CHINESE DEBT GOVERNMENT must quickly engage the Chinese government and see whether Zambia qualifies under its programme to cancel interest-free loans to African nations. We need to know if Zambia is on that list so that we are clear as a nation as to what we must do to benefit from that offer. We must be conscious that Zambia is not the only African country owing China. If anything, Zambia is one of the most indebted countries to China and it is important that we know where we stand in relation to that debt. Chinese President Xi Jinping has announced that China will cancel interest-free loans to African countries that are due to mature by the end of 2020. Mr Xi told a China-Africa summit on Covid-19 on Wednesday that African nations hardest hit by the pandemic will also be granted an extension of the period of debt suspension. The Chinese leader also urged Chinese financial institutions to hold “friendly consultations” with African nations “to work out arrangements for commercial loans with sovereign guarantees.” But even as Government engages China, it is important that the nation must know how it would benefit from this debt relief and ensure that it is put to good use. We must know which sectors are going to benefit from this debt relief rather than end up with a flurry of uncompleted projects because the money being saved is wasted. We must avoid the unfortunate scenario we are witnessing – where the K10 billion stimulus fund is dormant because no one knows how to access it. Even the Aqua-Culture stimulus package is a poser as people do not know which organisation is coordinating the programme. Yet all these should help revive the country’s battered economy. Still, the offer from China must be treated with the urgency it deserves. It is welcome news that China has decided to write off some interest free loans as well as extend the repayment periods for loans falling due this year. All this is meant to help nations deal with the covid-19 induced stress. It may sound corny, but China is indeed an all- weather friend to Africa. With almost all African countries struggling economically to cope in the Covid-19 pandemic period, governments are looking for help from anywhere they can find it. Many western countries have helped African countries cope with the Covid-19 by offering donations to alleviate socio-economic problems. This is commendable and appreciated. However, the biggest hurdle for many African countries, is the debt stress made worse by the Covid-19 pandemic. The slowdown in economic activities has brought many countries to their knees. Zambia is no exception. It is worth noting that China’s engagement with Zambian, like in many other African countries is through investment in infrastructure development. From the expansion of the Kenneth Kaunda International Airport, to building of roads through the Link-8000 as well as L400 which is focused primarily on Lusaka and not forgetting the construction of football stadiums and conference centre. China has once again proved that while it still wants a return on its investment, it will not kill the goose that lays the egg. What the Chinese president has done, in announcing the robust measures to ease the debt burden in Africa, is to show leadership in a world where capitalism has an upper hand. This is the more reason why Zambia must maintain the relationship with China because it really wants to help African economies to thrive. As former Minister of Finance Katele Kalumba has said, China had not come to Africa for selfish reasons like western countries but it had come to help the continent to be economically stable. In the same way Government has shown seriousness tackling the Western debt, it should also approach the Chinese debt with vigour. Only then can the nation move forward.

‘UNPATRIOTIC POLITICIANS WILL NEVER RULE ZAMBIA’ By PETER SICHALI

NPATRIOTIC political leaders will never rule Zambia because they do not have love for the country, Chief Madzimawe of the Ngoni people of Eastern Province has said. Chief Madzimawe said Zambians should at all times embrace peace and patriotism. "If any person talks ill of their country it means they do not love it and are not fit for leadership," Chief Madzimawe said.

The traditional leader said politicians should desist from speaking ill of their country because there would be no country to govern if they destroyed it through unpatriotic acts. "Politicians that are fond of speaking ill about Zambia should forget about ruling the nation because there will be no other country if they destroy it with their ill-talk," he said. Chief Madzimawe said leaders aspiring to rule should demonstrate patriotism if indeed their aim was to serve the country. He said political leaders

should ask themselves about the kind of country they aspire to inherit instead of engaging in unpatriotic acts that could put the country’s peace at stake. Chief Madzimawe said political leaders should not take advantage of the peace the country was enjoying. "We are being recognised as a peaceful country, ranking fourth on the African continent and therefore there is need for us to jealously guard the status quo. We should not trade this peace we have for anything," the traditional leader said.

