THE Zambia police service has made headway in investigating the murder of three Chinese nationals in Lusaka Makeni recently, Home Affairs Minister Stephen Kampyongo has assured. Mr Kampyongo said tremendous progress had been made and the matter would soon be taken to the courts of law once the on-going investigations were concluded. The minister was speaking in an interview in Kabwe after handing over farming equipment to the Zambia Correctional Service. “The police have made tremendous progress in Mr Kampyongo pursuing the suspects, we are very grateful with the speed way in which they have effected the arrest,” Mr Kampyongo said. Three Chinese were brutally killed and their factory set on fire after a dispute over salaries with employees. One suspect was immediately arrested while the second one was nabbed after fleeing to the Copperbelt. And Mr Kampyongo has assured foreign investors in the country of full protection from criminal elements. The minister said Zambia has for a long time been known to be a country of peace and would continue to be so. Mr Kampyongo said Zambians would continue to co-exist with foreign nationals who were legally in the country. “We have been known to be a country of peace for a long time, we have looked after people here for a long time who have come for sanctuary during liberation struggle,” Mr Kampyongo.

HE Constitution amendment bill number 10 of 2019 with amendments as recommended by the Parliamentary Select Committee is progressive and should be supported by all Zambians, Prominent Lusaka Lawyer Sakwiba Sikota has said. Mr Sikota said it was important for members of Parliament especially those from the opposition to take keen interest in the content of the bill as opposed to rejecting the document in totality. Mr Sikota said the bill is progressive especially with amendments proposed by the Parliamentary select Committee. “I have taken time to study the document and I must say it is very progressive taking into consideration recommendations of the Parliamentary Select Committee, “ Mr Sikota said. Mr Sikota said opposition Members of Parliament should desist from walking away from parliament and debate the bill. “The issue of constitutional amendment is not a partisan issue therefore we expect MPs both from the ruling and opposition to look at the bill and debate objectively,” he said. “We all know that our constitution needs refining and this calls for everyone to put partisan interests aside,” Mr Sikota said. Mr Sikota said constitution making is an important understanding that should not be politicised. “I would like to appeal to our colleagues in the UPND to take time and debate the content unlike rejecting the document in totality,” Mr Sikota said.

‘Most East maize sold to briefcase buyers’ BY GRACE CHAILE LESOETSA IN CHIPATA PARAMOUNT Chief Mpezeni of the Ngoni people has warned that the Food Reserve Agency (FRA) may not find enough maize to buy in Eastern Province as most of it has been sold to briefcase buyers. He attributed the unprecedented selling of maize to private buyers due to the low maize price of K110 per 50 kilogrammes of white maize offered by FRA. Chief Mpezeni was speaking at his palace in Chipata when Neria’s Investments Limited general manager, Martin Chaikatisha paid a courtesy call on him. He was worried the situation could lead to food insecurity in the province. “I am worried that the maize has finished because farmers are selling to briefcase buyers. I doubt FRA will find maize in Eastern Province because most of it has been sold. The maize price is lower than what the farmers put in,” he said. And a farmer, Mr Mabvuto Phiri said some farmers were selling their maize to buyers in Malawi because of a better price. “The maize price in Malawi is K160 while here it’s K110, so farmers prefer selling to buyers in Malawi,” Mr Phiri said. Meanwhile, Chief Mpezeni commended

Government cannot give everyone one a bag of the commodity, but it’s best to help farmers especially those in rural areas. “I am happy that Neria’s will deliver the inputs in time, continue with the good job,” he said. Chief Mpezeni advised the Provincial Agriculture Coordinator Alex Chilala to work closely with Neria’s Investments to make sure all areas receive fertiliser without delay. Mr Chaikatisha assured the Paramount Chief that the farmers would access the inputs before the start of the farming season. “I am here to report that we have already started the delivery of fertiliser to all the districts. We will deliver 63,000 metric tonnes of both Urea and D-compound,” he said.

THE continued retention of retired judicial personnel is frustrating and demotivating to qualified personnel ready to take up such positions, Benjamin Mwelwa has complained. Mr Mwelwa complained to the Judicial Service Commission (JSC) about the retention of retired personel at the expense of qualified officers. Mr Mwelwa, a magistrate at the Livingstone Subordinate Court stated in a witness statement that the Constitution of Zambia Amendment Act number 2 of 2016 provides for the retirement age for the employees in the Judiciary which include the judicial

officers like any other public officers in the public service. This is in a matter where Magistrate Mwelwa petitioned the Constitutional Court to order that contracts given to already retired judicial officers must be terminated and all salaries or allowances drawn from the revenues of the country be paid back as they have been earning illegally. He cited Attorney General, Likando Kalaluka as the respondent. Mr Mwelwa argued that the retaining and continued occupation of already retired judicial officers was not only demotivating but also unconstitutional, according to Article 1(3) of the constitution. In his witness statement, he argued that the Judiciary had

continued retaining retired employees as can be seen in a memorandum dated April 21 2020 issued by a chief administrator. He stated that the JSC has continued to promote those officers who had already retired while serving their contract at the expense of those officers who have not retired and qualified to take up those positions being occupied by the retired officers. Mr Mwelwa stated that there were many magistrates who after they are called to the bar had not been appointed to the position of resident magistrate for a long time on the basis that there were no vacancies and yet vacancies are being occupied by retired officers.

