Punish police abductors severely - Cosmo Mumba By SILUMESI MALUMO THERE is need for stiffer punishment against people who abducted police officers in Mpika district, National Revolution Party (NRP) has said. In an interview yesterday, NRP president Cosmo Mumba said the abduction was criminal, therefore, those involved must be dealt with accordingly. UPND Sesheke Member of Parliament Romeo Kang’ombe and two others were on Friday arrested in connection with the abduction of two police officers. Dr Mumba said the case was serious and that the suspects should not be granted police bond. The opposition leader said it was shocking that people could engage in such an act, stating that they should not be left scot free. “Zambians should not be hypocrites, the police officers were abducted and because police officers were abducted there is no problem and people cannot comment. “It is shocking that people cannot stand for the Zambia police, what we need to realise as citizens is that Zambia police are our workers and they are there to maintain law and order. Dr Mumba said it was sad that a political party could reach an extent of abducting police officers and grabbing their guns. “Wehre is Zambia going? I foresee bloodshed in our country if the commander in chief does not take charge to arrest the situation in our country. “The abduction of police officers is not a small case, that one should not even be bailable. So we the National Revolution Party we demand for serious punishment, so that Zambians can now see what has been done to people who abducted police officers,” he said. Dr Mumba added: “Who knows may be these hooligans can be more vigilant and more mobile as we go towards elections. As National Revolution Party we condemn the abduction and the attacking of police officers.”
PF manifesto linked to 7NDP, PS schools civil servants By NATION REPORTER CIVIL servants are supposed to know the ruling party’s manifesto by heart because the National Development Plan (7NDP) seeks to actualize it, Western province permanent secretary, Daniel Bukali has said. Mr Bukali said people voted for the Patriotic Front based on the soundness of the manifesto. He said it was the party’s manifesto that would be used by the people as a standard by which to evaluate government. Mr Bukali said this when he made an impromptu visit at Lukulu District Hospital to check on the quality of services being offered at the hospital over the weekend. “The problem is, the moment we talk about the party in power some of you become itchy that we have enrolled into politics. Let me say this here where we are gathered here as Civil Servants. The current National Development Plan (7NDP) is expiring in 2021 and it’s directly aligned to the presidential term cycle. “The Development Plan is not an innocent document. Ambassador Salukatula has pointed out that last year’s launch of the Diaspora Policy by the Vice-President Inonge Mutukwa Wina, was driven by Government’s recognition of the value of its nationals in the Diaspora as well as the Government’s desire to have a blueprint that will facilitate the participation of Zambians living abroad in the country’s socio-economic development agenda. He explained that the heat intensity of the fire was very low as the material that burnt was a very thin coating layer with a rapid burning rate and therefore has not affected the concrete structure in any way. The accident was reported to regulatory and investigative wings and their reports are still being awaited.

Mr Mwanza said it was sad that a country that was abundantly blessed with resources could enter into continued economic meltdown when foreign states were using its resources to recover. “We are watching foreigners get our resources, our gold and other minerals which they are using to recover their own economies while we continue suffering,” he said in an interview. Mr Mwanza said calls to create a marshall plan for gold mining and how it could meaningfully benefit locals should be taken seriously. And government says it is dismayed with exploitation of small-scale miners by foreigners who are buying gold at as low as K250 per gram when the commodity can fetch as much as K1, 000 per gram. Mines and Mineral Development Minister, Richard Musukwa, said that foreigners had invaded the gold areas where smallscale miners were operating and were offering K250 per gram. Mr Musukwa said the miners should not be swayed with such a low rate because they were being exploited by the foreigners. He said in an interview that it was prudent that all miners sold gold to ZCCM-IH which was offering K1, 000 per gram. “This morning (Wednesday) I was actually firefighting where they are selling per gram K250, ZCCM-IH is buying at K1, 000 per gram.

THE Electoral Commission of Zambia (ECZ) is working towards actualising diaspora voting ahead of the 2026 general elections, Chief Electoral Officer Patrick Nshindano has said. Mr Nshindano has thus implored Zambians living abroad to take advantage of the ongoing voter registration exercise to register as voters in readiness of the 2021 elections. He also indicated that currently the Electoral Act does not allow Zambians living in the Diaspora to vote from their respective jurisdictions. As PF, we put God at the centre of everything we do as the party and government at large," he said. Mr Mwila said the PF had reaffirmed Zambia as a Christian nation, stating that it was the

ON OUR OWN THERE is absolutely no reason why we are losing tons of gold to foreigners who are paying K250 per gram instead of K1000. The very notion that foreigners can freely enter our country and trade is anathema. This is negligence of the worst order and those responsible must be penalized. Today we join the plaintive and deeply felt anguish of the secretary to the cabinet who recently wondered why technocrats were taking too long to actualize policies In February this year, Dr. Simon Mitis called for expeditious implementation of Cabinet’s decision to actualise the legalisation of cultivation of marijuana for medicinal purposes. He was disappointed that although Cabinet approved a proposal to implement the legalisation of production of marijuana for medicinal use, and a technical committee for cultivation, processing and exporting of cannabis for economic use was constituted, nothing much has taken place. The same lethargy can be noticed among other technocrats who sit back while the country battles with intractable economic and social problems. A typical example being the Engineering Institute of Zambia which sat back, until the Head of State Dr. Edgar Lungu nudged them into life, only to recite some unintelligible catalogue of what they alleged to be ills in the profession. It must be clear to all Government officers and indeed professionals that the Covid-19 pandemic has dealt this country a disastrous blow, which demands for individual and collective effort to surmount. For a start the debt burden is a matter than cannot be wished away. Apart from tightening of belts and other difficult policy measures which the International Monetary Fund is known for, we must as a people brace ourselves and gird our loins to produce value. It is gratifying that the Economic Association of Zambia enjoys a cordial relationship with the Government. This relationship must be developed into an immediate emergency economic recovery team that must take account of internal revenue general. We must pick those areas of the economy we do well and exploit them to the full. These should include agriculture and mining. In agriculture we must think out of the box in the same manner that Rwanda has done by commercializing the production of medicinal Marijuana for export. Other countries in Africa including Lesotho have taken advantage of this resource. We have commercial farmers including our Zambian National Service with vast capacity of irrigation and rain fed production. Advantage should be taken of this capacity. In mining the country is bleeding kilograms of gold to foreign buyers who are paying a pittance for the commodity. Security and production in this industry must be intensified. We have said before that our current Police establishment does not have capacity to provide the security necessary to close loopholes. The country has a huge reservoir of trained cadets who can be marshalled using the existing security services to impose serious blockades against smuggling so that full value is retained to service our needs. Finally, the empowerment program must now target the productive sector that has suffered most under covuid19 devastation. The Bank of Zambia stimulus must be directed at areas that will produce value and create jobs. This effort will fail if our experts take a laize faire attitude and expect the political leadership to direct practical development programs. Time has come for all Zambians to move in tandem and use local resources to save the faltering economy.

