocated another matter involving Kalimanshi in which he is jointly charged with three others for assault occasioning actual bodily harm and criminal trespass with intent to annoy at the PF Secretariat on May 1, 2021. The incident happened when former National Democratic Congress (NDC) president Chishimba Kambwili went to rejoin the ruling party. In the libel case, particulars of offence are that on November 8, last year in Lusaka, Kalimanshi unlawfully published a defamatory matter affecting Mr Kampyongo in form of a WhatsApp message.

Kalimanshi is alleged to have said that when President Lungu decided to drop one position of PF national youth chairman from Mr. Kampyongo and gave it to then Kasama Central member of Parliament Kelvin Sampa, the then minister was annoyed and sent him (Kalimanshi) to start saying bad things against Mr. Sampa. Kalimanshi is also alleged to have said that when he was arrested for assault and was in custody, Mr. Kampyongo instructed the police to deny him bond and took a sack of sausages to criminal investigations officer a Mr. Musonda as an inducement.

THE Archdiocese of Lusaka has applied for leave of the High Court to appeal against the decision of the Minister of Local Government to approve a proposal by the Lusaka Muslim Society to open a cemetery near the Catholic Parish House in Ibex Hill, Lusaka. The Church states that the Zambia Environmental Management Agency (ZEMA) rejected the proposed cemetery by the Muslim Society but the Minister overruled. According to an affidavit in support of ex-parte summons for leave to appeal lout of time, a Development and Environmental Management Consultant and Chairperson of Mary Immaculate Parish Catholic Church, Reuben Lifuka, cited Elyas Musa ( in his capacity as Chairperson of the Lusaka Muslim Society) and the Attorney General. Mr Lifuka stated that on July 31, last yeat, he sent an objection to the proposed cemetery by the Muslim Society to ZEMA. He said ZEMA responded on April 13 , this year and attached to the response rejection letter for the proposed cemetery dated June 26 2020. He ZEMA also attached a letter that the Minister overruled its decision and approved the proposed cemetery.

HE Anti-Corruption Commission (ACC) is moribund as evidenced by its failure to arrest and prosecute those that were involved in corruption in the just ended adoption process, Zambia Jubilee Coalition (ZJC) Secretary General Kwaela Mwanza has said. He said it was unfortunate that ACC had not arrested

anyone for corrupt practices despite having overwhelming evidence. Mr Mwanza said the just ended adoption processes were marred with corruption. "It is unfortunate that despite having reports of corruption during the just ended adoption processes no one has been prosecuted or arrested," Mr Mwanza said. He said the ACC should be proactive and ensure that all cases of corruption were in-

vestigated and prosecuted. Meanwhile, Mr Mwanza said relevant authorities should take asset declaration seriously as it could play a big role in promoting accountability. Mr Mwanza said it was important for those aspiring for political offices to be honest when declaring their assets. He said it was unfortunate that some politicians have in the past under declared their assets.

THE Health Professions Council of Zambia has hailed the media for being a key player in prevention and control of diseases through the dissemination of information meant to educate the public. Speaking during rhe launch of the HPCZ Media Oriantation Workshop held yesterday in Chongwe, HPCZ Chief Executive officer, Dr Bwembya Bwalya said there is need to combine efforts as the country deals with the Covid-19 pandemic, non communicable diseases and other emerging diseases. LCC should up their game in garbage collection in CBD Dear Editor, THE Lusaka City Council (LCC) should up their game in the collection of garbage in the Central Business District (CBD). In my opinion, the council is not doing much on the issue of garbage collection. It is unacceptable that there are heaps of uncollected garbage in the CBD and at Town Centre Market just a stone’s throw from the Police Post where garbage containers are placed. The two garbage contain-

ers near the Town Centre Police Post get full within a day or two. This is according to the information I gathered from reliable sources. The problem is that it takes too long to pick the garbage at this collecting point. The roads in the CBD are littered with filth. This is not good because these can be the breeding grounds for waterborne diseases such as cholera. Worse yet, the heaps of uncollected garbage have killed the purpose of making Lusa-

