Private schools in salaries’ limbo By ROGERS KALERO SOME private schools are worried that the prolonged closure of learning institutions will lead to failure to pay salaries of their teachers because they are not getting any income. School authorities at various private schools in Kitwe said they could fail to pay salaries for their teachers because schools had not been receiving any income in form of fees from parents. Authorities at institutions, including Pumpkin Patch and Elim Schools said in separate interviews that private schools had been hit hard by the COVID 19 and were hoping it could be brought
under control by next month. Elim Head Teacher, Obbie Chanda, said because schools were not providing services to the children, parents were not paying school fees “Parents pay school fees because of the services which the schools provide to children, but now that the schools have been closed due to COVID 19, parents are not paying school fees ‘’It is the same money from the school fees that we pay our teachers, but with this situation now, it is difficult to pay our teachers. We will be hit harder if the situation continues,’’ Mr Chanda said And Pumpkin Patch Director, Scrivener Chimbulu, shared the same concern and hoped that the situation could be brought under control soon. And in a related development, Persons with Disabilities have demanded that they should be included in all plans to manage the current COVID 19 outbreak by ensuring that relevant information relating to the prevention and how to handle the illness is provided to them in various forms
Millers chided for failing to buy early maize By BENNIE MUNDANDO MILLERS’ failure to buy early maize from commercial farmers will discourage farmers from growing more to cushion food security in the country and this will cause problems in the event there was a drought, the Youth in Action for Sustainable Development has warned. Last year, President Edgar Lungu asked farmers to venture into early maize production to boost food security in the country. The Ministry of Agriculture, Zambia National Farmers’ Union, Grain Traders Association of Zambia and the Millers Association of Zambia then sat and agreed on the modalities of marketing of the commodity though the tripartite agreement. But when the crop was harvested and ready for purchase, a hitch ensued where the millers maintained that there was not enough maize on the market and asked Government to offload more from the Food Reserve Agency (FRA). Famers insisted millers were not buying the maize because they wanted the cheap consignment from FRA and last week, Government allowed the export of 83, 000 metric tonnes of grain under the early
maize programme. But speaking to the Daily Nation yesterday, YASD executive director Zebedy Lukwesa said while he appreciated the fact that commercial farmers had been allowed to export the commodity to other countries, his organisation was not happy with the way they were treated. Mr. Lukwesa said there was need for Government and farmers to have mutual understanding and not allow millers to strain the relationship that existed as doing so would make the commercial farmers not trust Government in future, when it will matter most. He said with climate change effects becoming a reality, irrigation agriculture was the only viable option for assured food production in Zambia. “These same commercial farmers we are trying to push here and there are the same people who will provide us with a cushion in a season we don’t have good rains. The millers will always continue making demands, purely for profits. “The day commercial farmers will refuse to grow early maize, which is, by the way, expensive, these millers will not be there to salvage the situation. Government must not allow itself to be used for manipulation. Let us motivate our farmers grow more,” Mr. Lukwesa said.

LUNGU MAKES CHANGES, AS SALARY DEDUCTIONS EFFECTED

RESIDENT Edgar Lungu has terminated the appointment of Deputy Auditor General in charge of Corporate Services Division, Sally Ross. President Lungu has since appointed Director of Finance at the Ministry of Housing and Infrastructure, Clare Mazimba, to replace Mrs. Ross. The President has also terminated the appointment of Controller of Internal Audit at the Ministry of Finance, Joyce Sundano, and replaced her with Chibwe Mulonda. The President has wished
the new appointees God’s blessings as they serve in their positions and he has thanked those whose appointments have been terminated for the service rendered. Meanwhile, Cabinet has effected President Lungu’s decision to reduce his salary and that of his Cabinet between a range of 15 and 20 percent. In December, the President directed the Secretary to the Cabinet to slash the salaries of highly paid public officers in Government. The public officers whose salaries have been cut, are from Permanent Secretaries up to the President.
The decision by the President is meant to cushion the impact on citizens arising from the increase in fuel prices and electricity tariffs last year in December. President Lungu said he has shown the way and those willing to work with him should be ready to sacrifice. K78m donated Covid-19 fund still intact By BUMBA CHIMBULU
GOVERNMENT has not yet started using the over K78 million which has been collected through donations to fight Covid-19, as it relies on effective accountability of public resources to revive the economy post the pandemic which had led to low revenue collection. An estimate of over K78m in total cash and donations has so far been collected. This however excludes pledges that have not been honoured and items whose value has not yet been communicated to Government. Accountant General, Kennedy Musonda said the over K78m was still intact at the Bank of Zambia (BoZ). Mr Musonda explained yesterday in Lusaka at a press briefing that all donations which were being done through different commercial banks transit accounts ended up at an account held at the central bank. “Of the amount that has been donated, we have not yet spent anything because we are still using Government resources. “So this money is still in the central bank and very soon we should be able to identify areas within the Ministry of Health or Disaster Mitigation and Management Unit where this money will