OVERNMENT will issue more licences for petroleum exploration in order to ascertain the availability of the resource in the country, Mines and Mineral Development Richard Musukwa had said. He said that Gvernment resolved that next year a number of licences would be issued to
local and foreign investors. Mr Musukwa said that the country had a number of oil blocks but no investors had done exploration. Therefore, he said, it was important that licences were issued so that the country could have the commodity readily available. He said that Kabompo district in North western Province was among of the areas which had oil blocks but
had not beenbeen explored. The Minister said it was prudent that more licences were issued so that investors could do exploration in the oil blocks. He also disclosed that K500, 000 had been allocated for mapping programme to identify more oil blocks in the country. Mr Musukwa said this would help to attract more investment in the sector.

Mr Makowa said that some houseboat operators and residents living along the shores of the lake were disposing of feacal matter on the lake. He said currently there were over 1,800 Kapenta rigs without toilets each with of more than a four member crew onboard. As a result, he noted, fishermen were using the lake to answer the call of nature. He said there was need to come up with regulations that would compel Kapenta rigs and houseboat operators to install portable toilets on-board their vessels. This, he said, would allow safe disposal of faecal matter and stop pollution of the lake. Mr Mukowa feared that Lake Kariba would be polluted to an extent where the water in the

VICE President Inonge Wina has commended the Women Christian Fellowship of the United Church of Zambia for helping the vulnerable people in Society. Speaking when she officiated at a thanks giving ceremony at UCZ St Andrews congregation, MS Wina said that what started as a small women's group in 1940 is now a strong force in every UCZ congregation. She said that the WCF have for a long time been helping the sick, vulnerable and old people in society. And the Vice President has called for peace in the church. She said love and peace should exist among members for it to continue being United Church of Zambia Ms. Wina further pledged K 50,000 towards the works of WCF. She said that the funds will help in carrying out charity works being undertaken by the WCF. And St Andrews Reverend Dr Lordwell Siame implored congregants to always appreciate everything that the lord is doing. Rev Dr Siame said that the Covid 19 pandemic has greatly affected the world and claimed lives but that Africa has not been badly hit as expected by the western countries, the reason why Africans should thank God. Zambia a beacon of peace Mozambique By SILUMESI MALUMO MOZAMBICAN Ambassador to Zambia, Jeronimo Chivavi, has called on Zambians to cherish the peace they have enjoyed since independence. Mr Chivavi said Zambia had been a peaceful country since its inception in the southern African region and beyond. He said in an interview that it was prudent that the peace which Zambia had continued to enjoy was sustained even in the years to come. The Ambassador said Zambians had been peaceful and loving which needed to be seen even in the generations to come. “Since it became independent in 1964 and I remember very well, even if I was very young, I know that Zambia helped Mozambique when we were in challenges. Even my time as a diplomat for the past seven years, we have enjoyed very good relation. “Zambia received a lot of
refuges from Mozambique when we were fighting against colonialism. Zambian government made efforts to support Mozambique. And it is not only the Mozambicans who were here in Zambia but the likes of South Africans and many others,” he said. Mr Chivavi said Zambia had been a shining star in the African continent, hence the citizens should continue with the same spirit. “We really appreciate what Zambia has been in terms of being a peaceful country, this is good thing which needed to be in the Zambians forever,” Mr Chivavi said.

continue supporting the church in various ventures. Mr Mushanga said Zambia has for many years been known to elect its leaders through a ballot and not through bad vices. "We appeal to the church to continue praying for peace and also for the electoral process to be peaceful. As we transition from 2020 to 2021, we will see prophets of doom succeed, saying Zambia will be on fire if you continue rejecting us," he said. Mr Mushanga was speaking yesterday during a Church building fundraising Sunday for the United Church of
Zambia (UCZ) in Chinyanja ward of Bwacha constituency. The Minister donated K6 000 towards the expansion of the church building and urged the congregation to work together and build the house of the Reverend. And UCZ Reverend at the congregation, Luao Chilambwe urged Christians to give generously to God, indicating that God blesses a cheerful giver. The Reverend said Zambia would not be the same if its citizens learnt the art of giving joyfully and commended Government for its unwavering support to the UCZ church.
Kabwe intensifies voter education By KETRA KALUNGA THE Kabwe Municipal Council has intensified voter education and registration exercise in the district Council public relations manager, Nancy Chenga, said in an interview that all wards in the district had been targeted for the mobile publicity on the voter education and registration. Ms Chenga said more than 10 wards out of the 27
had been covered, including Makululu, Chililalila, Waya and Munyama wards. She said the local authority had, through mobile publicity, observed that majority of people were not informed that the old voter's cards would not be used in the voting process. The council public relations manager said the district voter education committee would go flat out to inform the public that the old
voters’ cards would not be used. "The local authority has realized that there is much sensitization that has been done and the district voter education committee is to ensure that we spread the message which is
beginning next week," she said. Ms Chenga said the council has since appealed to the people in the district to ensure they acquire the new voter's cards in order to exercise their rights to vote.