And Movement for National Transformation (MNT) president Daniel Shimunza has wondered why it has taken so long for justice to be done to Dr. Chiluba so that his children could receive the care they deserved. Meanwhile, Northmead Assemblies of God Bishop Joshua Banda says Dr. Chiluba will always be remembered for declaring Zambia as a Christian Nation. Speaking during Dr. Chiluba’s memorial service at the presidential burial site at Embassy Park in Lusaka yesterday, Mr. Kavindele said it was not right that the immunity of Dr. Chiluba, who was acquitted of all charges against him, has not been restored. “The case which led to the lifting of Dr. Chiluba’s immunity and all other cases were all dropped. It is sad that those cases levelled against him led to the deterioration of his health and his consequent death. ‘Smuggled goods flood market’ By BENNIE MUNDANDO FOREIGN products flooding the Zambian market in the midst of Covid-19 may choke the local industry because most of them are smuggled into the country cheaply. Zambia Republican Party (ZRP) president Wright Musoma said he has noted with concern that there was still an influx of cheap meat and dairy products on the Zambian market. In an interview, Mr Musoma said considering that many countries had closed their borders, it was clear that the products were not legally imported but smuggled into the country. He said Zambia was losing millions of Kwacha in taxes as duty and other taxes and if not stopped, could paralyse the local manufacturing industry. He said Zambia had the capacity to be self-sufficient in a number of products but that smuggling and reckless imports had slowed the viability of the local industries. “If you go to most of these chain stores, you will find that there are dairy and meat products from as far as Portugal and you wonder how these were imported into the country when there are so many restrictions globally owing to the Covid-19 pandemic advent. “The only logical conclusion you make is that these products are smuggled. This means that Zambia is losing revenue while local manufacturing companies are also threatened with closure because products which are not subjected to any taxation cannot compete for prices with those which are taxed,” Mr Musoma said. He said this also posed a health challenge as the safety of the smuggled products could not be guaranteed. Mr Musoma appealed to chain stores and other outlets to stop stocking products whose entry was questionable as doing so amounted to aiding illegal trade.

The former minister said Zambia cannot afford to call off friendship with China because of the xenophobic talks by some western countries. Dr Kalumba said Zambia needs to continue to have cordial relationship with Zambia because it had demonstrated its willingness to help Africa to

move out from debt stress. “The move by China defeats the western propaganda that China is just here in Africa to enrich itself. I have always said that the greatest economic power is China and if we become reckless in our talk about China we shall just end up losing out. China has strategic interest in Africa and those who are against it they just want to control us and not caring about our economic plight, so I believe that let’s reach out to China in a positive sense. Chinese are not our enemies, let’s find a strategic relationship with China, in the end we will learn more on how they came from low levels of economic performance to where they are,” Dr Kalumba said. He said that there was a lot which Zambia can benefit from China unlike other western countries. Dr Kalumba said Zambia had never gotten loans from some western countries which were written off like China was doing. “We have a lot to learn from China on how it has developed through the handling of economic challenges,” he said.

HE Bank of Zambia (BoZ) has warned Comsave Credit Union and other institutions involved in illegal money activities such as Ponzi Schemes of stern action which includes prosecution. A Ponzi scheme is a fraudulent investment operation that pays returns to investors from their own money paid by subsequent investors. Comsave, which is a Ponzi Scheme, has been enticing people, particularly farmers in Southern Province into “investing” their money while promising them high returns. Consave has led to victims to believe that profits were com-

ing from product sales of other means, and they remain unaware of where its offices were located. Some of the posts from Comsave’s Facebook posted this month include: “The main reason why members did not get their monies on time is due to technical issues we had with our online gateway payment. FOUR paramount chiefs have petitioned the Constitutional Court for a declaration that Government should be paying chiefs to enable them discharge traditional functions of their office. The four are the Litunga, Mpezeni, Chitimukulu and Kalonga Gawa Undi and have cited the Attorney General as

