Christian Nation Zambia THERE is no doubt that Archbishop Telesphore Mpundu, is a good man, passionate, kind, dedicated and certainly committed to preaching the word with his witty and educative sermons. Sadly, he represents an ecclesiastical anachronism. He represents ecclesiastical authoritarianism and intolerance that is at variance with canonical law and indeed against the tenets preached by Pope Francis which lay emphasis and espouses inclusivity. For example, the Archbishop believes the laity should be seen and not heard, therefore the Members of Parliament who spoke against the Bishops’ Pastoral letter condemning Bill 10 are deserving of admonition. To use his own words, “A group of people calling themselves Catholic Parliamentarians reacted and said “no,” it is wrong. It is unprecedented that Christians will tell the Bishops who are teaching from authoritative documents of the church and the social teaching of the church that what you said was wrong. He added “If I were in the position now, I would say that the leadership of these Catholic Parliamentarians should resign. It has never happened…I would at least tell them for the time being; don’t use the name Catholic, because it is a scandal.” Fortunately, the Bishops’ Conference has not adopted this attitude as is it would certainl violate church law. Canon law 101(3) of the Catholic Church states of Catholic laity: “According to the knowledge, competence, and prestige which they possess, they have the right and even at times the duty to manifest to the sacred pastors their opinion on matters which pertain to the good of the Church and to make their opinion known to the rest of the Christian faithful, without prejudice to the integrity of faith and morals, with reverence toward their pastors, and attentive to common advantage and the dignity of persons.” Canon 215 adds that “The Christian faithful are at liberty freely to found and direct associations for purposes of charity or piety or for the promotion of the Christian vocation in the world and to hold meetings for the common pursuit of these purposes.” The Members of Parliament fall in this category. They are privileged as representatives of the people to hold and express an opinion on matters political. The church has never said that the laity are passive sheep. But perhaps the most fundamental and disturbing pronouncement by the Archbishop is his insistence that Zambia is not a Christian Nation because he was not consulted when then President Frederick Chiluba and his “radical” Christian colleagues made the pronouncement. This represents an egotistical bigotry which contradicts the teaching of Pope Francis who believes in inclusiveness and the dispensation of a religious rigidity that works against the teaching of the universal church. The Pope has explained that Christians must follow the Ten Commandments, of course, but Christianity was not about following rules, it was about having a relationship with Jesus. A relationship with God, a relationship with Jesus is not a relationship of “things to do” – “If I do this, you give me that,” he said. Such a relationship would be “commercial” while Jesus gives everything, including his life, gratuitously. In the homily, the Pope said the ongoing reform of the Roman Curia was a necessary part of the Catholic Church’s fidelity to its mission to proclaim the Gospel, recognising that very few countries today could be described as “Christian” and that new ways of evangelising were necessary. He told Cardinals and top officials of the church that attempts to meet the new challenges were threatened by “the temptation to assume an attitude of rigidity.” “Rigidity, which is born of the fear of change, ends up erecting fences and obstacles on the terrain of the common good, turning it into a minefield. The effort by Christians to dedicate Zambia to Christendom should elicit celebrations than self righteous indignation.

Bishop Kaela called on Zambians to seize the declaration of Zambia as a Christian nation by late former president Frederick Chiluba to strengthen their Christian values. Recently, Archbishop said “Zambia is not Christian nation,
we just claim to be”. Speaking when he was featured on Muvi TV programme, Archbishop Mpundu said he personally was not so enthusiastic about “some of our brothers and sisters in the Christian area today who will say Zambia is a Christian nation.” Asked what he meant by saying Zambia was not a Christian nation, the archbishop answered that “you don’t make a nation Christian by a declaration.” Meanwhile, Mr Kamba said he was shocked that some retired clergymen had gone to
an extent of threatening and cursing them for merely trying to advise Archbishop Mpundu to refrain from divisive politics. Mr Kamba said the PF felt strongly that Archbishop Mpundu was being used by some opposition leaders to antagonise President Edgar Lungu by issuing unwarranted attacks. “Just like all of us, Archbishop Mpundu is not above reproach. He can be advised and we expect him to get the counsel seriously. All we are asking is that the clergyman must begin to play a unifying role and be a peacemaker,” Mr Kamba said.
Govt exposes Covid-19 testing scam

GOVERNMENT has unearthed a scam where some unscrupulous people have set up illegal Covid-19 testing facilities that are duping the public by issuing frequent negative results. Health Minister Dr Chitalu Chilufya disclosed this yesterday during the Covid update in Lusaka and warned public to guard against being duped by those conducting illegal Covid-19 tests. Dr Chilufya who expressed sadness at the emergence of some health facilities that are conducting rapid Covid-19 tests and issuing false negative results urged citizens to ensure that they go for tests in designated government laboratories to avoid being duped with false negative results. He said the public should avoid taking rapid tests and also advised that there
was no blood group that was known to be immune to Covid-19. The minister also announced that the country had recorded 182 new Covid-19 cases and deaths 32 in the last 24 hours. Earlier, Dr Chilufya only announced three deaths, but later the Ministry of Health updated through its facebook page that the number of deaths recorded were 32 with 182 new cases out of the 651 tests conducted in the last 24 hours. The ministry also announced that 267 had recovered from the diseases. Dr Chilufya also disclosed that all the 15 members of Parliament who tested positive for Covid-19 have been discharged after recovering. Dr Chilufya said two senior health workers, Dr John Mayeya, a mental health specialist and Dr Anthony Zimba who also worked at the mental health department died from Covid.
He said the country had 79 patients in admission with 26 on oxygen and two more in critical condition under intensive care unit. At the same briefing, Lusaka Province Minister Bowman Lusambo who is a Covid-19 survivor, said Government will do everything possible to stop its transmission in the province. Mr Lusambo said during his admission for Covid-19, he was treated under ICU for one and half days before being taken to the ward where he spent a week treatment. He thanked the frontline health workers at Levy Mwanawasa University Teaching Hospital Covid centre for their dedication to duty “After my experience at Levy Mwanawasa, I can tell you that Covid-19 is real, I want to urge the people out there that it’s not a disease which we can play with,” he said.

