Ex Speaker denies interfering with lodge access By GRACE CHAILE-LESOETSA FORMER Speaker of the National Assembly, Amusa Mwanamwambwa, has denied allegations by Pioneer Safari Lodge and another complainant that he was restricting them a right of way from their properties through an access road. Mr Mwanamwambwa has instead alleged that Pioneer Safari Lodge and Chriss Christian Wienand do not want to employ a security guard to man the gate because they want to save money. He said they told him that they did not budget for the expenses or cost of manning the gate. The lodge and Mr Wienand have in this matter sued Mr Mwanamwambwa, seeking a declaration that they were entitled to a right of way from their properties through the access road. Pioneer Safari Lodge and Mr Wienand also cited the Attorney General in the matter and are seeking an order that Mr Mwanamwambwa should pay them damages for inconvenience, loss of quiet enjoyment and loss of business. They also want an injunction restraining Mr Mwanamwambwa from restricting, preventing or otherwise interfering with the reasonable enjoyment of the way. But in an affidavit in opposition of ex parte summons for an order of interim injunction, Mr Mwanamwambwa filed in the Lusaka High Court recently, he stated that the supporting affidavit by Pioneer Safari Lodge Limited and Mr Wienard were unnecessarily repetitive . He explained that in the late 1980s his wife, Catherine
Allagoa Mwanamwambwa and him, acquired farm no.380a in Palabana area, then part of Lusaka district. "That upon my retirement in 2011, a portion of land was subdivided from farm 380a and ceded to the State for the specific purpose of building my retirement house, as per my statutory conditions of service. The portion in question is now Subdivision no.1 of farm No. 380a," he stated. Mr Mwanamwambwa stated that there was no omission or negligence on the part of the State to include a road on his gate as there had never been a road cutting across his land to the plaintiff's land. He stated that even before the subject land was ceded to the State to build his retirement house, as evidenced by the Certificate of Title he has, he took occupation of the retirement house in 2015. Mr Mwanamwambwa said because of his passion for tourism, he had set up a game ranch on Subdivision 1 of farm 380a and among the animals he is keeping are eland, impalas, duikers and clawless ottos. Mr Mwanamwambwa stated that the Meanwood gate and the Twatasha gates were too far from the plaintiffs as they were located on the western part of his farm while the plaintiffs claimed the land was located on the eastern part of the farm. Mr Mwanamwambwa stated that it was not true that he restricted entry and exit access to Pioneer Safari Lodge. He stated that the plaintiffs have not suffered any loss, damage or inconvenience and that the said gate was at all times accessible to them.

Mr Mulenga said the ministry had already written to relevant authorities for approval so that the process could start. He said in an interview yesterday that the ministry was given a policy direction to go ahead with the programme. Mr Mulenga was reacting to sentiments by mining expert, Edward Simukonda, who proposed that Government must come up with a plan to place spies in extractive companies to ascertain minerals in blisters extracted and exported.

By PETER SICHALI THE action by Government to take over Horizon Primary and High School is illegal, the school’s board chairman, Mr Leslie Mbula has said. Mr Mbula argued that the school was a business owned by Horizon Educational Trust and therefore Government could not take over the business purportedly under the Land Acquisition Act. He said Government can only compulsorily acquire the land and the buildings and not a business concern. “We therefore, demand the release of all movable assets belonging to the Horizon Educational Trust which Government is using without paying for,” Mr Mbula said. Government, he noted, should pay for movable properties such as computers, desks, books and teaching aids and other items. Mr Mbula appealed to Government to uphold the constitution and reverse compulsory acquisition of the business concern. He wondered how Government could even take over teachers who were employed by the Horizon Educational Trust without any budgetary provision. Mr Mbula said takeover of the school was a recipe for an audit query and the Auditor-General should move in urgently.

The 2019 Financial Intelligence Centre report revealed that some mines in Zambia were repatriating proceeds to offshore jurisdictions while declaring losses to evade tax. THERE is need to revise electricity tariffs downwards so that they are affordable to an average local business, Patriots for Economic Progress (PeP) president Sean Tembo has proposed. Mr Tembo said the unstable and unaffordable supply of electricity, which was a key production input was one of the major contributors to the continued fall of the Kwacha against major convertible currencies. “The diminishing productive capacity of the economy due primarily to the unstable and unaffordable supply of electricity, which is a key production input, must be addressed,” he said. Mr Tembo said the country had experienced the largest increment in electricity tariffs at the same time that it had seen the most unstable supply of the commodity. He said the situation had caused the economy’s productive capacity to significantly diminish and several businesses failing and shutting down. “In order to address this problem, it
will not be enough to only increase the country’s electricity generation capacity, but revise electricity tariffs downwards,” he said. Mr Tembo said: “The argument of comparing local tariffs to those in the region by first converting them to US dollars is cyclic, because our continued loss of productive capacity causes the Kwacha to depreciate which makes our electricity tariffs appear to be reasonable in US dollar terms, when in fact not.” “We believe that the third major contributor to the continued fall of the Kwacha against major currencies is the inadequate leadership at the Bankof Zambia,” he added. He said the recent statement by the BoZ Governor, Mr Christopher Mvunga, that he had stabilised the Kwacha at K20.31 to the US dollar speaks volumes about the true extent of his failure to understand the current economic malaise. “It must be noted that one of the key roles of a central bank Governor is to exude confidence in the financial markets in particular and the economy in general,” he added.