ka a clean and green city. The question begging for an answer is; "why should the capital look dirty?" This is not the way things are supposed to be. The council and the incoming councilors must find a lasting solution to the problem of having heaps of uncollected garbage in the CBD. PF delivered a modernised Zamia through infrastructure development Dear Editor, INFRASTRUCTURE development has been the hallmark that the Patriotic Front government has synonymously identified itself. During political campaigns in yesteryears nearly all political players had identified the shortcomings in infrastructure as the basis upon which they were to be seen as viable political alternatives. With time, this stale song has withered away with the projects that have been initiated in the last 10 years owing to the robust and ambitious infrastructure development that has been initiated and implemented. The PF government had embarked on activities that would restore the dilapidated infrastructure to give a face lift and restoration of infrastructure to past glory. The infrastructure development projects has been in several sectors which include roads, air, energy, health among others. The Link Zambia 8, 000 programme which was launched in November 2013 had interlined the various towns. Among them, Mbala to Nakonde; Luangwa Bridge to Feira; Bottom Road, from Njami to Munyumbwe; Chinsali to Nakonde; Kafue to Mazabuka; Luangwa to Mwami Border; Mongu to Kalabo; Mansa to Luwingu; Chingola to Solwezi; Chipata to Mfuwe; Chipata to Vubwi; Kalomo to Dundumwezi; Senanga to Sesheke; Kafue to Chirundu; Pedicle Road; feeder roads programme (4, 300 km) covering all the provinces. The townships also had a fair share of development and an ambitious programme was launched under the C400 projects which was earmarked to rehabilitate the road infrastructure. The PF has also facilitated the construction of the four fly over bridges which has the ripple economic benefits to the residents of Lusaka. Beside that the number of

bridges have been constructed and to mention but a few Kazungula Bridge; Michael Sata Bridge across the Kafue River towards Chiawa; Imwiko II Bridge on the Mongu - Kalabo Road; Sioma Bridge; Kafue Hook Bridge (under rehabilitation,) and Kafue Bridge in Kafue. Government buildings have also received a fair share with six provincial administration blocks have been upgraded. Other beneficiaries of the infrastructure development includes the defence and security wings, aviation infrastructure, housing infrastructure, health infrastructure, trade facilitation infrastructure, rail infrastructure, power infrastructure, information communication technology infrastructure education infrastructure, water and sanitation infrastructure, agricultural infrastructure, Toll gates, private housing. To have a sustainable infrastructure, the government intends to make substantial investment. For instance, it will empower the Road Development Agency to establish the administrative units to undertake periodic and routine maintenance works on all trunk and road furniture. The establishment of administrative units will decentralise and promote efficiency in the decision-making process of RDA in so far as maintaining the roads is concerned. The government is also on course to undertake an inventory and establish database of all its buildings and robust periodic and routine maintenance programmes using local contractors. It is clear that Zambia has laid the framework for infrastructure and the next step is investing in the maintenance of the collective success Zambia and Zambians has scored with the Patriotic Front at the helm. Masaiti farmers cautioned

ARMERS in Masaiti have been cautioned against selling agriculture inputs acquired under the Farmer Input Support Programme (FISP) for the 2020/21 season. Masaiti District Commissioner, Patrick Zulu, warned the farmers who would be found wanting, would face the wrath of the law. Mr Zulu was speaking at his office when officials from Nyimba Investments led by Head-Sales and Marketing Manager Willings Mulendema paid a courtesy call on him. “I wish to warn our farmers not to become careless and sell fertiliser because you have received it early. Please keep it well…. reserve it in your homes until the time for planting comes. “What you should know is that it is not easy for the Government to procure the inputs. What the government is doing is to empower you and so please do not sell these inputs,” he said. He said Government was spending colossal sums of money to procure the inputs and it would be folly for farmers to start selling with the hope of procuring other quantities later in the year. Mr Zulu anticipated Masaiti recording a better crop yield following the timely delivery of the inputs. “I don’t think we will have families that will claim not to have food. The government has played its part and now it’s up to the farmers,” he said. Mr Mulendema said the remaining quantities to reach the contractual obligation of 3,515 would be received in the district by the end of the month. He said Nyimba was confident of completing the delivery because the company has assigned more trucks to ferry inputs in Masaiti. And a beneficiary, Ms Beatrice Lubinda, said she was happy that Nyimba had been able to supply in May saying the move would encourage small scale farmers to make their contributions. “This is the way it should be and I would like to thank the president and Nyimba Investments for bringing the inputs early. You are helping us to fight hunger,” she said. Ms Lubinda said most farmers in the area were excited that the inputs had been delivered early and she was confident that a good number of them would be able to make their contributions. She said because of the timely delivery, poverty at household levels was being fought.

