PUBLIC NOTICE PUBLIC DISCLOSURE RADIO PROGRAMME FOR PROPOSED TD11 TAILINGS STORAGE FACILITY BUTTRESSING PROJECT AT MUFULIRA MINE IN MUFULIRA In normal social conditions, the aforementioned public disclosure of the project’s Environmental and Social Impact Assessment in respect of the buttressing project would have been carried out at a public meeting with the affected and interested parties. However, these are not normal social conditions due to the COVID-19 pandemic. To comply with the Government’s directives and the Public Health Guidelines on social distancing and gatherings, it has therefore, been decided to carry out the public disclosure through a radio programme. Background: Mopani Copper Mines PLC (MCM), a joint venture company comprising major shareholders Glencore, First Quantum Minerals Ltd and ZCCM Investment Holdings, own and operate mining and mineral processing operations in Mufulira and Kitwe on the Copperbelt in Zambia running the Mufulira and Nkana Mine Sites, respectively. The company’s success has resulted from its focused approach to operation facilities’ improvement and the mutually beneficial relationships enjoyed with its stakeholders. MCM operates the TD11 Tailings Storage Facility at Mufulira Mine Site in Mufulira District. The tailings storage facility is located about 3.7 kilometres to the South-West of Mufulira Mine Main Plant and Works area. The facility lies within the Mine Sur-

face Rights area of MCM Mufulira Mine and covers an area of approximately 480 hectares. It has confining walls built with earthfill and cycloned tailings material. The process waste from the Concentrator known as tailings (or slimes) are deposited into the facility, which has been in continuous operation since 1987. The Project: MCM is proposing to reinforce (buttress) the walls of TD11 Tailings Storage Facility with graded waste rock and other selected earthfill material to implement the TD11 Tailings Storage Facility Buttressing Project. The reinforcement plan entails reinforcing the walls made of cyclone tailings by constructing an outer wall against the existing TD11 walls. This is to increase the factor of safety of the facility, thus further stabilising the retaining outer walls. MCM commenced the Environmental and Social Impact Assessment (ESIA) Process for the proposed project as required under the Environmental Management Act No.12 of 2011 of the Laws of Zambia read together with the Environmental Impact Assessment Regulations, Statutory Instrument No. 28 of 1997. The company also held a Scoping meeting in August 2019 as the initial stage in public consultation on the project. The buttressing extent will be wholly within Mopani surface rights. The construction materials will be sourced from within Mopani mining rights.

Public Disclosure Mechanism: Further to the Scoping meeting, and in compliance with environmental legislation stated above, MCM has prepared a Draft Environmental Impact Statement (EIS) for the proposed project and is now inviting Government Agencies, the Local Authority, Non-governmental Organisations, Community-Based Organisations, Interested and Affected Parties and the general public to participate in a phone-in radio programme for Public Disclosure of the Draft EIS for the proposed project. Cassava Fintech responds to Covid-19, announces release of Sasai TeamTalk SASAI TEAMTALK LONDON – Cassava Fintech International (CFI), a subsidiary of Econet Global, has announced the realese of ‘Sasai TeamTalk’, a voice and video coferencing service that takes up to 20 people on one call. Surging Tanzanians repelled By SANFROSSA MANYINDA

A

HORDE of desperate Tanzanians on Saturday attempted to break the Nakonde lockdown but quick action by alert police kept them at bay as disinfection of the border town continued. Perched on scooters and from Tunduma, the Tanzanians attempted to ride past law enforcement officers at the border with their merchandise but were immediately repelled. Had they managed to enter, they still would not have fulfilled their mission because all Zambians were indoors. Tanzanians peddle their merchandise in Zambia at Nakonde where they usually cash in on travellers from Lusaka and the Copperbelt. The popular trading items include rice, potatoes, clothes, cosmetics and building materials such as tiles and many others. Muchinga Province Minister, Malozo Sichone, said police officers and Government officials were stunned that foreigners could attempt to get into Nakonde at the height of a total lockdown when no one could have transacted with them. Meanwhile, the disinfection and screening which started with Tazara railway station, the bus station, the border, shops and markets was yesterday extended to Mwenzo, ulongo and Chilolwa villages in chieftness Waitwika where screening was also conducted. Mr Sichone said the multi-sectoral team had selected strategic and critical areas for screening as well as disinfecting. With a population of over 150,000 people, authorities would ensure that critical areas were covered to capture possible infections. "With such a huge population, we cannot manage to screen everyone but rather use the method devised. But we will not leave any place without being disinfected so today (yesterday) we are touching Chiefdoms," Mr Sichone explained. He said that the lockdown had given an opportunity to continue with effective disinfecting of public places without any challenges. He said that the disinfection of public places would continue for seven days on any infrastructure as the past o days only the outer parts of the shops has been done. The Minister said that the people in the border town were cooperative and placed the compliance levels at 100 percent.

