IT is well and good that Zambia and the International Monetary Fund (IMF) are still on speaking terms, what with all the negativity spewing from doomsayers. They have created an impression that Zambia has become a pariah state that no financial institution wants to engage with. We are therefore elated that Zambia and the IMF are due to hold a consultative and informational exchange mission from June 22, to July 1, 2020. This was announced in Lusaka yesterday by the Minister of Finance, Dr Bwalya Ng’andu. We do realise that such meetings are not as easy as a “walk in the park.” They call for open and frank discussions so that at the end of the day, there is a win-win situation for all. In this vein, we call on Team Zambia to put its act together and speak with one accord. Both the Ministry of Finance and the Bank of Zambia, as well as other key stakeholders must agree on a common approach, particularly on the country’s crippling debt of US$11.2 billion as at last December. Zambia’s borrowing, which the IMF sees exceeding 100 percent of gross domestic product this year, is blocking her from accessing emergency financing from the Washington-based lender. Both Finance Minister Dr Bwalya Ng’andu and BoZ Governor Dr Denny Kalyalya must ensure that the technocrats from the two institutions realise what is at stake. As Economics Association of Zambia president Lubinda Haabazoka has said, all government departments, particularly the economic wings such as the central bank and Finance Ministry should engage in a serious meeting to ensure that they speak the same language as they prepare for the upcoming virtual consultative and information exchange with the IMF. It is imperative that the two major economic wings engage in a serious meeting before the virtual meeting with the IMF, says Dr Haabazoka. Dr Haabazoka explained that one department was tasked with monetary policy while the other was dealing with fiscal policy. “So there is need to do everything under the umbrella of the ministry but all stakeholders should pull in one direction,” he said. We know for a fact that it is normal for the central bank and Finance Ministry to differ on fiscal and monetary policy. But when dealing with the IMF, these differences are supposed to take a secondary role. Zambia has been pursuing a US$1.3 billion financial bailout from the IMF for over three years. During its last visit in November 2019, the IMF urged Zambia to cut spending as a way of reducing the mounting debt. But at the end of the staff visit to Zambia, the IMF stressed the need for a large, front-loaded and sustained fiscal adjustment that would help set debt on a downward path and reduce domestic arrears. In a statement, the IMF said Zambia’s spending commitments should also be prioritised to meet key development priorities including supporting vulnerable populations. It would be interesting to know how Zambia has performed since then, although we know Government has tightened fiscal controls. But the IMF must also realise that conditions have changed drastically with the outbreak of the coronavirus (Covid-19) pandemic that has turned the world’s economy topsy-turvy. However, what should tilt in Zambia’s favour is Government’s decision to appoint Lazard Freres of France as financial adviser to help it restructure its external debt. Lazard’s deal is worth US$5 million and will last three years. The Paris-based company advised neighbouring Mozambique on its restructuring of a $727 million Eurobond. That process started in 2016 and concluded late last year. Lebanon and Argentina, also seeking debt restructuring, appointed Lazard as advisers too. The move should convince the IMF that Zambia is on track to achieving debt sustainability, thus, unlocking much-needed emergency funding. The country had about $11.2bn of external debt at the end of December, after years of excessive borrowing pushed up interest costs and drained its foreign reserves. Against this backdrop, Team Zambia leaders – Dr Ng’andu and Dr Kalyalya – must present a positive stance that the country is serious about turning its economy around with a push from the Bretton Woods institutions and qualify for a bailout.

