‘Audit CDF in opposition manned areas’ By AARON CHIYANZO CONSTITUENCY Development Funds for areas manned by the opposition must be audited because the projects that have been undertaken do not match the amounts that have been released, Patriotic Front official and former Mandevu constituency secretary Lemmy Bwalya has said. Mr Bwalya observed that while CDF development projects could be seen being rolled out in constituencies represented by PF Members of Parliament, the same cannot be said about those manned by the opposition. He said all constituencies received the same amount of money from Government but wondered where the money given to opposition manned constituencies was going. Mr Bwalya said in as much as the opposition did not want to see development in their areas because credit went to the ruling party, public funds were supposed to be accounted for. He said colossal sums of money had so far been disbursed to constituencies but the areas manned by the opposition were still lagging behind in development. Mr Bwalya called for a thorough audit of CDF usage in opposition constituencies. “We need answers why we are not seeing CDF projects in opposition strongholds. All constituencies get the amount of funding but why is it that other areas are lacking the basic development which can be provided with CDF. We call for a thorough audit,” he said.

…as inflation drops By BUUMBA CHIMBULU ZAMBIA has recorded a trade surplus valued at K4.5 billion as inflation rate declined to 15.5 percent this month due to a reduction in food prices. The country recorded a trade surplus valued at K4.5bn in July this year from K1.7bn the previous month, indicating a 163.6 percent increase. This is according to figures released by Zambia Statistics Agency interim StatisticianGeneral, Mulenga Musepa, at
the monthly bulletin briefing in Lusaka yesterday. Mr Musepa explained that trade surplus meant that the country exported more than it imported in nominal terms. He said exports mainly comprised domestically produced goods, which increased by 29.5 percent to K12.2bn in July this year from K9.5bn the previous month. This increase was mainly on account of a 37.9 percent increase in export earnings from intermediate goods. He said the total trade for the period January to July this year increased by 10.3 percent to K117bn from K106.1bn posted in the same period last year. On inflation, Mr Musepa said this month’s inflation rate decreased to 15.5 percent from 15.8 percent recorded in July. “This means that on average, prices of goods and services increased by 15.5 percent between August 2019 and August 2020. The slowdown in the annual rate of inflation was attributed to price decrease in food items,” he said.
ZNS anti-smuggling measures rile Mpezeni By NATION REPORTER PARAMOUNT Chief Mpezeni of the Ngoni People of is saddened with the way Zambia National Service (ZNS) Personnel is beating and harassing people suspected of smuggling maize into neighbouring Malawi. Chief Mpezeni said he feels it is not right to beat and harass people in as much as he does not support maize smuggling. He said the anti-maize smuggling task force should exercise civility in the manner they deal with people found engaging in the illegality. “I have been receiving numerous reports of headmen and other people being beaten, harassed and having their maize ceased. I am worried with such reports and want to appeal to the President to put a stop to such acts,” Chief Mpezeni said. He said this on Wednesday when Agriculture Minister Michael Katambo paid a courtesy call on him at his palace. Chief Mpezeni said that he supports Government’s stance on curbing maize smuggling because it is being done to promote food security. Chief Mpezeni also said government should consider setting up a board that will be responsible for selling fertiliser to farmers at a cheaper price if is to control the sale of maize. He said the board will enable other private players in the market to reduce the price of fertiliser. And Mr Katambo assured the traditional leader that government will consider addressing his concerns. “Your highness I want to assure you that I will take all your concerns to President Lungu, we value the role you play in national development. We have set up anti-maize smuggling squads in all borders across the country so that we curb smuggling to protect the low food reserves we have from depleting completely,” Mr Katambo said.

Mr Banda, popularly known as Jay Jay has been in custody since his arrest last week for unlawful procession, and was on Wednesday transferred from Chipata Central Police to Namuseche prison. According to Jay Jay’s father Mr William Banda, his son was Wednesday night taken to the hospital around 18:30 hours where he was admitted after he experienced chest pains. “Yes, he is admitted to Chipata General Hospital after he experienced chest pains while in prison. He was rushed to the hospital around 18:30 hours on Wednesday night,” Mr Banda said. Mr Banda who is Lusangazi council chairperson, however said his son’s condition was stable. Meanwhile, the three chiefs have pledged their support to President Edgar Lungu for his leadership style. Speaking through their spokesperson, sub Chief Twaileta Chipungu, the three assured the President of their support beyond 2021. The chiefs, however, bemoaned the poor state of Kashikishi-Lunchinda Road and lack of communication towers in Lambwe Chomba chiefdom. They appealed to the President to consider upgrading the KashikishiLunchinda Road to an all-weather stretch. They also appealed for construction of a police station in Mununga area. In response, the President who said he was committed to working on all the roads called on Housing and Infrastructure Minister Vincent Mwale to explain what was being done to have the road worked on.
Mr Mwale explained that Government had revisited the Kashikishi-Lunchinda Road project from the initial K470 million to K229 million because of competing needs. PRESIDENT Edgar Lungu says he will continue working hard for Zambians and not be derailed by critics who always condemn him. He said this yesterday when he met church leaders from the Independent Churches of Zambia (ICOZ) who expressed solidarity for his leadership. This is according to a statement released to the Daily Nation by special assistant for press and public relations, Isaac Chipampe. Mr Lungu said some people will always criticise him as long as he remains in office as President of Zambia. "President Kaunda, President Chiluba, President Mwanawasa, President Banda, and President Sata are all good people now that they are no longer in this job. For me the critics will never say anything good but what is important for me is to do my best for the Zambian people," he said. President Lungu also thanked the church leaders for the messages of encouragement and observed that because of some people's penchant for criticism, their advice is lost in the maze of criticism. And ICOZ President Bishop David Masupa, representing Bishops from all the provinces of Zambia, said President Lungu has shown distinguished leadership, citing infrastructure development and how Government has handled the covid-19 pandemic as one of the examples.