OPPOSITION leader, Chishimba Kambwili insists that he be granted permission to challenge Lusaka principal magistrate David Simusamba’s decision to refuse to refer his case to the High Court for determination of Constitutional related issues. Mr Kambwili contended that he has a good arguable case worth further investigation at the substantive hearing of the application for judicial review and as such he should be granted the permission he was seeking. He has argued further that his, was a proper case for the High court to exercise it’s supervisory jurisdiction over the subordinate court and grant him leave to commence judicial review proceedings against the decision of Simusamba. In this matter, Kambwili has sought leave to commence judicial review

proceedings challenging Simusamba’s refusal to recuse himself from handling the case and refer it to the High Court in a matter in which he is charged with forgery and two other charges. Mr Kambwili who has cited the Attorney General Likando Kalaluka as respondent and ex-parte, Simusamba, stated that it has been difficult for his lawyers to perform their duties effectively as
the court room is always poisoned with outbursts of anger and threats from Simusamba towards him and his lawyers. The former Roan Member of Parliament wants a declaration that the decision of Simusamba to refuse to recuse himself from presiding over the said case before him, is unlawful and irrational. Kambwili also wants an order of prohibition, prohibiting the presiding magistrate from continuing to preside upon his case and an order of mandamus directing Magistrate Simusamba to recuse himself forthwith and to surrender the case record to the chief resident magistrate for re-allocation to another magistrate. He wants, if leave granted, a direction that such grant should operate as a stay of magistrate Simusamba’s decisions and the proceedings until determination of the application or until the court orders otherwise. MINISTRY of Health head of infectious diseases, Professor Lloyd Mulenga has clarified that a blood test is not ideal for Covid-19 testing as it does not look for the virus but the reaction by the body to the virus. Prof Mulenga says the blood specimen is only being used for research purposes and has discouraged people from using such as a reliable diagnostic method. And the professor said the main method of testing being used was by collecting specimen from the mouth, nose and sputum from those who are able to cough. Prof Mulenga said explained that the recommended equipment for testing of Covid-19 is PCR machine and gen expert machine which
should be certified to ensure the people working on the specimen are equally protected. Meanwhile, Prof Mulenga has disclosed that the window protection for those
who have had Covid-19 is very narrow, that patients with mild disease can go for six and eight weeks while those with severe disease can go for three months before they are re-infected. He said investigation on how best Covid-19 survivors can be properly be reintegrated in society are underway. Prof Mulenga also encouraged the public to use the health facilities designated for testing of Covid-19 such as Chinsali Hospital, Arthur Davison Children’s Hospital in Ndola, UTH and
Macha Hospital in Southern Province among others.

‘CONSTITUTE COMMISSION ZESCO denies conspiring with KCM OF INQUIRY TO PROBE ACC’ By GRACE CHAILE LESOETSA ZESCO limited has denied conspiring with Konkola Copper Mines (KCM) to injure Copperbelt Energy Corporation's business following the decision by the State to declare CEC's lines as common carriers. The power company has instead said CEC has continued to sell power to the defendant but shall aver that the trade is not based on any agreed and executed Power Supply Agreement (PSA) but on a schedule of supply Terms given to the defendant before April 1, 2020, which supply terms were received and acknowledged by the defendant. This is in a matter where Zesco limited and KCM in liquidation have sued CEC for switching off the supply of power to KCM. The plaintiffs want an order or declaration that the action by CEC to unilaterally restrict power supply to KCM contravenes the law as promulgated under the Electricity Act (common Carrier) (Declaration) Regulations Statutory Instrument No.57 of 2020("S.I No.57 of 2020"). Zesco and KCM want an order of injunction restraining CEC by itself, directors and officers or its agents from interfering in the time sheet agreement between the two through restricting KCM from receiving supply from Zesco pending determination of the matter.

It stated that there was no conspiracy between itself and KCM to injure CEC business as minister of Energy Matthew Nkhuwa followed the outlined process and requisite law in issuing Statutory Instrument No.57 of 2020. Zesco said itself and KCM are entitled to the reliefs outlined in their statement of claim as they are supported by SI No.57 of 2020. CEC in its defence and counterclaim to Zesco and KCM's claims said the decision by the minister to declare its transmission and distribution lines as common carriers under statutory instrument No.57 of 2020 is the epitome of conspiracy between Zesco and KCM It said that it supplied stable and reliable electricity to the mining firm during the life of the PSA therefore the term sheet signed between the two plaintiffs is a product of the conspiracy between them with intent to injure CEC in its business. CEC said following Mr Nkhuwa's directives to declare the transmission and distribution lines as common carriers, power was restored to KCM within hours and in any case CEC was contractually and legally entitled to restrict the supply of electricity to KCM's facilities due to its indebtedness to CEC.
STATE FREES K11BN FOR PROJECTS By SIMON MUNTEMBA GOVERNMENT has released K11.17 billion to finance development programmes and public service delivery, Secretary to the Treasury Fredson Yamba has announced. Mr Yamba said K900m was released to recapitalise the National Savings and Credit Bank (NATSAVE) to l meet the minimum capital requirements set by the Bank of Zambia, enabling it to access the Bank of Zambia K10 billion Medium Term Refinancing Facility (MTRF). “With a clean balance sheet, NATSAVE is expected to enhance provision of affordable financing to both SMEs and households. We are confident that through NATSAVE, more SME’s will now access the K10 billion facility from BoZ,” Mr Yamba said. And government has extended the period for submission of budget proposals to Wednesday, August 12, 2020 after the initial period lapsed. About 145 quality submissions have so far been received from umbrella organisations, institutional stakeholders, single-standing private businesses, civil society, and numerous individuals and citizens. This is to ensure that citizens, including the youth, women groups, the private sector, and all other stakeholders and interest groups that may feel left out in the preparation process, are included through receipt of their submission of tax and non-tax policy
proposals for the 2021 National Budget. Mr Yamba explained that the Treasury released the money last month to finance developmental programmes and public service delivery. He said K1.48bn was for transfer payments, subsidies, and social benefits, of which K585 million went towards the payment of pensioners under the Public Service Pensions Fund and K1.45bn went to financial and non-financial assets, while K1.2bn financed various government programmes. In a statement, Mr Yamba said for subsidies and agriculture sector, social-benefit programmes, the Treasury had released K318.5m of which, K185.5m was channeled towards the on-going construction of maize-grain storage facilities under the Food Reserve Agency. He said K103m was channeled to the Farmer Input Support Programme to finance activities related to the vulnerable but viable farmers and, lastly but not the least, K30m was released for the Food Security Pack Programme. He also said K38.4m was released to the education sector for existing capital projects, while K62.7m was released for water and sanitation projects. Mr Yamba explained that the funding of water and sanitation projects was part of Government’s accelerated response in ensuring that relevant services and amenities were provided in fighting Covid-19.

