FARMING is a serious business and those who venture into agriculture, particularly those cultivating maize expect to make a profit when they harvest. Those who are successful farmers are not those who returned to the land after retiring from formal work and settled on farms hoping to make it. It is those who made a career choice that they would be farmers and went through the mills to learn the ropes in managing a farm who eventually succeed. And with almost everyone in the agriculture sector poised to harvest the maize crop, the perennial talk of maize pricing has gripped the nation’s attention. It is obvious from the talk so far that the battle lines have been drawn over what a decent acceptable price should be. The Small-Scale Farmers Development Agency (SAFADA) says they expect Government to peg the maize floor price not below K110 during the 2019/2020 marketing as doing so will amount to robbing farmers. SAFADA executive director Boyd Moobwe said in as much as the country had recorded a bumper harvest, the price of the commodity could not be pegged below K110. Mr Moobwe said in an interview yesterday, it would be a serious mistake if the government decided to set the maize floor price below K110. According to Mr Moobwe, it was expected that a bag of fertiliser would rise by 50 percent next season, therefore, setting maize floor price to less than K110 would be a drop in the ocean. We hope Mr Moobwe’s organisation has submitted their proposals to the government so that unnecessary bickering is avoided. We know for a fact that the Ministry of Agriculture has started consulting the key stakeholders with a view of setting up buying prices for maize and other designated commodities for the 2019/2020 crop marketing season. Recently, Minister of Agriculture Michael Katambo told the Daily Nation that Government was likely to announce the price at which the Food Reserve Agency (FRA) would be buying maize from farmers this month. Mr Katambo said this followed the completion of the crop forecast survey and field data collection from all parts of the country. The FRA which is responsible for looking after the strategic food reserves for the country and the price that it offers farmers is often the benchmark followed by the market. Last year, there was a lot of controversy over the price of maize the FRA offered that prompted President Edgar Lungu to intervene. In last year’s marketing season, FRA in July pegged its buying price at K110 per 50-kg bag of white maize and a 50-kg bag of soya beans was fixed at K150 while a 40-kg bag of paddy rice was at K70. It was below what the farmers expected for their sweat. We recall that the Zambia National Farmers Union (ZNFU) rejected the Food Reserve Agency’s set maize price of K110 per 50-kg bag and advised farmers countrywide to look for better prices from other buyers. According to the ZNFU, a stakeholders’ meeting with the Ministry of Agriculture had recommended a price of between K130 and K140 per 50-kg bag, and not what was announced by the FRA. We trust therefore that lessons were learnt from last season’s experience and that farmers will be offered realistic prices that takes into account the costs involved. Farmers have produced a bumper harvest that guarantees food security for the nation and it is only fair that the producers are properly rewarded. When farmers are happy, then the nation would always have bumper harvests that would be a boon for the export market.

A LUSAKA driver has denied assaulting Kabwata Member of Parliament Given Lubinda. This is in a case the minibus driver Martin Mambwe, 35, of Kalingalinga compound, has been found with a case for allegedly assaulting the Minister of Justice when the latter was performing his Parliamentary duties. Opening his defence yesterday before Lusaka Chief Resident Magistrate Lameck Mwale, Mambwe said he could not have managed to assault Mr. Lubinda because on the material date he was unable to walk. And ruling on whether magistrate David Simusamba could recuse himself in the matter involving former Roan member of Parliament Chishimba has been delayed as the magistrate was not before court. GOVERNMENT has indicated that it would soon start publishing all Covid-19 donations it has received through various ministries, provinces and agencies to enhance transparency. This is acccording to a statement by the Ministry of Finance made available to the Daily Nation, by Accountant General Kennedy Musonda. Mr Musonda said that following the worldwide outbreak of the Coronavirus, the Secretary to the Treasury instructed all ministries, provinces and agencies to observe the statutory provisions of the Public Financial Management Act when handling donations