MOPANI STAKE CRITICAL THE decision to raise ZCCM-IH’s stake in Mopani Copper Mines is a strategic option, given the flip-flop actions by Glencore International, the majority shareholder. In April this year, the Swiss-headquartered firm abruptly announced suspension of operations of Mufulira and Kitwe assets, but backpedalled after being challenged on procedural matters. Within a short time, the firm hurriedly tendered a 90day notice of intention to place operations at the two units on care and maintenance, citing falling copper prices on the international market, high operational costs and the telling effects of the Covid-19 outbreak. Last year, Glencore indicated that the lifespan of the Mindolo shaft was coming to an end and decided to suspend operations. The Zambia Chamber of Mines (ZCM) has had its share of this drama, suggesting that member companies are owed colossal sums of money in unpaid VAT refunds. This did not go down well with the Zambia Revenue Authority, whose boss Kingsley Chanda came out guns-blazing and accused the mining umbrella body of being economical with truth. Thus the Zambian mining sector has been in the spotlight in as far as controversy is concerned. It is hoped, therefore, that Government through ZCCM-IH will successfully negotiate a better deal with Glencore so that the transaction on Mopani does not breed consternation. ZCCM-IH must indeed increase its shareholding level to have an upper hand in the affairs of Mopani and improve its financial outlay. Mopani surely requires a new lease of life, with improved operational system and strategic measures to cut costs across operational areas. There is absolutely no need for the struggling mining firm to maintain a horde of expatriates who are no better than Zambians, but a liability to the firm. Already Mines and Mineral Development Minister Richard Musukwa has announced the technical negotiating team for ZCCM-IH to increase its stake in this important national asset. This is certainly a serious undertaking and a response to Glencore’s decision to place the mine assets on care and maintenance after what experts describe as a complete failure by the international holding firm to run the mine. The intention to acquire controlling shares, in simple terms, means that ZCCM-IH raising its stake from the current 10 percent to have a stronger voice in running operations. ZCCM-IH, holds 10 percent while Glencore Plc has 73.1 percent with 16.9 percent residing with First Quantum Minerals Limited. Invariably, Glencore’s zeal to run Mopani has fallen apart, what with reports that expatriates have choked the mining giant in positions that could be ably and better handled by Zambians. Secondly, Mopani has engaged foreign contractors at exorbitant rates while experts are reportedly applying wrong operating systems as they are not adept with the Zambian mining terrain. If indeed ZCCM-IH taking over of assets is imminent, then let it be so! Zambia cannot risk another debacle in the mining sector after the bitter experience with Vedanta Resources at Konkola Copper Mine. Copper prices are around $6, 500 per tonne while Mopani is estimated to have a 30-year more lifespan. Mining is still the mainstay of Zambia’s economy; the natural resources are still abundant, hence the need to continue with sustainable mining. If need be, ZCCM-IH should find a strategic partner after acquiring majority shares in Mopani and allow a smooth exit of Glencore International. A win-win situation should be knocked out during the negotiations!

I AM not a UPND cadre, former CiSCA chairperson, John Mambo has said. Bishop Mambo came under fire after pictures of him clad in UPND regalia circulated on social media. Patriotic Front media director, Sunday Chanda has said called on BISHOP Mambo to step down from CiSCA immediately. Mr Chanda said the pictures attest that the CiSCA boss was masquerading as a civil society activist when he was a full time UPND cadre who is involved in active political campaigns. However, CiSCA has explained that Bishop Mambo was no longer chairman and was in the process of being replaced. When contacted, Bishop Mambo said wearing UPND regalia did not mean had joined the opposition party and that he was just helping with distribution of materials for making face masks. He said he was ready to put on any regalia despite the political party and participate in their face mask distribution exercises as he had done the UPND. “As long as the exercise is aimed at saving lives, bring your regalia and I will wear it publicly,” he said. And Mr Chanda said the PF had previously warned against political stooges, irrespective of age, hiding behind the cloak of CSOs that it was just a matter of time before they would be exposed. OLICE are hunting for Chishimba Kambwili who has been appearing on social media but failed to appear in court. Lusaka Province Commissioner of Police, Nelson Phiri said that following the issuing of a bench warrant of arrest, police were looking for Mr Kambwili. “We have not yet found him but we are still looking for him because there is a bench warrant to find him and take him back to court,” he said. Lusaka Principal Resident Magistrate, David Simusamba, issued a bench warrant against