And the Young African Leaders Initiative (YALI) president Mr Andrew Ntewewe said the Constitutional Court must take punitive action against those undermining its ruling on the eligibility of President Edgar Lungu and want to waste its time by petitioning. He said that the ConCourt should not entertain time wasters but ensure that punitive action was taken to stop the drama on President Lungu’s eligibility. “The eligibility of the President is a well settled matter,” he said. Mr Ntewewe said the punitive action would be the only way to handle individuals who had been denouncing the ConCourt ruling. “It is unfortunate that even learned senior lawyers can sink so low as to argue the ConCourt judgement,” he said. I can only urge you to read it,” Justice Chibomba said. UPND spokesperson Charles Kakoma however said the party would not accept that President Lungu was eligible to contest the 2021 general elections because the Constitutional Court did not mention his name.
Gold: foreigners nabbed By SILUMESI MALUMO FOREIGN ERS who have been carrying out illegal gold mining at Kasenseli have been arrested and awaiting to appear in court, Mwinilunga District Commissioner Arnot Mapulanga has confirmed. Mr Mapulanga added, however, that police officers who were conniving with the foreign nationals had fled the scene. He said the foreigners were apprehended on Saturday by some residents who were alerted of illegal activities which had been taking place at Kasenseli. Mr Mapulanga said in an interview yesterday that the foreigners were in police custody and awaiting to appear in court soon. He said the area was lately flooded by foreign national who were stealing gold but this trend would be eradicated in the area. He said the people in the area were alert and anyone found engaging in illegality would be arrested and dealt with accordingly. “Our patriotic citizens went
into the mine to arrest our police officers who are involved in illegalities but the officers escaped. “The people moved in to stop officers whose job is to protect the resource on behalf of Zambia instead they are stealing gold. They only managed to apprehend foreign nationals who have been working with these police officers and as we speak right now they are in police custody,” Mr Mapulanga said. He said that investigations had been instituted to know the actual police officers who were on the run and behind the illegality. Mr Mapulanga said the gold had been confiscated and it was in his custody for safety. “These police officers involved in illegality are tarnishing the good name of the government which employed them to guard the resource on behalf of this country,” he said. Mr Mapulanga, however, said illegal activities had reduced after the ZCCM-IH moved in and started mining activities.

THE 15 miners at MCC Mines in Luanshya who were sent on an indefinite leave last March have not been recalled despite President Edgar Lungu having announced that everything should return back to normal a few months ago, NDC Roan Member of Parliament Joseph Chishala has said. Mr Chishala wondered why the mining company had not called back the employees eight months since they were sent on forced leave when almost every company was operating “under normal” since the Covid-19 measures were lessened. He said the employees are denied housing allowance and had been surviving on
the basic pay for eight months now which was not enough. “Let the MCC Mines in Luanshya call back these employees who were sent on an indefinite forced leave by the mine on the 29th March 2020. “A few months ago the President gave a guidance in parliament through his speech that everything should return back to normal in work places, but it's shocking to why the management at the Chinese firm decided to give the Presidential directive a deaf ear,” Mr Chishala said. He also urged the Ministry of Labour to immediately visit the mine and sort out this issue.
Mopani talks on course, say partners By SANFROSSA MANYINDA STAKEHOLDERS in the ongoing discussions concerning Mopani Copper Mine shares have called for patience as discussions are progressing smoothly. On August 25 this year, ZCCM-IH through the Ministry of Mines expressed interest to acquire additional shares in Mopani from Glencore International, which holds 73 percent stake. ZCCM-IH, a minority shareholder at 16 percent in the mine, submitted an expression of interest to Glencore which had responded favourably. The National Union of Mines and Allied Workers (NUMAW) assured citizens that the discussions over ZCCM-IH’s intention to increase its stake in Mopani, were so far going on well as there was full representation from all interest parties. NUMAW president, James Chansa, explained in an interview in Kitwe yesterday that it was doing everything possible to ensure that members’ interests were well taken care of. "We can assure you that we will do everything possible to
come out clean and ensure that the needs of our people and members are properly presented. So far, everything is moving smoothly," he said. Similarly, Association of Mine Suppliers and Contractors president, Augustine Mubanga, said in a separate interview that there had been steady progress made so far and called on the citizens to exercise patience. Mr Mubanga said the acquisition of shares was not a simple issue, but a complicated one that needed due diligence so that the stakeholders did not rush into making an agreement which would be
regretted afterwards. He said Government as well as stakeholders taking part in the discussions were very cautious to ensure that they take the right step. "Those that are agitated by the slow pace at which the information concerning the matter was flowing should exercise some patience and allow the people discussing the matter do the right thing so that there are no blame games at the end of the day when an agreement is reached. “We do not want to come to a position where we get to accuse some people that they did not do a good job," Mr

