WHAT has been happening in the mining industry is not only shocking but should be a wake-up call to the nation not to take things for granted. Mining is the goose that lays the golden egg, Zambia’s major foreign exchange earner from which the nation expects to derive benefits to drive its development agenda. But it appears some mining firms have in fact been ripping the country dry through blatant cheating over their operations. Yesterday, the Supreme Court charged Mopani Copper Mines US$13 million after it established that the firm colluded with its parent company Glencore International AG (GIAG) to undervalue the price of copper. The court determined that the transaction between Mopani and GIAG International were less than an arm’s length as expected. Simply put, Mopani was selling copper to GIAG International at a lower price which in turn sold the same product to Glencore who were then able to sell it at a higher price, sharing the profits. Mopani will thus pay the State through the Zambia Revenue Authority (ZRA) over K240 million tax charges assessed from 2006 to 2009. The Supreme Court ruling has laid bare an elaborate scheme through which Mopani has milked the country dry through shady dealings. The case highlights the manner in which multinational companies have throughout the world operated, taking advantage of their weaker partners. Mopani, it has turned out, has been cheating over its sales, thus evading to pay the appropriate taxes. It was undervaluing the copper sales. The genesis of the matter stems from an audit done on Mopani by the ZRA which revealed sales pricing differences on prices that an associated party bought copper and the price that an independent party bought it at. But Mopani objected the assessment, arguing that the source of ZRA’s data informing the assessment was erroneous as all of its sales were based on LME Copper A Grade cash settlement over a quotation period. It also claimed that there was failure on the part of ZRA to take into account the Hedging Agreement that had been concluded between it (Mopani) and GIAG and implemented to minimise exposure to price risks, which was a common practice in the industry. Mopani then appealed to the Revenue Appeals Tribunal which dismissed the appeal and ordered that the original assessment for charge years 2006/07 and 2007/08 of K311, 113, 798.30 would stand together with the assessment for the charge years 2008/09 and 2009/10 in the sum of K140, 891, 939.89. It then appealed to the Supreme Court, advancing seven grounds of appeal against the tribunal. But according to a judgement delivered by Chief Justice Irene Mambilima sitting with two other Supreme Court judges Mumba Malila and Nigel Mutuna, the court found that the audit by ZRA revealed issues that could cause any prudent tax authority to have misgivings about the arm’s length claim transactions between Mopani and Glencore International AG (GIAG), a shareholder in the mining firm. Moreover, Mopani had initially agreed to pay K100 million to the ZRA after the Revenue Appeals Tribunal findings. The nation has been taken for a ride and this must stop. Miming firms have through the years claimed they were not making any profits because of the high taxes. Mopani is currently at loggerheads with Government over its plans to place the Kitwe and Mufulira mines on care and maintenance that would have resulted in 11, 000 miners losing their jobs. Government said no though Mopani has notified it again to place the Mufulira and Kitwe assets on care and maintenance after 90 days. We are glad Government appears to have had enough and has told Mopani to clearly state its position within 14 days on what will happen to the mine after the 90-day period elapses. Finance Minister Bwalya Ng’andu said it was not acceptable to leave the future of the mine in balance without clarity Dr Ng’andu is leading a delegation of ministers - Richard Musukwa for Mines, Labour Minister Joyce Simukoko and Copperbelt Minister Japhen Mwakalombe – and was speaking after a closed door meeting with Mopani management in Kitwe yesterday. HE delay by Government to announce the maize floor price will force us to sell to buyers who are coming on board because we need money to survive, farmers have said. Youths Generation of Zambia, an agricultural out-grower scheme with over 1, 000 farmers, said briefcase buyers were on the loose, looking for maize and that it was only a matter of time before farmers give in. Organisation president, Author Mukeya, said farmers depended on their produce to
earn a living, therefore, they could not hold on to maize when some buyers were already on market. He said the moisture content was reasonable and that it was up to the Food Reserve Agency (FRA) to stock the maize. Mr Mukeya said if Government continued delaying, farmers under the organisation's out-grower scheme would not hesitate to supply to buyers who were on the market. He warned that the time FRA would get on the market, it would find that all the commodity had been bought by the private sector. “Our farmers have no money to survive right now, why
should they hold on to the maize when they need to earn a living,” he wondered. On Tuesday, Agriculture Minister Michael Katambo appealed to farmers to wait patiently until the moisture content reached 12 percent so that they could sell their commodity to FRA at a reasonable price. But Mr Mukeya told the Daily Nation yesterday that if FRA would not go into the market soon, farmers would sell the grain to serious buyers on the market. "For us we were thinking that the minister will announce the maize price by now because the moisture content is very reasonable,” he said.

