Speaking on behalf of other Bill 10 advocates who are in Eastern Province to educate the public, Prince Ndoyi said his team would go to other nine provinces of Zambia to correct misinformation that had been peddled against the progressive bill. Mr Ndoyi told the Daily Nation that his team was in Eastern Province on a sensitization programme to offer not only voluntary guidance but a true and clear reflection of what should be believed to be the truth around Bill 10. “As some of you may have followed our activities of late in the province, allow me to categorically state that we are here in Eastern Province on a program to offer not only voluntary guidance but a true and clear reflection of what should

Mr Simuwelu said it was irrelevant to have an institution specialised in publishing rumours, speculations and
slander in the name trending reports. He said the FIC in it's current form is irrelevant and needs reforms for it to relevance. He said leaders and the Zambian people have not seen the relevance of FIC since its establishment in 2010. Mr Simuwelu said the FIC Act should be amended to restrict from publishing speculations that may have adverse effects on the economic wellbeing of the country.

We are not being mistreated - Truckers By BENNIE MUNDANDO NONE of our drivers at Chanida border post is being mistreated or forced into quarantine, the Petroleum Transporters Association of Zambia (PTAZ) has said. Some sections of the media have claimed that quarantined truck drivers at the facility were forced to pay K1, 000 per day in expensive hotels. They claimed that as a result, all truck drivers at Chanida border in Eastern Province were refusing to be quarantined, citing lack of money to pay for accommodation at Mphangwe Motel in Katete. The reports also suggested that truckers entering Zambia from Mozambique were quarantined for 14 days at Mphangwe Motel after being screened for the Coronavirus. But PTAZ secretary general, Benson Tembo, yesterday described the reports as false, clarifying that trucks were entering and leaving Zambia normally after drivers went through normal processes. Mr Tembo said reports suggesting that drivers were refusing to be quarantined were not true as all tanker drivers under the association were subjected to testing before they were allowed to proceed.

NO person should hide exposure to Covid-19 to prevent the virus from spreading to more people, Health minister Chitalu Chilufya has said. And Dr Chilufya said two more people had been confirmed positive with Covid-19 in the last 24 hours after contracting the virus from local contacts. He urged citizens to act in solidarity with the rest of the nation by not hiding when
they have symptoms related to those of Covid-19. Dr Chilufya said this during the Covid-19 update yesterday. “Don’t hide exposure to Covid-19, there is no value in that and you will not get punished for having the symptoms but you will save the next person,” he said. On the new cases, Dr Chilufya said the daughter of the 58-year-old hypertensive man from Kafue who died in the Intensive Care Unit at the University Teaching Hospital on Thursday and the wife of a
Covid-19 patient from Makeni tested positive. He said the cases were from the 123 tests of contacts which were carried out in the last 24 hours. Dr Chilufya said of the 45 Covid-19 cases that have been recorded in Zambia, 20 were contracted from within the country. He said the increase in locally contracted Covid-19 cases called for an intensified fight against the virus. And Dr Chilufya said Zambia had over 100
ventilators across the country and that more would be procured. This follows sentiments by some opposition leaders that the country was not equipped with enough ventilators. Dr Chilufya advised the political leaders not to celebrate the lack of machinery in health facilities and use such situations to gain political mileage. He also assured donors and the nation that resources that had been donated to the ministry were being used prudently.
NAPSA has temporarily closed its Kafue offices and ordered staff to go on self-quarantine for the next 14 days following revelations that one of the clients that was attended to at the Kafue offices had visited the funeral house of Kennedy Mweemba who passed away from Covid-19 last week. NAPSA director human resource and administration, Betty Meleki said the Ministry of Health had confirmed that samples taken from the deceased tested positive to Covid-19. Ms Meleki said in view of the closure, all staff at Kafue Office had been requested to self-quarantine for the next 14 days with immediate effect. She said in a notice that communication on the temporary closure of the office would be made to the public. “Management wishes to remind all staff to take precautionary measures against the Covid-19 pandemic in line with what has regularly been shared, as well as taking heed of the Government’s directives on maintaining social distance, the wearing of masks in public places and most of all staying at home,” she said.

