NLY 14 students out of 179 cleared in full in the recently held 2020 Zambia Institute of Advanced Legal Education (ZIALE) examinations. University of Zambia (UNZA) Vice Chancellor, Luke Mumba expressed

happiness that 13 were from UNZA School of Law, translating to 93 percent of the successful candidates being UNZA trained. According to a statement issued by UNZA acting Head – Communication and Marketing, Marjorie Nkamba, 179 candidates sat for the ZIALE examination but that only 14 cleared them in full.

“We are reliably informed that 179 candidates sat for this examination and only 14 cleared them in full. Of these, 13 were UNZA School of Law graduates. This comes as no surprise because, UNZA has been dominating the ZIALE examinations since 1970,” the statement read. Prof Mumba congratulated the UNZA School of Law

staff and graduates for the outstanding performance at the 2020 ZIALE examinations. He said this was vindicated by the amazing history of graduating chief justices, judges and lawyers who have decorated not only the Zambian judiciary for years, but that of other countries as well.

MAN FINED K60, 000 FOR ASSISTING A FOREIGNER OBTAIN NRC By NATION REPORTER

A MAN in Kabwe has been convicted and sentenced to pay a fine of K60, 000 or in default two years simple imprisonment for assisting a Tanzanian who was in Zambia to illegally obtain a National Registration Card (NRC) and for giving false information to a Public Officer. Whatson Shaba of Chief Chimuka’s Chiefdom was arrested by the Department of Immigration at Mwantaya Primary School in Chisamba on October 13, 2020 after he tried to help a Tanzanian to obtain an NRC during the ongoing mobile registration

exercise. Immigration public relations officer, Namati Nshinka said Shaba was subsequently handed to the Kabwe Regional Immigration Office on October 21st, 2020, where he was charged for the two counts. Mr Nshinka said in the second count of giving false information to a Public Officer, Shaba was sentenced to pay a fine of K450 or in default six months simple imprisonment. He said the sentences were to run concurrently. Mr Nshinka said the Tanzanian would appear in court today for facts and sentencing.

ZAMBIANS should ensure that they guard against the anticipated second wave of the corona virus infections which has potential to disrupt many aspects of the economy, Health Minister Chitalu Chilufya has said. Dr Chilufya also said Zambia risks having a spike in the number of Covid-19 cases if people do not adhere to stipulated public health guidelines. Speaking during the routine update on Covid-19 in Lusaka yesterday, Dr Chilufya said only one patient is admitted at Levy Mwanawasa Covid-19 isolation centre and six were admitted in Solwezi.

Last month, the IMF appointed Ms Sharma as Zambia’s resident representative taking over from Alfredo Baldini who was deployed back to the fund two years ago. During the same month, Zambia reached a deal to defer debt repayments that were due in October, 2020 on a loan from the China Development Bank. “This is coming off the back that within these two weeks we could see more Chinese banks coming to defer Zambia’s debt which is exactly what we have been pushing for, we are seeing pushing, and we are seeing signs of positivity. “China Development Bank debt deferment is a positive sign, this is happening in the lifeline period, the optimism is that there could be other Chinese banks that will come through and it is slowly sending signals to the bondholders,” Mr Zulu when he appeared on the Anakazi Banking Online Conversations. Mr Zulu noted that Zambia, from June this year, had stepped up its quest towards its fiscal fitness. Zambia has US$3 billion of Eurobonds outstanding and owes US$2 billion to commercial banks, US$2 billion to the IMF and World Bank and another US$3 billion to China. The bondholders who were supposed to vote on Zambia’s request last month postponed their meeting to November 13 after failing to reach quorums. Mr Zulu said: “it might look like failing to reach quorum when it was actually in our favour because it extended the period. There is a lot happening between now and November 13.” “I am cautiously optimistic that come the 13th of November, something good will come out. I do not know what it is exactly, but I know that between now and then, there is a lot happening. “I look at the macroeconomics, I look at the trends, I look at the exchange rate, the question is how doyou know the Central Bank is buying dollars to prepare for that payments,” he said.

to the Secondary school and built structures. However early this year, government ordered the demolition of all structures built on land belonging to the school in Lusaka. This followed investigations which had revealed that the structures were illegally built on land belonging to the school.

Local Government minister, Charles Banda had said then that the Ministry of Lands was tasked to investigate how the title deeds were issued. Dr Banda told journalists that the land in question belonged to the Ministry of General Education and wondered how it was given out. The matter was then taken

up by Lusaka Province Minister Bowman Lusambo who said the illegalities in Lusaka must end and warned that the demolitions would continue. Mr Lusambo warned that the exercise was going to be extended to other schools whose land have been encroached.