Secretary to the Treasury, Fredson Yamba, said Government was aware of the need to practice accountability of public resources, including donations towards Covid-19 as a way of getting the economy back on a growth trajectory post the pandemic. GOVERNMENT must ensure that development continues in all parts on the country despite the Covid-19 outbreak, says Sinazongwe Member of Parliament Gift Sialubalo. Mr Sialubalo noted that the pandemic was stealing the attention of many countries but that for Zambia, Government must not allow development to suffer. He said that areas such as

Water, he said, had remained a challenge affecting many communities and he feels Government must start considering water harvesting mechanisms. “As a ministry, we have continued to pursue measures aimed at enhancing transparency and accountability in the utilisation of resources allocated towards the Covid-19 pandemic,” he said. The donations made by well-wishers, he said, would help Government to stay within the resource parameters approved by Cabinet for the fight against Covid-19. Mr Yamba urged those who were still working to exert optimum productivity to ensure that the impact of the economic deceleration on Zambia remained reversible. Mr Yamba also stressed that the alertness of SMART Zambia in ensuring that the government-wide ICT facilities remained operational was important to economic recovery. Government, he said, had over the last few weeks placed internal auditors on high alert in identifying internal-control weaknesses and providing practical recommendations in areas requiring transparency, accountability, and performance improvement. Mr Yamba said explained that the internal auditors ensured a mandatory pre-audits of all expenditure before disbursements were made and witnessed the receipt of donations to enhance transparency and accountability, among others.

"The dam was left by the Germans some years back but because it is the only one in the area, it developed a crack and the community asked for help from me, that is how I came on board and made a contribution so that the dam can be rehabilitated," he said. And Mr Sialubalo said that during the 2018/2019 Constituency Development Fund, some money was allocated for the installation of solar water mechanisation at Sinakoba Primary School. He said that the school and surrounding villages was hit by critical water shortage resulting in people walking long distances in search of the commodity.

EMBRACE DIGITAL SERVICES THE use of online platforms has become convenient and absolutely necessary now than ever before especially in the wake of the Covid-19 outbreak. Online financial services have provided a life-line for money transfers and purchases with limited physical contact while e-learning has also provided a convenient way of engagement in academic and professional affairs. Employees have been able to operate remotely, away from stressful activities in the offices and other workplaces. Therefore, institutions of higher learning should embrace e-learning to avoid overcrowding lecture rooms, student residences including communal bathrooms. In fact, a number of universities in Zambia started conducting paperless lectures some time back and thus the complete use of online devices is not strange at all. This has reduced the use of costly stationery for institutions and students. There are a number of advantages for the institutions as well as for the students, chief among them reduced costs. E-learning will entail that students would not have to pay for lodging and food; transport costs would also be eliminated. Universities and colleges will enjoy reduced costs in terms of electricity and water charges, usually pushed up by the huge student populace. Secondly, the universities will not have to hire a horde of outsourced workers to do the cleaning of students’ residences. The hassle and bustle of lecturers shuttling from one lecture room to the other, ploughing through crowds of students is stressful which will not be experienced. However, there is a downside of this trending technology, among them prolonged periods of power load-shedding which renders electronic online gadgets usage impossible. This makes management of examinations extremely challenging as a session could be disrupted midway through; the learning process could equally be curtailed. The system is also prone to cheating because a dishonest student can engage another equally dishonest person to assist write a particular course as examinations are conducted away from the watchful eye of invigilators. It would also be difficult for students that require hands on and practical demonstrations in laboratory and workshops. For instance, practical demonstrations in agriculture science or agriculture engineering programmes would not be conducted in the field. Students in far flung arears fraught with poor connectivity would have challenges to follow proceedings. However, with Covid-19 cases increasing on a daily basis, students and citizens alike must embrace online services for life to continue rather than complaining about the disadvantages. In any case, students and lecturers could face more challenges if they converged in these institutions and contract the virus. A large outbreak of Covid-19 in an institution could send the entire student populace to an isolation centre along with the academic and other members of staff. This would mean disturbing the learning programmes and perhaps causing disruption to normal life for people in the surrounding community. If such an unfortunate scenario unfolded, it could have a spiral effect, such as overstretching the front-line staff in isolation centres and straining the country’s health system. Therefore, students and lecturers in higher learning institutions must embrace e-learning as much as possible instead of overcrowding institutions, some of which are in a deplorable state. Yes, the downside of using online services is apparent but it is prudent to focus more on the advantages. Thus embrace online services!

