GRO dealers have demanded over K600 million owed by Government for farming inputs supplied between 2016 and 2020. The dealers said that because of the inordinate delay, some of their businesses were now collapsing. Agri Business Association president, Mary Tembo, said any more delays in clearing the debt owed to agro dealers would re-
sult in more businesses collapsing. Ms Tembo said the slow rate at which Government had been paying agro dealers does not support growth of local businesses. She said Government was owing input suppliers over K600 million, with some of the debt dating back to 2016. A STATE witness yesterday narrated in the Lusaka Magistrate Court how three arrested Directors of Ultimate insurance faked the value of assets which they used to acquire shares in the insurance company. Tobia Milambo, Nachi Musonda and Richard Lubemba are charged with fraud and forgery over ownership of Ultimate Insurance Company. The three are owners of a company called Marshlands Consortium Limited which is the majority shareholder of Ultimate Insurance limited. Appearing before Magistrate Alice Walusiku, Maybin Silavwe, one of the previous owners of Ultimate Insurance Company, said as the previous shareholders, they issued receipts in the name of wife to Lusaka Businessman Chanda Katotobwe, Felistus Chibamba, for the payment of the K1.5m, which was the full purchase price of the company. He told the court that according to the valuation report the property of stand no. 9192 Kansenshi Ndola for Richard Chisenga Lubemba whose initial valuation report was presented to him and later submitted to PIA had a value of K2, 400, 000, but the valuation report at Ministry of lands had a value of K420, 000. Mr Silavwe said Lubemba paid K21, 000 to ZRA which was five percent of K420, 000 the value of the property. He testified that another shareholder Nachi Musonda’s property from Perfam Agric was valued at over K2, 450, 000 but the valuation report at ministry of Lands showed that the property was only valued at K75, 000
and of which K3, 000 was paid to ZRA as tax at five percent. He said valuation reports were presented to him by Nachi Musonda but when the complainants in the matter conducted a search at Ministry of lands and ZRA they found other valuation reports purported to have been authored by Bitrust Real estates bearing Holland Mulenga’s signature as the principal surveyor and author of the report. Silavwe also said the purchaser of Ultimate Insurance was Chanda Katotobwe on behalf of Felistus Kabwe Chibamba and three receipts were issued in the name of Felistus Chibamba. But at the time of transferring the shares Nachi Musonda told the previous shareholders that he had agreed with Katotobwe and Felistus that they transfer the shares in the ratio of 65 to 35. Mr Silavwe also testified that a print out from PACRA indicated that Marshlands was a shareholder of ultimate insurance. He told the court that according to his knowledge, Marshland Consortium Limited was incorporated on 19 February 2018 at the time the transaction for the sale of ultimate insurance was in process. "Marshlands Consortium has 15, 000 ordinary shares and the purpose it was incorporated is because the sale of ultimate insurance was in process. Mr Silavwe also testified that the board of Ultimate Insurance was not appointed but that old members signed the unanimous board resolution document because they were exiting the company. ‘Govt should stick to e-voucher system’ By PETER SICHALI
DIRECT Inputs Supply System (DIS) should be abolished to reduce unnecessary Government expenditure, says Agri-business Association of Zambia president Mary Tembo. She said the direct inputs supply system that the government was using was too expensive and a drain on public coffers. Ms Tembo said the system has a lot of loopholes for misappropriation of farming inputs. She said Government must instead revert to E-voucher system, which did not require it to provide transport for movement of inputs from the source to various districts. She said under the E-voucher system the agro
dealer will be required to transport inputs from the supplier to their respective shops without Government spending anything on transportation. "This Direct Input Supply (DIS) is a drain on Government coffers because it is required to transport inputs from the supplier to districts and from there it will be required to start taking inputs to various areas," Ms Tembo said. She said the system did not support economic growth of the country as money was taken out of the country by suppliers. Ms Tembo said Government should consider avoiding expenses that were associated with DIS to grow the agriculture sector and the country's economy at large.

