HE Zambia National Farmers Union (ZNFU) is alarmed by revelations that some millers are pushing for a duty waiver for wheat imports which will result in Zambia losing US$8 million in revenue and leave local farmers destitute once the market is flooded. The union has since warned that it was watching to see which Government officials would
authorise a waiver, which it described as a mischief. Early this year, millers asked stakeholders to allow them import 100, 000 tonnes of wheat so that they could blend it with the local product and then export the surplus to the Democratic Republic of Congo (DRC) where the market has been created. The total tonnage would cost around US$40 million and is supposed to attract a 15 percent duty and a surcharge of 5 percent once imported.

GOVERNMENT has closed Nakonde border and suspended public road and railway passenger transport to and from the border town to allow mass screening for Covi-19. Updating the nation on Covid-19 situation, Ministry of Health Dr Chitalu Chilufya said President Edgar Lungu was concerned about
the situation and had directed that Nakonde border be temporarily closed effective Monday (today). The closure comes after the surge in Covid-19 cases in the area and to facilitate mass screening, contact tracing and to ensure that various measures were implemented to avoid further spread of the virus into and out of Nakonde which had now become the epicenter. But when contacted for a comment, ZNFU president Jervis Zimba urged ZRA and the Ministry of Finance to take keen interest in the matter. Mr Zimba said his team was keenly following the matter to see which civil servant would push that retrogressive agenda. 'We are watching to see who, among the civil servants, will aid them to get away with this mischief which will defraud government of US $8 million. ZRA and the Ministry of Finance must watch and see who is pushing this agenda and for what reason.

OVERNMENT has started engaging Mopani Copper Mine ( MCM ) to ensure that contracts for some contractors which have been terminated are renewed to avert mass job losses, Ministry of Mines and Mineral Development Permanent Secretary Banarby Mulenga has said. And Mr Mulenga said salaries for all workers attached to affected contractors have been guaranteed by Mopani for three months as the dialogue process was being undertaken. Mr Mulenga said govern-
ment would be engaging the mining firm for 90 days in order to come up with an amicable decision. He said in an interview yesterday, Mopani indicated that there was some operations which were expensive and would not be operationalised which had affected some contractors. "So in 90 days we will be talking to them and we have already started engaging them and even this morning (yesterday) I was talking to Glencore. Basically this matter in terms of contractors their workers’ pay has been guaranteed for three months and they have said that while we are discussing they will fulfil

BUSINESS sector umbrella associations should establish strong liaison with relevant authorities to exploit economic stimulus facilities such as the K10 billion targeted at small and medium scale (SMEs) indigenous businesses, Finance Minister Bwalya Ng’andu has said. This follows revelations that commercial banks had rejected the K10 billion stimulus package meant to assist businesses survive the current storm caused by Covid-19. Commercial banks felt that the fund comes with too many conditions which will lead to Government micro-managing the institutions. Dr Ng’andu also cited the various tax-related stimuli being administered by the Zambia Revenue Authority as another example of the cushion that Government had provided to help local businesses to stay afloat during the Covid-19 period and thereafter. He called on the private sector and regulatory bodies to be on the look-out for possible unfair trading practices such as dumping of poor quality consumer goods due to depressed demand in many countries in the region and worldwide. HAKAINDE Hichilema should stop using the Covid-19 outbreak as an opportunity to gain cheap political mileage, nominated Member of Parliament Raphael Nakacinda has said. Mr Nakacinda said it was unreasonable for the UPND leader, Mr Hichilema to always criticise President Edgar Lungu and his government even when the policies being implemented were in tandem with what was required to solve a particular challenge. He was reacting to Mr Hichilema’s sentiments that President Lungu’s decision to unlock some key economic sectors amid the Covid-19 outbreak to prevent the economy from collapsing was a sign that he did not love Zambians. Mr Nakacinda, however, said the decision to ease the lockdown was timely as there was need for a balance between saving lives and the economy. He said President Lungu and the people of Zambia should not pay attention to the criticism from the Mr Hichilema and MMD faction leader, Nevers Mumba, saying the two were bitter men who were envious of what the PF Government had achieved within a short period of time. AMBIA has applied to the International Monetary Fund (IMF) for a Covid-19 related rapid credit facility, Finance minister Bwalya Ng’andu has said. Dr Ng’andu said discussions with the IMF on the rapid credit facility were still in
motion. He said Government had continued to exchange information with IMF on the policy choices being pursued to deal with fiscal challenges, public debt, and other macro-economic policy issues key to the country’s economic stabilisation and recovery, post Covid-19.
Dr Ng’ndu appealed to the development partners to continue supporting social-sector programmes such as the social cash transfer programme and the Girls Education Women Empowerment and Livelihood (GEWEL) Programme. This is contained in a statement issued by Ministry of Finance spokesperson, Chileshe
Kandeta in Lusaka yesterday. The Minister indicated that Zambia had held talks with development partners including Germany, India, Sweden, United Kingdom, China, African Development Bank, IMF and the World Bank. Dr Ng’andu said through implementation of counter-cyclic measures and