OVERNMENT intends to establish a regulator for the mining sector to be called the Minerals and Geological Commission, Ministry of Mines and Mineral Development Permanent Secretary Barnaby Mulenga has said. The objective of the commission was to promote growth and transparency and ensure a better regulated mining industry, Mr Mulenga said. He said the Ministry of Mines and Mineral Development had over the years been unable to effectively regulate the sector because it lacked the financial capacity. Mr Mulenga made the disclosure in a memo to the SmallScale Mining Association of Zambia, Emerald and SemiPrecious Mining Association of Zambia and Association of Zambian Women in Mining, availed to Daily Nation yesterday. He said the delay was also due to lack of legal and negotiation skills and capacity to undertake monitoring

Mr Mulenga said this had resulted in loss of potential benefits that were supposed to accrue from the mining sector to both Government and the citizenry. Mr Mulenga said it was expected that once operational, the commission would address these gaps and ensure a better regulated mining sector, coherent policy reform, enhanced transparency and accountability, autonomy to make decisions and improved investor confidence. “It is our firm belief that the mining sector should make a substantial contribution to the economic development of the country. The abundant mineral resources should be better managed through a regulator,”
Mr Mulenga said. He said the Commission would also be able to licence mineral exploration and exploration activities, monitor and regulate the exploration of the minerals in the country as well as advising Government on national policies, fiscal and regulatory regimes and priorities in the mining sector. The commission would also be enforcing various provisions under relevant legislation, revenue generation from the mining industry, promote value addition to minerals and also enforce research and development to promote the mining industry, he said. “As part of the process, the ministry wishes to engage relevant stakeholders to provide input on the proposed Commission. Minister to serve court papers on radio station, Mpulungu resident By CHINTU MALAMBO PRESIDENTIAL Affairs Minister Freedom Sikazwe has been allowed by the High Court to serve his application for injunction on a radio station and a Mpulungu resident whom he has sued for defamation, regardless of the Covid-19 pandemic. In this matter Mr Sikazwe, who is Member of Parliament for Mpulungu has sued Victor Sinkala and Walamo Radio Limited for defamation of character over their allegations that he stole Constituency Development Funds (CDF). High Court judge Sharon Newa however, ordered that in view of the Coronavirus break, Mr Sikazwe as a plaintiff should serve the application for

an injunction on Walamo Radio Station and Sinkala. “In view of the corona virus outbreak, I direct that the injunction application is served on the defendants. The defendants shall file affidavits in opposition and skeleton arguments if any by 14 May, 2020. The plaintiffs shall file an affidavit in reply and skeleton arguments if any by 22 May, 2020. I will therefore deliver my ruling,” Judge Newa said. In his statement of claim, Mr Sikazwe asked the High Court to order Walamo Radio Limited and Sinkala to give him damages for slander and libel as well as aggravated and exemplary damages for allegedly defaming him. He also wants the court to grant him an injunction
to restrain Walamo Radio Limited and Sinkala from repeating the alleged defamatory statements until final determination of the matter. Mr Sikazwe also demanded interest on any sums awarded from the date of writ to the date of full settlement and any other reliefs plus costs for the proceedings of the matter. He claimed that on or about April 21, 2020 Walamo Radio Limited and Sinkala in disregard of his reputation or professional standing, uttered and caused to be published during the 13 hours news briefing programme on radio through an audio recording the alleged defamatory words.

No ‘tuntemba’ parties - Musenge
ALL political parties must respect the constitution by upholding democratic tenets, former NDC secretary-general Mwenya Musenge has said. Mr Musenge, who is former Copperbelt Province Minister, said political parties must all adhere to the provisions of the constitution. He said in an interview yesterday, no political party should shy away from undertaking inter party elections because this was what the 2016 amended constitution demanded. Political parties that do not hold party elections abrogate

AU postpones summits By BENNIE MUNDANDO and KALOBWE BWALYA THE African Union (AU) has postponed the two Extra-Ordinary Summits that were scheduled to tackle matters related to the African Continental Free Trade Area (AfCFTA) and Silencing of the Guns by 2020. The two summits that were scheduled to be held simultaneously in South Africa on May 30, have been moved to December 5 due to the novel coronavirus. Zambia’s Ambassador to Ethiopia and Permanent Representative to the African Union, Emmanuel Mwamba confirmed the development and said the new dates that have been proposed were also contingent on the behaviour of the Covid-19 pandemic. First secretary for press and tourism at the Zambia Embassy in Addis Ababa, Ethiopia Inutu Mupango Mwanza said Mr. Mwamba noted that the implementation of the commencement of actual trading under the AfCFTA that was due to start on July 1, 2020 but has been moved to January 1, 2021. “The ambassador said it was however hopeful, that the postponement of the summits would not derail the acceleration of intra-Africa trade and economic integration. On silencing the guns, Mr. Mwamba said the AU seeks to find peace to conflict-affected areas as no meaningful development could be achieved in Africa in the absence of peace. “Mr. Mwamba said the impact of the coronavirus pandemic has seen many programmes at the AU being suspended and meetings being held through tele- conferencing facilities,” Ms. Mwanza said.

