ZCCM Investments Holdings (ZCCM-IH) has entered into a joint venture partnership through its subsidiary Consolidated Gold Company Zambia (CGCZ), with Array Metals, a global mining firm to process gold ore in Mumbwa, west of Lusaka. Array metals is a Zambian company reportedly owned by some PAGE 5 Sudanese. In the agreement, CGCZ will hold a 65% stake and Array Metals Zambia will have 35% in the project, with an initial phase targeted gold production of about 3 tonnes, worth approximately $150 million at current prevailing market prices. CHECK ALCOHOL PRICES IT would appear some traders will do anything for a profit, even if it means taking advantage of a pandemic to make that quick buck. The onset of the coronavirus or Covid-19 has brought out predatory instincts of people, especially traders who have launched unparalleled price increments especially on beverages. A survey in Lusaka has revealed some shocking price trends on alcoholic drinks, which have been in short supply because of the closure of some outlets especially bars and liquor stores. Most of the alcohol can only be bought from supermarkets and minimarts, but at exorbitant prices. While traders at Soweto have increased prices of some commodities by such marginal rates, this is not the case with those dealing in beverages. It would seem that with no one monitoring consumer price activities, these traders have taken advantage to unilaterally up the prices of beverages by more than 100 percent. For instance, a bottle of some liquor that used to cost K200 is now going for between K400 and K500. This is daylight robbery and Government should not allow this. People are already stressed and should not be subjected to this kind of abuse. The shop owners’ excuse of stocks not coming in, cannot hold water. This is simply because people are not doing their jobs to prevent such abuse. There are no price controls in this country because it is an open economy, but this is no reason to subject consumers to this kind of abuse. We have learnt that liquor traders are taking advantage of the Covid-19 outbreak to hike prices of most imported consumables on the pretext that they are in short supply. And Citizens Democratic Party (CDP) president, Robert Mwanza, said it was being unpatriotic for liquor traders to take advantage of the Covid-19 outbreak to inflate prices. All businesses have been hit by the outbreak but prices are still stable,” he said. While realising that every business needs to make a profit, we do not think that traders should be taking advantage of consumers in such a blatant manner. Moreover, we are in a health crisis, fighting one of mankind’s biggest threats, Covid-19, that one would expect businesses to be cognizant of the apparent difficulties everyone is facing. But alas, profit is the driving factor among these alcohol traders in supermarkets. We hope that consumer interest groups will take a keen interest and carry out their own inspections and made their independent observations. This is no time to be abusing consumers. Our concern over the predatory behaviour of liquor dealers is not because we want people to take alcohol. We just want to ensure that consumers are treated fairly and not subjected to abnormal prices. At a time that drinking places are closed as the country tackles the Covid-19 pandemic, it is only fair that in the absence of bars being open, those who take alcohol should be able to get their supplies from liquor stores at fair prices. If anything, the liquor traders would also in a way be making a positive contribution to the Covid-19 preventive measures because people are drinking from their homes. Bars, if ever they open would not be able to maintain the social distancing that is so cardinal in the health preventive measures. Let liquor traders therefore be part of the fight against Covid-19 pandemic by being fair in their pricing and thereby help people develop a habit of drinking from the comfort of their homes. Let it be a win-win situation for all.

He said the first few years President Lungu was in office did not constitute a term under the constitution and that Archbishop Mpundu was well aware of that fact but just wanted to destabilise the country. Mr Mwila said the UPND and its cronies wanted to create an illusion that the country had become ungovernable. He maintained that Bishop Mpundu and his sponsors were having tension in their heads because of their fear of President Lungu as a presidential candidate.