PEACE MUST PREVAIL A PEACEFUL election process is an inherent value in any democratic formation which all political players must espouse. The election process can only be peaceful and fair if political stakeholders are civil in their discourse and other undertakings with due respect for opponents and other players in a contest. Zambia has always been a peaceful nation, which has transitioned through six Heads of State – a rare feat in Sub-Saharan Africa and other jurisdictions. It is hoped, therefore, that Zambia will maintain this record from now, through the campaign period to 2021 general elections and beyond. In this vein, Inspector General Kakoma Kanganja has declared that his men and women in uniform will maintain peace before and after next year’s general elections. His declaration could not have come at a better time than now, considering that political parties and leaders have been preparing to get into the campaign for next year’s polls. This message is important, too, because this country has witnessed pockets of violence during by-elections whereby cadres have clashed with some being severely injured or even killed. A peek into the recently-held election in the United States (US) shows that indeed Democrats and Republicans and a larger populace were tensed up, but they never resorted to violence. Yes, they voted, gathered and waited for the Presidential election results from Tuesday last week up to Saturday, without an ounce of violence. Although ideologies, cultural values and other factors are starkly different, the unfolding events in the US can be used as an appropriate metric of a peaceful and fair election process which Zambia can emulate. In fact, US President-elect Joe Biden stated after amassing the required statistic that the issues surrounding the largest economy are not about Democrats or Republicans but they are about American citizens. Simply put, Mr Biden was alluding to the fact that it was not about winning or losing an election, but that the democratic process was about advancing the interest of all Americans. By the same token, political players in Zambia should adorn themselves with better political lenses so that they do not look at any election as a “do or die” but as a normal democratic process of ushering in a leadership for selfless service. Secondly, political opponents should not view one another as enemies, but as partners in democracy and in political service. To sum it all, it is up to political players from both sides of the political divide to rid this country of political violence and focus on delivery service to Zambians. Even if political dialogue has been a far cry in this country, violence can still be eliminated through commitment in all political parties. Thus internal political introspection must be done instead of overburdening law enforcement officers with the task of quenching violence perpetrated through rampaging youths. Democracy in Zambia must start growing now! Zambia must sustain the record of being the oasis of peace and this assignment lies squarely on the shoulders of all politicians. Politicians, therefore, must not at any one time embark on shredding their rivals’ personalities, but they ought to focus on discussing national issues and development process. Peace must prevail!

The mining firm’s global exploration director Mike Christie said FQM would continue operations in Zambia and cooperate with the government, local communities and all stakeholders under a win-win strategy. This is contained in a statement by first secretary – press at the Zambia High Commission in Australia, Herbert Mutabi. Mr Christie made the remarks during a presentation
titled Africa Update at the just ended 2020 Africa Down Under Mining conference held in Perth, Western Australia. Mr Christie commended the Zambian Government for creating a conducive investment environment in the mining sector. Meanwhile, Zambia’s High Commissioner to Australia, Frank Bwalya, said companies in Australia needed to look at the continued presence of other Australian companies as proof of the good investment climate in the country. Mr Bwalya observed that the mere fact that companies such as FQM had long term investment in Zambia spoke volumes about what the mineral-rich country had done to inspire confidence in its mining sector.
He added that it was time for Australian companies to take a second look and realise the opportunities the country was offering. In reference to the discovery of rich gold deposits in Mwinilunga, Mr Bwalya expressed optimism that Zambia would soon be counted among big gold mining countries. “The name Zambia is synonymous with copper mining, but in the near future the country will also be synonymous with gold mining,” Mr Bwalya said. The envoy hailed the recently launched Export Diversification Strategy in Gold and Gemstone Mining describing it was a timely strategy to inspire more confidence in the gold mining sector in Zambia.