REALITY MUST DAWN WITH the systematic mass screening and accompanying lockdown, reality must dawn among many citizens that, indeed, fighting corona virus (COVID-19) is no child’s play. The presence of police officers, health front-line staff in conspicuous Personal Protective Equipment (PPEs) and senior Government officials in Nakonde sent a clear message: that COVID-19 is a serious ailment which requires a serious and multifaceted approach. This was the same approach employed in Kafue town recently. Yes, it was a lockdown; no one on the streets; shops closed; the border heavily guarded and life, as we know it, was at a virtual standstill! It appears that some people have not been able to grasp awareness messages about COVID-19 because they have taken a casual approach to all preventive measures. Some individuals have to be policed to wear face masks. The social distancing rule has been ignored with impunity as some people still gather in crowded places without masks on their faces. In Nakonde, guzzlers sauntered to the Tanzanian side to drink safari and other alcoholic beverages from overcrowded bars and also ventured into restaurants where hand-washing is not so much an issue. Others thronged hide-outs in highly populated townships to drink locally-brewed wine from hastily washed containers. On ordinary days, the border town is always teeming with a multitude of people of all shapes and sizes, most of them engaged in cross-border trade. They come from as far as Dar-es-salaam, the COVID-19 epicentre in Tanzania, to interact at length with their counterparts from the Copperbelt and Lusaka. But the lockdown has set them apart, sending a strong message to enterprising citizens in the East Africa country and their opposite on the Zambian side. Even for the incorrigible, the message must have registered that the Zambian authorities are intent on eliminating the devastating pandemic. Reality has dawned! But for those who might elect to be stubborn in Nakonde and elsewhere, the message is that they will not only be endangering their lives, but those of others. This is because the virus moves with people; wherever they go, it goes and spreads rapidly. Some people have contended that they need to move and interact with their business partners in order for their families to have a livelihood, but they must strike a balance. They need to strike a balance because moving about and interacting with locals and foreigners is one of the fastest ways of catching and transmitting the disease, which may eventually kill. Such highly-mobile entrepreneurs may end up getting infected, and if they are confined to an isolation centre for 14 days, their business undertakings would suffer gravely. If such individuals have underlying conditions, then it even becomes complicated. Therefore, everyone must adhere to the regulations in order to stay safe and sustain their families’. All Zambians must cooperate and join in the fight against this fast-spreading virus; we must eliminate it, living with it is highly-dangerous. It is not necessary for anyone to become difficult for nothing when, in fact, the preventive measures are meant to safeguard their own lives. Why should people wait to be forced to safeguard their own lives when, evidently, COVID-19 is claiming thousands of lives in countries with advanced health systems? Mass screening and lockdown, therefore, is an effective measure as well as awareness tool. Reality must dawn!

By BENNIE MUNDANDO PETROLEUM transporters have threatened to paralyze the subsector by parking their trucks if Government does not stop foreign transporters who are allegedly getting contracts for local fuel distribution. Petroleum Transporters Association of Zambia (PTAZ) secretary general Benson Tembo yesterday told the Daily Nation that his association has unearthed a scam in which foreign transporters, in connivance with some civil servants, are getting contracts for local fuel distribution ahead of local transporters. Mr. Tembo said the foreign registered tankers bringing Government-procured fuel into the country were allegedly given contracts to haul fuel from designated depots to both commercial and retail sites across the country, the business he said was reserved for local companies. He said the development had impacted negatively on the Zambian companies, most of which were reportedly contemplating laying off drivers and parking their trucks due to loss of business. “If they don’t stop these foreign tankers from crisscrossing the country and distributing fuel to commercial and retail outlets, we will paralyse the economy. We will simply park our tankers and we will not allow any of these foreign registered truck

Mr Tembo to distribute any fuel. “We don’t want to be confrontational. We are very patriotic to this country and we are grateful to Government for building capacity among local petroleum transporters but there are people within the civil service who are sabotaging these efforts,” Mr. Tembo said. He said it was only in Zambia where foreigners did as they pleased as no foreigner would attempt to do that in other countries in the region. “If a Zambian truck is found delivering fuel to any commercial or retail site in a

foreign country, that vehicle will be seized to the state but here in Zambia, hundreds of foreign registered trucks are all over the country distributing finished petroleum products. “These are being graced by Government institutions. These same institutions that are even going to different parts of the country to go and mark the fuel. It is very disheartening and unfortunate that we have allowed foreign registered vehicles to take away the oncome for the local transporters,” he complained. He said even when Government was talking about providing a stimulus package, it will not benefit the most local transporters in their current state as their businesses had been taken over by foreigners. “Honestly, how can we be this reckless to allow foreign registered vehicles to start delivering finished petroleum products to commercial sites and filling stations across the country? Where have we gone wrong as a nation? “We are pleading with the Ministry of Energy to do the right thing. What they are doing is wrong. Whoever is doing this just wants to destroy the local transporters and we will not sit and watch. If they want us to paralyze the sub-sector, we will park our trucks and see what will become of this economy. We don’t want to be confrontational but we have been pushed too far,” he warned.

Mr Mwila also said President Lungu’s vision was to develop the country as can be seen from the various development projects across the country. “So what vision is Mr Sejani talking about? Let him and his party reorganize themselves by first appointing a vice president. This is the same man who is coming from a party which has no vice president. You cannot have a party that changes a vice president every 2 years. Let them concentrate on reorganizing themselves and not to bring up issues that can’t hold water,” Mr Mwila said. Mr Mwila was reacting to Mr Sejani’s claims that President Lungu should dissolve cabinent because of alleged infighting among ministers. In the tabloid story where Mr Sejani was quoted, no single minister’s name was mentioned, a pointer, according to Mr Mwila, that the information was just `cooked’.

