This is in the case surrounding the controversy over the ownership of Ultimate Insurance Company. Other lawyers reported to LAZ over the same matter include State

THE University of Zambia (UNZA) has announced that it shall be re-opened to all non-graduating students in a phased manner. UNZA acting head of communication and marketing, Brenda Bukowa said following management’s earlier communication and after consultations with relevant authorities the institution shall be re-opened to all on-graduating students in a phased manner. In a statement, Dr Bukowa said all students from the four schools at Ridgeway Campus would open for face-to-face learning on September 28. She also announced that all third-year Natural Sciences and all thirdyear Veterinary Medicine students at the Great East Road Campus would open for face-to-face learning on the same day as at Ridgeway Campus. “All fourth-year Engineering, Mines, and Agricultural Sciences students at the Great East Road campus to open for faceto-face learning on 28th September, 2020, and all students not mentioned in the above categories to continue with E-learning and to follow the already existing sessional dates until further notice,” Dr Bukowa said. She said the decision taken by management had was due to not having enough bed spaces after management’s decision to accommodate all final year and graduating students, in line with the Ministry of Health’s Covid-19 directive and guidelines not to accommodate more than two students per room.

ZAMBIA Air Force commander, Lieutenant-General David Muma says the aerial spraying unit will join the fight against the African Migratory locusts in Western Province tomorrow. Lt. Gen Muma said this was part of the commitment by ZAF to ensure it supports the government through military aid in times of disaster. Lt-Gen Muma said the Airforce stood ready to defend the country at any given time. He was speaking in Lusaka yesterday during the Air Transport Support Com-

Govt launches Covid-19 dashboard By SIMON MUNTEMBA GOVERNMENT has launched the Zambia Covid-19 dashboard which would help improve transparency on how the pandemic is evolving in the country. And Minister of Health Chitalu Chilufya has announced that Zambia’s positivity rate for Covid-19 has continued reducing with 24 cases recorded in the last 24 hours. Updating the nation on the pandemic yesterday, Dr Chilufya said the dashboard which would be made available on the Ministry of Health and Zambia National Public Health Institute websites will show data on Covid-19 daily. The minister said the launched dashboard would help improve transparency on how the pandemic was evolving in Zambia. Meanwhile, Dr Chilufya said no deaths had been recorded, while 39 patients were in admission, with 19 on oxygen therapy. The minister said the latest cases were from five districts and that
1,705 tests were conducted in the last 24 hours.

Government’s focus therefore in the medium-term is to contain the spread of the virus, mitigate the effects of the pandemic and restoring macroeconomic stability as well as growth. While increasing the size of the national budget, Dr Ng’andu announced more tax relief measures beyond the ones provided in April this year, in an effort to stimulate the economy whose growth has been eroded by Covid-19 factors, among others. Other measures include introduction of a local content allowance for income tax purposes for utilisation of selected local raw materials to encourage local content and value addition. Investment tax incentives have been reduced from US$500, 000 to US$100, 000 to Zambians Dr Ng’andu also proposed to reduce the investment threshold for a Zambian citizen to qualify for tax incentives under the Zambia Development Agency Act to US$100, 000 from US$500, 000 for those intending to operate in a priority sector, a multi facility economic zone or industrial park. He said this yesterday during the 2021 national budget presentation to Parliament. “To stimulate economic activity in other sectors, I propose to remove import duty on copper ores and concentrates to encourage local processing, suspend import duty on importation of refrigerated trucks to support the domestic and export markets. “I propose to reduce import duty to five percent from 25 percent on selected trimmings to promote the local garments and textile industry and lower import duty to 15 percent from 30 percent on electric motor vehicles to reduce the use of fossil fuel,” he said. Dr Bwalya however amended other tax measures to support local production, build resilience and mitigate the revenue loss arising from the relief actions. He proposed to increase import duty to 40 percent from 25 percent on agro products such as beef and beef processed products, and fish among others imported from outside the SADC and COMESA regions. Meanwhile, Dr Ng’andu in his K119.6 billion budget was targeting to reduce the fiscal deficit to 9.3 percent of Gross Domestic Product (GDP) in 2021 from the 11.7 percent projected outturn for 2020. He is also targeting to increase Gross International Reserves to at least 2.5 months of import cover and achieve domestic revenue collections of not less than 18.0 percent of GDP. “Government proposes to spend K119.6 billion in 2021 which translates to 32.6 percent of GDP. Of this amount, K68.0 billion, representing 18.5 percent of GDP, will come from domestic revenues and grants. The balance of K51.6 billion will be raised through financing. “Out of this amount, K53.3 billion will be raised from taxes while K12.7 billion will be from non-tax revenues. In addition, K2.0 billion will be grants from our Cooperating Partners. The balance of the total amount will be financed through borrowing K17.4 billion from the domestic market and K34.2 billion will be from external sources,” he said. IMPORT DUTYSUSPENDED! THE 2021 national budget presented by Minister of Finance Bwalya Ng’andu yesterday has been received with mixed feelings by various stakeholders. The UPND said the budget was clearly a campaign tool ahead of the 2021 general elections. Party spokesperson, Charles Kakoma, said Dr Ng’andu has simply allocated funds to the Patriotic Front (PF) campaigns. In an interview yesterday, Mr Kakoma said the health sector was supposed to be given more funds to fight the pandemic but the budget had remained static. “Under normal circumstances people expected the minister to realign the budget towards the fight against Covid -19,” he said. But former Minister of Finance, Katele Kalumba, said the budget would address the challenges of revamping the economy. Dr Kalumba, who expected the minister to increase the budget due to unforeseen