OVERNMENT can create the needed fiscal space and foster the achievement of the projected growth by reprioritise planned expenditure particularly away from “slow return” debt financed investments in infrastructure. This is according to the Zambia Institute of Policy and Research Centre (ZIPAR). ZIPAR Research Fellow, Mbewe Kalikeka, said this would assist Government to manage the 2020 financing deficit and support economic recovery. Zambia is this year expected to record a financing gap of K26.9 billion due to decline in revenues and increased expenditure. Mr Kalikela however said this called for re-priotisation of expenditure, especially for debt financed investments in infrastructure. He said Kalikeka said repurposed funds from infrastructure development could be directed towards identified growth driving sectors such as agriculture, tourism and manufacturing. This, Mr Kalikeka said, would support growth, create jobs and ultimately improve livelihoods. He said this during the ZIPAR- Zambia Association of Manufacturers (ZAM) Webinar: Analysis of the 2021 National Budget dubbed Quest for Growth and Resilience in the Face of Mounting Economic Headwinds. “Nevertheless, it is worth noting that

ZAM Chief Executive Officer, Florence Banda-Muleya, urged Government to increase the period requirements for presenting proof of exportation to four from three months. Ms Muleya further urged Government to increase the period for export Value Added Tax (VAT) claims under VAT Rule number 18. "We are also urging the Government to reinstate the implied duty rates under the Duty Draw-Back Scheme," she said.

Ministry of Commerce, Trade and Industry Deputy Director Department of Cooperatives, Darius Mpundu, urged the cooperative to identify the needs of members to serve them better because the demand for financial services was increasing. Mr Mpundu said the success of cooperative depended on the style of management. The cooperative, he said, should observe good governance practices at all times and that accountability should also be high on the agenda. "Employers may not be able to meet the financial requirement of its employees therefore, the establishment of the scheme was vital. "If the co-operative decides to engage other people they must become members or the transform its organisation into a micro-finance institution," Mr Mpundu said. He appealed to Zambians running cooperatives to abide by the laws by circulating finances within the membership.
Time to Reset Expectations for World Economy With Virus Untamed

NVESTORS banking on a coronavirus vaccine to save the world economy in 2021 need to temper their ambitions as scientists increasingly warn of a long and difficult road ahead. While drug companies are making progress in the quest to find a cure for a disease that triggered the worst recession since the Great Depression, questions remain about how effective the first wave of vaccines would be, how easy they will be to distribute to more than 7 billion people and then how many will agree to take them. The future for global growth relies on the answers to those questions as a new wave of the pandemic means health fears and government restrictions continue to inhibit daily life and commerce. Even when a successful immunization system does come along, it won’t be an instant economic panacea, says Chris Chapman, a portfolio manager at Manulife Investment, which manages more than $660 billion. “In terms of actually getting back to pre-Covid or trend growth, it could take more than a year,” said Chapman. “The timing of the recovery will be delayed, but there is
still expectation of a vaccine at some point next year.” For decades, the world economy relied on central bankers and finance ministers to pull it out of crisis, on the basis that if you pump the right amount of money into an economy, a recovery will eventually follow. This time is different, as investors look to scientists and data from vaccine and treatment trials for signs of hope just as much as they pore over stimulus plans coming out of Washington, Beijing or European capitals. The longer the hunt for an effective vaccine lasts, the weaker economic expansions will be. To be sure, science could yet make major breakthroughs in the near term. If even only a small proportion of the population such as healthcare workers and the most vulnerable are immunized, that could make a big difference to the resumption of everyday life. Savings built up by households and businesses in 2020 could be unleashed in 2021. Pfizer Inc. said this month it could seek emergency-use authorization in the U.S. by late November for its vaccine with German partner BioNTech SE. Moderna, another
frontrunner in the race, is also looking at the possibility of an emergency approval this year if it has positive interim results next month. “There is a fair prospect that by the late spring, vaccines will be available in quantities sufficient to protect the most vulnerable groups,” said Neil Ferguson, an epidemiologist at Imperial College London, and former Covid-19 adviser to the U.K. government. “But
at least until then, life will unfortunately remain a balancing act between reopening society and keeping the virus in check.” Scientific hiccups may slow things down too. Johnson & Johnson paused clinical trials of its Covid-19 shot this month after a participant fell ill, weeks after AstraZeneca Plc and the University of Oxford stopped studies for the same reason. On Friday, both com-

That all spells trouble for global growth, even as data in the U.S. and euro-area are likely to show this week that it rebounded smartly in the third quarter and didn’t collapse as much as once feared. Long gone though is talk of a V-shaped recovery, as winter nears in the northern hemisphere -- and with it the risk the virus spreads more easily. More than half the world’s workers fear losing their jobs JOHANNESBURG - More than half of workers around the world are worried about losing their jobs, according to a survey measuring labourmarket insecurity wreaked by the coronavirus crisis. The poll of 12, 430 people for the World Economic Forum showed 54 percent of them are either “very concerned” or “somewhat concerned” that their employment will cease in the next year. Respondents were from 27 countries spread around the world, including almost all of the Group of 20 economies. The report highlights the collective angst about livelihoods that
the coronavirus crisis is breeding just as a new surge in infections in Europe underscores the persistence of the pandemic. The International Labour Organisation estimated last month that the damage caused was equivalent to 500 million jobs in the second quarter.Russians exhibited the deepest unease, with 75 percent of respondents revealing concern about their employment. In Germany, by contrast, the equivalent outcome was just 26 percent. The survey by Ipsos of working-age adults, taken between September 25 and October 9, also asked if they can learn and develop skills for the jobs of the future from their current employer. U.S. removal of Sudan from ‘sponsors of terrorism’ list is step toward debt relief - IMF WASHINGTON - The International Monetary Fund says U.S. government plans to remove Sudan from its list of state sponsors of terrorism would clear away one of the hurdles facing the heavily indebted African country as it seeks debt relief. “We are encouraged by the U.S. administration’s formal indication to Congress of its intention to remove Sudan from (the list),” Carol Baker, the IMF’s Sudan mission chief, said in a statement to Reuters. “The removal of Sudan from the (list) eliminates one of the hurdles toward possible HIPC debt relief.” The Heavily Indebted Poor Countries initiative was launched in 1996 by the IMF and the World Bank to ensure that no poor country faces a debt burden it cannot manage. But the process is long and will require significant reforms by Sudan. U.S. President Donald Trump last week announced his decision to remove Sudan from the U.S. list of state sponsors of terrorism, paving the way for Friday’s announcement that Israel and Sudan would take steps to normalise relations. Sudan, saddled by $60 billion in external debt, urgently needs financial help to reorganise its economy. Inflation hit 167 percent in August and the currency has tumbled as the government prints money to subsidize bread, fuel and electricity. The IMF last month endorsed plans to monitor a 12-month programme of economic reforms being implemented by Sudan’s new transitional government as it seeks to build international confidence and move toward eventual debt relief. LIFT BAN …Liquor traders want Ramaphosa to remove ban on selling alcohol over weekends