HEALTH authorities in Western Province have encouraged community members to get vaccinated against Covid-19 as the jab is safe and tested. Western Province acting Health Director, Jacob Sakala, explained that the Covid-19 vaccine was safe and would not pose any medical harm to humans contrary speculations making rounds in the communities. Sesheke and Mwandi are some of communities where residents were shunning the Covid-19 jab due to misinformation and conspiracy theories. And Senior Health Education Officer, Inambao Akatama, said the general objective of the training was to educate the media on the importance of Covid-19 vaccination so that the masses could in turn educated. He implored on the media to communicate effectively on the vaccine and safety so that the communities have informed decisions over the Covid-19 vaccine. HREE Patriotic Front (PF) councillors in Mufumbwe have gone through un-

opposed. The three wards in which the ruling party has grabbed seats are Lalafuta, Kalengwa and Kashima West. UPND candidates failed to file their nominations because they did not meet the

requirements. In Tunvwanganai and Kyawama wards in Solwezi Central, the UPND almost failed to file after two candidates appeared at the same time with adoption certificates. It took the District Electoral officer, Bornwell Luanga, to control the situation. Meanwhile, PF North Western Province chairperson Jackson Kungo has described the situation as the

downfall of UPND in the region. "That is why I have always rubbished the claims by the UPND that this is their stronghold," Mr Kungo said. He stated that if North Western was a UPND stronghold, the party candodates were not going to fail to file their nomination papers. Mr Kungo said that all PF local government candidates in the province had filed their nominations.

THE Government is committed to promoting good governance in the country, says North-Western Province Permanent Secretary Willies Mangimela. Mr Mangimela said the Ministry of Justice through the governance department is mandated to promote the application of good governance principles and practices in the country. He said Government would continue to promote and strengthen inclusive governance through stakeholders’ consultations to strengthen partnerships to enhance accountability. He said this in a speech read on his behalf by Deputy permanent Secretary Emmanuel Chihili when he opened a governance stakeholder’s capacity building meeting held in Solwezi. "Effective stakeholder engagement can also improve efficiency and effectiveness of interventions," Mr Mangimela said. He said stakeholders’ engagements provided an opportunity to state and non-state actors to give feedback and recommendations on governance interventions. Mr Mangimela commended stakeholders for the efforts being made in promoting adherence to good governance principles. Ministry of Justice social governance specialist, Elizabeth Silungwe, said Government’s plan was to create a conducive governance environment. This, she said, would be done by going down to even district levels to sensitize officials and stakeholders on how the governance sector is operating to have an inclusive development without leaving anyone behind. "That is why we feel increased sensitization of governance issues should go down right to the lower levels of government so that at the end of the day we have good governance principles being operated at all levels of government," she said. BOZ INITIATES DEPOSIT PROTECTION SCHEME By BUUMBA CHIMBULU