THE Food Reserve Agency (FRA) has disbursed over eight million of 50 kilogramme bags (434,678 tonnes) of white maize to date to avert the hunger caused by the drought during the 2018/2019 farming season. FRA Public Relations Coordinator, John Chipandwe, said the organisation had disbursed 8, 693, 562 bags of 50 kilogrammes of white maize to cushion the hunger crisis in the country.
Solwezi cop shoot fellow cops By NATION REPORTER
A POLICE officer in Solwezi has reportedly shot dead his fellow officer who along with three others ambushed and attempted to rob a Trade Kings truck on Monday evening. A Constable Ignitius Chola allegedly died on the spot after being shot while another police officer is said to be battling for his life with gunshot wounds. At the time of staging the robbery, Chola was allegedly serving a suspension from police after he was convicted of stealing an excavator from a construction company last year. The Zambia Police is yet to comment on the matter
Mr Chipandwe said the maize was disbursed starting from January first 2019 to May 8th this year. He said the disbursed quantities of the commodity was equivalent to 434,678 tonnes of white maize. "The quantity released from the national strategic grain reserves represents a value of one billion, thirty-five million, two hundred and eighty-nine thousand, six hundred and thirty-six kwacha, forty ngwee (K1, 035,289,636.40)," he said. He indicated that the corresponding realisable sales
were remitted to Central Treasury as per Government requirement. Mr Chipandwe said the disbursed quantities were conducted through maize sales programmes such as community sales to vulnerable communities and emergency programmes under the Disaster Management and Mitigation Unit. FRA also released the grain to the school feeding programmes under the Ministry of Education and the millers through the the Tripartite Agreement.
Chirundu on Covid-19 spotlight By SILUMESI MALUMO
WE are now doing community screening in Chirundu border to detect the extent of the pandemic, Zambia Public Health Institute Director Victor Mukonka has said. And Professor Mukonka said community health workers have been trained to supervise the home isolation management, others include 18 workers to supervise community health workers and 30 health workers entry staff for infection prevention and control in Nakonde. Prof Mukonka said on Tuesday about 277 people were screened and tested at Chirundu border. He said during the routine media briefing in Lusaka yesterday, those tested include truck drivers, point of entry staff and members of the community. And Prof Mukonka said Nakonde being an epic-centre, health workers had intensified screening and testing. A package of interventions are being done, in order to quieten the situation in the area. He said quiet a number
of community health workers had been trained to supervise the home isolation management. In addition 18 nurses had been trained to supervise the community health workers and 30 health workers had been trained in infection prevention and control. Meanwhile Prof Mukonka said 60 new Covid-19 cases had been recorded across the country. He said in the last 24 hours 495 tests were conducted and out of that 60 cases were positive. Prof Mukonka said 48 cases were recorded in Muchinga Province and these include four health workers, 24 from community screening and testing conducted in Nakonde, 17 were contacts to known positives, two truck drivers who came through Nakonde and one from Isoka. The 12 positive cases detected, eight are truck drivers in Ndola who entered through Nakonde to deliver fuel to Indeni and one from Kitwe. Prof Mukonka said one case was from Mpulungu , another from Nsenga Hill and one case in Kasama in Northern Province.
Tutwa warns CDF contractors By KETRA KALUNGA CONTRACTORS doing shoddy works on the Constituency Development Fund (CDF) and other projects risk being arrested for stealing the Government money, Kabwe Central Member of Parliament (MP), Tutwa Ngulube has warned. Mr Ngulube said all the contractors who had failed to complete the CDF projects in his constituency should refund Government. He said he would not hesitate to have such contractors arrested for taking Zambians for granted. “For Kabwe Central CDF projects, we want to warn all the contractors that have failed to finish the works that they must refund the Government,” Mr Ngulube said. He was speaking yesterday when he inspected Makandanyama and Katondo police posts being constructed under CFD. Mr Ngulube said he was disappointed with the contractor Jopper Mining and the engineering department from the Kabwe Municipal Council for the shoddy work done at Makandanyama police post. He said it was shocking that despite the poor works done on the K125 000 CDF projects, the contractor was claiming to be paid a K36 000 balance. Mr Ngulube, who is Deputy Parliamentary Chief Whip, said because of the poor works done, the police post whose works started in 2013 had been rejected twice by the community. And Mr Ngulube has committed to take up all the CDF projects he inherited in 2016 among them Kafulamase clinic and Makwati community school.

