And Mr Kaleyi said the farmers were looking to export 83,000 metric tonnes of early maize. He said ZNFU and other stakeholders will soon conclude formalities in readiness for export. Lungu asks world leaders to seek debt relief as Covid bites By AARON CHIYANZO

RESIDENT Edgar Lungu has asked member countries of the Organization of African Caribbean and Pacific States to solicit for debt relief or cancelation in the wake of the Covid-19 outbreak. President Lungu also called for the establishment of a virtual platform for sharing best practices and measures on the fight against the pandemic. The President Said this during the first ever Virtual Extraordinary Intersession Summit of the Heads of State and Government for the Organization of African Caribbean and Pacific States which was chaired by Kenyan President Uhuru Kenyatta. President Lungu also stressed the need for enhancing research and local development of vaccinations and cure of Covid-19.
President Lungu “Let’s adequately mobilize resources from local and international community and direct our respective ambassadors and representatives in Brussels to lobby for enhanced support from the European Union,” he said. President Lungu said the Covid-19 pandemic had caused massive distraction to lives worldwide and that Zambia had not been spared. The Summit condemned the killing of a black American, Floyd George by Minneapolis police officer and called for the ending of racism. The virtual summit was attended by South African president, Cyril Ramaposa, President of France Emmanuel Macron and UN secretary general António Guterres among other Heads of State and prime ministers. The OACPS, formerly known as the African, Caribbean and Pacific (ACP) Group of States, comprises 79 African, Caribbean and Pacific states, with all, save Cuba, signatories to the Cotonou Agreement which binds them to the European Union.

FORMER Environment Minister, William Harrington, and an environmentalist Robert Chimambo have filed an application in the Court of Appeal to renew the judicial review seeking to challenge the decision by deputy chief justice to refuse to establish a tribunal against Lands Minister Jean Kapata regarding forest 27. Lusaka High Court Judge Catherine Lombe Phiri on April 15, this year threw out the application on technicalities.c The Judge dismissed the application, stating that it fell below the required standard. But Mr Harrington in a fresh application, said he was not aware of the ruling dated April 15, 2020, as they were not served with any documents to the effect. In this matter, the Attorney General Likando Kalaluka is respondent. Mr Harrington said he and Mr Chimambo only came to know about the ruling on the matter through the media. This has prompted the two to file application in the Court of Appeal in order to be heard on the matter. Mr Harrington said they had been advised by the lawyers that the proper procedure when denied leave to commerce judicial review, was to renew the application before the Court of Appeal. “I only recently became aware of the ruling of the 15 of April 2020 delivered by this honourable court, I now seek the indulgence of this honourable court to grant the applicants leave to renew the said application out of time,” Mr Harrington said. Mr Harrington said he was of view that the tribunal should be appointed in order to address the illegalities in the forest 27.

MINISTERS have been directed to deal with infringements and other related labour matters unearthed in foreign owned businesses instead of just talking. The Patriotic Front has asked all ministers to side with the people and warned that businesses were infringing on workers’ rights and allowing other wrongs to be done because there was laxity in inspections by various line ministries. And the Patriotic Front PF has warned party officials and ministers to desist from issuing any further statements on the issues concerning foreign investors flouting Zambian labour laws and to instead protect interest of citizens. PF Secretary General, Davis Mwila sounded the warning in Lusaka yesterday in banning discussions on the issue and demanded that line ministries take corrective action on all infringements unearthed and to investigate more business for compliance . Mr Mwila said in Lusaka yesterday, the party expects to see less talk and more action from line Ministries. Mr. Mwila said no member