I SIGNED PAPERS FOR MY SON, ADMITS KAMBWILI By CHARLES MUSONDA
CHISHIMBA Kambwili yesterday admitted that it was his signature that was on documents purported to have been signed by his son, but claimed that he had been given power of attorney to do so. He admitted that the disputed signature on the document was his and that there was no way he could forge his own signature. He denied that he forged a “no change return (company’s form 71)” because he allegedly got power of attorney from his son Mwamba who was at a university in the United Kingdom. Kambwili said his wife Carol was equally in the United Kingdom but that the company had to continue running, hence his son’s instructions to him to sign documents on his behalf. Kambwili was found with a case to answer for chairing the meeting that fraudulently decided to change particulars of his company long after the forgery case had started. Evidence presented to the court established that the national registration card (NRC) number 239643/68/1, which was used for registration of the company in 2001, had been replaced by NRC number 306414/68/1. His son, Mwamba had also been removed as company secretary for Mwamona
Engineering Technical Services Limited and replaced by Carol Chansa Chipande (Kambwili’s wife). Testifying in the contempt case before Magistrate Nsunge Chanda on Tuesday, investigations and arresting officer, Stanley Mumbula said in the documents lodged at the Patents and Companies Registration Agency (PACRA) after a court sitting in the main matter before Principal Resident Magistrate David Simusamba, the name Mwamba Chishimba had been removed and replaced by Mwamba Kambwili. In the main case, Kambwili has been accused of using his sister’s NRC to show that it belonged to his son Mwamba who was a minor in 2001. “These were the notable changes and therefore being investigations and arresting officer in another case, I noticed that the information changed,” Mr. Mumbula said. Mr Mumbula also said resolutions to change the particulars for directors and shareholders were passed on March 5, 2018 and the meeting was attended by Kambwili, his wife Carol Chansa Chipande, and his son Mwamba. Govt urged to clear air over medicine ‘scandal’ By SILUMESI MALUMO GOVERNMENT must clear the air concerning the alleged medicine procurement scandal, the Zambia Republican Party has said. Party president Wright Musoma said the alleged scandal reported in the media could dent the image of Government if it was not cleared. But when contacted Ministry of Health spokesperson Dr Abel Kabalo said the ministry would soon issue a comprehensive statement on the matter. It has been alleged that the Ministry of Health had awarded a contract amounting to US$17 million to a ghost
company to supply medicine. Mr Musoma said Government should come out clearly and urgently on the matter so that people could have confidence in the system. Mr. Mundia and other defence lawyers Keith Mweemba, Gilbert Phiri, and Musa Mwenye, asked the court to deal with Mr. Tayali summarily for alleged contempt in the court’s face.
3 run-away Covid-19 positive residents traced By SANFROSSA MANYINDA THREE out of the nine people who disappeared after testing Covid-19 positive at Chisokone market in Kitwe have been traced. However, it has been discovered that the nine were not traders at the market as none of them appeared in the market registers. The nine were alleged to have disappeared and switched off their mobile phones as the Ministry of Health made efforts to trace them. Association of Vendors and Marketeers (AVEMA) president Abel Chikwa told the Daily Nation that three out of the nine were successfully traced as the search continued for the other Six. “One was discovered to have gone to Mbala after being contacted while the other two are within Kitwe. I can confirm that these people are not traders but were people that just passed through the market at the time of mass screening,” Mr Chikwa said. He said that AVEMA working together with the District Health Office, would continue with contact tracing until the six are traced. Mr Chikwa advised all traders in the market to continue adhering to the health guidelines such as social distancing, wearing of masks and maintaining personal hygiene all the time.

THE Patriotic Front wants to be joined as an interested party to a petition in the Constitution Court, where an advocate wants the Registrar of Societies to deregister all political parties that have not been practicing democratic tenets. Livingstone Magistrate Benjamin Mwelwa has petitioned the Constitutional Court to deregister political parties that had not held party elections since 2016, as required by the amended constitution. Mr Mwelwa is seeking a declaration that any political
party which was registered and in existence as of January 5, 2016 and which has not practised democracy through regular, free and fair elections, within its political party, has breached article 60(2)(d) of the Constitution of Zambia (Amendment) Act no. 2 of 2016. He has submitted that such a political party ceased to exist as a political party in Zambia on January 4, 2017. He cited Attorney General, Likando Kalaluka and the Electoral Commission of Zambia (ECZ) as the respondents in the matter. Earlier, the Constitutional Court joined UPND Secretary General, Steven Katuka, as an interested
party, stating that the party had sufficient interest for joinder. Mr Katuka had applied to join the case as an interested party, saying the petition targets all political parties in Zambia, of which UPND was the main opposition party. And now Mr Mwila also applied to join the case as an interested party. According to the application for joinder, Mr Mwila said that the PF will be affected by any order or declaration that may emanate from the petition. “The Patriotic Front as a political party has sufficient interest to be joined to these proceedings,” read the document.

Dr Kalumba said Zambia still had a chance to access the US$1.3 billion IMF programme if in- formation exchange between the BoZ and the Ministry of Finance was constituent and not contradictory. “If virtual consultations go well, that is if all stakeholders speak with one voice and focused on a collective submission to the IMF, which is consistent and not contradictory, the chances are there that we can get back on the programme. In a separate interview, Economics Association of Zambia (EAZ) president, Lubinda Haabazoka, advised that all Government departments, particularly the
economic wings such as BoZ and the Ministry of Finance should engage in a serious meeting to ensure that they speak the same language as they prepare for the upcoming meeting. Dr Haabazoka said it was imperative that the two major economic wings engage in a serious meeting before the virtual meeting with the IMF. “It also advised that various Government departments also sing the same song so that as the meeting begins, people engaging with the IMF on common grounds because when for the example the BoZ speaks one thing the Ministry of Finance speaks another thing, it brings confusion,” Dr Haabazoka said in an interview.. The IMF, he said, was also the overseer of the international monetary system adding: “so under Covid-19, the importance of this meeting cannot be over emphasised.” Yesterday, Finance Minister, Bwalya Ng’andu, announced that the IMF would conduct a virtual consultative and information exchange mission for Zambia from 22nd June 2020 to 1st July, 2020. Dr Ng’andu directed officials in the Ministry to deeply reflect on the forthcoming assignment and prepare a well-structured engagement strategy.

Lungu assures scribes of State support By NATION REPORTER PRESIDENT Edgar Lungu has assured the media fraternity of his government support by providing the profession with free and friendly environment to operate in. And President Lungu says law breakers trespassing and attacking journalists should be dealt with, without attaching any political tag on them. He said the police should look at perpetrators of violence on the media as law breakers and political supporters. President Lungu said this when MISA Zambia team met him at State House yesterday to engage him on the media landscape of the country.