RESIDENT Edgar Lungu should constitute a Commission of inquiry on the discriminatory manner in which the Anti-Corruption Comission (ACC) is only prosecuting individuals in Government while ignoring opposition corruption, Zambia Jubilee Coalition (ZJC) has suggested. ZJC Secretary General, Kwaela Mwanza, said Cases of corrupt privatisation and money laundering involving
prominent opposition members have remained secret while cases against ministers, however trivial were prosecuted with great publicity intended to discredit government while shielding opposition leaders. He charged that the ACC has not performed to the expectations of the public hence the need for the Head of State to constitute a commission of inquiry. He said it was embarrassing that the ACC was now taking up cases for political show at the expense of its mandate of fighting corruption.
“We would like to appeal to the head of state to set up a commission of inquiry into the operations of ACC. The Commission has lost credibility because it has continued to take up cases for political show,” Mr Mwanza said. He said the inefficiency at the ACC to fight corruption was embarrassing to Government and its leadership. Mr Mwanza said the ACC had been dormant in the fight against corruption resulting in an increase in corruption. He said the ACC must be made accountable for its failure fight
corruption as evidenced by its failure to take up and win cases. He said the ACC in its current form had lost credibility because it had continued be used as opposition tool to embarrass the current administration. Mr Mwanza said it was unfortunate that the ACC had failed to provide information on 48 “mysterious” houses, leaving members of public to speculate on who the owner could be. "We have the issue of the 48 houses, nothing tangible has come out if their investigations," he said. Mr Mwanza called on the ACC to be proactive and investigate corruption in civil service and the private sector. He said the ACC should not be a breeding ground for speculations that paint some sections of political players as corrupt in the public mind.

FARMERS COMPLAIN AGAINST INSURANCE FIRM By SIMON MUNTEMBA

ULNERABLE smallholder farmers have complained against Mayfair Insurance Limited for allegedly not paying them insurance under the weather-based index scheme. The farmers said the firm had not paid them despite the crops being destroyed by floods after
contributing K400. Small-scale farmers in Mambwe and Mwense wondered why they had not yet been compensated while others complained that it was a mockery for Mayfair to pay them K85 and expect them to cushion the impact of crop failure. The Ministry of Agriculture recently contracted Mayfair Insurance Limited which is a
subsidiary of Mayfair Insurance Company Limited of Kenya, to provide weather index insurance (WII) to about 863, 000 small-scale farmers across Zambia to cushion the impact of crop failure. Under the scheme, small-scale farmers who are under Farmer Input Support Programme (FISIP) were supposed to be paid K1, 700 for investing in their farming both for consump-
tion and sales in case of crop failure after contributing K400. However, according to the aggrieved farmers, Mayfair Insurance Limited had breached the agreement by not paying them, while others said they were paid K85 as crop insurance premium instead of K1, 700 without any justification. In a walk-in interview, one of the farmers from Mambwe, Dickson Lungu, said
they had not been paid by Myfair despite the crops being destroyed by floods. Mr Lungu accused the insurance of de-campaigning the PF Government to farmers by failing to implement the weather-based index scheme. Another farmer from Mwense, Beatrice Mushota, complained that she felt betrayed by Mayfair adding, “there are no pay-outs in Mwense and this is
disappointing more especially that we are preparing for the next farming season.” When contacted for a comment, Mayfair Insurance Company Zambia Limited manager Humphrey Mulele said the payouts varied according to the triggered loses. Asked if it was true the insurance firm did not pay farmers, Mr Mulele said he needed to check the records.
Police, public must work together, says Kampyongo