He explained that such scenarios were happening because of lack of inspections. Mr Mwila noted that some foreign investors venturing in
small business may not have permits to work as beauticians, but end up choking the market and taking the much needed jobs from locals. “Government line ministries must take particular interest in Zambians who obtain trading licenses which they later on sale to "foreign investors." “The Ministry of Local Government and Housing must make a deliberate effort to ensure that licences to operate businesses like barbershops and hair salons are not given to "foreign investors,” Mr. Chama said. He said businesses such as barbershops and hair salons, should be and must be operated by local people. Mr. Mwila said than an investor can only be classified as a “Foreign Investor” if they bring into the country not less than $250 000 worth of investment. EXPLOIT GOLD HARMONIOUSLY PUBLIC discourse in Zambia has lately been awash with gold and manganese mining, taking both negative and positive aspersions. In the positive light, Government and other interest groups have been expounding the high value and much-needed development, which can be derived from gold mining and exports. Mines and Minerals Development Minister, Richard Musukwa, and many other Government officials have emphasised the seriousness with which Government is handling the matter. This includes the policy to have cooperatives of smallscale miners formed so that the resource is exploited in a well-structured manner. Government has also been encouraging Zambians to form joint ventures with financially-sound firms that can bring in sustainable capital. On part of Government, a step has been taken through ZCCM-IH, which has entered into a joint venture through its subsidiary Consolidated Gold Company Zambia (CGCZ), with Array Metals to process gold ore in Mumbwa. In this partnership, an initial investment of about $2.5 million will be invested in the first stage to go towards setting up of a gold wash plant and other mining machinery to mine and process placer gold raw material. Further, CGCZ will hold a 65 per cent stake while Array Metals Zambia will have 35 per cent in the project, with an initial phase to produce about three tonnes of gold worth $150 million. In this formation, CGCZ is a gold processing and trading joint venture with Karma Mining Services and Rural Development at 55 per cent and ZCCM-IH 45 at per cent. Now, this is what has raised ire among some stakeholders including political parties; the matter needs to be resolved sooner than later to erase any suspicions. Government and ZCCM-IH must go all out to explain this matter so that all stakeholders can move on. Surprisingly, gold in Zambia was discovered many years ago, yet the hullabaloo is just erupting now. This was sparked when residents in Mwinilunga swarmed the area near Kasenseli River after it was discovered that the place had rich deposits. In fact, gold deposits are in Mwembeshi area, Mumbwa, Kapiri Mposhi – Kipushi zone, Rufunsa, Mkushi and some areas in Eastern Province. Zambians should fully exploit the precious metal now instead of raising the dust when a foreign firm moves in to start mining. Therefore, Zambians must hold together and seek to exploit the resource instead of throwing mud at each other. Gold price per gram is now fetching $54.84, which translates into $54,836.31 per kilogramme and therefore it is highly lucrative. Gold is indeed useful precious mineral. KCM will further aver that it owns mining operations at its Nkana, Konkola and Nchanga Integrated Business Units (IBUs) which requires stable and bulk electricity supply for the operations of the said mines and is interconnected to CEC Network. “CEC’s loss of its preferential status as bulk off taker of Zesco’s electricity affected CEC’s capacity to ensure stable and bulk electricity supply to KCM,” read the statement of claim.
KCM stated that in an effort to ensure stable and reliable power for its operations, it executed a binding Term Sheet with Zesco on May 22, this year, effective June 1, 2020. They explained that the execution of the Term Sheet relied on ZESCO supplying power to KCM using CEC’s Transmission and Distribution lines. Zesco and KCM are further seeking an order restraining CEC from effecting or taking steps to take out any supply units, lines or delivery points to KCM as they are Common Carriers as declared under S.l. No 57 of 2020.