Mr Njamba said in a telephone interview, “no one will stop us from contesting the forthcoming provincial intraparty elections because my committee has delivered results for the part. “ Confusion is over who gets adopted for the provincial positions and fire is bound to ignite among the factions. The contestation between the two rival camps follows a hasty decision by UPND chairperson for elections, Gary Nkombo to dissolve and replace the executive Committee in the Province over rampant defections of elected officials, a decision which has been secretly reversed by his boss, Hakainde Hichilema. This has also led to violent clashes between the two rival factions. He said the dissolved committee has delivered results for the party and that it was not right for anyone to accuse it of non performance. "We have not been chased from the UPND and no one will stop us from contesting positions, because I believe our committee was dissolved to pave way for elections," Mr Njamba said. Mr Njamba said UPND is a democractic party and his committee does not need approval to contest the elections. "If they are saying we have not performed let us go for elections so that members can decide whether we have performed or not because we believe we have performed very well," Mr Njamba said. He boasted that his committee has produced 184 councillors, 15 council chairpersons and produced 16 members of Parliament. Mr Njamba said UPND is a democratic party therefore it was not right to dissolve a committee over a baseless issue. "The people will decide whether to retain us or not and no a single individual will bar us from contesting the elections," Mr Njamba said. And Dr Banda said it was not surprising that the UPND was engulfed with leadership battles because that was the legacy that Mr Hichilema had introduced. He said UPND would never form government for as long as remains an instrument for the emancipation of Tongas. He said the tension between Mr Hichilema and Mr Nkombo Was as a result of leadership failure by Mr Hichilema's continued stay as UPND president because now he was failing to trust his closet friends. Dr Banda said the permanence of Hichilema as leader was a weakness as had now been typified by the shift of his nickname from the dignified 'Kachema' to the elitist and decadent 'Bally.' Dr Banda said the wrangles in the UPND is as result of failure by the organization to evolve. He said Mr Hichilema has been UPND leader Hakainde Hichilema has been leader for over 20 years and that has become a source of conflict because there are some members who were infants when he took over and adults now and would want to take over. Dr Banda said Mr Hichilema was running the party like a private limited company as opposed to a political party.

PF ROGUES THE Patriotic Front is a house on fire even though its top leadership might not admit it. And its undoing might be trying to make populist decisions which are quite harmful in the end. The signs being sent to the nation is that there is division within the party on how to handle some of the issues that have hit the headlines – the handling of Chinese foreign investors being a key point. The PF’s Chief Executive Officer, Mr Davis Mwila has come out strongly and warned ministers to up their act. Specially mentioned by the party’s CEO were the ministries of Local Government, Home Affairs as well as Labour and Social Security. The genesis of this public rebuke stems from a statement issued by Local Government Minister Charles Banda a few weeks ago in which he complained about the manner some government functionaries were going about revoking trading licences on the spot by erring business entities. Dr Banda said much as they were exposing wrongs in the nation, they were going about it the wrong way and advised them to use the appropriate wings within their organisations in doing so. Lusaka Mayor Miles Sampa, who was involved in a public dispute with a Chinese-owned company apologised the following day and promised to heed the minister’s advice This did not go well with Mr Mwila who the next day issued a public statement tacitly blaming the Ministry of Local Government of not doing its job by issuing trading licences to foreigners engaged in running hair salons. The Labour ministry was equally blamed for not scrutinising the work permits of foreigners and ensuring that businesses did not infringe on workers’ rights. The impression being created by Mr Mwila is that the ministers are working against the party. But how could this be? Mr Mwila asked all ministers to side with the people and warned that businesses were infringing on workers’ rights and allowing other wrongs to be done because there was laxity in inspections by various line ministries. He directed ministers to deal with infringements and other related labour matters unearthed in foreign-owned businesses instead of just talking. Clearly, Mr Mwila is not being fair to the ministers and is undermining their work. We believe that by virtue of being member of the Patriotic Front, the ministers would not act in a manner that flouts the party’s policies. What seems to be a problem is the tendency of taking populist decisions that are short-term but actually damage the country’s reputation in the long run. There is nothing wrong with the mayor of Lusaka for example making impromptu visits to business premises but while doing do, he must be aware that he too is a representative of the government. Moreover, we believe that even though civic leaders are popularly elected, their line ministry is that of Local Government which provides policy guidelines – from the PF. Mr Mwila also cautioned ministers to listen to the Zambian people because it is the duty of the PF as the part in power to listen when people speak. Mr Mwila is third in hierarchy within the PF and should strike a balance between what cabinet ministers are doing and “misguided” junior government officials. Yesterday, the Human Rights Commission urged Government leaders to adhere to the rule of law, constitutionalism and respect for human rights and refrain from over relying on common sense when dealing with national matters. HRC spokesperson Mweelwa Muleya was commenting on remarks he said amounted to suppression of freedom of expression by Lusaka Province Minister Bowman Lusambo during his press briefing on Wednesday. Mr Lusambo, allegedly threatened some individuals and artistes for expressing their opinions through recorded videos which were being circulated on various social media platforms. Yes, while Mr Lusambo must defend the government, whatever he does must border on the rule of law. That is what will build the nation for every one is a stakeholder. The PF simply cannot afford political rogues in its ranks.

KAFUE GORGE POWER PROJECT FIRES UP AUGUST By SILUMESI MALUMO

OME units at Kafue Lower Gorge project will be commissioned in August this year, Energy Minister Mathew Nkhuwa has said. Mr Nkhuwa said the contractors said the project was on course and that some units were completed and start operating. He said in an interview yesterday that the progress on the project was overwhelming and some units would be commissioned by August, this year.