And YALI said even those opposition political party leaders fighting their jail sentence in court would be challenged. YALI president Andrew Ntewewe warned that lawyer John Sangwa should not think that article 52 in the constitution of Zambia targeted President Edgar Lungu. He indicated that every political leader was subjected to be challenged in court for various allegations leveled against them. Mr Ntewewe told journalists yesterday, Mr Sangwa should be ready to defend his pay masters in court after filing in their nominations. He was reacting to sentiments by Mr Sangwa that now that Bill 10 had fallen off, it was now time to challenge President Lungu’s third term race. But Mr Ntewewe said what Mr Sangwa was saying was laughable because the Constitution Court had already ruled and nothing else would change. He only reminded Mr Sangwa that it was him and his pay masters who would be disadvantaged come 2021 when they filed in nominations as they would spend time in court.

THE Luapula Province Economic Expo of 2017 has continued to be an inspiration of how development could be enhanced when people are focused and work together. The Luapula Expo was a trailblazer that saw other provinces organize similar economic growth boosting expositions to attract investors to their regions. While other regions have been quiet since staging their expos, Luapula appears to be the only region showing that resolutions passed from their expo are being followed through. Yesterday, State House played host to several companies from Luapula Province as they showcased their products. Among the companies that presented products are Mansa Sugar, Jembara and Kawambwa Tea. Luapula Province Minister Nickson Chilangwa reported that following the Expo in 2017 a number of companies have come on board and have started operating in the region. The leadership that has been exhibited by the provincial administration in Luapula is what the whole country needs to turn the country’s economy round. The nation must see the results of the provincial expositions that followed in each province with the setting up of viable projects that are providing employment to the local populations. Companies cannot claim that they lack support from the government when President Edgar Lungu declared that his administration will help Zambian manufacturing companies to remain profitable. President Lungu said those who are in the manufacturing and value addition sector should be free to approach Government and suggest how best they could be helped. We are surprised that companies are not aware of the various programmes available to them because they lack information. If anything, it just shows that the entrepreneurs themselves do not do any research or engage with the various ministries to find out what support is available for them. It is surprising that entrepreneurs want to be told by the President what support is available from the government when the ideal situation would be for them to keep the technocrats at the ministry on their toes. The three companies that showcased their products at State House deserve all the support from the government for their resilience. Mansa Sugar for example must be commended for producing sugar and ending the myth that sugar could only be produced at Nakambala in Mazabuka. We agree with the President that Zambians must change their mindset if they are to succeed in entrepreneurship ventures. It is the only way that the country can develop and become an exporter as opposed to being an importer of consumer goods. The country’s foreign reserves will not improve until Zambians realise that value–addition is what will boost the economy and make life cheaper for all.

He said yesterday at a media briefing, “Come September 2021 we shall go back to all these issues under the tutorage of President Lungu.” And Mr Lubinda said the Public Order Act would only be amended when the constitution would be amended. Mr Lubinda who is also Kabwata Member of Parliament said now that the bill which sought to amend the act had been thrown away the Act would remain the way it was. “When Mr Kampyongo presented the Public Order Act bill in Parliament what did the leader of opposition in Parliament do, he stood up and said Mr Speaker we can’t present the bill until we we finish Bill 10 which aims to amend the constitution. Now that the bill did not pass, we will wait until the amendment of the constitution that is when the Public Order Act would be amended also,” he said.

THE first unit at Kafue Gorge Lower will be commissioned at the end of this month, Zesco Corporate Affairs Manager John Kunda has said. Dr Kunda said a small section of the project which was partially gutted did not in any way affect the commissioning of the first unit. He said in an interview yesterday, the project was not affected by the fire and the commissioning of the 250 megawatts plant would be done come 2021. Dr Kunda said the fire had only affected the dam wall and the paint around that wall, adding that the rest of the project remained intact and would be commissioned as scheduled. “So in terms of commissioning the Kafue Gorge Lower first unit nothing has been affected because no equipment has been affected, and the dam wall has not been affected, the cables in the dam wall have not been affected; no turbines have been affected. “It was just the paint, which