ZAMBIA has reaffirmed commitment to the United Nations (UN) peace and security efforts around the globe with a call for full inclusion of women in peacekeeping programmes. Zambia’s permanent representative to UN, Ngosa Simbyakula, said global peace would only be achieved with the full and effective participation of women because the female gender had the ability to improve peacekeeping operations. Dr Simbyakula applauded efforts of the women peacekeepers undertaking their mandate, especially those in the frontline during the COVID-19 global pandemic. ELEVEN community schools in Mambwe district have not reopen for examination classes due to lack of Covid-19 protective requirements. District Education Board Secretary (DEBS), Theresa Ngoma, said the Community Schools with pupils in grade seven examination classes could not afford soap among other requirements needed to prevent the spread of the disease. However, the schools located in the remotest areas were expected to reopen soon after Neria’s Investments Limited donated some materials. Australia enters first recession in 29 years after blow from bushfires and coronavirus Treasurer Josh Frydenberg warns of ‘difficult days ahead’ as March quarter GDP shrinks on impact of conjoined catastrophes AUSTRALIA has entered its first recession for 29 years after the economy went backwards by 0.3% in the March quarter, with the impact of bushfires and the coronavirus ending the nation’s extraordinary, uninterrupted run of economic growth. The treasurer, Josh Frydenberg, told reporters a recession was inevitable after the Australian Bureau of Statistics released national accounts showing gross domestic product fell 0.3% in the quarter. The economy grew only 1.4% over the past 12 months, which is the weakest performance since the global financial crisis. While Frydenberg said the contraction in Australia was less severe than many other countries battling the economic shock associated with the coronavirus pandemic, he warned people to brace for “difficult days ahead” because the June quarter results would be worse than the impact felt in March. Despite being the first treasurer in nearly three decades to preside over a recession, Frydenberg insisted Australia had avoided “an economist’s version of Armageddon” during the pandemic because the lockdowns had successfully flattened the curve of Covid-19
infections, and the public health restrictions had been accompanied by significant income support. Frydenberg said the government would provide its own comprehensive economic update in late July when it unveiled the results of the review of the wage subsidy jobkeeper – delaying its planned mini-budget by a month. The treasurer also hinted the government might either reduce the wage subsidy from a flat payment of $1,500, or provide differential rates depending on a worker’s income. The latest national accounts document the economic impact of conjoined catastrophes – the summer bushfires, and the onset of the coronavirus pandemic. The ABS data shows household consumption fell 1.1% – the first fall since December 2008 – and the largest quarterly decline in 34 years. While consumers increased their spending on goods – hoarding supplies in anticipation of a lockdown of all non-essential services – spending on services fell 2.4% with the introduction of social distancing restrictions and travel bans in February and March. A CALL FOR MULTICULTURAL RECONCILIATION By an anonymous Chinese THE time we are currently faced with is rife with increasingly challenging uncertainty, conflict, misconception, scepticism and unease, giving rise to xenophobia, turbulence, misattribution and a lack of introspection. Implications of COVID-19 in the past several months have brought grief to many, financial difficulties to many, and enormous changes to the daily lives of us all. As a member of the Chinese community in Zambia, I feel for and sympathize with surroundings equally in weal and woe regardless of nationality, being rancorous when I received news regarding death of my three innocent compatriots at Makeni, in anguish when I heard the quarantined workers cry foul, being upset not to routinely meet their family. I may assert that, as a member of the global family, Chinese are neither cold-blooded nor indifferent to sufferings resulted from the COVID-19 epidemic. Chinese in the last few months launched the largest global humanitarian operation. Numerous Chinese companies and associations passionately donated medical supplies and equipment such as surgical masks, sanitizers and protective gowns that are badly needed in Zambia. Chinese are always ready to reciprocate acts of friendship and kindness from Zambians. However, misinformation
has become a rampant vicious weapon targeting the Chinese community due to what I may reckon is populism. Yesterday, I was astonished to know one of my colleagues reportedly made to be a ZNBC photographer, which is fabricated by some social media and untrue. Invalid misinformation taints the truth, leading individuals to discard authentic information, and impede resolving conflict. Indiscriminate use of fake news, on the other hand, may reduce the credibility of either media houses or social media operators, inducing individuals even to discard the truth. I express gratitude to front line medics, as well as care workers and those carrying out essential roles at the border, who selflessly continue their day-to-day duties outside the home in support of us all. It is a critical moment in which we put aside cultural differences and respond to COVID-19 through innovative measures regardless of its origin, put into action the “One Zambia, One Nation” initiative. In the years to come, everyone will be able to take pride in how they collectively responded to this challenge hand in hand beyond race and nation, rather than a memory of disorder, hatred or mutual bombard. The joint efforts between Zambia and China in a common endeavour, using the great advances of science and our instinctive compassion to heal, will finally prevail against all the odds.

