LESSONS LEARNT WE are not surprised at yet another revelation of the economic sins committed by mining companies against a gullible host nation – Zambia. This, it appears has been going on throughout the years and successive governments have been cheated out of what rightfully belonged to them in form of taxes. But this won’t be the case anymore. Government has taken action, showing its determination to stop the drain by imposing tougher testing measures to stem the submission of low-grade samples to undervalue mineral exports and consequently, loss of revenue by the government through mineral royalty tax payment. From July 1, officers from the Ministry of Mines and Mineral Development will be going to the mine sites and traders’ warehouses to collect the required samples instead of relying on samples submitted by exporters. Mines and Minerals Development Permanent Secretary Barnaby Mulenga on Wednesday disclosed how the country was losing millions of Kwacha in revenue through cheating by mining companies that submit low grade assay, instead of the high quality minerals they export. The false samples are submitted to the chemistry laboratory of the Geological Survey Department when they apply for export permits. The practice in place is that every client who applied for a mineral export permit submits a sample of the export consignment to the Geological Survey. A Mineral Valuation Certificate of the entire mineral export consignment was prepared based on the laboratory results. According to Mr Mulenga, it was on the strength of the valuation certificate that the ministry issued a mineral export permit to the applicant. This is done after the applicant had obtained a mineral royalty clearance certificate from the Zambia Revenue Authority (ZRA). “Unfortunately, this practice has opened a window of opportunity for some mineral exporters to deliberately submit lowgrade samples to the chemistry laboratory and this has resulted in undervaluing of mineral exports and consequently, loss of revenue earned by the government through mineral royalty tax payment.” This clearly is treacherous and proves that most mining companies operating here have short-changed Zambians by cheating in their operations. “The loss of revenue could amount to hundreds of thousands, or even millions of dollars per export, depending on the discrepancy in mineral grade between the sample and the consignment being exported,” said Mr Mulenga. He said to facilitate the smooth transition from the current scenario to the new one, all exporters should ensure that their applications for export permits were received by the ministry at least a week before the officers’ sampling visit to each region. Mr Mulenga said the applications should state clearly where the export consignments to be sampled would be located, with the applicants’ physical address and other contact details. Had the mining firms been good corporate citizens, such measures would not have been taken. But then, it just confirms what people have always suspected, but never had evidence, that the mining firms were milking the country dry – claiming that they were not making profits, thereby resisting taxation left, right and centre. Their treachery also came out in the open when the Supreme Court charged Mopani Copper Mines US$13 million after it established that the firm colluded with its parent company Glencore International AG (GIAG) to undervalue the price of copper. Simply put, Mopani was selling copper to GIAG International at a lower price which in turn sold the same product to Glencore who were then able to sell it at a higher price, sharing the profits. Worth noting were the court’s observations about the dilemma facing Third World countries in their dealings with international firms: “The dispute in this appeal is archetypical of the problem posed to the fiscus of many developing economies by multinational corporations engaged in the extractive industry. It also in a way highlights the inadequacy of institutional capacity to deal effectively with such corporations; exposes yearning gaps in the much needed expertise to gather and interpret essential technical information for enhanced tax revenue collection from multinational corporations.” They pretend to be honest brokers when they are just conmen. Zambia has surely learnt a hard lesson, to always be on top of things, above all, trust no multi-national.

UPND fights deregistration petition By CHINTU MALAMBO THE UPND says the Constitutional Court has no jurisdiction to hear the petition where a magistrate wants the court to direct the Registrar of Societies to deregister all political parties that have not held party elections since 2016. Mr Mwelwa is seeking a declaration that any political party which was registered and in existence as of January 5, 2016 and which has not promoted and practised democracy through regular, free and fair elections, within its political party, has breached article 60(2)(d) of the Constitution of Zambia (Amendment) Act no. 2 of 2016 and therefore such a political party ceased to exist as a political party in Zambia on January 4, 2017. Zambia, Namibia to partner in goat export deal

By SILUMESI MALUMO WE shall partner with Namibia to mobilise required goats to export to Saudi Arabia because the country will not manage to provide one million animals every month, Livestock and Fisheries Minister Nkandu Luo has said. Professor Luo said the deal to start exporting the goats to Saudi Arabia would be finalised soon as Zambia and Namibia would ensure that the required goats were mobilised for export. Prof Luo, who is also Munali Constituency Member of Parliament, said Government decided to partner with Namibia because of inadequate goats to meet the Saudi Arabia monthly demand.