Lungu pardons 2, 893inmates Alcohol By SIMON MUNTEMBA PRESIDENT Edgar Lungu has pardoned 2, 984 inmates from various correctional facilities as part of commemoration of the African Freedom Day which falls on Monday. Minister of Home Affairs, Stephen Kampyongo announced this at a media briefing in Lusaka yesterday. Mr Kampyongo said those pardoned include 155 females and 2, 893males. T h e Minister e x plained that that the action was
in line with the constitutional powers vested in the President. He said the pardoned inmates represent about 14 percent of the total prison population which stands at 19, 248 against the holding capacity of 9, 500. Meanwhile, Mr Kampyongo said in an effort to further decongest the correctional facilities in the light of Covid-19 threat, his ministry engaged the Director of Public Prosecution to consider giving bail or outright discharge to 4, 330 unconvicted inmates charged with minor cases. In this regard, he said, 2, 712 unconvicted inmates had been granted unconditional bail.
Govt gets report over idle mining licences By PETER SICHALI A COMMITTEE reviewing dormant mining licences earmarked for revocation has submitted its report to Government for action. Mines and Mineral Development Ministry Permanent Secretary, Barnaby Mulenga who confirmed receipt of the report said he was still studying the report before appropriate action could be taken. Mr Mulenga said he has since reviewed about 814 licences. “Yes we have just received that report and we are looking at it before making a final decision,” he said. Recently, the
ministry published a notice on Government intentions to cancel dormant mining licences. Licence holders were given an opportunity to show cause on why the ministry should not cancel the dormant licences. He said Government would not hesitate to cancel licences of holders who did not give convincing responses. "After running an advert in the print media we had given a grace period for dormant licence holders in which to respond and those that will not give convincing reasons will have their licences cancelled," Mr Mulenga said.
"On 12th January 2020, some licences were cancelled while some licence holders were warned and those that were cautioned were given chance to explain themselves," Mr Mulenga said. Mr Mulenga said Government was keen to see that the mining sector developed as opposed to holding licences for speculation. "The move of cancellation of dormant licenses is not aimed at pushing anyone but just to ensure that nobody holds the licence for speculation because it does not help any country," he said. Mr Mulenga has appealed to licence holders to comply with the conditions of their licences.

Some traders told the Daily Nation that the prices had increased because the commodities were in short supply. And Citizens Democratic Party president, Robert Mwanza, said it unpatriotic for liquor traders to take advantage of the Covid-19 outbreak to inflate prices. Mr Mwanza said all businesses were struggling because of the negative effects of Covid-19 outbreak but that they had not increased prices. He said business people should realise that even individual citizens had been badly hit financially by the outbreak and that their purchasing power had reduced. Mr Mwanza said it was unfair to take advantage of citizens through price hikes, saying there was need for patriotism from business persons. “This is not right, there is need for patriotism from our liquor traders. All businesses have been hit by the outbreak but prices are still stable,” he said.

‘Gold is for Zambians’ From Page 1 He said in an exclusive interview yesterday, it was unacceptable to allow foreign nationals to benefit from the resource which was for Zambians. Mr Kavindele has joined stakeholders, such us the traditional leaders from North-Western Province and Economic Association of Zambia president Lubinda Haabazoka and some citizens who have rejected the involvement of foreign investors in gold mining. Mr Kavindele who is also former Minister of Health said Zambian citizens must benefit from their God given resource for their livelihoods to improve. Mr Kavindele who is also former Kabompo West Member of Parliament, said Zambians were the owners of the resources and must earn much desired revenue which would trickle down to the improvement of the country’s economic wheels. “Government must demarcate an area at Kasenseli gold area for the local people to mine and then the local people can sell to ZCCM-IH. If ZCCM-IH want to mine peacefully this is what they should do, so that the people can benefit. Local people must be seen to benefit from their resource. And as
far as gold processing is concerned a processing plant must be installed at Kasenseli so that people there can benefit from the electricity that will be taken there and jobs which will be created. “That way then the operations will be peaceful otherwise we can’t see peace there if locals will not be involved in the gold mining activities,” he said. The people must benefit from this resource, Mr Kavindele said, they would not allow their Gold given natural resource to benefit foreigners who came from Sudan and other countries. Mr Kavindele said involvement of foreign nationals in mining the lucrative resource would be unacceptable, therefore, for Government through ZCCM-IH to mine peacefully it should engage locals. It cannot be that all mining of resources there must have the involvement of foreign investors, Mr Kavindele said. Traditional leaders in North-Western Province said gold at Kasenseli must be mined by locals not the US$2.5 million foreign company that will make them perpetual employees. They have vowed not to cooperate with any company, including ZCCM-IH if locals were not given their own area to mine.