By SIMON MUNTEMBA IT is important for the public to work with Police to ensure peace and security prevails in the country, Minister of Home Affairs Stephen Kampyongo has said. And Mr Kampyongo has urged Zambians to pray for President Edgar Lungu as he addresses challenges being experienced in view of the Covid-19 pandemic. He was speaking when he commissioned and handed over 25 high cost modern houses to the Zambia Police in Mpulungu. Mr Kampyongo called on the residents to work with the police not only for the sake of nationalism but also peace. “And to you our dear residents of Mpulungu, I can only appeal that you work with the Zambia Police whom you have come to love and hold in high regard over the years that they have lived amongst you in your respective communities,” Mr Kampyongo said. He also urged police officers to remain loyal to their Commander in Chief, President Edgar Lungu and the people of Zambia by executing their duties diligently and
professionally. And Mpulungu Member of Parliament, Freedom Sikazwe paid glowing tribute to Government for considering to uplift the living standards of the police officers in his constituency. Meanwhile, Northern Province Minister Bwalya Chungu commended President Lungu for running an all-inclusive government. Speaking earlier when he attended mass at St. Stella Maris Catholic Church, Mr Kampyongo urged Zambians include President Lungu and other leaders in prayer as they lead the country during the Covid-19 pandemic. He noted that the fight against the Covid-19 pandemic required concerted efforts from all stakeholders who include the church. Mr Kampyongo also called on the church to continue to advocate for the public health guidelines to be adhered to by the public. And St. Stella Maris Parish Priest James Bwalya said the Covid-19 pandemic had affected many sectors of social and economic development. Father Bwalya said the church will continue to play its role in the fight against Covid-19.
Bring stiffer penalties for defying Covid-19 guidelines, Lungu urged By PETER SICHALI PRESIDENT Edgar Lungu should consider invoking his constitutional powers to provide stiffer punishment on those defying Covid-19 guidelines, former PF Mandevu Constituency secretary Lemmy Bwalya has said. Mr Bwalya said there was need to revitalise the mood and enthusiasm everyone was in when the Country first had cases of Covid-19. "It only takes some acts in the Constitution to be invoked and provide for stiffer action and sanctions on defiant citizens on Covid-19 guidelines. Mr Bwalya said the level of compliance was worrying and poses for regrettable consequences if at all the President
does not move in as a matter of urgency. Mr Bwalya said Government should consider criminalising non masking up by all citizens, "for us to win the fight against Covid-19." Mr Bwalya said there is need to intensify checkups enroute to and out of town to arrest non compliant citizens to Covid-19 regulations. And Mr Bwalya said it was unfortunate that, the UPND does not seem to care or sympathise with the nation during the Covid-19 period. Mr Bwalya has challenged the UPND to issue a statement and a message of hope regarding Covid-19 and state what the party is doing in mitigating the effects of Coronavirus.

Dr Mumba who recovered from Covid-19 and discharged from the hospital said he could not believe that he had to be connected to the oxygenator to support the flow of oxygen throughout. “Today 9th August, 2020 I have woken up giving praises to Jehovah God for seeing me through my Covid-19 sickness. “I cannot believe that I had to be connected to the Oxygenator to support
the flow of Oxygen 24- 7,” he posted on his Facebook page. To you my colleagues in Kantanshi, he said, Covid-19 is real please mask up and stay Safe. Father, Patrick Mupula, said it was sad that teachers who had graduated five years ago were still unemployed, yet they spent a lot of money on training. Father Mupula also called on Government to empower youths and women in the area who were engaged in various trading activities. He said there were so many youths in the district who
graduated as teachers, who were roaming the streets of Kapiri Mposhi due to lack of employment. He said sadly some of the young women had started engaging in prostitution due to lack of employment and empowerment programmes. MORE than 200 suppliers and contractors have appealed to the government to help them get what is owed to them by Mabiza Resources, operators of Munali Nickel Mine in Southern Province. One of the representatives, Mr Andy Mtongo said that the suppliers have tried all legal channels but to no avail. The suppliers have threatened to close the mine so that they recover what is owed to them. He said that the suppliers and contractors followed the law and the law is clear that after a writ is served the defendant should submit a defence within 14 days. They have since threatened to take the law into their own hands and confiscate whatever assets they can to recover the US$18 million owed to them by Mabiza Resources. The contractors said they have finally arrived at this decision because they have exhausted almost all the formal avenues, including the courts. Mr. Mtonga also advised the government to take supervision of the mine, the way they did with KCM, so that things
could turn around. He explained that it is better if government takes over just like the case of KCM adding that the suppliers have been doing business with KCM but they are paying. But Mabiza Resources chief executive officer Anton Mauve said the company is putting together a settlement plan to settle all the 300 suppliers and contractors, adding that the settlement plan has a lot of input so far. Mr Mauve disclosed that the previous management was dismissed because it failed to improve on the technical aspect. THE banking industry is by fourth quarter of this year expected to record a second Mergers and Acquisitions (M&A) transaction in four years that will see Access Bank Zambia takeover Cavmont Capital Holdings Limited. Once successful, the deal estimated to close in the fourth quarter of this year, will enable Access Bank Zambia’s balance sheet potentially rally to sixth place in the 18 commercial bank industry. This is however subject to regulatory approvals from the key country regulators, local and regional competition authorities and approval from the Cavmont Capital Holdings Zambia PLC (CCHZ) shareholders. CCHZ, a subsidiary of Capricorn Group Limited (CGP), has signed a Share Purchase Agreement with Access Bank (Zambia) Limited a subsidiary of Access Bank Plc, regarding a proposed merger of Access Bank Zambia and Cavmont Bank Limited. This is according to cautionary statement issued recently by the Lusaka Securities Exchange (LuSE), signed by Company Secretary, Rita Mapara Ndhlovu. OVERNMENT should allocate 10 percent of the national budget to the agriculture sector in line with the Comprehensive Africa Agriculture Development (CAADP). Currently, the allocation to the agriculture sector had been below 10 percent, below the CAADP threshold. This is contained in the JCTR proposal for the 2021 National Budget Submission to the Ministry of Finance. The Ministry of Finance has invited proposals from stakeholders for next year’s national budget.
JCTR indicated that the measure once implemented, the measure would ensure agriculture productivity for food and nutrition security. The agriculture sector was the main livelihood for many rural Zambians and has immense potential for poverty reduction and Gross Domestic Product (GDP) growth. “The expected impact of this measure will result in food and nutrition security, poverty reduction, and employment gains for locals as well as revenues gains for the Government through Pay-AsYou-Earn (PAYE),” JCTR indicated in its submission. DISABILITY AMONG CHILDREN IN ZAMBIA: CHALLENGES AND OPPORTUNITIES FOR IMPROVED NUTRITION Disability prevalence statistics in Zambia vary among the World Health Organization (WHO), 2010 Census of Population and the National Disability Survey. WHO estimates indicate that 1.3 million persons in Zambia have some form of disability representing 10% of the entire population. On the other hand, the 2010 Census of Population and Housing indicates that 2% of the country’s population is disabled and 0.4% are children under the age of 14 years (CSO, 2012). The 2015 National Disability Survey gives a more comprehensive prevalence profile of disability. The survey estimates that 7.7% of the population is disabled, 10.9% are adults 18 years and above and 4.4% are children aged between 2 and 17 years. The report further indicates that data on the cause of disabilities among children as reported; 40% being as a result of birth or congenital effects and 31% due to disease/illness.