He has asked his management team to closely monitor the cleaning-up of all the required data requirements and ICT facilities in preparation for smooth engagement

‘Don’t pardon us when we’re too old’ By KETRA KALUNGA WE are ready to be ambassadors of change and should not be pardoned when we are too old to contribute to the economic development, incarcerated lawyer, Keith Mukata has said. Mr Mukata who is former UPND Chilanga Member of Parliament (MP) appealed to President Edgar Lungu to consider pardoning inmates with major offences too and not only those with minor ones as has always been the case. The former MP who is serving a death sentence observed that only those with minor offences are pardoned as he commended the government for pardoning over 3 000 inmates country wide. Mr Mukata made the appeal during the launch of the Mukobeko Agriculture Poultry Project initiated by inmates at the facility at a cost of K1.7 million officiated
by Minister of Religious Affairs and National Guidance, Godfridah Sumaili, on behalf of the Vice president. And incarcerated Lusaka businessman, Matthew Mohan said the project was aimed at creating relationships within society. And Ms Sumaili commended the inmates for the project. Ms Sumaili said the project was not only important to the Correctional Service but would help in supplement government efforts in providing skills training to inmates. Speaking earlier, commissioner General, Dr Chisela Chileshe said the project by the inmates had given the service command hope that the programmes implemented in the facility were helping them to reform.

ZDA, ZRA enhance investment compliance checks By BUUMBA CHIMBULU
A VALIDATION exercise to ensure investment compliance and optimisation of revenue collection by all businesses countrywide registered with the Zambia Development Agency (ZDA) has started. This will be done by ZDA in partnership with the Ministry of Finance and the Zambia Revenue Authority (ZRA). ZDA Board Chairman, Fisho Mwale, said the Agency had intensified monitoring of various enterprises registered under its mandate to ensure compliance, optimisation of revenue collection and protection of citizens in the country. Mr Mwale said ZDA had therefore initiated a validation exercise countrywide meant to follow-up on all businesses registered with the agency in a multi-faceted approach to ensure compliance essentially for those enterprises receiving incentives from Government. He said in a statement yesterday that this exercise was being done in collaboration with the Ministry of Finance and the
ZRA. “This on-going exercise will also involve a team from the Zambia Revenue Authority in an effort to promote the One- Stop Shop model. “The team work with the Zambia Revenue authority follows the recently signed Service Level Agreement between the two institutions to enhance smooth collaboration in service delivery,” Mr Mwale said. Mr Mwale said a combined team of experts from ZDA and Ministry of Finance had commenced monitoring of enterprises countrywide. The team, he said, would be engaging selected companies in all the 10 provinces with the view to ascertain the levels of investments and challenges affecting the investors. Mr Mwale said this would assist the team to establish a support mechanism required to further push the industrialisation and job creation agenda. He said the ZDA Board was optimistic that this collaboration would be ongoing and would result in the creation of a ZRA desk at the ZDA to augment.

YOUTH unemployment has increased because of coronavirus which is also limiting movements for those involved in business activities, Common Market for Eastern and Southern Africa (COMESA) Secretary General Chileshe Kapwepwe has said. Ms Kapwepwe said it was unfortunate that the pandemic had disrupted economic and trade activities by the youth who also contributed to the growth of national economies. She said this during a virtual meeting hosted by then African Union Office of the Youth Envoy on Youth Consultations on
COVID -19 yesterday. Ms Kapwepwe said COMESA would hold virtual workshops for youths and support innovations that could enhance digital solutions in the COVID-19 era. She has since called on COMESA member states to invest in building strong institutions of governance that would enhance youth participation in development. And speaking earlier, Former Malawian Vice President, Joyce Banda, urged countries not to neglect other pressing challenges such as maternal health and poverty as they seek to find solutions for COVID-19. Meanwhile, international
activist, Gracia Machel, said the post COVID-19 Agenda must not be structured without the involvement of the youth. She expressed concern the pandemic had a triple effect on youths who not only had lost jobs but whose education and training had been disrupted. Former President for the Republic of Ireland Mary Robinson said countries must align their fight against COVID -19 to climate change. And African Peer Review Mechanism-APRM-Chief Executive Officer Professor Eddy Maloka urged countries not to limit participation in governance by stakeholders due to the COVID Pandemic.