HE controversial Bill 10 of 2019 should not be blamed on anyone because it is a product of a continuation distortion of the independence dispensation, veteran politician Akashambatwa Mbikusita Lewanika has said. Dr Lewanika said the 1969 referendum did not pose the question on how to change the Constitution, but instead moved the country from a democratic nation to a ‘personalised’ leadership. He said therefore, Bill 10 was actually a product of an already manipulated constitution that was endorsed by the Zambian people’s vote of 1969 referendum. The veteran politician said it was against that background that some of the arguments in the bill should not be blamed on anyone. “It doesn’t matter who person is in the presidency, but what is wrong with the bill is about its betrayal of promise of the independence and not as in pointing a finger to anyone,” he
said. Dr Lewanika said it was cardinal to go back to the drawing board, whether the idea was bad or not, because the matter on hand was whether or not the independence dispensation was honoured, where all the stakeholders were represented that allowed Zambia to be totally independent. “Whatever government or person who may come into office will still have such challenges because this was the sort of history the nation had found itself in,” he said.

HAKAINDE Hichilema is seeking cheap sympathy by crying foul over violence because it's actually him who is running a terrorist organisation in the name of UPND, PF national media director Sunday Chanda has said. Speaking yesterday, when he featured on Christian Radio chat back programme, Mr Chanda said Mr Hichilema was seeking cheap sympathy from the public by accusing the PF of being a terrorist organisation when he was the architect of political violence in the country. He said Mr Hakainde had in the past committed many atrocities including an attempt to collide with the Presidential Motorcade, in Mongu during the Kuomboka ceremony. Mr Chanda also dispelled rumours by the UPND that Mr Hichilema was attacked while appearing on live radio programme in Muchinga Province. He said at no time did the PF cadres attack Mr Hichilema because the opposition leader was not physically at a radio station but on self-quarantine at his home in Lusaka. He said it was sad that Mr Hakainde had developed a
tendency of calling radio stations lobbying for sympathy while sabotaging measures that government had put in place against Covid-19 fight. He said it was morally wrong for the opposition leader to start politicking in Muchinga Province where the country was recording a high number of Covid-19 cases. Mr. Chanda also condemned the attacks by unknown suspected party cadres on radio stations in Muchinga that had featured Mr Hichilema. Meanwhile, Mr Chanda thanked various stakeholders for standing with President Edgar Lungu and his PF Government in the fight against Covid-19. “The President was clear that he would not be persuaded to make decisions informed by fear so it’s important to thank the Zambian people for standing with the President and the government of the Republic of Zambia, and to thank the partners of our cooperating partners, different players from the private sector," he said. Mr. Chanda also commended the Ministry of Finance for publishing the full list of donations which Government had received in the wake of the Covid-19 outbreak.