ing to reports that DRC special envoy, Marie Nzeza on Monday this week met Mnangagwa at State House to seek his intervention in its long-standing border dispute with Zambia. DRC approached President Mnangagwa to mediate on the matter in his capacity as current chairperson of the Southern African Development Community (SADC)'s Organ on Politics, Defence and Security Cooperation. Speaking at a press briefing in Lusaka yesterday, Mr Malanji said there was no need to worry about the matter because the two countries still have a warm relationship. “There has been concern from the citizens that DRC approached Zimbabwe to mediate in long-standing border dispute with Zambia, there is nothing to worry because Zambia and DRC have a very cordial relationship. the ZCCM-IH to buy enough gold. “I am urging Government to consider giving licences to more cooperatives so that the country can mop up enough gold to enable us sell on the international metal market and earn meaningful revenue,” Mr Simukonda said. ZCCM-IH is undertaking the project in partnership with Consolidated Gold Company Limited (CGCZ). The first phase involves 10 gold milling plants with a processing capacity of 30 tonnes of ore per day, and a targeted average of 7.5 kilogrammes gold production per month.

And Mr Chipata said ZCCM-IH would officially launch the project by July this year once a few gold ore bars were produced. He said the project was on course, despite a few delays in bringing in the required equipment from manufacturers outside the country due to the Covid-19 pandemic. “The next stage of the phase is also underway which involves setting up of the gold vat leaching plant in Rufunsa. “The plant is aimed at chemically processing the gold stock piles from two old gold mines, and concentrates from the gold milling plants,”

CGCZ Chief Executive Officer, Faisal Keer, explained that the business model involved working with various artisanal and small-scale gold miners in providing access to the milling plants, with the view to increase gold production. “CGCZ is also helping licensed small-scale gold miners with mining technical expertise and safety, and also providing access to earth moving machinery to increase gold ore production that is subsequently processed using the milling plants,” Mr Keer said.

GOVERNMENT should consider using established and reliable state institutions to disburse the K10 billion credit facility to SMEs because they understand the challenges and needs of local businesses, says Forum for democracy and Development (FDD). FDD spokesperson Yotam Mtayachalo said Government should use state institutions such as the Citizen's Economic Empowerment Commission (CEEC), Development Bank of Zambia (DBZ), the National Savings and Credit Bank (NATSAVE) and other financial institutions where the state has high stakes. He cited also Indo-Zambia Bank (IZB) and Zambia National Commercial Bank (ZANACO) as some of the entities that could be utilised, saying relying on privately owned commercial banks to execute this project may not produce desirable results. Meanwhile, former Minister

of Finance Katele Kalumba has said there was need for the parties to agree on the interest rate for the facility because it was not a normal financial facility but an intermediation facility meant to easy accessibility of loans. The former minister indicated that the interest must be reasonable in order for the beneficiaries not to default. If they use the same commercial rates for banks, Dr Kalumba said, it would be impossible for the SMEs to access the loans. “There must an extraordinary state and consider it as a special facility. The World Bank and IMF does that. So the commercial banks must be engaged by the Ministry of Finance and central bank in an elaborate definition of the facility, who is eligible, what level of collateral needed and what interest. I think the banks cannot consider to be a political facility because they really understand the economy right now because it requires an inclusion of new capital.,” Dr Kalumba said.

KCM liquidation affects copper production By SILUMESI MALUMO

COPPER production has reduced by 24 percent at Konkola Copper Mine due to the pending liquidation case with Vedanta Resources, Ministry of Mines and Mineral Development Permanent Secretary Barnaby Mulenga has said. Mr Mulenga said in an interview yesterday that copper production had slightly reduced at KCM because of the pending KCM’s liquidation case. He said the mining firm was not operating on a full scale capacity as it had been in the previous years. Mr Mulenga said the liquidator and government were looking for a possible long term solution to improve the copper production at the mining firm. Mr Mulenga said Government and the liquidator was doing everything to ensure that KCM come back to its feet. "Konkola Copper Mine has been in liquidation as you know, so at the moment it is a case of trying to find the long term solution so that copper production can improve. Currently KCM is not producing to its normal capacity and that is what we have been told. But things will be work out so that the operations come back to normal," Mr Mulenga said.