She said before the amendment to the rules, case management was always the preserve of a judge because the old rules of court did not define the role to be played by counsel andlitigants in case management. She said amendment will also introduce for the first time, time frame for
delivery of judgements and rulings, as well as the inclusion of forms for scheduling conference and expert evidence. GOVERNMENT’S decision to increase ZCCM-IH shares in Mopani Copper Mine (MCM) is a step in the right direction, mine unions have charged. The unions have accused Glencore International, the majority shareholder in Mopani, of being a problem in the last few years. Mineworkers Union of Zambia (MUZ) president Joseph Chewe and his National Union of Miners and Allied Workers (NUMAW) counterpart James Chansa said increasing ZCCM-IH shares in the mine should be expedited to ensure a smooth exit of Glencore from the giant mining company. The two union leaders were speaking in Kitwe in the wake of Government's decision to increase ZCCM-IH shares in the mining company. "As mine unions, we would like to say privatisation has failed us, because from the time the mines were privatised, we have seen massive job losses, poverty, hunger and misery in the once flourishing mining townships. "This is why we are welcoming the decision by government to increase ZCCM-IH shares in Mopani. Glencore have been a problem and I think we should give ourselves chance to run the mines,'' Mr Chewe said. He said the mine unions
would always support good ideas of Government which were made in the interests of the miners. "Following the announcement by the government, we are elated and we hope the process will be expedited to ensure that things start moving in a right direction and in the interests of miners who have been spending sleepless nights over the MCM stand-off,' he said. Mr Chansa thanked the employees at Mopani for their patience during the difficult time of uncertainty, especially when the firm announced its decision to place the mine on care and maintenance. HE Zambia Revenue Authority (ZRA) has signed an agreement with Japan International Cooperation Agency (JICA) on capacity development for smooth operation of One Stop Border Post (OSBP) on the North-South transport corridor. The project will cover the Chirundu and Kazungula border posts. ZRA Commissioner General, Kingsley Chanda, explained that JICA had supported many sectors of the Zambian economy citing the construction of new bridge at OSBP. “You may recall that the Chirundu One-Stop Border Post was the first to be estab-
lished on the African continent. Despite this milestone, Chirundu One Stop Border Post has not fully actualised the ideal trade facilitation efficiency that was anticipated,” Mr Chanda said. JOHANNESBURG – The South African government has no intention of forcing pension funds to invest in specified projects or assets which will not yield optimal returns, says Deputy Finance Minister David Masondo. Masondo was responding to questions in the National Assembly on Wednesday. Finance Minister Tito Mboweni could not attend the sitting. During the session, Democratic Alliance MP Dion George asked if pension funds would be forced to invest in government’s infrastructure programme. “There is no intention from government to oblige retirement funds on how to invest, be it in government infrastructure or any other projects or investments,” Masondo said. “All investment decisions are ultimately the duty of the board of trustees who decide which assets retirement funds should be invested in as per the fund’s investment mandate,” he added. Masondo’s remarks come amid debate within the ruling ANC about how to boost local investment. The party’s proposed economic recovery
strategy includes a proposal to have regulation 28 of the Pension Funds Act “tweaked” to allow trustees of funds to invest in more asset classes, namely infrastructure. On Wednesday, Masondo explained that amending regulation 28 would allow retirement funds to “broaden the scope” of the type of investments they can make, including public infrastructure projects. “(It is) just to enable trustees to have a wider choice … the intention is not to force them to invest in particular investments that government prefers.” He also said that trustees would have a choice to do so if they wish to, as they have a fiduciary duty towards fund members to deliver better returns. “Savers are not saving money in order to lose money,” Masondo said. – FIN24.

Coronavirus: UK worst hit among major economies LONDON - The UK was the hardest hit by Covid-19 among major economies from April to June, the Organisation for Economic Co-operation and Development has said. Its economy suffered its biggest slump on record over the three-month period as coronavirus lockdown measures pushed the country officially into recession. Its 20.4 percent contraction was well above the 9.8 percent drop for the 37 OECD nations as a whole, the think tank said. Spain was the next worst hit, with a decline of 18.5 percent. The decline for the OECD area was its largest on record, far outstripping the 2.3 percent drop recorded in the first three months of 2009, at the height
of the financial crisis. At the same time, the G7 group of industrialised nations suffered a contraction of 10.9 percent, while the eurozone saw a 12.1 percent fall. Among other G7 nations, second-quarter GDP declined by 13.8 percent in France, while Italy, Canada and Germany suffered falls of 12.4 percent, 12 percent and 9.7 percent respectively. When the UK published its second-quarter GDP figures earlier this month, Chancellor Rishi Sunak said the government was “grappling with something that is unprecedented” and that it was “a very difficult and uncertain time”. Gatwick Airport plans to cut 600 jobs due to coronavirus LONDON - Gatwick Airport has revealed plans to cut a quarter of its workforce due to the impact of coronavirus. About 600 jobs could be lost following an 80 percent reduction in the number of passengers. The airport is running at about 20 percent its usual capacity for August, with only the North Terminal open. Chief Executive Stewart Wingate said the cuts were a result of the “devastating impacts” coronavirus had on the airline and travel industries. In March, the airport announced 200 jobs would be lost and it later took out a £300m bank loan. With the collapse in passenger numbers, the company said it was looking to further reduce costs. About 75 percent of staff are currently on the government’s furlough scheme, which is due to end in October. Employees will be formally consulted on the restructuring plans before any jobs are lost. Regional manager of the union Unite, Jamie Major, said 600 jobs amounted to roughly a quarter of the workforce directly employed at Gatwick. He said: “This is a bitter blow for the workers and once again highlights the chronic failure of the government to support the aviation sector, despite promises way back in March that it would do so. “Unite will be entering into formal negotiations with Gatwick Airport to ensure that redundancies are minimised and that all redundancy procedures are fair and fully transparent.” He said the workforce had been left reeling and the scale of job losses was having a devastating effect on the local community and economy. – BBC.