OVER 57, 000 tonnes of early maize produced under irrigation will be bought through the tripartite contracts based on the millers’ local requirements, the Zambia National Farmers Union (ZNFU) has said. The announcement follows a meeting between ZNFU and Agriculture Minister, Michael Katambo, and his Permanent Secretary, Songowayo Zyambo, last week over the early maize marketing arrangements. In its brief, ZNFU said a market for the rest of the early maize which was not needed locally woud be created through immediate export arrangements by participating millers purchasing it. “Farmers should take note that 57,754 metric tonnes of the early maize will be bought through the tripartite contract based on the millers local requirements. Preparation of tripartite contracts by the Food Reserve Agency (FRA) is
in motion and the union will continue to communicate with farmers,” reads the brief in part. The union said all the quantities declared as ready for supply this month had been allocated to participating millers and that what was remaining was availing the contracts to farmers for signing and that delivery could then go on. ZNFU urged early maize farmers to ensure that the harvesting and drying of the crop was completed within the agreed period for both local sales and exports. Meanwhile, Fisheries and Livestock Minister, Nkandu Luo, has expressed worry at the continued importation of processed foods and the impact this could have on people’s health. Professor Luo said Zambians should be concerned with what they consumed as this could a telling effect on their health in the long-run. The Minister was speaking during a stakeholders’ meeting convened by the Minister of Finance Bwalya Ng’andu to thrash out the supply of agro products and importation of the commodities by chain stores amid COVID 19. She said cold meats, especially that which had been kept frozen for a long time, could cause health complications to people that consumed it.

He said the mines had not only done that to the large contractors but had ordered the small scale contractors to stop operations immediately. But Mr Mulenga said the director of mines had written to the mining firm to stop the illegality. He said in an interview yesterday, the move by Mopani was illegal and government would ensure that this was halted. We shall not allow Mopani to send our people on the streets because of its selfish interest, he said. Mr Mulenga said it was important that the mining firm rescinded the decision as directed by the director of mines. The Permanent Secretary said if the mining firm defied the directive government would not take it lightly. “What Mopani has doing was supposed to be supervised by the ministry but it has tried to use an illegal

And following a teleconference with the council of ministers held at the request of Glencore, the mining firm was told that government would not circumvent provisions of the Mines and Minerals Act to accommodate Mopani’s situation. Mr Musukwa said Mopani’s decision was illegal and must be immediately halted. The minister also revealed that Glencore officials were informed that the SADC Council of Ministers had approved expressed passage for Mopani’s spare parts and other materials. Mr Musukwa further said the Glencore officials were also informed that all their concerns and security had been taken care of within the provisions of the law. “CHOOSE life ” should be the motto for all Zambians amid the deadly Covid-19. With the country recording three new Covid-19 cases, the brazen declaration by some Zambians that: “they would rather die of Covid-19 than of hunger,” is misplaced and should be discarded. It’s strange that some people would rather choose to death over life when they have an opportunity to live by simply adhering to guidelines. Is this too much to ask? The argument by such people is, if they stopped selling on the streets and retreated to their homes, they would have no means of sustaining their livelihoods which they argue depends on hand-to-mouth businesses. But this is not the problem with Government! The bone of contention is that such people and ignoring health measures such as wearing masks and social distancing in public places, among others, as they trade. We implore those deliberately ignoring recommended health measures and presidential directives to deeply reflect over their stance and choose life over death because that’s the right thing to do in these difficult times. Admittedly, people have the right to make their own choices over their health, but not so under the prevailing circumstances when a noxious virus is threatening to wipe out humanity. Government’s decisions take precedent. Given the foregoing, Government has the right to use all legal means at its disposal to protect citizens from any danger and this includes Covid-19 under prevailing circumstances. Unfortunately, the disease has already claimed two lives so far and it is therefore important for every citizen to cooperate with the authorities by adhering to the recommended measures, more so that the nation has recorded three new cases after a hiatus. With signs of infections spiking, it’s time for those ignorng the guidelines to seriously reflect over their behavior. For refusing to abide by the rules, their carelessness could result in the death of millions of people including, their own families. This is why we agree with President Edgar Lungu’s advice for people to choose life over death by simply and stringently abiding by the health guidelines. The potential for the virus to spread, as Minister of Health Chitalu Chilufya warns, is high if people continue refusing to cooperate. Thus far, the high level of defiance of the guidelines by some people is appalling and is a great source of concern. The penchant for indiscipline and stubbornness by the public is exceedingly alarming. Repeated calls for people to stay home, maintain social distancing, wear face masks and gloves, avoid mass gatherings including in places of worship and completely close bars keep hitting a brick wall. Sadly, some have even gone to the extent of refusing to be quarantined, opting to hide and put their lives and of other citizens at risk. This is not as it should be. It’s shocking that some business persons have continued selling beer and allowing people to gather secretly to imbibe despite the risks of exposure to the virus. But even more disappointing is the fact that caught those going against the measures even the audacity to cry foul on the basis of human rights and accuse police of manhandling them. This is unacceptable and hypocritical. Yes, police must always uphold human rights in their course of their duty but doesn’t enforcing the law that helps prevent people from contracting or spreading the Covid-19 virus amount to protecting human rights? Should the police sit back and watch people who are deliberately refusing to stick to the guidelines transmit the virus to the public? Nay police must act for the greater good and this is exactly what they are doing. People won’t accuse police of manhandling them if they do the right thing, and that is, choosing life over death. That’s the way to go!