ENGLISH LANGUAGE TOPIC: STRUCTURE | SUB-TOPIC: COMPARISONS LESSON #2: Comparative Adverbs TEACHER: Anthony Simukonde Definition Comparative adverbs, like comparative adjectives, are used to describe differences and similarities between two things. While comparative adjectives describe similarities and differences between two nouns (people, places, or objects), comparative adverbs make comparisons between two verbs – that is, they describe how, when, how often, or to what degree an action is done. For example: • “John is faster than Tim.” (comparative adjective) • “John runs faster than Tim.” (comparative adverb) • “John is more careful than Tim in his work.” (comparative adjective) • “John works more carefully than Tim.” (comparative adverb) Comparative adverbs and comparative adjectives sometimes have the same form (as in faster above); other times, they have different forms (as in careful/carefully). However, even when the forms are the same, we can tell the difference between the two by looking at what they modify. While the comparative adjectives describe differences between the physical or personal characteristics of John and Tim, the comparative adverbs describe differences in how they carry out actions (run, work, eat, etc.). Forming Comparative Adverbs We form comparative adverbs by adding the ending “-er” to the base adverb, or by adding the word more (or less) before the base adverb. There are simple rules that tell us which method is correct. One syllable + “-er” In general, when the adverb has only one syllable, we add “-er” to the end of it. The table below shows some of the most common one-syllable adverbs and their comparative forms:

Irregular comparative adverbs There are some exceptions to the rules we’ve just looked at. These are some of the most common irregular comparative adverbs: Adverb badly early far little well

(*Although farther and further are often used interchangeably, there are differences between these two forms. In American English, farther is preferred when comparing physical distances and further when comparing figurative distances; in British English, further is preferred for both.) Comparative adverbs with two forms There are a few adverbs that have two generally accepted forms. In these cases, they also have two commonly used comparative forms. Some of the most prevalent of these exceptions are:
Adverb cheap/cheaply loud/loudly quick/quickly slow/slowly
Comparative adverb cheaper/more cheaply louder/more loudly quicker/more quickly slower/more slowly
Note: Although traditional grammarians often consider these adverb forms without “-ly” to be incorrect, they are commonly used in modern English. However, they are still considered less formal than their “-ly” equivalents. Using Comparative Adverbs Now that we have seen how to form comparative adverbs, let us now look at how they are used within the context of affirmative, negative, and interrogative statements. Affirmative statements We can describe change or differences between two things within one sentence, using the word than. For example: (a) “An airplane moves faster than a car.” (b) “I eat more neatly than my sister.” (c) “I work more carefully than I used to.” Note that while the first two examples describe differences between how two things or people carry out an action, the third example describes a change in how one person has carried out an action. Also, in each of the examples, the person or thing that does the action to a greater degree comes first in the sentence. We can also use the opposite adverbs to achieve the same meaning in a different order: (a) “A car moves slower/more slowly than an airplane.” (b) “My sister eats more sloppily than me.” (c) “I used to work less carefully than I do now.” Negative Statements It is easy to form negative statements with comparative adverbs. We just follow the regular patterns for negatives: if the statement contains an auxiliary or modal verb, or if it uses a form of the linking verb be, we insert the word not (either in its full or its contracted form). For example:

We tend to use ‘than’ with a question word if the second person or thing is unknown, as in: (a) “Who runs faster than you?” (b) “Who performs better on tests than Chishimba?” (c) “What animal can jump higher than a monkey?” Exercise Fill in the correct comparative form of the words in brackets to complete the following sentences. OPPER prices advanced yesterday on data showing a solid recovery in top consumer China and hopes of more stimulus measures to help global economies hit by the coronavirus outbreak. Three-month copper on the London Metal Exchange rose one percent to US$5,253 a tonne, rebounding from a more than one-week low hit in the previous session. But the contract was still on track to end the week slightly lower, Absa Bank Zambia indicated in its daily market report. According to Absa, the advancement of the red metal came after its prices inched up on Thursday on signs of steady demand from top consumer China.
However, appetite was weak amid worries over a prolonged period of weak growth. “Three-month copper on the London Metal Exchange (LME) rose 0.1% to $5,226.50 a tonne, while the most-traded copper contract on the Shanghai Futures Exchange (ShFE) gained 0.1 percent to 43,010 yuan (US$6,058.86) a tonne,” Absa said.

