ABOUT 1,260 people were arrested in connection to drug related offences in the third quarter of this year, the Drug Enforcement Commission (DEC) has said. DEC Public relations officer, Theresa Katongo, said in the third quarter of this year 1008 drug related cases were concluded from a total of 1089 investigations which resulted in 1260 arrests and 300 convictions. Ms Katongo said a statement that the DEC handled 1389 intelligence reports out of which 1089 investigations were commenced. She said of the total arrests recorded for drug related offences, 1171 comprised males and 89 females. Ms Katongo said 86 juveniles were arrested comprising two females and 84 males aged between 12 and 17 years. This, she said, showed a slight increase in the number of juveniles arrested compared to the second quarter when only 58 juveniles were arrested country-wide. Regarding seizures, 48.61 tonnes of cannabis plants, herbs and seeds were seized compared to 8.29 tonnes in the second quarter, representing a 586.40 percentage increase while other seizures included 15.06 grams of heroin and 586 grams of cocaine. Ms Katongo said DEC concluded investigations in 38 cases involving over K106.3 million and $1.87million for various money laundering related offences. “From the total number of cases investigated, the formal private sector dominated with 17 cases involving K69, 784,305.00 and $1,877,425.00 followed by the public sector with 12 cases involving K30, 548,666.14. “The other seven cases were for individuals in the informal sector involving a total of K6, 034,484.37,” she said. She also announced that DEC arrested 10 males who include one male juvenile for being in possession of counterfeit notes amounting to K42, 000 and $ 20,800 Meanwhile, Ms Katongo said five convictions were recorded in cases under the Anti-Money Laundering Investigations Unit during the quarter under review from the seven concluded cases in court with one acquittal and one discontinued case. She said DEC further conducted nine money laundering awareness activities countrywide in which 182 persons were sensitized.
100 Kaputa UPND members defect to PF Over 100 United Party for National Development (UPND) members in Kaputa district, Northern Province have left the party to join the Ruling Patriotic Front (PF). UPND Kaputa District Mobilization Chairperson, Jameson Nshindano, led the defectors further, citing various developmental projects the PF administration has initiated not only in Kaputa but the country as a whole. Mr Nshindano said the UPND has nothing to offer the people of Kaputa hence, the reason he and his fellow members decided to join the PF. “The PF government has built clinics, schools,
roads and the ongoing Kaputa water reticulation project which is expected to improve the living standards of the people, that is what we want,” Mr Nshindano said. “In the past, access to health and education services used to be a big challenge, but the PF has brought clinics and schools nearer to the people of Kaputa” he stressed. Mr Nshindano has since encouraged others who have remained in the UPND to join the PF and help foster national development. And speaking when he received the defectors, PF Kaputa District Chairperson, Dickson Chomba said the ruling party will continue to deliver development to all parts of the country including Kaputa. IT will be illegal for the Government to table the Political Parties Bill in Parliament because it was attached to bill 10 which has fallen off, UPND spokesperson Charles Kakoma has said. In this case, the lawyer Naomi Sithole has complained against Kelvin Milambo that he knowingly and negligently exposed her to an infection dangerous to her health. Particulars of offence are that between March 26, 2020 and June 21, 2020 in Lusaka, Milambo unlawfully and negligently did acts which, and which he knows or has reason to believe to be, likely to spread the infection of any disease dangerous to Ms. Sithole’s life, contrary to Section 183 of the Penal Code, Chapter 87 of the Laws of Zambia. When the case came up yesterday for commencement of trial before Magistrate Felix Kaoma, defence lawyer Osborne Ngoma applied to the court to dismiss the case because Ms. Sithole, who works as assistant researcher to High Court Judge

She said he later asked her to have a child with him and she accepted his proposal. Ms. Sithole added that prior to their first intimate encounter, she asked him about his HIV status and proposed that they go for testing. THE Electoral Commission of Zambia (ECZ) is this year mandated to carry out delimitation exercise in accordance with the Constitution of Zambia, Vice President Inonge Wina has said. But Ms Wina said this exercise can only be done if a corporate board was formed by Members of Parliament to oversee the exercise. The Vice President said this was stipulated in the 2016 amended Constitution of Zambia. “Mr Speaker ECZ indeed is mandated to carry out delimitations of constituencies, wards and polling stations if possible every 10 years and this year it was time for ECZ to undertake the exercise. “There is a constitutional provision that states a number of MPs that should form the corporate board of this chamber and unless that is changed it is not possible to change the current scenario,” she said.