The Minister has also dismissed claims by Mopani that Government owes about K400 million in Value Added Tax (VAT) refund. Mr Musukwa said Government would not hold on to a mining firm which did not respect the laws of the land. He said during ZNBC Sunday interview that it was mandatory for all mining houses in the country to respect the laws of Zambia.

TONGA is the only tribe that outnumbers Bembas, Senior Chief Mukuni of the Toka Leya has said. He was reacting to Paramount Chief Chitimukulu who said the 21 percent of Zambia’s population were Bemba and need to decide the vote in an election because of their numbers. But Senior Chief Mukuni said the 21 percent majority population the Paramount Chief may have made reference to was a combination of Northern, Luapula and Muchinga Provinces, which he said were viewed as Bemba speaking, but not necessarily Bemba inhabited. He advised that history be read in its proper perspective in order to be correctly guided. “The Bemba numbering 145,000 are the second largest tribe in Northern Rhodesia. The Tonga, the only tribe to outnumber the Bemba are very mixed, whereas the Bembas are a homogeneous tribe,” said Senior Chief Mukuni. In a statement yesterday, Chief Mukuni who supported d Chief Chitimukulu, said his friend was merely expressing displeasure at his subjects who were not critically using the power of the vote
in choosing quality and responsible leadership that would bring development to his Chiefdom; and that they were usually duped by empty promises made by politicians. MASAITI PF Member of Parliament Michael Katambo has asked the Lusaka High Court to enter judgement on admission against his area councillor, Delight Mutale whom he has sued for defamation of character. Mr Katambo who is also Agriculture Minister, said Mr Mutale admitted defaming him as he caused to be published, an apology in the newspaper for alleging among others things, that he (Katambo) was the worst corrupt minister in President Edgar Lungu’s cabinet. This is in a matter where Mr Katambo has sued Mr Mutale in the Lusaka High Court, seeking damages for defamation of character for accusing him of stealing tax payers’ money and abandoning his family. He also wants, among others, an apology from Mr Mutale to be circulated to the recipient of the defamatory statements and conversely a public apology in the daily newspaper having a wide circulation in Zambia. Mr Katambo stated in his statement of claim that between September 2019, and January this year, Mr Mutale caused

Mr Katambo stated that the statements made against him were that he was the richest cabinet minister who had amassed wealth using privileged position, among other, allegations. He said the words complained of in their ordinary and natural meaning were meant to mean or suggest that he was a dishonest and corrupt man who was motivated by money and that he was a deceitful person who lacks integrity to hold the office or position that he holds. He stated that the said defamatory comments were maliciously done by Mutale to embarrass him without verifying the truthfulness of the allegations. But in his defence, Mr Mutale denied issuing slanderous statements against Katambo. However, Mr Katambo has now asked the court to grant him an order for judgment on admission against Mr Mutale, saying the latter had admitted to defaming him.

FEAR has gripped villagers along Lake Kariba in Siavonga after rumours that some Chinese nationals working on a fish cages project in the area have symptoms of Covid-19 which they are passing on to the local population. The villagers are demanding that the Chinese workers that recently arrived from China and are being housed at the project site should be quarantined and not allowed to freely mingle with the locals because there was likelihood that some of them could be carrying the virus. But Siavonga District Commissioner, Lovemore Kanyama has called for calm as no case of coronavirus has been recorded in the area contrary to fears by the locals along the shores of the lake. He said the district had not recorded any Covid-19 threat and warned those peddling false rumours to stop as their actions had potential to scare away tourists and investors in the aquaculture subsector. “The district has not recorded any Covid-19 cases, those spreading false rumours should stop because their action has potential to scare aware tourists and Investors to the

He said all the Chinese at the site had been in the country for more than 12 months and therefore Government could not place them on the mandatory 14 days quarantine as prescribed health authorities.

OME people in Chibombo are ignorant about the outbreak of coronavirus disease (Covid-19). Residents of Situmbeko and other areas yesterday expressed shock that there was an outbreak of a pandemic they had never heard about. This came to light when Patriotic Front ( PF ) Central Province vice chairperson, Charity Kapona, donated 15 hand wash facilities and sanitisers in Situmbeko, Kabangalala, Chilo, and Kabile areas in Katuba constituency. Ms Kapona was shocked that some people were not aware of the deadly pandemic which was sweeping across the globe. She took time during the donation to sensitise the people on how they could prevent the spread of the pandemic. Ms Kapona told residents that Government had put in place measures to prevent the spread of Covid-19. “We need to ensure that we put on face masks, wash hands regularly and observe social distancing which are some of the ways to prevent the deadly disease,” she said.