Agriculture is business and it is no longer the preserve of the old people. This is because anyone regardless of the age can venture into agribusiness or farming business as it were. There is a misconception that people who are in formal employment are the ones who should venture into agriculture. The crux of the matter is that whether someone is working or not, the person can go into farming as an alternative source o income
apart from the disposable income someone earns from the gainful employment. Agriculture can be categorized into crop farming, animal husbandry, poultry, horticulture to mention but a few. Crop farming is one which involves the growing of crops such as maize and vegetables among others. Animal husbandry is the type of farming which deals with the rearing of animals like cattle, goats, pigs and sheep among others. Poultry is the type of farming which deals with the keeping
of chickens, guinea fowls, ducks, pigeons and geese. Horticulture is the form of farming which involves the growing of fruits such as oranges, lemons, mangoes, guavas, pineapples, watermelons and avocados among others. The individual has the right to choose the type of farming he or she wishes to venture into according to one’s preference. The Zambian government has put agriculture at the centre of the country’s economy. As such, there is
therefore need for the young people and the old alike to venture into agriculture which is a lucrative business. When people venture into agriculture, they become financially empowered and they are able to meet their daily needs. You can start on a small scale and grow the venture with passage of time. HE process of reopening tertiary institutions must be expedited while enforcing strict adherence to preventive measures, former Copperbelt University Students Union President Zacks Ndumba has advised.
Mr Ndumba who is a former student in the School of Medicine at CBU said the re-opening universities and other tertiary institutions was taking too long. He said Government should reopen the tertiary institutions while enforcing strict observance of preventive measures through mandatory hand-washing, use of face-
masks, sanitising and sitting arrangements which promoted social distancing. Universities and colleges, he noted, were among vital institutions which could be negatively affected by such a prolonged interruption. Mr Ndumba said in Ndola yesterday that there was need for tangible communi-
cation at this point indicating when exactly universities were re-opening. He said it was significant to realise the undeniable fact that the Covid-19 pandemic was not subsiding any time soon. He said while preventive measures were being enforced to curtail the spread of the epidemic, it was important to put

Youth kills dad over chicken By JACKSON MAPAPAYI A YOUTH of Cement area in Solwezi district has allegedly killed his biological father. This follows a query from his late father who wanted to know if he had sold a chicken. North-western province commissioner of police, Elias Chushi, confirmed the incident and identified the deceased as Abel Sandangombe of chief Kapijimpanga aged 66. The suspect has been identified as Kelion Sandangombe, who allegedly pounced on his father on Monday around 19:00hrs. Mr Chushi said the father had pick up a quarrel with his son over a chicken which his son sold without his consent. “In the process, the son picked up a log, hit his father repeatedly on the head and caused him to sustain fatal injuries” he said. He said due to the impact, the father later died and his body was deposited in the mortuary at Solwezi General Hospital. He said the suspect has been arrested and charged for murder.