The whole projected is scheduled to be completed in December his year to give Zambia an additional 750 megawatts. It was started in 2016. The minister said that once the units were commissioned they would start generating more power in the country. He said this development would contribute massively to the development of the country as energy was the main driver of the economy. ZAMBIA has engaged the World Tourism Organisation (WTO) on possibilities of disposing of over US$100 million worth of ivory, Tourism Minister Ronald Chitotela has said. Following a worldwide ban on ivory trade, Zambia remained stuck with the commodity. Mr Chitotela said Government had also been engaging other stakeholders in pushing for a one off lift of the ban. The worldwide ban on ivory trade has left Zambia stuck with more than 52 tonnes of both legal and illegal ivory worth over US$100 million. “We are currently engaging WTO and other stakeholders on the issue of ivory,” Mr Chitotela said. And Zambia Jubilee Coalition( ZJC) said there was need for Government to engage regional bodies such as SADC so that African countries could speak with one

voice on one off lifting of the ban. ZJC Secretary-General, Kwaela Mwanza, said allowing African countries to sell their Ivory could help in the recovery of economies that have been hit by Covid-19. Mr Mwanza said the money could also help Government restock some selected national parks to boost the country's tourism sector. Mr Mwanza said though the ban was meant to curb poaching of endangered species including Elephants, it had deprived Zambian and many Southern African countries of revenue. The ivory could not be sold or traded until the ban is lifted by the Convention on International Trade in Endangered Species (CITES). CITES is an international agreement between governments with the aim of ensuring that international trade in specimens of wild animals and plants does not threaten their survival.

GOVERNMENT has set aside more than K5 million to start paying retirees who have been camping at the Ministry of Justice for over a year. The Ministry of Finance will begin disbursing funds to retirees on 8 June. Justice Minister Given Lubinda yesterday told journalists that 12, 458 former government workers would benefit from the disbursement

beginning on Monday. And Mr. Lubinda has said there had been negotiations with representatives of the retirees and 4,327 names were found to be duplicated. Mr. Lubinda explained that a verification process had to be conducted which resulted in delays to pay the retirees. Mr. Lubinda said Government would save over K54 million as a result of resolving this anomaly.

Over 250 employees drag Parmalat to court over name change breach of Section 28 of the Employment Code. They also want, among other claims, a declaration and order that the acquisition of Parmalat Zambia Limited by Lactalis Zambia Limited is a terminating event entitling them to payment of the Redundancy Packages and all accrued benefits. The plaintiffs stated that as a result of the business takeover all the subsidiaries of Parmalat Group of Companies which included Parmalat Zambia Limited, had been acquired and rebranded by Lactalis. THE Ministry of Finance under the Treasury department last month released K677.4 million to facilitate service delivery under various government institutions, Secretary to the Treasury Fredson Yamba has said. Mr Yamba said that the expenditure items included K119.13m for general operations of Government Ministries, Provinces and Agencies. He told the Daily Nation yesterday, government also released K25.9m for infrastructure projects of which Ministry of General Education was given K14.7m, while the Ministry of Housing and Infrastructure was given K7.1m and Ministry of Health K4m. The health sector in addition, the Secretary to the Treasury said, received K50m for the purchase of essential

“This is an important path as it will help the public sector to continue utilising resources on programmes that advance the country’s developmental programmes, while positively influencing the well-being of all Zambians through sustained resource supply to various social sector programmes,” he said. He said the people of Zambia expect nothing less than total accountability in the utilisation of public resources. Government’s goal is to ensure that the people’s expectations are met, Mr Yamba said.

OVER K49 billion has circulated in the financial system through the use of the digital platforms which provide an easier way of exchanging money. This money has been realised from more than 500 million transactions, says Bank of Zambia (BoZ) Assistant Director Payment Systems Development and Operations, Miriam Kamuhuza. Ms Kamuhuza said Zambians had over the last few years gained confidence in the use of digital financial services as they had seen the benefits which came with the platforms. In terms of the volumes, she said, the number of transactions were low value transactions and yet high. She was speaking yesterday in Lusaka during a BoZ radio show on Radio Phoenix. “From 2015 in terms of values that moved through the mobile payments, we had about K2.6 billion which grew to about K49 billion in 2019. “From 2015, we had about 63.9 million transactions going through these channels, by 2019, we had more than 500 million transactions going through the digital channels,” Ms Kamuhuza said. Ms Kamuhuza emphasised that BoZ had been able

to build up momentum over time in collaboration with digital service providers and other stakeholders who had come to support this cause. In the past three years, she said, there had been quite some significant growth. “Initially, I must say that mobile payments came into Zambia around 2000, then around 2009, we had entries from mobile network providers coming into the digital financial space. “So the uptake was a bit slow initially but over the past few years, we have seen significant growth in the use of these services,” Ms Kamuhuza said. She however said: “so people slowly begun to grow confidence and the BoZ also made it deliberate to make sure that every year we go to all the provinces, districts and rural areas to sensitise people that these financial services are available in Zambia.”

Revenues, grants, and domestic financing totalled K18.1 billion in the first quarter of 2020. Of this amount; Total revenue and grant collections amounted to K15.32 billion, 0.11 percent above the projected K15.31 billion for the quarter. • Tax revenue accounted for K11.87 billion, non-tax K3.18 billion, grants K271.96 million, and K2.8 billion came from domestic financing.

INCOME TAX At K7.1 billion against a target of K5.8 billion, income tax collection was above target by 23 percent. This was mostly driven by company tax from the mining sector and positive performance of Pay As You Earn.