GOVERNMENT will sooner rather than later find a permanent solution to the problems at Konkola Copper Mine (KCM) which has been under provisional liquidation for more than one year, Finance Minister Bwalya Ng'andu has said. Dr Ng'andu said Government was working hard to find a permanent solution to secure jobs and assets at the giant mining company. The minister was speaking yesterday at KCM general offices in Chingola before touring the smelter and other departments. Dr Ng’andu is leading a delegation of ministers to look at the challenges the mining sector was facing and to establish better ways of getting the economic-backbone back to sustainable and productive levels.
"President Edgar Lungu sent us here with a clear objective and that is to understand the challenges the mining sector is facing and find ways of sustaining mining without job losses. "This is why we need to find a solution to KCM, which has been under liquidation for a year. Liquidation is not a permanent situation, it is a temporal situation, and hence Government will find a permanent situation to secure jobs and assets at KCM. This has to be done sooner than later," Dr Ng'andu said. Vedanta Resources Limited acquired KCM in 2004 at 79.4 percent shareholding with ZCCM-IH investment maintaining 20.6 per cent shares for operations at Nchanga in Chingola, Konkola in Chililabombwe, Nkana in Kitwe and Nampundwe. However, last year the mine was
placed under provisional liquidation after suffering a series of liquidity and operational problems. Meanwhile, Mines Minister, Richard Musukwa, said it was Government's desire to see that a permanent solution was found at KCM. Mr Musukwa said Government would find an equity partner to guarantee the jobs security for the miners. And KCM provisional liquidator, Milingo Lungu, said Government had continued to show keen interest in addressing the challenges facing the mining industry "For the President to send his ministers to the Copperbelt to see how challenges in the mining industry can be resolved, it shows how much he cares about the sector," Mr Lungu said

ONLY Covid-19 patients who are symptomatic and with underlying health conditions must be quarantined while the rest would in self isolation, President Edgar Lungu has said. And President Lungu has assured owners of bars and nightclubs that their outlets would be opened as soon as consultations were concluded by the line ministers involved. President Lungu said during the national address yesterday that citizens who tested positive but had no symptoms should self-isolate at home. He said keeping a lot of Covid-19 patients in isolation centres, including those who were asymptomatic had become a strain on national coffers. President Lungu said patients who were not in a severe condition and did not have other serious health issues should be isolated at home
President Lungu but under strict supervision and monitoring by health personnel. “Only Covid-19 patients who are seriously ill and those with underlying health conditions should be quarantined,” he said. Govt revamping Zampost GOVERNMENT has started the process of revamping ZAMPOST to make it viable and profitable, Transport and Communications Minister, Mutotwe Kafwaya has said. Mr. Kafwaya said this was being done by diversifying services through Electronic Commerce. ZAMPOST has this year invested US$150 000 in it’s EMS fleet services. Mr. Kafwaya said ZAMPOST would use its infrastructure
dotted across the country to make it operate on a profitable basis. The minister was speaking in Ndola yesterday when he unveiled the EMS fleet of vehicles for ZAMPOST. And Postmaster-General, Brighton Ngoma said ZAMPOST was owed K18 million in unpaid postal services by various companies. Mr. Ngoma, however, said the company was now on a path to recovery. - ZNBC.

He directed the Ministry of Health to hold Covid-19 updates on Mondays and Fridays so as to focus on fighting the pandemic and other duties.

Ms Phiri said UPND MPs did not hold care aabout the plight of electorates in high esteem, warning that it would be a mistake to even vote them back into office. “I am very disappointed with my sister Princess Kasune, the Kembe MP, when the Ministry of Health called on MPs to go and collect protective materials against Covid-19, she said they should take them to her. She cannot go there, seriously if you love your electorates can you take such a stand?” she questioned. And Ms Phiri said Lusaka lawyer, Kelvin Fube was not eligible to attend the PF convention because he was not a member. She said Mr Fube, who is popularly known as KBF was lying to himself to insinuate that he would take over the PF leadership at the convention. Ms Phiri said the expulsion of Mr Fube was final and that if he was to rejoin the party, he would be subjected to a three-year period of not holding any position in the organisation. She however said the PF Central Committee would decide whether the convention would go on or not following the Covid-19 outbreak. Meanwhile, Ms Phiri advised politicians to be sober in the way they speak when they go for interviews on radio. She said there was need to practice mature politics because disparaging words from leaders anger followers.