He urged Dr M’membe to read the whole Article 106 of the constitutional of Zambia for him to understand that President Lungu was eligible to stand in 2021. He has served only one term,” he said. Meanwhile, Constitutional court registrar Dorcas Malama has urged Zambians to read the judgement on the head of State’s eligibility to stand in 2021. The Daily Nation had written to the constitution court, Justice Hilda Chibomba seeking “much clearer” interpretation of the Constitutional court’s judgement on the eligibility of President Lungu to stand in 2021 Presidential and general elections. In response, Ms Chibomba said, “I have been directed by the Hon. President of the constitutional court to respond to your letter. The response of the court is that court does not interpret the law or legal issues through letters or correspondence. The Court pronounces itself on any legal issue that is brought before it, by means of any of the prescribed modes of moving the court, through judgements.” As regards the judgement that you have made reference to in your letter, she said, kindly be advised that the same was delivered by the court and it can be easily accessed as it is in public domain. CIVIL servants in the habit of drinking beer on duty will be kicked out of the public service, Southern Province Permanent Secretary Mwangala Liomba has warned. He said those in the habit of drinking beer during work hours should choose between being civil servants or resign on their own to avoid being embarrassed when disciplinary action is taken against them. "It's better for them to resign to avoid losing their dignity when disciplinary action is taken against them," he said. Mr Liomba observed that drinking beer during working hours among civil servants in the region had the potential to negatively affect the delivery of Government services to the people. He said Government was in a hurry to improve service delivery to people and would not tolerate indisciplined civil servants to continue derailing progress. Mr Liomba said a cadre of dedicated and disciplined civil service was cardinal in ensuring the citizens were given better services. "Without a disciplined and dedicated civil service, there can never be development in the country. I therefore call upon the workers in the province to work hard and ensure that service delivery to our people is improved," he said.

IGNORING COVID IS RISKY LEST we forget, the coronavirus or COVID-19 has claimed more than a million lives globally and more than 300 locally. Close to 50 million people have been infected by the COVID-19 globally while on the positive side, 32 million have recovered. It is however, still a deadly disease capable of wiping out nations if people become complacent. Zambians have become too complacent to the extent of ignoring the wearing of masks in public. Public events have been held without people masking up. It is worrying that Zambians have totally ignored the dangers associated with the COVID 19 and just how easily it can be transmitted. According to health experts, the virus that causes COVID-19 is mainly transmitted through droplets generated when an infected person coughs, sneezes, or exhales. These droplets are too heavy to hang in the air, and quickly fall on floors or surfaces and therein lies the danger. One can be infected by breathing in the virus when in close proximity of someone who has COVID-19, or by touching a contaminated surface and then the eyes, nose or mouth. Between July and August, Zambia experienced one of its worst period as covid-19 spread through communities and towns and at some stage, everyone was fearful our health facilities would not be able to cope. While the recorded cases have reduced drastically, this does not mean that the danger of infection has been eliminated. Far from it. As Minister of Health Chitalu Chilufya warned yesterday, there is need for members of the public to take the masking up mandate seriously to avoid a second wave of COVID-19 spread. The Minister has stated that the country has started noticing an increase in COVID reinfections hence making the mask mandate a clarion call to the nation. Dr. Chilufya pleaded with members of the public to put up an act of solidarity with family members, workmates and communities by ensuring that they all mask up. This plea is because the minister knows all too well just how precarious our situation is and that it would not take much for the situation to get from moderate to critical. This is the more reason that everyone ought to be listen to health officials. Sadly, it would appear that the public has forgotten just how deadly the disease is and the panic that had engulfed the nation when restrictions on movements and some businesses had to be closed for close to six months. Some businesses are still trying to recover and not finding it easy to get to that comfortable footing. Yet despite all these warnings, people are going about their daily lives as if covid-19 did not exist. Perhaps the stark warning that the medical personnel have noticed that infections are spiking, ought to send some shivers in society. Dr Chilufya cautioned yesterday that everyone should continue adhering to other public health measures and heighten levels of hygiene. "As we return to normalcy, maintain public health measures. Higher learning institutions get equipment By NOEL IYOMBWA GOVERNMENT has noted with deep concern the obsolete equipment being used for training in TEVET learning institutions. Higher Education Minister, Brian Mushimba, said that Government would ensure that TEVET training was advanced and productive. He said this at the commissioning of training equipment for TEVET institutions, which was procured at a cost of $10 million. The equipment was for mechanical and metal fabrica-
tion, automotive and heavy equipment repair, agricultural mechanics, electrical engineering, bricklayingand plastering, design, cutting and tailoring or fabric technology and food production. Dr Mushimba said the commissioning of equipment for TEVET institutions marked a milestone in availing modern training equipment. The modernization of TEVET would enable institutions of higher learning meet modern industrial demands. He explained that the procurement of the equipment had been made possible through the skills develop-
ment fund (SDF) window two as provided in the framework. “I wish to state that most of the equipment has already been delivered to 27 TEVET institutions that are located in all of the 10 provinces. Dr Mushimba said that the SDF was established through the skills development levy Act no. 46 of 2016 but only came into effect the following year to provide financial resources for skills development in Zambia. He stated that the fund is meant to help mitigate the challenges facing the TEVET sector in developing skills.