PF suspends Luanshya district chairman

THE Patriotic Front has suspended Luanshya district chairman, Golden Mulenga, who is also Luanshya deputy mayor for premature campaigns. The suspension was announced by Secretary General Davis Mwila after a closed door meeting with provincial and district officials, including Luanshya member of Parliament, Steven Chungu. The suspended official has been accused of premature campaigns in the area. ‘Regulate FISP beneficiaries on maize sales’ By PETER SICHALI GOVERNMENT should come up with a policy to bar beneficiaries of the Farmer Input Support Programme (FISP) from selling maize to briefcase buyers, Chief Chikwanda of Mpika has said. Chief Chikwanda said it was not right for FISP beneficiaries to continue selling maize to briefcase buyers, including those from neighbouring countries, at the expense of the country's food security. "Government through FRA has a huge target of buying one million tonnes of maize this crop marketing season and it will be very

difficult to meet that target because most of the produce could have been bought by these unscrupulous buyers," Chief Chikwanda said. He said Government had been spending huge sums of money to provide subsidised inputs to farmers to boost the country's food security. "While FRA is still waiting for the moisture content to drop these unscrupulous buyers started selling maize even before harvest and it will be difficult for FRA to meet the one million tonnes target for this year’s marketing season," Chief Chikwanda said. He said the trend by smallscale farmers to sell their produce to briefcase buyers was a threat to national food security therefore government should come up with a deliberate policy to curb the trend. Chief Chikwanda said Government should ensure that FISP beneficiaries that sell maize to unscrupulous buyers were removed from the FISP initiative.

SOME companies that donated various items to Government towards the Covid-19 fight have inflated prices for selected commodities for their own benefit. A lot of money purported to have been given to Government for the Covid-19 fight has not been honoured. Change Life Zambia president, Joseph Kasongo said he carried out a check on the recently advertised Covid-19 donations that revealed a myriad of scandalous pricing of items with some prices being tripled by donors for their own benefit. He said the list of donations for most NGOs showed distortions as the quantities of some items did not tally with prices obtaining on the market. Mr Kasongo said he observed that mere face masks that cost K5 were being pegged at more than K35. He pointed out that some pairs of gloves were listed to have cost millions of Kwacha, indicating each pair cost K80 when examination or surgical gloves cost between K2 and