Meanwhile, the Zambian kwacha reversed some of its gains in Thursday’s trading session as demand from corporates slowly came back into the market. The market saw supply starting to slow down due to subdued activity from the mining sector which contributes significantly to foreign currency flows.
“At 15:30 hours, commercial banks quoted the local currency at K18.300/18.350 per dollar from an opening level of K18.20/18.25. Being the last day of the week, we expect the local unit to trade firm but could lose some ground as due to an uptick in demand,” Absa said. On Wednesday, Absa indicated, the Kwacha gained significantly against the greenback in its trading session touching a day low of K17.95/ US$ before bouncing back to a close of K18.100/18.150 per dollar from an opening level of K18.200/18.250. Absa attributed this to a further increase in dollar inflows with global development organisations coming to the fore as they converted their donor funds to meet local currency obligations.

THE Zambia Revenue Authority (ZRA) and the immigration department on the Copperbelt yesterday received a boost as the fight against Covid-19 enhanced. 44 CHINGOLA MINERS QUARANTINED F OURTY-FOUR miners at Konkola Copper Mines (KCM) in Chingola have been quarantined after one of the workers tested positive to Covid-19 this week. The 44 workers were operating at the tank house shaft. KCM Chief Executive Officer, Christopher Shepherd, explained that one of the workers showed symptoms of the virus while at the plant, which prompted management to engage the rapid response team. He was immediately rushed to Nchanga North Hospital and later to South Hospital where he tested positive. Mr Shepherd said this when Copperbelt Province Minister, Japhen Mwakalombe, visited the plant to check on the Covid-19 precautionary measures.

SOME Farmers in Kamfinsa agricultural area in Kitwe have opted to seek their own market for their maize other than Food Reserve Agency (FRA). The farmers told the Daily Nation in Kitwe that FRA had always failed to pay them on time, subjecting them to hunger while waiting for their money. HE coronavirus "may never go away," the World Health Organisation (WHO) has warned. Speaking at a briefing on Wednesday, WHO emergencies director Dr Mike Ryan warned against trying to predict when the virus would disappear. He added that even if a vaccine is found, controlling the virus will require a "massive effort." Almost 300, 000 people worldwide are reported to have died with coronavirus, and more than 4.3m cases recorded. The UN meanwhile warned the pandemic was causing widespread distress and mental ill health - particularly in countries where there's a lack of investment in mental healthcare. Their stark remarks come as several countries began to gradually ease lockdown measures, and leaders consider the issue of how and when to reopen their economies. Dr Tedros warned that there was no guaranteed way of easing restrictions without triggering a second wave of infections. "Many countries would like to get out of the different measures," the WHO boss said. "But our recommendation is still the alert at any country should be at the highest level possible." Dr Ryan added: "There is some magical thinking going on that lockdowns work perfectly and that unlocking lockdowns will go great. Both are fraught with dangers." - BBC.