ZARUDI executive director, Gilbert Mpanga, said farmers had started selling their maize to neighbouring countries per hectare in field before it was even harvested. This, he said, was a source of worry as the development was a big threat to household and national food security. Mr Mpanga urged farmers not to rush into selling their products to individuals who were exploiting them
because the money they realised would not last. “This is unfortunately because they are selling at a cheaper price which will not take them anywhere and this will only leave households with no food for some time,” he said. He cited some of the affected areas a Copperbelt, Eastern and North-West provinces where farmers were selling their maize fields. “We therefore make this humble plea to our beloved farmers not to rush in the sale of maize but wait for Government’s position on this year’s marketing season price,” he said. But there is one big question mark: China. A two-decade lending spree has propelled China to the top of Africa’s creditor list and any comprehensive debt deal, including write-offs, would require Beijing to take a leading role and swallow losses, analysts say. “China is in the driver’s seat,” said Scott Morris, a senior fellow at the Centre for Global Development (CGD), a Washington think tank. “But this is going to require real pain for creditors, and I’m not sure they’ve come to terms with that.” Beijing is likely to endorse a temporary freeze on debt payments by African countries as part of an expected agreement by the Group of 20 (G20) major economies this week, two sources familiar with the process told Reuters. Raghuram Rajan said western economies are facing a drop in growth by as much as six percentage points this year. His comments come as the IMF warns the global economy faces its worst crisis since the 1930s depression. Eskom tells investors it doesn't need more state funding JOHANNESBURG - Eskom has told investors it currently doesn’t need to approach the government for more support, even as a Covid-19-related national shutdown slashes revenue. Dear Editor, THE past few days have had a diversity of media platforms inundated with debate over what my personal friend His Majesty the Chitimukulu, is claimed to have said or not said. This is a health debate that underscores why a robust media in a democracy must be harnessed than harassed. It encourages a wealth of ideas to be interrogated and competed for, and a way foward shaped for posterity. This is the way it should be. However let me also add my personal opinion as a traditional leader, but most importantly as a citizen who wishes to exercise freedom of expression. His Majesty Kanabesa Mwinelubemba, of the Bena ubemba traditional grouping, appeared to have been quoted out of context in some questions that were in most cases prompted and crafted by clever journalists that were interviewing him. It is from this historical perspective that I viewed the basis of the remarks by Mwinelubemba to his people, and instead of needlessly condemning him for other gaffes that were made, due to reporters’ prompting, let’s applaud His Majesty for the timely advice to his people, and as a matter of fact to all Zambians. Ms Mutesa said that with the help from Grizzly Mining and other stakeholders, the district was able to weather the challenging moment of the farming season. She said that early this year, all chiefdoms in the district received pesticides from the mining giant that was distributed equally and
managed to fight the worms. “I can confirm that a bumper harvest is expected despite having had challenges in the last few months. We thank Grizzly Mining Company for coming on board and helping the farmers in the district,” she said. Ms Mutesa said that the district would not have been expecting a bumper harvest if help did not come through at the right time. She said that Lufwanyama would be among districts that would provide food security to other areas whose crops were affected. She called on other stakeholders to emulate what firms in her district were doing to assist with the food security of the nation. “We have been working well with the mining firms around here and them rendering help in this field is not a small thing because it involves food security of our people,” she said.