Plans to establish mining regulator hailed By SILUMESI MALUMO
THE proposed mining regulator, Mineral and Geological Commission, must ensure it enhances growth in the sector because it is critical to the country’s economy, Small Scale Miners Association of Zambia has said. Association president Kunda Chani said the commission once functional must be able to formulate policies that would be beneficial to both small scale and large scale miners.
Mr Chani said the commission must ensure the mining sector flourished for the economy to grow. He said in interview yesterday, the association had made submissions to the Ministry of Mines and Mineral Development on
proposed establishment of the commission. He said it was expected that regulating body would bring tangible changes to the sector. Mr Chaniobserved that for past years, Government had implemented policies that were too injurious, especially to the small scale miners. Government, he added, would overtime undertake numerous policy changes in relation to the mining taxation system aimed at large scale mining firms but they had been enforced even to small scale mining firm which had negatively affected their operations. “For instance, changes in the payment of royalties in 2015 significantly increased the tax burden for small scale operators when it was a policy change aimed at large scale copper producers. “The effects of this focus extends beyond taxation policy to environmental regulation as well. So our submission is that state institutions in its coordinated efforts should work towards drafting regulation and an incentive structure tailored specifically for artisanal and small scale miners,” Mr Chani said. Mr Chani said the proposed commission enable the mining sector to flourish and continue to contribute to the economic growth of the country. Recently Ministry of Mines and Mineral Development Permanent Secretary Barnaby Mulenga announced that the ministry intends to establish a regulator for the mining sector to promote growth and transparency and ensure a better regulated mining industry.

GOVERNMENT and cooperating partners have procured over 20 thermal scanners and materials to combat Covid-19 pandemic, Mbala District Commissioner Kedrick Sikombe has said. Mr Sikombe said the procured scanners and materials would enhance the fight against the coronavirus. He said in an interview that efforts from cooperating partners should be commended and would go a long way in preventing the spread of the COVID-19 He said the thermal scanners would be used to screen people in strategic points such as border posts and market places including check points. ZRA suspends rebates on churches, orphanages

THE Zambia Revenue Authority (ZRA) has suspended over 350 registered public organisations such as churches and orphanages for abusing a facility which allows them to import various goods exempted from tax. ZRA allows such organisations to import certain goods exempted from tax under the Public Benefit Organization (BPO’s) regulation 88A of the Customs and Excise General Regulations. “It is with regret that some of these
BPO’s are abusing the facility by importing various goods which are not being used for the intended purpose,” said ZRA Corporate Communications Manager, Topsy Sikalinda. Mr Sikalinda explained that ZRA on Thursday commenced an audit of all PBOs to minimise abuse. “We want to physically inspect the premises, projects and interact with