THE ongoing voters’ pre-registration is dragging because citizens are not well sensitised on the matter, the Movement for Multiparty Democracy (MMD) has said. It says it was worrying that the online preregistration had captured less than 100, 000 in almost a month. “The pre- registration exercise is coming to an end on Friday, November 6, 2020 but captured only about 75, 000 as of the end of October despite starting on September 21, 2020,” said MMD nationalsSecretary, Reverend Reuben Sambo. Mr Sambo said the Online PreRegistration gives an indication of where the country was going with the actual voter registration because there had been no sensitisation on both online and physical pre-voter registration exercise. He observed that there has been no excitement from the people for the exercise because a lot of them were not aware that they have to pre-register. Mr Sambo said with the old voter registration cards having been declared void in the 2021 general elections, there was need for a vigorous sensitisation campaign so that citizens are well informed about the registration process. “The online pre-voter registration provides a window that helps us to see what can easily happen, if you have not registered even up to a million, how are you going to register nine million voters in one month?” he wondered. Mr Sambo said facts on the ground are that most people don’t know that they have to acquire new voter’s cards even though they have old ones, a sign that the required number of people might not be captured within one month.

ZIMBABWE MOVES TOWARDS STRICTER DEBT MANAGEMENT FRAMEWORK

ARARE – The government has put in place a new debt management framework that will be used to evaluate its loan guarantees and on-lending in a transparent and objective process meant to guard against adverse impact of contingent liabilities on public finances. The new Framework for Evaluating, Monitoring and Managing Guaranteed and On-lent Loans, comes as contingent liabilities such as called-up guarantees have contributed to the increase in Zimbabwe’s public debt in recent years. According to the Macroeconomic and Financial Management Institute of Eastern and Southern Africa (MEFMI), as at end of 2019, about 12.6 percent of Zimbabwe’s external public debt was guaranteed and of this amount, 98 percent was in arrears arising from calledup guarantees and the materialisation of other contingent liabilities. Government, as part of

financing for development, offers guarantees and provide on lending loans to credit worthy borrowers. Under the guarantee arrangement, a borrower is able to obtain a loan from the lender on condition that Government provides a guarantee that, in the event of default, the Government will take on the responsibility of repaying the loan. In the case of on lending, the Government through the Ministry of Finance and Economic Development (MoFED), receives a loan from a lender or raises finance via

a security issuance and then lends these funds to the borrower. However, over the years, debt accumulation and guarantees were not being done by the book with Finance secretary George Guvamatanga, telling Parliament’s Public Accounts Committee (PAC) recently that there was need to establish the purpose and use of the debt accumulated or guaranteed by Government. To manage the debt burden, MEFMI provided technical support in formulating the new Framework for Evaluating, Monitoring and

Managing Guaranteed and On-lent Loans (Framework). The new framework, which was released by the Zimbabwe Public Debt Management Office, a department under Treasury, will assist in spelling out all the relevant stages that require efficient and effective evaluation, monitoring and managing of guaranteed and on-lent loans. The Framework also sets out the overall policy, legal and institutional framework within which debt will be incurred, used and managed. It also provides an evaluation methodology that involves a credit risk assessment and scoring for determination of relevant fees. The credit scoring assessment takes into consideration financial and non-financial aspects as well as project-specific assessment. Furthermore, the timelines for guarantee applications and responses, guarantee fees and other charges, monitoring arrangements as well as reporting and disclosure of guarantees and on-lent loans are catered for in the framework. – THE HERALD, Zimbabwe.

AngloGold doubles dividend payout ratio as rally boosts cash JOHANNESBURG - AngloGold Ashanti will double its dividend payout ratio after gold prices surged this year and the company’s borrowings fell to the lowest in nearly a decade. AngloGold will now return 20 percent of free-cash flow before growth capital to shareholders, up from 10 percent, the world’s third-largest gold producer said in a statement yesterday. The payout frequency has also been doubled to twice a year. AngloGold’s free-cash flow in the three-months through September rose nearly fourfold to $339 million after gold prices jumped and capital spending declined. Adjusted net debt fell 47 percent from a year earlier to the lowest level since 2011.