OVER 100 Shops and goods wealth thousands of Kwacha have been burnt at Mongu's Southwest Market, Western Province Permanent Secretary Daniel Bukali has confirmed. Mr Bukali said the inferno which gutted the southwestern end of Mongu central is reported to have gutted over 100 shops along with goods worth thousands of kwacha. Mr Bukali who rushed to the scene in company of Mongu District Commissioner Tombi Tombi said the fire which started around 20:00 hours spread quickly through the southwestern side of the market burning a Zesco electricity pole and melting cables in the process. Mr Bukali said it was suspected that the fire could have emanated from a shop where the owner is said to have been the last person

THE Bank of Zambia (BoZ) has reduced the monetary policy rate by 225 basis points to 9.25 from the initial 11.5 percent as a mitigation measure against the adverse impact of the Coronavirus Disease (Covid-19). BoZ Governor Denny Kalyalya said the cut in the Policy Rate also complemented the other broader set of measures the central bank had already announced to mitigate the impact of Covid-19. He was presenting the Monetary Policy Committee (MPC) report during a media briefing at the Mulungushi International Conference Centre in Lusaka yesterday, Dr. Kalyalya said the committee noted that the economy was projected to record a recession in 2020 on account of the Covid-19 shock, the first contraction in more than 20 years. State lifts ban on fish feed exports
GOVERNMENT has lifted the ban on the export of fish feed which was effected to stabilise supply and deal with high pricing of the commodity on the local market. Addressing the media yesterday, Livestock and Fisheries Minister Nkandu Luo said Government was committed to ensuring that the fish deficit in the country was narrowed.
She said Zambia had a deficit of 80, 000 metric tonness of fish and that Government through her Ministry was undertaking an ambitious programme aimed at bridging the Gap. The minister said it was the desire of the PF Government under the leadership of President Edgar Lungu to make sure the country was self-sufficient in fish to ad-
dress food and nutrition challenges in the country. Professor Luo, however, disclosed that the ban on stock feed for animals will remain in force until her ministry met millers and other stakeholders to chat the way forward adding that Government could only lift the ban after the local market was satisfied. Craft specific tax for smallscale mining, govt told By BENNIE MUNDANDO
THERE is need for Government to craft a sector specific tax regime for artisanal and small scale mining, the Centre for Trade Policy and Development (CTPD) has said. CTPD senior researcher (Extractives) Webby Banda yesterday said artisanal and small-scale mining had continued to be a source of hope for many Zambians who could not get jobs in the formal sector. Mr Banda said to this extent, artisanal and small scale mining was increasingly becoming a game-changer of alleviating poverty levels as the sector was mainly dominated by poor citizens because of several attributes including low capital expenditure, low barrier to entry, and high-income generation potential.
The Government in its strategy must therefore support the artisanal and smallscale gold miners by providing fiscal incentives through a sector specific tax regime.

“The Centre for Trade Policy and Development thinks that Government should craft and implement a fiscal policy that aims to incentivise and grow this important infant sector. CTPD has noted that the current fiscal policy in Zambia does not differentiate between large and small-scale mine operators. Mr Banda said this generated a vicious cycle of poverty in mining communities as the poor miners could not retain and plough back profits to foster growth and continuity. He said the current tax regime also had the potential of reversing the current formalisation process as most smallscale miners would shy away from getting mining rights and gold panning certificates in fear of the excessive-high tax burden. “This means they would rather remain in the informal sector where their hardearned production will not be taxed away by the government. CTPD thinks that the recent spate of gold discoveries across the country provides yet another opportunity for the Government to focus their attention on devising a strategy that will maximise the benefit of the Zambian people from this sector. “The Government in its strategy must therefore support the artisanal and smallscale gold miners by providing fiscal incentives through a sector specific tax regime. This must be done to recognise artisanal and small-scale miners as an important element in the gold value chain,” he said.