K3. “This is a scandal because these people are stealing from their funders. There is no way a face mask can cost K35 when these should actually be cheaper when bought in bulk,” said Mr Kasongo. Mr Kasongo also observed that the list was showing different prices for the same items for different organisations and that the differences in the costs were unbelievable. He said some donors wanted to show that they were spending much more on the items when the prices of the same items were cheap. “Some organisations indicated that they had spent about K95 on a single surgical mask while others bought them at K14. Why such a huge difference for the same product?” he questioned. And Mr Kasongo called on authorities to probe all material donations towards the Covid-19 fight to ensure they reflect the true market value. would be supported overwhelmingly,” the chief said. “It is incumbent upon the elected Members of Parliament to convincingly debate matters on the floor of the House. We believe that it is the most civilised way of dealing with governance matters and giving an opportunity to the citizenry to be enlightened about the intended benefits of the contents of Bill 10 to the governance of this country,” Chief Kaputa said. He also urged MPs to take interest in the general citizenry first as opposed to party or individual interests. THOSE not happy with some provisions in Bill 10 should communicate their concerns to their Members of Parliament so that their issues can be brought to the floor of the house, Eastern Province Minister Makebi Zulu has said. Mr Zulu said while the bishops and any other Zambian has the right to freedom of expression, parliament also has a duty to pass laws in the country. He was reacting to a statement by the Catholic bishops that the bill should be withdrawn from parliament, Mr Zulu wondered why the bishops want the bill to be withdrawn when the process has reached an advanced stage and that what was remaining now was the actual enactment in parliament. “The process has achieved enough progress and what is remaining now is the actual enactment of the bill and what should be known is that Parliament cannot be stopped by anyone,” he said. He said the bishops belong to constituencies and if at all they have anything to say about some provisions in Bill 10 at this stage, they should communicate concerns to their respective Member of Parliament who will then carry the same to the floor of the house for debate. “It’s their right to express their views but overall you can’t segment one grouping of people and say they constitute the whole people of Zambia, what about others who want the bill to pass, are they not citizens of this country?,” he said. And the government has published the Constitution Amendment Bill number 10 of 2019 in Gazette number 12 of June 12, 2020. GOVERNMENT in conjunction with the World Food Programme (WFP) has started giving out emergency cash transfers to peri urban households that have been affected by the Covid-19 pandemic. Disaster Management and Mitigation Unit (DMMU) National coordinator Chanda Kabwe said that one million households would benefit from the social cash transfer. Mr Kabwe was speaking when Mika Group of Companies donated covid-19 preventive materials worth K 1.1 billion to DMMU. Donated items included 300,000 face masks, 10,000 test kits and 300 litres of hand sanitizers. The National Coordinator said that the exercise hds been rolled in Kafue which was badly affected by the pandemic. He said that other towns which would benefit from the project were Lusaka, Livingstone, Ndola and Kitwe. Mr Kabwe explained that the transfer value would range from K400 to K813 per month for each household. The programme, he said, was aimed at supporting peri urban communities as most of the people in were in informal sector, hence there most affected by the Covid-19. Meanwhile, Mr Kabwe has commended Mika Group of Companies for contributing towards the fight against Covid-19. He said that amid the challenges faced by most businesses especially the hospitality industry, Mika has contributed to the fight. And Mika Group of Companies Deputy chief executive officer, Tamson Tabama, said that Government had shown leadership by uniting all sectors of society in the fight against covid-19. “We from the private sector have noted with gladness that the contribution structure and the guidelines put in place are working,” he said. Managing Director, Olivier Terra, said Bollare Logistics supported customs to successfully promote the Customs Accredited Clients Programme where complaint operators were granted preferential release of shipments. Mr Terra said his company assisted customs in their requirements to preregister imports which essentially required goods to be declared before they arrived at the border. This, he said, was done in an effort to ease congestion at border posts. He was speaking at the second round of donations by French companies to Government in containing the Covid-19 pandemic which was organised by the French Zambian Chamber of Commerce. The companies which made donations included Bollore Transport and Logistics Zambia, Africa Greenco, Zamastone Quarries and Aggregates, and Saro Agro Industrial. Mr Terra said his company was working with Government in finding ways to reduce border congestion, facilitate trade and boost the country’s revenues through more efficient border crossings and revenue collections.

THE Covid-19 is expected to markedly increase the vulnerability of the Sub Saharan region to debt distress, the World Bank Group (WBG) has warned. It said Government debt had already risen to 60 percent of Gross Domestic Product (GDP), on average, in 2019 almost double the level in 2013. According to the Group, the composition of debt had also become riskier, with a greater share owed to non-concessional lenders at a higher cost. These strains, it explained in its latest edition released this month, would be compounded by the increased borrowing required to fund larger deficits. “In addition, borrowing costs across the region have risen sharply given heightened risk aversion, placing further pressure on fiscal capacity. “Significantly larger, and more expensive, government debt burdens than last year mean that the risk of sovereign debt defaults has increased, and may rise further if the projected recovery in activity were to disappoint,” the WBG said. It also said severely constrained government resources, as well as restrictions due to social-distancing measures, could lead to a loss of critical public services during the pandemic and further weigh on

activity. The Group indicated that these included provision of water, electricity, and normal health care services. “The financing of current account deficits has become more difficult this year, as heightened risk aversion has caused significant capital outflows and tighter financial conditions. “This is particularly challenging for countries dependent on portfolio inflows or official development assistance several countries also depend on remittance inflows, which are expected to slow markedly,” the WBG said. It warned that if these conditions were to continue for a prolonged period, the lack of access to external financing could weigh heavily on foreign reserves, while those without adequate buffers could face balance of payment stress. It said fiscal deficits in the region were projected to deteriorate sharply this year, doubling on average to roughly five percent of GDP. “Larger deficits reflect increased public spending to help limit the transmission and economic consequences of the virus, sharp falls in revenue as mitigation and other control measures have dampened activity, higher interest payments, and in some instances, the impact of weaker exports on government revenues,” the group said.