VALUE ADDED TAX Value Added Tax collection of K2.74 billion against a target of K4.04 billion was below by 32 percent. This is due to the general slowdown in economic activities caused by the COVID-19.

INSURANCE PREMIUM LEVY Insurance Premium Levy collections amounted to K30.76 million against a target of K38.74 million. Collections were below target by 21 percent due to decisions by a considerable number of insurance consumers to downgrade their policy preferences from comprehensive to third party.

CUSTOMS AND EXCISE DUTY At K1.89 billion, Customs and Excise Duty collections were above the target of K1.86 billion by 2 percent. This was on account of increased imports during the first quarter.

EXPORT DUTIES

Collection of Export Duties reached K88.8 million between January and March 2020 against a target of K52.99 million. The 68 percent above target performance is attributed to the increase in exports of precious metals and copper.

NON-TAX REVENUE

Non-Tax Revenue collections reached K3.18 billion against a target of K2.74 billion. The positive performance is attributed to a dividend received from the Bank of Zambia and improved collection efficiencies by Ministries, Provinces and Agencies such as National Road Fund Agency and the Road Traffic and Safety Agency. Collections from this revenue stream were above target by 16 percent

VER the last four months (July to October 2019), the price of Zambia's staple food (maize and mealie meal) has been on an upward trend. This is largely due to an open system allowing farmers to sell maize at market value. A healthy situation. Government on the other hand has continued to procure agricultural produce from farmers as per tradition (at slightly lower prices) to beef up food security through the Food Reserve Agency. This market value or cost reflective tag has led to an increase in mealie meal prices for the consumer. It's a bitter sweet tale of sorts in that the farmer is getting value with every drop of sweat and the consumer (mostly in urban areas has to forego certain

luxuries to meet the cost of nshima.) The PF government's open market policy has created a conducive environment for sector growth. For decades Zambia has enjoyed government subsidies on food and essential services such as electricity. With time, these subsidies have been reduced and in some cases withdrawn to ease the burden on the national treasury. The adjustment process is never seamless but is a necessary measure. We need to ask ourselves; "Who feeds Zambia?" "At what cost do they do it?" "Do they make a profit out of it?" The answer to each of these three questions will in turn determine whether or not the current price of mealie meal is justified. Zambia is largely fed by subsistence farmers most of whom are in rural or outskirt areas of

the country. President Edgar Lungu and PF government has tossed the coin and it is still spinning. The farmer's side of the coin is finally facing upwards. The farmer has for the first time sold his maize at the market price. This has put more money in his pocket. This has stirred a production movement and an increase in the number of persons putting hoe to ground. The right formula has been found and a balance struck. An increase in agricultural output will mean; *A reduction in prices of agro produce and increased exports. This in turn becomes a self-regulating or market driven sector of the economy. *An increase in industries manufacturing farming equipment, fertiliser and other inputs, *An increase in demand

for packaging materials such as sacks The ultimate result is new jobs, new income streams and a broadened tax base all with an aim of enhancing the nation’s quality of livelihood. The increase in mealie meal prices is therefore a blessing in disguise whose benefits will be appreciated beginning next harvest season. NGO BASHES COVID-19 ‘DOUBTERS’ By NATION REPORTER

SOME Non-Governmental Organisations (NGOs) are confident the coronavirus (Covid-19) will be contained in Zambia, given the resilience with which the Government is handling the pandemic. The NGO’s feels that some sections of society who were disputing COVID-19 figures want to derail Government intervention measures in dealing with the pandemic. Andrew Mustard Kalima Foundation said all citizens must remain alert and adhere strictly to preventive measures while Government was monitoring and managing patients in designated isolation centres. Chairman, Andrew Kalima, said in Ndola yesterday that Government had been resilient and appealed to citizens to ignore negative voices in as far as COVID-19 donations and intervention measures were concerned. “We would like to add a solidarity voice to salute the Government under the leadership of President Edgar Lungu for putting in place measures to halt the spread of the corona virus. “It is gratifying that the Government through the Ministry of Health is up-scaling desired measures to generate coordinated public awareness without living anyone behind,” he said. Mr Kalima said that all Zambians must rally behind Government,

Women urged to get into leadership By MUYANI SHINJABALE INCREASED women participation in political affairs can bring great change in society as they have creative minds that would bring about the much needed development, says the Young Women Christian Association (YWCA). YWCA Copperbelt regional coordinator, Sharon Chisenga, said in Ndola yesterday women in the country should step up and participate in political affairs in order to help develop the nation. In an interview, Ms Chisenga women needed to be encouraged to start from as low as committee members in the community as they gradually moved to leadership positions in charge of political decision-making. She was worried that there had been a reduction of women participating in political affairs which should not be the case. She said the organisation was advocating for political parties to have quarter systems within their political parties which would enhance women participation. Ms Chisenga noted that a lot of proclamations had been done several times but less action was being taken to achieve the goal. She further implored the women in the country to take an interest in what was happening in the country. She added that the YWCA recently trained 60 women from Kalulushi and Kitwe on leadership and how best they could take up leadership positions. Ms Chisenga encouraged women to participate in the forthcoming by- elections in Nakato and Imalyo wards in Mongu Town Council in western province and Bulilo ward of Chliubi Town Council in Northern Province slated for Tuesday next week.