“You know early maize is slightly more expensive than rain-fed because of the costs involved in irrigation that includes electricity costs so the local market could not buy everything so there was a clause in the MoU that permits ex-

port of the excess product to the available markets," Mr Kaleyi said. Mr Kaleyi said ZNFU was happy that excess maize had a market despite the slow pace. He said the export of the maize would start as soon as the paper work and all export processes were concluded. Mr Kaleyi said farmers would continue growing early maize especially with the available markets locally and outside.

LUSAKA Lawyer Dickson Jere yesterday launched “masks for schools” programme in which he donated over 500 masks to George Central School in Matero to be used by children in examination classes. Mr Jere donated masks and sanitisers to the school ahead of the school opening on 1st June. He said he picked on George Central School because it has 300 grade seven pupils and about 160 grade nines who come from most vulnerable families. “I know the challenges which our parents in this area faces and cannot afford to buy these masks and sanitizers. So this small gesture will be replicated in other schools with simian or challenges,”Mr Jere said. Mr Jere urged the school teachers to help in sensitizing the community and children on the dangers of the Covid-19 and especially on how to wear the masks and sanitizers or watch their hands regularly. And receiving the dona-
tion, school headmistress Sylvia Miti said the donation came at a right time as the school administration held meeting this week to plan on how to deal with the massive numbers of children who may not afford masks. “This is very timely. We have a huge number of school children in examination classes and this will cater for all of them,” Ms Miti said. CCM-IH has entered into a joint venture partnership through its subsidiary Consolidated Gold Company Zambia (CGCZ), with Array Metals, a global mining firm to process gold ore in Mumbwa, west of Lusaka. Speaking after signing the agreement, Array Metals Group vice president Chris Rugari said the company’s overall total targeted gold production was 7, 500 kilogrammes from the resource, estimated to be worth US $400 million at the current prevailing market price. Mr Rugari however said that the agreement with CGCZ will first process part of the resource and later ramp up production and processing. “We have a two-year study conducted by Array Metals that

N its quest to keep-up with the regulatory and legal framework in the country, the banking sector through the Bankers Association of Zambia (BAZ), developed an initiative to review and update the Code of Ethics and Banking Practice. This Code was first introduced in 2002, following the identification of the need to develop confidence and good customer relationships by formalising standards of disclosure and conduct in the engagements between the banks and their customers. The 2002 Code was first revised in 2010, in recognition of the both in-country and global transformation of the financial services sector. In 2020, the industry recognised the need to align the Code in line with the evolving local and international technological, legislative, and regulatory environment. The updated Code has spells out standard ethics and principles relevant to all Commercial Banks, under the membership of the Association. The 2020 Code of Ethics and Banking Practice is premised in recognition of the fact the evolving customer needs as well as industry developments. Although the Code is not legislative in nature, all BAZ member banks that adopt this Code are contractually bound by their obligations as provided by the Code. The Code is a set of guidelines and standards that seek to foster best banking practices and enhance cordial business relationships between banks and their customers. This places the Code as part of the broader national consumer protection framework as well as the financial services regulatory system.

Meanwhile, ZCCM-IH Chief Executive Officer, Mabvuto Chipata, said ZCCM-IH’s strategic drive to harness the gold potential as mandated by Government was aimed at contributing to the 40 tonne target, which could only be achieved through such partnerships. An initial $2.5 million will be invested in the first stage of the project and would go towards the setting up of a gold wash plant and other mining machinery to mine and process placer gold raw material. In the JV agreement, CGCZ will hold a 65 percent stake and Array Metals Zambia will have 35 percent in the project, with

THE Ministry of Finance will soon release the remaining amount of money towards the completion of the Kasama Airport whose works are at about 80 percent, Kasama Member of Parliament, Kelvin Sampa, has said. Mr Sampa has told the Daily Nation that he had an engagement with Finance Minister, Bwalya Ng’andu, who assured that the money would be available to complete the project. The airport, he said, was among projects which had stalled due to financial challenges but earmarked for completion. “The Finance Minister has released a bit of money. What had delayed the whole process was because last year, we had a serious problem with low levels of water (for power generation) and Government was forced to channel resources towards the importation of electricity. “A lot of projects got affected and that includes the Kasama Airport as well. As of last week when I had a meeting with the Finance Minister, he gave an indication that a substantial amount of money will be released so that the airport could be concluded,” Mr Sampa said. Mr Sampa said the Minister was scheduled to tour the Northern Province next week to look at some projects that had stalled. “He is supposed to have a