Abuse of Illicit beer drinking by young boys worry First Lady DRINKING of illicit beer is said to be contributing to high rates of truancy and poor school performance among boys in Chief Mukanya’s area of Mambwe District in Eastern Province. And the First Lady Esther Lungu has expressed worry on learning that boys in Mukwanya chiefdom are not attending school because they have taken to heavy drinking of Kachasu, a local brew. Mrs Lungu said the situation is dire, and needs urgent action before the future of the
young boys is compromised. “Boys like girls need to stay in school. This is why we need to do everything possible as stakeholders to ensure the future of our children is preserved through the attainment of an education,” the First Lady noted. Govt won’t extend mobile NRCs issuance, says Veep By SILUMESI MALUMO VICE-PRESIDENT, Inonge Wina, has advised Zambians to obtained National Registration Cards (NRCs) from district registrations centers after the mobile issuance exercise came to an end. She said the Government would not extend the mobile issuance of NRCs, which came to an end on Wednesday this week. Ms Wina said citizens could obtain the NCRs from district registration centres countrywide if indeed they had no opportunity to get them during the mobile exercise. The Vice President said the issuance of NRCs in district registration centers was still on-going despite the mobile issuance coming to an end. She told Parliament yesterday during the Vice President question time that the district registration centers were always open to the public and citizens were free to access them. The Vice-President was responding to Mitete Member of Parliament (MP) Misheck Mutelo who wanted to know whether Government would extend the mobile issuance of NRCs in areas like Mitete in Western Province. But Ms Wina said: “Members of Parliament are therefore required to inform the citizens in their respective areas where they can able to obtain the NRCs.”

GOVERNMENT has empowered 30 women clubs in Chongwe with improved village chicken breeds for rearing. Livestock and Fisheries, Nkandu Luo, said that the empowerment programme was a way of improving household nutrition. Professor Luo handed over 3, 000 birds to 30 women groups from across Chongwe district and group received 100 birds. The Minister warned that the donated birds were not meant for consumption, but for enhancing business. Prof Luo said that the village chickens were an improved breed which could lay up to 140 eggs in one cycle. According to her, this would translate into exponential chicken population growth and added that her ministry would help the beneficiaries with hatchery services at Kampekete breeding centre in Manyika ward. She said that the centre

THE mobile National Registration Cards (NRC) issuance exercise in Chongwe has been a success with no negative incidences, Chongwe Distrct Commissioner, Robster Mwanza has said. Mr. Mwanza made the observation in an interview at his office and disclosed that the conduct of registration officers in all the NRC mobile issuance centers in the district was commendable . He was impressed with the
turnout at all centres but acknowledged that some residents may not have managed to acquire the NRCs. He therefore urged residents to take advantage of the registration office in the district and get the NRCs. He explained that the office issues cards on a continuous basis and as such would accord an opportunity to those who may not have been captured during the mobile exercise. He thanked government for facilitating the exercise and pointed out that the exercise increased

Chinsali receives Social Cash Transfer funds CHINSALI District in Muchinga Province has received about K1.7m for social cash transfer beneficiaries. Chinsali Social Welfare Officer, Iness Mulenga confirmed the development to ZANIS in Chinsali yesterday saying the funds are for January and February this year. Ms Mulenga disclosed that her office is expecting more funds to be allocated to the district. She explained that the list of beneficiaries who will receive the bi-monthly allowances, has not changed as it includes the physically challenged. "We have not recruited new beneficiaries but still dealing with those that were identified last year during the mapping and baseline survey," she said. Ms Mulenga disclosed that Chinsali has 5,475 beneficiaries on the current programme and has thanked government for the support rendered to the vulnerable in society. Currently 700, 000 households in the country are on Social Cash Transfer and government intends to increase the number to 994 in 2021. The Zambia Police service now has 160 inducted Chaplains serving across the country. He said the service had this time around drawn officers from six provinces in an effort to decentralize operations of the Chaplaincy unit. At the same occasion, Zambia Police Service Chaplain-General, Kondwelani Sakala, said the unit was determined to help the service and the country to mitigate corruption through preaching the word of God. CHAMBESHI Water Supply and Sanitation Company IS WORKING to mitigate the impact of the Covid-19 among customers by offering relief initiatives. The firm has thus launched a promotion programme dubbed ‘‘Kuuleni Naba Chambeshi’’ for domestic customers on pre-paid and
non-prepaid meters. Chambeshi Managing Director, Luckson Simumba, said thus firm would not be disconnecting water supply to customers, so as to mitigate the Covid-19 impact among people. Mr Simumba however indicated in Kasama the company had been losing 50 percent of its monthly collections, hence the decision to initiate the
promotion which would encourage customers to pay their bills. In the promotion programme, he said, customers could participate in the raffle by paying K250 of their water bills and stand a chance of winning 200 pockets of cement. He said other prizes were 100 grocery hampers to customers monthly, as a consolation prizes, once they pay K250 towards their water bills owing the water utility company.