BOUT 14 illegal developers have encroached on the Zambia Railways land in Kitwe near the former Manica Freight Services in the industrial area. Some councillors at the Kitwe City Council were alleged to have been involved in the illegal allocation of the land. land by 14 illegal developers who included a church. Mr Galatiya said Zambia Railways was still investigating the matter to establish who was involved in the illegal allocation of land on the company land. He said the company had written a letter to the 14 illegal developers to stop constructing structures on Zambia Railways land. "Yes, I confirm that 14 illegal developers including a church have encroached on Zambia Railways land near

the former Manica Freight Services which has now been bought by Polytra. I cannot tell you who allocated these people land, but I can tell you that we are investigating. "We are investigating together with the local authority. Sex workers’ ‘business’ dwindles

COMMERCIAL sex workers in Kitwe have complained that business has become hard for them because clients are difficult to find following the closure of bars and night clubs. They complained that their “profession” had also been impacted negatively because of the Covid-19 outbreak. The commercial sex workers, who mistook a Daily Nation Reporter for a client, said the closure of bars and night clubs had forced them to chase for clients in the streets, where business was equally difficult because there were

too many girls. The two girls aged between 18 and 20 identified themselves and said they were hoping that Government would soon open night clubs and bars where they could have a chance to meet clients "Work is really hard because bars and night clubs have been closed following the outbreak of the Covid-19. In bars and night clubs, that is where we used to meet our clients. "We have been forced to come on the streets because bars and night clubs have been closed, but in the streets business is hard. Sometimes you may not even find one client. So if you have money,

THE Kalulushi Municipal Council (KMC) will set up three skills training centres for the youth and women in the district,' Mayor Rashida Mulenga has said. Ms Mulenga said the three centres will be established in Kalulushi, Chambishi and Chibuluma townships to provide skills training in tailoring, Information Communication Technology, brick laying and carpentry among other skills. The mayor was speaking yesterday when the local authority donated 35 sewing machines, 17 carpentry tools, 10 building tools and six computers to 25 youth and women clubs in the district Ms Mulenga led the Council Management on an empowerment programme aimed at promoting skills development among the people in the area. The programme was made possible with support from Vision Care Foundation (VCF) and from Tools With A Mission (TWAM), a UK based organization. The Mayor encouraged the beneficiaries to effectively utilize the facilities and further thanked VCF and TWAM for their support. "As Mayor, I would like to urge you to use these tools effectively and properly. These tools will make you become self-sustaining in your lives. With these tools, you will develop into big entrepreneurs,” she said.

N the last few days Lusaka Province Minister Bowman Lusambo has put across his case as to why we should not listen to youths like 33-year-old musician Brian Bwembya popularly known as B-Flow. Among the issues raised by B-Flow were his concerns on unemployment, gold mining rights for locals, poor government and abuse of human rights. Looking at world history it is interesting to see what youths did in their lives to influence and make meaningful change. In the field of civil rights everyone knows of 42-year-old Rosa Parks who on December 1, 1955, was commuting home from a long day of work at a department store by bus. Few people however know that a 15-year-old Claudette Colvin came nine months before Rosa Parks. In March 1955, Claudette defied segregation laws by refusing to give up her seat to a white passenger on a bus in Montgomery, Alabama. Months later Rosa Parks emulated the Claudette and did exactly the same thing. Martin Luther King Jr. became the most visible spokesperson and leader in the Civil Rights Movement starting when he led the 1955 Montgomery bus boycott. He was only 26 years old. So it is allright for youths to have a dream. Malala Yousafzai who was shot by the Taliban at age 12, became an activist for female education. She became the youngest Nobel Prize laureate as a result of her human rights advocacy, especially the education of women and children. According to former Pakistani Prime Minister Shahid Khaqan Abbasi, this discontented youth has become “the most prominent citizen” of the country. In the Environmental field, 16-year-old Swede Greta Thunburg began her climate strikes in 2018 inspiring thousands of students to walk out of class and demand action on the climate crisis. Greta Thunberg got the majority of ordinary people in the world’s attention but are leaders really listening? Way before Greta Thunburg’s 2018 foray into environmental issues, our very own Zambian climate leader and youth empowerment advocate Brighton Kaoma won the 2016 WWF International President’s Award for his efforts to educate, and give a voice to, youths about the environment. This is the WWF’s top accolade to recognise outstanding leadership in young conservationists from around the world. Kaoma had been a Child Ambassador with UNICEF’s “Unite4Climate Zambia” programme since 2010. In 2013, the Black Lives Matter movement began with the use of the hashtag#BlackLivesMatter on social media after the acquittal of George Zimmerman in the shooting death of an African-American teen. Its founders were Alicia Garza then aged 31, Opal Tometi, 27 and Patrisse Cullors, aged 28. In 2017, the Black Lives Matter founders issued a statement calling US President Donald Trump among the world’s worst fascists. The group implored people, and especially white people,