PRESSURE on Patriotic Front (PF) Kitwe district chairman Evaristo Chilufya and his vice John Chilupula has mounted as councillors and some provincial leaders joined in calls to eject the two leaders. The PF members, who included some provincial leaders and councillors, said the two leaders, were not providing proper leadership, accusing them of being absentee officials. The cadres said from the time Mr Chilufya took over the leadership in Kitwe towards the end of 2018, the party had lost its vibrancy and confidence of the party structures. “He has literally failed to provide leadership together with his vice-chairman. Nonperforming leaders like Chilufya are killing the party and should be gotten rid of. They were not

adding value to the party in the district,’’ said one official who preferred not to be named. The PF oficials told the Daily Nation that they had lost confidence in the district cairman and his vice because he did not have the interest of the party at heart. They said Mr Chilufya could not even re-contest the position of Deputy Mayor because he had no confidence and support of the councillors. Some councillors said it had become inevitable to have the two leaders replaced because they could end up ‘drowning’ the party in Kitwe. But in response, Mr Chilufya said it was unfortunate that some people wanted to pick a quarrel with him and labelling him to be an absentee and nonperforming chairman. Mr Chilufya said whenever there was an urgent meeting, he would rush to attend such meetings and then he would return to the farm to harvest the maize. “I always attend meetings even when am at the farm, but I don’t know why people want to pick a quarrel with me. Those who think I am not performing well, must face me instead of going to the media.

Kitwe Council verifies salary anomalies By SANFROSSA MANYINDA A TECHNICAL team has been constituted to address matters pertaining to the genesis of protests by unionised workers at the Kitwe City Council on Monday. According to information gathered by the Daily Nation yesterday, the team comprises council management officials and the Zambia United Local Authorities Workers Union (ZULAWU) leaders. Unionised workers on Monday locked out Town Clerk Mbulo Seke, after their May salaries were reduced by varying amounts. The workers did not receive their usual salaries after The Auditor General commenced deductions from public service workers cited in his books for misappropriation of public funds as well as irregular salaries. As a result, this infuriated unionised workers who fasted the door to the Town Clerk’s office with wires early in the morning. It had to take spirited efforts to cut the wires that were tightly fastened to prevent Mr Seke from entering his office. Mr Seke explained in an interview yesterday that the verification exercise would determine the way forward on the matter. “I am sure from this sitting, we shall be able to know which workers were getting the money or salaries they were not entitled to and which ones were supposed to get what amounts,” he said. Mr Seke called for calm among the workers to avoid further complications. The 2018 Auditor General’s report indicated failure to collect revenue as the highest irregularity for the financial year to the amount of K418 million.

By ISAAC MWANZA OVER the past few days, the country has seen an increase in headlines and newspaper editorials calling for the firing or stepping aside of the Minister of Health Dr. Chitalu Chilufya, over some corruption-related allegations, which remains allegations and still under probe. This topic is worth discussing. Allegations and the fight against corruption In one edition of News Diggers, the newspaper quoted an unnamed member of the Patriotic Front (PF) intimating that Dr. Chilufya is on the “wanted” list because he harbours presidential ambitions while in an editorial, the same paper asked: “Why is he (President Edgar Lungu) treating them (Ministers under investigation) like shameless morons or cadres from the streets? By subjecting his ministers to such humiliation, he is undermining his own authority.”

Health Insurance scheme The much criticised Health Insurance scheme is in fact the brainchild of the PF’s founding President, the late Michael Chilufya Sata who introduced a pilot scheme when he, Mr. Sata, served as Minister of Health in 1995 under President the late Frederick Chiluba. In his first address to Parliament on Friday, h September 18, 2015, President Edgar Lungu discussed his Government’s commitment to zero tolerance to corruption and emphatically added, “I will not protect anyone serving in public office found wanting in our anticorruption drive. Government also remains committed to ensuring that it fulfils its obligations of protecting, respecting and fulfilling human rights.” Since then, President Lungu has repeatedly pronounced the country’s patriotic duty to not only express outrage against corruption but to do more to combat the scourge. The President, however, gave this fight a decisive clarity during his address to Parliament on h September 14, 2019, when he said: “The fight against corruption must be done in an honest manner, devoid of the narrow and selfish interests calculated to malign others simply because one has the platform to do so. The fight against corruption must be prosecuted with noble intentions to make our society better. But the screaming headlines of corruption propaganda may succeed to malign someone but they achieve nothing in terms of uplifting the lives of the poor and indigent of our society, the very people we swore to save and protect.” This passage from the

The case of Dr. Chitalu Chilufya

President’s speech summarises what is happening in the arena of the on-going fight against corruption in Zambia. First, it is only true that a number of private newspapers and opposition leaders continue to wage a relentless campaign targeting the Republican President and his inner circle, making all sorts of corruptionrelated allegations. From tenders on opening up or upgrading our road network to purchase of the new presidential jet, the procurement of the infamous fire-tenders to ambulances, etc., the target of this negative narrative has been President Lungu himself, and this has been intensifying as the next general and presidential elections draw near in 2021. Recently, those opposed to this administration have partnered with some foreignbased international entities such as the little-known Environmental Intelligence Agency (EIA), the Economic Intelligence Unit (EIU) of the Economist magazine, and now the pseudo-religious Nigerian “pastor” Seer 1 to spread propaganda on the alleged trafficking in Mukula timber, or simply to publish articles that cast negative perceptions on the Lungu administration. Earlier, we also saw a screaming headline claiming that some member of the PF Central Committee had said Edgar Lungu’s candidacy for the Republican Presidency in 2021 would result in PF losing power in 2021. This was not taken seriously by anyone including the PF, as its Central Committee has remained united in support of President Lungu’s 2021 candidature. Those who generate such stories, clearly aimed at rousing confusion within the PF, also coined what has been termed as “Luapula United” a fictional formation of leaders from Luapula Province, allegedly

The aim is to make President Lungu lose trust in, and therefore alienate some of these Luapula leaders on the unfounded perception that they are “fighting him,” to use local political jargon. The campaign to run a negative narrative aimed at making President Lungu unpopular ahead of 2021 polls is expected to continue and even intensify with some civil society groups in the forefront, as a way to make a name for themselves and to attract financing from well-known antiLungu forces, both at home and abroad. They all will sing the same song of corruption or bad governance, in most cases without any foundation whatsoever, taking advantage of every opportunity that presents itself to poison the minds of the public against President Lungu and his party.