HE Zambia Revenue Authority (ZRA) is undertaking a bond redemption exercise involving K38.35 million in potential duties and taxes from unaccounted for transits, as it suspends and revokes 25 licences of clearing and forwarding agents for tax fraud. Bond redemption is undertaken by ZRA in collaboration with guarantors, namely banks or insurance companies to account for Government revenue that is locked up in outstanding transit customs declarations. By law, all goods in transit, except those moving by rail, should exit Zambia within five days, says ZRA acting Corporate Communications Manager, Robert Zawe in a statement. Mr Zawe said notable type of goods on which bond redemption was being undertaken were motor vehicles that moved on “Own Wheels”, particularly those in transit to Democratic Republic of Congo (DRC) and Zimbabwe. Since 2013-2020, a total of 7, 340 motor vehicles were deemed not to have exited Zambia. “Through the ZRA decentralized deposit account, a client that is transiting through Zambia to another country, can pay a deposit to customs

A US$1.5 billion Collaborative COVID-19 Pandemic Response Facility (COPREFA) has been launched by the African Export-Import Bank (Afreximbank) and three of its partners. According to Afreximbank, the facility is meant to support African economies with rapid financial assistance to reduce the impact of the pandemic Afreximbank, International Islamic Trade Finance Corporation (ITFC) and Arab Bank For Economic Development in Africa (BADEA) are involved. COPREFA will be accessed by eligible central banks, commercial banks and businesses to finance the import of medical supplies as well as agricultural equipment Afreximbank president, Benedict Oramah, noted that

ening the ZRA’s momentum towards full tax compliance and zero-tolerance to fraud and corruption. “Twelve licenses have been revoked for cases of forgery of customs clearance letters during the licensing exercise, forgery and false declarations, with potential loss of government revenue amounting to K3 million. “Thirteen licenses have however been suspended due to various offences mostly forgery and attempted smuggling, with an approximate revenue loss of K3.5 million,” he said. Mr Zawe stressed that ZRA would continue plucking out those who aided tax evasion
and fail to comply with legal requirements. He said smuggling of goods through false declarations, forgery, transit fraud, misclassifications, under-declarations and under-valuations was a serious offence and offenders would be dealt with in accordance with the law. Mr Zawe warned all clearing agents to desist from engaging themselves in the above highlighted cases to avoid having their licences revolved. “Clearing agents being very important intervenors in the customs process have an important role to play in ensuring national security and public revenue collection and therefore the people involved in this business must be people whose ethical and business conduct is above board,” he said.

COPPER prices fell yesterday as a slightly firmer dollar dented the appeal of greenback-priced metals, with investors exercising caution as the US presidential election results continued to trickle in. Three-month copper on the London Metal Exchange dipped 0.1 percent to US$6,845 a tonne, says Absa Bank Zambia Daily Market report. Absa Bank indicated that as this development was taking place, most-traded December copper contract on the Shanghai Futures Exchange declined 0.1 percent to 51,490 yuan (US$7,763.17) a tonne. Meanwhile, US oil fell more than two percent as new lockdowns in Europe to halt surging infections of COVID-19 sparked concern about the outlook for demand, while markets remained on edge over drawn-out vote counting in the U.S. election. Brent crude was off US$1.05, or 2.6 percent, at US$39.88, having fallen 0.7 percent in the previous session. Gold prices also fell after surging in the previous session, as the dollar gained, but was set for its best week since late July on hopes for more central bank economic support as investors bet on a divided U.S. Congress under a Biden presidency. Spot gold fell 0.6 percent to US$1,936.95 per ounce while prices soared 2.4 percent on Thursday on a dollar slide, setting it up