MulobeziSichili road deplorable By ANDREW MUKOMA THE Simungoma-Sichili road in Mulobezi district is in a deplorable state and requires urgent rehabilitation, area Member of Parliament (MP) Alfred Mandumbwa has said. Mr Mundumbwa, who is an independent MP, said that the stretch was in a deplorable state just like the Simungoma-Kazungula road. He told the Daily Nation in Livingstone that the rugged road required immediate attention to facilitate the smooth transportation of people.
Mr Mundumbwa “Yes I agree with the people of Mulobezi and I am aware that the road is in a very bad state and my people are spending days and nights on their way to Sichili because of the poor state of road. “It is a very sad development because the road is in a very bad state and we have been talking about this issue year in and year out," he said. Mr Mundumbwa said that in the amidst the Covid-19 pandemic which had affected nearly all the sectors of the economy, projects such as rehabilitation of roads in rural areas must continue. The MP said that currently motorists were facing difficulties navigating potholes unless those with four wheel drive. ‘Lift export ban on rain-fed maize’ By PETER SICHALI GOVERNMENT should lift the ban on export of rain-fed maize to allow farmers sell to alternative markets, Zambia National Farmers Union(ZNFU) Public Relations Officer Kelvin Kaleyi has said. Mr Kaleyi said the country has produced enough maize therefore government should allow farmers to export to markets with attractive prices. He said the Country has produced 3.3 metric tonnes out of which 1 metric tonnes will be bought by the Food Reserve Agency (FRA). Mr Kaleyi said government should allow farmers to export the surplus so that they can improve their production. “3.3 metric tonnes that the country has produced this year is quiet huge and government should allow export of excess of rain fed maize. We want a good market and good prices for our farmers so that they can grow and start growing maize throughout this year to boost their income levels and national food security,” he said. Mr Kaleyi said ZNFU was interested in ensure that there is a good market with attractive prices for farmers to sell their produce so that they can improve on production and machining their farming. And Mr Kaleyi said the farmers were looking to export 83,000 metric tonnes of early maize. He said ZNFU and other stakeholders will soon conclude formalities in readiness for export. Mr Kaleyi said farmers have in excess of 83,000 tonnes of winter maize out of 135,000 metric tonnes produced last winter.

LESOTHO FORMER FIRST LADY ARRESTED IN MURDER CASE - POLICE LESOTHO’S former first lady Maesaiah Thabane was arrested on Wednesday over the murder of the previous wife of her husband, former prime minister Thomas Thabane, police said. Lesotho’s Appeal Court revoked her bail last week on suspicion that procedure was not followed correctly when her bail was granted. Thabane was transferred to court, where she wore a fur
coat and black protective anticoronavirus mask, a Reuters witness said. The date for a new bail application was set as June 6. Maesaiah Thabane has been charged with ordering the killing of Lipolelo Thabane, her love rival, who was shot dead near her home in Lesotho’s capital, Maseru, in June, 2017. Maesaiah Thabane was released on bail in February. Lipolelo was estranged from
Thomas Thabane at the time of the murder. The case had been causing growing political instability in the independent mountain kingdom of 2 million people encircled by South Africa before Thomas Thabane resigned as prime minister last month. SA court rules lockdown restrictions ‘irrational’
A SOUTH African court has found some coronavirus lockdown regulations imposed by the government “unconstitutional and invalid”. The judge picked out rules around funerals, informal workers and amount of exercise as “irrational”. The government was given14 days to overhaul the regulations. South Africa initially had some of the world’s most restrictive lockdown measures. The country has 35,812 confirmed cases and 755 deaths. The case was filed by the Liberty Fighters Network and the Hola Bona Renaissance Foundation. The high court in the capital, Pretoria, ruled that the regulations were not connected to slowing the rate of infection or limiting its spread. “The regulations... in a substantial number of instances are not rationally connected to the objectives of slowing the rate of infection or limiting the spread thereof,” the written judgement read. Judge Norman Davis argued it was wrong to allow people to travel to attend funerals but not to earn their livelihoods by street trading, as many South Africans do. The government said it will review the regulations but in the meantime the current lockdown regulations will apply. - BBC

FOOTBALL Association of Zambia (FAZ) League manager Brian Mulenga has warned clubs reported to have been conducting clandestine training in direct contravention of Ministry of Health Covid-19 regulations. Mulenga said all Clubs found wanting will be severely punished as FAZ, an affiliate of the National Sports Council of Zambia is duty bound to obey
all directives of the Government and respect the law of the land. “Clubs and club officials that are found to have contravened the Covid-19 Restrictions announced may be liable for criminal prosecution over and above the sanctions of the association,” Mulenga said. He said all clubs must strictly adhere to the COVID-19 restrictions as laid down by the government and cease any activities that may abrogate the law.