B-Flow to “forcefully reject the hatred.” Trump said these young activists were malcontents and accused the group of inciting violence against police officers, calling them a “threat.” Last year the Parkland students in the United States of America became a force for gun control legislation and boosted the youth vote. The movement was started by David Hogg, a student who survived the attack. He expressed his frustration at the pattern of political inaction that seems to follow mass shootings in the United States. He led many disgruntled youths to express their frustrations with the US gun policy. It is not only in foreign lands that youths excelled in political and social agitation. There is such evidence when you look at the run up to our independence. In 1959 UNIP was born and amongst its movers and agitators were 28-year-old Sikota Wina (UNIP Cowboy), 22-year-old Rupiah Bwezani Banda (RB), 21-year-old Alexander Bwalya Chikwanda (ABC) and 20-year-old Vernon Johnston Mwaanga (VJ). The UNIP Cowboy, RB, ABC,

VJ and many other “pre Brians” were disgruntled youths. They were disgruntled with the racial discrimination and oppression we were under. These youths guided the elder generations like Kenneth Kaunda and others to gallantly fight for Zambia’s independence. Even in later years youthful energy was important in energizing political movements. Young Baldwin Nkumbula at his youthful age was a leading advocate for a return to multi-party democracy in the early ‘90s. In the field of education, Professor Lameck Kazembe Haza Goma, served with distinction as the Vice-Chancellor of the University of Zambia having been appointed as Vice Chancellor whilst still in his 30s. On January 15, 1976 in a demonstration in support of the MPLA, UNZA Students’ Union (UNZASU) described Zambia’s support for UNITA as misguided since they saw UNITA to be divisive and likely to hamper quick and true emancipation of Angola. In the traditional and royalty field, you have had luminaries like Senior Chief Inyambo Yeta who ascended to the throne 43 years ago in his early 20s. His long reign has been peaceful and progressive. Muhabi Lungu, when he was in the same age range as Brian, was wisely advising the Father of the Nation. KK appreciated what the youth could do and lent them an ear. Like Muhabi, in the field of economics, you had people like Rabson Chongo who at a very early age were competently making economic policy decisions for the country. Even outside Government you had entrepreneurs like Andrew Kachibe who as a young man in the 1980s did what the city council was failing to do. Andrew set up a private sanitation firm (Andrew-Kurt Limited) in eight townships of Lusaka for emptying pit latrines to stem water borne diseases in the city. Jeff Sitali very early in his life brought innovative changes to journalism and media presentation. Even the older journalists were learning new tricks from him. Natasha Salifyanji Kaoma, then a 25 year-old Zambian doctor, won the Queen’s Young Leader Award