THE partial lockdown and reopening of the Zambian economy are good decisions meant to effectively control the spread of the Coronavirus Disease (Covid-19), an economist has said. Mr Amon Jere, yesterday said it was not practical to keep the economy shut indefinitely as doing so amounted to bringing the entire economy to a halt adding that the Zambian Government had done a great job in controlling the spread of the virus. Mr Jere said it was important to look at the economic cost of maintaining a partial lockdown and weigh options if the economic cost was higher than the health cost. He said the International Monetary Fund (IMF) predicted that Zambia will experience a negative GDP growth of negative 2.6 percent due to the Corona virus which was the worst since 2004 and that revenue shortfall was estimated to be at slightly more than 20 percent due to the corona virus lock down. He said keeping the economy under lockdown would worsen the situation. “The negative economic impact of the partial lockdown has affected mostly the poor in our society. Many

It is fact that adequate revenue can only be optimized if the Economy is functioning fully,” Mr Jere said. He said to stimulate the economy, Government must speed up the release of funds to service domestic debt and also embark on labour intensive infrastructure development contracted to local contractors.

ZAMBIA Forestry and Forest Industries Corporation (ZAFFICO) has created more employment for the youth in Shiwang’andu, District Commissioner Evelyn Kangwa has said. Ms Kangwa said the coming of ZAFFICO in the district over eight years ago, has empowered residents with employment especially youths. In an interview, Ms Kangwa said creation of employment by ZAFFICO had enhanced economic development of the rural district in Muchinga province. Ms Kangwa said the company had not only improved economic activities but added value to the area. "Since establishment of ZAFFICO in 2013 it has brought development in the area. Many people have been employed and added value to the economic development of the

district," she said. She said the government was action oriented and was working hard so as to create more employment and improve people’s livelihood. And Ms Kangwa said currently there were 100, 000 trees in nurseries for eight years, only remaining with two years to be ready for timber production.

7 / Daily Nation, Thursday 14 May, 2020 JOHANNESBURG - A multibillion loan guarantee scheme announced by President Cyril Ramaphosa last month started operating on Tuesday, with the assistance of the country’s major banks, including FNB, Investec, Standard Bank and Absa. According to a joint statement issued by National Treasury, The South African Reserve Bank and the Banking Association of South Africa, the legal details have been finalised, allowing the scheme to be activated. Ramaphosa announced the scheme in April as a measure to soften the blow of the coronavirus pandemic and the subsequent national lockdown on banks as well as their individual and business clients. The loan guarantee scheme is intended to assist businesses with an annual turnover of less than R300 million to meet operational expenses. The South African Reserve Bank’s loans to commercial banks will be guaranteed by National Treasury.

Treasury initially provided a guarantee of R100 billion to the scheme, with the option to increase to R200 billion if the scheme is deemed successful. “The loan guarantee scheme is an initiative to provide loans, guaranteed by government, to businesses with an annual turnover of less than R300 million to meet some of their operational expenses,” said Treasury, adding that government was sharing the risk of the loans with commercial banks. Treasury said the funds borrowed through the scheme could be used to cover the operational expenses of banks, pay salaries, and cover rent and lease agreements.

Economist Dr Francois Stofberg said the amount was enough to assist consumers, but the survival of big businesses and SMMEs was hanging in the balance depending on how fast government could finalise assistance. He added that there was a “significant” need among businesses. Stofberg credited government, saying they have done a lot to keep the ship afloat for consumers. He said while about one million two hundred thousand people have applied for a payment break, this was still only eight percent of the tax base and there was room for government to focus on helping businesses. – FIN24.