HH is a lost soul Dear Editor, HH must examine himself to determine if he wants power to enrich himself or to help the Zambians, but as things stand, it is clear to all of us to see that his intentions are not noble and we must reject his kind of politics. What kind of leader would rejoice when people are suffering because it almost creates an opportunity for him to gain political power? In the midst of a national Coronavirus crisis the country is faced with, HH is busy politicking and twitting about lost hope when his concern must be the safety and health of the citizens he so desperately wants to rule over. If there was any doubt in the minds of any Zambian, today that doubt has been cleared as HH has clearly exposed his unpatriotic behaviour as well as his selfishness to gain political mileage on the suffering of many Zambians. Each time Zambians are in pain HH sees it as an opportunity to mock them, his patriotism to this nation leaves much to be desired. Why does he celebrate Zambia’s problems? And what did we do to this man to deserve such kind of bitterness from an opposition leader? Yes, we have challenges as a country, we all know that, some are local but the major ones are global and beyond our reach. The US and China trade wars have not spared us either; climate change as well has also significantly contributed to our many challenges and the PF government did not create the corona virus and as such we expect every leader to show leadership and not try to gain political mileage when people are dying. That said and done, it is the responsibility of every leader, in government and in opposition to do anything in their power to help cushion the challenges our citizens are facing, this must be seen in deed and as well as in our spoken word. It is very unfortunate that HH now thrives on the challenges we are facing as a way to get himself into State House. Social media today is awash with angry Zambians who have condemned HH’s no show of leadership and upright moral with his only concern being State House at any cost. Sadly, today HH has shown us that the current political situation exposes serious weakness in Zambia’s opposition political systems. HH and his UPND lack the credibility in pushing the country forward. UPND has a serious challenge of misguided political leadership to marshal the required effective opposition strength to create a climate for development. The leadership of UPND suffers from ego, overrated ambition for power and pride, such that it overcrowds their effective participation on important national matters that affect the citizenry and poor people. They could be more effective by engaging government and the ruling party in debating policy frameworks on how to develop the country. Particularly, pushing policies that address the needs of poor people such as improving access to clean water and sanitation, quality healthcare, education, rural and agricultural development, and debate macroeconomic policy frameworks required for growth and development, critically contributing to poverty eradication, employment creation and addressing inequalities. Dear Editor, SOMETIMES I don’t know whether to cry or laugh over the rantings from politicians, especially those in opposition camps. A day hardly passes without hearing some of them bragging that come 2021, they would be spending the next five years in State House. To govern a country is more than merely propounding book theories, but calls for mature politics, levelheadedness with national appeal.
Some of those vying State House have never managed even a ward in their whole lives but are today busy blowing hot air.Running a country is not like operating a company but calls for more clout from those nursing leadership dreams. Some of them have a number of cases pending in our courts of law which removes credibility from their names. And oddly some of them have taken to tribal and name-calling kind of politics which is ancient.
Recently, many of them claim victory because they have allegedly become unstoppable. More importantly, they forget the kingmakers, the ordinary Zambians who vote. It is them who make and unmake leaders and not the other way round. Zambia is one and all those vying for top most office should learn to humble themselves before the people. JAY BOND, Lusaka.
Dear Editor, I FULLY support the action taken by South African President Cyril Ramaphosa against his arrogant Finance Minister Tito Mboweni. Mboweni’s bickering against the Zambian government could only have come from a village economist. Had Mboweni been to a proper school he would have known that Zambia is a sovereign state with its own kind of law’s very different from South Africa’s. He should also have known that his empty rantings were going to cause serious diplomatic strains between Lusaka and Pretoria. It is ironic that a man of standing in his country’s government could sink that low and completes lose direction for whatever his hideous reasons. Lest he has forgotten, I will remind him that Zambia did a lot to help SA achieve its independence from the oppressive Boer regime. Maybe he was still I his nappies when great South African freedom fighters like Africa’s hero Nelson Mandela, Oliver Tambo, Thabo Mbeki, Walter Sisulu to mention but a few made Zambia their home. President Edgar Lungu is leading an independent state and he will continue to take necessary action according to our laws without any hindrance from disgruntled elements, especially if they are foreigners. It is also possible that Mboweni is being used by some Zambian political leaders who have made South Africa their base to launch attacks against a duly elected Zambian government. My advice to my fellow Zambians is that they should ignore misguided Mboweni as he does not mean a thing to Zambia. Pamodzi gets water pumps By MUYANI SHINJABALE
FIVE water hand pumps have been installed in three areas of Pamozdi ward in Ndola by two NonGovernmental Organisation (NGO) in an effort to promote access to clean and safe water. Seeds of hope and Love Water organization installed five hand pumps each worth over K5,000. Pamodzi Ward Councillor, Manasseh Siwila, said the move would supplement Government’s efforts in provision of clean and safe drinking water. The installation of the pumps, he said, would promote sanitation and a healthy living by residents in respective areas. Mr Siwila said during the first phase, two water pumps had been installed at the Kanyanji Police Post and Pamodzi Satiyasai Clinic. He said the first phase of the installation was being done in three areas, namely, Pamodzi habitat area, Kanyanji and Pamodzi overspill townships. He indicated that the areas had been faced with water challenges for a long period of time. The councillor said the second phase was going to be done in Misundu and Maria Chimona areas in order to address the water challenges the two areas. And Carren Mwelwa, a resident of Pamozdi Overspill, thanked the two organizations for installing hand pumps, stating that the pumps would make life a lot easier. Ms Mwelwa said the residents of Overspill used to draw water from shallow wells which were often not covered and unsafe for the people. She further urged her fellow residents to guard the pumps jealousy and not vandalise them.
Increase NRC mobile centres, Govt urged By SANFROSSA MANYINDA GOVERNMENT should consider increasing the number of centres for the ongoing mobile issuance of National Registration Cards (NRCs). Once centres are increased, many people will be able to obtain the NRCs while congestion will be reduced. Democratic Governance and Human Rights Advocates (DEGHA) said that with the positive response from the public, there was need to set up more points. DEGHA Coordinator, Gerald Mutelo, said in Kitwe that the number of officers also needed to be increased to match the rising response from the
public. “We appeal to the Ministry of Home Affairs to ensure that they increase these points as soon as they can so that the exercise is completed within the stipulated period,” he said. Mr Mutelo said that with the outbreak of the covid-19, it was not good to have a limited number of points which would force people to gather in large numbers for a long time. He observed that residents stayed in queues for a long time, thereby endangering their lives as they would easily contract the corona virus. He said that the number of officers should also be increased as it would help clear the queues and allow people to go back to their homes to avoid overcrowding. Mr Mutelo said that the Government would do a great job to increase the number of points as well as the number of officers.