DEBATE BILL 10, ADVISES RB Y Mr Banda
OUNG and active politicians must debate Constitution Amendment Bill number 10 of 2019, former President Rupiah Banda has said. Mr Banda however said he had retired from active politics and remains neutral on Constitution Amendment Bill number 10 of 2019. He was speaking to the media in Chipata after attending the funeral of former Luangeni Member of Parlaiment, Hellen Jere who died on June 7
at the age of 68 and was buried yesterday. “I can only call for open debate on Constitution Amendment Bill number 10 of 2019 by all young and active politicians,” said Mr Banda. And nominated Member of Parliament Raphael Nakacinda said Bill 10 answers the demands of Zambians to amend the current constitution so that existing lacunas can be addressed. Mr Nakacinda said some of the clauses in the current Constitution had a number of lacunas including article 165 that was not favourable to the appointing and installation of traditional rulers. He noted that key critical stakeholders like traditional leaders had made clear demands on the said article, including Senior Chief Nzamane. Mr Nakacinda said Senior Chief Nzamane and other traditional leaders want the amendment of Article 165 to bestow the authority that was taken from paramount chiefs and senior chiefs to appoint chiefs and sub-chiefs. - ZANIS
Form gold cooperatives, youths told By AARON CHIYANZO YOUTHS should form cooperatives and take advantage of Government’s Gold mining empowerment programme, a Patriotic Front official Lemmy Bwalya has said. Mr Bwalya also called on youths to take advantage of the US$29 million Aquaculture Seed Fund under the Zambia Aquaculture Enterprise Development Project (ZAEDP) and venture into fish farming. He said in an interview that Government should appreciate the fact that, youths were ripe for leadership, the call
that had been championed by President Edgar Lungu since he took office. Mr Bwalya said it was good that youths had realised their potential rather than being used as tools for political violence. “I wish to remind my friends, the artists that, it's neither their fight no any individual personal fight, but it has been our fight generally as a nation. Many are times our ancestors has had condemned the use of youthful energy in unproductive things, such as violence among other things,” he said. Mr Bwalya said Government had not neglected the
youth in the distribution of a national cake but that they were just not well informed of the empowerment programmes that had been set up for them. He said the PF government had always been there for all citizens without exception including artists for sustainable and capacity building. Mr Bwalya said Government was keen to promote the plight of youths through various opportunities as attested by the call for Zambians to create cooperatives to mine gold. “Government has deliberately put up ventures to benefit the youths, but they don't
appreciate such, due to lack of information. “Government through livestock and fisheries, citizens economic empowerment, youth empowerments under sports ministry community empowerments through social cash transfer, women empowerments etc, has set aside opportunities for my fellow youths but, many have not come across to access these funds,” he said. Mr Bwalya also urged Government to improve on the dissemination of information regarding funds put aside for empowerment purposes.

Minister of Youth, Sport and Child Development Emmanuel Mulenga who accused the youth of not engaging him, said the meeting is set for today at Government complex will be used to identify the issues many youths are complaining about. Mr. Mulenga said there is need to have a system through which young people can air their grievances as opposed to protesting. Mr. Mulenga said it is unfair for youths to assume that they are not being considered when they haven’t reached out to him as Minister of youths to present their challenges. Mr. Mulenga said at no time had he denied youths an opportunity to be heard noting that Government was always ready to hear youths concerning the challenges they are facing. He has cautioned youths not to be used by selfish politicians who have failed to win elections through the ballot. And Mr Kanganja has directed all provincial commanders to ensure that officers under their charge strictly adhere to preventive health measures during their course of duty. Mr Kanganja warned that any officer who would be found abrogating the health preventive measures would be reprimanded accordingly.
He said this when he graced the launch of the Standard Operating Procedures (SOP) for the Zambia police in response to the COVID-19 pandemic at Lilayi Police Training college in Lusaka yesterday. “I wish to advise all officers that policing the public in the context of COVID-19 does not give excess powers for any officer to take away fundamental human rights of members of the public,” Mr Kanganja said. He said all officers shold uphold human rights and respect gender in the course of their duties. Mr Kanganja urged all police officers to execute their duties diligently and profes-
sionally under the prevailing Covid-19 environment. He thanked Government for having devised strategies and interventions aimed at preventing the escalation of the spread of the pandemic. The police service, he said, was moving in tandem with Government’s guidelines. Mr Kanganja thanked cooperating partners such as the United Nations Development Programme (UNDP) and GIZ for supporting the initiative. Meanwhile, United Nations resident coordinator, Coumba Mar Gadio said now was time for solidarity as the World was responding to COVID-19.
Dr Gadio said the intervention came as part of the collective UN response to Covid-19 in Zambia where all UN agencies had come together. Dr Gadio said Covid-19 was real and noted with concern the laxity that some community members had adopted towards the pandemic. She said it was absolutely critical to the world’s efforts to win the war against Covid-19. And UNPD resident representative, Lionel Laurens, assured Zambia that the UNDP was ready to support important interventions that would contribute to Zambia’s governance environment.

PEOPLE’S Movement for the Liberation of Angola (MPLA) has praised the ruling Patriotic Front (PF) for cooperation and comradeship between the two political parties. A message from the ruling MPLA leadership, addressed to the PF was delivered at the PF headquarters in Lusaka, on Wednesday, by the Angolan Ambassador to Zambia, Azevedo Xavier Francisco. The letter signed by the MPLA General Secretary, Paulo Pombolo, was a response to a previous communication to the ruling party in Angola, in which the PF expressed its intention to strengthen bonds between the two political parties.