Tanzania lifts restrictions on passenger flights DAR ES SALAAM Tanzania’s civil aviation authority has lifted all restrictions on passenger flights operating in the country. The body said in a tweet that the development follows a “decrease of Covid-19 cases.” The Ministry of Health on Monday said arriving international travellers would be screened for Covid-19 symptoms at entry points before being granted entry. The tourism sector is the country’s second biggest employer after agriculture and has been hit hard by the pandemic. Meanwhile, the head of the UK’s national tourism agency has thrown her weight behind setting up so-called air bridges with countries with low coronavirus rates. Visit Britain chief executive Patricia Yates told MPs it was an “interesting” idea and indicated the US could be
open to agreeing a deal. Air bridges would allow visitors from low-risk countries into the UK without having to quarantine for 14 days. A government spokesperson said air bridges were “not an agreed policy.” He said: “Work on this is continuing... ultimately we will be guided by the science and the health of the public must come first.” Transport secretary Grant Shapps suggested on Monday that the government’s plan to quarantine people arriving in the UK for two weeks could include exceptions. He said: “We should indeed consider further improvements, for example, things like air bridges enabling people from other countries who have themselves achieved lower levels of coronavirus infection to come to the country,” Yates told the Digital, Culture, Media and Sport Select Committee that the US may be interested in reopening travel links with the UK. She added that other valuable markets for mutual arrangements also include France, Germany and Italy. Airlines have objected to the government’s 14 day quarantine plan which they say will put people off from travelling. – BBC.
No guarantee of quick economic bounce back, warns Sunak LONDON - It is "not obvious there will be an immediate bounceback" for the UK economy, once lockdown restrictions are eased, the chancellor Rishi Sunak has warned. Sunak said he hoped for a swift recovery, but it could take time for the UK economy to get back to normal. "It takes time for people to get back to the habits that they had, there are still restrictions in place," he said. His warning came as figures showed the number of people claiming unemployment benefit soared to 2.1 million in April. The jump of 856, 500 claims in April reflected the impact of the first full month of lockdown, the Office for National Statistics (ONS) said. The government has made some changes to who can claim work-related benefits during the pandemic, but this figure is one of a series that show the stress Covid-19 is putting on the jobs market. Speaking to the Lords Economic Affairs Committee, Sunak said figures from around the world where countries were progressively easing and lifting restrictions, suggested a full recovery could take time. He said the "question that occupies" his mind was "what degree of long-term scarring is there on the economy" and that once restrictions begin to be lifted there will be the case of "what do we return to" and on that the "jury's out." But he admitted he felt "all economic forecasters and economists would agree the longer the recession is, it is likely the degree of that scarring will be greater." He said that even if the government can reopen retail in England as planned on the June 1, there will still be restrictions on how people can shop. – BBC.

AIROBI - The World Bank has approved a $1 billion loan for Kenya to help it close a gaping budget deficit and tackle the economic shocks from the coronavirus pandemic, both sides said yesterday. The loan, initiated before the health crisis started, is the second ever such direct lending for the budget from the World Bank, after the first was processed last year. “Its approval is timely, since it will help fill the financing gap generated by the severe, ongoing shock to Kenya’s economy,” the World Bank said in a statement. The budget deficit has swollen to 8.2 percent of GDP in the financial year to the end of June, from an initial forecast of under seven percent, mainly due to