The plan is based on an economic recovery programme aligned with the Seventh National Development Programme and reflects Government’s response to the Covid-19 pandemic, says Economics Association of Zambia (EAZ) Deputy National Secretary, Rita Mkandawire. Finance Minister, Bwalya Ng’andu, in yesterday’s K119.6 billion 2021 national budget indicated that Government would prioritise economic stimulation during the Covid-19 period. Government’s focus therefore in the medium-term is to contain the spread of the virus, mitigating the effects of the pandemic and restoring macroeconomic stability as well as growth. Commenting on this, Ms Mkandawire said it was a positive and ambitious national budget. “The budget is based on an economic recovery programme aligned with the Seventh National Development Programme and reflects to Government’s response to the Covid-19 pandemic. “I have seen that Government intends to reduce the fiscal deficit from 11.3 percent to 9.3 percent, this is ambitious looking at the current challenges that we have,” she said in an interview. Ms Mkandawire commended Government for its efforts to dismantle domestic arrears as this would stimulate economic activities through Small and Medium Enterprises (SMEs). She however expressed concern that Government intended to raise a huge amount for the budget support. According to the 2021 national budget, the balance of the total amount will be financed through borrowing K17.4 billion from the domestic market and K34.2 billion will be from external sources. Ms Mkanadawire however felt that this move would increase the country’s debt. “If you look at how much Government intends to raise to support the budget, I am concerned especially that we all know that Government revenue has drastically reduced, I am not sure why they would make this decision to acquire more debt. “We would like the government to be more conscious and take precautions to say as much as they want to stimulate economic growth, it would be very important for them to continue managing the debt in their finances,” she said.

WITH the coronavirus pandemic ravaging the world economies, Zambia’s has also not been spared. The local currency has depreciated by more than 40 percent since December 2019 when it was around K14.50 to a dollar and currently at K19.8. This coupled with high inflation, has led to a sudden increase in the cost of living more so in the last six months. To some extent, the containment measures implemented by neighbouring countries made it difficult for Zambia to maintain economic stability as commodities could not be easily brought and this obviously pushed costs upwards. In some cases, even the availability of essential medicines such as for diabetes, has been affected as they could not be brought in easily. The theme for the 2029 budget is; “Stimulate Economic Recovery and Build Resilience to Safeguard Livelihoods and Protect the Vulnerable” as this reflects the government’s desire to build systems that will sustain an economic recovery. Finance Minister Bwalya Ng’andu said yesterday when presenting the national budget, “the 2021 Budget, therefore, aims at stimulating economic recovery through practical and tangible support to businesses. The Budget also enhances our social protection response programmes to prevent the worsening of poverty levels despite constrained fiscal conditions.” The 2021 budget is therefore a reflection of Government’s spirited fight against the Covid-19 pandemic and its desire to contain not the spread but to successfully manage the infections and save lives. The number of recoveries from the Covid-19 for Zambia stands at 90 percent, which is a positive reflection on the efforts made by Government to mitigate the pandemic. There is no denying that the Covid-19 pandemic has wrought havoc on the national economy. This is despite Government refusing to implement a full scale lock down. The economic sectors that were shut down for close to six months included bars, casinos, night clubs and schools. The impact was not only felt but visible as workers in these sectors were either laid off or put on half pay. The general impact of all these Covid measures was reduced cash flow which in turn led to price hikes for food items and other services. Mindful of these negative effects, Government has come up with a budget to revive the country’s fortunes by reigniting the various sectors of the economy. Dr Ng’andu explained that the Covid-19 pandemic has not only been a health crisis but has also adversely impacted the economy. Global business activity has contracted as supply and value chain disruptions dampened demand for goods in general and commodities in particular. “The consequence has been loss of jobs and livelihoods for millions of people as countries implemented containment and mitigating measures. “Domestically, economic activity has also contracted, impacting negatively on the cost of living and employment levels. In addition, revenue collections have been lower than projected, resulting in expenditure realignments,” Dr Ng’andu said. Economics Association of Zambia (EAZ) Deputy National Secretary, Rita Mkandawire says the budget is an ambitious and consciously made plan as it reflects Government’s response towards the fight against Covid-19 pandemic, while stimulating economic activities. It is an attempt to revive the economy by ensuring that the Small and Medium Enterprises (SMEs) are given an impetus to activate businesses. Government’s decision to clear arrears to suppliers will in this case provide improved cash flow for these small and medium businesses. Ms Mkandawire commended Government for its efforts to dismantle domestic arrears as this would stimulate economic activities through SMEs. “You cannot grow the economy and ignore the SMEs, and these are people that are ignored by the banking sector. It is a good move and I commend Government for that,” she said. She is however concerned that government intention to finance the budget through borrowing may increase the debt burden. Government’s intention to increase spending income can be seen through the expanding of the exempt threshold for Pay-As-YouEarn (PAYE) to K4, 000 from K3, 300 per month. In the national budget presentation for 2021 to Parliament yesterday, Dr Ng’andu explained the measure would result in K455.6 million additional income in the pockets of Zambian workers. Given the tax reliefs offered to stimulate economic growth, we can only hope that Government commits to implement this ambitious plan without fear. With these plans, the country cannot only overcome Covid-19 but rebound its economic prospects.