Fuel situation stable, says Energy minister By KETRA KALUNGA in Siavonga THE fuel situation in the country is very stable and operations at Indeni Oil Refinery are up and running, says Energy Minster, Matthew Nkhuwa. Mr. Nkhuwa said the country has enough fuel in stock following increased stock days from one to five days. Mr Nkhuwa was speaking to journalists in an interview during the tour of the Kariba North Bank Power Station in Siavonga with five provincial ministers. He said that at some point the country had very little fuel stock of about a day in the tanks but it has improved and soon would reach the minimum 15 days. "The fuel situation is very stable I can assure you, we have enough fuel stock coming in and our stock days are improving, at one time in our tanks we had very little stock like one day," he said. And Mr. Nkhuwa said his ministry is impressed with Zesco operations at the three power generation plants, Kafue Gorge Upper and Lower and Kariba North Bank Power stations. He said Zesco has potential to generate power at full capacity at the Kariba North Bank Station but the only challenge was the water levels to generate power.

Mr Mubukwanu said once the hydropower project was completed in April next year, the 810 power deficit in the country which had affected operations of the mines in the
province would be reduced. He also said the project has
transformed the lives of young people by imparting life skills programmes among them electrical engineering, plumbing, and construction. “I wish to thank the President for the courage and working with people and listening to the people’s interest and for giving us this province which will forever change Zambia for the better,” Dr Hamukale said. The first unit would be commissioned this month and all the units would have been commissioned by April 2021 contributing 750 megawatts to the national grid.

Mfuwe gets 8 secondary schools By PETER SICHALI GOVERNMENT has constructed eight secondary schools in Mpika’s Mfuwe constituency, Member of Parliament Mwimba Malama has said. Mr Malama said the move to construct secondary schools was aimed at improving children's access to secondary education. He cited Nabwalya, the ongoing construction of Katibunga Boarding Secondary and upgrading of Kalimba and Chobela Secondary Schools. Mr Malama said it was desire of the PF government to bring education facilities closer to the people. Addressing teachers at Katibunga Day School, Mr Malama said it was President Edgar Lungu's desire to ensure that there was access for all without leaving any one behind. He however warned parents against marrying off their children at a tender age. He said parents must take advantage of the education facilities the government was putting up to improve their livelihoods.

OVERNMENT should come up strategies of scaling up gold mining so that it can contribute to economic growth, Zambia Micro and Small Traders Association (ZAMAST) has suggested. ZAMAST Muchinga Province coordinator, Josephat Chitimbwa, said gold deposits in many parts of the country could help revamp the economy. Mr Chitimbwa said there was need for Government to empower as many local companies as possible to engage in gold mining and help grow the economy that was currently struggling. "In as much we want gold mining to be done at large scale, foreigners should never be allowed near gold mining," Mr Chitimbwa said. He said gold mining was not complex and therefore Government should empower local firms with machinery so that they could mine the resource on a large scale. "We have all it takes and we have resources at our disposal all we need is strategy on how to maximize gold mining to grow
the economy," Mr Chitimbwa said. Government, he said, should incorporate both small scale and medium miners to grow the gold mining sector. "All small scale miners should be given licences with conditions only to sale to the Bank of Zambia,"Mr Chitimbwa said. Mr Chitimbwa also urged

Youth jailed for killing friend in brawl By GRACE CHAILELESOETSA A 24-year- old man of Lusaka will spend the next eight years of his life in prison for causing the death of another man. This was after Lusaka High Court Judge, Mwila Kombe, sentenced Bwalya Mulenga to eight years imprisonment with hard labour for manslaughter. On January 21,this year Mulenga found Richard Simwinga (now deceased) and his friends chatting. Mulenga picked a fight with Simwinga’s friend ,William. It was then that Simwinga tried to stop the fight but Mulenga got a stone and hit Simwinga on the head. The man sustained a deep cut on his head and was rushed to George Clinic where he was stitched and later referred to Matero Level One hospital. Simwinga was discharged on January 30, this year but around 12:00 hours the same day, he got ill and was taken to University
Teaching Hospital where he was admitted until the following day when he died. The postmortem indicated that he died due to the blunt impact trauma to the head. In mitigation, lawyer Bentry Banda from the Legal Aid Board, said Mulenga was now a born- again Christian whose heart and mind were aligned to the demand of biblical principles. Mr Banda said Mulenga was a youth capable of making meaningful contribution to the well-being of the society. Ms Justice Kombe said Mulenga was such a cruel person as he aimed for the most delicate part of the body which was the head. She said he needed more time to reflect because a life was lost in the most tragic way. Ms justice Kombe however considered the fact that he was still a youth therefore did not impose a stiffer punishment and only sentenced Mulenga to eight years imprisonment with hard labour.
K1.9m released for Luangwa Bridge repair GOVERNMENT has released K1.9 million to carry out preliminary works on the Luangwa Bridge at South Luangwa National Park in Mambwe. Housing and Infrastructure Development Permanent Secretary, Danny Mfune, directed the Road Development Agency (RDA) to put up a coffer dam so that an assessment could be effectively made to establish the damage on bridge. Mr Mfune said once the coffer dam had been done, it would be easy for RDA to have space and access to the damaged pillar is found.
Mr Mfune said the total cost for the works on the bridge would only be established after an assessment by engineers from RDA. "This damage on the second pillar of the bridge resulted from the change of course of the river. The immediate intervention is to create the coffer dam before beginning the works on the bridge," he said. RDA director and chief executive officer George Manyele said his institution had mobilised machinery to for the preliminary works on the bridge Mr Manyele said the K1.9 million would be used for carrying
the initial works. "The amount is subject to change as the works progress, we are subjected to meet the parameters that will make the amount change due to the damage. "We have planned two sets of interventions, we want to channel the water from the river away from the damaged pillar in order to arrest further deterioration. The dredger on the river is helping to channel the water on the certain part of the river bed rather than the affected pillar. “The correction works are scheduled to commence after an assessment by a consultant engineer," he said.
Mambwe District Commissioner, Caroline Mwanza, appealed to RDA to work on the bridge because it was the only entrance into the South Luangwa National Park. Ms Mwanza said Mambwe district depended a lot on tourism and if the bridge is not worked on then the economy of the district as well as the country will be affected because tourists will not be visiting the national park. HE 10 percent import duty on capital equipment should be revisited because it is negatively affecting the mining industry, says Michael Phiri, tax partner at KPMG Zambia. Mr Phiri said the major items of equipment used for sinking shafts and building plants were not manufactured locally, but were essential to developing mining projects. He told the Mining for Zambia Magazine that a good Customs Duty regime operated on the basis that the capital goods and equipment had a low import duty, or ideally, were duty-free. Mr Phiri stressed that semi-processed goods should FEATURE