ALLS to have Bill 10 withdrawn from the floor of the House are misplaced because Members of Parliament will debate the bill to its logical conclusion, says Chembe Member of Parliament Sebastian Kopulande. Mr Kopulande said the MPs will treat the Constitution amendment bill number 10 like any other Bill, through all the steps of parliament as prescribed by

law. "All calls for withdrawal of the Bill are misplaced because we know what to do with the Bill through debate and amendment of clauses that we find objectionable," Mr Kopulande said. He said Parliament will not be cowed into withdrawing the bill. "We shall take Bill 10 like any other bill and as such, we are not going to be cowed into withdrawing the Bill," Mr Kopulande said. He said MPs are free to

debate any Bill brought before the House without pressure from any self-imposed authority which does not have the mandate of the Zambian people. "As Parliamentarians we are free to debate any bill brought to the House because that is why we have been put into office. "As duly elected Members of Parliament we will debate and see Bill 10 to its logical conclusion," Mr Kopulande said.

Mining firms report revenue drop By BENNIE MUNDANDO

ZAMBIA’S mining companies have suffered an alarming drop in revenue over the three months, February-April 2020, illustrating the deep impact of Covid-19 on mining finances, the Chamber of Mines has said. In a statement yesterday, Chamber of Mines chief executive officer Sokwani Chilembo, noted that the collapse in revenues, falling 30 percent over the period, could be attributed to two main factors. Mr Chilembo said the severe global restrictions on movement had impacted on the mining supply chain, and hindered the export and sale of copper. He also said the copper price collapsed early in the crisis, and though it has since strengthened, it was still down on average by 12 percent over the period compared to 2019. “So, despite maintaining production, Zambian mining companies have struggled to export and sell their copper, and have received a considerably lower price for the sales they have made. “To make matters worse, companies have also seen

an appreciable rise in costs, through implementing Covid-19 prevention and mitigation measures, necessary to ensure the safety of workers and surrounding communities,” Mr Chilembo said. He said the fall in mining revenues was mirrored exactly in the fall in mineral royalty payments, as royalties were levied on each tonne of copper that is sold. Citing as an example, Mr Chilembo said royalty payments were estimated to have come in at approximately US$60-65 million over the three months, rather than the US$90 million that could have been expected. He said the simple calculation illustrated how closely Government revenues mirrored the fortunes of the mining industry. “The industry has done a magnificent job of maintaining production over this difficult period. But, for various reasons, revenues have fallen massively. Zambia’s miners have been battling ever higher costs for years, and we are concerned about the potential consequences of such a big hit to earnings occurring now.

‘High nomination fees hinder youths’ By OLIVER SAMBOKO

THE proposed upward adjustment of nomination fees if approved will hinder youths from aspiring and participating as candidates in next year's polls, a youth advocate, Veronica Zimba has said. Ms Zimba said most youths were poor and without means to afford exorbitant nomination fees being proposed by the Electoral Commission of Zambia. She warned that implement them will be detrimental to youths’ participation in the elections. She said it was wrong for the ECZ to start proposing things that are not in the interest of the population especially that it was being funded by the people through the national treasury. Ms Zimba said ECZ was not a profit making organisation and as such, those running the institution should realise that they are there to manage elections on behalf of the people and not to make money out of elections. posed nomination fees by the ECZ because the move was going to keep them away from participating in next year’s polls and future elections. “As youths, we should reject the proposed nomination fees by ECZ because once allowed to be implemented, it will hinder many youths from aspiring to elected office,” she said. The ECZ has proposed to increase nominations fees which must be paid four weeks before the nomination day, with the Presidential nomination fee for male candidate pegged at K150, 000 from K60, 000 while female and disabled Presidential hopefuls will have to fork out K120, 000. ECZ also proposed to increase nomination fees for male Member of Parliament to K25, 000 from K7, 500, Female or Disabled MPs K20, 000, Male Mayoral candidates K25, 000 from K7, 500 and female and disabled Mayoral candidates at K20, 000 while male councilors at K2, 500 from K750 with fees for female and disabled Councillors has been proposed at K2, 000 from K750.