JOHN KOMBE THE Esther Lungu Foundation Trust yesterday donated mealie meal and cooking oil to school children and the aged in Kanakantapa ward in Chongwe. Foundation cordinator Mildred Chumbwe who represented the first lady stressed that the donation was aimed at supplementing nutrition for the families amid Covid-19. The foundation handed over 500 x 12.5kg bags of mealie meal and 500 x 750mls bottles of cooking oil. The donation was valued at a total amount of K50,000.00. Ms. Chumbwe revealed that the donation was made in response to a request made to the first lady by Chongwe distrct commissioner, Robster Mwanza. She thanked the District Commissioner for identifying the needy and lobbying on behalf of the vulnerable. She disclosed that the foundation’s main objectives were to support girl child education, promote maternal and neonatal child health, engance water and sanitation facilities and support the disabled. Chief Sikoongo sues subjects By GRACE CHAILE-LESOETSA SENIOR Chief Sikoongo of the Tonga speaking people has sued his former deputy chief and a representative for allegedly selling land to foreigners while he was unwell. In this matter filed in the Lusaka High Court, Senior Chief Sikoongo (Isaac Muzokela) cited Peter Choonga (former deputy chief) and Jethro Mandeva (former representative) as defendants. Chief Sikoongo whose chiefdom covers Chirundu and Siavonga districts said that he was unwell for some time after being diagnosed with cancer and was in and out of hospital. He stated that the traditional group called Bana Mainga chose Mr Choonga as his deputy chief to represent him in carrying out duties in the chiefdom. The chief said Mr Choonga was given conditions of how to operate as a deputy chief and on certain issues he (Senior Chief Sikoongo) was to be the final authority and signatory on land transactions. But Mr Choonga and Mr Mandeva allegedly took advantage of the Chief’s sickness and started selling land to foreigners, contrary to conditions and constituted their own committees to the detriment of the chiefdom. The duo allegedly engaged in transactions of big pieces of land and foreigners were issued land certificates without the chief’s knowledge. He was informed of the defendant’s misdeed from the masses within the chiefdom and Bana Mainga but he could not do anything as he was sick.
Senior Chief Sikoongo stated that the defendants had continued to be masquerading as deputy chief and representative even after knowing very well that they ceased to hold such posts immediately after the dissolution of their committees and suspensions of their duties. He stated that after his recovery, his son Israel, was appointed to assist carrying out the duties of the chiefdom but the defendants protested despite the approval from Bana Mainga. He said since Mr Choonga and Mr Mandeva were dropped from their positions, they had been fuelling confusion and conducting clandestine meetings to discredit his governance. He wants an order to stop the duo from masquerading as deputy chief Sikoonga and a representative of Senior Chief Sikoongo. The traditional leader also wants an order to stop the duo from conducting any clandestine meetings or to issue land ownership certificates. Senior Chief Sikoonga wants an order compelling the former deputy chief to surrender the motor vehicle, Toyota quantum no. AIB 5170, white in colour, village registers, blank land ownership certificates, the stamp and the seal to the chief’s council. He further wants an order that the certificates issued by the defendants without his consent to be declared null and void as well as an order compelling them to account for the illegally allocated land. Other claims include damages, interest and costs.