Social Cash Transfer: the deliberate move by the Zambian Government to include persons with disabilities and their household as beneficiaries on the Social Cash Transfer (SCT) scheme offers an opportunity for improved nutrition among children with disabilities. It is well documented that Cast Transfers (CTs) directly affect overall household consumption and specifically household food consumption (Adato & Bassett, 2009). In eight programmes in Sub-Sahara Africa (SSA) (Ethiopia, Kenya, Lesotho, Malawi, Mozambique, South Africa, Uganda and Zambia), food security improved as a result of receiving CTs as the majority of the transfer income was spent on food.

The first 1000 Most Critical Days Project/Program (MCDP): the MCDP, is a multi-stakeholder project that was implemented in Zambia between 2015 and 2017 to address child under-nutrition especially stunting among children 2 years and below. The first 1,000 days are critical in a child’s life from conception to 2 years (pregnancy, infancy and toddler-hood). The MCDP aimed to bundle, strengthen and bring to scale a strategic subset of routine interventions proven to reduce stunting. This includes maternal nutrient supplementation, complementary feeding practices, growth monitoring, integrated management of acute malnutrition, dietary diversity and water and sanitation.

Provincial data on child disability indicates that there are some provinces with higher prevalence of child disability when compared to the national average of 4.4%. However, some provinces have a lower prevalence rate when compared to the national average. Luapula has the highest prevalence of child disability at 7.3% and Southern at 2.7% with the lowest when compared to the national average and other provinces.

OBSTACLES IN PROVIDING GOOD NUTRITION AMONG CHILDREN WITH DISABILITIES
•
Poverty: access to sufficient nutritious food is often an issue of concern to families who have a member with disabilities because of poverty and unequal distribution of resources within the household. Poverty is even more severe in female headed households which usually have minimal support from family members leading to most of them being economically inactive or involved in low income generating activities.
•
Community misconception and stigma: there is widespread misconception and stigma against children with disabilities in most societies. Most of these children suffer from isolation, abuse and marginalization by communities and relatives in some cases. Culturally, some parents isolate and hide their children with disabilities from society, subsequently hindering them from receiving the much needed help. A study conducted by the African Child Policy Forum in 2009 revealed that parents and immediate family members are the biggest perpetrators of violence against children with disabilities. In situations of limited resources, children with disabilities are excluded based on the incorrect belief that preserving their health and nutrition is lower priority than preserving those of a non-disabled child.

Insufficient budgetary allocation to general child health: over the years, there has been scaled up donor funding towards the fight against malnutrition and general child nutrition. While this has proved to be successful in the reduction of malnutrition with programs such as the 1,000 Most Critical Days in the child’s life, Government budgetary allocation towards the general wellbeing of children has been reducing affecting the implementation of efforts towards child development.
RECOMMENDATIONS FOR IMPROVED NUTRITION FOR CHILDREN WITH DISABILITIES 1.
There is need to increase funding towards child nutrition and rehabilitation centres for children with disabilities. The increase in funding could go towards expansion of rehabilitation centres, which are usually far especially in rural areas and employing of more nutritionists and nurses that support children with disabilities in communities.

Government is urged to consider using the multi-sectoral approach in funding towards nutrition programmes. The individual budgetary allocations to ministries are unlikely to reinforce one another as resources are being spread thinly. The multi-sectoral approach will lead to nutrition-specific budgeting, reporting and tracking thereby realizing value for money of nutrition interventions.

There is need for deliberate efforts towards nutrition education for mothers and caregivers of children with disabilities. One such path can be through the Social Cash Transfer Scheme, which deliberately targets households that have children with disabilities. Caregivers can be trained in food preparation and food requirements for children with disabilities in order to improve nutrition among them.
4.
Government is urged to consider formulating and implementing a Social Protection Policy for persons living with disabilities. This policy will improve programme targeting for persons with all forms of disabilities.