attract a higher duty than capital equipment, while finished goods should attract the highest duties because neither of these categories supported local production. “The 10 percent import duty on capital equipment is another negative measure that really has to be revisited. “At the moment, the current duty regime is simply making it harder to develop projects that would stimulate production and economic activity which, again, is like shooting ourselves in the foot,” he said. He further said: “we understand the frustration from the Government, from the perspective that some mines have been posting losses for as long as they’ve been in existence, but that doesn’t justify punishing the whole industry
by taxing them twice over.” Economist, Noel Nkoma, said an unjust and inequitable tax regime basically rewarded wrongdoing, and punished those who would like to be compliant and transparent. Mr Nkoma stressed the need to understand whether Zambia was losing a substantial amount of money through tax avoidance and to find an amicable solution if it was true. This, he explained, required improved governance and regulatory capacity for full public transparency over mining revenues. He said hardening mining policy and increasing the tax burden is not the solution to this perceived problem. “[We need to have] an equitable, just, and fair fiscal and
tax regime which is able to unlock that future pipeline to create more jobs for our people, get more taxes into the treasury, and once again get the mining sector to thrive,” Mr Nkoma said.

…South Africans resort to using secondhand tyres at a potentially deadly cost JOHANNESBURG - Due to the economic knock the country has taken this year, more than two-thirds of South Africans are resorting to using second-hand tyres to save on motor vehicle costs. The consequences of saving financially now, however, could be detrimental and lifethreatening when on the road, particularly during the festive season. In 2019, it was reported that more than 60 percent of second-hand tyres sold in South Africa is illegal. It's fair to assume that this number has increased with the rising unemployment rate and increased financial strain on consumers, according to Arrive Alive. "That's a frightening thought when you consider that burst tyres are responsible for 73.5 percent of accidents caused by the mechanics of a car," says Darren Hayes-Powell, chairperson of the South African Tyre Manufacturers' Conference (SATMC). Every year there are more than 14, 000 deaths recorded due to road accidents. Fortyone percent of these road accidents can be attributed to the mechanics of a car, including tyres, according to the Road Traffic Management Corporation (RTMC). A burst back-wheel tyre could cause the vehicle to "fishtail" as one loses control of the back of the car, whereas a front-tyre burst results in the car instantly steering in the direction of the burst tyre.
If driving at a fast speed, this could result in a serious and oftentimes fatal accident. This comes months after the lender acquired all 24 branches of Transnational Bank, which has a history of financing smallholder farmers in Kenya’s remote zones. The Kenyan Economic Report 2020 published by the Kenya Institute for Public Policy Research and Analysis (KIPPRA) estimates that 17 per cent of the rural populace in Kenya do not have access to formal financial services. OHANNESBURG - National Treasury has refuted claims that planned spending cuts announced in last week's medium-term budget are austerity measures that could hamper the recovery of an economy ravaged by the coronavirus pandemic. Proposals to reduce expenditure by about R300 billion over the next three fiscal years drew criticism from politically influential labour groups, civil society organisations and some opposition members of Parliament, who argue the country should spend its way out of the longest recession in almost three decades. That's despite a debt burden that has more than doubled over the last 10 years. South Africa's overall fiscal stance has been expansionary over the last decade, even as budget allocations to some departments and institutions may have been reduced, said Edgar Sishi, the acting head of the budget office. "If you were already increas-
ing debt over a 10-year period and you didn’t get economic growth from doing that, why will doing that over the next period cause economic growth to come?" Sishi said Friday in a presentation to Parliament's standing committee on finance. Reducing spending is critical to Finance Minister Tito Mboweni's plans to target a primary budget surplus in 2026 fiscal year, when debt is expected to peak at 95.3 percent of gross domestic product. Both these goals have been pushed out by two years. That shows the impact of ongoing discussions in the Treasury and with its partners about the potential steps and speed with which it should address the public debt burden, Sishi said. Revamping ailing SOEs gets top priority from Cabinet HARARE – The Zimbabwean Government has deliberated extensively on ways to enhance the performance of State Owned Enterprises (SOEs) and a decision has been taken to establish an inter-ministerial committee to consider the matter. This was revealed by Information, Publicity and Broadcasting Services Minister Monica Mutsvangwa while briefing journalists during the weekly post-Cabinet briefing in Harare. Notably, the Auditor-General’s 2017 report established that about 70 percent of state enterprises were technically insolvent after they incurred a combined US$270 million loss for the financial year ended 2016. Mutsvangwa said the deliberations covered a wide range of issues, as the Government seeks to drive the performance of State entities, key economic enablers, which have been a drag on the economy. She said the inter-ministerial committee will “consider the matter further and proffer concrete recommendations that take into consideration the structure, performance, accountability, and governance of state enterprises.” The interventions are part of Government’s reform agenda executed under the Transitional