JOHANNESBURG - Despite being able to operate during the current lockdown, Pick ‘n Pay says no business is going to emerge on the other side of the coronavirus pandemic unscathed. The retail group has been selling food and other essential items since the lockdown began, but the items it cannot sell include some general merchandise, cigarettes and alcohol, while sales of clothing and footwear only resumed recently. CEO Richard Brasher said these “off-limit” products make up 20 percent of Pick n Pay’s revenue. “I think there’s sometimes a feeling that because we are essential services, because we are open, that everything we sell is available, but it’s not…Also just general reduction of consumers’ overall ability to spend is also a feature here. It’s disruptive for staff. It’s disruptive for customers, but that’s the price of it,” he said. The retail group’s chairperson, Gareth Ackerman, said while businesses understand the challenges faced by government now, it needs those in charge to consider the strain put on the economy. “My plea is in charting the way forward, the government gives due emphasis to the impact on the economy, on livelihoods, on companies that provide jobs and on the tax revenue which funds the work of government,” said Ackerman. WASHINGTON - International Monetary Fund Managing Director Kristalina Georgieva said on Tuesday it was “very likely” the Fund would cut global growth forecasts further as the coronavirus pandemic was hitting many economies harder than previously projected. “Incoming data from many countries is worse than our already pessimistic projections,” Georgieva said during a webcast conference sponsored by the Financial Times. “Very likely we are going to come up with the update to our projections some time in June, and at that point ... our expectation is that there would be a bit more bad news in terms of how we see 2020.” The IMF forecast a month ago that business closures and lockdowns to slow the spread of the virus would throw the world into the deepest recession since the 1930s Great Depression, with gross domestic product output shrinking three percent in 2020. Under the IMF’s baseline scenario, which called for effects of the pandemic to fade in the second half of the year, it predicted growth would rebound to 5.8 percent in 2021. But the Fund also said at the time its forecast was precarious and depended on incoming data.

The United States lost 20.5 million jobs in April with the unemployment rate at 14.7 percent, and some U.S. officials have said that May jobs data could be worse. The IMF typically revises its World Economic Outlook forecasts in early July. Georgieva said the worsening data was also likely to mean that emerging markets and developing economies would need more than $2.5 trillion in additional financing to grapple with the pandemic. The IMF’s previous estimate of that amount - from both internal country resources and external financing - was “on the lower end,” she said. Georgieva expected that number to be revised upward when the IMF released its new global economic forecasts. World’s biggest wealth fund faces record R685bn withdrawal OSLO - Norway plans to draw a record 382 billion kroner (R685 billion) from its wealth fund, forcing the world’s biggest sovereign investor to embark on an historic asset sale to generate cash. The unprecedented withdrawal, revealed in Norway’s revised budget for 2020, is more than four times the previous record set in 2016. The development exposes the scale of the economic damage done by the twin crises of Covid-19 and a collapse in global oil markets, with western Europe’s biggest crude exporter now facing its worst economic slump since World War II. For the first time, Norway’s government is set to withdraw considerably more than the $1 trillion fund generates in cash flow from dividends and interest payments. That income is assumed in the budget to be 258 billion kroner this year, meaning asset sales could reach 124 billion kroner, or around R222 billion. “It’s obviously an historic event,” SEB Chief Strategist Erica Dalsto said. “But we’re also in a crisis that lacks historical parallels. FINALLY FARMERS ARE GETTING FAIR DEAL Dear Editor,