Mr. Hamududu said in an interview that it was possible for the government to raise the K51.6 billion through domestic external financing with a convincing domestic economic recovery plan in place. financial institutions want to know how bold and convincing the country’s economic recovery plan is to the different stakeholders and financiers before they could consider offering financial help. Mr. Hamududu said in an interview that the key thing for the country to raise money either through debt refinancing or the International Monetary Fund (IMF) is to craft an evidence-based economic recovery. He said the industry players in the country such as the mining sector should also be able to buy into the economic
recovery plan by agreeing with the mining fiscal regime. Mr Hamududu stated that one of the problems in 2021 national proposed budget was that the mining fiscal regime was not attractive despite the sector being the major economic recovery. “The minister of finance has missed it on the mining sector, he has not given the mining sector an incentive to increase production and investment,” he said He said the country’s exchange rate strength would depend on how much the mining sector recovers and

ZAMBIANS must take the bull by the horns and demand from their political leaders that there is sanity in the manner that politics are practised. This message demanding decency must be directed at politicians not only from the ruling Patriotic Front, but the opposition ranks as well. The venom that is being spewed from the mouths of some political players is not helping to promote peace in the country. They must tell some of these politicians that their conduct is a danger to the well-being of the nation. It is like they are preparing the groundwork for an uprising should things not go their way. Even as August 12, 2021 edges closer when the nation goes to the polls, all must realise that the political contest among the contending parties and politicians must be based on convincing the voters about their policies that will improve their lives. Paramount Chief Chitimukulu of the Bemba has issued an apt statement warning Zambians to be wary of who they vote for next year, not to fall for political agitators he says are seeking State House at all costs. His words of wisdom are directed at the political divide in the nation, that even as there are differences of opinion on how the country should be run, peace and unity must always prevail. “Let us not be excited by political agitators who want to enter State House with or without votes. Political differences should always exist but within the parameters of peace,” Paramount Chief Chitimukulu said. The traditional leader called for peace and unity in the country, saying no one should be allowed to promote tension in the country as he met former Special Assistant to the President for Press and Public Relations Amos Chanda at his palace in Mungwi. We laud Paramount Chief Chitimukulu for advising political leaders to always preach peace and not to harbour hatred in their hearts saying those that move with hate are just wasting time. “Political leaders should preach peace because the person who gates hurt is the one who is harbouring hate and not the one they hate,” he said. There must be respect for the government and it is for this reason that we abhor some statements from certain opposition figures who are politicising everything, from the issuance of routine national registration cards to criminal cases in the courts of law. By politicising the issuance of NRCs, some political cadres have ended up in trouble with the police. When the police have taken action, they have been accused of being politically compromised. The bottom line though is that it is the warped thinking of certain political leaders that is building tension in the country for not wanting to engage with the law enforcement agencies. On Thursday, the UPND Secretary-General Mr Steven Katuka claimed that police are compromised because they are getting instructions from the PF Government. But he forgets that the PF is the party in government and has to ensure that law and order are maintained by the Zambia Police. What all should be demanding is that there must be professionalism in the police service and that it should treat all fairly. Police Inspector-General Kakoma Kanganja, reacting to Mr Katuka called upon all groupings that had issues with the police to engage them so that they could be heard as opposed to issuing inciting statements. That we believe is the way to go. All have a stake in the country’s peace.

By SILUMESI MALUMO THE police officers who were involved in the death of Frank Mugala, a Grade 8 pupil at Chazanga Basic School in Lusaka, must be arrested, MMD New Hope president Nevers Mumba has demanded. The Human Rights Commission (HRC) said the investigations revealed that Frank was killed during the Zambia Police Service operation on February 13, this year. The HRC said the 14 year old boy was killed by a bullet when the police were trying to disperse residents who were protesting after a rumour that individuals involved in gassing were hiding at the school. But Dr Mumba said the conduct of the officers was