GOVERNMENT has dismissed reports suggesting that it procured uniforms for the defence forces at the cost US$1.2 billion. Defence Ministry, Permanent Secretary Stardy Mwale said in a statement that the document circulating on social media with tender number MOD/CABOF/012/2020 purporting that government has procured defence force military uniforms amounting to US$1.2 billion was false. He said at no time did the Ministry of Defence purchase uniforms under the purported tender number being circulated by unscrupulous people. Mr Mwale dismissed the social media reports saying that the Ministry does not conduct its business on social media but through professional channels. He called on the general public to ignore the fake tender copies on social media stating that there has never been any thought by either the Ministry of Defence or Cabinet Office to procure uniforms worth US$1.2 billion for the defence forces. “In this regard, I wish to inform the members of the general public that there has never been any thought by either the Ministry of Defence or Cabinet Office to procure uniforms worth USD 1.2 billion for defence force. The information circulating concerning the procurement is not only fake but malicious and meant to damage the standing of the defence force,” he said. He said the Defence force has adequate clothing in stores for all seasons for issuance to the men and women in uniform and therefore there was no urgency on the part of Government to procure extra uniforms for army of the Air force. Mr Mwale warned perpetrators circulating fake news that the law will soon catchup with them.

He said the opposition alliance would only work if all other partners agreed to work under Mr Hichilema because he believed that he was the only one who was better placed to lead the rest to victory against the Patriotic Front. “The United Democratic Alliance (UDA) failed because despite Ms Edith Nawakwi being a seasoned and sober politician than him, Mr Hichilema bulldozed his way. “Before the 2011 elections, Mr Hichilema again wanted Mr Sata to be his vice president but he refused because he knew that the PF was stronger than the UPND.

Court rejects UPND, NDC application By CHINTU MALAMBO

THE Lusaka High Court has rejected the application by the UPND and the National Democratic Congress (NDC) to amend their summons in a matter they sued the Electoral Commission of Zambia (ECZ) and PF secretary general , Davies Mwila, over the Chilubi by-election. Lusaka High Court judge in charge, Getrude Chawatama said in her ruling that with the workload the judiciary had, this was not the time to engage in academic exercises. In this matter, UPND and NDC had sought leave of the court to amend the originating summons saying the proposed amendments had been necessitated by the change in the circumstances under which the original matter was taken to court as the Chilubi by-election had already taken place.. They wanted the court to determine whether or not a party aggrieved by the conduct of an election by ECZ can compel the commission to execute its functions pursuant to the provisions of the law that place a duty on ECZ to conduct free and fair elections and, in the event that the ECZ blatantly violates or breaches its statutory duty prior to the poll being undertaken. They asked whether or not an aggrieved party can seek relief from the court so as to secure a free and fair election. The two parties further asked the court to determine whether or not ECZ could be compelled to postpone an election in circumstances where the court finds that there has been a clear violation of the relevant provisions of the law governing the conduct of elections and takes the view that a free and fair election cannot be held in those circumstances. But in her ruling, Justice Chawatama said the court frowned upon being drawn into academic exercise as the answers to the questions to be determined were clearly stated in the Electoral Process Act and the Regulations and declarations would serve no purpose. Justice Chawatama said that she had perused the proposed originating summons and did not see how declarations to the remainder of the questions would execute the declarations even if they were made in their favour. “While I appreciated the great effort counsel had made in trying to salvage this case, however, given the workload that our courts are currently battling with I don’t think this is the right time to engage in academic exercises. In view of the foregoing, the application to amend the originating process is dismissed. Each party to bear its own costs,” Justice Chawatama said.

“Hakainde Hichilema thinks he is the only one deserving the support of other people as presidential candidate because from the onset, it is an argument that the UPND is more popular than the rest and why stay in an argument when you have seen that there is an argument?” Mr Mumbi wondered. He said recently, there were pronounced by-elections in Western Province and when the alliance spokesperson said alliance members would support each other, the UPND refused, claiming that it was more popular. “They said they would not support any other political party because they were popular on the ground. So, how

do you form a coalition Government where only one political party has the final say in all issues? “Who is going to be president? The leaders of all alliance members are capable of being presidents for the alliance but will the UPND allow them? Why should they remain in the alliance? This can only be if they just want to be a nose makers,” he said. Mr Mumbi challenged the UPND leader to come out in the open and make a declaration if he was ready to be a running mate to any of the alliance partners. “Let Mr Hichilema come out and confirm if he can allow anyone to lead the alliance. Everybody who has worked with Mr Hichilema knows that it is not easy to work with him. It is not easy to convince him to do what he does not believe in. “So, I am challenging him to clearly state if he can accept to be vice president to anyone in the party and my guess is as good as yours on this matter. Mr Hichilema wants to lead at all cost and will not sacrifice that for anything else,” Mr Mumbi said.

National Budget to be revised - Minister FINANCE Minister Bwalya Ng’andu says Government will revise the 2020 budget. Dr. Ng’andu says the revision of the budget is on account of the revenue base having reduced substantially due to a number of factors. He notes that persistent floods, droughts and the current COVID-19 had put pressure on the country’s revenue base. He says arising from the floods and drought, Government has to respond to mitigate the impact by finding resources to fund the emergency food supplies for displaced persons and repair of washed away bridges. He said government also responded positively following the corona vi-

rus pandemic which has slowed economic activities by way of providing relief to economic sectors whose businesses have been affected by it. He says Government expects to see a large gap of financing of about K 29 billion adding that the expenditure side of the revenue has collapsed. “Clearly, we have to make a number of changes in terms of original budget that we announced last year because the revenue base is no longer the same. It is substantially correct to say the revenue base has reduced but at the same time, on the expenditure side, the numbers have gone up,” Dr. Ng’andu said.