IMPLEMENTATION of a deposit protection scheme meant to protect depositors in cases where commercial banks become insolvent has been started by the Bank of Zambia (BoZ). The Central Bank has therefore developed guidelines and directives for the scheme to be set up within the provision of the banking and financial services Act. This is according to the BoZ Director Bank Supervision, Gladys Mposha. Ms Mposha explained that the Central Bank was in the process of creating a separate unit that would handle issues to do with deposits protection insur-

ance. “Deposit protection bill, initially we intended to have a separate law for the deposit protection scheme but when Cabinet looked at this, we were guided that this could be set up within the provision of the banking and financial services act. “We went ahead and developed directives for the scheme and we have now gone ahead as the Central bank to begin the implementation of a deposit protection sachem by creating a unit in the Bank,” she said recently at a media briefing in Lusaka. Ms Mposha explained that having a separate unit to handle issues to do with deposits protection insurance was under consider-

ation by the executive and the board. “Once an approval is given, we will have a unit in the bank that will begin to implement deposit protection processes,” she said. Meanwhile, BoZ Governor, Christopher Mvunga, said demand for Government securities was relatively stronger than the previous quarter on the back of improved domestic liquidity conditions and increased interest from non-resident investors. Mr Mvunga said subscription rates to Treasury bill and Government bond auctions improved to 112 percent and 70 percent from 80.8 percent and 30.0 percent, respectively. As a result, he said, a

surplus of K1.6 billion was realised. He indicated that Government continued to issue securities through private placements. “Consequently, the stock of Government securities rose by 9.7 percent to K142.8 billion. Although domestic investors account for the largest share of Government securities, the proportion of non-residents holdings increased. “As at end-March 2021, Government securities held by non-residents rose by 2.1 percent to K18.8 billion, representing 13.2 percent of outstanding securities. Most of their holdings (93 percent) were in Government bonds,” Mr Mvunga said.

A PROJECT whose goal is to contribute to a more efficient dialogue that will aid in the reduction of Zambia’s debt stock is currently being implemented by the Consumer Unity Trust Society (CUTS) One of the objective of the project entitled “advocacy for prudence debt management in Zambia” is to build the capacity of like-minded Civil Society Organisations (CSOs) on debt management. CUTS Centre Director, Claudia Pollen, said the project had been necessitated by the need to ensure Zambia’s debt was sustainable. Zambia’s external debt currently stands around $12 billion. Dr Pollen said this at a debt capacity building meeting for the media in Lusaka. “This training will necessitate the pathways to your input into Zambia’s debt management, as well as mobilising support towards current debt restructuring discussions with the intention that more sustainable solutions to Zambia’s debt situation will be achieved,” she said. Dr Pollen explained that key to the process of debt management and potential recovery was the need to ensure that transparency and accountability on the part of Government and other players was generously conducted. She observed the need to ensure information was

widely shared among the different stakeholders. Dr Pollen expected that the capacity training on debt management stemming from the meeting would lead to complimentary development of advocacy strategies among CSOs on public debt management. “Based on our discussions with the CSO debt alliance, part of the narrative that is coming out is that the International Monetary Fund is always interested in country-dri en demand for transparency and accountability. “Hence, we believe these kinds of trainings and dialogue will demonstrate to the IMF and several creditors our intention to effectively mobilise ourselves as CSOs in order to strengthen public support for necessary debt recovery reforms needed,” Dr Pollen said.

BOUT I84 local traders in Lusaka and Mongu have benefitted from the recovery grants being provided by Caritas Czech Republic. Caritas Czech Republic has embarked on a mission to provide vital Covid Relief support to underserved communities in Zambia. Caritas Czech Head of Mission, Stefania Lagonigro said the intervention initiative aims to assist small businesses most affected by trade restrictions, with micro grants which would boost their operations. Lagonigro said as part of the initiative, around 102 local traders based in Lusaka’s Mwamba Luchembe and Micheal Chilufya Sata markets were identified by Lusaka City Council and paid cash grants via mobile money. She said an additional 82 traders in Mongu’s Kapulanga, Central, Black and Green markets were identified by Mongu City Council. Ms Lagonigri said in a statement that the traders were amongst thousands of small business owners facing severe revenue reductions across the country. “On April 26th, the Caritas

AfCFTA to help Zim transform its economy HARARE – Finance and Economic Development Minister, Professor Mthuli Ncube, says embracing the African Continental Free Trade Area (AfCFTA) is critical in assisting Zimbabwe to structurally transform its economy. The desire for structural economic transformation is receiving a lot of attention in global policy debates with more urgency in developing countries like Zimbabwe, which have for years relied on production and exportation of primary commodities. With the country driving towards realising an upper middle-income economy by 2030, structural transformation is vital and this is espoused in the National Development Strategy (NDS1), which was launched by President Mnangagwa last November and spans the period 2021 to 2025.