HE past weeks since the global spread of Covid-19 has brought a sense of trepidation and anxiety, as though the world is falling off the highway and into a hailstorm. However if we take a historical view, prying the news, measuring the scale of its impact, there is also much to look forward to, post the crisis. A number of signs suggests a global shift is unfolding that will be positively impacting Africa and we must track its towpath. The ravage of the Covid-19 crisis has not been the first, nor will it be the last, and so we must look back to the early turn of the 20th century, to gain a perspective on how the world has developed and will likely evolve post the Covid-19. At the confluence of the century from 1910 to 1911, the cholera pandemic left in its trail a death toll of around 800, 000 in India, where it is believed to have originated, before spreading to Eastern Europe, Russia, Middle East, North Africa, until the United States where the fatalities were contained to around 11. Amidst and despite this epidemic, major developments continued to unfold as follows; • In 1911, General Motors installed the first electric self-start in the Cadillac,
CRISES AND DEVELOPMENTS, A HISTORICAL PERSPECTIVE marking a new way of starting a car, from cranking. • In the same year, the Chinese revolution overthrew the last imperial dynasty, the Qing dynasty, to establish the Republic of China, and in turn setting forth the economic development we see in that country. • In 1913, Ford Motors introduced a nonstop assembly line capable of producing a car every three minutes, allowing it to sell cars cheaply and forcing other manufacturers to adopt similar automated production lines. While there were other epidemics in the 20th century such as the polio crisis of 1916, the second major epidemic, the Spanish Flu Influenza, broke between 1918 to 1920 infecting over a third of the world’s population and causing 20 million to 50 million fatalities, with over 500 million people infected in 1918 alone, and up to 25 million deaths in the first seven month of the crisis. Notwithstanding this,
rapid economic expansion of the 1920s continued unabated, facilitated by technological advances enabling mass production of goods, scaled electrification and the evolution in marketing techniques. It was during the crisis of 1919, that the Rotary Dial Telephones was invented enabling people to make direct calls instead of through an operator. The next year, the world became an even better place with the United States Congress ratifying the 19th Amendment to the United States Constitution, guaranteeing women the right to vote and the signing of the Treaty of Versailles, ending the First World War, culminating in the formation of League of Nations. In the same year, the first commercially licensed radio broadcast was heard in Pittsburgh, Pennsylvania. The third major epidemic of the 20th century was the Asian Influenza Flu (H2N2 subtype) of 1956 to 1958 which had origins in the Chinese province of Guizhou, a mountainous province in southwest China, before spreading to Singapore and Hong Kong leaving a death toll of two million people in its wake and a death toll of 117, 000 in the United States alone. As this flu was ravaging the world, Alaska became a 49th United States’ state while Egypt and Sudan came together to form the United Arab Republic, and other than the fact that Madonna and Michael Jackson were born in this year, the world continued to evolve; • In 1957, the Soviet Union’s Sputnik, first space satellite was launched. • In 1958, NASA was established and the United States launched its first Explorer I satellite and in the same year Stereo recordings became available. Ten years later, in 1968, a fourth pandemic, an Influenza Flu (H3N2 subtype), a genetic offshoot of H2N2 subtype was reported in Hong Kong leaving 500, 000 dead, before spreading to Singapore and Vietnam in 17 days and to Philippines, India, Europe, Australia and
United States within three months. The total fatalities were around one million. Perhaps more remarkable about 1968 was the sweeping change that was unfolding around the world, as Star Trek aired its first interracial kiss, amidst the emerging civil rights movements and anti-Vietnam War rallies in the United States. The North Vietnam offensive in the Vietnam War, the assassination of Martin Luther King Jr. and Robert F. Kennedy within a space of a few months, notwithstanding, Boeing 747 Jumbo Jet, the largest passenger aircraft at the time was introduced, changing the pace of air travel, and Apollo 8 became the first manned spacecraft to circle the moon. Thirteen years later in 1981, the HIV/AIDS pandemic, first identified in the DRC in 1976, broke through, peaking between 2005 and 2012 and

A cure has yet to be found, but since then, Russia annexed Crimea raising a possibility of cold war, the United States restored diplomatic relations with Cuba after five decades, the British voted to leave the European Union, while United States intelligence found that

EFORE you remove the debris. Most people assume that the first thing you should do with the debris on your land is to remove it. However, if you do this before going through the process of documenting your loss, you could easily short change yourself. This is because documentation prepared by the insurance company might not be enough proof to demonstrate your full loss. Before your debris is removed and if you want to preserve your ability to achieve a full and fair settlement of your loss, you must do some quick but careful research to answer questions your insurance company will have regarding the size of your home, the construction quality of your house, and other personal property. Once you sign a debris removal contract you may lose your right to control the actual date of debris removal. The lot may be cleared without notice and before you have completed your documentation. If you have already authorized debris removal, request a postponement to give yourself time to retrieve evidence of lost possessions, construction elements and building dimensions. For best results, we recommend that you do not remove your debris until your adjuster has given you a scope of loss or detailed construction estimate. It is at this point you will know if issues exist that require access to the dwelling site, the building footings and foundation, and debris. You should be aware that some Countries place deadlines on when the lot has to be cleared, but you should be able to request an extension. Some Counties might implement debris removal programs. Be careful about jumping the gun on signing up for one of these programs as you might lose control of the project and have very little recourse. Before your land is cleared you must measure, photograph and save the slab or the perimeter of each structure. It might even be helpful to have someone video while you are measuring, and then zoom in on the measurement so it is readable. You will be amazed at how important documenting the size of your dwelling is. ….…if you remove the debris before going through the process of documenting your loss, you could easily shortchange yourself. Survivors can be shortchanged on the replacement cost as a result of inadequate measurements. Focus on the height and