PF Secretary General, Davies Mwila stated during the courtesy call, that the warm ties between the two countries must manifest even at the level of the governing political parties. Mr Mwila said this was the basis on which the two political parties established greater cooperation as the case was with South Africa's ruling party, the African National Congress (ANC) and the Patriotic Front. He said Zambia's ruling party was developing a similar action with political parties in power within SADC in order to strengthen the comradeship and diplomatic exchanges. And August 2020 has been proposed for the holding of a summit between MPLA and PF with the aim of establishing base for political party cooperation.

Ms Ntini said insurance was not just about risk management but also a way for businesses to ensure sustainability in difficult times. She stressed that it was therefore important to find a policy that not only protected the businesses against biggest risks but also assisted to save money. “The key is to understand what you are buying and how the policy is meeting your needs to avoid buying policies that do nothing for you,” Ms Ntini said recently during a recent Stanbic Anakazi Online Conversations webinar. She emphasised that there was no such thing as “one size fits all” when it came to insurance cover because

The warning signs are now stacking up the wall with increasing credit risk in the wake of the current pandemic. Many organisations fear about their capital positions, their earnings and loan portfolios, while some have already resorted to trimming their workforce or subjecting them to flexible contracts in order to savage their falling top lines with rising employee benefits. In the financial services sector, the reality can’t be more real with Bank of Zambia and insurance regulator, the Pensions and Insurance Authority now more concerned about the strategic issues that have influenced financial institutions towards a more forward-looking approach to risk assessment. Some reputable non-bank financial institutions face major capital issues as a result, with some publicly calling for Government bailout from the central bank. While there remains no broad mandate for smaller non-bank financial institutions, its incumbent upon regulators to encourage and provide guidance on using stress testing to identify and quantify

each business needed to engage their insurer and find a policy that covered their specific risks. Ms Ntini warned that the absence of cover left business growth especially vulnerable to external shocks in that the loss of a critical asset may cause an interruption to cashflow. This, she explained, subverted any gains the enterprise may have made towards achieving its goals. “Worse off, such losses have the potential to turn a business’ trajectory from expansion-driven to a fight for survival. “Stable Small and Medium Enterprises (SMEs) typically have a set of goals that they work towards over the course of time. As they grow, so do the magnitude of these targets which in turn require more resources to maintain the expansion,” Ms Ntini said.
Ms Nyirenda Stanbic Insurance Brokers Zambia Chief Executive Officer, Chilufya Nyirenda, observed that the local SME sector had taken a massive hit from reduced trade, with countless businesses facing the prospect of going under as their
cash reserves dwindle. Ms Nyirenda explained that part of the reason for such strain on the local SME sector was that most small business owners viewed insurance as a luxury reserved for the elite and big corporates. She said some of the business owners did not know how to put in place measures to mitigate the impact of unforeseen risks. “However, hedging against risks is a responsibility we must all take. A lot of problems some SMEs are facing due to the partial lockdown would have been avoided or mitigated with insurance. “It is time entrepreneurs started viewing protection against unforeseen risks as a critical part of running a business because it helps protect their investment – and by extension their dreams and aspirations,” Ms Nyirenda said.
THERE is need to strengthen internet connectivity and WiFi platforms to make them more robust following an increase of innovations used in some sectors of the economy. Bankers Association of Zambia (BAZ) Chairperson, Herman Kasekende, observed that the country had, during the Covid-19 period, seen an increase in innovation and growth in some sectors of the economy. Mr Kasekende, who is also Standard Chartered Bank Zambia Chief Executive Officer, said the use of digital and online banking had risen exponentially. This, he said, naturally suggested that there was more to be done to strengthen the internet connectivity and Wi-Fi platforms to make them more accessible and robust. He was speaking in an interview with the Daily Nation. “Take banking for example, social distancing – a vital Covid-19 preventative measure – has literally forced all of us to make greater use of technology and innovation through online and digital banking platforms. “With these innovations, one can literally bank anywhere, anytime without the need to physically visit a bank branch, which in turn minimises the risk of spreading Covid-19,” Mr Kasekende said. Mr Kasekende said the banking industry had made rapid adjustments to how to operate and continue offering services to its customers during the pandemic. As an essential service, he explained, these adjustments had ensured that the industry continued to operate and offer the full banking services to support its clients across all segments. Mr Kasekende further observed that there had seen the rise of on-line shopping and home delivery services, which had positively impacted companies in these sectors. “The Impact of Covid-19 on all of us the world over has been severe. It has impacted our economies and we have had to shift our resources, human efforts and strategies.