VER the last four months (July to October 2019), the price of Zambia's staple food (maize and mealie meal) has been on an upward trend. This is largely due to an open system allowing farmers to sell maize at market value. A healthy situation. Government on the other hand has continued to procure agricultural produce from farmers as per tradition (at slightly lower prices) to beef up food security through the Food Reserve Agency. This market value or cost reflective tag has led to an increase in mealie meal prices for the consumer. It's a bitter sweet tale of sorts in that the farmer is getting value with every drop of sweat and the consumer (mostly in urban areas has to forego certain

luxuries to meet the cost of nshima.) The PF government's open market policy has created a conducive environment for sector growth. For decades Zambia has enjoyed government subsidies on food and essential services such as electricity. With time, these subsidies have been reduced and in some cases withdrawn to ease the burden on the national treasury. The adjustment process is never seamless but is a necessary measure. We need to ask ourselves; "Who feeds Zambia?" "At what cost do they do it?" "Do they make a profit out of it?" The answer to each of these three questions will in turn determine whether or not the current price of mealie meal is justified. Zambia is largely fed by subsistence farmers most of whom are in rural or outskirt areas of

the country. President Edgar Lungu and PF government has tossed the coin and it is still spinning. The farmer's side of the coin is finally facing upwards. The farmer has for the first time sold his maize at the market price. This has put more money in his pocket. This has stirred a production movement and an increase in the number of persons putting hoe to ground. The right formula has been found and a balance struck. An increase in agricultural output will mean; *A reduction in prices of agro produce and increased exports. This in turn becomes a self-regulating or market driven sector of the economy. *An increase in industries manufacturing farming equipment, fertiliser and other inputs, *An increase in demand

for packaging materials such as sacks The ultimate result is new jobs, new income streams and a broadened tax base all with an aim of enhancing the nation’s quality of livelihood. The increase in mealie meal prices is therefore a blessing in disguise whose benefits will be appreciated beginning next harvest season. The truckers have been cited as the major drivers of Covid-19 as they enter and leave Zambia. Just last Tuesday, 66 truck drivers tested positive for Covid-19.

TO begin with, I continue to thank the government for all they are doing to contain the spread of Covid-19. The only challenge is that we always want to prove how deadly Covid-19 is by first losing a loved one before we can comply with guidelines. But logically, it does not have to cost life to comply. What makes the fight even more challenging is the high stigma that Covid-19 potentially attracts. The thought of people being isolated from the public after one has contracted the disease and stigmatised after one has recovered has not been received well by the general public.

The challenge is that we always want to prove how deadly Covid-19 is by first losing a loved one before we can comply with guidelines. This has now led people to develop a fear of reporting any Covid-19 symptoms to medical experts resulting in patients sent off to medical facilities in their last stages with multiple health challenges resulting in some cases in death. People are not therefore willing to come out until they are actually tested. Truck drivers are some of the best transmitters spreading all the way from Nakonde through Mbala, Kasama, Luwingu, Chipili, Mansa and eventually the Copperbelt. Kitwe isolation centre ready this week By ROGERS KALERO THE refurbishment of the Covid-19 Isolation centre at the Kitwe Teaching Hospital (KTH) will be completed within this week. Zambia Chinese Association (ZCA) Copperbelt Chapter, which is undertaking the renovations, wants to ensure that the isolation centre was of quality standard for the maximum comfort of patients. ZCA Copperbelt Chapter president, Wang Xin, said the Chinese community was desirous to hand over the facility this week, with all the fittings in place. Mr Wang said in an interview that following the recording of one case of Covid-19 in Kitwe, the workers had intensified operations and would finish within few days so that Power Tools Bus Services can install a television set and associated facilities.