Now it’s hoping to entice investors to a new exchange with a plan to package equity purchases with political-risk cover. Justin Bgoni, who is setting up the foreign-currency-only market at the iconic Victoria Falls near the Zambian border, knows it’s a tough sell. As chief executive officer of the Zimbabwe Stock Exchange, he had to deal with trader and investor complaints after the government suspended dealing for five weeks. Trading resumed on the existing exchange on Monday. “There’s no doubt about it, the closure of the Zimbabwe Stock Exchange makes it difficult,” he said in interview. “We’re trying to see whether we can get a countryinsurance product for the exchange to mitigate the risk.” The stock market has become a haven for savers seeking to outrun inflation of more than 700 percent. But, with the economy imploding, the ruling party blamed Old Mutual for contributing to a plunge in the Zimbabwean dollar, and ordered its removal from the bourse. Differences between the 175-year-old insurer’s share prices in London, Johannesburg and Harare were being used by local businesses to calculate a future rate for the domestic currency. As part of the deal to reopen the Zimbabwe Stock Exchange, Old Mutual and two other companies with multiple listings had to agree to move to the Victoria Falls bourse. Mauritius pressed to rescue tourism PORT LOUIS - Mauritius was the first African country to get the coronavirus under control. Now its challenge is how to let the tourists that are its economic lifeblood back in. The Indian Ocean island’s success in quelling the outbreak is unique in Africa and comes as the disease is spreading across the continent, with countries from Kenya to South Africa battling a surge in cases since movement restrictions were eased. It recorded its last Covid-19 death on April 27 and has managed to keep the total number of confirmed infections to just 344. But in a country that relies heavily on tourism, the government is under increasing pressure to reopen its airport to tourists and rescue an industry that employs almost a fifth of its workforce. This scenario describes how Lubinda Tongo is officially launched. Chief Mumena Lion’s Den is situated about 78 kilometres from Solwezhi in kiKaonde now called Solwezi on the road to Kasempa. Who says women do not rule, in Africa? Batembuzhi Mumena Royal House or chiefdom was established by Princess Mwanji Mambwe and Mwanji Mumba accompanied by their young brother, Mumena. who was then too young to be installed as chief. Mwanji Mumba ruled this chiefdom with an iron fist, the fearless warrior and hunter was no much for the weak hearted men tribal warriors from other chiefdoms who tried to attack her people. Mwanji’s leadership skill and the heart to improve the lives of her subjects in Mumena Royal House was unmatched. Mumba introduced new crops from Congo. She brought with her a way of traditional democracy in this part of Africa. For the first time in the history of the Kaonde people she allowed
some women in her chiefdom to participate in the governance of the Mumena Royal House. It was a paradigm shift, creating a new Kaonde tradition and culture. At first, there was resistance from the men-led Kaonde chiefdoms, but later her new style of leadership was accepted by many chiefs in Kaondeland. According to one of the oldest surviving memberS of the Mumena Royal House, popularly called Ba Ido, says,”Mwanji Mumba was a tall, dark beautiful, respectable Princess, she is mother of this Royal House and our land.” Ba Ido further explained: “Princess Mumba during her time, made a decree, for hunters not to kill pregnant animals and did not allow her subjects to cut trees near the river banks.” The 90-plus-year-old Ido explained, “as Batembuzhi clan, we must thank Mwanji Mumba who ruled this land peacefully at a time when there were tribal wars in this part of Africa. “She was not an ordinary woman, but a brave fighter who defended the integrity of our land.” Emphasised Ba Ido. The old Ido further explained that Mwanji Mumba trained her young brother, Mumena 1st with leadership skills for a good period so as to take over. “The great day came, Mumena was installed. During that installation ceremony, young Chief Mumena performed Kutomboka, the conquest dance like never before. My mother told me that before Mumena 1st left the stage, Batembuzhi hunters killed an elephant from the nearby bush for people to eat, sorghum beer was flowed like water, for all to enjoy,” recalls the old man. And according to history obtained from the Mumena Royal House, the newly installed young Chief Mumena like his sister, Mwanji was a great hunter, dancer and a linguist, for the young chief could speak Ngo,Luba, Sanga, Lunda and Kaonde. And it is because of this legacy left by Princess Mwanji Mumba up to this day, the Mumena Royal House gatekeepers and the inner circle of the chief’s advisors are mostly women. After the successful installation of Mumena the 1st, Mwanji Mumba was married to Chief Kaindu in Mumbwa.” The Mumena chiefdom and rest of the Kaonde people cannot forget the legacy left by this great woman,” says old Ido. So to remember Mwanji Mumba’s legacy, senior members of Chief Mumena’s royal stock are allowed to name their children after Princess Mumba. And it is for this reason that my village Headman, Kyalele pa Kyulu, Ng’andula Tubikumbe, Kilenga Ndeke, Kaonde wangonga Imo, retired Lieutenant-General Sande Langeni Kayumba named one of his children Mwanji Mumba to remember the great Princess. Secondly, all Kaonde chiefs in Zambia as a sign of respect to remember Princess Mwanji Mumba address their wives as Mwanji. Some historical studies have concluded that these songs, music and dances, not only played an instrumental role in sensitising the urban population to the injustices of colonial rule but also developed an effective medium of nationalist agitation against colonialism. During the Cha Cha Cha days, the song, Tiyende Pamodzi became an anthem of the nationalist struggle, not only in Zambia but also in southern Africa. It was an energising song during marches to and from political rallies. So to claim that a song or music cannot influence voters is being naive and politically an Under-5. GOVERNMENT has hailed Child Fund Zambia (CFZ) for infrastructure aid to Nyashishi Primary School in Chongwe’s Chinkuli ward. Chongwe Member of Parliament, Japhen Mwakalombe, said Nyashishi was a community school until 2019 when it was upgraded to a primary school. He said that the upgrade needed to go with requisite infrastructure to accommodate more pupils and teachers. Mr Mwakalombe said it was for this reason that Child Fund Zambia constructed a classroom block and a staff house at the school. Mr Mwakalombe, who is also Copperbelt Minister, said Government had created an enabling environment for any well-wisher to get involved in resolving community problems. And Chongwe District Commissioner, Robster Mwanza, thanked the community for uniting in improving the teaching and learning environment at the school. RESIDENTS in Dolla Hill area of Ndola have charged that political cadres are illegally allocatating land to foreigners. The enraged residents alleged that cadres from the Patriotic Front (PF) were illegally allocating land to foreigners, denying the local people chance to get land through legitimate means. Speaking to the Daily Nation, Joel Mwape said there was need for Government and law enforcement officers to stop the cadres from allocating land. Mr Mwape indicated that the illegal allocation of land was disadvantaging the locals who were not given priority. Mr Keith Chewe a resident of Dolla Hill also condemned the act of allocating land by the cadres, stating that Gov-
ernment must take charge and prosecute cadres, who were allocating land illegally. Another resident, Samuel Mutima, expressed concern over the level of abuse of power by cadres, stating that their illegalities had not only stopped at land allocation but also extended to markets and bus stations. “Too much power has been given to the cadres in the country that they can do whatever they want no matter how illegal it is and still go unpunished, “ Mr Mutima said. UPND councillors sell playground By ANDREW MUKOMA UPND councillors at the Livingstone City Council have given out plots on land meant for play grounds in Kashitu Compound of Simonga ward. The decision to demarcated the play grounds as plots was made during a full council meeting on July 28, this year. During the meeting, it was resolved that since there were more applicants who had applied for plots in the area, it was in order for play grounds to be given as plots. On Saturday during a PF mobilisation meeting, the issue was raised by members in the community. According to the residents, the decision was influenced by the Ward Development Committe (WDC) and the area councilor Peter Munyama.
They accused the WDC and the councilor of depriving the children of play grounds for their personal benefits. "We were all surprised and when our zone chairman asked what was happening, we were told that the land was sold to people to build houses....now where are our children going to be playing," she said. The decision by the UPNDdominated council to sell the play grounds has not gone well with the ruling party. Mr Fwanyanga Lutangu, who is the mobilisation chairman for PF palirmentary aspirant Ikuka Muleta, demanded for land audit at the Livingstone City Council. Mr Fwanyanga said that there was no way that leaders who were elected to represent people could turn out to be 'oppressors.' He appealed to the Ministry of Local Government to extend the land audit which has seen the suspension of Lusaka and Kitwe City Council to the Livingstone City Council too. However, efforts to get a comment from the area councillors failed as his mobile phone was not reachable.
ILLEGAL CHARCOAL BURNING IN PEMBA RIFE By ANDREW MUKOMA PEMBA District Commissioner Reginald Mugoba has expressed convern over indiscriminate cutting of trees in the district. Mr Mugoba said the situation was worrying and appealed to the people to stop the practice. He said that if not controlled, the scourge would affect the rain pattern in the district which would affected the crop harvest. Mr Mugoba wondered why people were engaging in charcoal burning when the district was producing enough food for both consumption and selling. He told the Daily Nation that the trend of cutting down trees for charcoal must be discouraged at all cost. Mr Mugoba appealed to the traditional leadership in the district to help Government raise awareness on the dangers of deforestation.