THE confusion that erupted between ruling party cadres and opposition UPND over the ‘running’ of a station in Livingstone last week needs a holistic and mature approach, the PF has said. Last week, PF and UPND cadres clashed over the ownership of the illegal bus station at Tank lay-by and it had to take the Zambia Police to quell the confusion. Commenting on the issue, PF Livingstone District Information and Publicity Secretary, Eddie Chomba, observed that the issue needed maturity and sober approach. Mr Chomba said finger pointing would not put an end to violence among the two political parties. He added that the matter of who controls the tank layby station was under discussion by both parties with the help of the police and the local authority. Mr Choma said President Edgar Lungu and other party leaders within the ranks of party were on record denouncing violence and always preached unity. On that account, Mr Chomba said the party would not protect anyone found propagating political violence.
Malawians invade East maize By NATION REPORTER MALAWIAN nationals have continued to buy maize from Zambian farmers by taking advantage of the porous borders between the two countries. This came to light on Thursday when Food Reserve Agency (FRA) executive director Chola Kafwabulula inspected ongoing maize purchase in Eastern province. FRA Egichikeni depot supervisor in Chasefu district Patrick Lunga said the Malawians have resorted to buying the maize from Zambian farmers in the night because local authorities are more vigilant during the day. He said the Malawians are offering the Zambian farmers K150 per 50 kilogram bag as opposed to the K110 set by the FRA. “At the beginning of the
crop marketing season we had an influx of farmers coming to sell their maize here through cooperatives because the district administration launched a sensitisation campaign that everyone who benefits from the Farmer Input Support Program should sell their maize to FRA. “That really helped us to accumulate 8,829 bags but after that individual farmers have switched to the Malawian market,” Mr. Lunga said. He said under normal circumstances the Egichikeni depot would have 30,000 bags by now. Earlier, Lundazi district’s FRA Mwasemphangwe depot supervisor Daniel Nkhoma said the agency has faced stiff competition from private buyers in this year’s crop marketing season. Mr. Nkhoma said the Malawian buyers are using their Zambian agents who are mopping maize from farmers by going door to door. He said the farmers are interested in selling their maize to FRA but are enticed by the higher price offered by private buyers.
BASIC Education Teachers Union of Zambia (BETUZ) has advised teachers awaiting employment to be patient as Government will carry out mass recruitment soon. Earlier, BETUZ revealed that there were over 50, 000 trained teachers in Zambia who were unemployed. The Ministry of General Education however said it was in the process of requesting Treasury authority from the Ministry of Finance to recruit teachers. BETUZ secretary general, Henry Sinkala, said the union had trust in Government and was was optimistic that graduate teachers would be deployed soon. “The announcement from the Ministry of General Education is very reassuring to us as a union, we would like to appeal to those prospective teachers to

By SILUMESI MALUMO THE High Court has granted leave for judicial review on the refusal by the deputy Chief Justice to appoint a tribunal to investigate Forest 27 matter, former Minister of Tourism William Harrington has said. Mr Harrington and an environmentalist, Mr Robert Chimambo recently filed an application in the Court of Appeal to renew the judicial review seeking to challenge decision by the deputy Chief Justice to refuse to establish a tribunal. Lusaka High Court Judge Catherine Lome Phiri on April 15, this year threw out the application, stating that it fell below the required standard. But Mr Harrington and Mr Chimambo in a fresh application said they were not served with any documents to the effect. In this matter, the Attorney General Likando Kalaluka is a respondent. Mr Harrington said he and Mr Chimambo only came to know about the ruling on the matter through the media. This prompted the two to file application in a Court of Appeal in order to be heard