AN initiative aimed at enhancing catchment protection and sustainable resources use on Kafue River has been launched in Monze District, Southern Province. Chief Hamusonde has thus pledged total support for the Lower Kafue River Basin health report card. He said the basin report card was an important tool that would help to monitor the river systems and help reduce negative environmental impact mainly due to human activities. River Basin Report Card is an assessment and communication product that compares ecological, social and economic information against predefined goals or objectives. Similar to school report cards, River basin report provides performance driven numeric grades or letters that reflect the statues of a river basin on a regular basis. The Lower Kafue River Basin is the first of its kind in Zambia and would serve as a baseline to measure change in future in response to management actions, inform policy And planning within the basin. The traditional leader explained that his subjects were widely consulted and had an input in the formulation of the card. Chief Hamusonde pointed out that the launch of the river basin report card would help change people’s mind-set to care for the environment through tree planting and enhance sustainable use of resources along the basin. “The launch of the Lower
Kafue River Basin Health Report is an important step in our goal to restore the vitality of the River systems through good environmental management and sustainable use of scarce resources in the basin. In a quest to end malaria, Kalumbila Minerals limited has partnered with the Kalumbila district health office by contributing K721,000 . The funds would go towards the spraying of homes under the Indoor Residue Spray (IRS) exercise. Kalumbila Minerals limited Environmental manager, Kachiwala Sapalo, said that the mining company had recognised IRS as an effective tool for eliminating the disease due to its preventive nature. Mr Sapalo said with collaboration with the district public health team, various interventions applied towards the fight against malaria have had substantial impact on the disease burden among communities since 2010. “In highlighting the level of reduction in the malaria incidence, our combined efforts realised up to 17,000 structures sprayed in 2018 and 22,000 eligible structures being sprayed in 2019 denoting 76 percent and 92 percent coverage in the catchment area,” he said. Mr Sapalo was speaking during the launch of the 2020 IRS exercise at Kisasa secondary grounds. North-western province Permanent Secretory, Willies Mangimela, said Government was committed to eradicating malaria through increased community surveillance. He said mass drug administration, distribution of mosquito nets as well as the application of IRS, would be applied. Earlier, Kalumbila District Health Director Chiluba Kabalika said that the district health office had trained 55 health centre staff and 47 neighbourhood health committee members.

UPND MOCKS PF ON FAILED BILL 10

THE UPND in Southern Province has accused the ruling PF of creating a “national mourning” of the Constitutional Amendment Bill number 10 instead of addressing pressing national issues. UPND Provincial Information and Publicity Secretary, Neto Halwabala, demanded that the ruling party must immediately end the “self-imposed national mourning” on the failed Bill 10 of 2019. “The Speaker of the National Assembly has guided on the collapsed Bill 10 and the Patriotic Front in its usual style of ‘never lose a game of lawlessness’ wants to justify and mislead the Zambian people,” Mr Halwabala said. He added: “PF Member of Parliament for Chifubu Frank Ng’ ambi should not have displayed fear for standing with the people on Bill 10. “If he had a problem with voting system,
he should have sought help immediately from the expert rather than exposing his fear for the PF tyranny,” he said. Mr Halwabala consoled PF MPs who were being reprimanded to be strong and stand for the people they represented instead of being defensive. “There is no need to be afraid of PF because those three MPs represent the people who voted for them. As UPND, we thank the three MPs for standing with the people,” he said. He observed that the economy was underperforming and yet the leaders in Government were failing to provide solutions to the economic crisis. “The rainy season is here but the government is busy with its national mourning over the dead Bill 10 and threatening their own MPs who rejected the poisonous Bill 10 “We urge the Patriotic Front to engage UPND on economic policies for the betterment of our country,” he said.