GOVERNMENT has observed the need to scale up the economic contribution of the extractive industry towards the country's development agenda which is threatened by the onset of the covid-19 outbreak. Copperbelt Permanent Secretary, Bright Nundwe, said the extractive industry should boost its contribution to economic development in order to cushion the impact of the pandemic. The mining industry accounts for 73 percent of the country's total exports, 10 percent contribution to the GDP and 26 percent contribution towards Government revenue. Additionally, mining contributes about 2 percent of employment generation. Mr Nundwe said Government was aware of the increased costs being incurred in the mining industry and other economic sectors on preventive measures aimed at safeguarding the

Government, he said, had therefore constituted a team consisting Ministries of Mines, Finance, Labour and mining experts together with trade unionists to explore operational sustainability options for the mining industry. He said that Government was also reviewing the current Mines and Minerals Act of 2015 with a view of facilitating a conducive policy and regulatory framework on extractive resource governance. "I am therefore optimistic that the resolutions of this indaba will contribute to the many interventions by the many other stakeholders in motivating the impact of the covid-19 on mining operations, sustainable development and community livelihoods," Mr Nundwe said.
Incentives for local mine suppliers coming By SANFROSSA MANYINDA GOVERNMENT has assured mine suppliers of its intent to promote local content in order to curb unfair competition with foreign firms. Mines and Natural Resources Minister, Richard Musukwa, said his ministry would incentivise local contractors and suppliers through the issuance of a Statutory Instrument (SI). The SI would give effect to the provisions of the Mines and Minerals Act number 20. Mr Musukwa said that countrywide consultations were held last month to ensure that the contents of the proposed SI were discussed with all stakeholders. “A number of stakeholders made valuable submissions that have been incorporated in the draft SI that is being finalised by the Ministry of Justice,” he said. The more loans are paid back, the more we encourage government to fund more empowerment projects,” he explained. Meanwhile, Youth Alliance District Association president, Emmanuel Nkole, suggested that the scheme should be in form of a grant. “There are sectors that need grants and others that require loans. IN an effort to supplement Government efforts in the wake of the Covid-19 pandemic, Sinazongwe Member of Parliament Gift Sialubalo has distributed more than 40, 000 face masks and other materials across the district. The face masks which are being made by a tailor-based organisation in Maamba, Blackwell Mantele, are being distributed across all ages. Mr Sialubalo said in an interview that apart from the distribution of face masks, hand washing soap and sanitizers, he was also engaging the communities on Covid-19 preventive measures. He said that so far, more than K40, 000 has been spent on the production of the face masks and purchasing of other Covid-19 preventive materials. Mr Sialubalo reminded residents of Sinazongwe and other parts of the country that the Covid-19 virus was real, hence the need for them to strictly observe all health protocols in their everyday activities. He indicated that his team would not relent in supplementing Government efforts, adding that everyone was affected. Meanwhile, some women involved in fish business in Siansowa and Mweemba area have appealed to their lawmaker to facilitate the construction of market shelters where they could be conducting business. The women said just like as the case was at Maamba Market, they too deserved some shelters in their respective areas. RETIREMENT BENEFITS, JOB CREATION AND ECONOMIC REVIVAL IN A PANDEMIC E
ARLY this year, a letter went viral, purportedly written by the Teaching Service Commission of Zambia in which teachers were told that their retirement should be in line with the provisions of the Law at the time of their employment! In this regard, all teachers employed before 2015 when the Law on retirement age was ammended from 50 years for early retirement and 55 years for normal retirement to 55 years for early retirement, 60 years for normal retirement and 65 years for late retirement, would have to leave the teaching service! It is commonly argued that the law does not work in retrospect! This meant that those supporting the removal of the affected teachers from the teaching service had a point. Yet, others contended that the changed law had been thrust on the affected teachers! The Attorney General assured that there was nothing to worry about.