AngloGold, which operates in Africa, Australia and the Americas, has spent the past few years seeking to exit smaller and higher-cost assets to focus on its most-profitable mines. BAMAKO Mali’s transitional government aims to review mining conventions signed with companies by the previous administrations, interim President Bah N’daw, has said following recommendations from the country’s auditor general. Mali is one of Africa's largest gold producers. He added that a review of the conventions would better protect the interests of the state while respecting incentives for mining companies. Parliament approved a new code in April that eliminates mining companies’ value added tax exemptions during production and shortens the period during which they are protected from fiscal changes to 20 years. E note with dismay the revelation by acting Police spokesperson Dan Mwale with regard to the duplication of registration and acquisition of National Registration Cards (NRCs) in Southern Province. This may be a calculated move to give an unfair advantage to the political stakeholders that are at the centre of this conspiracy. We have observed with disbelief with regard to this incident that a tenderly aged juvenile is of a voting age and flies within the universal franchise and adult suffrage therefore eligible to participate in any election. It is therefore possible that political reasons maybe the motivation to increasing the quantity of identity documents. On one hand, we wonder how a minor can conceive such criminal acts without the knowledge and participation of the adults? In the same breath, did the minor lack the counsel from the adults with regard to risk associated with duplication of registration? This ostensibly reveals that the adults probably with

preconceived motives endorsed the act. Although this may be politically attractive, it had more security consequences in the long term run. Realistically speaking, the act can only take place with the collective effort of stakeholders such as parents and possibly the community where the juvenile lives. We feel that this plot is expertly, secretly and ruthlessly undertaken and difficult to leave evidence behind. We also wish to give credit to the alert officers from the Department of National

Registration, Passport and Citizenship for exposing this well calculated fraud in the NRC issuance process. This is the wake up call to all stakeholders to be on the lookout for criminally minded individuals from hijacking the process. The underhand method which a known opposition political party may have been entrapped with the view to increasing the fortunes of sealing the bid to acquiring state power. This collates with their constant resistance to the

ongoing voter register cleansing process. This gives a discerning mind that there are well founded suspicion on the integrity of the number of votes the named opposition party secured in a low densely populated region. We can only urge the police to tighten all loopholes and ensure that a strong message is sent to would be offenders that not all days are Sundays and crime does not pay. On urging Easterners to copy the voting pattern that is now prevalent in Southern Province, this is my view. I am not apologising for telling Easterners to emulate their relatives, “a bale batu” the Southerners, and vote in numbers like Dundumwezi where in 2016 there were 40, 000 votes for HH and zero votes for ECL. I will not apologies for telling Easterners that while in the past they supported Chiluba from Luapula, Levy Mwanawasa a Lamba, and even saving PF in 2015 with Edgar Lungu. Now they too must support their son, since in the past they have supported all Zambians. I urged them not to betray the support that many Zambians, Bembas, Lozis, Lambas, Kaondes, Lundas, Lambas and many other tribes are giving President Lungu. And it’s a common fact that UPND which has majority Tongas as followers and has never supported the Patriotic Front under Mr Sata or President Lungu. I will not apologise for telling my headmen that how can they expect cash transfer when they are not vulnerable and wondering if they want to cheat the system. I also went further to advise them that cash transfer, “Ndalama Za Mwasauka” is nothing to be proud of and so they must do better by investing in agriculture and education of their children. But of course it’s more sensational to misrepresent facts and play recording out of context. The Sichingas and William Bandas must accept they have been failed Lusaka politicians with no understanding of the nuances and context of my meetings. Opposition lose grip on Chibombo? By NOEL IYOMBWA

C Kawambwa set for road rehabilitations KAWAMBWA is earmarked to benefit from the 200 million united states dollars World Bank Loan for the rehabilitation and maintenance of selected rural roads across the country under the Improved Rural Connectivity Project (IRCP). The district is among six out of the 12 districts in Luapula Province that are expected to benefit the World Bank Loan. IRCP National Coordinator, Mwata Sekeseke said four roads with a stretch of about 67 kilometres in Kawambwa district have been approved covering Kawambwa Central and Pambashe constituencies. Mr Sekeseke disclosed the development during the stakeholders’ sensitisation meeting which was held over the weekend. He said the project has two components with the first being the actual works of rehabilitation and maintenance of roads and the second is meant for institutional capacity building for the Council. The project is aimed at improving feeder roads and will also be implemented in Chipili, Mwense, Mwansabombwe, Chifunabuli and Samfya of Luapula province.