And Indian High Commissioner to Zambia, Ngulkham Jathom Gangte, said that the contractor for the Lusaka traffic decongestion project had been instructed to ensure that the output and final product conform to the highest standard of quality. The envoy said this during a meeting with Ministry of Finance officials held in virtual format. Mr Gangte said the project was a mirror of the competency and capability of the Indian private sector in road infrastructure projects. He said the Indian High Commission was committed to nurturing the interests of both countries within the current development cooperation framework. And Germany Ambassador to Zambia, Achim Burkhart, said the fight against Covid-19 needed worldwide solidarity and harmonized solutions. Meanwhile, Swedish Ambassador, Anne Maj Hultgard, called on Zambia to maintain economic resuscitation and reform thrust while ensuring that transparency and accountability remained key in the overall implementation of Covid-19 mitigation and adaptation measures. THE United Church of Zambia (UCZ) has allowed congregations that meet the public health requirements to resume worship services. In a letter Pastoral letter signed by Acting Synod Bishop Reverend, Dennis Sikazwe said gradual resumption of corporate worship services could start on May 10 2020 in sections and preferably be held in open air grounds where it would be easier to achieve the mandatory social distancing of 1 metre between congregants. Bishop Sikazwe said the congregations that may have difficulties in satisfying the requirements of public health regulations should start putting in place all the requirements and resume worship in the buildings once they are granted permits as per the guidelines of the Ministry of health. "All Reverends in charge of congregations should take it upon themselves and ensure that permits are obtained following the right procedures to avoid conflict with the law," Bishop Sikazwe said. He said congregations that had huge a membership should restructure and conduct the services in accordance with health guidelines provided by the Ministry of health. Bishop Sikazwe said the UCZ synod COVID-19 taskforce had continued to monitor the situation and would review the new measures on June 8 2020.

see how the Ministry of General Education and respective schools would handle the situation which he said was delicate. Making the announcement on Friday, the President directed that learners and teachers must be fully protected from contracting or spreading the Corona virus. He said all of them must be given masks, screened everyday and given hand washing soap. The Head of State further demanded that all schools in the country be inspected and certified suitable for commencement of classes next month.

Credit provisioning for the 18 commercial banking industry ballooned 195.4% to K295.0mn year on year compared to 15% expansion from 4Q19. SAA administrators told by court to halt severance-pay plan CAPE TOWN - South Africa’s labor court told the administrators of the state airline that they can’t force workers to accept severance payments, deepening the chaos surrounding the bankrupt company’s future. The administrators, known locally as business rescue practitioners, were sued by the main labor unions at South African Airways. The BRPs have said there is no money to pay wages and the alternative to a process in which assets are sold to fund severance payments is liquidation, which could result in workers getting no payments. Public Enterprises Minister Pravin Gordhan has criticized the administrators’ performance and said he wants to create a new airline, without saying how. His approach has been endorsed by the National Executive Committee of the ruling African National Congress. The tussle over SAA, which hasn’t made a profit since 2011 and has been surviving on government bailouts, is seen by investors as a litmus test of the state’s resolve to deal with indebted state companies that are draining its resources. The government has told the administrators there is no more state money available to help the airline, which until recent route cuts flew to six continents and operated a domestic service. IOL
Coronavirus: Pandemic sends US jobless rate to 14.7% THE US unemployment rate has risen to 14.7%, with 20.5 million jobs lost in April, as the coronavirus pandemic devastated the economy. The rise means the jobless rate is now worse than at any time since the Great Depression of the 1930s. Since the pandemic began, the US has suffered its worst growth numbers in a decade and the worst retail sales report on record. Just two months ago, the unemployment rate was at 3.5%, a 50-year low. "It is historically unprecedented," said economist Erica Groshen, former head of the government's Bureau of Labor Statistics, who now teaches at Cornell University. "We have put our economy into a medically induced coma in order to heal it from the pandemic... and that has led to the most precipitous loss of jobs seen in any of the modern data." The report from the Labor Department showed declines in every sector of the economy. Leisure and hospitality was hit especially hard, with payrolls falling by 7.7 million or 47%. Employers in education and health services cut 2.5 million positions, while retailers shed 2.1 million. The Labor Department said more than three-quarters of those without jobs described themselves as temporarily laid off, a sign that many of those currently without work are hopeful that the economy will be able to rebound. But economists warned that the pandemic is likely to force major changes to businesses - such as limits on how many people may be in a restaurant at one time - that could reduce the need for workers. And the longer the shutdown lasts, the more likely it is that a business will not survive. “Even a temporary layoff can turn into a permanent one if the business doesn’t survive or if the business has to change its business model so dramatically that it needs different numbers or a different kind of worker,” Ms Groshen said.