FOLLOWING the 2008 global financial crisis, Enterprise Risk Management (ERM) emerged as a critical issue in the most varied sectors of industry organisations. Today, with the world crippled by the novel coronavirus (COVID-19), the practice is now considered as the must have tool for the enhancement of corporate governance that should strengthen sound decision-making processes. Firstly, it may be important to draw a distinction between the traditional risk management and enterprise risk management. As obvious as it may appear, it is the word “Enterprise” that makes the difference. Traditional risk management is a bottom-up process that focuses primarily on losses, costs and the negative side of risk; heavy on compliance and specification and mainly reactive. While enterprise risk management, on the other hand, has a much broader scope as it considers all the risk factors faced by the organisation, and it helps the Board and management make informed decisions according to its acknowledged risk appetite. While ERM like the traditional risk management does consider compliance it is a top-down process that prevents and mitigates losses and looks for opportunities in adversity for the organization thereby creating value and ensuring that the organisation’s objectives are met with minimal disruptions. ERM is a bigger picture risk management that adopts a holistic approach to managing risk, placing it within a portfolio of things that need to be managed in order that the organization achieves its objectives. While individual departments
One of the challenges that the change of retirement age from 55 to 60 years entailed was holding back retirement for five years for workers who should otherwise have retired and been paid off and replaced by new workers. This matter has brought a window of opportunity for Zambia to resolve a long standing dilemma of how to pay off retired public servants, create jobs for so many of our youths and in turn revive the economy. A key factor that motivated the state to increase the retirement age was to open a moratorium window during which to mobilise resources to pay off the huge backlog of retirees inherited from the previous administration in 2011. Unfortunately this has not materialised. Instead a mountain of unpaid retirement benefits has accumulated. Remember, a double-edged sword was created by popular acclaim among workers, labour unions and others when the Zambian Parliament, riding on the popularity among workers and labour unions, had accepted a clause in the 2016 Constitution, of retaining retirees on the payroll until their benefits had been paid. This retention on the payroll of unpaid retirees created a resource drain problem. The state
and other employers have to pay two salaries for one job for as long as retirees’ benefits remain unpaid; that is one salary for the retiree and another salary for the job holder! This, coupled with the nation’s mounting external debt obligations, has put the state in a dilemma. The onset of Covid-19 in Zambia in mid-March has left Zambia’s labour landscape in a helpless situation of sorts. Therefore, it is imperative to pose the inevitable questions; what is the way forward? How does Zambia get out of this entanglement? Firstly, it is important to note that the situation is not irredeemable; it can be salvaged. Several permutations can be looked at to create a win-win situation for all – retirees, the government, unemployed youths and the nation at large! How can this be achieved? First and foremost, the government should see paying off retirees from the perspective of killing several birds with a stone, and as a major stimulus package for the retirees to turn their benefits into investible capital to play a pivotal role in reviving the Covid-19-ravaged economy quickly. There are three possible sources to finance the retirement packages: From within the national
budget by sacrificing some capital projects; The government can approach some local pension houses for a loan to finance this; or The government can approach some international cooperating partners for a grant or a soft loan specifically to sort out this problem. Several years ago, Tanzania owed its workers in public institutions colossal sums of money. The Tanzanian government of President Josiah Kikwete borrowed US$100 million from the World Bank and paid off all its workers in public learning institutions. Zambia can do the same. There are several benefits
that Zambia can accrue from clearing retirees on the public service payroll: It will save resources – from paying two people for one job to paying only one person for that job; The freed resources can be used to employ fresh graduates from colleges and universities without injecting fresh funds into the payroll; thus reducing the current high unemployment among Zambian youths currently roaming the streets; Thousands of jobs will also be created as many retirees will invest their retirement benefits in start-ups, some will boost their existing businesses while others