Despite these efforts which started the moment President Lungu ascended to office, it appears he has remained strong and undistracted in leading the nation. His opponents seem to have come to the conclusion that the only way to bring down President Lungu, is by targeting his lieutenants and his party rather than the man himself. So, we now have this new song on the market on Dr. Chilufya and a fresh attempt to use our own local institution, the Anti-Corruption Commission (ACC) as a tool to bring down Dr. Chilufya and, in the process, to tar the President with the same brush of corruption. It would appear this new round-the-circle attempt of getting at President Lungu, is being stage- managed by entities which, so far, have failed to produce the intended negative perception of President Lungu and his presidency.

We now have this new song on the market on Dr. Chilufya and a fresh attempt to use our own local institution, the Anti-Corruption Commission (ACC) as a tool to bring down Dr. Chilufya and, in the process, to tar the President with the same brush of corruption.

The core aim of the current wave focusing on Dr. Chilufya, carries the same agenda as previous waves which were waged against a prominent PF founder member and former Cabinet minister, Chishimba Kambwili, his cabinet colleague Ronald Chitotela, former presidential aides Amos Chanda and Kaizer Zulu. The plan is simple and straightforward: delink, isolate or separate President Lungu from those who could genuinely stand by his side and defend his Presidency. What is the End Game of Antagonising the North? Luapula and Northern Province will be critical for the re-election of President Lungu for his second term in 2021. In Eastern Zambia, despite the polarisation of the PF resulting from last intraparty elections and efforts by mutineers against Lungu (the likes of George Kanyamula Zulu and Panji Kaunda) wanting to portray as if the entire Eastern is against the President, President Lungu is still certain to win the majority votes in the East, notwithstanding that he may not win with a wider margin which ordinarily the East ought to produce, as is the case in Southern Zambia for Hakainde Hichilema’s votes. This is a fact. But President Lungu needs to swing into action to motivate the many voters, strategic planners, thinkers and executors in the East who are, at present, not sure about the President’s future direction. He needs to boldly announce himself and call the PF party troops to battle so that they can get ready to reach the people and mobilise support to ensure a winning turnout at the polls. PF needs its many supporters in all its strongholds to turn up at the polling stations and cast their ballots in 2021. The President ought to take note of the fact that there is a ploy to antagonise the North comprising of Luapula, Muchinga and Northern provinces, which form one

half of the bedrock of the PF’s support base, the other half being the urban provinces on the line of rail. The President’s opponents realise that the Patriotic Front needs a resounding victory in the North to consolidate its power. The President’s opponents or, perhaps more appropriately, the President’s enemies, were hoping he would dismiss the former Infrastructure minister, Ronald Chitotela and thereby alienate the people of Pambashe and Luapula generally with the claim that Lungu was ungrateful for their support. It had been hoped that this would have compounded the situation following the separation with Chishimba Kambwili and later, the departure from the Cabinet of Former Foreign Affairs minister, Harry Kalaba. Having failed to bring this about, the President’s enemies are now targeting the energetic Dr. Chilufya, for separation. It is being alleged that the youthful minister has taken advantage of the spotlight shining on him under the unfortunate Covid-19 pandemic, to focus on himself as a more effective leader than the President. This, of course, is completely false. Dr. Chilufya has been in the spotlight from the day President Lungu appointed him to the Health portfolio, a role for which he is well-qualified, being a medical doctor himself. He brought his own experience of the Zambian Medical system and has used that experience to push for the implementation of the Patriotic Front’s programme to bring health services to every Zambian. The much criticised Health Insurance scheme is in fact the brainchild of the PF’s founding President, the late Michael Chilufya Sata who introduced a pilot scheme when he, Mr. Sata, served as Minister of Health in 1995 under President the late Frederick Chiluba. Now, Dr. Chilufya’s enemies are trying to sell the health insurance scheme as some kind of evil tax and blaming it on Dr. Chilufya as a personal enrichment scheme, and that somehow, the trail leads back to President Lungu. For the record, the National Health Insurance scheme is a life saver for our publicly funded health service and future generations will thank President Lungu for implementing it now. Summary Zambia, like any other country, has a duty to protect the meagre resources it has through a relentless war against corruption. NAIROBI - Two Kenyan police officers will be charged with murder after investigations by the country’s police watchdog, the Independent Policing Oversight Authority (IPOA) said in a statement. Duncan Ndiema Ndiwa is accused of shooting dead a 13-year-old boy Yassin Hussein Moyo who was on the balcony of his home in a suburb of the capital, Nairobi, according to the IPOA. The shooting happened while the police were enforcing a curfew order in place to contain the spread of coronavirus. Top Gambian officials linked to smuggling of rare tree FREETOWN - A new report by a US-based agency has alleged that the Gambian authorities have systematically undermined their own ban on the export of rosewood. The report, entitled cashingin on chaos, claims senior government officials are the lynchpins in the illegal trade amounting to hundreds of millions of dollars. The report by the Environmental Investigation Agency alleges some 1.6 million trees have been illegally cut down in Senegal and smuggled into The Gambia in the last eight years. The Gambia, whose own rosewood trees have long been declared extinct has been exporting the trees mostly to China, the report said. The three-year-long investigation claims the Senegalese separatist movement, MFDC, have been cutting down the trees to fund their operations, and smuggling the wood to The Gambia where senior government officials