Stamp out corrupt civil servants Dear editor We are concerned with the reckless financial irregularities in the public service as revealed in the latest Auditor Report. It is now clear that the impunity in the public service is becoming an epidemic of our times. We say so against the reality that the erring officers have easily laundered their standing in society while their unpatriotic behavior is left to reflect on the party in Government. The continued politicization of the anti corruption drive has adversely affected the quality delivery of public services. We wish to demand that this should be brought to an end, and this is the opportune moment to send the strong message to would be perpetrators of public finance regulations. We are glad Secretary to the Cabinet Dr Simon Miti has acted and we wish his decision was consolidated with supplementary efforts of Law Enforcement Agencies. We find the revelations in the Auditor General’s report indicating imprudent usage of public resources a sad reading. We regret the breach of public trust by the erring public servants and we find it in bad taste and extremely inexcusable. As much as we express displeasure, immediate action should be taken by those entrusted with the noble duty to enforce the law. In this regard, we wish to strongly condemn the officers involved in this act deliberately aimed at frustrating the efforts of President Edgar Chagwa Lungu’s efforts to equitably protect and share national resources. We are very confident law enforcement agencies will proactively take up this matter and bring all perpetrators to book. It is a fact that there is enough legal framework in place to put a spirited fight against corruption. The institutions have sufficient institutional independence to adequately do the work. It is irresponsible on the part of the Law Enforcement Agencies to wait for the Presidential directive for them to safeguard public resources. We stand by President Lungu’s previous public pronouncements on national issues and we maintain that there are no sacred cows. Irrespective of the penetrators, the law must fairly and firmly be administered without looking at the status of the offenders. The law enforcement agencies must therefore move in and ensure that the Auditor General’s report is given a lease of life rather than relegating it to an annual procedural announcement. We wish to also clarify that the civil service comprises of professionals from diversity of background and not dominated by a single political entity. It is therefore a grave misdirection on the stakeholders to narrow the ills in the fight against corruption. Will Africa Ever be Lectured About Free and Fair Elections?
IF PRESIDENT LUNGU HAS ‘FAILED’, WHATS THE FUSS ABOUT? Dear editor, Now, I am not a constitutional expert and neither am I a lawyer to interpret the Republican Constitution of Zambia but I am made to comment on this topic because it is one which interests me as a Zambian citizen. There is a heated debate currently going on President Edgar Lungu’s eligibility ahead of the 2021 general elections especially among some members of the opposition who have argued that the President Lungu is not eligible or qualified to contest as President having held the office twice. Members of the opposition as well as some constitutional ‘experts’ and lawyers who have been linked to be surrogates of the opposition have argued that according to the Zambian constitution, President Lungu (ECL) is not eligible to stand as President again in 2021 as that would mean him seeking a 3rd term bid, and that him doing so would be going against what the constitution of Zambia states on 3rd term. ECL was first elected as president in January 2015 after the death of President Michael Sata and in that election, he narrowly defeated opposition candidate Hakainde Hichilema and served for one year and 6 months only during his first term as president. ECL was then re-elected for a second term which began on September 13, 2016 following his victory in the August polls, again narrowly defeating Hichilema alias HH. This is his full term in office! This is what the opposition have argued that Lungu has held the office
twice and that his third term would violate the Zambian constitution which states that “a person who has twice been elected as President shall not be eligible for re-election to that office”. Little knowledge I know about the constitution is that it says a president is only deemed to have served a term if he is in office for at least three years of the full five-year term and Lungu only served for less than two years in his first term. Anyway that aside because we have seen renowned lawyers and constitutional experts confusing themselves about a straight forward issue and the opposition riding on the same that ECL does not qualify to contest as president of Zambia in a few months time election. The opposition United Party for National Development (UPND) and their leader HH are day in and out attacking the ruling Patriotic Front (PF) under the leadership of President Lungu. HH and his UPND have accused the ruling PF of crippling the country’s economy, abuse of public funds, corruption and so on and forth. On the other hand, the ruling PF says that it is focused on taking development to all parts of the country among others. It is under President Lungu that we have seen a massive infrastructure development taking place in the areas of construction of hospitals, schools and opening up the country through the expansion of existing and construction of new roads, all such projects which the opposition say the ruling PF is doing under a huge amount where colossal sums of money have been spent.