in July 2017. Natasha Kaoma who is a women’s health advocate led a drive to launch fundraising to provide menstrual hygiene kits to girls in rural areas. She made an impact in her community and says she won’t rest “until all women and girls in Zambia live their lives to their maximum potential,” has promised herself to be “on the frontlines, speaking, inspiring, uplifting millions one life at a time.” Another Natasha, Natasha Mwansa, a young 18-year-old girl was awarded with the World Health Organisation (WHO) Global Award in May 2019. This award is given to individuals doing extraordinary work in promoting people’s health around the world. Former US President Barack Obama noticed and singled out B-Flow from a large congregation of upcoming young men from all across the world at the 2015 Mandela Fellowship summit. B-Flow and the other young Zambian youths cited here are evidence that our youths can be mentioned in the same breath as the Malalas, Thunburgs, Claudette Colvins, Alicia Garzas, Opal Tometis, David Hoggs and Martin Luther King Jnrs. The older generations should not think they possess all knowledge and that they can mend any problem we may face. They should be more sensitive and modest instead of claiming like Trump that they are some kind of “stable geniuses” who have answers for everything. On Covid-19, Trump was even heard saying that he would fix it by having people inject detergent into their blood streams! Zambian youths continue to prove that even without the right conditions, they can still make an impact and will excel inspite of working in very trying conditions. We should not handicap them further but instead give them the right environment. Let us not be so opinionated that we stop listening to our amazing youths. These are examples for Ballies like Bowman Lusambo, instead of thinking that they have the answer for everything, to reflect on and modestly pose the rhetorical question, “Why should B-Flow be listened to?” ‘ZAMBIAN YOUTH.’

Kalomo women empowered OVER 2000 women in Kalomo district of Southern province have been given a non- refundable grant of K2,700.00 per each extreme poor household to engage themselves in income generating activities. Witnessing the official hard cash out to the beneficiaries yestersday, Kalomo district commissioner, Cosmas Chiiba said government was awake to the challenges vulnerable households face in communities, hence its gesture to come to their aid to increase access to their livelihood. The Supporting Women’s Livelihood (SWL) initiative, a component of the Girl’s Education and Women Empowerment and Livelihood programme (GEWEL) has dished out cash to 2,774 beneficiaries in all the three chiefdoms of Kalomo district. District community development officer, Bright Chooma says the imitative is to put extremely poor households who were on the social cash transfer scheme (SCT) to escape

poverty and sustainably support themselves in a variety of income generating activities of their own choice. He said the beneficiary criterion was based on female households aged between 19 and 64 who were benefiting from the SCT programme. By press time a total of 1,661 women got their grants under the payment providers, the United Bank of Africa (UBA) alongside Natsave , Zamtel and Airtel money mobile services. Mushindano tailors empowered By JACKSON MAPAPAYI TAILORS in Mushindamo have been empowered to make and supply 6000 face masks, courtesy of the Disaster Management and Mitigation Unit (DMMU). The 6000 face masks will then be distributed in all the schools in the district. Mushindamo District Administrative Officer, Oscar Mugala, confirmed the development in an interview yesterday. Mr Mugala said the tailors had swung into action to ensure that they meet the target. ‘’Yes, I can confirm that the Disaster Management and Mitigation Unit has awarded a contract of making face masks that will be supplied in all the schools. The total number of the masks is 6000,’’ Mr Mugala said. He said the district had not recorded any case of Covid-19 and that all the schools that had opened for examination classes were doing well in terms of preventive measures. ‘’And all the schools are observing hygiene in line with the guidelines provided by the Ministry of Health,’’ he said. He also revealed that all the schools were disinfected before opening doors to examination classes. Mr Mugala appealed to well-wishers to come on board and help in the prevention of the spread of Covid19. He said the fight against the pandemic could not be left to Government alone but needed concerted efforts from all stakeholders.

Phrases from the Parts of Speech Most of the parts of speech can be made into phrases by adding information that is directly associated with them. Eight common types of phrases are: noun, verb, gerund, infinitive, appositive, participial, prepositional and absolute. NAIROBI - A police camp in Kenya’s Naivasha town, west of the capital Nairobi, was set on fire by angry residents who were protesting against alleged harassment. The residents set the house of the officer in-charge on fire before flames spread to the other houses. Fire fighters put out the fire but property of unknown value had been destroyed. No one was injured in the incident, according to Naivasha subcounty commissioner Mathioya Mbogo. Police have not made any arrests and are investigating the arson. Ramaphosa refers ‘draconian’ Secrecy Bill back to Parliament