SECOND QUARTER GDP DROPS 2.1 PERCENT
By BUUMBA CHIMBULU GROSS Domestic Product (GDP) estimates for the second quarter of this year show that the economy shrunk by 2.1 percent from a negative 0.3 percent growth in the first quarter. The GDP at current prices in the second quarter was estimated at K78.19 billion compared to K73.81 billion recorded in the same period of 2019. This is according to the Zambia Statistics Agency (ZAMSTATS) Interim Statistician General, Mulenga Musepa. Mr Musepa explained that this represented a 4.4 percentage point decline from 2.3 percent recorded in the corresponding period of 2019. He said during a media briefing in Lusaka that this was based on the year-onyear comparison of GDP at constant 2010 prices. “The quarterly GDP growth rate has continued to show a downward trend from the peak of 5.9 percent in third quarter of 2018 to negative 2.1 percent in second quarter of 2020,” Mr Musepa
Mr Musepa said. Mr Musepa said the contraction in growth recorded in the second quarter was mainly attributed to the under performance of the six industries which posted negative contributions to overall growth. He said these were
wholesale and retail trade, construction, accommodation and food arts, entertainment and recreation, manufacturing and education. He said others were information and communication, mining and quarrying, agriculture, forestry and fishing, and the financial
and insurance industries had the highest positive contributions to the second quarter growth with 1.5, 1.4, 1.3 and 0.7 percentage points, respectively. “At industry level, the highest growth rates in the quarter under review were recorded in the information and communication followed by the agriculture, forestry and fishing, the Financial and insurance and the mining and quarrying industries,” Mr Musepa said. On the other hand, Mr Musepa said, negative growth rates were recorded in seven industries. He said these were the arts, entertainment and recreation, the accommodation and food, the wholesale and retail trade, construction, the manufacturing, education and the water supply industries.
PUBLIC institutions should desist from fraudulent practices as they affect some of the key drivers of potential and inclusive growth. Deliberate policies concerning fraudulent practices and the penalties incurred will have to be communicated to staff from their first day on the job and emphasised regularly. This is according to the Institute of Risk Management Zambia (IRMZ) Executive Director, Francis Ziba. Mr Ziba advised that businesses should make such policies a key element of business and corporate integrity, and ensure that it was enforced at all times and at all levels of the organisation. “Organisations which tolerate fraud or ignore the basic tenets of corporate governance are as culpable as individuals that actually perpetrate them,” he said in his write up on Managing the Risk of Corruption in Zambia. Mr Ziba said anti-graft policies and codes of corporate conduct should be communicated to vendors and suppliers as well, so that any attempt to influence bids for procurement or preferential treatment could be stopped. He emphasised that corruption breed’s public distrust in Government and weakened the state’s capacity to perform core functions. Depending on the pervasiveness, he said, corruption affected some of the key drivers of potential and inclusive growth, such as macrofinancial stability, public and private investment, human capital accumulation and a total factor of productivity. He said Government and organisations both in the public and private sectors would not want to reach a point where corruption had permeated the structure to the extent that it has become the norm Mr Ziba said public institutions and private organisations needed to cultivate risk management practices and the ability of exercising independent judgment among staff while curbing corrupt thinking from the outset through the appropriate training and clearly defined code of conduct.

THE Zambian Kwacha traded steadily against the dollar with demand and supply trading in equilibrium throughout the day, says Absa Bank Zambia. Opening the day at K19.90/19.95 per dollar, said the Bank, the local unit held firm as demand was met by pockets of supply that creeped in from corporates who were converting for their monthly obligations. “Market closed with the local unit quoted at the same rate as its opening levels, and the local unit expected to trade in a tight band in the near term,” Absa Bank said.
Meanwhile, copper prices rebounded from a one-month low hit in the previous session, as a weaker U.S. dollar boosted the appeal for greenback-priced metals, while hopes of more stimulus in the United States also aided the sentiment. Three-month copper on the London Metal Exchange rose 0.8 percent to US$6,578.50 a tonne. However, it was on track for its first weekly loss since early August. Still on the commodities, oil prices rose yesterday but were on track for a weekly fall. This was because of rising concerns about the global resurgence of coronavirus infections
and its effects on fuel demand, while the likely return of exports from Libya will add to supply. Brent crude was up 17 cents at US$42.11 a barrel, while US West Texas Intermediate (WTI) crude gained 16 cents to US$40.47. Gold inched higher on renewed hopes of more US stimulus measures, though the bullion was on track for its biggest weekly decline in more than a month pressured by a stronger dollar. Spot gold rose 0.1 percent to US$1,869.47 per ounce. But on a weekly basis, prices are down 4.1 percent so far.

THE Ministry of Tourism and Arts has this year settled for the component of “culture” as the focus area to mark the World Tourism Day, which falls on September 27, 2020. South West Regional Tourism Development Officer, Chilala Miyanda Habasimbi, said the region would see how best Tourism could contribute to rural development. She was speaking during the official launch of the Tourism Week as a build up to the main event. Ms Habasimbi said that the region had planned for seven languages to present aspects of their culture in the days leading up to World Tourism Day.
She said that the main aim of this year’s celebration is to see how tourism can foster rural development which is in line with the theme; “Tourism and Rural Development.” "As a region, we have planned programs that will run up to the 27th September. We are going to have our seven local languages present the elements of culture into our tourism week because we want to see how best tourism can bring out rural development," she said. Also speaking at the launch, Tonga Presentation representative, Fines Chidakwa, expressed confidence that if well defined, culture had the potential to contribute not only to rural development but also to economic development.