Why organisations need to integrate enterprise risk management into their strategic planning process? or business units usually deal with their own risks, ERM needs everyone to be involved from frontline staff to Board level, to make it truly effective. Risk management is ostensibly undertaken with the objective of preventing loss while ERM has other, more far-reaching reasons, like lowering the organisation’s risk and increasing sustainability as this has the effect of gaining savings and increasing value for the firm in the long run Although ERM, generally speaking may still be an ongoing process in most private institutions and more recently in the public sector, it has moved out of a reactive or panic-driven mode to become more predictive and proactive. Siloed approaches are being abandoned in favor of more collaborative, holistic and integrated frameworks. The risk management function now assumes a more strategic role in organisations. It is increasingly being recognized as a guidance provider on the path ahead, mitigating critical risks and allowing companies to grow sustainably in the long term. Strategy formulation on the
other hand is the main part of the strategic planning process and a robust ERM framework must provide relevant risk information for decision-makers so as to reduce the possibility of selecting a mistaken strategy or overlooking an important one. Organisations need integrate the risk framework into their strategic planning process
to take account of risk implications on their objectives or a lack of that process could result in failure. To integrate ERM into the strategic planning process, organisations need to ensure that the risk information is current, complete and reliable. For this purpose, robust procedures of risk assessments, treatment and
monitoring need to have a practical narrative to them. Suitable monitoring of all risks, through key risk indicators, enables organisations to foresee potential problems. If the risk tolerance tends to exceed levels, alarm bells can be triggered. Thus, organisations have the opportunity to review the treatment strategy given to the risk, which
will invest in stocks on the Lusaka Stock Exchange (LuSE). This will increase the buying power, expand the national tax base and boost national economic performance. Inevitably, these benefits will translate into a feel-good factor and a win-win situation for the whole nation. As Indian author, activist, motivational speaker and founder of Country First Foundation, Shiv Khera, writes: “Winners see the gain; losers see the pain” and “winners don’t do different things, they do things differently,” we can derive good mileage out of an otherwise hopeless situation!

Strategic planning that is risk-based helps to define the value proposition that the business brings to the market, and the way in which organisations intend to distinguish themselves from other competitors. For most organisations, this may not be obvious from the outset, but as the processes of ERM gains traction and its frameworks and systems fall into place, organisations will see its risks being holistically managed. What happens also is that organisations see the development of an appropriate risk culture throughout its value chains. Ultimately, what ERM does is support the organisation in its efforts to “get ahead of the curve” and take advantage of opportunities. Properly applied ERM becomes a decision-making tool that has the ability to become embedded in the culture of the organisation, integrate with its strategies and objectives, and leverage on its resources to improve performance, spur growth, give it a competitive edge, and maintain its sustainability. Mali transition ‘must be done quickly’ - France PARIS – France’s Foreign Minister said yesterday that the transition in Mali needs to be quick, but that the coup d’etat in the country would not stop French military operations targeting Islamist militants. The leaders of the military coup that ousted President Ibrahim Boubacar Keita in Mali on 18 August have told a delegation of West African mediators that they want to stay in power for a three-year transition period, Nigeria said on Wednesday. Jean-Yves Le Drian told RTL radio: The transition must be done quickly, power returned to civilians and that there is a political agenda put in place to allow this country to find a political stability. He said the West African mediation had to be concluded quickly to restore some stability because it was indispensable to continue the fight against Islamist militants. Former colonial power France has some 5, 100 troops in the Sahel region with a large portion operating from Mali, where it intervened in 2013 to stop an Islamist militant advance on the capital Bamako. “(The French operation) will continue,” Le Drian said. “This battle continues. …Shepherd Bushiri says Hawks are trying to frame him JOHANNESBURG Enlightened Christian Gathering (ECG) leader Shepherd Bushiri has denied rape allegations levelled against him by two women, saying the Hawks were “intimidating women” to lay false charges against him. The women were interviewed by eNCA on Wednesday evening. The Malawian church leader stated that he had been “dealing with extortion” for the past three years. He claimed an officer at the Hawks had been “intimidating women and children to come up with false rape allegations against us.” In a separate case currently before the court, Bushiri and his wife Mary faced charges of fraud, money laundering and the contravention of the Prevention of Organised Crime Act for offences they allegedly committed from 2015. In the interview, one of the women claimed she was under “some power that I didn’t even know” when Bushiri allegedly took off her clothes and raped her at a hotel. He allegedly gave her R5, 000 and told her to “just take the money and go.” A second woman told the channel that Bushiri asked to meet her at a hotel and when she got there, he was naked. “He asked me to take my clothes off. I was afraid, I didn’t know what to do,” she said. After
Sheperd Bushiri allegedly raping her, he told the woman to take R5, 000 from a drawer. Bushiri emphatically denied the claims, saying: “This has been done together with members of the media. This woman comes and demands money from us. The supposed victims come and demand money from us. The shameless journalists also demand money from us.” He said for the past three years, the Hawks officer had been running an “extortion syndicate” against him and “sending girls to demand money from us and if we don’t give, she told the girls to go public and accuse us of raping them.”
Bushiri claimed he had reported the matter to several law enforcement agencies, but that “no action” was taken. According to eNCA, police confirmed they’re investigating the allegations, but police spokesperson Brigadier Mathapelo Peters could not confirm to News24 whether charges of rape had yet been laid against Bushiri. Reacting to the extortion allegations, Hawks spokesperson Brigadier Hangwani Mulaudzi said Bushiri should open a case. “These are serious allegations and as a leader he should lead by example.” – NEWS24.