OHANNESBURG The National Liquor Traders Council (NLTC) has written to President Cyril Ramaphosa, requesting that the Disaster Management Act regulations pertaining to the sale of alcohol for off-site consumption be removed, citing financial losses and forced job cuts. In a letter to the president dated October 23, the NLTC as well as the Liquor Traders Association of South Africa (LTASA) asked that the sale of liquor for off-site consumption return to the pre-lockdown trading hours and days. News24 previously
reported that during Level 1 of the lockdown, the sale of alcohol at retail outlets for home consumption was permitted from Monday to Friday, between 09:00 and 17:00. Outlets across the country which sold alcohol for home consumption may not do so over weekends. These regulations had impacted township based taverns, bottle stores as well as independently owned retail liquor traders throughout South Africa, according to the NLTC and LTASA. Despite welcoming the move to Level 1 of the lockdown, which brought about the relaxing of regulations
connected to the sale of liquor, the council, in the letter, told Ramaphosa that the industry still faced a number of issues. These issues included: • Job security and impact on employees as sellers had been forced to either retrench staff or cut salaries by almost 29 percent because of the restrictions that forced businesses to only operate five days a week; • Landlords allegedly still insisting on the full rental despite the reduction in trading days and hours which had led to loss of income; • Due to the restriction on trading days and hours, customers were forced to take
time off from work to make purchases during their work day which was “disruptive for our economy;” • The current regulations led to a 45 percent reduction in transaction numbers and up to 30 percent reduction in turnover; and • These outlets also sold charcoal, snacks and cold drinks, which they can no longer do over weekends, leading to more financial losses. NLTC and LTASA said the 34, 500 taverns, 4, 000 bottle stores and 1, 400 retails stores which they represented had been impacted by the liquor regulations. – NEWS24.
Zim pushes for reduction in fertiliser imports HARARE – The government is working on a fiveyear road map aimed at significantly reducing fertiliser imports over the next five years through capacitating local manufacturers, Industry and Commerce Minister Dr Sekai Nzenza has said. The country, whose economy is largely agro-based has been importing significant quantities of fertiliser for many years as local companies
struggled to meet demand largely due to foreign currency shortages. While Zimbabwe spent nearly US$662 million on fertiliser imports in the past seven years, with the Government, which supports farmers though state assisted farming programmes, being the largest procurer, local companies have not benefitted much. Had the local industry been adequately supported, the
country would have spent US$400 million, which is less US$262 million, according to the Five Year Fertiliser Import Substitution Roadmap document. Observers say Government investment, through Command Agriculture and Presidential Inputs Schemes, will continue naturally to benefit the local agriculture value chains, together with local companies instead of foreign firms. Zimbabwe’s demand for
fertiliser in a normal farming season stands around 600, 000 tonnes, of which 70 percent goes towards Government farming programmes. “I am working on a domestication of local production strategy in fertiliser and other products including pharmaceuticals, cotton, leather, sugar and tobacco,” Dr Nzenza told our sister publication Business Weekly. – THE HERALD, Zimbabwe.
Export tax will not save SA’s struggling ferrochrome industry - industry body JOHANNESBURG - The Minerals Council has said that the proposed introduction of an export tax on chrome ore will not address fundamental competitive issues plaguing South Africa’s ferrochrome industry. This comes after Cabinet announced earlier in the week that it was considering levying such a tax as part of a raft of measures to “support domestic ferrochrome production and its chrome value-chain sector.” Ferrochrome is used in the production of stainless steel. South Africa’s industry has been struggling due to increases in electricity tariffs. In addition to the proposed
tax, the measures include the usage of energy efficiency technologies on smelters, and the adoption of cogeneration and self-generation technologies. But the council, which represents most South African producers, said the export tax would not address the fundamental competitiveness issue of high electricity prices. “Export taxes are generally a blunt instrument that have material unintended consequences,” the council said in a statement. “The critical component of competitiveness is the availability of a cost-effective and consistent electricity supply.” - FIN24.