All only agreed to speak on condition of anonymity, such was their fear of reprisals from a government whose human rights record has worsened in recent years. “There is no information,” said one specialist, a health adviser to the government in the commercial capital, Dar es Salaam. “This leads to a tremendous amount of rumours and fears among the population - it’s disastrous for this epidemic.” The adviser, a consultant who is on several working groups in the Ministry of Health, said the outbreak was being treated as “a security issue, not a public health issue,” meaning the health minister did not have the final say. “Everything that is related to corona is now in the (central) government’s hands,” another health consultant agreed. “There’s tremendous political pressure coming from the president’s office to control all of this.” Since Tanzania’s first known case of Covid-19 was detected in the northern city of Arusha in March, the government has officially registered 509 positive cases and 21 deaths. But the last update was more than two weeks ago – on April 29 – a point highlighted by the US embassy when it issued a warning to its citizens on Wednesday. “The risk of contracting Covid-19 in Dar es Salaam is extremely high,” the US embassy statement said. “Despite limited official reports, all evidence points to exponential growth of the epidemic in Dar and other locations in Tanzania.” A doctor working in a leading private hospital in Dar es Salaam said more than 60 Covid-19 cases had been admitted to his facility by May 6, a scale that was already straining its services, with staff from all departments being called on to help. “The number of infected people is likely to be multiple times higher than official figures,” the doctor told TNH. “Despite limited official reports, all evidence points to exponential growth of the epidemic in Dar and other locations in Tanzania.” Footage of secret burials of people who allegedly died of Covid-19 are doing the rounds on social media, while parliament has been suspended following the death of three legislators in quick succession from unknown causes – fuelling speculation over the extent of the outbreak.
The government has adopted politics of silence. President John Magufuli is chairman of the regional Southern African Development Community bloc, yet it was South Africa that called a SADC meeting this month to discuss Covid-19, and Tanzania did not participate. The country was also absent on Wednesday from a virtual East African Community meeting on the regional response to coronavirus. The alleged politicisation of the response is reminiscent of the government’s approach to Ebola last year, when it withheld information from the World Health Organisation over potential cases in the country. Concerned neighbours As a result of the apparent secrecy, concern is mounting among Tanzania’s neighbours over the potential unchecked spread of Covid-19. Zambia closed its border with Tanzania on Sunday, and Kenya is considering following suit after truck drivers coming from Tanzania tested positive for the virus. The Tanzanian government’s initial response to Covid-19 was to shut schools and prohibit most mass gatherings – steps it points to as proof that it does appreciate the seriousness of the outbreak. “Tanzania has implemented more than 40 measures to curb the disease,” government spokesperson Hassan Abbasi said in a WhatsApp message to TNH. “We have three national response committees to Covid-19 and are working daily to curb the disease.” Abbasi rejected the US embassy’s allegation of a surge in cases. “Anyone is free to go to Dar es Salaam and see if there is any single ‘overwhelmed hospital or health
facility’,” he said. However, in addition to the debate over the figures, there has been a succession of controversial measures and statements from Magufuli. In March, the president urged the public to continue attending religious gatherings. “That’s where there is true healing,” he said. “Corona is the devil, and it cannot survive in the body of Jesus.” Last week, he publicly questioned the accuracy of the Covid-19 test kits being used in Tanzania. The head of the national health laboratory was suspended a day later. Tanzania is also unusual among most East African countries in that it doesn’t practise strict social distancing measures. “If there was free information flow, the people would make
informed choices, but, as it is now, people are groping in darkness,” said the doctor at the private hospital in Dar es Salaam. “It’s like walking in a swampy forest at night without a flashlight.” Another doctor, working in the north of the country, said one of her main concerns was that Tanzanians aren’t going to hospital even when they’re in need of urgent care. “If people avoid healthcare, there’s a risk of secondary damage,” she said. “This could lead to consequences that are worse than the virus itself.” “If there was free information flow, the people would make informed choices, but, as it is now, people are groping in darkness. While one doctor said there was no immediate shortage at his hospital yet, a second adviser to the health ministry – also a working doctor – told TNH he had temporarily “taken leave” due to insufficient supplies. “I am talking to my fellow doctors in WhatsApp groups, and they have said it is not enough,” he added. and Magufuli seems intent on projecting a “business as usual” image – which means keeping the country open. Any notion of a lockdown has been firmly rejected. “There are calls to lock down Dar es Salaam – we will never do that,” Magufuli said in an address to defence and security chiefs last month. “This is our main port city and accounts for around 80 percent of government revenue.” Although he announced in December that he will not run again, concerns linger that Magufuli may be preparing to seek a third term. One lawmaker has already proposed extending the president’s stay in office beyond 2020. Amid the swirl of rumours and the absence of reliable news, many businesses have closed their doors. But there is public support for the government’s position not to issue a stay-at-home order. On Tuesday, Tanzania’s central bank approved several measures to temper the economic impact of Covid-19 on the economy. Tanzania’s opposition has slammed the government for not taking coronavirus seriously enough. But the local media – cowed by arrests and suspensions – has preferred to avoid joining overtly in the criticism. “The news media are silent,” the doctor and health ministry adviser who had taken temporary leave said. “They don’t want to fight the government.” The unusual Covid-19 response, which makes Tanzania something of a regional outlier, has led to much speculation, even the idea that the government could be attempting a herd immunity strategy. “But if (Magufuli) is thinking of that, I think many people will die – if they haven’t already,” said the adviser. - NEW HUMANITARIAN.

O think that Covid-19 is for some people and not others, that there must be some to blame and others to uphold, that those leading the fight against the pandemic should be set against one another so that some people can make political capital out of this misfortune, is to engage in self-delusion. Covid19 has come for all of us, for each one of - not for Ministry of Health, not for Cabinet, not for government or opposition leaders or any other grouping! Covid-19 is a lethal global virus with catastrophic consequences. We can only play partisan politics with it at our own peril. Covid-19 can infect anyone anywhere in this country, just as it is already spreading to other parts of the country! We can ill-afford to play politics with Covid-19; to put a wedge between any groups of people on or outside the Covid-19 battleground. On his own, the President is alive to the suffering of the people, particularly the economically disadvantaged persons, families and communities. The President knows the extent of the damage being inflicted on all of us day by day, and the entire economy. The measures that come out of the presidency, I believe, are thoroughly grounded in scientific advice. There must be a balance between the Covid-19 fight and national economic survival; it is not food or health; it is both! So, the national leadership has to exercise a balancing act for all of us to fight the pandemic and survive as a nation. Yes, the Covid-19 pandemic is ripe with enticing fortunes for the politically gullible, but the disaster that awaits us all, if we reduce this misfortune to a partisan political combat, will be all