He said the K400,000 refurbishment of the Isolation ward would make it a comfortable place for the Covid-19 patients. “As ZCA Copperbelt Chapter , I can assure you that the refurbishment of the Isolation centre which has gobbled more than K400,000 will be completed by the end of this week,’’ Mr Wang said And recently, Power Tools donated the testing kits for COVID 19 to the KTH Power Tools Proprietor Mbachi Nkwazi said his company had decided to donate the testing kits as a way of reinforcing the fight against the virus. “There are 200 rapid testing kits which are worth more than K50, 000 and we hope this will go a long way in testing and establishing who have symptoms of Covid-19 and how they can be treated to avoid the spread of the disease,’’ Mr Mbachi said

CEEC grants cashew farmers THE Citizen Economic Empowerment Commission (CEEC) has released K246, 790 funding to six cashew farmers in Lukulu under the Cashew Infrastructure Development Project (CIDP) at a cost of . Lukulu acting Agricultural Coordinator Simon Masenga said out of the six farmers, four have since received their funds while two have not received yet. Mr. Masenga explained that from the fund, each farmer will be supplied with different farming equipment ranging from shovels, ploughs, hoes, axes, working suits and oxcarts. He added that the six farmers are from two farming camps namely Ngimbu and Boma West. He however advised them to work extra hard in order to beat time since they received the seedlings late. Speaking after a field visit, Mr. Masenga observed that some farmers are doing well in terms of planting, spacing and clearing of the Cashew Fields. The DACO has since instructed all Agricultural Extension Officers to be on the ground and encourage farmers to protect their fields from bush fires. Meanwhile, one of the beneficiaries Mr Charles Mwala has urged his fellow farmers to be hard working. Mr. Mwala who has so far planted 304 cashew plants pointed out that cashew farming needs a proactive approach and not waiting only for funds. - ZANIS.

FAUCI WARNS SENATE OF ‘SERIOUS CONSEQUENCES’ WASHINGTON - The top US infectious diseases doctor has warned senators that the coronavirus will spread further if the country opens up too soon. Dr Anthony Fauci said if federal guidelines to reopen were not followed, “little spikes” would become outbreaks. He also said the real US death toll is probably higher than the official figure of 80, 000. His message is at odds with the upbeat tone of President Donald Trump who is keen to get the economy going again. Dr Fauci was speaking via video to a Republican-led committee of the US Senate. He was referring to the White House’s Opening Up America Again plan, which includes three 14-day phases that states are urged to consider implementing as they allow schools and businesses to reopen.

Several states which are restarting their economies have infection rates that are rising, not falling. He warned of the risk of triggering an outbreak that officials would not be able to control, adding that such an outbreak would set back economic recovery and lead to “suffering and death.” Although the White House has laid out guidelines for reopening, it is ultimately up to state governors to make the decisions on how to ease the lockdown. “There is no doubt, even under the best of circumstances, when you pull back on mitigation you will see some cases appear,” Dr Fauci warned the US officials. Questioned about the possibility of a rebound in autumn of the virus, Dr Fauci said one is “entirely conceivable and possible.”

“I hope that if we do have the threat of a second wave we will be able to deal with it very effectively to prevent it becoming an outbreak,” he said. Dr Fauci also said there are multiple vaccines in development but “no guarantee” any will be effective, though based on his knowledge of other viruses, he is “cautiously optimistic.” “We have many candidates and hope to have multiple winners,” he said. “In other words it’s multiple shots on goal.” Meanwhile, Vice-President Mike Pence is keeping his distance from the president after his press secretary Katie Miller tested positive last week. “The vice-president has made the choice to keep his distance for a few days,” said White House press secretary Kayleigh McEnany - BBC

Brazil records highest daily rise in deaths BRASILIA - Brazil has recorded its highest daily rise in the number of deaths from the coronavirus, health officials say. It registered 881 new deaths on Tuesday, the health ministry said. The total death toll now stands at 12, 400. It means Brazil, which is at the centre of the Latin American outbreak, is now the sixth worst affected country in terms of recorded deaths. And experts say the real figure may be far higher due to a lack of testing in the country. “Brazil is only testing people who end up in the hospital,” Domingo Alves from the University of Säo Paulo Medical School told AFP news agency. “It’s hard to know what’s really happening based on the available data,” he said. “We don’t have a real policy to manage the outbreak.” Alves is one of the authors of a study that estimated the real number of infections was 15 times higher than the official figure. The number of confirmed cases in the country stands at 177, 589, officials say. It rose by more than 9, 000 on Tuesday and overtook Germany’s tally of 170, 000. -BBC