GOVERNEMENT remains resolute in its effort in the promotion of media freedoms in the country, and does not support any attacks on TV radio stations, Government spokesperson Dora Siliya has said. Addressing the media yesterday, Ms Siliya said Government was deeply disturbed by reports of interference in the programming of some radio stations in Mpika and Chinsali districts, where some broadcast programmes have reportedly been disrupted and some unlawful directives ordered. She said there are laws with specific provisions of who has authority, to regulate broadcasting in the country. "The nation may recall that one of the earliest milestones of

the Patriotic Front (PF) Government was the implementation of the Independent Broadcasting Authority (IBA) Act of 2002, which culminated into the operationalisation of the IBA in 2013, as a regulator of the broadcasting industry in the country," says Siliya. "The IBA Act provides for every citizen, whether in their official or individual capacity, who feels aggrieved by the conduct of any broadcasting station to lodge a complaint to the IBA. The procedure is clearly provided in sections 34 to 37." Multichoice seeks removal from Prime TV matter By CHINTU MALAMBO

MULTICHOICE Zambia Limited wants the Lusaka High Court order that it be remove from the matter where Prime Television has petitioned the court for an order quashing Information Minister Dora Siliya’s decision to cease all cooperation with the station. It has argued that the relief sought by Prime Television that Multichoice cannot remove the station from its platform at the direction of government, has been overtaken by events as the station’s broadcasting licence has already been cancelled. This in a matter Prime TV is challenging the decision by Government and its agents to cease all cooperation with it after it refused to air free adverts relating

to COVID-19 owing to financial challenges. Prime TV cited the Attorney General Likando Kalaluka, Topstar Communications Company limited and Multichoice Zambia limited seeking a declaration that the decision by Government to cease all transactions and business with it is unconstitutional. It was seeking a conservatory order that Topstar and Multichoice cannot remove it from the platforms they manage at the direction of government. But now Multichoice wants to be struck out as a party from the proceedings on the basis that the relief sought by Prime TV against it, had been overtaken by events and that it would be an academic exercise for the court to consider the said relief.

Multichoice Zambia managing director Jacobus Bezuidenhout, argued that the court had jurisdiction to order misjoinder of a party and that the relief sought by Prime Television against Multichoice was water under the bridge. “The petitioner (Prime TV’s) apprehension that the third respondent (Multichoice) would comply with the directive of the Minister of Information and Broadcasting Services has been overtaken by the fact that the petitioner’s license has been cancelled but more importantly, the petitioner itself ceased to carry out any broadcast. As a result we submit that the petitioner has no cause of action against the third respondent. And in an affidavit in support of summons for misjoinder,

Bezuidenhout explained that on April 9, this year, the Independent Broadcasting Authority cancelled the broadcasting licence of Prime Television and on the same date of cancellation of the licence, the station ceased to continue with its broadcast. He stated that Prime Television subsequently, appealed to the Minister of Information and Broadcasting Services against the decision of IBA but on April 23, 2020, ZNBC reported that the Minister had dismissed its appeal on grounds that the licence had expired on March 29, 2020 prior to the purported cancellation by IBA on April 9. Bezuidenhout stated that Prime Television was presently off air as it had not broadcasted since April 9, 2020.

Street kids hauled off CBD By SANFROSSA MANYINDA

STREET children in Kitwe were in the early morning hours of yesterday hauled from the Central Business District (CBD) during an impromptu operation. A team of state police, officers from the Ministry of Youth and Sport as well as council police ambushed the street kids, most of who were huddled in shop corridors, mobile booths and back alleys. Minister of Youth and Sport Emmanuel Mulenga who was part of the operation said it was unfortunate that even the elderly had started abandoning their homes for the streets. "It is disheartening to see kids sleeping in mobile money booths exposing themselves to the cold and other deadly diseases such as the corona virus," Mr Mulenga said. Mr Mulenga urged members of the public to stop giving alms to street children as well as the elderly who were also opting to beg on the streets as it only encouraged them to stay. He said it was unfortunate that the elderly and physically challenged were also using their children to making ends meet without taking into consideration the dangers that came with living on the streets. Mr Mulenga appealed to the Zambia Police to monitor and patrol the CBD and ensure that the children did not return to the streets. The Minister wondered how the children as well as the elderly on the street survived without having washrooms among other essential needs. And Kitwe District Commissioner, Chileshe Bweupe, who accompanied the Minister said that the authority in the districtwould not allow the children and the elderly to get back on the streets. "The increase of adult streetism in the district is not giving a good picture. We will look at the matter seriously and work round the clock to ensure that nobody returns after being removed," Mr Bweupe said. One woman found in the CBD identified as bana Musonda had three children between eight months and eight years, said that she had been spending nights in the streets because her husband abandoned her and could not afford to rent a house. Bana Musonda said that she earned a living through alms and gave a condition that she would only leave the streets if Government built a house for her and her children. "I have a plot in Ndola and I am determined to raise money through begging. I have been camping on Blantyre road for some time now," she said. Another adult Agnesss Mwamba from Ndola's twapia township, said she came to Kitwe to sale fire wax. Ms Mwamba who sells fire wax in Chisokone market with an eight-month-old baby said she had been camping on Blantyre road since April 30, this year.