Dear editor, Once again Zambians have shown that they love this country and appreciate its history. Every well meaning Zambian took part in the celebrations to mark the country’s 56th independence celebration. Those who do not like praying did not take part even in the independence celebration. It is difficult to understand what some people want from this country. Why would a national leader who has ambitions of leading this nation refuse to take part in firstly, national prayers and then the celebration of this country’s independence. The attainment of independence came at great cost to this country and it is not something to be disregarded. Politics should be put aside when there are national events that require of us all to show unity and love. The love for Zambia and its people should drive leaders to take part in national events. I pray this culture of ignoring national events will end. That spirit of bitterness should be removed from our hearts. Let us all practice and show love to all our brothers and sisters. This is precisely what we are seeing mimicked by the UPND mobilization team on Facebook, buoyed by funds from UKbased SABI Strategy Group and South African-based Brenthurst Foundation to brand the 2021 UPND presidential candidate Hakainde Hichilema as “Bally-1”. Prominent among his backers has been Henry Sands the managing director at SABI, a firm that provides comprehensive communication strategies and solutions to international businesses, high-net-worth individuals and political organizations. Sands attended Birmingham University, where the UPND leader also attended to study for his finance and business strategy masters programme. Many politicians including Zambia’s President Edgar Lungu are now on Facebook. They interact with their supporters through this medium. UPND for one boasts that this has helped inject life into politics by appealing to young people. Some analysts agree. But for young people domiciled in city slums and rural settings, without access to luxuries such as smartphones and the internet, breadand-butter issues remain the focus. Despite dabbling in technology and trying to appear hip, political parties must still attend to young people’s urgent needs. Top of the to-do list are ideas and initiatives of creating jobs, reducing levels of political violence and combating an HIV/Aids epidemic that is reportedly claiming hundreds of lives every day in Zambia – many of them young. The first thing is to realise that neither a naive UPND leadership nor its muchheralded “Bally will fix it!” campaign
message will save Zambia. Such initiatives will only facilitate the existing opposition party’s policymakers clinging to top positions while the money flows from the foreign-based paymasters. Millions of dollars of investment in the regime-change agenda and online propaganda activities against the PF will change nothing, if more deep-seated structural intraparty reforms are ignored. Secondly, Facebook-based millennials should refuse to accept the current status quo as the only available path for the UPND. This will mean confronting the older generations about the illogicality of such generational inequality. It means the young need to inject a sense of urgency and positive disruption into their approach to mainstream intraparty politics. It’s time for a productive movement of change that is not just the same old negative messaging stuck on repeat. For all the noise they generate, groupings like GEARS/CiSCA/OCiDA are devoid of tangible intraparty reform proposals. So what can UPND’s Facebook-based millennials do? How can they bolster HH’s political fortunes, yet existing UPND politicians are incapable of internally reforming the party because that would mean compromising their own tightly held privileges? Without age-conscious politics, UPND intraparty democracy will remain a façade behind which the rich, the corrupt and the deceitful keep exploiting the youth. Millennial netizens need to re-imagine equality at this time of reckoning before the 2021 polls. Critically, they need to re-imagine Facebook-based movements moved into action by the belief that one life is no less important than another, and no one life should be lived at the expense of another. It is clear that Zambian youths don’t know what they want from their leaders, if they did, it will be easier for the government to design policies that would support youths activists across the economic spectrum. Recently some youths wanted to protest against government’s running of the nation’s affairs without specifically stating that which the government has not done or have done wrong. Isn’t this playing to the gallery? One would have expected the youths across the country to be advocates of the enactment of bill 10 into law because the bill takes care of their participation in social economic and governance affairs of this country. If they were serious about real participation in politics, they could instead of fighting government which is pushing this bill to ensure that youths take back their rightful place in the governance of this great nation be asking hard questions to the leadership of the UPND as to why they don’t want youths and women of Zambia to have their dignity and positions guaranteed in the constitution by amending it through bill 10. UPND leadership must not go scot free on this issue. The justice minister and his government have been amiable on the amendment of the constitution through bill 10 by publishing the proposed bill. It is high time youths and women call for a meeting with the UPND leadership and demand that its MPs support bill 10 in Parliament. Let us not be heroes on wrong things, we can be heroes on nation building through engagement with the authorities. YOUTHS in Mufulira have been urged to take advantage of the multi-sectoral empowerment programmes to better their lives. In his Independence anniversary message, Mufulira District Commissioner (DC) Mike Manda said this would contribute to the country’s economic development. He noted that youths are leaders of tomorrow, the reason why Government had initiated a number of empowerment programmes for them. Mr Manda said Government was in a hurry to build a thriving economy that would enable the improvement of the quality of lives for all Zambians, especially youths, women and the vulnerable. “Youths need to participate in the various opportunities accorded to them to contribute to national development,” he said. Mr Manda advised youths to avoid being used as tools of violence by politicians but instead use their time positively. He said the youth shpould make use of their time by taking part in the various empowerment programmes such as the youth internship programme, entrepreneurial programme, and other empowerment initiatives set up by Government. He urged Zambians to uphold national unity stating that the country had since independence maintained its reputation as a beacon of peace. The DC said fighting for the freedom of the country was not an easy sacrifice hence, the need to uphold national unity in appreciation of the freedom fighters’ sacrifice.