Extend cattle-restocking to all South districts, pleads MP By ANDREW MUKOMA SINAZONGWE Member of Parliament Gift Sialubalo has appealed to the Ministry of Fisheries and Livestock to consider extending the cattle restocking programme to other districts in Southern Province. This year, only Pemba and Namwala have benefitted from the cattle restocking programme, a Government initiative meant to help farmers who lost their animals due to animal diseases. In an interview with the Daily Nation, Mr Sialubalo said Sinazongwe too was not spared from cattle diseases just like any other district in the province. Mr Sialubalo said that it would be gratifying if the programme was extended to Sinazongwe adding that many farmers lost their animals due to Foot and Mouth Disease. “There isn’t such a programme in Sinazongwe district yet. Some of our famers just like any other farmer in Southern Province lost their animals. So when such programmes are being provided by Government, we appreciate. “We have been taking our children to school, colleges and universities using animals all needed is to revamp and equip veterinary department and also promoting construction of dams for the animals to have water and grazing areas,” Mr Sialubalo said.
‘Dangling’ masks irritating - DC By MUYANI SHINJABALE IT is irresponsible for anyone to remove masks and leave them dangling below their chins, Luanshya District Commissioner, Patrick Maipambe has said. He said many people had developed the habit of moving around with masks dangling below their chins and only pulled them over their face after being reminded. In an interview, Mr Maipambe noted with concern how a good number of individuals were removing masks immediately they left a bank or shop. He also indicated that some individuals had also opted to not wear their masks despite carrying them and only wore them when someone confronted them. He implored the public to ensure that they wore their face masks whenever they were away from their homes. He also encouraged the residents to adhere to social distancing as well as practice high levels of hygiene. Mr Maipambe said the security wings had entered the markets to enforce the law on wearing masks and washing of hands. H A M B I S H I Copper Smelter has pleaded with Government to settle the K1.8 billion owed in unpaid Value Added Tax (VAT) refund. Company Director, Wei Fan, complained that operations had been affected and that the firm urgently needed the funds to remain sustainable. Mr Wei said Government should expedite payment of the VAT refund because the company was making losses and needed an immediate injection to improve the cash flows. He said this in an engagement with Finance Minister Bwalya Ng’andu and his entourage, who were on the Copperbelt for a fact-finding mission on mining operations. Others in the entourage were Mines Minister, Richard Musukwa, Labour Minister Joyce Simukoko and their Copperbelt counterpart, Japhen Mwakalombe. “The company is making losses hence the need for Government assistance so that we can deal with cash
flow issues. Releasing the pending VAT refund will assist the company with cash flow,” he said. Mr Wei said that even with the huge amount Government owed, the firm was still determined to work with the Zambian people in fighting the Covid-19. "Due to the continued increase in cases being recorded in the country, it may pose a serious threat to the company looking at our operations, health and safety of our employees. “So there is need for screening of drivers by the Government that are transporting copper and acid so as to reduce Covid-19 spread," Mr Wei said. MOST residents in Manyinga are not adhering to Covid-19 preventive measures, Council Secretary Kate Mukonde has lamented. Ms Mukonde noted that it was disheartening to see people wandering in public without face masks and not practicing social distancing. AMBIA has not been spared from the effects of Covid-19 as some people have tested positive to the pandemic. Our country has recorded 74 cases as of last Wednesday. Some employers have resorted to sending their employees on leave while others have instructed their employees to work from home by making use of the internet service. Worse yet, some employers have either laid off workers or put them on unpaid leave because of the coronavirus. This
is very unfortunate considering the suffering this would cause to their families. It is a fact that the Covid-19 pandemic has crippled the global economy and Zambia has not been spared from the economic malaise prevailing in the world. Not too long ago, Mopani Copper Mines (MCM) had laid off more than 11, 000 employees citing the Covid-19 pandemic and the low price of copper at the London Metal Exchange (LME). It had to take the government through the Ministry of Mines to engage MCM in a protracted discussion for the
latter to rescind the decision of putting the mine under care and maintenance for three months, thereby rendering the workers jobless. I feel it is not right for some employers to either put their employees on unpaid leave or to lay them off. The Covid-19 pandemic was not created by the employees. The employers who have dismissed their employees should rescind their decision by reinstating them. The Covid-19 pandemic will one day be brought under control. Any situation, however bad, is not permanent. It has an expiry date. EP, Lusaka.

I WISH to register my concern over the activities of the Citizens Economic Empowerment Commission (CEEC). Its disbursement process is unfair. They called for pre-finance training and told qualified beneficiaries for aquaculture loans that they will not
receive funds directly in their accounts except for digging of ponds. They said CEEC would spend the money while the person borrowing was responsible for repaying and that money has to be spent by them, the borrower was ot allowed to spend the money directly. The CEEC said it would

1, 500 people charged with violating Covid-19 rules NAIROBI - At least 1, 500 people have been charged in Nairobi courts with breaking Covid-19 rules. These offences, which are breach of curfew orders, include failing to maintain physical distance of not less than 1.5metres and failing to wear face masks to cover the nose and mouth while in a public places. Most of those offenders pleaded guilty and were fined between Sh200 to Sh1, 000 before they were released. Those who failed to raise the fines were subjected to community service. In a statement, the Judiciary said it set up two temporary courts at the Kasarani Stadium to handle cases related to violation of Covid-19 rules. The said courts were set up on May 7 following deliberation between the