CEC capitalised on Zesco - EAZ By BENNIE MUNDANDO

ECONOMICS Association of Zambia (EAZ) says Zesco has been overburdened in the last 20 years over its partnership with the Copperbelt Energy Corporation (CEC). The association observed that Zesco had to simply endure onerously terms and conditions during the more than 20 years that the Bulk Supply Agreement (BSA) subsisted with CEC. EAZ head of communication, Tendai Posiana, yesterday said it was clear that Zesco had always respected contractual terms which were initially prescribed to prop up the mining economy during the painful transition from ZCCM-IH to the post-privatisation era and in the mid-80s to late 90s. “Over the last 20 years, Zesco has spent in excess of US $100m in rehabilitating and expanding the distribution network on the Copperbelt that was left in a dilapidated state from the year 2000 which should have been a cost borne by CEC, who still maintained control of the overall supply infrastructure,” Ms Posiana said. Mr Posiana said the BSA gave CEC an “exclusive franchise” for the supply of power on the Copperbelt and that this entailed that the firm could supply power to all mining and mining related activities. She noted that the exclusivity meant that though Zesco was investing in assets to ensure firm supply to the mines, it was never truly able to recover the full cost from the mines, which it was unable to negotiate with on pricing and supply. She said as a result, at the creation of the Chambeshi Economic Zone, Zesco constructed a new substation at own cost to supply the new economic zone, but was later fined US $10 million to pay CEC. She said the crime was simply that Zesco had stepped on turf that was exclusively earmarked for propping CEC's business interests. Mr Posiana that the lack of openness was not in the interest of the wider Electricity Supply Industry or the consumers who were being "locked in". “In March 2000, CEC transferred the supply of power from the townships to Zesco under the First Amendment of the BSA upon the realization that it was not profitable given the regulated retail tariffs. This amounted to "cherry picking" as CEC retained control of the infrastructure and the lucrative mines but chose to hand over the "hard work" of supplying less lucrative retail consumers to Zesco. She said Zesco had to pay CEC close to US $12 million annually, to transmit its own power meant for supply to retail consumers sitting behind the CEC "curtain" on the Copperbelt through CEC owned infrastructure also known as wheeling. “As operators of its infrastructure, CEC did not grant or provide access to its meters or metering data to show the true consumption by the mines that showed the true peak on the Zesco system. As such, CEC enjoyed the additional benefit from what is known as 'simultaneous maximum demand.

ILLEGAL TIMBER HARVESTING RAMPANT IN MULOBEZI By ANDREW MUKOMA

ESIDENTS of Mulobezi have protested against the rampant cutting down of trees for timber by foreign nationals in the area. According to the residents interviewed, the district had been invaded by a lot of people involved in timber business and other natural resources. The residents told the Daily Nation that as a result, the entire district risked becoming a desert if Government does not take any measures to stop the vice. Some residents, who declined to be named, blamed the situation on the tradi-

tional leadership in Mulobezi. They have alleged that some indunas and headmen were giving out huge portions of the forest to the foreigners to harvest timber. The aggrieved residents demanded that Government should move in and out a stop before the situation worsen. STANBIC Bank Zambia is leveraging part of the K10 billion Bank of Zambia (BoZ) Covid-19 relief package to help clients keep their businesses viable during the pandemic period. The package is key to alleviating most of the issues local enterprises have been facing as it allows banks to provide businesses with the much needed funding to keep their operations going. This is according to Stanbic Bank Head of Personal and Business Banking, Mwansa Mutati. “What we are doing is that for customers we know need refinancing or help with their loan repayments or working capital, we have set up channels through which they can receive assistance from us and keep their business running despite the prevailing challenges," she said in a statement. Speaking in the first

episode of the bank’s Tili Pamodzi Online Conversations programme, Ms Mutati said the BoZ relief package was special as financial institutions could access the funds at a much lower cost than conventional loans. This, she explained, meant that financial institutions could extend the benefit to the end users by being more flexible in distribution. Ms Mutati said Stanbic had its own Covid-19 assistance initiative running long before the central bank availed the K10 billion package. “We then proactively engaged with those customers to create tailored intervention measures to help them overcome any financial difficulties that may arise from the restricted trade. "Our mode of intervention involves loan payment breaks, working capital assistance and staff salary assistance,” Ms Mutati said.