And as part of government’s economic reform agenda, Finance Minister Mthuli Ncube announced a restructuring exercise for up to 47 state enterprises and parastatals in 2018 arguing it would improve efficiencies and reduce reliance on Treasury. According to Ncube’s plan, some of them will be partially privatised through the engagement of strategic partners and/ or listing on the Zimbabwe Stock Exchange, while others will be merged, fully privatised and/or even liquidated. While a 47 percent increase on 2018, the figure for 2019 remains below a high reached in 2017, the IDFC said in a report published on Friday. In total, $867 billion has been invested since 2015, when the Paris Agreement was struck to limit global warming. Govt to electrify Kasamanda at cost of K2m MALAMBO Member of Parliament Makebi Zulu has assured health and education authorities in Kasamanda ward that Government will electrify the area once the secondary school under construction is completed. Mr Zulu, who is also Eastern Province Minister, said Zesco has already prepared a bill of K2 million for the electrification of Kasamanda rural health facility, the secondary school and other facilities needing electricity. “There is a school that is being constructed as you can see. Once this school is completed, the rural health centre and Kasamanda School will also be connected,� he said. Mr Zulu was responding to concerns over lack of electricity raised by Kasamanda Rural Health Centre in-charge Judith Kamwandi and her counterpart Edwin Banda, who is Kasamanda Secondary School head teacher. The duo raised their concerns when they met the First Lady Esther Lungu in Kasamanda yesterday. Ms Lungu was in Kasamanda, accompanied by Mr Mukuni as she wrapped up her four-day engagement in outreach activities under the Esther Lungu Foundation Trust (ELFT). Ms Kamwandi reported that the health centre uses solar power, but the greatest challenge was the difficulty to conduct maternal services smoothly at times when solar energy becomes low At the same time, the Kasamanda School head teacher said the school had challenges to conduct computer lessons due to lack of adequate electricity. But Mr Zulu assured that government was on course to connect the health centre and school to the national power grid. Meanwhile the First Lady through the Esther Lungu Foundation Trust gave out K40, 000 to women groups in different wards of the district.