thickness of the footings, stem walls, any slab and chimney. Although you can also use satellite photos (google earth) to locate your house on the property, you should also measure how far the house is from the property line or other permanent landmark (such as a telephone pole or a very old tree). For best results, measure the same spot on the house from two different landmarks. Take pictures of everything. A digital camera can be very helpful since you do not have to pay to develop every picture, and you will have a continual supply of “reprints” should an adjuster lose the ones you send. A video camera might also be helpful. Many digital cameras and cell phones now record video, but the low quality might make it less useful. Take as many photos as you can. You can never take too many. Include a ruler, yardstick or tape measure to document dimensions in the photograph. Go to your lot with a rake and large container, breathing mask and gloves. If, for whatever reason, you are unable to do this, recruit friends or
family to handle the task. Carefully poke through the ash to recover and save in the container any small remnants of tile, pieces of metal, copper piping, wood scraps – any tangible items to prove to your insurance company the quality of items and construction you had. You will be surprised how much is buried in the ash. Keep the saved items in a safe place to show to your current and subsequent adjusters the quality of materials, workmanship and possessions you had. You want to be able to provide evidence that will support claims such as the kind of tile that was in place, the types of light fixtures you had, the type of wood used, or what the foundation was like. A public adjuster is a professional whom as a homeowner you may decide to hire to serve as the middleman between yourself and the insurance company. A public adjuster can charge a fee ranging from 5 percent to 35 percent or more of your insurance claim. A public adjuster is licensed and regulated by your government insurance regulators.
When you engage them, they claim that you will have to do less work and will probably get more money for your claim because of their experience and expertise around the insurance settlement process. A draw-back, however, is that they cannot practice law and will have to hire a lawyer or other professionals (usually for an additional fee) if that need arises. Whatever the situation, they will still need you to document your loss. It was your house and you will still have to provide from memory or sift through debris to determine what you had. You might find yourself doing much more paperwork than you bargained for. From experience, in most cases the amount of work they do is not nearly worth the money they charge. Moreover, if you have a loss that exceeds your policy limit, a public adjuster will not be able to get you more money without involving legal assistance. It is a good idea to see how far you can get on your own before hiring any professional. Even with the public adjuster running between you
and the insurance company you will still need to be a 100 percent involved in the process. Only you know the true extent of your loss. The public adjuster may offer to give you the “inside nitty gritty” on the insurance claims settlement process, but most fire survivors can handle all the paperwork themselves. With the Internet at your fingertips and advocacy groups ready to help, most of the services you will really need to settle your claim is available for free. If you are still thinking about hiring a public adjuster, please consider the following; Disregard the sales pitch. A big portion of your future financial security depends on the skill and knowledge of the public adjuster you may hire. Select the person as carefully as you would your doctor, lawyer or investment counselor. Verify the public adjuster’s license qualifications, certifications or complaints with government insurance regulators. If hired, the public adjuster’s name will appear on your insurance reimbursement
cheques. The public adjuster will place a lien (a security interest on something) on your insurance claim, which means the public adjuster will be a payee on all your insurance settlement cheques. Further, a public adjuster may even keep a lien on your settlement long after working on your claim and even after you terminate the contract or take legal action against your insurance company. From experience, we have seen insurance company adjusters become more stringent with the policy requirements once a public adjuster is hired. While not the fault of the public adjuster, the result can place an extra burden on the homeowner who must now be ever more vigilant in proceeding with the settlement process. The public adjuster and NOT YOU will control your claim. The public adjuster will select the “experts” who will determine the value of your claim. The public adjuster may sell your claim short because of a heavy workload or another disaster. A public adjuster CANNOT handle legal issues regarding your claim. If you have a loss that exceeds your policy limit, a public adjuster will not be able to get more without involving legal assistance. The public adjuster you initially meet with may be more of a “salesperson” and your claim may be handled by a different, less experienced public adjuster. An insurance companies will NOT pay the fees and costs of your public adjuster. Use the following strategies and information to protect your rights: Do as much as you can on your own. Limit the contract to funds you have not or cannot get on your own. Be certain the public adjuster with whom you sign will actually work your claim. Some may reassign your claim to a less qualified person. Look out for Part VI. Note: In this column I offer insurance information in general. Docs reattach policeman’s hand severed in lockdown attack
NEW DELHI - Doctors have reattached the severed hand of an Indian policeman who was attacked while enforcing the coronavirus lockdown in Punjab state. The assault took place on Sunday in Patiala district. Subinspector Harjeet Singh is recovering in hospital. Eleven people, reportedly from the Nihang Sikh religious sect, have been arrested in connection with the attack. – BBC.
Paris accord under threat if Covid-19 trumps climate change