With Government beginning to ease some of the restrictions placed on certain sectors of the economy, the crisis is now a poignant reminder to the business community to make stress testing as part of their holistic approach of
managing in times of a crisis. Furthermore, stress testing should not just be seen as a domain of large businesses, SMEs need to start undertaking this practice for them to build business resilience – the ability to adapt to changes in varying circumstances. The Institute of Risk Management Zambia (IRMZA) moved quickly from the onset of the pandemic to help support its members and the public at large in providing the much needed and useful up-to-date information. We have continued to help our members dig into the details of the pandemic when needed. The Institute is currently looking at tentative plans of launching webinars and other digital platforms that will present experts who will share best practices and challenges of conducting stress testing. SA business confidence drops to lowest in 45 JOHANNESBURG - In the second quarter of this year, business confidence in South Africa fell to its lowest level ever recorded on the RMB/ BER Business Confidence Index, which started in 1975. The previous lows were registered during the third quarter of 1985 and the fourth quarter of 1977 due to political developments in South Africa. About 1, 800 executives surveyed across the building, manufacturing and the domestic trade sectors - including retail, wholesale and the motor trade - are very pessimistic about business conditions ahead as
the South African continues to recover from the Covid-19 pandemic. The SA economy was still in lockdown 4 during most of this period (April and May), with many businesses prohibited from operating or only able to operate on a limited scale due to only “essential” goods and services being allowed. On June 1, the country moved to the less restrictive lockdown level 3. Business confidence declined in all five sectors covered by the index, namely retail, new motor sales, building activity, manufacturing and wholesale.
Of all the sectors, retail trade is the only sector where confidence did not fall below 10, mainly due to sales of essential goods, such as food and pharmaceuticals, and later winter clothing being allowed. Simultaneously, most semidurable (clothing) and durable goods (furniture and electronics) retailers are doubtful that sales volumes will benefit from pentup demand being unleashed any time soon. NAIROBI - Counterfeits and substandard goods could be costing Kenya over US$40 million loss in revenue per year, the Kenya Association of Manufacturers has said. Association chairman Steven Smith said that such products have also exposed the local business people to unfair competition, adding that some were a health risk to citizens. “Apart from unfair business competition, these counterfeits and substandard goods also affect the tax base of the country,” said Smith who is also the Eveready East Africa chief executive officer. He said that his association will push for the enactment of the Counterfeit Bill 2008 to protect local consumers and business community. “Enactment of the Bill will help us improve our capacity in business and protect the industry even in days to come,” said Smith. He said that KAM is working closely with the private sector to find ways of facilitating dialogue with legislatures to try and ensure that appropriate Bills that enjoy support from
HARARE - The Reserve Bank of Zimbabwe (RBZ) says it will restore the statutory 30-day foreign currency liquidation period from July, a move that is expected to help boost the operations of the interbank market. This comes as the central bank has also indicated that the interbank market - which is currently pegged at 1:25 to the United States dollar - will again be left to operate according to market dynamics. The 30-day foreign currency period was introduced by the central bank in February last year, through the Monetary Policy, after which the funds are offloaded or sold to importers on the interbank market at the prevailing exchange rate with sellers getting their dues in local currency. However, the retention threshold had been suspended due to the emergence of the coronavirus (Covid-19) pandemic. In a statement on Tuesday, central bank governor Dr John Mangudya, said the Monetary Policy Committee (MPC) had decided to reinstate the 30-day foreign currency liquidation requirement. “The committee also resolved to reinstate, with effect from July 1, 2020, the 30-day limit of liquidating surplus foreign exchange receipts from exports to ensure that more foreign exchange was released onto the market,” said Dr Mangudya. When the 30-day foreign currency liquidation period was introduced, the RBZ said it would allow exporters to keep part of their export proceeds before compulsory conversion to local currency for periods longer than the prescribed 30 days in exceptional circumstances where such need arises to avoid choking companies’ operations. Manufactures could retain 80 percent of their export proceeds; gold producers (55 percent); other minerals (50 percent); tobacco and cotton merchants, for input schemes (80 percent); tobacco growers; 50 percent, cotton growers; 30 percent while horticulture, transport, and tourism would retain (80 percent). The balance, which could not be retained at all, would be immediately converted to RTGS dollars at the prevailing exchange rate upon receipt to improve liquidity. Industry at the time, however, said it would be more ideal to have a window of 90 days to 180 days. The ugly face of child abuse Dear Editor,
CHILD abuse can be defined as unfair, cruel or harmful treatment of a child at any given time. In a nutshell, child abuse is criminalised in Zambia meaning that it is an illegal act of law. Child abuse falls into the following categories: emotional, neglect, physical and sexual among others. Emotional abuse is one that is attributed to the perpetrator making nasty comments or abusive language to the child. Neglect is a form of child abuse which arises as a result of not providing the basic needs of life such as clothes, food and shelter. This can also be termed as lack of parental care. Physical abuse implies physically beating the child for no apparent reasons or on flimsy grounds. Inflicting any physical harm on the child also amounts to physical abuse. Even though there is a valid reason, physical abuse should not be used as a way of disciplining the child. Sexual abuse entails having carnal knowledge with the child under the age of 16 years. This form of abuse takes various forms as defilement, sodomy to mention but a few. Cases of child abuse have taken a toll and are common to both boys and girls. An old woman may entice a little boy to have sex with her for instance. Other than that, fondling the breasts or private parts of the child is tantamount to sexual abuse too. A lot of cases involving child sexual abuse go unreported or escape the dragnet. This happens for the sole reason of fearing embarrassment in the family from
the community members. This is absolutely so in that the perpetrators of these offences could be the relatives of the victims. The family members may include among others; the following: aunties, brothers, fathers, grandfathers, grandmothers, mothers, sisters and uncles, The perpetrators of child abuse does not exclude non relatives. Non family members have been involved in rampant cases of child abuse. However, the safety of children is uncertain because the perpetrators of the crime of child abuse have no empathy. From the psychological aspect, the mind of the abused child is damaged either intellectually or otherwise. Worse still, the child is affected psycho-spiritually. There is a growing mirth among some men that having carnal knowledge (sex) with a virgin or small girl, one would be cured of sexually transmitted diseases (STDs) including HIV and AIDS. The war against child abuse cannot be won single handedly. It requires concerted efforts in that
individuals and the civil society organisations should come on board to fight the vice. The civil society organisations should scale up their programmes in fighting child abuse which has become rampant. On the other hand, there is also need for political will. Politicians should formulate policies aimed at stiffening punishment against perpetrators of child abuse. Zambia is a signatory to the United Nations Charter of the rights of the children. As such, there is need to ensure that children are protected from any form of abuse so that they can grow up well and become responsible citizens. It is high time people broke the walls of silence of child abuse by reporting all forms of abuse inflicted on children to the appropriate agencies such as the Victim Support Unit (VSU) at police stations for punitive measures to be meted out. WE wish to congratulate the ruling Patriotic Front for making strides and emerge victorious in the just ended by-elections. This indeed is a collective fight which had the involvement of all party functionaries and supporters. Like we have already intimated, the UPND is at the verge of losing Western Province owing to the fact that it is a politically neutral province. Every political party, PF inclusive has a very fair chance because the province is apparently the group of “undecided” voters who are yet to decide the political direction to take come 2021. We also note that the just ended by-elections were held in areas which were previously held by the UPND. It is therefore a great feat for the PF that it managed to wrestle all the seats. This vindicates our previous public comments which are informed by the apparent shadow boxing by outgoing UPND president Hakainde Sammy Hichilema and Mazabuka UPND Member of Parliament Garry Nkombo, who is the apparent heir to the UPND presidency. The UPND should take responsibility of the defeat which is attributed to factors such as failure to hold transparent and democratic intra party elections. The complacency and recklessness of the opposition cost them elections. We have given them free advice that social media is insignificant to the grassroots’s choice of the political party. Indeed “Bally” was not destined to rule. On the side of PF, this is self evident to attest the fact that the people of Western Province have appreciated the socioeconomic programmess which have been implemented by the government under President Edgar Lungu. The PF should now carry on with the socioeconomic programmes and continue with vigour and determination to make the party the national team of mass movement. The PF should therefore take this victory as a stepping stone to consolidate its victory in 2021. UCZ repairs hospital theatre By SANFROSSA MANYINDA THE United Church of Zambia, Copperbelt Presbytery, has handed over the main operation theatre at Kitwe Teaching Hospital (KTH) after renovating it at a total cost of K 112, 000. The church fixed the double wall protectors, doors, window frames, painted walls and repaired equipment in all the three theatre rooms. Copperbelt Presbytery Bishop Chipasha Musaba said shortly after handing over that the church was committed to supplementing Government effort in making the lives of the people better in many sectors across the country. Bishop Musaba said that the church noted the urgent need for the theatre to be repaired as it was one a critical component of the hospital. “I also want to mention that through our Women Christian Fellowship (WCF) ministry, we have provided linen in two wards of the hospital at a total cost of K 45, 000 bringing the total contribution of the Church to K 157, 000,” he said. And Copperbelt Province Permanent Secretary Bright Nundwe, commended, the church for its continued support towards Government especially in the Health and Education sectors across the country. Mr Nundwe said that Government alone would not manage to do everything and that having the church getting on board was a blessing not only to the communities but to the country at large. MOTORISTS in North-Western Province will now be using online platform to register their vehicles with the Road Transport and Safety Agency (RTSA). RTSA in collaboration with Smart Zambia introduced the online registration and licencing of cars in the province. A team of officers from Smart Zambia, RTSA and Ministry of Finance paid a courtesy call on North-western provincial Permanent Secretary Mr Willies Mangimela. The team was led by Smart Zambia Assistant Director, Beaton Sibulowa. Mr. Sibulowa told Mr Mangimela that the online registration and licencing would lessen long queues people go through to access services. "The online system will also reduce on corrupt practices and enhance transparency and accountability in the registration and licencing of cars," he said. Mr Sibulowa said the online system would further help in generating national revenue through various agencies which includes PACRA, ZRA, RTSA and immigration. RTSA head of ICT Brian Sikute said the system would give the people time to work from anywhere at their convenience. Meanwhile, Mr Mangimela has commended the two institutions for working in collaboration in introducing the online registration system that would grow the national economy through enhanced revenue collection. Mr Mangimela said the region had seen an influx of vehicles due to economic boom which was as a result of increased mining activities taking place.