He said that no one was above the law and that the police must face the law like any ordinary citizen in society. Antonio Mwanza sues Tukuta By GRACE CHAILE-LESOETSA PF deputy media director Antonio Mwanza has sued photographer Chella Tukuta for defamation. In a statement of claim filed in the Lusaka High Court, Mr Mwanza said the photograppher accused him of being in an immoral relationship with FDD leader Edith Nawakwi. Mr Mwanza is demanding K500, 000 as damages, damages for libel and an order directing the defendant to retract the defamatory words. He also wants an injunction restraining Mr Tukuta from further publishing any defamatory statements against him. Mr Mwanza said the defendant published on his Facebook page entitled christened Chella Tukuta photography, defamatory words against him. “Is it true that Edith Nawakwi goes out with Antonio Mwanza? Is true she is his sugar mommy? Is it true that she sent him to PF to prepare her way to the running mate position? Let her answer these before attacking my Bally,” read the post on Mr Tukuta’s Facebook page. Mr Mwanza said the words contained in

By PETER SICHALI IT is not strange that the Anti-Corruption Commission (ACC) cannot investigate the privatisation because it is now an agent of the opposition, Zambia Jubilee Coalition (ZJC) Secretary General Kwaela Mwanza has said. Mr Mwanza charged that the ACC as an Institution with a mandate to investigate corruption had not shown interest to probe the privatisation process. Zambians, he said, had been demanding answers on how privatisation was conducted and ACC had never made any attempts to get to investigate the matter including how an opposition suddenly became rich. “It has is clear that that the ACC has now become an agent of the opposition UPND because it has failed to investigate the wrongs that were done during privatisation,” Mr Mwanza said. He said it was disappointing that the ACC, a public Institution funded through taxpayers money, had turned out to be an agent of the opposition. “We have noticed ACC getting very busy when dealing with matters involving those in Government even when they have inadequate evidence but Zambians have never seen any interest from the commission to investigate privatisation because it involves those in opposition,” Mr Mwanza said. Tungati Health Centre needs beds, says chief By STEPHEN MWEWA A TRADITIONAL leader in Luwingu has appealed to Government to procure beds and linen for patients at Tungati Rural Health Centre. Chief Tungati of the Bemba speaking people said that despite Government building a maternity annex, there were no beds and beddings for expectant mothers. The traditional leader stated that expectant mothers were subjected to sleeping on the floor with their own beddings. He appealed to Government to provide the health centre with much-needed beds and attendant facilities. Meanwhile, villagers in the Tungati chiefdom have appealed to the Ministry of Health to urgently commission the newly built health posts at Nsemba and Bulambo Villages. The inhabitants bemoaned that despite having the two health institutions, they still walked long distances to access health care services elsewhere, as the two health institutions had not been commissioned for some time now. The inhabitants, who made the appeal through Chief Tungati, added that once the two rural health posts were open they would lessen the long distances people covered to access health care services elsewhere. Meanwhile, Chief Tungati has since thanked Government for constructing four rural health posts in his chiefdom namely, Fikonkonta, Mfungwe, Nsemba and Bulambo.

The new payment solution will make all purchases made via a Tap to Pay-enabled Point-of-Sale (POS) simpler and safer for its customers, says FNB Zambia Chief Executive Officer, Bydon Longwe. THE Zambia Compulsory Standards Agency (ZCSA) has cleared over 14 000 import consignments in the third quarter of 2020 compared to 11,195 consignments in the second quarter. ZCSA communications officer, Caroline Kalombe, said 14,947 import consignments were cleared compared to 11,195 consignments in the second quarter representing an increase in inspected consignments of about 33 per cent. Ms Kalombe said the largest number of consignments was for fuel, fertilizers and food products cleared mostly through Chirundu and Chanida borders. She said this in a statement released in Lusaka yesterday. Ms Kalombe said there was an increase in the number of consignments cleared through Livingstone, Kazungula and Katima Mulilo because of the easing up of COVID-19 measures and resumption of some economic activities in the neighbouring countries. “It is also anticipated that the newly constructed Kazungula Bridge, once opened will become a very busy entry point for the country and is also expected to reduce traffic at Chirundu border,” Ms Kalombe said. She said the pre-export inspection of imported used motor vehicles continued during the quarter under review in a bid to ensure public safety and health. Ms Kalombe said 3,882 motor vehicles were recorded compared to 2,356 in the second quarter of 2020 representing an increase of about 65 per cent. She said 97 market surveillance inspections were carried in the third quarter compared to 132 inspections carried out in the previous quarter. The inspections were carried out to ensure products continue to be compliant to compulsory standards Ms Kalombe said during the period under review, ZCSA conducted 189 factory inspections compared to 114 in the second quarter. She said inspections in the second quarter were affected by the COVID 19 pandemic, but as industry began to devise safer ways of doing business, ZCSA managed to increase its inspections in the third quarter.