Indicators are substances that show different colours in acidic and alkaline or basic solution.

Preparation of salts Soluble salts are prepared using two methods namely: crystallisation and titration method. We shall now begin explain each method in detail. Crystallisation This method is used to prepare soluble salts except sodium, potasium and ammonium salts. This is done by reacting an acid with a metal, insoluble base or insoluble carbonate. Sodium, patassium and ammonium salts cannot be prepared using this method because the reaction of these substances with an acid is violent or vigorous. When an acid is reacts with a metal, salt and hydrogen gas are produced. For example, Zinc sulphate can be prepared by reacting zinc metal and sulphuric acid. The eqaution for this reaction is shown below. Zn(s) + H2SO4(aq)
Moving from seven to one, the acidity increases and vice versa. Similarly, moving from seven to fourteen the alkalinity increases and vice versa. For example, if one solution has pH value or 2 and the other has pH value of 5, then the one with pH 2 is the strongest acid. On the other hand if a solution has pH value 11 and the other one has ph value of 13, the one with the pH value of 13 is the strongest alkaline solution. Generally, the higher the pH value of the solution, the more alkaline it is and the smaller the pH value is the more acidic the solution is.
ZnSO4(aq) + H2(g)
At the end of the reaction, Zinc sulphate salt is in aqueous solution. Therefore, the solution is heated gently to allow the water to evaporate in order to obtain a saturated solution. When a saturated solution is formed, it is allowed to cool so that the remaing water can evaporate and crystals of zinc sulpahte can be formed. The crystals of zinc sulphate are thereafter dried on a filter paper. The same procedure is used when preparing soluble salts using this method. See the diagram below.

For example, to prepare Barium sulphate, you need to react Barium chloride and Sodium sulphate. These will react as follows: BaCl2(aq) + Na2SO4(aq)
BaSO4(s) + 2NaCl(aq)
In the above reaction, barium chloride provides barium ions, sodium sulphate provides sulphate ions needed to form barium sulphate. The insoluble salt is filtered out of the solution and washed in distilled water. Thereafter, the salt is dried. Task. 1. Titration method This method is used to prepapre soluble salts of potassium, sodium and ammonium. This is done by reacting an acid and a base. This reaction is commonly known as neutralisation. When an acid react with a base, salt and water are produced. Similarly, the salt formed in such a reaction is in aqueus solution. Therefore, crystalisation is used to obtain the crystals of the salt. To carry out the process of titration, the following are needed: clamp and stand, burette, pipette, conical flask, pipette filler and the indicator. See the diagrm below.

There are two types of salts namely soluble and insoluble salt. The method used to prepare a salt depends on its nature. Soluble salts are salt that can dissolve in water while insoluble salts are salts that do not dissolve in water.

Acidic oxides are oxides of non-metals. These oxides exhibit acidic properties when they are dissolved in water. This implies that the solution of these oxide is acidic. Examples of such oxides are: sulphur dioxide, carbon dioxide and nitrogen dioxide.
A salt is a compound formed when hydrogen ions of the acid are replaced by a metal or ammonium ions. As explained earlier, when an acid react with a base, metal or carbonate, salt is one of the product formed. The name of the salt formed depends on the metal in the base, carbonate or the metal reacting with the acid and the radical of the acid.

Amphoteric oxides are metallic oxides that have both acidic and basic properties. This implies that such oxides can react as bases in some reaction and they can also react like acids in other reactions. Examples of such oxides are: Lead(II) oxide, aluminium oxide and zinc oxide.
Precipitation method A precipitation reaction refers to the formation of an isoluble salt when two solutions containing soluble salts are combined. To prepare insoluble salt, you need to react two solube salts that contain the ions of the insouble salt you would want to prepare. This implies that when two soluble salts are reacted, an insoluble salt is formed and a soluble salt are formed. This reaction is generally represented as follows:

The pH value of seven(7) indicate that the solution is neutral meaning it is neither Page 1 of 5 acidid nor basic.
Basic oxides are metallic oxide. These oxides have basic properties. When such oxides are dissolved in water, a basic solution is formed. Examples of such oxides are: potasium oxide, calcium oxide, sodium oxide and magnesium oxide.
§ Release slowly from the burette sodium hydroxide solution into the conical flask and shake the conical flask to mix the contents. § When the first colour appears or disappears depending on the indicator you are using stop releasing the solution from the burette. This is done by closing the stop cock on the burette. At this point the solution in the conical flask is neutral. § Take note of the volume of sodium hydroxide solution that has reacted with 25cm3 of the hydrochloric acid. § Repeat the titration process without adding the indicator since you have now known the volume of sodium hydroxide that can reat with 25cm3 of hydrochloric acid. § Crystals of sodium chloride are obtained from the solution using crystallisation method explaine above.