SA’s retail sales take another knock as third wave looms JOHANNESBURG - Measured in real terms, annual retail sales decreased by 2.5 percent year-on-year in March, Statistics South Africa announced on Wednesday. Seasonally adjusted, sales were down by 3.7 percent in March compared to February. In February retail sales increased by 2.3 percent year-onyear, which was the first annual increase in ten months since April 2020, when retail sales plummeted to the largest decline on record at 50.4 percent lower than the same month in 2019. This increase was attributable to more retail activity as schools reopened and the country received its first dose of jabs for healthcare workers. However, with the threat of a third Covid-19 wave looming, March consumer spending was subdued. Seasonally adjusted retail trade sales decreased by 3.7 percent in March compared with February. This followed month-on-month changes of 6.9 percent in February and -2.3 percent in January. The largest negative annual growth rates were recorded for: • all “other” retailers, which includes retailers selling jewellery, and stationery - these had a negative annual growth of 18.5 percent; • retailers in pharmaceuticals and medical goods, cosmetics and toiletries with a 10.7 percent negative annual growth; and • general dealers, which are retailers in non-specialised stores with food, beverages and tobacco, which saw negative annual growth of 9.3 percent. – FIN24.

This was officially announced on Tuesday by the Permanent Secretary - Technical Services at the Ministry of Health Dr Kennedy Malama. He said the variant was detected in a man who had recently travelled to India. This shows that India is not that far after all, all it took was just an air ticket to have the variant here and surely it did. This is the variant believed to be behind the current surge in India and Nepal. It has since been elevated from being a variant of interest to a variant of concern, and looking at the rate it is spreading, it won’t take long before it becomes the most dominant variant the whole world. There are a lot of people on social media questioning the timely detection of the Indian mutant in Zambia. Those of you who are saying the detection of the Indian variant is suspicious, a ploy of the government to not allow for campaigns, please then explain how Botswana was able to detect the virus a few days before Zambia, how are they playing along with our campaigns? The same goes with South Africa which has seen a rise in the number of people with the same, not to mention Namibia, Kenya, Uganda, Morocco, what do all these countries have to do with our politics and campaigns at the moment? Usually in cold weather people’s immunity naturally tends to go down, the depletion of vitamin C, the less sunlight, the reduced basal metabolic rate, the indoors, the inactivity, all lead to the flus and colds. * It is inevitable that the virus and infection will spread. INVITATION FOR TRAINING PROPOSALS FINANCING SKILL TRAINING FOR EMPLOYER BASED IN-SERVICE TRAINING Background Technical Education, Vocational, and Entrepreneurship Training Authority (TEVETA), which was established under the Technical Education, Vocational and Entrepreneurship Training Act of No. 13 of 1998 and the amendment Act No. 11 of 2005. Among the responsibilities of TEVETA, is the management of the Technical Education, Vocational and Entrepreneurship Training (TEVET) Fund. The TEVET Fund in collaboration with the Skills Development Fund (SDF) which plays an important role in assisting the Government of the Republic of Zambia (GRZ) to develop a high quality, sustainable, demand-driven, and equitable TEVET system, the TEVET Fund is one of the mechanisms used in achieving this objective. The Skills Development Levy Act No. 46 of 2016 is the source of financing. The main objective of the levy is to provide financial resource for the TEVET sector for skills development. The TEVET Fund establishes a financing platform that purchases training services from public providers, on a competitive basis, for skills development in both the formal and informal sectors of the economy, at an arm’s length transaction. It plays a critical role in the reform of the TEVET system by separating the provision of training from its financing. It also shifts the focus from quantity to quality. As a financier of training being procured from TEVET providers, the TEVET Fund is able to introduce standards and accountability to the system for the desired outcomes. The Fund also introduces performance incentives for training providers and, through its stakeholders, establishes rules for spending on training services that promote national development objectives, including equitable access. Invitation to Employers and Training Providers The Government of the Republic of Zambia, using proceeds from the Skills development levy, has set aside funds towards the implementation of the Employer Based Training (EBT) activities through the TEVET Fund. The TEVET Fund is hereby inviting Employers in collaboration with Training Institutions registered with TEVETA, under the