RADE barriers such as delays in issuing Certificate of Conformity has left Wonderful Group of Companies stranded with over 10, 000 boxes of tiles which have been ordered by customers from other countries. It is currently difficult to export tiles due to strict regulations which include delays in issuing Certificate of Conformity, says Group Sales and Marketing, Mark Sinyangwe. Mr Sinyangwe complained that countries such as Zimbabwe, South Africa and Tanzania were among the markets with stiff regulations. He explained that the certificate which was supposed to take 24 hours to be issued was taking six months.

He was speaking when the Zambia Revenue Authority (ZRA) Commissioner General, Kingsley Chanda toured the Group’s plant which produces Macopolo tiles. “We have a problem in Zimbabwe, Tanzania and South Africa. When you want to export to Zimbabwe, for instance, the inspection takes longer than expected and you end up losing customers in the process. “For instance, I will tell you that we have a customer in Zimbabwe who wants 10, 000 boxes and that is just one customer, there are many. The problem is that they cannot go to Zimbabwe because we must bring in people from South Africa to come and check,” Mr Sinyangwe said. Bill 10 – The importance of risk assessment for businesses and stakeholders

HIS Friday, 19th June 2020 Parliament will sit to table the contentious Bill-10 and decide on whether to turn it into law or not. If the former happens, a business as usual transition period will follow as negotiations to establishing the new business paradigm takes root. Although many seem to think that the Bill is just about politics and governance, there is still a huge amount of uncertainty and debate about what the economic repercussions could be on businesses and the social impact that would ensue from there. And while some businesses and stakeholders are planning for the challenges and opportunities ahead, the Institute of Risk Management Zambia (IRMZA) believes that all stakeholders – not just those directly and immediately affected, should be undertaking rigorous risk assessments of how the new law would affect their strategic plans and ac-

tively working to understanding their risk exposure in both the short and long term. Only once they have compiled this information, can businesses develop an appropriate risk mitigation strategy. Time spent conducting and thinking through this exercise may bring your businesses real dividends going forward. Bill-10 has naturally raised questions and concerns among the political class, but it is particularly sensitive for the business community too. Key economic stakeholders are alive to changes been proposed and how those might impact on their businesses. Risk managers need to consider the wider operational implications of the Bill notably the impact on economic and financial factors, national security, corruption, sovereign debt, risk, corporate governance, regulation, legal and technology. A comprehensive risk assessment on these issues and other will help business organisations to identify

and manage the factors that could affect the prospects of meeting their objectives. The first point to address in assessing the risks is the importance of context. With a wider shift in the policy shift expected “IF” the Bill-10 is enacted into law, what business context are we assessing risks? What is the likely scenario that we need to model our risks in? With Bill 10, this is a complex and multi-faceted scenario, which makes risk assessment ever more challenging. To

Junior miners fight for survival in coronavirus storm JOHANNESBURG - While the mining industry overall was hard hit by the coronavirus pandemic, it is junior miners who sustained the heaviest blows - with some fighting to survive as their viability is threatened. The mining sector ramped up production as lockdown regulations were eased, but emerging miners are adjusting to a “new normal” which is set to test the entrepreneurial mettle of business owners who were already facing tough operating conditions even before the pandemic hit. “For us, going back to production following the hard lockdown was not as simply as pressing a restart button,” said John-Ernest Fogwell, an executive director at Junior Mining Association. “The initial lockdown had