Journalists reporting on COVID 19 need protection

VER the last four months (July to October 2019), the price of Zambia's staple food (maize and mealie meal) has been on an upward trend. This is largely due to an open system allowing farmers to sell maize at market value. A healthy situation. Government on the other hand has continued to procure agricultural produce from farmers as per tradition (at slightly lower prices) to beef up food security through the Food Reserve Agency. This market value or cost reflective tag has led to an increase in mealie meal prices for the consumer. It's a bitter sweet tale of sorts in that the farmer is getting value with every drop of sweat and the consumer (mostly in urban areas has to forego certain

luxuries to meet the cost of nshima.) The PF government's open market policy has created a conducive environment for sector growth. For decades Zambia has enjoyed government subsidies on food and essential services such as electricity. With time, these subsidies have been reduced and in some cases withdrawn to ease the burden on the national treasury. The adjustment process is never seamless but is a necessary measure. We need to ask ourselves; "Who feeds Zambia?" "At what cost do they do it?" "Do they make a profit out of it?" The answer to each of these three questions will in turn determine whether or not the current price of mealie meal is justified. Zambia is largely fed by subsistence farmers most of whom are in rural or outskirt areas of

the country. President Edgar Lungu and PF government has tossed the coin and it is still spinning. The farmer's side of the coin is finally facing upwards. The farmer has for the first time sold his maize at the market price. This has put more money in his pocket. This has stirred a production movement and an increase in the number of persons putting hoe to ground. The right formula has been found and a balance struck. An increase in agricultural output will mean; *A reduction in prices of agro produce and increased exports. This in turn becomes a self-regulating or market driven sector of the economy. *An increase in industries manufacturing farming equipment, fertiliser and other inputs, *An increase in demand

for packaging materials such as sacks The ultimate result is new jobs, new income streams and a broadened tax base all with an aim of enhancing the nation’s quality of livelihood. The increase in mealie meal prices is therefore a blessing in disguise whose benefits will be appreciated beginning next harvest season. Statistically, more than fifty journalists in the world have succumbed to the coronavirus as they go about reporting on COVID 19. The number of people dying as a result of COVID 19 has kept on skyrocketing the world over. The case in point is a Zimbabwean male TV journalist, Zororo Makamba aged 30 who died after testing positive for COVID 19 on March 23, 2020. The budding journalist had potential and he could have immensely contributed his services to his country through reporting on various issues. The other area of paramount importance which is being overlooked by the journalists themselves is that of vulnerability. In my considered view, the journalists have done themselves a disservice by not reporting on their vulnerability to contracting the COVID 19 as they carry out fieldwork insofar as the pandemic is concerned. To crown it all, the journalists must be protected at all times to avoid contracting our ferocious enemy, the COVID 19 as they execute their mission in the field covering the pandemic. REPORT ON DONATIONS MADE TO THE GOVERNMENT FOR THE FIGHT AGAINST COVID-19: 1st MARCH TO 30th APRIL 2020 Following the worldwide outbreak of the Coronavirus Disease (COVID-19) and its continued spread to various countries, Zambia inclusive, Ministries, Provinces and Agencies have been receiving donations in cash and in kind from public sector, private sector, non-state stakeholders and other well-wishers to supplement the Government’s effort in this fight. Guidelines for handling cash donations and aid-in-kind On 3rd April, 2020, guidelines were issued by the Ministry of Finance to inform all well-wishers and the public service on the requirements of the Public Finance Management Act, 2018, that donations given to the Government constitute public resources and must be accounted for accordingly. In this regard, all recipients of cash donations or aid-in-kind on behalf of the Government, were expected to observe the following guidelines in the course of handling funds and donations meant to fight the spread of COVID-19 in Zambia: Depositing cash donations in a GRZ COVID-19 designated account held by a Commercial Bank (see list below). In turn, the funds are transferred to a designated account held at Bank of Zambia, managed by the National Treasury. All recipient Ministries, Provinces and Agencies of Covid-19 related funds from the Treasury have been guided to ensure that funds are charged on appropriate budget lines in accordance with treasury guidelines. All expenditure related to COVID-19 activities in Ministries, Provinces and Public Service Controlling Agencies are made through the Government Integrated Financial Management Information System (IFMIS) and subjected to internal audit processes. Ministries, Provinces and Agencies are expected to ensure that appropriated and donated resources are used only for activities related to COVID-19. All Ministries, Provinces and Public Service Controlling Agencies are expected to submit returns on all COVID-19 resources received from the Treasury by 5th of every month to the Office of the Accountant General in accordance with Section 11(1) (p) of the Public Financial Management Act, 2018. In the case of Aid-In-Kind, Ministries, Provinces and Public Service Controlling Agencies are expected to receive and dispose such through the procedures stipulated in the law. In view of this, Ministries, Provinces and Public Service Controlling Agencies are required to submit monthly returns on all Aid-In-Kind transactions to the Office of the Accountant General, Ministry of Finance. All recipient Ministries, Provinces and Public Service Controlling Agencies are expected to maintain separate records and reports on the utilisation of donations from cooperating partners and well-wishers.