THE GOLDEN HOUR: Improving post–crash care through quality emergency services

N Zambia, over 1, 700 people die from road traffic accidents each year. However, the rate of road traffic accidents has continued to decline over the last ten years due to various road safety interventions that Government has implemented through the Road Transport and Safety Agency (RTSA), the Zambia Police and other road safety stakeholders. The data presented in the status report on the implementation of the United Nations (UN) Decade of Action for Road Safety (2011-2020) shows that progress has been achieved in important areas of road safety management, legislation and enforcement, safer roads and safer vehicle, safer road users through education and improving access to postcrash care. This progress has not, however, occurred at the expected rate, as the number of people who are dying from road traffic accidents is still relatively high and unacceptable. One of the identified focus areas in improving Zambia’s road safety profile is through enhancing access to post-crash cares. In road accident cases, it is timely medical interventions that serve life. According to the World Health Organisation (WHO), a patent's chance of survival is greatly increased if they receive medical care within an hour of injury. The WHO describes this crucial period as the "golden hour." Road accidents often involve severe injuries to internal organs. Bleeding and injury are often the causes of death thus the earlier the medical intervention, the higher the survival chances. A proportion of accident victims in Zambia die before reaching the hospital. Responsiveness to postcrash emergencies and improving the ability of health and other systems to provide appropriate emergency treatment and longer term rehabilitation for crash victims is prerequisite in road safety management to avoid preventable death and disability, limit the severity of injury and the suffering caused by it, and ensure the

eos of accident victims. Citizens must give assistance to road accident victims to save the lives of the injured instead of taking pictures and videos to share on social media platforms. It is not only unethical to circulate pictures or videos in bad taste such as those showing dead bodies and injured persons in road accidents, but a little help could have saved a life. To activate the emergency care system, the government has provided following emergency response numbers 992, 983 RTSA toll free lines that are valid throughout the country, easy to remember and available as a free call. Care at the accident scene A number of accident victims die because they were mishandled and there was no care at the accident scene. There is a need for trained providers to the scene of the injury, by training community leaders, police, RTSA best possible recovery and reintegration into society for crash survivors. Effective care for the injured requires timely care at the scene, prompt transportation to appropriate health facilities and early access to rehabilitation services. According to the WHO, an effective post-crash care system should have the following:

TSHISEKEDI DIFFERS WITH KAGAME ON DR CONGO ATROCITIES PARIS - Democratic Republic of Congo's President Félix Tshisekedi has differed with his Rwandan counterpart Paul Kagame over a report that accused Rwandan forces of committing mass atrocities in DR Congo. Tshisekedi said on Wednesday that there should be justice for the victims of atrocities cited by the 2010 UN Mapping Report.

The report, which President Kagame challenges, documented the most serious violations against international humanitarian law committed between 1993 and 2003. The report prompted denials from Rwanda and other countries that were named. In an interview with the AFP news agency on Wednesday, Tshisekedi said justice must be given to all the victims who lost lives in

UN pushes for more Covid vaccine supply in Africa NEW YORK - The UN Security Council is calling for more global assistance to expand Covid vaccine access for African countries. A text that it unanimously adopted said that Africa had so far received only two percent of the vaccines administered worldwide. It added that there needed to be "equitable access to quality, safe, efficacious, and affordable Covid-19 diagnostics, therapeutics, medicines and vaccines." In his remarks to the Security Council, UN Secretary General Antonio Guterres also said that limited supply and insufficient support were undermining recovery in the continent. "Out of 1.4 billion doses administered around the world today, only 24 million have reached Africa – less than two percent. "Equitable and sustainable vaccine roll-out worldwide is the quickest path towards a fast, and fair recovery," he said.