Thuranira Kaugiria, Nairobi County secretary general of the Kenya Medical Practitioners, Pharmacists and Dentists Union, said in a WhatsApp message the doctors had returned to work after signing an agreement with county officials on Wednesday. In the agreement, the government promised to pay doctors on the fifth day of every month, failing to which the doctors were free to stop work without notice. Rwanda issues international arrest warrant for genocide suspect hiding in France Prosecutor KIGALI - Rwanda has issued an international arrest warrant for a top former Rwandan military official, Aloys Ntiwiragabo, who is under investigation in France over his role in the country’s 1994 genocide which claimed 800, 000 lives. “We have issued an international arrest warrant against Aloys Ntiwiragabo, the genocide suspect. We have investigated his case and we are working with the French unit in charge of combating war crimes and crimes against humanity,” prosecutor-general Aimable Havugiyaremye told a press conference on Tuesday. France opened a probe into alleged crimes against humanity by Ntiwiragabo after he was found in the suburbs of the city of Orleans, about 100km south-west of Paris. French investigative news site Mediapart tracked down the former Rwandan spy chief, who had been identified by the International Criminal Tribunal for Rwanda (ICTR) as one of the architects of
the genocide. The revelation of his whereabouts came barely two months after another suspected genocide architect, Felicien Kabuga, was arrested on the fringes of Paris. Kabuga, who evaded police in several countries for 25 years, is accused of financing the genocide. Meanwhile, British police said yesterday they had arrested a man on suspicion of war crimes relating to conflicts in Liberia between 1989 and 2003. Police said detectives had detained the unnamed 45-year-old man in southeast London over alleged offences contrary to the International Criminal Court Act, and he was now in custody. From 1989 to 2003, up to a quarter of a million people in Liberia were killed in a civil war, while thousands more were mutilated and raped. Former Liberian president Charles Taylor is serving 50 years in a British prison after being found guilty by an international tribunal of crimes against humanity. Pupil/Iris Reflex Functions of Eye Parts Sclera: This is the tough fibrous outer coat which maintains the spherical shape of the eyeball protects the eye against damage and provides attachment for external eye muscles.
This is the adjustment of the diameter of the pupil by circular and radial muscles of the iris in response to changes in light intensity. In Bright Light (High Light Intensity) Excess light may damage the retina by bleaching it. To prevent this, the following events take place: • • •
Cornea: This is the transparent section of the sclera found in front of the eye. It does most of the refraction of light rays from an object. This leads to the formation of an inverted and diminished image on the retina.
Circular muscles contract Radial relax Pupil constricts (becomes smaller) to prevent bleaching of the retina by excess light.
Retina: This is a layer containing light-sensitive cells where images form and light energy is converted to nerve impulses. There are two types of light sensitive cells found on the retina, namely cones and rods. The cones form clear (detailed) colour images when there is high light intensity (bright light). The portion of the retina having the higher concentration of cones is called

This is a condition where vision becomes diminished in dim light. It is caused by deficiency of vitamin A. Vitamin A is required by the eye to form a visual pigment called rhodopsin that is required for vision at low light intensities. Hence vitamin A deficiency initially leads to night blindness which may later develop xerophthalmia (a condition where there is abnormal dryness of the conjunctiva, leading to blindness).

Choroid: This is a dark layer that also contains blood vessels. The dark colour limits internal reflections so that clear images are formed. The blood vessels provide food and oxygen to the cells of the retina.
This is defined as lack or loss of visual perception. There are different forms of blindness, some of which are discussed below.
This is a type of blindness caused by a filarial worm known as Onchocerca volvulus. Adult worms of this kind produce tiny larvae known as microfilariae that attack the eyes, causing glaucoma, cataracts and conjunctivitis, thereby causing blindness. River blindness is common in tropical regions that have rivers and lakes. This is because the vectors of this worm are flies of the genus Simulium that require aerated fresh water to breed. The flies transmit the larvae of the worms from one person to another through bites. These reach their maturity under the skin of the human body. Then they begin mating and produce large numbers of microfilariae which migrate to the eyes and cause harm.

Drogba rejected for Ivory Coast Federation polls DIDIER Drogba has been told he is not eligible to stand in upcoming elections to be the next president of the Ivory Coast Football Federation (FIF). Drogba along with three others submitted their papers to stand in the polls earlier this month. The FIF’s Electoral Commission ruled that the former Chelsea striker did not fulfil its long list of eligibility criteria. His bid was rejected as two of the names he had submitted as his sponsors were ruled not to have the necessary authority to do so. Officials from the Ivorian club African Sport and a body representing referees, AMAF-CI, had also backed the federation’s current 1st vice president Sory Diabate. Different officials from the same organisation had also signed Drogba’s papers with the FIF’s commission ruling they were not authorised to do so. It meant that Drogba only had the backing of only two top-flight Ivorian clubs and not the three that FIF statutes demand. The rejection will come as a bitter blow to football fans in Ivory Coast, thousands of whom had come out to support him earlier this month when he submitted his bid to stand. Drogba played more than 100 times for the Elephants including at the 2006 and 2010 World Cups, as well as Chelsea he played for French giants Marseille, Chinese club Shanghai Shenhua as well as Galatasaray in Turkey.