Assange fathered two children while holed up in embassy
LONDON - WikiLeaks founder Julian Assange fathered two children with a lawyer who was representing him while he was holed up in the Ecuadorian embassy in London fighting extradition, the lawyer told a British newspaper on Sunday. The Mail on Sunday said 37-year-old South African lawyer Stella Morris has been engaged to Assange since 2017. The couple have two sons, aged 1 and 2, both conceived while Assange was in the embassy and kept secret from media covering his case and intelligence agencies monitoring his activity, the paper said. – REUTERS.
Kim replaces a third of his governing body PYONGYANG - North Korean leader Kim Jong Un has carried out a major reshuffle of his State Affairs Commission, official media reported yesterday, replacing more than a third of its members. Kim has established an iron grip on the levers of authority in his nuclear-armed country since inheriting power in his late 20s in 2011. He is chairman of the SAC - the North’s highest decisionmaking body - and five of its 13 other members were replaced at a meeting of the country’s Supreme People’s Assembly (SPA) parliament on Sunday, the state KCNA news agency reported. “This is a rather large scale of SAC membership shuffle,” said former US government North Korea analyst Rachel Lee. Pictures carried by the official Rodong Sinmun newspaper showed hundreds of lawmakers sitting in close proximity to each other without wearing protective masks. A cabinet report reiterated the North’s insistence that “not a single case” of the coronavirus pandemic that has swept the world since emerging in neighbouring China has been reported in the country. Pyongyang put thousands of its own people and hundreds of foreigners - including diplomats - into isolation and mounted disinfection drives as it sought to prevent an outbreak, which experts say could be devastating given its weak health sector and widespread malnutrition. “The fact that North Korea went ahead with the SPA suggests the country’s confidence in managing the coronavirus situation,” Lee told AFP. “The fact that the attendees were not wearing masks only reconfirms that.” The new SAC members include Ri Son Gwon, a former senior army officer named as Foreign minister earlier this year, while his predecessor, career diplomat Ri Yong Ho, was removed. – AFP.

AU appoints team of special envoys to mobilise international support over Covid-19 executive of Credit Suisse, Tidjane Thiam, Trevor Manuel, a former finance minister in South Africa, and Rwandan former head of the African Development Bank, economist Donald Kaberuka. The appointment of Thiam, who is from Ivory Coast, is intriguing after he quit as the boss of Credit Suisse in February, as the banking giant was mired in a spying scandal, after it emerged surveillance had been carried out on another executive. In a statement, the AU says that the envoys will be tasked with “soliciting rapid and concrete support” pledged by the G20, the European Union and other
financial institutions. A global campaign to get rich countries to freeze payments on debts owed by poor countries and eventually cancel the debt is gaining momentum. The money could be diverted to fund efforts by developing countries to contain the spread of coronavirus. New analysis released on Sunday by the Jubilee Debt Campaign shows that 64 lower income governments spend more on external debt payments than they spend on healthcare. Countries with the widest disparities between debt payments and health spending include Gambia, Ghana, Zambia, Laos, Lebanon and
Pakistan. Meanwhile, the Justice minister of Somalia’s autonomous Hirshabelle state, Khalif Mumin Tohow, has died after contracting the novel coronavirus, the second recorded death in the country. Tohow died on Sunday in Mogadishu’s Martini hospital a day after he tested positive for Covid-19 in the town of Jowhar, the administrative capital of Hirshabelle. Boris will follow medical advice on when to return to work LONDON - British Prime Minister Boris Johnson will follow medical advice on when he should return to work, his spokesman said yesterday, declining to speculate on how long his full recovery from the coronavirus might take. “He was only released from hospital on Sunday and any decisions which he makes in relation to when he returns to government work will be following the advice of his medical team,” the spokesman said. Meanwhile, Spain, one of the countries worst hit by the global coronavirus epidemic, yesterday started to ease tough lockdown restrictions that have kept people confined to their homes for more than a month and put a brake on economic activity. Spain’s cumulative death toll from the coronavirus rose to 17, 489 yesterday, up 517 from 16, 972 on Sunday, the Health Ministry said. Confirmed cases totalled 169,

It was the highest daily death toll since April 6. After easing from peaks around the end of March, Italy’s daily death and infection tallies have declined but are not falling steeply as was hoped by Italians who have been in lockdown for a month. Nor was there any indication the United Kingdom would lift restrictions anytime soon as the death toll passed 10, 000. A TRADITIONAL leader in Kalumbila is happy that Government has embarked on food distribution to the people who were affected by natural disasters, such as floods. Senior Chief Mukumbi said the distribution of relief food to the affected families would avert hunger in the area. The traditional leader said that the distribution of the relief food was a demonstration that Government cared for the needy in society. “I am very happy to see that Government has decided
to come to aid of the people that have been affected with natural disasters such floods with relief food,” he said. The food distribution, he said, had come at the time when many people needed food especially in far places like Kalengelenge, Lubinga and Mangala. He said that this year’s heavy rainfall had left many people homeless after their houses collapsed while their maize as well as cassava fields were flooded. The traditional leader reaffirmed his commitment to work with the Government of the day to enhance development in the chiefdom and the nation at large. He said this when Kalumbila District Commissioner Robison Kalota flagged off the distribution of relief food in the district at the weekend. And Mr Kalota said it was Government’s duty to look at the plight of the vulnerable people in society and attending to their needs. “And that is why government is making that people affected by natural disasters are helped,” he said.