JOHANNESBURG - President Cyril Ramaphosa has referred the controversial Protection of State Information Bill, or the Secrecy Bill as its many critics have dubbed it, back to Parliament as he “cannot assent to the bill” given his reservations of its constitutionality. The contentious bill has been gathering dust, unsigned in the Presidency since 2013. In a letter to National Assembly Speaker Thandi Modise dated June 2, Ramaphosa noted former President Jacob Zuma had previously sent the bill back to Parliament and while he appreciated the unorthodoxy of his move to again refer it to the legislature he believed it was the only way to proceed. Ramaphosa said while Zuma had sent the bill back flagging “minor editorial issues,” his reservations about its constitutionality were based on several legal opinions. He noted Section 32 of the Constitution guaranteed everyone had the right of access to any information held by the state, and any information that was held by another person and that was required for the exercise or protection of any rights, and section 16 guaranteed freedom of expression, including press freedom. “It is clear that the bill limits both of these sections,” he wrote to Modise. “The bill limits the freedom of the media (and everyone else) to access or receive or impart information. This is a limitation of section 16. “The bill also prohibits people from accessing certain information held by the state. This is a limitation of section 32.” Ramaphosa said the importance

Burundi’s constitutional court to decide interim leader after president’s death NAIROBI - Burundi’s constitutional court will decide who takes over as interim leader following the sudden death this week of President Pierre Nkurunziza, the government said in a statement on Thursday. According to the constitution the speaker of the House is supposed to take over, but there has been uncertainty as to who is in charge. The government announced on Tuesday that Nkurunziza, 55, had died of a heart attack although it was not clear which day he died. Nkurunziza had been due to hand over power in August to President-elect Evariste Ndayishimiye, who successfully stood for the ruling party in elections last month. The cabinet decided at an extraordinary cabinet meeting on Wednesday that the constitutional court should guide the country and “show modalities of filling the post,” the government statement said. Burundi watchers have been keen to see whether the country’s powerful cabal of army generals and security chiefs who propped up Nkurunziza during his 15-year rule remain united over the succession.

Pierre Nkurunziza Authorities have not yet announced a date for Nkurunziza’s burial. Meanwhile, the cabinet has suspended music in public places during the seven-day mourning announced by the government. THUMBS UP TO JUDOKAS FOOTBALL has for long been termed as the number one sport in the country. The "beautiful game" gets all the recognition and attention from both sports fans and the Ministry of Sports, Youth and Child Development. While sports associations have for long been known for complaints on the perceived bias towards football from the ministry of Sports, one would argue that football is the major sporting discipline in the country and these minor sports must not cry foul as they clearly never attract the huge fan base as football. Despite the tag of being a "minor sport," the Zambia Judo Association (ZJA) has taken the initiative by “standing up to be counted.” Despite the coronavirus paralysing sports, it has been an opportunity to the ZJA to plough back to the community with massive donations towards the fight against the pandemic in different parts of the country. They have disinfected schools and masked up over 500 people. ZJA president Alfred Foloko has led the way in proving that it's not everytime that you have to receive but also contribute to the community that give us our medal winners. Such gestures can aid the so called "minor sports" to leave a mark that will make them receive more recognition. If they don't avail themselves to the public, no one will know they exist. Other associations should take a leaf from their Judo counterparts by venturing into community service as well as sensitising the public on the sports disciplines. It is cardinal for minor sports to rise to the occasion and spread their tentacles to various parts of the country to be recognised. It's kudos to ZJA executive committee.

Sports Council polls on By MICHAEL MIYOBA OVER 50 national sports federations will today convene at National Sports Council of Zambia (NSCZ) in Lusaka to elect the board vice chairman and other board members. The elections which were approved by the ministry of Health will be monitored by Minister of Sports, Youth and Child Development Emmanuel Mulenga who is determined to ensure that the polls are conducted in a free and fair manner. Mulenga said on Thursday that Government is determined to put the board in place so that it can do its work. “We have a permit from the Ministry of Health and they have allowed us to go ahead with the elections for the sake of good governance. “I want the polls to be free and fair and transparent so I will be there to make sure that the counting is done, and the winners are announced then I will leave,” Mulenga said. And NSCZ General Secretary Raphael Mulenga said federation leaders are determined to participate in the elections to choose their representatives. Mulenga said federations which haven’t been active have also registered to take part in the polls which