The Birth Of World Savings Day 31st October 1924 was not an ordinary day for representatives of 29 countries who gathered in Milan, Italy for the 1st International Savings Bank/Thrift Congress. Italian Professor Filippo Ravizza declared the last day of the congress, the ‘International Savings Day’. This was with the objective to devote the day to the promotion of savings all over the world. In executing this, the banks were to work in collaboration with identified stakeholders such as the clergy, schools and professional/womens’ associations. Born Out Of Something Representatives of the 29 countries wanted to bring the thought of Saving to the worldwide public and its relevance to the individual. The idea of World Thrift Day was not born out of nothing. There had been some examples of days that were committed to the idea of saving money in order to gain a higher standard of life and to secure the economy like in the case of Spain and the United States where the first national Thrift day was celebrated in 1921. In other countries, such as Germany, the peoples’ confidence in savings had to be restored since many of them had lost their savings in the German monetary reform of 1923. The end of the Second World War, saw the World Thrift Day continue and reaching the peak of its popularity in the years between 1955 and 1970. It practically became a veritable tradition in some countries. In Austria, for instance, brand awareness about saving was so intense that a street was named after the President in recognition of his efforts in ensuring that people were reminded and taught about the importance of saving. Shift In Focus Over the years, the focus of the World Savings day has shifted to the developing world where many people still remain unbanked. Whereas we have made steady progress in Financial Inclusion (FI) over the years, we still have a lot of work to do regarding the improvement of our Savings culture. Banks are key stakeholders in this agenda, and it is pleasing to state that the regulator of banks, the Bank of Zambia, has taken the lead in championing the implementation of various activities aimed at raising awareness about Savings. "This is not the vision of our forefathers when they were coining slogans such as the One Zambia One Nation,” he said. He said Government was aware of some people who were taking advantage of the freedom and attempting to destroy the vision of the forefathers. Mr Mangimela said that political freedom could not
be fully enjoyed in midst of civil strife which could be caused through hate speech, propaganda and tribal remarks. He however stated that in order to curb the vice, Government had put in place various interventions to keep the youth busy through empowerment programmes. "I am very positive that the young people that have applied already will begin receiving these funds. And it is my hope that Kalumbila youths will also receive theirs," he said.
Early pregnancies rock Sinazongwe By ANDREW MUKOMA EARLY pregnancies have rocked Sinazongwe District of Southern Province, especially among schoolgoing children. The increase in the number of early pregnancies and early marriages has raised concerns among stakeholders and in particular education authorities. Munzuma Primary School Head teacher, Doubt Nchimunya, said that early marriages and pregnancies had resulted in high numbers of school drop outs and requires urgent attention from all stakeholders. Mr Nchimunya said that out of 250 learners at Munzuma Primary School, only about 90 were girls with many others dropping out of school due to early pregnancies and early marriages. He said that school drop out at the facility was very high, attributing it to culture and beliefs imposed by their parents. Mr Nchimunya was speaking in an interview with the Daily Nation in Munzuma at the weekend, "The girls are married off at a very tender age and parents prefer marrying off their daughters than taking them to
school. This trend is worrying," he said. The head teacher said that in some instances, some girls were married off as soon as they reached grade six and below the age of 15 years old. The school runs from grade one to seven and it has about 250 pupils and five government teachers. the head teacher bemoaned lack of infrastructure at the school which he said needs urgent attention from the government. Mr Nchimunya said the school has only one by two classroom block to carte for the classes starting grade one up to seven. "What is happening at this school is that teachers are doing multi-grade teaching where we combine some grades so that they can fit in the classes. “Classes like grade five and six are combined. A teacher is teaching two classes at the same time and handle different topics," he explained. He added that this had not been an easy undertaking because teachers were over stretched as they had more work to do. "In short, teacher pupil ratio is the biggest challenge though we are managing within our means," he added.

UPND youths preach peace By SANFROSSA MANYINDA UNITED Party for National Development (UPND) youths in Kitwe have vowed never to fight the police but cooperate with them for the sake of peace. The youth said they understood that police officers were working under difficult conditions that made them act the way they did hence the peaceful stance by the party. This was after UPND youths were stopped
from marching during the independence celebrations in the city. According to the party members, police cancelled their scheduled march-past due to the large number of participants which was against one of the covid-19 health guidelines. “We will not fight the police back. We do not want to react but rather work with them because we know fighting them will not help us in any way,� UPND District Youth Chairperson Bowas Kapata said. Mr Kapata said the party was a peaceful one and had no intention of going against the law. He however called on the police to avoid infringing on their right to assemble just like members of the ruling party were doing.

MUSUKWA WARNS AGAINST BACK-STABBING By ROGERS KALERO

ATRIOTIC Front (PF) members must stop back-stabbing each other and instead pursue genuine dialogue and adequately prepare for the 2021 elections, national mobilization committee chairman Richard Musukwa has advised. Mr Musukwa said party officials at various levels should stop reporting each other to the higher authorities of the party to get favours, but must learn to dialogue and resolve differences amicably. In an interview in Kitwe after a reconciliatory meeting for Copperbelt leaders, Mr Musukwa said the party
needed genuine reconciliation to promote unity in the party. "We need genuine reconciliation in the party, we don't need those who want to backstab others. This culture of reporting each other to higher authorities of the party will only serve to create division and hatred. "If you choose to report your friend to the higher authorities of the party, it means you want your friend to be fired. Now, if your friend is fired on lies which you reported, are you going to be happy? What are you going to achieve? " Mr Musukwa wondered. He said the party structures should not feel intimidated by the mobilization committees which had been formed, but
must be ready to work with them ahead of the 2021 elections. Mr Musukwa, who is also Mines Minister, said the party structures and mobilisation committees should jointly be able to exchange notes on various issues regarding the party and how to approach the 2021 campaigns. He said as national mobilization committee chairman, he would closely monitor the performance of the Copperbelt committee led by Bowman Lusambo to ensure its was operating in line with its mandate. "The mobilization committee and the party structures are both working towards a common goal of ensuring victory for the Patriotic Front in
next year's election and so let us not entertain unnecessary antagonism. "The Copperbelt provincial chairman Nathan Chanda should also embrace the mobilization committee and work together so that they yield desirable results," he said. Mr Musukwa also cautioned Zambians to be wary of opposition political leaders promising quality and caring leadership when they had exhibited bitterness and hatred of the worst kind in the political arena. "Whoever wants to be Republican President or Member of Parliament must show his ability to improve people's lives even before he is elected into office.

As of 2018, the gender representation of the Judiciary was recorded as; Chief Justice 1 female with no male; Judges, 31 males and 32 females; Magistrates 201 male while 105 were female. he anti-police brutality protests in Nigeria created a powerful movement that appeared to shake those in power, but after a turbulent fortnight, BBC Hausa editor Aliyu Tanko considers where it goes from here. A potent mix of street protests and social media has given young Nigerians a voice that has shattered the country's culture of deference. As the #EndSARS hashtag went viral, so did a defiance of the elite in Nigeria. The trashing of the palace of the highly respected oba, or traditional ruler, of Lagos was symbolic of this mood. The youths dragged his throne around, looted his possessions and swam in his pool. What began as a protest against the hated police Special Anti-Robbery Squad (Sars) has become a conduit for the youth to vent their anger with the people who have been in charge of Nigeria for decades, and demand change. Former President Olusegun Obasanjo warned in 2017 that "we are all sitting on a keg of gunpowder"

good education. Earlier this year, government statistics showed that 40% of Nigerians lived in poverty. 'Not usual mischief-making' But those currently in power at first misunderstood what was going on this time, activist and writer Gimba Kakanda told the BBC. "The #EndSARS protests were initially perceived as another of the youths' episodic mischief-making that would fizzle out if left unad-

Although the approach of these two groups is different, they do share one thing in common: a disdain for those in charge.