For 47 years of UNIP and MMD the people of Chilubi district existed and had settled in numbers there. They went through hell, covering more than more than 100 millimeters carrying their sick loved ones to Luwingu pamachila(on a bicycle with a traditional bed made of sticks) to Luwingu. In some instances, they sailed across rivers and lakes to Lubwa mission hospital and mostly people lost their lives as a result. But it has only taken 8 years of PF in power to see the need to build 2 state of the art hospitals in chilubi, one on the island and the other one on the mainland. These are just two districts, and there are tens and tens of new hospitals that the PF government has built across the country and in all the districts which for 47 years where neglected. By August 2021, the PF government is going to build more hospitals than what previous governments had built in 47 years. This is what we refer to as accelerated development, coupled with the love for people. A government that cares for its people will ensure that they are healthy and have ease access to qualify medical services because a healthy nation is a productive nation. There will never be a great economy where the drivers of the economy themselves {the citizens) have poor health services. RADERS in markets in Mufulira’s Kankoyo constituency have mismanaged the revolving fund provided by their area Member of Parliament (MP), Brian Mushimba. Chibolya, Butondo and Kankoyo markets had mismanaged the K40,000 each while Zimba market had handled the revolving funds according to the guidelines. Mr Mushimba, who is also Higher Education Minister, said he had given K40,000 each as revolving fund to Chibolya, Butondo, Kankoyo and Zimba markets. In an interview in Kitwe, the MP said the money was aimed at boosting the
capital base of the marketeers and to alleviate poverty in the communities. He was disappointed that traders in the three markets could not utilize the opportunity properly and stressed the need to change their mind-set. "Well, I am disappointed that marketeers could not put the funds I gave them to good use, but I can't blame them because, according to them something from the government or the MP should be squandered and no one would take them to task "This is the mind-set which Zambians need to change and ensure that if an opportunity is given to them, they should put it to good use because poverty alleviation needs concerted efforts from the Government and the citizens,'' he said. By ANDREW MUKOMA MAAMBA Ward Development Committee (WDC) in Sinazongwe has charged that authorities in the area have not been aggressive in the fight against Coronavirus (COVID-19). The committee feels that there is an information gap in most rural areas. WDC Chairman Reuben Shitu said it was surprising that the fight against COVID-19 was concentrated in urban areas where there was easy access to COVI-19 information. In an interview with the Daily Nation, Mr Shitu said that it was worrying that awareness programmes were concentrated much in urban areas. He said that in an event that rural areas were affected with COVID-19, the situation would much difficult to control because people lacked information. Mr Shitu said that it was only fair that COVID-19 sensitization was also rolled out to Maamba and other hard to reach setup. The chairman said COVID-19 sensitization should uniformly be spread out because everyone was a potential patient of the pandemic. Mr. Shitu said that regular washing of hands and social distancing was still a challenge for most Maamba residents, attributing the ignorance to lack of access to educative information and materials.

WORKERS Compensation Fund Control Board (WCFCB) in Ndola has staked K1million to finance the fight against Covid-19. WCFCB Corporate Affairs Manager, Maybin Nkholomba, said his organisation had created the K1million fund to finance Covid19 activities in the country. He indicated that from the same amount, about K350,000 had been donated to the Ministry of Health to finance covid-19 activities. He was speaking in an interview in Ndola. Mr Nkholomba said that assorted items such as hand sanitizers, liquid hand wash soaps and masks worth K36, 000 had also been donated to the Copperbelt Provincial administration in Ndola. He said an assortment of medical items had also been procured to protect about 100 physically disabled persons from contracting the virus.

ANZANIA will not administer the medicine which was yesterday collected from Madagascar on patients until a clinical trial has been carried out by the National Institute for Medical Research (NIMR). Speaking today at a news conference in Dar es Salaam, Tanzania’s foreign affairs minister Prof Palamagamba Kabudi who led the team to Antananarivo said the task at hand starting from today is to research and analyse the medicine before putting it to use. “I want to make it clear among Tanzanians that we haven’t come with medicine to distribute among the citizens, rather we have brought a consignment for research and analysis,” said Prof Kabudi According to him, the eight red colored boxes consists medicine produced for prevention purposes while the four green colored boxes consist with the medicine for use by those confirmed to have

Memorial mass for Bishop Silas Njiru held at his Embu home Meru to bring the body from Italy for interment in a cathedral in Kenya. Bu he noted that the process of bringing the body to Kenya could take up to 15 years due to the procedure involved. Bishop Njiru, who died at the age of 92, served in Meru from 1976 to 2004. Ms Ndwiga eulogised Bishop Njiru as a supportive family member, who assumed a parental role following the death of their father Simon Kanake. On Tuesday, the clergy