a huge impact on us as an industry, and impacted cash flow, given that unlike big companies, junior miners do not have big shareholders and easy access to large capital resources,” said Fogwell. Junior and emerging companies are considered as entities with an annual turnovers of not more than R500 million, and players in the segment are spread across the mining spectrum. Following the phased easing of lockdown regulations, which gave the mining industry a green light to increase production under strict health and safety regulations aimed at preventing the spread of Covid-19, junior miners which had been bruised by the shutdown also resumed work. But they are concerned that the road back to full production will be long and hard. “It is going to take a while to return to full production….to where we were pre-Covid-19. Companies will have to reset their businesses as demand locally and internationally is still slow and some markets not back on track,” Fogwell said. . – FIN24.

Qantas axes most overseas flights until October BRISBANE - Qantas has cancelled all international flights until late October except for those to New Zealand. The news comes as the Australian government said its border would remain closed into next year to slow the spread of the coronavirus. The airline and subsidiary Jetstar are now boosting domestic flights as travel restrictions within Australia ease. Qantas has seen domestic passenger numbers double to 64, 000 this week, compared to last week's 32, 000. The nation's tourism minister has also encouraged Australians to take their holidays within the country this year. “With Australia’s borders set to remain closed for some time, we have cancelled most

international flights until late October," the airline said in a statement. "We still have some flights scheduled across the Tasman in the coming months, with the expected travel bubble between Australia and New Zealand," the statement continued, referring to the Tasman Sea between the two countries. The airline pointed to comments from Tourism Minister Simon Birmingham for its announcement yesterday. AFRICA DEBT-SWAP PLAN GAINS MOMENTUM WITH G-20 BANK INTEREST ADDIS ABABA - Three central banks from the Group of 20 developed nations have expressed interest in underwriting a special-purpose vehicle that would allow African countries to reduce their immediate debt burden without the risk of default, according to a United Nations

body. According to the financial construct, nations would exchange their debt for new concessional paper issued by the vehicle and backed by top-rated institutions. That would allow some of the poorest countries to channel scarce funds to fight the pandemic while staying current on obligations to private creditors. “We have at least three countries that are interested but we’re trying to bring them together to form a group,” Vera Songwe, the executive secretary of the UN Economic Commission for Africa said in an interview. The special-purpose

vehicle is being designed by the UNECA, African Union and African finance ministers. Songwe declined to name the central banks with talks still ongoing but said there was hope for progress on the matter before the summer. The potential debt exchange is similar to the 1980s Brady plan that converted bank loans mostly owed by Latin American countries into new securities backed by US Treasuries. RioZim stops gold production HARARE One of Zimbabwe’s biggest gold miners and Zimbabwe Stock Exchange-listed entity, RioZim says it has been forced to stop gold mining operations by inability to meet operating costs. In a cautionary statement to shareholders, the miner said the Reserve Bank of Zimbabwe (RBZ) imposed retention threshold and the pegged exchange rate meant it was only receiving 80 percent of its earnings from the sale of gold.

Gold miners are required to surrender 30 percent of their foreign currency earnings to the RBZ, which then liquidates them at a now fixed exchange rate of ZW$25 for every US dollar. RioZim says this regulation effectively means the company is getting less for its gold sales compared to the international market price. This level of earnings, it said, was not enough to cover operating expenses, including imported power and a restless workforce demanding that

wages be paid in foreign currency. Zimbabwe, through the central bank, has struggled to manage its foreign currency with the exchange rate and foreign currency retention thresholds having been repeatedly criticised by exporters, gold miners in particular. So contentious has been the issue that in 2018, RioZim suspended operations at Cam and Motor Mine, Dalny, and at Renco Mine after it ran out of money to import “cyanide, activated carbon, explosives, as well as spares for the repair

of equipment among other items.” At that time, it blamed the central bank for the failure to access foreign currency to bring in critical inputs. ECZ PROPOSED NOMINATION FEES EXTORTIONATE Dear Editor,