Again, I am not an expert engineer or contractor to determine how much should go towards the construction or building of which project. For me and other common Zambians out there, we are no doubt enjoying driving on these new roads, we are enjoying and are able to seek medical services within our localities compared to the past years where people would have to travel from other provinces coming to seek medical services at the UTH because under President Lungu, his administration has put up and still putting up general and district hospitals in almost all parts of the country and thereby bringing the services closer to the people. Of course the opposition will say they are no medicines in these hospitals you are talking about but let us be fair, you can only do one thing at a time! Even God himself never created what we have in a single day. First let the hospital be constructed, then equip it with what is required, then hire staff and lastly start operating and giving services to those in need. Same thing applies to schools and many other projects that Lungu’s administration have done or are still doing. And we all know that all these have contributed to changing the country’s status despite many challenges. The PF and ECL have massively embarked on empowerment programs where we have seen different age groups of cooperatives receiving all manner of sustainable empowerment projects and thereby uplifting their living standards. One such project is the Presidential Initiative Fund under Clement
Tembo where we have seen Zambians receiving different kinds of empowerment. The Ministries of Youth, Livestock and Fisheries plus other line ministries are offering empowerment funds, all which can be accessed by all Zambians regardless of political affiliations. I can go on giving examples but I don’t want to bore you with a long article which can point at President Lungu’s achievements with his PF which I believe that the opposition UPND to be specific have also seen and now have nothing to tell or offer the Zambian people because President Lungu is touching everywhere and appears not to want to leave anyone behind. What is now remaining for the opposition is an attempt to have Lungu knocked out in the presidential race by putting up a baseless argument that he is not eligible to contest as president. After all, the opposition have claimed that ECL has messed up the country and they are claiming that they will fix it once elected in 2021, but I am of the view that if the claims by the opposition are genuine, why then should they waste time discussing as to whether he is eligible or not because if he has failed, Zambians will decide. Otherwise you get the feeling that the opposition knows that Lungu’s PF has delivered so this is not about respecting the constitution as they are claiming but it is fear that Lungu is headed for another victory in 2021. The media has not allowed Trump to express himself and his allegations claiming that he has not presented any evi-dence and his remarks may probably undermine the integrity of the on-going voter tabulations and electoral process. A winner can't be declared yet as final results from Pennsylvania, Nevada, Georgia, Arizona and Michigan are being awaited to determine outcome. After this election, will the USA still have higher moral authority to lecture African governments on the need to hold fair, objective and transparent elections? Has the USA media exercised its impartial role or exhibited the worst bias against a candidate? Does Democracy work at all? Amb. GIRLS at Mwekera Combined School in Kitwe have been training in making reusable sanitary pads, courtesy of Nkana Water and Sanitation Company (NWSC). The water utility firm was working in collaboration with the Zambia Institute of Chartered Accountants (ZiCA) and the Forum for Zambia Women Accountants (FZWZ) in promoting menstrual hygiene in schools. NWSC managing director, Diana Makwaba, said it was found appropriate to train the girls in making reusable sanitary pads to promote hygiene and also assist those who could not afford disposable towels. She added that her company spent K55,000 on the sanitary initiative and forked out some more money to sink a borehole at the school to improve water supply and hygiene. Ms Makwaba was speaking in a speech read for her by Mana ger for Community and Social Development, Gladys Kamoto. “As Nkana Water, we will ensure that in collaboration with other partners, we try our best to improve menstrual hygiene in schools and communities especially those in the outskirts of Kitwe. “In our small way, we have spent K55,500 on training of girls in making sanitary pads. Apart from this initiative, we are set to sink a borehole at this school,” Ms Makwaba said. Representative from the FZWA, Martha Lungu, said one of the activities of the forum was corporate social responsibility. “We believe that, as individuals, we have great gifts that enable us to do great things but that impactful change can only be attained when we work together hence the motto ‘better together’. “This event that we are witnessing here today, is one of the corporate social responsibility activities that the FZWA has embarked on in various zones across the country. We do believe that with concerted efforts as members of FZWA, our cooperating partners and the community, we can change the lives of the people around us,” Ms Lungu said.
THE Church should pray for all politicians and the country at large in order to have peaceful 2021 elections, Luanshya Mayor Nathan Chanda has said. He said the country should be committed to pray to guarantee issue based and violence free campaigns as the country heads towards the 2021 general elections. Mr Chanda said Church members were ambassadors of peace and urged them to do good and always remember to support leaders who were always with them. The Mayor was speaking when he donated musical instruments and K10,000 cash to the Mpatamatu Anglican Church as part of the congregation’s Golden Jubilee celebrations. Mr Chanda, who is also Copperbelt PF chairman, called on Christians to work hard and combine inter-denomination prayers with joint community entrepreneurship and developmental projects. “Join hands and ensure that the spreading of the gospel is taken to a higher level through making generous donations aimed at supporting the expansion and sustaining the work of the Church.

I will not hesitate to mete out stern disciplinary action against school administration failing to safeguard school infrastructure, Kitwe District Education Board Secretary (DEBS) Chrispin Nyungila has warned. He also cautioned school authorities to account for donations from various cooperating partners ad well-wishers. Mr Nyungila said school infrastructure being put up by Government and cooperating partners were aimed at improving the operations of the schools hence, the need for measures aimed at safeguarding such facilities.

ETHIOPIA SAYS MILITARY PUSH IN TIGRAY AIMS TO RESTORE RULE OF LAW ADDIS Ababa - Ethiopia’s federal military operations in the north have “clear, limited and achievable objectives”, Prime Minister Abiy Ahmed said on Friday, after the head of the United Nations said he was deeply alarmed by fighting in the country’s Tigray region. Abiy’s government is mobilising troops from around the country and sending them to Tigray, after two days of clashes between government forces and a powerful ethnic faction that led the country’s ruling coalition for decades. The military campaign in the north has “clear, limited and achievable objectives”, Abiy wrote on Twitter. The operations sought “to restore the rule of law and the constitutional order, and to safeguard the rights of Ethiopians to lead a peaceful life wherever they are in the country.” Ethiopia’s war preparations have dashed international hopes of averting a conflict between Abiy’s government and the powerful Tigray People’s Liberation Front (TPLF). UN Secretary General António Guterres said he was deeply alarmed by the fighting.
Former Kosovo President Thaci to face war crimes judges on Monday THE HAGUE (Reuters) - Former Kosovo President Hashim Thaci, who suddenly resigned and was taken into the custody of a war crimes tribunal on Thursday, will face a judge for the first time on Monday, the court said. Thaci, a wartime hero turned politician, arrived at the detention centre of the Kosovo Specialist Chambers in The Hague on Thursday night after a war crimes indictment was confirmed against him. His sudden departure could bring political instability to Kosovo, a fledgling democracy where the 52-year-old former guerrilla became the first prime minister in 2008 and was elected president in 2016. In court, Thaci will have the charges explained by a judge and will be able to enter a plea during an initial appearance at 3 PM local time (1400 GMT), the court said in a statement on Friday. Prosecutors say Thaci allegedly was responsible for nearly 100 murders of civilians during the 1998-99 war when he was a commander with the Kosovo Liberation Army (KLA) leading the fight against forces under late Serbian President Slobodan Milosevic. - Reuters