Report for 1st March 2020 to 30th April 2020 Through the Office of the Accountant General and the Controller of Internal Audit, the Ministry of Finance has been collecting reports on Covid-19 donations from other Ministries, Provinces and Agencies. We have now compiled a consolidated report of donations made to the Government of the Republic of Zambia for the period 1st March 2020 to 30th April 2020. The assessment of donations made towards the Covid-19 fight in Zambia has been done in accordance with the Public Financial Management Act, 2018,

audit standards, and the tenets of fiscal transparency. The intention of this publication is not only to comply with the provisions of the Public Financial Management Act but also to reassure our well-wishers and donors of our commitment to transparent and accountable use of donated cash, goods and services. We are confident that the donations made by well-wishers will greatly help the Government to stay within the resource parameters approved by Cabinet for the fight against Covid-19. The Ministry of Finance will continue to pursue measures aimed at enhancing transparency and accountability in the utilization of resources allocated towards the Covid-19 Pandemic. This is why we issued Treasury and Financial Management Circulars No. 3 and 4, in April 2020. These circulars provide elaborate guidelines for the handling and management of donations received on behalf of the Government. Further, in line with the Public Finance Management Act No 1 of 2018, the Minister of Finance Dr Bwalya Ng’andu, MP, has frequently reiterated the call by his Excellency the President of the Republic Dr Edgar Chagwa Lungu, that all resources received towards supplementing the country’s needs in the fight against Covid-19, be judiciously applied to intended purposes. Hence, over the last few weeks, we operationalised the President’s guidance and placed internal auditors on high alert in identifying internal-control weaknesses and providing practical recommendations in areas requiring transparency, accountability, and performance improvement. To demonstrate our action, internal auditors in recipient Ministries, Provinces and Agencies have continuously played a proactive role in the broader system of controls - through the following interventions: 1) 2) 3) 4)

The verification exercise will continue, and data will be updated as new information, which we may not have received on time for this report, is received. The Ministry of Finance, therefore, appeals to all other Ministries, Provinces and Agencies that may have received donations towards the Covid-19 fight but have not yet submitted information, to do so. Further, all cash donors are advised to collect stamped Government receipts from room 36 in the Accountant General’s Division at the Ministry of Finance. HE Bank of Zambia (BoZ) should maintain the Monetary Policy Rate at 11.50 percent to avoid putting additional pressure on inflation as well as creating liquidity challenges in the economy. Revising the policy rate upwards will add more pressure on the already skyrocketing inflation rate which is currently at 15.7 percent, explains Economics Association of Zambia (EAZ) president, Lubinda Haabazoka. In January this year, inflation stood at 12.5 percent but moved further up in February to 13.9 percent before getting

to 14.0 percent in March. Experts have predicted that Zambia's inflation will increase between 14 and 16 percent in the medium term economic outlook due to sharp depreciation of the Kwacha. “I think we should not change our microeconomic parameters but instead look at a much more of effective ways of stimulating the economy and that is concentrating on the K10 billion fund. “We should not push pressure on the Kwacha which can have an effect on inflation rate if for example reduce the policy rate and if we increase it that will also create liquidity problems in the economy,” Dr Haabazoka

ZAMBIA’S tourism industry is working on a post recovery strategy to guarantee survival after being badly hit by current outbreak of the Covid-19. Felix Chaila, the Chief Executive Officer of the Zambia Tourism Agency (ZTA), indicated that his organisation was working on an immediate action that would help tourists adapt to the current situation. Mr Chaila said this was important because the tourism and travel-related industries were among the hardest hit in Zambia. “The tourism sector as you know is the hardest hit sector from Covid-19 and we

indicated that revising the policy rate upwards would also put pressure on interest rates. Interest rates on the market are currently prevailing between 28 and 30 percent. “For now the best way the Central bank can do is just to maintain the policy rate and other parameters where they are now then concentrate on

busy working on the recovery promotion strategy because the indications are that this is unprecedented experience nobody can project what will happen after Covid-19 is finishes,” he said in an interview. Mr Chaila stressed that ZTA was active at finding best ways to resuscitate the tourism industry. He expressed concern that industry players including those in the airline business had grounded their flights. “We are busy now working on recovery plans after Covid-19 all destinations including Zambia.We don’t

know what is going to happen next but they will be what is being termed as physiological Covid-19 even after the pandemic is finished,” Mr Chaila said. Mr Chaila said as a destination, they would have to dig into the domestic market, and then move to the regional market. He noted that the markets had been upset in the manner that nobody expected. Mr Chaila said they would continue to sell destination Zambia and thanked President Edgar Lungu for opening the Victoria Falls.

ZAMBIA’S three Eurobonds have in the first quarter of this year fallen more than all other emerging markets such as Ivory Coast and Kenya due to deteriorating credit worthiness caused by Covid-19. The country has three Eurobonds; the US$750 million, US$1 billion and US$1.25 billion all falling due for servicing starting 2022, 2024 and 2027, respectively. Zambian 8.5 percent maturing in 2024 was trading at a discount price of US$35.07 to par whereas the Ivory Coast 2024, and Kenya 2024 were trading at discount prices of, US $93.81 and US $91.18 to par value, respectively. This is according to the Quarterly Economic Review and Outlook prepared by Zanaco. Zanaco indicated that