OVERCROWDING WORRIES TRADERS’ COOPERATIVE By ANDREW MUKOMA

ARKETS in Livingstone are overcrowded with customers and traders all of whom are not observing social distancing, the Zambia Micro and Small Traders Foundation Cooperative (ZAMAST) has observed. In addition, ZAMAST noted, marketeers and most of their customers were not using face masks, thereby presenting a fertile ground for the spread of the Covid-19 pandemic. The organisation has thus sent a passionate appeal to the Livingstone City Council (LCC) and other authorities to enhance the Covid-19 sensitisation among traders and customers in all markets and other public places.
Southern Province Coordinator, Frederick Sakala, observed that some markets were overcrowded and people were not adhering to social distancing. Mr Sakala added that traders were not using face masks as guided by health experts yet they were interacting with multitudes of people at great risk. ZAMAST itself conducted a sensitisation meeting at a temporary market at COMESA building at the weekend. Mr Sakala said that it was against that background that ZAMAST realised the need for the council to get on board and sensitise the marketeers. “The massage we are imparting in our members is that this coronavirus is deadly and therefore, they should observed social distancing, handwashing or sanitising and

UNIP, the oldest political party in Zambia, will recruit about 50, 000 youths to take up leadership positions as Members of Parliament and councillors in the 2021 general elections. The party national chairman, Robert Mukengam, said that the process of identifying such youths had already started. Captain Mukengami said the party was revamping and rebranding itself ahead of the 2021 general election. In an interview with the Daily Nation in Livingstone, Capt Mukengami said most political parties were relaying on old people to take up leadership positions, the situation UNIP would avoid. Meanwhile, Capt Mukengami has cautioned Henry Muyoba to stop aligning himself to the former ruling,
stating he and his colleagues were not UNIP members. He said that Lieutenant -Colonel Miyoba’s call for the removal of party leader Tilyenji Kaunda and his vice president Njekwa Anamela was uncalled for. “I want to warn Col Miyoba and his cohorts to stop aligning themselves to UNIP because they are not our members. LtCol Miyoba should stop talking about UNIP assets or anything to do with the party convention. “If Lt-Col Miyoba wants to join UNIP, let him follow the procedures by applying to the Central Committee which will then submit his application to the National Council. As it stands, he is not a UNIP Member,” Captain Mukengami emphasised. He explained that Lt-Col Miyoba was nowhere in the party membership register and, therefore, should desist from commenting on UNIP matters.

T
HE Football Association of Zambia has clarified that the suggested meeting to end wrangles in the association is not an
emergency annual general meeting or emergency council meeting as alleged by some stakeholders. On Saturday, Minister of Sports, Youth and Child Development Emmanuel Mulenga said warring football
administrators have agreed to hold an emergency annual general meeting which will resolve the wrangles at FAZ. Mulenga said the outcome of the emergency meeting willl be final and those who will not comply with its resolutions risk
being suspended by the government. However, in an interview Mweemba said the meeting is a consultative meeting involving the aggrieved stake holders, FAZ, National Sports Council and the Ministry of Sports and
will be will be chaired by FIFA. He said the emergency meeting and the emergency annual general meeting have their own rules and regulations to follow according to the FAZ constitution. Mweemba said the association would be abrogating the FAZ constitution if it was to call for an emergency AGM or ECM without following the right procedure. “The meeting we agreed on is not an ECM or AGM, It’s a consultative meeting. If you say that we are going to have an ECM, it means you are abrogating the rules because that is not the way an ECM is called. “The consultative meeting
we are calling for is for people with grievances because we have said FIFA is going to chair the meeting and FIFA officials promised that they will come after this coronavirus pandemic normalises,” Mweemba said. He said the FAZ and the FIFA statutes will be followed even during the said consultative meeting to be chaired by FIFA. Meanwhile, Mweemba has commended Mulenga for indicating that he is not on Kalusha Bwalya or Andrew Kamanga’s side. Mweemba said the association expect the minister to be objective as the father of all sports in Zambia.

Kane not for sale to domestic rival this summer

TOTTENHAM Hotspur have no intention of letting striker Harry Kane leave the club this summer and would not sell to a domestic rival. Kane, 26, signed a six-year contract with Spurs in June 2018. Last month, he said he would not stay at the north London club “just for the sake of it,” and there are reports chairman Daniel Levy would be open to selling him for about £200m. Manchester United are
long-time admirers of the England captain. Tottenham were one of the first Premier League clubs to furlough staff in response to the coronavirus pandemic, with Levy warning that “people need to wake up to the enormity” of the crisis. However, the club subsequently reversed that decision following criticism from supporters, with only board members now taking salary reductions. There are suggestions that because of financial worries, Levy would sanction Kane’s sale if the fee was in the region of the world record £200m Paris St-Germain paid Barcelona to sign Brazil forward Neymar in 2017. However, there is uncertainty over the summer transfer market given the present shutdown of football across Europe, with all the major clubs facing a financial headache. – BBC.