S ardent believers of the propoor policies and highly cherished democratic principles of the Patriotic Front under the leadership of President Edgar Lungu, we would like to protest against the proposed nomination fees. Although the Electoral Commission of Zambia is an independent body, we count ourselves as stakeholders in its decision-making process especially the one pertaining the fate of candidates and ‘O’ levels. Our immediate reaction is the utmost disappointment and this decision is extremely uncalled for in a plastic political dispensation such as Zambia. It is our considered view that Zambia is a democratic society which substantially depends on the participation of the youth in the electoral process. Youths are therefore not electors but they should position themselves for the elective political process. We have no doubt that the apparently extortionate high fees will technically knock out promising youths. We are also of the view that arbitrarily increasing the nomination fees will increase corruption and commercialise political offices. In an event the state office holders invest the substantial chunk of money, logic demands that they use all possible means to recover including using underhand methods such as illicit financial

flows. We take cognizance of the universally known fact that ECZ is a public institution which is funded by taxpayer’s money. If there is any event that necessitate supplementary funding, the ECZ should hurriedly lobby the Treasury using the applicable procedures. This unfortunate development is taking place in the week the youths were petitioning their MPs for the enactment of the Constitution of Zambia Bill number 10 which ostensibly supports youth representation. Technical knockouts for the youth in the political races is something that is objectionable. We cannot fold our arms and let ECZ turn the electoral process a preserve of the

PICK n Pay is one of the chainstores operating in Zambia and it has a policy of recruiting some dumb people particularly ladies as cashiers. This is a good gesture which should be emulated by other chainstores dotted across the country. I patronise some chain stores notably Pick n Pay when chance permits to buy some merchandise for home use. My choice of buying the products from these stores is that they offer a wide range of quality local and foreign goods. Most of the time I buy some merchandise from Pick n Pay at Society Business Park Mall located between Cairo Road and Cha Cha Cha Road. To my amusement, I noted that one of the tellers is a dumb lady whom I came to identify as Jane from the name badge pinned on her uniform. Jane serves the customers with a sense of urgency and efficiency. I was thrilled with the way she operates. Some employers in most cases are sceptical about employing the physically challenged which include the dumb people regardless of their qualifications. This doesn't augur well. Simply put, this is discrimination and it should not be condoned. The crux of the matter is that the disabled people have the right to employment just like the able bodied ones. Moving forward; I implore other chain stores to emulate Pick n Pick by considering employing the dumb people. The works once completed will enable motorists on the Kitwe - Ndola road to go to Ndeke Changa Changa via Mulenga compound. The stretch of approximately 1.5km starts from the Mulenga Compound Police Post to Mulenga Primary School before getting to Ndeke. Kitwe Mayor, Christopher Kang'ombe, said shortly after inspecting the works that the bridge across the Mate Mate stream would be constructed to enable access, further up to Ndeke Changa Changa. Kitwe PF bashes heartless opposition

SOME bar and lodge owners in Kitwe are conniving with some council police officers to host patrons illegally in secrecy. Investigations by the Daily Nation at one of the most notorious lodges near Kitwe Central Police Station, showed that patrons were required to pay K5 on entry for the purposes of ‘oiling’ some council police officers who would in turn help with the secret operation. "For you to enter this place, you have to pay K5 because we need to share this money with council police officers who allow us to operate secretly. We have to be careful so that we are not caught as you know bars have been closed because of the Covid 19,'' said one worker. He also disclosed that Sealand Limited would also supply about 446 metric tonnes fertiliser to the district. Mr Kahimana said the district leadership was grateful to the government of President Edgar Lungu for the support it has continued to receive. Burundi’s new president vows to unite nation

NAIROBI - Burundi’s incoming president Evariste Ndayishimiye was sworn in yesterday after the sudden death of predecessor Pierre Nkurunziza, and he pledged to unite a country that has been cut off by aid donors due to rampant human rights abuses. Ndayishimiye, 52, a retired army general, won last month’s presidential election of behalf of the ruling party, defeating the opposition’s Agathon Rwasa and five others. He was due to be sworn in this August, before Nkurunziza died earlier this month. Nkurunziza died aged 55 on