EOPLE in Mukuni Chiefdom should begin to work with the Government for easy delivery of meaningful development to the area, Lands and Natural Resources Minister Jean Kapata has said. Ms Kapata said that for a very long time, the people of Mukuni had been supporting the opposition yet they had been seeking development from the Government. The minister was speaking in Kazungula at the weekend when she addressed village headmen in Mukuni Chiefdom. She said that the ruling party was finding it difficult to work with the opposition UPND Member of Parliament (MP) Derrick Livune who represents the people of Mukuni because of his party’s attitude towards development. Ms Kapata challenged the people in Mukuni to realize that development coulf only be realized if they worked with the Government of the day. “I have heard all the challenges that you people of Mukuni are faced with and President Edgar Lungu has brought development to all corners of the country without leaving anyone behind “Here in Kazungula, you have an MP who is coming from an opposition party, who spends time speaking in English instead of talking about development for Kazungula,” she said. Ms Kapata said Government was determined to deliver development to all parts of the country, but indicated that sometimes efforts were frustrated by opposition MPs who did not want to cooperate with the ruling party. “But, they don’t want to work with us. The moment he goes to the Minister of Local Government, Minister of Education or even to my office, it means the party (UPND) will hold him or her accountable “You have been in the opposition in this constituency for a long time but I am asking you now as your traditional cousin, please give us a chance to win this constituency,” Ms Kapata pleaded. "A lot of money is being spent on renovating the facility, and we are spending between K20,000 to K70,000 per month. Which is very unfortunately," he said. Mr Beer was speaking during a stakeholders’ meeting organised by the district administration aimed at addressing land encroachments.
During the same meeting, it was learnt that encroachments had extended to land which accommodates water service lines, the airstrip, as well as some proposed township roads. Manyinga Town Council Secretary, Kate Mukonde, said that her office had received several complaints concerning
encroachment and vandalism of public property. Meanwhile, Manyinga District Commissioner Godfrey Malayiti instructed both state and council police officers to intensify patrols on affected areas. "Going forward, we need to ensure that such important matters are brought to the attention of relevant authorities on time so that they are quickly addressed,” he said.
Baby hacked to death By JACKSPON MAPAPAYI A TWO-YEAR-OLD baby girl of Kafumukache Village in Kalumbila, has been killed in cold blood by her cousin. North-Western Province Commissioner of Police, Elias Chushi, confirmed the incident which happened on Friday around 15:00 hours and identified the deceased as Loveness Kabobo. Mr Chushi identified the suspect as Gideon Mubemba aged 23, who is believed to be mentally deranged. He hit the girl on the head using an axe handle. He explained that some family members tried to rescue the child but in the process, another person was also hacked and sustained an injury. “People managed to grab the child, who sustained a deep injury and was later rushed to Solwezi General Hospital where she was admitted but died later,” he said. Mr Chushi said that the suspect had been apprehended while the body of the girl was in Solwezi hospital mortuary awaiting a postmortem.

The Ndola City Council last month signed a Memorandum of Understanding with Zambian Breweries on the Responsible Alcohol Consumption and Harm Reduction Initiative (SMART drinking) Programme. The Council working with Zambian Breweries would be implementing awareness programmes to increase responsible drinking among patrons as well as increase bar and nightclub owners’ compliance with regulatory frameworks. Mr Kasaba said some nightclub and bar owners had been
working positively with the local authority by following the different guidelines with regards to operations especially during the COVID 19 era. Mr Kasaba was, however, sad that guidelines on noise pollution and underage patrons were still being abrogated. He said it was discouraging to see stakeholders that were trying to positively contribute to the development of the country being penalised for non-adherence of various laws. Mr Kasaba called on more stakeholders to come forward to help push the agenda on responsible drinking. He said responsible drinking habits translated into a relaxed, rejuvenated and productive society which was key ingredient to creativity and innovation. Zambian Breweries legal Counsel Deborah Bwalya said the Deputy Mayor's presence at the workshop signified the strong commitment that the local authority placed on the subject of liquor licences compliance and responsible drinking. Ms Bwalya said that the most important part was to have the conversation of SMART drinking active for sustained behavioral change to be achieved.

OR a long time, I have heard motorists complain of their automatic gear boxes citing different types of challenges from strange noise in the gear box to difficulties in gears shifting among others. This can be due to a number of reasons ranging from poor service and maintenance, congestion on roads and oil type. To help motorists, auto shop traders and other interested parties, I have decided to dedicate this week’s article to automatic transmission oil which is also called Automatic Transmission Fluid (ATF). The gear box is one of the most sensitive components of a motor vehicle. Therefore, taking good care of it is paramount. ATF is a fluid which is used in vehicles with self-shifting or automatic transmissions. It is typically coloured red in order to distinguish it from other oils. This oil is highly specialised and optimised for special requirements of a particular transmission system.
Universal automatic transmission oil
Different transmission system manufacturers require different frictional characteristics. This implies the use of different friction materials and rubber components with which the fluid must be completely compatible. The logic conclusion from the above statement is that there is no such a thing as universal automatic transmission oil across different types of gearboxes. To put it in clear terms, you cannot casually shop for any ATF without knowledge of a recommendation from the vehicle manufacturer. In the event that you have no access to a manual, it is advisable that you concentrate your procurement of ATF from known oil companies or known brands.
SUB-STANDARD AUTOMATIC TRANSMISSION OIL -ATF How it can damage your automatic gearbox
The advantage of doing this is that you can easily access technical people who can advise you of what grade and type to use and who to call on should things go wrong. Currently, the challenge is that there is an influx of little known foreign brands often fetching very cheap. I have consistently stated that when it comes to oil, cheap is not always cheap. There are specific things that are done at blending stage to make some oil very cheap. Everything may appear to be fine for a moment but harvest time will surely come. In an attempt to make some savings, most motorists have suffered untold misery by falling prey to the cheap equa-
tion. It is important for you to ask your mechanic where he gets the oil from and which brands he buys. If you cannot trust, its better you buy all the oil and take to him. Like any other special oil, ATF has certain special chemicals added to it in order to make it perform optimally. These chemicals include friction modifiers. A friction modifier is a chemical added to lubricants to reduce the surface friction of the lubricated parts. In the 1950s, 60s, and 70s, ATF contained whale oil as a friction modifier. But the set back was that it would easily break down at higher temperature and pressure. Further, a moratorium on whale oil also complicated things thereby push-
ing the limits of other options. Other additives to ATF are