climate change adaptation programmes in the three districts had stalled due to the pandemic. The PRESERVE project implemented by SHA is funded by the Jersey Overseas Aid (JOA) running from March 2019 to March 2022. Its main focus is to help build climate resilience, enhance food security, improve income and nutrition of 3, 000 households
in the three districts. This is being done through promoting community based weather and environmental data capturing system, to foster climate information services to the communities. By ANDREW MUKOMA GOVERNMENT’S timely delivery of agriculture inputs to more than 28, 000 farmers in Monze has resulted in the bumper harvest, the Patriotic Front (PF) in the district has observed. And the party has advised the opposition Members of Parliament to desist from denouncing government and campaigning during funerals. PF Bweengwa Constituency chairman Mainza Kabwata noted that the district was food secure due to the successful implementation of the Farmer Input Support Programme (FISP) which resulted in a bumper harvest. Mr Kabwata said timely delivery of farming inputs during the 2019/2020 farming season was testimony of Government’s unwavering commitment to support the agriculture sector. He said this during an interview with the Daily Nation in Monze yesterday. “I can tell you that small scale farmers are grateful to Government for timely and successful implementation of the FISP which has resulted in a bumper harvest and ultimately household food security in the entire district,” Mr Kabwata said. He said most farmers were happy with the maize floor price of K110, adding that production costs were covered by Government through the FISP. And Mr Kabwata has taken a strong swipe at opposition lawmakers who were in the habit of campaigning and denting Government’s image during funerals. He pointed out that it was disheartening to hear some opposition lawmakers in Monze talking ill of the PF Government. The PF Bweengwa Chief explained that Government had delivered on most of its promise including massive infrastructure development, relief food distribution aimed at improving people’s lives.