RESIDENTS of Dambwa North in Livingstone have been cheered by the decision by the Livingstone City Council to grade all the roads in the area. The residents are happy with the development because for a long time, they have been facing challenges in accessing their homes because of poor road network. During the rainy season, the
roads in Dambwa North become impassable because of potholes and gullies. In an interview with the Daily Nation in Livingstone, Elijah Yevuka, a resident in Dambwa said that the works had been done well. Mr Yevuka said that Dambwa North was one of the affected areas especially in the rainy season. "The councilor Owen Muteba and the council are working very

UPND in Katombora Constituency, Kazungula, is disappointed that the ruling party has decided to take back Bill 10 to parliament even after it lapsed. Constituency chairman, Shebby Mushabati, charged that the decision to restore Bill 10 was a sign of desperation in the PF Government. Mr Mushabati, who is also Livingstone town centre market chairman, said the restoration showed that the PF had a hidden agenda to achieve in enacting Bill 10. He said that the decision had set a bad precedence, claiming that no previous regimes had ruled the country in that manner. Mr Mushabati also predicted a bad end to the ruling party ahead of the 2021 general elections, adding that a lot had gone wrong in the country.
UPND youths in North-Western Province have demanded the resignation of Electoral Commission of Zambia (ECZ) chairperson Justice Esau Chulu and Chief Electoral Officer Patrick Nshindano. Provincial youth chairman, Bruce Kanema, said youths were not happy in the manner in which the ECZ under Justice Chulu and Mr Nshindano was managing elections in the country. They called on their

Mr Kanema said that apart from the manner in which elections were being held, the party was also concerned with the decision to scrap off the old voter register. presented to Parliament today He said in order to boost fiscal stimulus and enabling cheaper borrowing, interest rates should be cut by 50 percent. Mr Kafuta said tax cuts were another essential intervention that the chamber expected in the 2021 budget. The chamber, he said, was looking forward to Government reducing Value Added Tax from 16 to 10 percent for all transactions.
"Such relief measures would increase disposable income and cushion businesses from the ever rising cost of doing business. This will also allow businesses to channel their savings back into staff retention and increased productivity," he said. A NUMBER of Livingstone residents have stopped following Covid-19 preventive measures, hence the need to upscale sensitization programmes, a Patriotic Front (PF) ward chairman has said. Mr Ikuka Muleta, who is Akapelwa ward chairman, said he was concerned with the reluctance of Livingstone residents in following the Covid-19 preventive measures and guidelines. Mr Muleta noted that some Livingstone residents had literally stopped masking up despite daily advertisements on various platforms from the Ministry of Health. He said it was worrying that residents, particularly in the central business district, were ignoring the Covid-19 guidelines. "Honestly, I am worried with the way people are conducting themselves. I have noticed with concern the way people have stopped masking up, sanitising and observing social distancing," Mr Muleta said. He observed that the situation was worse in public places such as markets. Mr Muleta said several times the Ministry of Health had cautioned Zambians not to be complacent but strictly follow rules pertaining to prevention of the pandemic. "This is not good, let's us be fair as Zambians. We need to know that this disease is real and people are dying....so let's keep our selves well and safe," Mr Muleta said. MAY I first convey my condolences to the Nyirenda family and the entire boxing fraternity on the passing away of the former Zambia national heavyweight champion, Ackson “Kabobola” Nyirenda. I am writing this email with a heavy heart having been the promoter of the 2009 fight when my then boxer Francis “Galagata” Zulu “dethroned” Nyirenda and regained the national title. My interaction with Nyirenda was during the contract negotiation and signing process and during the weigh in preceding the 2009 fight.
CHAMPION I wish to echo the words of Francis Zulu that despite not having the national title, Kabobola died as a champion. In my view, a champion is one who: tries, never gives up and gets up whenever down. Because of this, Nyirenda was and will always remain a champion.
I found him to be a people's person and easy to engage with. Indeed the nation has been robbed of a young person who could have
INVEST MORE IN POLLING AGENTS AHEAD OF 2021 GENERAL ELECTIONS Dear Editor, I WRITE to appeal to all political parties to invest massively in polling agents ahead of 2021 general elections so that the issue of rigging, if ever that happens cannot occur. Political parties should not be economical with spending on their own poll agents who are going to monitor and verify their votes at all polling stations throughout the country. For all I know is if all political parties can station their agents who by then should have been trained on how to monitor the voting which goes with making sure the ballot boxes and booths are empty before voting, then this rigging issue could be for once rested. However, if you will leave your polling agents at the mercy of other political players because you cannot spend by making sure they have good phones loaded with talk time, food supplements and pocket money for emergency all the time till the counting, then it will be you to blame not your
opponents who will take advantage of your agents. I have noted in most elections where some agents out of frustration leave their polling stations to go and look for food because of poor planning on the part of their political parties who fail to note that just a minute of blinking by your agent can be a cost on your results. So, my humble appeal is for all the political parties to start identifying their polling agents and start training and equipping
them with knowledge and gadgets that are of relevance on the material day of voting. As we know, these elections seem to be a matter of life and death for others, so it’s better not to leave everything to chance but seal all loopholes so far known to be vulnerable to abuse. Politicians and the theft of public resources Dear Editor, A LOT of people accuse politicians, particularly Cabinet Ministers of corruption and theft of public resources. Many people think it is politicians, particularly Cabinet Ministers who control and manage public resources. This is not only incorrect but it is actually a myth, a fallacy. Politicians/Cabinet Ministers have absolutely no control whatsoever of public resources. It is not the ministers who control and manage state resources, the people who control and manage state resources are technocrats/the civil servants and not politicians/ministers. The constitution and structure of Government clearly stipulates the role and authority of politicians vis-a-vis technocrats. Article 114 of the Constitution of Zambia defines the functions of Cabinet. The key role of Cabinet is to formulate policy. Ministers have no control or access to state coffers. The people who are in charge of state resources are Permanent Secretaries. They are the controlling officers. Article 144 of the Constitution clearly states that Permanent Secretaries and not politicians/ ministers are the ones who are re-
sponsible and accountable for the proper financial management and expenditure of public monies appropriated to the province, ministry or department. Ministers/politicians are not even involved in any awarding of Government contracts. They are nowhere near the procurement process. Again, it is the technocrats, the civil servants and not ministers/ politicians who are in-charge of Government contracts/tenders and procurement in line with the Public Procurement Act No.12 of 2008. This is why you will never find ministers/politicians named in the Auditor General's Report because they have no access, whatsoever, to public resources. Further, this is the more reason why even in the Public Accounts Committee reports of Parliament, it is the controlling officers, the directors and not ministers/politicians who are taken to task to explain Government expenditures because it is them who control and manage these public resources. So before you point an accusing finger at innocent people take time to read and understand the laws and structure of Government. ANTONIO MWANZA.