will choose the remaining board members. He is confident that the elections will be done in a free and fair manner as a new board entrusted with the development of sports in the country is elected. The polls will see Badminton Association of Zambia president Kamatuwa Chirwa compete with former board member Charles Mwanza from the Zambia Golf Union and Nicole Sharp Phiri from the Zambia Swimming Union for the vice chairman’s position. Meanwhile, seven candidates will be elected as board members from the 11 candidates who filed in their nominations for the vacant positions. The board, which is elected by both Government and the constituency comprising national federations was expected to be constituted before July. Last week, Sports Minister Mulenga announced the appointment of ZICTA director-general Patrick Mutimushi as NSCZ board chairperson. RETIRED Zambian international Moses Sichone says striker Patson Daka has the attributes to become a top player in the Bundesliga should RB Leipzig sign him. Sichone, who spent most of his professional career playing in the German league, said Daka has enough experience to play in the Bundesliga. According to a report by transfermarkt. com, Redbull Salzburg sister club and German Bundesliga upstarts Red Bull Leipzig are eyeing Daka as an option for Timo Werner who has joined Chelsea. Reacting to the news, Sichone said he would recommend Daka to switch to Leipzig as it is a more competitive league compared to the Austrian league. "It would be a great thing if he switched to Leipzig. Bundesliga is not just any other league compared to Salzburg where he is playing at the moment. "Bundesliga is not easy, but he is young and all he needs is determination and focus. He has a bit of some experience, played in the champions. And he’s disciplined. …FAZ praying for government approval to restart league

HE Football Association of Zambia, (FAZ) says the decision to resume the MTN/ FAZ Super Division lays with Government through the Ministry of Sports, Youth and Child Development and the Ministry of Health. FAZ president Andrew Kamanga said in an interview that they have submitted recommendations which will have to be approved by Government for the league to start.

“We have given a request to restart all the leagues and the government will guide how that process will happen. We can’t go into the details now because we don’t know whether Government will decide how it’s to be done so everything is speculative as we speak. “We wrote and we are constantly checking and consulting with the Minister of Sports because at the end of the day it is the ministry of Sports and the ministry of Health to guide,” Kamanga said. Kamanga said FAZ is focusing on

resuming the league which will make it possible for Zambia to start preparing for the AFCON and World Cup qualifiers. He said the Zambian league will have to be active before preps for CAF games, the AFCON and World Cup qualifiers can resume. “The key issue is to restart the league which has a bearing on international competitions. “There is the AFCON qualifiers which have to be played, there is also the World Cup qualifiers so everything is possible between September and the end of the year but for us to go into those

programmes we need to be active before we can start preparing,” Kamanga said. Meanwhile, Government says it is still assessing the recommendation submitted by FAZ for the league to resume. Youth, Sport and Child Development Minister Emmanuel said he would give a comprehensive statement after meeting officials from the Ministry of Health who are expected to regulate the league. Mulenga said his ministry is determined to see football returning after the ban on contact sports was imposed three months ago due to the Covid-19 pandemic.

PSL gets green light to resume training as government approves protocols THE South African Football Association (SAFA) has announced that government has approved the protocol of regulations that will allow for PSL teams to resume training. PSL matches were last played on March 11 before the league was halted in line with measures to combat the spread of the coronavirus. This left most clubs with six or seven matches of the current campaign still to play. A SAFA Joint Liaison Committee (JLC) was then put together to formulate safety measures for soccer to resume that was to be approved by Minister of Sports, Arts and Culture, Nathi Mthethwa. This has since been approved and was confirmed in a statement yesterday. “According to Government Gazette promulgated by Minister of Sports, Arts and Culture on 11 June 2020 under the Disaster Management Act of 2002, football can resume training after complying with the regulations. “These regulations entail among others that all teams need to test for Covid-19 and chronic medical conditions (as stipulated in the football return to training protocol adopted by the SAFA Joint Liaison Committee (JLC) and results must be sent to the Compliance Officer. “Disinfection of the training venue is mandatory, so is the daily screening of Covid-19 symptoms for all those involved. “All teams are encouraged to undertake strict hand and respiratory hygiene and have a consulting doctor at all times as stipulated in the return to football protocol adopted by JLC. – SPORT24.