Sall agrees to lift ban, allows repatriation of Covid-19 dead

Uganda runs short of Covid-19 testing kits KAMPALA - Even as new and faster tests become available, Uganda faces a deadlock in the fight against the coronavirus pandemic after officials at the Uganda Virus Research Institute (UVRI) confirmed shortage of essential testing kits for virus. The government has blamed the shortage of Covid-19 testing kits on increased number of truck drivers and limited supply from foreign manufacturers, as well as delays in cargo movement. Dr Julius Lutwama, the UVRI deputy director, told Daily Monitor that they had no single testing kit left in their store and they are now relying on borrowed kits from Makerere University Hospital. The University hospital last month received a donation of 40, 000 test kits from Case Western

Reserve University in the United States.Dr Lutwama said the specific components they are lacking in the testing kits are the probes and primers. “The kits are made up of RNA/ DNA extraction, the master mix, probes and primers,” he explained. Deoxyribonucleic acid (DNA), a self-replicating material which is present in nearly all living organisms as the main constituent of chromosomes. It is the carrier of genetic information. Ribonucleic acid (RNA) is a nucleic acid present in all living cells. Its principal role is to act as a messenger carrying instructions from DNA for controlling the synthesis of proteins, although in some viruses RNA rather than DNA carries the genetic information. The probes and primers are

used to determine whether the sample actually has the coronavirus being sought. A sample often has a number of other viruses. Prof Pontiano Kaleebu, the UVRI director, however, disclosed, without providing specifics, that the government had placed an order for the kits and that they would reach here soon. The only institute mandated to test Covid-19 has so far tested more than 58, 000 samples. Although the UVRI boss didn’t specify the particular components of the kits that are depleted, others sources in the Health ministry talked of wasting kits on Ugandans with different ailments and the lockdown in China and other countries. “Globally, people are having this challenge. DAKAR - Senegalese President Macky Sall has agreed to allow the bodies of citizens who died of Covid-19 abroad back into the country, soothing distraught families who had fought the ban. The government banned the repatriations in April to stem the spread of the coronavirus, leaving scores in limbo in countries including France, Italy and the United States. The issue was emotionally fraught in Senegal, where family bonds are tight and many see holding a religious burial in one’s birthplace as a matter of dignity. A group of families with dead relatives abroad sought to overturn the ban, but lost a Supreme Court case earlier this month, when judges ruled that the government had followed medical precautions. But in a televised address on Monday night, Sall evoked the grief of the affected families and lifted the ban, while also loosening other anti-virus measures. Nicolas Mendy, the son of a Senegalese man who died of Covid-19 in Paris last month aged 71, said he had been “waiting just for this.” Mendy had been paying 55 euros a day to the Paris morgue holding his father’s body while the Senegalese authorities were refusing requests to repatriate it. “The most important thing is that my father is buried according to his wishes,” Mendy said. Mbaye Diagne, one of the lawyers for the families in the Supreme Court case, said the president’s decision was a “relief for the whole diaspora. Families must nonetheless obey health measures upon receiving the bodies of their loved ones, such as not opening coffins, Diagne said. Senegalese authorities have recorded 1 995 coronavirus cases to date, including 19 fatalities. MAPUTO - Mozambique’s constitutional court has declared void two loans totalling more than $1 billion at the heart of a “hidden debt” scandal that triggered a currency collapse and sovereign debt default, a court ruling showed. The court ruling, seen by Reuters and dated May 8, also declared void state guarantees for the $622 million and $535 million loans arranged by Credit Suisse and Russian bank VTB. The loans were contracted under English law, but the Mozambican court ruling could add weight to the government’s efforts to challenge the validity of the guarantees for the loans via a London court. Credit Suisse and VTB have argued in court documents that the government is liable for the money. The loans were taken out in 2013 and 2014 by two Mozambican state companies, ProIndicus and Mozambique Asset Management, for a $2 billion project spanning tuna fishing and maritime security that U.S. authorities say was an elaborate front for a bribery and kickback scheme. Hundreds of millions of dollars went missing from the project and the supposed benefits never materialised. The government did not disclose all of the borrowing, and after donors like the International Monetary Fund found out in 2016, they cut off financial support. - REUTERS.