WASHINGTON Businesses are still struggling to access government-backed loans from their banks. Hina Solanki says she has had a nightmare trying to get support from her bank for her tattoo business to get through the lockdown. “I can’t pay anything. I’m living on cards. It’s extremely stressful”, she says. For the last fortnight she has been trying to apply for a £50,000 Bounce Back Loan from her bank. “But I just get error messages,” she says. “They seem to have a technical fault.” She’s not alone, even though it is nearly two weeks since the launch of the Bounce Back Loan Scheme (BBLS) to prop up stricken small businesses. Hundreds of thousands of applications have been approved, but BBC News has seen a string of complaints about leading banks, including Santander, HSBC and Barclays, from customers who have been unable to get any money. Ms Solanki has built a reputation providing cosmetic tattooing, for people whose appearance is affected by surgery

or conditions such as alopecia. But in March she had to shut her clinic in Finchley in North London, furloughing her four staff. She used the government grant for 80% of their wages but topped them up to 100%, which has added to the cost of keeping the business alive. So she applied for the loan through Barclays. “Barclays seem overloaded,” she says, “They have just not been able to deliver.” Ms Solanki tried to have her overdraft expanded, but that failed. She tried to get a Coronavirus Business Interruption Loan from the bank, but that did not come through. Now Bounce Back Loans - interest free for a year - seem to be out of her reach as well, even though they are fully backed by the government, so the bank cannot lose. Barclays customers have told BBC News that they have had to wait hours on the phone to the bank trying to get applications started. CAPE TOWN - An economist has said that data showing a seven-year low in production by large enterprises in manufacturing in February is proof that there was pressure on South Africa’s manufacturing sector even before the implementation of the lockdown A quarterly Stats SA survey shows the manufacturing sector capacity utilisation was 79.3% in February compared with 80.8% in February 2019, a decrease of 1.5 percentage points. The survey said: “Nine of the 10 manufacturing divisions showed decreases in utilisation of production capacity in February compared with February 2019.” Absa economist Peter Worthington said: “The main cited reason for the lower capacity utilisation in the quarter was insufficient demand but manufacturers also noted a slight deterioration in the availability of raw materials. “The slight easing of lockdown restrictions at the start of May allows most parts of the manufacturing sector to resume with employment capacity of up to 30% (and in a few specific cases, 50% and 100%). “However, it remains unclear as to how much of the sector’s productive capacity will be able to reboot,” said Worthington. Livestock sector receives boost

GOVERNMENT is committed to improving the livestock sector which is under threat from effects of climate change, Southern Province Permanent Secretary Mwangala Liomba has said. Mr Liomba noted that the drought experienced in 2018/2019 farming season dealt a heavy blow to the livestock sector in the province resulting in deaths. He was speaking during the launch of the construction of water troughs for livestock at Nteme in Choongo west ward at the weekend. The construction of water troughs is one of the projects under SCRIKa project funded by ADB which aims at building climate change resilience among local communities along the Kafue basin. It is being implemented in Monze, Mazabuka, Kalomo, Namwala, Pemba and Choma districts. Mr Liomba said that the province boosts of over one million herds of cattle and over 500,000 goats. He said Government and the Africa Development Bank (ADB) under the Strengthening Climate Resilience in the Kafue Flats project (SCRIKa) recognised the importance of providing water for livestock “Government remains seriously committed to improving the livestock sector here in southern province which accounts for over one third of cattle population in the country. “It is for this reason that my Government with its cooperating partners has decided to construct water troughs to provide easy access to clean drinking water for animals to prevent any mortalities in times of droughts,” said Mr Liomba whose speech was read by Southern province deputy permanent secretary Kennedy Mubanga. The Permanent Secretary urged the local authorities in the respective districts to ensure transparency and accountability in the tender process, procurement of building materials and implementation of the construction of the water troughs. And Mr Liomba advised farmers in southern province to diversify their agricultural activities to ‘beat’ the effects of climate change.

Copperbelt Provincial Health Director, Robert Zulu, said there could be come individuals who were uncomfortable to get to clinics and hospitals because of the prevailing increased attention to COVID-19 cases. Dr Zulu said while there was need for citizens to pay particular attention to COVID-19 symptoms, they should not get overwhelmed and forget about other conditions and urgent needs. The Provincial Health Director stated that services such as under-five, antenatal and others still needed to continue. “We could not stop providing health services because there are patients who are HIV positive and are going to the health centres for the allocation of their medication,” he said. He however appealed to the public to adhere to the laid down measures aimed

at preventing the spread and contraction of COVID-19 whenever they visited health centres. Dr Zulu indicated that masks were being provided to clients at health facilities before being attending to. He, therefore, emphasised the need for people in the province to make use of the health facilities or they would end up dying from other complications. Meanwhile, separate interviews with a number of residents in Chipulukusu Township of Ndola established that many women were delivering from homes in fear of visiting health facilities. Jane Mumba, a resident in the area, said a relative of hers gave birth at home in fear of contracting the corona virus at a health facility. Ms Mumba said a number of people with different

complications including those unidentified with the virus were trekking in and out of the hospital which had raised the notion that health facilities were unsafe. Margaret Mulenga expressed the same opinion and appealed for more sensitisation programmes that would attract attention. Jane Mwansa said some people were not comfortable getting to health facilities because they erroneously believed that anyone with high temperature would automatically be taken to an isolation centre. And Chipulukusu ward Councillor, Kennedy Phiri, encouraged people not to be sceptical as they were would be well protected. Mr Phiri urged the people to deliver their new born at the nearest health facilities in order to have safe deliveries.