HRC SLAMS LUSAMBO ‘DEROGATORY’ REMARKS By OLIVER SAMBOKO DEROGATORY and demeaning remarks by Lusaka Province Minster Bowman Lusambo during his press briefing on Wednesday amounted to suppression of freedom of expression, the Human Rights Commission(HRC) has said. HRC spokesperson Mweelwa Muleya said in a statement that after reviewing the video containing the press briefing by Mr Lusambo, the Commission found the remarks by the minister against Mr. Brian Bwembya, alias B-Flow and Mr. Kings Malembe Malembe amounted to suppression of the fundamental right to freedom of expression as enshrined in the Constitution and various human rights instruments. He said following those calls, the commission took the effort to review the said recorded videos by Mr. Brian Bwembya or B-Flow, Mr. Kings Malembe Malembe and the press briefing by Mr Lusambo. Mr Muleya advised Zambians to remain vigilant against any early warning signs of dictatorial tendencies characterised by intimidation of individuals and suppression of human rights and fundamental freedoms. “Suppression of media freedom and freedom of expression are the main features of a dictatorship and must not be allowed to take root in Zambia by condemning such acts whenever they are committed by anybody,” he said.

Power TV goes countrywide By OLIVER SAMBOKO LUSAKA’S newly opened Power TV has extended its coverage countrywide as part of its strategy to expand its viewership in all the 10 provinces of Zambia following signing of a contract with Topstar. The TV becomes the 11th television station to be covered countrywide on the TopStar platform. TopStar public relations Manager Joy Chula Sata said in a statement to the daily nation that following the signing of the contract, Power TV will now increase its presence from the current 15 provincial sites including Lusaka to all parts of the country. She said Television stations on TopStar platform, are at liberty upon application to request for any number of sites for coverage of signal, subject to availability of space and fees payable as prescribed by Zambia Information Communication and Technology Authority (ZICTA). Meanwhile, Power TV CEO Kenny Tonga expressed gratitude to TopStar for enabling the station expand its signal to all parts of the country. ZCS IN AGRO EQUIPMENT GALORE By KETRA KALUNGA

GOVERNMENT has handed over heavy duty equipment to the Zambia Correctional Service (ZCS) to enhance food security in the country. The pieces of equipment handed over included 20 tractors, 20 disc harrows, 20 ploughs, six combined harvester and three bulldozers to be distributed to correctional farms countrywide. Home Affairs Minister, Stephen Kampyongo, said yesterday when he handed over the equipment that Government was committed to improving the performance of agriculture in the service. Mr Kampyongo said the support was in line with Government policy to engage the defence and security wigs in agricultural production to help diversify the economy. He said with the right equipment in place, the country had the potential to be food secure owing to its favourable climatic conditions. As a responsible commander of the Zambia Correctional Service, I will never tolerate this expensive equipment to be misused by officers. If caught you will face instant dismissa. The Minister was confident that ZCS would produce enough food to benefit the inmates and the general public with the purchase of the equipment. He has since urged the service to ensure quality production and value addition in order to compete favourably on the market. Dr Chileshe said Lubambala farm in Muchinga province had been identified as an area for massive production. ‘Allocate part of K10bn stimulus for maize purchases’ By BUUMBA CHIMBULU GOVERNMENT should consider allocating part of the K10 billion stimulus package to support procurement of grain by the Food Reserve Agency (FRA) as this will be critical in ensuring local farmers get their payments on the spot. Centre for Trade Policy and Development (CTPD) Senior Researcher, Simon Manda, said using part of the funds from the K10 billion would ensure local farmers were supported when they sell their grain to FRA. Dr Manda explained that this would go a long way in protecting small scale producers from the harsh economic hardships the country was currently going through. “In light of the COVID19 pandemic and the need to ensure availability of funds for the most vulnerable groups, CTPD urges Government to consider allocating part of the K10 billion stimulus package to support procurement of grain by FRA,” he said in a statement. Dr Manda observed that the K110 per 50 kg bag purchasing price of maize was not cost reflective and could hurt farmers. He said the current prices only highlighted historic controversies associated with state intervention in agriculture. The price, he said, would discourage small-scale farmers and other rural producers to engage in agriculture. “We further note that these prices will not help to stimulate rural growth as it will erode opportunities meant to enhance rural income disbursements necessary for driving an agricultural transition, poverty reduction, commercialisation and value addition,” Dr Manda said. He warned that if care was not exercised, Zambia risked failing to produce a stream of empowered rural producers capable of commercialising and transition into diversified economic and livelihood avenues. Dr Manda said such low purchasing prices had the potential of depressing private sector actors who would push their buying prices further down, undercutting what had been announced by FRA especially that the institution was associated with persisted delays in paying farmers. “With the growing public external debt now estimated at US$11.2 billion of external debt, we are even more worried that payment towards procurement of strategic reserves may even take longer than the five to six months delays we have observed in the recent past,” he said.