SULPHUR dioxide pollution from Mopani Copper Mines has damaged most roofs in Kankoyo Township in Mufulira and also affected vegetation. The emissions have also caused respiratory complications among residents in the mining township. Kwacha Ward Councillor, Sofa Mwanza,
said most of the roofs on houses in Kankoyo had corroded and were leaking in the rainy season which he said could expose people to rains if left unattended to. She added that the coat of paint had peeled off from all houses in the township. Ms Mwanza said that efforts to engage Mopani on the matter had not helped in any way.

CONSERVATION farming projects initiated by Lubambe Copper Mine in Chililabombwe is yielding positive results with beneficiaries generating resources enough for reinvestment and other uses. One of the beneficiary groups, Tilitonse Cooperative, indicated that members were able to sustain their livelihoods as the farm yields were sold to the community members and the mine canteen. Tilitonse Cooperative chairperson, Josephine Mwale, said because of the success of the project, members of the cooperative were more knowledgeable and better equipped to apply the farming methods and financial literacy skills acquired so far. Lubambe Copper Mine has initiated an agricultural project focusing on conservation farming as a means to uplift the standards of living for the communities around the mine. Ms Mwale said the cooperative was grateful to Lubambe for coming up with an inclusive and sustainable community projects which was benefiting members of various communities. "This project has enabled members of the cooperative to sustain their livelihoods as the farm yields are being sold to other community members and the mine canteen. GOVERNMENT has flagged off the allocation of plots to flood victims in Kitwe at the old council farms across the Kafue River. About 573 houses in Ipusukilo, Mulenga, Musonda and Bulangililo townships collapsed due to floods after a heavy downpour in the previous rainy season. The affected families are housed at Hellen Kaunda Secondary School where tents have been erected for them. Copperbelt Permanent, Bright Nundwe, advised the settlers not to make the place dormant but make agriculture the main story of the area. "Government does not find pleasure in seeing people languishing across the country that is why we have decided to find the victims a permanent place to stay," he
said. Mr Nundwe said Government had no component of segregation but that it cared for everyone regardless of their age, physical abilities as well as status in society. Mr Nundwe stressed the need for a positive input from them in order to make it easy for Government to continue working. He assured that Government would from time to time be checking on them to ensure that they were settling down well. And Kitwe District Commissioner Chileshe Bweupe said that what Government was doing spoke volumes and hoped that the project would commence before the onset of the rain. THE ad hoc committee constituted to investigate illegal land allocation in Kitwe has recommended that construction on all illegal plots must be stopped immediately. Adam Jere, who is the committee chairperson, said that all the ongoing construction in Luyando in Mindolo North and other areas should be stopped. He has also directed that the leadership of Luyando community should immediately stop collecting money from squatters in Mindolo. Mr Jere has since directed the illegal land dealers must be stopped from collecting money from the squatters occupying land which is believed to belong to Phoenix Materials in Mindolo North. He was speaking during submissions over the rampant illegal allocation which have rocked Kitwe in the recent past and led to the suspension of all councillors including Mayor Christopher Kang’ombe. Mr Shamende said Government would not issue any letters of offer to the people therefore the leaders should inform their members as opposed to giving them fake hopes. “Tell your members to stop building there because no letters of offer will be given to them. AIROBI - Kenya’s High Court on Thursday suspended any move to dissolve parliament after the country’s top judge said it was necessary as neither of the legislative houses had enough women lawmakers. Chief Justice David Maraga on Monday advised President Uhuru Kenyatta to dissolve parliament, saying lawmakers had failed to meet a 2010 constitutional provision which allows for one third of seats to be occupied by women. The Chief Justice’s move upset many male parliamentarians, including the Speaker of the house, who said it was unlawful, ill-advised and premature and would plunge the nation into a constitutional crisis. Go easy on FIFA windfall