NHCC chief natural heritage officer, Kelvin Chanda, said declaring the Barotse plains cultural landscape as a world heritage site would attract investments as visitors to the site were expected to increase. It is situated in the Western province of Zambia. Mr Chanda said this would also mean that jobs for the local people would be created through the investments. He was speaking during the World Wide Fund (WWF) for Nature key conservation messages development and validation workshop in Lusaka. Mr Chanda said once the landscape was declared a heritage site, it would automatically be known worldwide thereby attracting international recognition for the country. “The Barotse Plains is proposed for inscription as a heritage site on UNESCO’s World Heritage List. We anticipate that once this happen, the result will be increased visitations, a boom in businesses and increased investments in lodges and other facilities which will in turn result in job creation for locals,” he said.

He said NHCC was in talks with the Ministry of Mines for an area which could be left for the purposes of preserving culture saying such an area was not supposed to be part of the heritage site. “There could be certain activities that might be introduced in the landscape such as mining which is mostly at variance with conservation and by its nature; the extractive industry is usually quite a destructive part of the natural environment. “But in the set up like the flood plain, there are certain areas where such activities are not allowed if certain aspects of culture are not considered so they are certain extractive industries that might not be permitted in the core area,” Mr Chipote said. The Barotse landscape is a vast expanse of open land with a gently undulating topography incised with a network of canals that are denuded with the waters of the Zambezi when it bursts its banks at the height of the rainy season from October to May. It is also known as the Bulozi Plain, Lyondo or the Zambezi Floodplain and is one of Africa’s great wetlands. It is designated as a possible Ramsar site on the basis of it being of high conservation value. The landscape is a flat plateau at an elevation ranging between 914 to 1218m tilting gently to the south.

health staff. “I am warning you, whoever will not allow the health staff conducting the spraying exercise to spray your houses will face punishment from the palace. I am urging you to take this exercise seriously if we have to eliminate malaria,” Chief Kanyama said. Meanwhile, district health director, Brian Mwachisowa, said Government had provided support to his office to carry out the IRS exercise. Dr Mwachisowa said the involvement of chief Kanyama to launch the exercise was aimed at regaining confidence in the programme following the gassing incident that affected the exercise early this year. MOST schools in Manyinga district are faced with a shortage of school desks for pupils, District Education Board Secretary (DEBS) Kenneth Solochi has disclosed. Most schools do not have adequate desks to accommodate pupils thereby affecting their learning as well as the observance of social distance. Mr Solochi said the school population had rapidly increased especially after the reopening of schools. "The biggest challenge that we have is the inadequate of school desks in most of our
schools in the district. It’s a challenge in that the observance of social distance in the wake of Covid19 is almost a non-starter," he said. He also revealed that the pupil teacher ratio was another challenge the district was facing as number of pupils had drastically increased. Mr Solochi said that currently the district has 17,764 pupils, comprising 9,033 boys and 8731 girls against 416 teachers. He bemoaned a shortage of classroom and staff accommodation in most schools in the district. Manyinga District Commis-
sioner (DC), Geoffrey Malayiti, confirmed the biting challenges affecting the Ministry of Education in the district. "And all the reports have been submitted to relevant authorities for possible action. As district administration, we are sure something will be done in a soonest possible time because education is the nation," he said. The Government will work with your institute to ensure that unlicensed people are not allowed to practice as HR professionals," he said. While it is right for him to express himself within the law, it is not right for him to carry on with alarmist statements which threaten the very peace Zambia is enjoying. The assertion by UPND president Hakainde Hichilema is not only careless remarks but a recipe to anarchy as this is calculated to sow discontent against the legitimately elected government. As a leader of the longest opposition political party, Mr Hichilema should realise that statements of that nature have political repercussions even on Zambia’s international standpoints. Not even countries like one country in East Africa (name withheld on public policy grounds) which had a dysfunctional government from 1991 to 2016 had its citizens disrespect the government. Ever since he came on the political platform, Mr Hichilema has had no regard for the government of the past but this unprecedented hatred against the government of the