Superlative adjectives are similar to comparative adjectives, except they express the most extreme degree of comparison, and they are only used when talking about groups of three or more people or things. Forming Superlative Adjectives We form superlative adjectives either by adding “-est” to the end of the adjective, or by adding the word most before the adjective. Although there are some exceptions, we can follow some simple general rules for forming superlative adjectives. “Short” Adjectives With one-syllable adjectives, we add “-est” and double the final consonant if preceded by one vowel. Malawi’s elections chief resigns LILONGWE - The head of Malawi’s electoral commission has resigned a month before a presidential election re- run. HE Supreme Court of Zambia has just delivered a fundamental and remarkable judgement. This is a case in which the Zambia Revenue Authority (ZRA) has been battling with Mopani Copper Mines (MCM) and its Swiss parent company Glencore since 2009. Glencore PLC is a British multinational commodity trading and mining company with its headquarters based in Baar, Switzerland. The Supreme Court has fined Mopani $13 million! The background is that the ZRA conducted an Audit of Mopani Copper Mines for the period 2006 - 2009, which revealed that the transactions between the company and its Swiss parent multinational, Glencore International AG (GIAG) violated the Arm’s Length Standards (ALS). An arm's length transaction refers to a business deal or transaction in which a buyer and seller act independently without one party influencing the other. Chief Justice Ireen Mambilima sitting with Justice Nigel Mutuna and Justice Mumba Malila ruled that any tax authority would find serious misgivings on the lack of arm's length on the revealed transactions between Mopani and Glencore. The Court found Mopani liable of abusing transfer pricing and used it as a mechanism to avoid paying full taxes due to ZRA.
TRANSFER-PRICING The core part of domestic revenue mobilisation for any country its taxation of its citizens and the private sector. For Zambia, its mineral resources present an unparalleled economic opportunity to increase domestic revenue through effective taxation of the mining sector. Despite the tremendous wealth inherent in this sector, Zambia has been struggling to obtain significant financial benefits through taxes from the sector. This is due to various factors including the volatile mining tax regime policies but also the increasing tax-avoidance schemes perpetrated by mine houses that might appear legal but are aggressively aimed at reducing the amount of tax

payable. Multinationals increasingly abuse transfer pricing as a mechanism to avoid paying tax. Developing economies are now increasingly aware of these schemes, especially the abuse of transfer pricing. African governments are now establishing robust legislative and administrative frameworks to deal with transfer pricing issues. For Zambia, curbing the abuse of transfer pricing, is a development financing issue, because without adequate tax revenues, our ability to mobilise domestic resources for development is heavily hampered. The sensitive challenge for Zambia has been to balance
the need to protect its tax base while not seen to be discouraging or hampering foreign direct investment in the mining sector. Zambia has joined many African countries that have begun to put in place, legal rules on the taxation of cross border transactions and the latest Supreme Court Judgement will go a long way in enhancing these measures. It should be noted that this “arm’s length principle” as emphasised by the Supreme Court of Zambia is at the core of most global standards on controlling transfer pricing perpetrated by multinationals. AFRICA LOSES $50BN A YEAR IN ILLICIT FINANCIAL FLOWS
Over the last 50 years, Africa is estimated to have lost in excess of $1 trillion in illicit financial flows (Kar and CartwrightSmith 2010; Kar and Leblanc 2013). This amount excludes capital flight. Capital flight is a large-scale exodus of financial assets and capital from a nation due to events such as political or economic instability, currency devaluation or the imposition of capital controls. This process could entirely be legal or illicit. To resolve the crisis of illicit financial flows and outflows from Africa, the African Union and the United Nations Economic Commission for Africa tasked the fourth Joint African Union Commission and United Nations Economic
Commission for Africa (AUC/ ECA) Conference of African Ministers of Finance, Planning and Economic Development held in 2011 to handle the matter. The conference established a high level panel on Illicit Financial Flows from Africa. Illicit financial flows (IFFs) is defined as money that is illegally earned, transferred or used. These funds typically originate from three sources: commercial tax evasion, trade mis-invoicing and the abuse of transfer pricing. Other origins of illicit financial flows include criminal activities such as the drug trade, human trafficking, illegal arms dealing, and smuggling of contraband, illegal wildlife trade
and bribery and theft by corrupt government officials. The panel headed by South Africa's former president, Thabo Mbeki, established that Africa loses over $50 billion a year through tax avoidance and fraud schemes largely perpetrated by multinational corporations operating in Africa. It became clear that Africa was a net-creditor to the rest of the world, despite the regular inflow of official development assistance. The continent continues to suffer from a crisis of insufficient resources for development, largely caused by illicit financial flows. The Report of the high level panel on Illicit Financial Flows from Africa recommended that Africa must implement measures to radically reduce illicit capital outflows from the continent. The panel recognised that the goals of ending poverty in Africa, the goal to achieve Sustainable Development Goals (SDGs) aimed at reducing inequality within and among nations, and the hope to give practical effect to the fundamental objective of the right of all to development, was attainable if African governments and its partners curbed the illicit financial outflows. *The author is Zambia's Permanent Representative to the African Union and to the United Nations Economic Commission for Africa based in Addis Ababa, Ethiopia.