THIS has been a challenging year for every sector in the country. Money has not been easy to come by and some businesses have literally collapsed due to the Covid-19 breakout. Football has recorded one of the worst crisis in history. With no gate takings, many Zambian clubs have been staring at bankruptcy as they are spending without gaining. However, some smiles have been put on the clubs’ faces after the Football Association of Zambia (FAZ) announced that they would give men’s teams US$1 million as relief to cushion the their finances. At the same time FAZ has set aside US$500, 000 to go towards women football development. Super Division clubs will each receive US$15, 000 (approximately K300, 000) from the relief fund. It must be said that this is a great development given the challenges teams have already encountered. Giving relief will go a long way in ensuring teams stay afloat amidst the Covid-19 challenges. But what should be done to make sure this initiative succeeds? As stated by FAZ, clubs must present detailed updated financial reports so that their financial positions are known. But all this seems to lie on FAZ shoulders as they must make sure there is transparency and accountability. Having been preachers of transparency and accountability, especially that the institution is headed by a qualified accountant in Andrew Kamanga, it would be shocking if dust arises on issues of certain amounts getting into people's pockets. Updates on who has been given the funds and how much has been given is vital. Accountability requires every Ngwee being accounted for. Both FAZ and the clubs must ensure the funds are used for the intended purpose. The funds should be a relief to clubs and stories of some club members chewing a bit of dollars must not be condoned in these trying times. Let these funds be used prudently and to the benefit of every individual who should have a bite of the “cake.” We want transparency and accountability to prevail! THE Football Association of Zambia (FAZ) will increase provincial grants and equipment support for its affiliates. FAZ president Andrew Kamanga said the association would increase the grants with Division one and division two clubs set to get K15, 000 and K10, 000 respectively. He was speaking after witnessing Malalo Police beat Kasama United 1-0 in the Northern Province league decider for the regional representative in the national play-offs for National Division One, Kamanga said Division three clubs would be getting K7, 500 while Division IV clubs would be benefiting K5, 000. And Kamanga said all the 10 provinces will get infrastructural refurbishment with phase one picking on five provinces while the rest will be included in phase II. Kamanga also expressed delight that Kasama Sports Stadium was one of the five stadia that would be rehabilitated
under phase one of the stadia upgrade programme supported by FIFA. “I want to announce here that we have been given money for infrastructure development. We have signed an MOU with FIFA and we are going to rehabilitate five stadia in the provincial centres. Under phase one Northern Province is guaranteed to have a stadium rehabilitated. It should be possible to bring any national team to play from here,” he said. “Each project will cost US$300, 000 at minimum. We are also committed to increasing the level of support. We have also planned to increase the grants,” Kamanga said. Phase one has Kaole (Luapula), Kasama (Northern), Independence (North-Western), David Kaunda (Eastern) and Maramba (Southern). Meanwhile Kamanga said decentralisation would give provinces more leeway in organising the game at the grassroots. “If you look at what we have

Numba, who was unveiled by Zesco United FC Technical Chairman, Peter Mutale has signed a three-year deal which will keep him at Levy Mwanawasa Stadium from

The former Chipolopolo assistant coach is deemed as the redeemer for the Ndo-
la giants who missed out on continental games and the FAZ Super Division title which was eventually won by Nkana. Zesco United Chief Executive Officer Richard Mulenga is confident Numba will succeed at Zesco having a lot of experience in the local game. “Mumamba is one of the finest young coaches to have emerged from the Zambian game in recent years. He has managed at the top level of Zambian football and he
knows the domestic game very well. “I would like to take this opportunity to welcome him to Zesco United. His track record of success is ideal to take this club forward,” Mulenga said. Nicknamed “Magic” for his exploits during his playing days, Numba will work with former Young Africans and Buildcon Football Club assistant coach, Noel Mwandila who has been appointed 1st assistant coach.