Honestly speaking, the PF hierarchy urgently needs to look into the plight of our party structures countrywide, as the current status surely needs economical uplift as one way of motivating them ahead of 2021. It's shocking to see that leaders who have offered themselves to assist improve the welfare of the PF structures and functionaries are easily frustrated with accusations of harbouring presidential ambitions, something that is forcing them to pull back and only our party structures are affected. Surely we don't expect the PF to grow if our structures are ignored economically because these are the custodians of our voters. I feel we need to come up with a proper system in place which can be used to improve the welfare of our party structures countrywide, for clearly only a few individuals are benefitting from the party structures. I have also noted that we have leaders who feel jealous when fellow leaders are assisting party structures and functionaries countrywide to the extent they start sending young people by way of giving them political handouts
to scandalise other leaders saying they have Presidential ambitions. There is no vacancy in the PF for now as endorsements countrywide point at one person as a sole candidate on the PF ticket come 2021 and that is President Edgar Lungu. President Lungu is on record preaching on the need to improve the welfare of not only our PF structures and functionaries but the general citizenly of this nation. If only all PF members regardless of our positions would focus on the party and President Lungu, putting our interests aside, then our party structures countrywide would be extremely comfortable to the extent that the PF would be growing on a daily basis. It's shocking that a party the size of the PF would have structures at district level with no vehicles and we expect these people to mobilise the party on foot. Let's allow leaders with capacity to assist party structures as that will surely be of great service to the PF and President Lungu. What shocks me is that those leaders in the habit of accusing those that are helping party structures and functionaries with both employment and business opportunities, do little to help our party structures and functionaries yet are quick to spread accusations. Youths should refuse to be used by leaders with hidden agendas to propel their political aspirations by mudslinging others. This is no time to be fighting one another within the party but to appreciate every one’s effort and use it to grow the PF. MAXWELL CHONGU.

Let us know that politics is about service not about life and death. The country is currently being embroiled in a lot of political confrontations ignited by various political media personnel playing the I know it all game of words. Not until as a nation we change our mindset on politics, such media personnel have the potential to put this nation on fire not for the sake of service to this nation but for their own selfish agenda. Why can't we emulate the way Americans are doing their politics where despite there being heated rivalry ahead of next months' elections Trump and the opposition's campaign teams clash for not for bodily harm but for solutions to the current situation. Why if we really call ourselves a democratic nation
should we advance political brutality at the expense of political answers that people need to hear on the way forward. Media houses have also been victimised by cadres who are sent many times to disrupt live radio programs and yet we claim not only to be a democratic nation but a christian nation as well. All these bad political vices are happening because political heavy weights are using money to induce illiterate cadres to advance their personal agendas against the national agenda, which should not be the case. Donald Trump, Joe Biden and the Americans are not shedding blood against one another because their mindset is fine tuned to service delivery for the Americans and not for political power, hence we see their campaigns to be peaceful. KALULUSHI Municipal Council and Smart City Limited have sealed a $550 million (K11billion) deal for the construction of a mini smart city in the district. The planning aspect of the project commenced in February, last year. Smart City Limited had embarked on the first phase of the project, involving invitation for bids from qualified and credible contractors to be engaged in the construction of the smart city. The whole project is set to be executed in two phases. Kalulushi Smart City Limited Chairman, Peter Nasilele, said the first phase of the construction of the mini smart city would commence next month after awarding of the contracts. GUINEA ELECTIONS: ...the 82-year-old seeking six more years