It is these small steps that may eventually bring wider change. This tumultuous fortnight and particularly the shooting of protesters in Lagos on 20 October will be remembered in Nigeria for a long time. Those in power are clearly worried that the country’s huge young population can no longer be ignored, or, failing that, cajoled. It is getting organised as evidenced by the huge donations received by a relatively unknown group - the Feminist Coalition - that rallied support for the protests and shook the foundations of Nigeria. The fact that these young women said they would regroup makes the elite jittery and clearly indicates that the system needs to work for all and not for the privileged few. From this episode, Nigerian politics has changed forever because the youths have realised how powerful they are and what they can achieve when they unite for a common goal. - BBC

T WILL undoubtedly go down as part of President Edgar Lungu’s legacy. Zambia’s Diaspora Policy has effectively paved the way for citizens living abroad to invest back home and participate in their country’s development without hindrance. In the last two months the Ministry of Foreign Affairs has been engaging citizens living abroad through virtual meetings, explaining how the implementation of the policy is being rolled out and how they can benefit.
Online So far, the Zambian missions in the United Kingdom (UK) and Australia have held successful online meetings under the new normal in the face of the Covid 19 pandemic. Long overdue The policy is long overdue. Zambians living in foreign countries have since 1964, when the country became independent, faced formidable hurdles whenever sending money back home to support their relatives, invest in business or property or simply save for the future. Even just renewing important national documents such as the national registration card (NRC), a passport or driver’s licence has been a long, frustrating and costly process which sometimes requires travelling back home. Before the policy was launched last year, there had been no framework for the diaspora to access important public services expeditiously. It is for this reason that after he was sworn in as Zambia’s republican president in January, 2015 President Lungu pledged to ensure that Zambia had a comprehensive diaspora policy during his tenure of office. During his interactions with Zambians living abroad the President assured them that he would not rest until the policy became a reality under his watch because he wanted all citizens to participate in the development of their country without discrimination regardless of where they were. Manifesto In chapter 27 of its pro-poor 2016-2021 Manifesto, under International Relations and
LUNGU’S DELIVERED DIASPORA POLICY
Cooperation, the Patriotic Front (PF) party pledges to “develop a diaspora policy to enable Zambians living in the diaspora to participate in national development”. The policy is now a reality, tucked away in the bag of the campaign promises the party has delivered to the magnanimous people of Zambia who put it in power. Vice President Inonge Wina officially launched the Diaspora Policy on April 4, 2019 at Mulungushi International Conference Centre in Lusaka. During the launch Mrs Wina urged Zambians living abroad to project a positive image of their country at all times and invest back home. Mrs Wina challenged the Zambians to market their country as an investment destination of first choice. At the same occasion Minister of Foreign Affairs Joseph Malanji described the Zambian diaspora as an economic force whose potential should be harnessed. Since its launch the policy’s implementation has gathered significant momentum. The actualisation of the policy marks a milestone in Zambia’s development agenda. Little wonder the document has been lauded by the international community. International Organisation for Migration (IOM) Chief of Mission Marianne Lane congratulated the Zambian government for launching the policy. The diaspora can’t wait to reap the benefits. Two months ago the Zambian Mission in London, UK, hosted the first virtual
conference with Zambians living in that country. Zambia’s High Commissioner to the UK Paul Mihova hailed the forum as a “success”. High levels of engagement and frank, insightful discussions characterised the online meeting. Ministry of Foreign Affairs permanent secretary Chalwe Lombe, who is passionate about the policy’s success, is at the helm of its implementation. Using a video link, Ambassador Lombe took Zambians living in the UK and Australia through the whole process - formulation, validation, adoption and launch. He highlighted what the policy aims to achieve for both the nation and the individual citizen abroad. Ambassador Lombe explained that the policy was developed to facilitate and mobilise an effective framework for active, coordinated and coherent system for the diaspora’s unfettered participation in the socio-economic agenda of the country. He shared the difficulties he faced as a young Zambian studying abroad because of the absence of a diaspora policy. “I remember as a young student in Australia. When I completed [my studies] the Australian government offered me residence. I was confused. How do I handle this? How do I handle my citizenship? There was no framework,” he said. But no Zambian living abroad will have to go through such stress again. Inclusive process The Diaspora Policy is a product of protracted consultation that sought to reach out
to all the country’s diaspora, culminating into the indaba held between October 7 and 9, 2016 in Zambia. Representatives of the Zambian diaspora from different parts of the globe participated in the whole process up to the launch. The government also worked with the IOM. The policy has 13 objectives out of which six have been isolated for immediate implementation in the initial phase. They include: • Access to national documents (such as NRCs, passports and certificates of title for property) • Knowledge and skills transfer • Administration, which in general looks at all the documentation and helping the diaspora when they are in a particular situation and they need help from the government. To facilitate this process diaspora desks are being established at Zambian missions abroad to serve as seamless links between the diaspora and the public service system back home. Currently, about 10 percent of all tertiary educated Zambians live outside Zambia, according to the World Bank. Findings of recent research show that the diaspora makes a significant contribution to the gross domestic products (GDPs) of their home countries through remittances (money sent back home). For example, remittances to sub-Saharan African countries in 2018 contributed substantially to the GDPs of these nations. International money transfers grew by
almost 10 percent to US$46 billion, according to the World Bank’s latest Migration and Development Brief. President Lungu is determined to ensure Zambia benefits from this rich source of revenue. Besides remittances he wants the diaspora to also own companies, acquire land for agricultural production, build
commercial and domestic property and participate in governance processes. The President has fulfilled his promise to deliver a diaspora policy.