Since then, media in Africa have plugged the drink’s potential, and several African countries have placed orders for the herbal tonic, sold under the name COVID Organics. The director of Malagasy IMRA research institute, Charles Andrianjara, spoke vaguely of “tests on some people” when contacted by DW for details of any scientific studies on the potion, and referred to many years of experience with the concoction. He was unable to cite any specific research proving the herbal drink’s ability to either prevent or treat Covid-19. It’s also difficult for other scientists to test the potion as its formula is a secret -
in his conversation with DW, Andrianjara said he couldn’t reveal its make-up to protect intellectual property rights. The World Health Organisation, however, warns on its website that there is “no evidence to suggest that Covid-19 can be prevented or treated with products made from Artemisia-based plant material.” While it’s possible new treatments might come from traditional medicines, says Michel Yao from the WHO Regional Office for Africa, people should refrain from using untested remedies for coronavirus. “There is no evidence. We do not know how these traditional medicines, which are recommended by countries or authorities, are actually effective and whether they are harmless to human health,” he told DW. HERB touted by Madagascar’s government as healing coronavirus is undergoing tests by a group of international researchers. The World Health Organisation (WHO) warns, however, that there are no scientific studies yet that prove Artemisia works. Scientists at Germany’s Max Planck Institute of Colloids and Interfaces in Potsdam are among a group of researchers from Germany and Denmark working with the US company ArtemiLife to explore whether the Artemisia plant can be used against the novel coronavirus. “It is the first study in which scientists are investigating the function of these plant substances in connection with Covid-19,” the head of the study, Peter Seeberger, told DW. The cell study will use test extracts from the Artemisia annua plant, also known as sweet wormwood, as well as derivatives isolated from the plant such as artemisinin.
An Artemisia compound has long been used as treatment for malaria. It’s not the first malaria treatment to gain attention in the search for a treatment against Covid-19 – the malaria drug hydroxychloroquine has also been hyped in recent months despite little data supporting its effectiveness against coronavirus infection. Artemisia has also been trialed “quite successfully” against diseases other than malaria, says Seeberger. Studies found the Artemisia extract was effective in inhibiting the first SARS coronavirus (SARS-CoV) that surfaced in Asia in 2002, causing a respiratory illness. The scientists expect results by the end of May at the latest. If Artemisia is found to be effective in these trials, further tests including clinical studies on humans, would still need to take place. “But even if the hopes for a drug based on the active ingredient against Covid-19 end in a disappointment, it
THREE months ago, Africa recorded its first case of coronavirus, sparking fears that the world's poorest and leastequipped continent faced a catastrophe. But so far, the virus has not come anywhere close to wreaking the same damage in Africa as in Europe and the US - a phenomenon that has stirred much debate. What are the figures? Africa's first case was announced in Egypt on February 14 and two weeks later, the first patient south of the Sahara was documented in Nigeria. Since then, Africa's 55 states have notched up around 72, 000 cases, according to an AFP tally compiled from official figures. This amounts to less than two percent of the global total, whereas Africa accounts for 17 percent of the planet's population. The proportion of fatalities also seems far lower in Africa - the 2, 500 fatalities, expressed as a proportion of known cases, yields a death rate roughly half that of the

Experts sound a note of caution about the figures, saying the tally of infections in Africa, as elsewhere, could be under-represented by lack of testing. Early measures? If Africa seems so far to have been relatively spared, several explanations come to mind, say specialists. One is that Africa, lying outside the main pathways of infection from China, used the precious weeks wisely and responded quickly when the virus eventually showed up. "Confinement measures were taken quite early, and this slowed the curve. Most countries implemented these measures almost as soon as the first case was detected," Michel Yao, based in the Congolese capital of Brazzaville for the World Health Organisation (WHO), told AFP. "In France, it took 52 days
after the first case for measures to be taken. In Ivory Coast, the schools and borders were closed five days after the first case. A week later, there was a curfew," said Jean-Marie Milleliri, an epidemiologist and specialist in tropical public health based in Abidjan. Young continent? Another protective factor for Africa is that so many of its people are young, according to one idea. Coronavirus deaths are typically concentrated among the elderly and people with underlying health conditions, said Omar Sarr, a professor of medicine at Dakar's Cheikh Anta Diop University. Around 60 percent of Africa's population is under 25. "The median age (in Africa) is around 19 years," said Milleliri. "Also, there are fewer elderly people because life expectancy is lower. So there are fewer cases and a
virus that is less active." Yap Boum II, an epidemiologist in Cameroon with the French medical charity MSF, also noted: "The population density in Africa is lower, which limits the spread of the virus, and Africans are less mobile compared with western populations." Within African countries, "most cases are concentrated in the capital and large cities, and less in rural areas," Yao agreed. An 'African immunity'? Another theory is that people living in Africa may have a better resistance to the novel virus than in the developed world. "There is crossover immunity, due to long exposure to various micro-organisms, and high vaccine coverage, notably with BCG," suggested Sarr, referring to a venerable anti-TB jab that intriguingly may be linked to protection against Covid-19.