June 8 after suffering a cardiac arrest, the government said. There are unconfirmed reports that he was suffering from Covid-19. After 15 years in power, Nkurunziza was due to step down in August. “I will not fail the unity charter, the constitution and other laws, will uphold unity among Burundians, peace and justice for all, (and) fight the ideology of genocide and discrimination,” Ndayishimiye said while taking his oath. His swearing-in was followed by a 21-gun salute and a military parade in a stadium filled with invited guests garbed in uniform green and white shirts, in the political capital Gitega. The constitutional court ruled on Friday that Ndayishimiye should be sworn in immediately after Nkurunziza’s death, easing concern that powerful generals would dispute the succession. – REUTERS.

company guarding a hotel in the city centre, are accused of leaking the video obtained from the hotel surveillance cameras without authorisation. Patrick Rading Ambogo and Janet Magoma Ayonga denied the charges of illegal interception of computer data and were released on cash bail. They will return to court on July 2. Doc calls for caution as league reopening looms By MUKWIMA CHILALA THE return of the league must be approached with extra caution because players have been away for a long time meaning the coach must look at how the players will respond in the first few days regarding adaptability to training, Dr Joseph Kabungo has said And Kabungo says it can only take approximately a month before players are comfortably safe to return play. Kabungo, a sports medicine expert and former Chipolopolo team doctor said during this period, there was also need for a good medical examination to be done because the country was still in the Covid-19 era. He noted that there was need for players to be very cautious and take it easy as they returned to training. Kabungo said that players needed to be well evaluated before they are actually introduced to routine preparations for games.

He noted that it was a delicate situation that needed extra caution due to the fact that the risk of getting injuries for players was very high because of the timing. “It is a very delicate question because we are not sure what players have been doing the time they have been off since March. Definitely, there should have been some psychological changes happening and some of them might be negative to the players who might have stopped doing individual training,� Kabungo said. “Players have been away for a long time, they can’t be at the same fitness levels. So the coach will have to look at how the players will respond in the first few days.� Kabungo said there was need to give players enough time as the ideal period was four weeks so as to avoid the risk of injuries. Government through the Ministry of Sport has indicated that the league could open soon after consultations with all stakeholders. Games were suspended in March following the outbreak of the Covid-19 pandemic.

HE Football Association of Zambia (FAZ) has warned against underestimating Milutin ‘Micho’ Sredojević patience by quickly awarding the Serb his contract.

And Minister of Sport, Youth and Child Development Emmanuel Mulenga on Wednesday said Government would only look at Micho’s contract once the league resumes. But FAZ vice-president Rix Mweemba said there was no connection between Micho’s contract and the resumption of the league as the Chipolopolo coach has national team assignments to focus on. Mweemba said the delay in giving the coach his contract was demoralising and expected to kill the zeal.

Micho got down to work immediately he was unveiled as Chipolopolo coach by FAZ in February. “We should not underestimate his patience, we should actually respect his patience and give him the due contract that he deserves, for the good of the nation. He’s shown love for the nation, it’s really very demoralising. When you got the zeal to do something and then frustration like this comes in the way, their limits a person can take,” Mweemba said. He said FAZ was equally embarrassed by the situation as they have continually assured the coach that his contract will be signed before the preparations for international assignments. Mweemba pleaded with the minister to step in and quicken the process before Micho backs out. “He shouldn’t be working in limbo in the way he is doing. I am sure he’s getting doubts on whether we are going to sign him or not which is not good for an employee. No one is ready for an excuse this time around, we have to qualify for both the Africa Cup and World Cup so he needs assurance to start planning for the task ahead,” Mweemba said. Mulenga said the ministry was currently looking at the resumption of the league. Micho was given a two-year contract with a salary of US$25, 000 with FAZ contributing US$15, 000 and government US$10, 000. FAZ has been meeting its obligation.