The project will be undertaken for the period of five years of which two years is for rehabilitation and three years will be for maintenance. Mr Sekeseke said the project will support structures of economic value such as agricultural shades, water dams, markets for agricultural produce and communication tower to be determined by communities based on felt priority needs. “The primary objective of the project is to reduce poverty through easy accessibility to road network that will translate into improved agricultural productivity in rural areas,” he noted. And Kawambwa District Commissioner, James Kalumba said once the feeder road connectivity is improved, agriculture production and trade within the beneficiary communities will increase and result in poverty reduction. Mr Kalumba said the IRCP Project will also help the district to attract investment around the Luena Farming Block. Dr Chanda said Government was planning to come up with the SI to protect water bodies following rampant deforestation and illegal sand mining near rivers and streams in the country. He said this in Lufwanyama during the tour of Katembula dam which was set to provide piped water to the people in the district. The Minister urged District Commissioner, Dorothy Chimpimpi, to ensure that the dam was safeguarded from any form of illegal activities. "We are here at katembula dam because we want to see the potential of the dam to supply water to the entire district when Nkana Water and Sanitation Company starts to supply water to the area. HE ruling PF leadership in Southern Province is shocked that the opposition UPND has made a huge celebration out of the collapsed Bill 10. PF Provincial Information and Publicity Secretary, Trymore Mweenda, charged that the behaviour of the UPND Members of Parliament (MPs) was counterproductive. This is contained in a statement issued in Livingstone yesterday. "We are shocked because Bill 10 was not a PF Bill as UPND wants to portray the matter, but a Bill for the Zambian people, which PF supported because of the many good and progressive clauses that were contained in the Bill," he said. Mr Mweenda said that his party took the approach of genuine dialogue on the Bill while the UPND took a more simplistic approach of walking out each time the Bill came up for debate in parliament. He said the Bill had been thrown away like a baby together with the bath water all because of narrow partisan interest. "We are not surprised because that is what UPND stands for, our memories are still fresh of how the UPND vehemently opposed and demonized the referendum on the bill of rights not too long ago, which ended up being rejected.

Manuu-mbwanu Community School proprietor, Reverend Smoke Chewe, appealed to Government and other stakeholders to support community schools with financial, teaching and learning resources. He said his institution in Livingstone's Libuyu Township has particularly started a classroom expansion project which required assistance from well-wishers including Government. VER 80, 000 people have received pre-exposure prophylaxis medicine (PREP) within the space of one year which is an HIV prevention medicine that people who are not HIV positive take to reduce risk of getting effected once exposed to the virus Ministry of Health national HIV treatment and care technical advisor Dr Suilanji Sivile disclosed that the uptake had improved since October 2019 to October this year and whose target has since been set to reach over 135,000 people in 2021. Dr Sivile however said PREP was aimed at combating the spread of HIV new infections whose prevalence was still high especially in women and girls. 6 in custody over Nice church attack in France

PARIS - Two more men were arrested in connection with a knife attack that left three dead at a church in Nice, bringing the number of people in custody to six as investigators look at the suspected assailant's last known contacts, a French police source said. KABUL - Nineteen people have been killed by gunmen who stormed Kabul University before engaging security forces in an hours-long battle yesterday. WHO chief in quarantine after contact tests positive for Covid-19 GENEVA - The World Health Organisation chief said late on Sunday that he was self-quarantining after someone he had been in contact with tested positive for Covid-19, but stressed he had no symptoms. "I have been identified as a contact of someone who has tested positive for Covid-19," Tedros Adhanom Ghebreyesus said in a tweet. "I am well and without symptoms but will self-quarantine over the coming days, in line with @ WHO protocols, and work from home," he added. Tedros has been at the forefront of the United Nations health agency's efforts to battle the pandemic. Covid-19 has claimed nearly 1.2 million lives and infected over 46 million people worldwide since emerging in China late last year. …Tanzania police arrest opposition party leader ahead of protests

AR ER SALAAM - Tanzanian police arrested the leader of the main opposition party Chadema, according to Tundu Lissu, the party’s candidate in last week’s disputed presidential election. The opposition has demanded a repeat vote citing widespread irregularities and called for protests against the outcome, which returned President John Magufuli to office with 84 percent of the vote. Those arrested with Freeman Mbowe include a former member of parliament Godbless Lema, the former mayor of Dar es Salaam, Isaya Mwita, and the former mayor of Ubungo municipality, Boniface Jacob. “I got a message around midnight that they had been taken in,” Lissu said yesterday. Mwananchi, a privately owned daily that publishes in Swahili, quoted Dar es Salaam’s regional police commander Lazaro Mambosasa as saying they detained Mbowe and other opposition leaders.

Lissu previously said he will not accept the eventual election results. The vote “marked the most significant backsliding in Tanzania’s democratic credentials,” Tanzania Elections Watch, a group of regional experts said in an assessment released on Friday.