The opposition candidate’s victory has been described as a political earthquake
The opposition has taken power in the Seychelles for the first time since 1977, following its victory in the presidential election. Anglican priest Wavel Ramkalawan defeated President Danny Faure by 54.9% to 43.5%, official results show. Supporters of Mr Ramkalawan have been celebrating his victory in the capital, Victoria. In his victory speech, Mr Ramkalawan was conciliatory towards Mr Faure, saying there were no losers or winners. The Indian Ocean archipelago is a former British colony which became independent in 1976.
Mr Faure’s United Party seized power in a coup a year later, and retained the presidency in elections after multi-party democracy was restored in 1993. In his first comments since winning, Mr Ramkalawan said: “Mr Faure and I are good friends. And an election does not mean the end of one’s contribution to one’s motherland. “In this election, there were no losers, there were no winners - our country was given the opportunity as the ultimate winner.” Mr Faure was sitting close by, and nodded in approval as the incoming president spoke, Reuters news agency reports. - BBC
Iraqi forces use water cannon, tear gas against protesters in Baghdad
BAGHDAD - Iraqi security forces fired water cannon and tear gas at anti-government protesters on Sunday to prevent them crossing barricades on a bridge leading towards government buildings. The skirmishes came as hundreds of Iraqis took to the streets of Baghdad and some southern cities to hold anti-government protests, marking a year since mass anti-government unrest that killed more than 500 people. “We will not stop protesting to demand our stolen rights. We are the victims of corrupted governments,” said Najim Abdullah, a protester standing near the Jumhuriya bridge in the capital. Security forces had deployed in force to control protests that began in the morning, and to stop demonstrators crossing Jumhuriya bridge, which leads to the fortified Green Zone that houses government buildings and foreign missions. There were no immediate
reports of casualties. Sunday’s protests were more subdued than demonstrations last year where thousands rallied in Baghdad and the south, facing off against security forces and militiamen in clashes that maimed and killed mostly young, jobless demonstrators. Prime Minister Mustafa al-Kadhimi, who took office in May after his predecessor was driven out by last year’s unrest, has painted himself as a leader who supports demonstrators. In a televised address on Saturday he pledged to hold early and fair elections, a demand of many pro-democracy activists, and said security forces would this time around not harm any peaceful protesters. “We want our freedom. We want our rights,” one protester said after throwing stones at riot police above Jumhuriya bridge. He retreated when police responded with tear gas.- Reuters

Bars and restaurants will have to close by 18:00 but shops and the majority of businesses will remain operating. Meanwhile, Spain's cabinet on Sunday agreed a nationwide "state of alarm", which would allow for a countrywide curfew, Spanish media report. Both countries were hit hard during the first wave of the pandemic in Europe. Italy’s measures were agreed between Prime Minister Giuseppe Conte and regional leaders. The Campania region, which contains Naples, has been among those calling for tighter restrictions. Mr Conte has said he does not want to repeat the national lockdown imposed during the first wave in March and April because of the economic damage caused. Under the new measures, the bulk of secondary school teaching will be conducted online instead of in the class-

With nine days left until the Nov. 3 U.S. elections, the Republican president is storming his way through top battleground states in a late push to make up ground against Biden, who leads in national opinion polls. Opinion polls in many of the most vital swing states that will decide the election show a closer race. Celtic Scoops Matero Cup By SIMON MUNTEMBA Kafue Celtic Football Club, now based in Matero, has scooped the 2020 Dickson Jere Independence Cup in Matero constituency which attracted international scouts and former international players. Celtic beat Matero Youth Academy 2-1 to lift the trophy which was accompanied by a jersey donation courtesy of Football Association of Zambia (FAZ) President Andrew Kamanga who donated balls to the tournament. “I liked the talent displaced during this four weeks tournament and we now begin preparations for the next one, which will be Matero Christmas Cup,” said lawyer and sponsor, Dickson Jere. The third position went to Black Boys who beat Muchinga 1-0 to walk away with balls and medals in the third and fourth playoff held at Chipanda grounds. The event that attracted scores of local residents was graced by the President of National Olympics Committee of Zambia President Alfred Foloko and former international players Emmanuel Mayuka and Chisanga Lungu. And tournament organizer Shadreck Ngulube thanked Jere for the event saying it has helped keep Matero residents entertained during the four week event. “We hope these events will continue as they help keep youths out of the streets,” Ngulube said. After struggling to beat Ethiopia in Thursday’s encounter which saw them come from behind twice to win 3-2, the Milutin “Micho” Sredojevic drilled
local bullets broke the deadlock within 12 minutes of kick off through speed winger Bruce Musaka. The Zesco United midfielders’ goal was however ruled out as he was judged to have been offside. Zambia finally went ahead when Chabula beat the Ethiopian goal keeper with a beautiful screamer to
give Chipolopolo the lead in the 14th minute. NAPSA Stars midfielder Collins Sikombe doubled Zambia’s advantage in the 24th minute before Chabula Completed his brace a few minutes before the break. Chipolopolo skipper Bruce Musakanya produced a moment of

Talented Ndola youths excite Mulenga By MICHAEL MIYOBA MINISTER of Sports, Youth and Child Development, Emmanuel Mulenga says it is government desire to ensure that talent is identified and natured among youths for skill development. Speaking after witnessing Ndola’s Nkwazi Ward FC beat Mapalo Ward FC 1-0 in the Independence tournament which featured teams from wards in Ndola Central Constituency at Nkwazi Football Ground, Mulenga said he was amazed with the levels of talent in various communities within Ndola. Mulenga who is also Ndola Central Member of Parliament reaffirmed his commitment to support youths involved in activities that better their lives. He said government led by President Lungu would support the development of
sports infrastructure using the Constituency Development Fund to supplement the development of talent among youths in various communities. He said it is the desire of government to develop sports infrastructure that will support the talent identified during the 56th Independence Day Celebrations in Ndola. “As we celebrate the 56 years of peace in Zambia. I thought it was important that we celebrate through a tournament. It is not a good patch but the talent that I have seen is worthy to nurture,” Mulenga said. “I am truly amazed with the levels of talent that we have in our communities. Football being a unifying game, hundreds of our youths participated as a way to thank our forefathers for the Independence gift,” he said. Mulenga expressed excitement that he spent time with the youth productively and prevented them from engaging in illicit activities. “What is so pleasing is that the players were mostly below the age of 18. It is us the Members of Parliament that need to tap the talent. I have identified the talent and to nurture this talent I need to open up an academy,” said the MP. (To page 19)