The TPLF was for decades the dominant political force in the country’s multi-ethnic ruling coalition, until Abiy, a member of the Oromo ethnic group, took office two years ago. Abiy, who has tried to open up what has long been one of the most restrictive economic and political systems in Africa,
reorganised the ruling coalition into a single party which the TPLF refused to join. Countries in the region fear that the crisis could escalate into all-out war under Abiy, who won the 2019 Nobel Peace Prize for ending a decades-old conflict with neighbouring Eritrea but has failed to prevent outbreaks of ethnic unrest. The Tigray administration, which is led by president Debretsion Gebremichael, said on Thursday it was well equipped to deal with an attack from any direction. Two Ethiopian fighter jets were seen flying over Mekelle, the capital of Tigray, on Thursday afternoon, two diplomatic sources told Reuters, in what was described as a show of force by the Ethiopian National Defence Forces. Ethiopia closed the airspace over Tigray to all flights on Thursday, the country’s civil aviation authority said in a statement, and closed all the international and domestic flight routes that traverse its northern airspace. -IOL
Israel rebuked for ‘biggest demolition of Palestinian homes in years’ The United Nations has rebuked Israel for carrying out what it said was the biggest demolition of Palestinian homes in the occupied West Bank for a decade. Some 73 people, including 41 children, were made homeless when their dwellings were knocked down in the Bedouin settlement of Khirbet Humsa, in the Jordan Valley, the UN said. The Israeli military said the structures had been built illegally. But the UN called the Israeli actions a “grave breach” of international law. According to the UN Office for the Coordination of Humanitarian Affairs (Ocha), 76 structures - including homes, animal shelters, toilets and solar panels - were destroyed when Israeli bulldozers moved in late on Tuesday. Israeli authorities put the figure considerably lower, saying an “enforcement activity” had been carried out involving seven tents and
eight animal pens. Footage from the scene following the demolition, released by Israeli human rights group B’Tselem, showed the area strewn with wreckage including twisted metal, sheets and cots. ”This is a great injustice,” resident Harb Abu al-Kabash told the Israeli newspaper Haaretz. “We didn’t know they were coming and we didn’t prepare, and now we are facing rain.” In a statement, the Israeli military body responsible for civilian affairs in the West Bank said the destroyed structures had been “built illegally in a firing zone”, or military training area. The Secret Service sent an extra squad of agents to Biden’s campaign headquarters in Wilmington, Delaware as expectations rose that the Democratic candidate would be able to declare victory over President Donald Trump as early as Friday, the Post reported. The Secret Service, an agency under the
Department of Homeland Security, is in charge or protecting the White House and senior government officials, visiting high officials, and others. It had already deployed some agents to protect Biden around early July after he triumphed in the Democratic Party’s presidential primaries. As a former vice president, Biden could have requested Secret Service protection before then, but reportedly did not. Barcelona look to stir from poor start in LaLiga
Bravo all parties AFTER a very long wait and so much speculation, the FIFA stakeholders meeting finally took place on Thursday. Hope has swept through the Zambian football community after the meeting was held and declared a success. Zambian football has gone through wrangles that have contibuted to the dwindling standards of the game to an extent. However, with the meeting having taken place, a new chapter could be on the horizon. The patriotism showed by all the attendants must be commended. Sports minister Emmanuel Mulenga has been on his toes to ensure the meeting took place. On the other two occasions when the meeting failed to take place he was ready to be part of the meeting which could bring a complete transformation to the game in the country. It would be unfair therefore not to applaud the Minister for showing good leadership The National Sports Council of Zambia (NSCZ) and Football Association of Zambia (FAZ) also showed great patriotism by leaving their busy schedules to be part of this momentus meeting. The aggrieved parties exhibited great desire to contribute to the growth and development of football in the country by doing everything possible to be part of the meeting. The verdict must be based on empirical evidence and not favoritism. At the same time, FIFA’s verdict must be treated as final by the parties involved. Just as the two parties agreed to accept whatever FIFA gave as a verdict, that is the same way they must accept the final verdict.