Kalumbila Mine cuts pollution By JACKSON MAPAPAYI AS part of its progressive rehabilitation efforts, Kalumbila Minerals Limited (KML) has planted over 40, 000 different species of trees within its operational area at its Sentinel Mine. The mining company has established a nursery where a variety of tree species were raised to conduct progressive rehabilitation activities on the land which was cleared for mining activities within the mine site. KML Environmental Manager, Kachiwala Sapalo, indicated that the mine had put in place measures to address threats to biodiversity such as pollution prevention measures, identification and management of alien invasive species.

The mine had introduced a robust waste management programme to reduce any potential impact on the ecosystem. He said other measures were sound waste management practices and sustainable management of forests among others. He was speaking during a meeting held with local media to share the daily routine measures aimed at mitigating biodiversity loss in line with this year’s theme for World Environmental Day ‘Celebrating Biodiversity, It’s Time for Nature.’ Mr Sapalo said the mine had introduced a robust waste management programme to reduce any potential impact on the ecosystem. “Since 2015 we established a nursery where we raised tree seedlings and these seedlings are used to revegetate areas that have been opened up to facilitate mining activities and annually we are able to plant more than 10, 000 seedlings in various locations of our operation,” Mr Sapalo said. Meanwhile, North-Western Province Zambia Environmental Management Agency principal inspector Morrison Songwe has commended mining firm for complying with the environmental regulation. Mr Songwe said there had been minimal disturbance to the environment at Kalumbila Mine and urged the firm to continue following environmental guidelines. Mr Songwe was speaking during the same meeting at Trident Foundation.

ZCID ACTS TO END VIOLENCE By MULENGA MUSONDA

THE Zambia Centre for Interparty Dialogue (ZCID) is engaging political party leaders at the highest level to end political violence in the run up to the 2021 general elections. ZCID chairman, Jackson Silavwe, said his organisation had made positive strides from December last year to curb political violence. Mr Silavwe was speaking in an interview in Choma after the 'Training of Trainers' workshop on violence. "As a centre that is responsible, that houses political parties, we want to make sure that this issue is arrested.

As we go into the 2021 general elections, we are condemning violence and also engaging political parties directly. We have had opportunities to engage political parties directly and at the highest level, political party presidents. He also urged the Electoral Commission of Zambia (ECZ) not to treat violent political parties with kid gloves but instead disqualify perpetrators of political violence during elections. "We feel that the law is adequate in terms of disqualifying certain political parties when they engage in some of these vices, but somehow we've been at a loss to see an ECZ that seems to be apologetic than being proactive," he said. Mr Silavwe said ZCID soon meet Republican President Edgar Lungu to establish his stance on political violence. He said ZCID was also engaging the UPND.

ConCourt sets June 23 for FAZ case By MUKWIMA CHILALA THE Constitutional Court has set June 23, 2020 as dates to hear the motion to resolve the application by Football Association of Zambia (FAZ) lawyers to dismiss the appeal by Damiano Mutale and Patson Lusaka for lack of prosecution. Mutale and Lusaka had sued FAZ and its general secretary Adrian Kashala in the Ndola High Court were they obtained an exparte injunction restraining the association from conducting the election and electoral process. Mutale and Lusaka’s lawyers sought leave to appeal to the Constitutional Court for interpretation of the jurisdiction of the Ndola High Court. The matter for Mutale and Lusaka versus Kashala and FAZ came up yesterday before Justice Enock Mulembe in the Constitutional Court of Zambia, in chambers. This was for hearing the application (motion) by FAZ as the appellants for an order for leave to file heads of arguments and record of appeal out of time. It was agreed by the parties that Mutale and Lusaka as the respondents will file into court their list of authorities and heads of arguments in opposition to the motion by June,11, 2020 and serve these on the appellants by the same date. Further, Kashala and FAZ through their lawyers will file into court their response to the respondents’ opposition by June, 18 and serve the same on the respondents. The Judge also said the motion will be heard on June 23

KITWE Mayor Christopher Kang’ombe said the shares he and four others previously held in Kitwe United Football Club Limited were surrendered this year. A Kitwe resident Thabo Kawana reported Kang'ombe to the Anti-Corruption Commission (ACC) in Kitwe for changing the status of Kitwe United Football Club (KUFC) as a private company limited by shareholding without the council resolution, and permission from the Ministry of Local Government. However Kang’ombe said

the process which led to him acquiring shares was part of club licensing requirements under the FAZ league structure. Kang’ombe said the process of registering a separate entity called Kitwe United FC Limited was to enable the council-sponsored social club compete in the Zambia Super League under the new FIFA/ FAZ rules. Kang’ombe said that Kitwe United FC, initially existed as a social club in BuchiKamitondo Township from the early days in the 70's until 2018 when the club won back promotion to play in the

Super Division. "Back in 2003, FIFA introduced club licensing for all Super Division clubs whose aim, was to make clubs operate professionally with the right to sue and be sued. Thus, the new FIFA Club Licensing Compliance criteria demanded that all football clubs in the Super Division and Division One should compete as registered organisations separate from the sponsor," Kang’ombe said. “The adoption timeline for all FAZ affiliated clubs for licensing was by September 2018 failure to which unregistered clubs would face

sanctions including removal from participation in the FAZ League.” Kang’ombe noted that in 2018 when the social club (United) won promotion back to the Super Division, FAZ gave conditions that Kitwe United FC, as a club, be registered as a separate entity in compliance with FIFA Club licensing rules. Kang’ombe said that the club needed to comply in full without exception or face sanctions as detailed in the compliance criteria. He noted that it was for this reason that four non beneficial shareholders representing Kitwe City Council, were