JOHANNESBURG - The National Prosecuting Authority has discovered additional payments made to former president Jacob Zuma by his former financial adviser, Schabir Shaik, Business Day reported. According to that publication, this will require the NPA to update the forensic report into Zuma’s finances in the former president’s upcoming corruption trial. Zuma and French arms company Thales are facing charges of fraud, money laundering, corruption and racketeering for a series of alleged bribes paid to Zuma through Shaik, during the multibillion-rand arms deal in the late 1990s. Shaik was found guilty of fraud and corruption in June 2005 for irregularities surrounding the same matter, and sentenced to an effective 15 years behind bars. The new revelations reportedly suggest the level of Zuma’s dependence on benefactors for financial survival was more profound than originally thought. During his trial, Shaik argued that payments he had made to Zuma, totalling more than R1.2 million, were made out of friendship and camaraderie. While the exact amount of the additional payments is unknown, lead Zuma prosecutor Billy Downer has reportedly confirmed, -NEWS24

Speaking on COSAFA TV, Sikazwe said the fight against the coronavirus can only be won if all people observed the preventive measures and not with a casual attitude. Sikazwe emphasised the need to observe social distancing, wearing of masks and washing of hands. “For us to keep fighting the virus as COSAFA, we must continue to follow all those guidelines given to us by our authorities. If we do that, then sooner rather than later we are going to get back onto the field and play pour sports together. Remember to stay home and be safe,” he said. Sikazwe is among the top referees on the African continent having officiated at the Russia 2018 World Cup and the 2016 FIFA club World Cup between Real Madrid and Japan’s Kashima Antlers. Matero-based FAZ Division Two side Lusaka Tigers were last Saturday quoted in the Daily Nation as saying that the club, through the Matero MP LIoyd Kaziya were in the process of repossessing stadium so as to redevelop the facility. But in a statement yesterday, Sampa said his lease of the 5, 000 capacity stadium was for 10 years and would run up to 2021 having acquired it in 2011 when he was elected Matero MP. “When I became Matero MP in 2011, I found the stadium abandoned with no functional amenities. Winning the championship and crossing the finishing line is the aspiration of upcoming athletes or would-be athletes,” Mweetwa said. “Unscrupulous con artists masquerading as sporting agents have lured young people to various localities and places around the world on hopeless promises of a better life. Young people are exploited on their abilities, vulnerability due to poverty, and a promise of a flashy lifestyles i.e. driving a car, building mansions etc,” And Mweetwa noted that according to the International Labour Organisation (ILO), there are more than 40 million victims of human trafficking globally. He said 81 percent are doing forced labour; 25 percent

of them are children with 75 percent being women and girls. Mweetwa noted that with sports activities having been suspended due to the global Covid-19 pandemic, athletes that were trafficked by people who claim to be agents have been left stranded. He said that some athletes have been reaped off of their monies amidst the pandemic, leaving them as destitutes in other countries global wise and Zambia has not been spared. “Athlete trafficking or human trafficking knows no border, race or colour. It could be happening even right within your neighbourhood,” he said. “We have to put a stop to it for it’s what brings about match fixing, doping and other forms of sports corruption. Say No to Athlete trafficking.” Since his retirement from active football, Mweetwa has been a proponent of antimatch fixing and ethical sports campaign. Mweetwa was in 2011 with other eight Zambian footballers convicted for match fixing in Finland.