He pointed to Darwinian pressure as the potential reason: "When several pathogenic viruses are competing against each other, some can block out others." What about the future? African countries have begun easing anti-coronavirus restrictions, many of them fearful of the impact of lockdowns on the urban poor. Such moves have to be matched by vigilance, say experts. KALULUSHI Municipal Council on Wednesday dispersed a group of footballers at Kalulushi rugby grounds who were found playing social football, defying Covid-19 guidelines from the Ministry of Health. The council’s assistant public relations manager Lidah Kamanga said Council police and Health Inspectors visited the grounds around 10 hours after a tip from the public about the football session at the pitch. Kamanga said the players scampered when the council officials arrived at the pitch. "The council is now monitoring the grounds and would want to advise the public that football being a contact sport is not permitted as it poses a risk of Covid-19 transmission," she said. Kamanga encouraged the public to engage in sporting activities which did not involve physical contact between players such as golf and tennis. Ms Kamanga added that the officers confiscated the ball and four cones that were used during the match.

PREMIER Futsal League outfit Indy Bullets coach Witson Nyirenda has urged players to remain fit by continuing with individual training during the Covid-19 pandemic period. Nyirenda said the league which was called off following a ban on contact sports, would soon resume hence the need for players to maintain their fitness levels. Nyirenda said players must be committed to doing some light trainings at their respective homes to be relevant when the Premier Futsal League resumes. He noted that there will be no time for players to do catch up when the league resumes. “My general advice to all the players in the league is to maintain fitness. Anything can happen the league can be authorised to

They can say the league should be played indoors only, so the players need to be ready. “We are remaining with four games and most players will struggle especially those that are not disciplined in the first two games but they will pick up,” Nyirenda said. Nyirenda noted that PFL Clubs are hopeful that the league will resume by end of May or early June. The Wildcat PFL was suspended in March after the Zambian government suspended sporting activities to stop the spread of the Covid-19 pandemic. Indy Bullets are fourth on the 15-team wildcat PFL table with 49 points while defending champions Automotive FC dominate the chart with 67 points, nine points ahead of second placed Alliance Inter FC.
Cash ills at Nkana, ‘Mighty’ ZAMBIAN football history can never be told without mentioning two of the most successful clubs in the country, "Mighty" Mufulira Wanderers and "Kalampa" Nkana. The two teams have won 21 league titles between them with Mufulira boasting of nine while Nkana have an unmatched 12. What is so synonymous about the two sides is that they are mainly sponsored by one company, Mopani Copper Mines. Earlier this year, Mopani announced that they had cut the sponsorship for the two legendary clubs to half sparking a lot of worry and despair for their die-hard supporters. Mopani reduced the sponsorship package to each from $420, 000 to $210, 000. Nkana have been searching for a 13th title which now looks far-fetched with such a development. They have already had financial problems which saw them being slapped with a transfer ban after failing to pay Ghanaian player Stephen Adams over K500, 000.
They have also been asked to pay Congolese striker Walter Bwalya about K600, 000. Recently, they have had issues with the bailiffs who pounced on them. All these problems coupled with a cut in sponsorship could see the most decorated club in the Super Division struggle and hobble in the doldrums. A mass exodus of dependable players is expected as the club might not have capacity to pay huge wages. Already, Chisamba Lungu is leaving the club and Kenyan Musa Muhammad is expected to follow suit. Nkana is a club of high calibre which must compete favourably in local and international competitions but such aspirations are hanging in the balance. The Nkana executive must ensure it sources for funds from other ventures. A glimmer of hope might be there with club chief executive officer Charles Chakatizya saying they are financially stable despite the sponsorship halving and can sustain themselves. For “Kalampa faithfuls,” hopes are that Chakatazya's sentiments are not just mere rhetoric but facts on the ground. Across in Mufulira, the cut in sponsorship seems to be the last nail in the coffin for a team which is fighting relegation. They do not seem to have many sources of finance and Mopani has been the “father” sponsor which means the club's financial base is not stable. TP Mazembe declared champions as DR Congo season ends TP Mazembe have been declared champions of the Democratic Republic of Congo after the country's league season was brought to an end because of the coronavirus pandemic. DR Congo's football federation, Fecofa, issued a statement saying they reached their decision following a meeting on Wednesday after the 2019/20 season had been halted by the Covid-19 crisis.
TP Mazembe, who were leading the standings before play stopped, are "crowned champions" with AS Vita Club named as runners-up, the statement said.