Mukwege quits local DR Congo virus team over problems KINSHASA - Nobel winner Denis Mukwege on Wednesday said he had resigned as head of a coronavirus taskforce in an eastern province of DR Congo, blaming organisational problems, outpaced strategy and slow testing. Mukwege, a DR Congo gynaecologist who shared the Nobel Peace Prize in 2018 for his work against sexual violence in war, was appointed on March 30 to lead a committee in South Kivu province. Panzi Hospital, where Mukwege treats abused women, is also located in the province. In a statement, he said there had been “weaknesses in organisation and clarity between the various teams in charge of the response to the pandemic in South Kivu.”
Denis Mukwege “We are at the start of an exponential... curve (in infections) and we can no longer apply a strategy that would be purely preventive,” Mukwege said. “I have decided to resign... in order to devote myself entirely to my medical duties and to treat the influx of patients at Panzi hospital.” He said he regretted that it took “more than two weeks” to get coronavirus test results from the national reference lab in Kinshasa -- “a major handicap for our strategy based on ‘testing, identifying, isolating and treating’.” Mukwege also criticised developments that he said had “reduced the effectiveness” of the anti-virus campaign. They included a relaxation in vigilance by the public, hurdles in enforcing distancing and the return of thousands of people from neighbouring countries without quarantine. Mukwege had pleaded in mid-April for partial confinement of people over the age of 60 and compulsory mask-wearing for everyone to help break the chain of virus transmission. On May 9, he called for “emergency supplies” of tests “before the exponential curve (of infections) gets underway.” The Democratic Republic of Congo has declared 4, 390 infections, including 3, 980 in Kinshasa and 89 in South Kivu and 96 deaths. – AFP.

Pandemic accelerating in Africa, test kits needed - WHO GENEVA - The coronavirus pandemic is accelerating in Africa, spreading to the hinterland from capital cities where it arrived with travellers, the World Health Organisation said yesterday. But the WHO said there was no indication that severe cases and deaths were being missed, nor has the virus caused significant infections in refugee camps across the continent. Ten countries are driving Africa’s epidemic, accounting for 75 percent of the some 207, 600 cases on the continent, with 5, 000 deaths reported, according to Matshidiso Moeti, WHO’s Africa regional director. South Africa, which last month began a phased easing of the lockdown, is the hardest-hit, accounting for a quarter of all cases, she said. – REUTERS.

SA CONCOURT OKAYS INDEPENDENT CANDIDATES JOHANNESBURG - The Constitutional Court has declared the Electoral Act unconstitutional. Justice Mbuyiseli Madlanga handed down the judgment yesterday. This comes after the New Nation Movement’s (NNM) bid to allow an independent candidate to run for elections challenged the current Electoral Act 73 of 1998, arguing that it infringes on the right to exercise individual political choices. The NNM wanted the Electoral Act to be amended to allow independent candidates to run in provincial and national elections. The apex court
also ordered that Parliament correct the Electoral Act. “I can conceive no reason that the limitation is justified. The Electoral Act is unconstitutional the appeal must succeed,” Madlanga said in his judgment. The court also ruled that the deficiency in the Act that does not provide for adult citizens to be elected to the national and provincial legislatures as independent candidates is inconsistent with the Constitution. The judgment is suspended for 24 months for Parliament to amend the legislation. – NEWS24.
ABIDJAN - Twelve Ivorian soldiers were killed and seven wounded in an attack at a northern border post near Burkina Faso early yesterday, a senior officer at the army chief of staff’s office said. Two other military gendarmes are reported missing, while one assailant was killed.