The WHO has come under fire - most vocally from Donald Trump - in recent months for its handling of the coronavirus pandemic. Trump accused the WHO of helping China “mislead the world” at the beginning of the pandemic, which began in the Chinese city of Wuhan. But the US, who said last month that they will leave the WHO in July 2021, is trying to dictate the terms, according to several European officials who spoke with Reuters. The US blueprint is too extreme for France and Germany and the countries’ health ministries told Reuters it was wrong that the US was leading the talks. The substance of the US-led proposal is not known. However, one European official involved in the negotiations told Reuters it was “rude.” “Nobody wants to be dragged into a reform process and getting an outline for it from a country which itself just left the WHO,” one senior European official involved in the talks told Reuters. Report disputed claim of mass poisoning N’DJAMENA – A group of 44 prisoners all died in one night in a prison in Chad because they were all kept in the same cell in 46C heat, an investigation has concluded. Prosecutors had suggested that the group were suspected Boko Haram militants and had taken poison to kill themselves. But the National Human Rights Commission said they were civilians. Their report described a dangerously overcrowded cell, scorching heat, thirst and hunger. Chad's Justice Minister Djimet Arabi told AFP he had taken note of the Commission's report and that an inquiry had been launched to determine who was responsible for the deaths. The 44 prisoners were found dead in their cell on the outskirts of the capital N'Djamena on the morning of April 15. Prosecutors said at the time that the men were part of a group of 58 suspects captured during a major army operation against the Islamist militants Boko Haram around Lake Chad. The public prosecutor said 40 of the
prisoners were buried and four were taken to a pathologist who found traces of poison. Arabi had also suggested that it could have been a case of collective suicide and denied they had been ill-treated. The independent commission's report tells a very different story. Firstly, it disputes they were militants, instead saying they were farmers and villagers who were arbitrarily arrested. It also points out that the army operation against Boko Haram - which ran between March 23 and April 8 was already over when the suspects were picked up. It then described the overcrowded, scorching conditions in the cell, where survivors say the only food they were given were a few dates, not enough to go around the group. The 14 survivors told the commission that, in the heat, some started falling to the ground, while others called out to the guards for help but were ignored. Zuma apologises to Hanekom for calling him a 'known enemy agent' in nowdeleted tweet JOHANNESBURG - Former President Jacob Zuma apologised to ANC veteran Derek Hanekom yesterday and deleted a tweet calling him a "known enemy agent" following a lawyer's letter warning him he was in contempt of court. Using the exact wording required by the KwaZuluNatal High Court ruling, Zuma tweeted: He said he hoped this satisfied both Hanekom and the court. Hanekom had taken his ANC comrade to court, instituting a R500, 000 defamation suit against Zuma over the tweet he posted on July 25, 2019. The tweet, which was deleted in the afternoon yesterday read: "I'm not surprised by @Julius_S_ Malema revelations regarding @Derek_Hanekom. It is part
of the plan I mentioned at the Zondo Commission. @ Derek_Hanekom is a known enemy agent." Zuma was seemingly reacting to EFF leader Julius Malema's claims that Hanekom had conspired with the party to oust the former statesman via a motion of no confidence in the National Assembly. Zuma had launched several appeal bids, including a final one, before going to the Constitutional Court. On Friday, it dismissed his appeal against the High Court ruling, in September last year, which ordered him to delete the tweet and apologise on his account within 24 hours. Hanekom's lawyer, Dario Milo, had sent a letter to Zuma's lawyer, Eric Mabuza, warning him they were in contempt of court. "Your client has willfully disregarded the High Court order to date, almost two days after the Constitutional Court order was received." Milo said they would take further legal action, including launching urgent contempt of court proceedings, should they not comply by 17:00 today. – NEWS24.

Kasengele hails Fathi over Napsa success By SPORTS REPORTER FORMER Football Association of Zambia (FAZ) General Secretary George Kasengele has hailed NAPSA Stars coach Mohamed Fathi for qualifying the team to the CAF Confederations Cup. And Fathi has heaped praise on Kasengele and his former boss Kalusha Bwalya for having opened the doors for him to coach in Zambia. Fathi led NAPSA Stars to a historical Confederation Cup qualification after finishing fourth on the log having also helped the team survive relegation two seasons ago. But Kasengele said the Egyptian-born trainer was introduced to him by Kalusha in 2009 after his arrival in Zambia. He said he worked with Fathi after the latter approached the FAZ on how best he could establish an academy in Zambia which was in turn registered with PACRA. Kasengele said that Fathi also expressed interest to be linked with a coaching job in the super league and that’s how he linked up with Kabwe Warriors and joined the team as its coach. And Kasengele said being a former general secretary of Profund Warriors now NAPSA, he was proud that the team had carried on and graduated to continental competitions. He said that at the rate the club was moving, it would now start competing for bigger honours next season. Fathi said he owed his coaching career to Kalusha, Kasengele and Warriors chairman Hayden Dinghall for having introduced him to Zambian football. Fathi said having qualified for continental Football, the team would immediately start preparations for the competition. Fathi will be the first coach in the club’s history to lead the team into the Confederations Cup after having previously failed to fulfil its fixtures in 1980 edition when the then Profund Warriors finished second to Nkana.

Kampamba said that winning the 13th title was very emotional for his team and that bagging it was a proud moment. KANA Football Club has clinched their 13th league title after being crowned the 2019/20 FAZ/MTN Super Division champions. The Kitwe side’s coronation could not be held last Thursday after the appeals committee ruled for a replay of the Forest Rangers and ZANACO Football Club and played yesterday. It ended in a stalemate and led to Nkana being declared champions.

Rangers needed a win to bag their first maiden title. Nkana celebrated twice after having earlier thought they had bagged the title on Thursday when Rangers beat NAPSA but had to hold on to the coronation due to a late appeals committee decision much to the disappointment of the Wusakile faithfuls . Going into yesterday's week 26 fixture, Nkana fans and players were wishing for a ZANACO win that would have ensured the title for the Kitwe