ONAKRY - Alpha Condé, Guinea’s 82-year-old head of state, will tomorrow ask his country’s 5.4 million voters for a third term, opening what promises to be a tense, high-stakes electoral season for West Africa, with contests soon following in Ivory Coast, Ghana and Niger. If he fails to clinch outright victory with more than 50 percent of the vote, the president will probably have to face off against his leading opponent, Cellou Dalein Diallo, in a run-off that on past form will probably spark violent confrontation on the streets of Con-

Speaking in an interview, the raga dancehall artiste who has been selected to perform at the annual Sand Music Festival starting on October 30, said he will represent Zambia with pride. "I am very happy and for me, it is a moment to represent my country Zambia," he said. The Sand Music Festival brings together Africa's top artistes. DJ Cosmo will share the stage with the likes Diamond Platinum-Tanzania, Master KG- South Africa, Lucious Banda, Skeffa Chimoto and Namandingo from Malawi to name only a few. The three-day, all-inclusive music festival will take place at Sunbird Livingstonia Beach in Salima. Sand Music Festival is Malawi’s most settled and con-

CAMPAIGN BAN …Zanzibar presidential candidate barred from campaigning

AR ES SALAAM - The Zanzibar Electoral Commission has barred an opposition presidential candidate from campaigning for the next five days. Maalim Seif Sharif Hamad of ACT Wazalendo party becomes the second opposition candidate in the country to be restricted from campaigning by the electoral body. He was accused by a rival party, Demokrasia Makini, of violating electoral regulations. He can appeal against the ban. Kenya sees red over EU ‘betrayal’ NAIROBI – Government has written a protest letter to the European Union (EU) delegation to Kenya over what it terms betrayal after it withdrew support for Cabinet Secretary Amina Mohamed’s bid to head the World Trade Organisation (WTO). Kenya wrote to the EU on Tuesday after a Cabinet meeting where the matter was discussed, citing misrepresentation of facts about Amina’s bid, sources said. Sources within government and diplomatic circles said the EU had indicated support for Amina when campaigns started. EU had promised to support Kenya’s bid financially and also take a leading role in lobbying for the Sports Cabinet Secretary, they said. However, as assurances were being made in Nairobi,
a separate campaign was being orchestrated from the EU headquarters in Brussels with a different candidate being fronted. In search of an ideal coach… SINCE winning the Africa Cup of Nations (AFCON) in 2012, the country has witnessed a massive drop in the performance of the Chipolopolo team. Even though the “class of 2012” had been together for a good number of years, Zambia has struggled to build another golden generation. Zambia has changed six coaches since Patrice Beaumelle quit his job in 2014 to join Herve Renard who was then coaching Ivory Coast. We currently have Serbian tactician Milutin “Micho” Sredojevic on the hot seat and already some fans are not happy with his recent decisions during Zambia’s three friendly games. He is an experienced coach and possibly the only Zambian coach in many years who has come to the country with a rich curriculum vitae. Conflicts between him and some senior players have raised a lot of dust, with some feeling that the “Serbian Wolf” is an enemy of the “legends.” We have had the Clatous Chota Chama and the Kabaso Chongo issues which have brought a lot of controversy. And Sports Minister Emmanuel Mulenga has commended ABSA Zambia for consistently organising the event. Mulenga noted that the consistency of the bank in organising the marathon underlined the focus of the ministry's national sport policy. The minister noted that the event also underscores the call by the President Edgar Lungu for Zambians to stay fit and healthy. He was speaking during the launch of the three-day ABSA marathon held at Garden City Mall yesterday. "The consistency by ABSA to organise the marathon does not only underline the focus of the Ministry of Youth, Sport and Child Development’s national sport policy but also underscores the call by the President for Zambians to stay fit and healthy," Mulenga said. “I wish to call other corporate institutions to emulate ABSA in its quest to contin-