Researchers find traces of coronavirus in semen: What this means for Covid-19 and sexual transmission TRACES of the novel coronavirus have been found alive in the semen of infected males. A recent study conducted by Chinese researchers on a group of 38 men infected with Covid-19, found that six (about 16%) of the infected patients also tested positive for the virus in their semen – which increases the chances of the virus possibly being sexually transmitted, The Guardian reports. A team of researchers from China’s Shangqiu municipal hospital who were led by Dr Weiguo Zhao, found that of the six men who tested positive for the novel virus in their semen, four of the patients were in the acute stages of the virus while two had already recovered, CNN reports. “We found that SARSCoV-2 can be present in the semen of patients with Covid-19, and SARS-CoV-2 may still be detected in the semen of recovering patients,” the researchers noted in their findings which were published on 7 May in the journal JAMA Network
Open. “Even if the virus cannot replicate in the male reproductive system, it may persist, possibly resulting from the privileged immunity of testes,” the team added referring to the inability of the immune system to reach its optimum level to attack viral invaders. The results of the findings come as no surprise. Previously, traces of the virus have been found in body fluids and even in stool, according to Dr Ryan Berglund, a urologist at Cleveland Clinic’s Glickman Urological and Kidney Institute, CBS News reports. “I think that’s premature,” Dr Berglund said, referring to the findings. “You have to look at this as a sign that semen, as along with a number of other body fluids, can contain the virus.” But the study does raise many questions. For example, the research didn’t examine whether the virus can be sexually transmitted nor did it detail the viral load that was present in the semen, Wall Street Journal reports.

R O M I N E N T Cameroonian human rights activist Beatrice Titanji leapt for joy when a major secessionist group declared a ceasefire on 29 March to protect people from the "fury" of coronavirus in the central African state's Englishspeaking heartlands, but her hopes have since been dashed as fighting continues to rage. don’t have the means to reach out to people and give them food and medication, many of them are going to suffer. They will die of hunger and illnesses,” said Dr Titanji, an academic who leads the Women’s Guild for Empowerment and Development, a non-governmental organisation involved in peace initiatives in Cameroon. THREE members of the White House coronavirus task force are self-isolating for two weeks after possible exposure to the illness. Dr Anthony Fauci, who has become the public face of the fight against the virus in the US, is one of those who will go into quarantine. His agency, the National Institute of Allergy and Infectious Diseases, said he was at “relatively low risk” due to the degree of his exposure. Dr Fauci has tested negative. The 79-year-old will work from home for the time being and will be regularly tested, the institute said. Centers for Disease Control and Prevention (CDC) director Dr Robert Redfield and Food and Drug Administration (FDA) commissioner Stephen Hahn are also self-isolating. In a statement, the CDC said Dr Redfield, 68, had no symptoms and was not feeling unwell, but would also be teleworking for two weeks after “low risk exposure” to someone at the White House. It is unclear who this person is. And an FDA spokesman told Reuters news agency on Friday that 60-yearold Stephen Hahn was also self-isolating. He has also tested negative, the spokesman said. The three men were due to address a Senate committee on Tuesday. HE Court of Arbitration for Sports CAS has urged football icon Kalusha Bwalya, a FAZ presidential aspirant, to pay CHF11 000 Swiss Franc equivalent to K210,447 for the case where he has challenged the football association of Zambia to be heard. Bwalya has appealed to the Court of Arbitration for Sports (CAS) against the FAZ decision to stop him from contesting the FAZ Presidency. CAS had earlier urged both Kalu and FAZ to share the costs and pay CHF11000 each for the case to be heard, an amount which FAZ failed to pay as the respondent. Accordingly, pursuant to article R64.2 of the code of sports related arbitration for sports is obliged to invite the appellant to pay the respondents share in order to cover the arbitration costs in this matter,” said CAS Finance Director Miguel Abelairas in a letter directed to both parties. “Consequently I invite Kalusha Bwalya to pay the respondents share of the advance of costs, namely CHF 11000 Swiss francs. This amount should be paid on or before 15 May 2020 to the CAS account,” Abelairas said. Abelairas reminded Kalu to indicate the process reference number when making payment. He said failure to make payments within the recommended date will result in the appeal being withdrawn. Meanwhile CAS has dismissed Kalu’s appeal for CAS to reschedule the May 18 oral hearing of the appeal to another date. Kalu had asked CAS to reconsider the sole Arbitrators decision of April 22, 2020 and move the oral hearing to an appropriate date due to restrictions in relations to Covid-19. However counsel to the CAS, Sophie Roud said, Kalu as the appellant, and FAZ have to appear at the hearing which will be held through a video conference on May 19 at 09:30 hours Swiss time.