TANZANIA’S President John Pombe Magufuli has appointed Dr Godwin Mollel as the new deputy Health minister after sacking Dr Faustine Ndugulile from the position. Dr Ndugulile’s sacking comes as a surprise to many and follows other changes at the ministry a fortnight ago. Dr Ndugulile, 51, a microbiologist and public health advocate, has served in the ministry for about three years. He assumed the post in 2017 when President Magufuli reshuffled his cabinet. He replaced Dr Hamisi Kigwangala who is now minister for Tourism and Natural Resources. A statement from the Directorate of Presidential Communications said the new deputy health minister begins his appointment on May 16. MORE than 2,800 people have been arrested in the Ethiopian capital, Addis Ababa, for failing to wear face masks in public places and for violating the social distancing rules outlined under country’s state of emergency, the Addis Ababa Police Commission disclosed Saturday. To enforce the emergency decree, police in Addis Ababa have this week started patrolling areas that are known for being highly crowded under normal circumstances, including busy marketplaces, transport service and at public service providing areas. Accordingly, 1,941 individuals were arrested for not wearing a face mask, while 860 were held for violating social distancing rules. Twelve individuals were also arrested for shaking hands, Nation has learnt. On April 8, Ethiopia declared a five-month state of emergency that has given extra power to law enforcement bodies to enforce the decree. The latest police actions seems paradoxical to country’s previous move of releasing thousands of inmates to contain the spread of the virus. In reaction to police measures, the Ethiopian Human Rights Commission said “arbitrary arrests” being made by police against people going out without wearing masks was “needless” “Indeed, the Emergency Regulations imposed as an obligation to wear face masks in public services are critical to health directives,” the commission said in a statement. Félicien Kabuga: Rwanda genocide survivors happy with arrest Rwandan genocide survivor groups have welcomed the arrest in France of one of the most wanted men accused of being behind the mass killings. Félicien Kabuga, 84, was detained near Paris, where he had been living under a false identity. He is alleged to have been the main financier of the ethnic Hutu extremists who slaughtered 800,000 people in 1994. “Every genocide survivor is happy he is arrested,” the leader of widows’ group Avega told the BBC. ”Everyone has been waiting for this news because he was at the top of suspects list. It is a good thing that he is going to face justice,” Valerie Mukabayire added in an interview with the BBC Great Lakes service. Ahishakiye Naphtal, secretary general of Ibuka, an umbrella organisation of genocide survivors, described the arrest as “big news”. The International Criminal Tribunal for Rwanda (ICTR) charged Mr Kabuga with seven counts of genocide and crimes against humanity in 1997. Those behind the slaughter were targeting members of the minority Tutsi community, as well as their political opponents. Mr Naphtal said his members wanted Mr Kabuga to stand trial in Rwanda, which would “give a strong message to all Rwandans and genocide perpetrators in particular”. But that is unlikely to happen as the case will be dealt with by the International Residual Mechanism for Criminal Tribunals (IRMCT) at The Hague, which is handling outstanding cases after the ICTR closed in 2015. -BBC

Zanaco club general manager Marlon Kananda welcomed the decision by CAF saying the monies will tremendously caution the club’s financial base. Kananda said just like any other club, the suspension of the league had affected the banker’s income flow. “This is a welcome

development from CAF during this trying time. The monies will help us meet the financial obligations even as we await for the restart of football activities,” he said. CAF President Ahmad Ahmad emphasised that the Continental mother body will remain responsive to the needs of its stakeholders at this time.

UEFA has a plan to finish the 2019-20 season by August, including the Champions League and Europa League campaigns, the European soccer governing body’s president Aleksander Ceferin has said. The majority of European league seasons were suspended in March due to the COVID-19 pandemic but a few leagues have announced plans for a restart in the coming weeks. The French and Dutch topflight campaigns have been cancelled but the German Bundesliga restarted on Saturday and Ceferin expects at least 80% of national leagues to finish their seasons.

THE Football Association of Zambia (FAZ) has been meeting its US$15,000 pledge towards coach Milutin ‘Micho’ Sredojevich’s salary although he is yet to sign the contract, vice- president Rix Mweemba has confirmed. And FAZ executive committee member, Brenda Kunda says the FAZ executive led by president Andrew Kamanga hasn’t failed as defined by some individuals who have condemned the association for Zambia’s failure to qualify for two consecutive Africa Cup of Nations (AfCON) at senior level. Speaking when he featured on Millennium radio sports programme, Mweemba said the association had done everything to make sure that Micho is comfortable despite not getting his full salary. Mweemba is however confident that the Serbian will be getting his full US$25,000 salary as agreed because government which contributes US$10,000 is almost finalising the approval of his contract. “We haven’t neglected the coach, we are looking after him very well because we

made a pledge as FAZ to be contributing US$15, 000 while government contributes US$10,000. “While I can’t speak on behalf of government but we dont owe Micho anything as FAZ because we have met all that is required from us and even government, once they finalise, you know they have procedure and rules to follow, once that is done, there will be no area because everything was agreed,” Mweemba said. Meanwhile, Kunda who is the only female member of the FAZ executive committee said it was unfair to say that the executive had failed to manage football in Zambia after it implemented various developmental projects which had been successful. And Kunda who is also in charge of women football in Zambia said the association had done more to motivate female footballers who ended up beating teams in Africa to qualify for the postponed Olympic Games. Kunda disclosed that the association rewarded the Shepolopolo with more than K90,000 after beating Cameroon to qualify for the Olympic games.