Additives are chemicals which are added to oil in order to introduce new properties, enhance existing good properties or to suppress unwanted properties. Unfortunately, you cannot tell by looking if ATF includes all these additives. Just because the oil is red, it does not mean it is the correct ATF for your vehicle. That’s why it is important to deal with familiar brands which have brand equity to protect. ATF creates a lot of internal heat through friction: the friction of the fluid
churning inside the torque converter, friction created when the clutch plates engage and other friction from engaging gears and bearings. It does not take long for ATF to heat up once the vehicle is in motion. At elevated temperatures, the oil can get oxidized. If it does, it becomes thick and brown. The oil loses its lubricity properties and varnish begins to form on the internal parts. The transmission begins to slip leading to more over heating. Soon, a chain of events begins to interfere with the proper functioning of the gear box. Gear shifting may become hampered and some uncommon noise from the gear box may be heard. My strong suspicion is that some little known brands coming from Asia may have very little or no anti-oxidant additive at all. This makes the oil very vulnerable to degradation at higher temperatures. This in turn puts the automatic gear box at risk. For your own information, an automatic gear box is complex and expensive to over haul once damaged. Most of the automatic gear box troubles start from overheating under heavy loads such as over loading, towing a heavy trailer, having continuous stop and go in heavy traffic jams in hot weather, racing, insufficient ATF in the system, inferior ATF, poor servicing of the transmission systems, harsh driving and problems in the vehicle cooling system can all contribute to above normal heat build-up. If the oil is poor grade, it will not protect your automatic gear box. It will not provide consistent, reliable, smooth and trouble free operation of the automobile automatic gear box. Stay away from inferior ATF and ensure to use the correct type of ATF for your vehicle. It is not every ATF which is suitable for your vehicle just because it is red in colour. SUPER sub Abraham Siankombo scored in injury time to rescue Zanaco from suffering a second consecutive defeat after they were held to a 1-1 draw by high flying Nkwazi in a week three Super Division match at Sunset Stadium.
Siankombo had cancelled out Lungson Mbewe's 236th minute goal which had given Nkwazi the lead in the first half. The bankers who seemed to be unstable in both halves could have been the first to break the deadlock in the second minute when Moses Phiri missed a one on one chance as he sent his effort over the bar. Copper Queens plot Malawi’s fall

ZAMBIA national women’s team coach Bruce Mwape says the Copper Queens will fight to beet Malawi to reach the semifinals of the 2020 COSAFA Senior Women’s Championship in South Africa. Mwape said the game against Malawi is a must win for the Copper Queens whose target is to win the Cosafa Championship after finishing as runner up during the 2019 edition. He said morale in camp was high with the girls looking forward to face Malawi after training sections following the 8-0 thumping of Lesotho in the first Group B game. “This one is a must win we don’t want to draw because they have an advantage of one goal against us so for us to qualify to the semifinals we need a win so we will try by all means to play an attacking game,” Mwape said. “We want to go as far as the finals and like I said the Cosafa games are part of our preparations for the Olympic Games so we would want to play all the games up to the end.” He said the girls the Copper Queens are not intimidated facing Malawi who beat Lesotho 9-0 to set up a cracking tie against Zambia. “The Malawian team played well against Lesotho although they were banking on one player who scored six goals the other three goals were shared it only shows they were banking on one player for them to win games but looking at their performance the game against them will be a 50/50 affair,” Mwape said. ZAMBIA Sports Fans Association (ZASPOFA) patron Peter Makembo has called on the Ministry of Health to allow soccer fans at stadia to provide the support needed for Zambia to have a chance of beating Botswana in the crucial 2022 AFCON qualifiers. Zambia will play host to Botswana on Thursday before traveling to Botwsana for the return leg fixture slated for Francis Town Sports Complex on Sunday. Makembo believes a home win against Botswana will motivate the Chipolopolo to believe they can qualify for the prestigious continental championship to be held in Cameroon. (To page 19)