Wealthy countries failing Africa during pandemic, presidents say JOHANNESBURG Wealthy countries are failing Africa, with pledges of financial support and debt relief falling well short of the continent’s needs as it battles the Covid-19 pandemic, several African presidents said on Tuesday. Developed economies have channelled trillions of dollars into health initiatives and economic stimulus at home. But the presidents - from Kenya, Ivory Coast, Sierra Leone, Senegal and Niger - said they could not afford such measures in their own countries. “We’re not in a position to
protect companies, to preserve jobs. There’s an injustice that is again being exposed by Covid-19,” Senegal’s President Macky Sall said during a virtual roundtable organised by the New York Forum Institute think-tank. Production declined by 2.3 percent in February, compared to January. For the three months ending in

Spousal killing can also involve people in an intimate relationship. The reasons for spousal killing are many and varied. The reasons may include infidelity, petty jealousy and lack of premarital counselling. The spousal killing can also be attributed to the husband’s failure to provide basic needs such as food for his family. Whatever reason compounded the spousal killing, the bizarre
incident is not justifiable. Why taking your spouse’s life over marital conflicts? The amicable solution must be sought to avert the high incidences of spousal killing. However, there is a need for premarital counselling for the people contemplating marriage. The church leaders should be involved to conduct the premarital counselling sessions. This is important in that it empowers the would-be marriage couples with the necessary knowledge on how best to resolve differences in their home. Communication is also an important tool that can be used to resolving the marital conflicts that might arise. When there is no communication, it becomes difficult to address some
problems in the marriage. Every marriage has some marital conflicts. How you resolve them is what is important. Our local tabloids carry stories of spousal killings. This is not a good thing as it depicts the degradation of morals among some married couples. Moving forward; there is a need to amicably address the high incidences of spousal killings. This can be done through communication between the marriage couples and the premarital counselling. Marriage was not meant to be a burden. Dear Editor, WE unearthed the apparent political alliance between the purported exiled prophet Seer-1 and fivetime losing Presidential candidate Hakainde Sammy Hichilema. It is not a hidden fact that See-1 prefers HH to ECL. The disgruntled prophet is ready to go to any length to mislead the unsuspecting public that the revelation points toward the political reject HH as the replacement to ECL. The recent revelations that HH is frustrating Seer-1’s efforts to make him President are quite serious. It has also been observed that UPND has not publicly issued a statement to condemn the fallen prophet. We wonder why UPND find it suitable to work well with foreigners yet they complain on the perceived Chinese invasion in our country. Seer-1 associated himself with the UPND and since then the party has not distanced itself from the allegations. Is UPND interested in the expired “do as I say� which has failed to be compatible in a Christian society. Further, the other week Seer-1 advised HH to be radical and wrestle power from PF. Within 24 hours, Mr Hichilema addressed the media renewing his campaign for Armageddon under the guise of self-defence. One wonders whether the disgraceful Seer-1 is the political consultant for UPND. The unholy alliances between UPND and the foreigners with interest in Zambian politics is an eye opener as to why we need the regulatory framework for political parties. It is just unfair to have political parties with strong ties with foreigners positioning themselves as an alternative government is unfair to Zambians. Chifubu residents casual about Covid-19, says MP By MUYANI SHINJABALE CHIFUBU residents in Ndola are taking the outbreak of Covid-19 casually instead of joining efforts to fight the pandemic, area Member of Parliament, Frank Ng’ambi has said. Mr Ng’ambi has thus urged residents to adjust to the
‘new normal’ way of living with Covid-19 as it would be around for some time to come. Mr Ng’ambi noted that the people of his constituency were taking the novel corona virus very casually. He was speaking in an interview after distributing face masks and hand sanitizers to bus drivers and motorists in his constituency during the early hours of yesterday. He noted with concern that people in his area were taking the pandemic casually and were not masking up nor observing social distancing. “This pandemic is here to stay, we will have it for a long time so we need to protect ourselves,” Mr Ng’ambi said. He spent K22, 000 on face masks, liquid soaps and other materials to ensure that people were well protected and sensitised on the pandemic. Mr Ng’ambi stated that following the decision by Government to re-open examination classes, he would ensure that all schools were disinfected. He stated that parents should take serious measures to protect and sensitise their children about the pandemic.

Mr Kasonso said the PF did not have the numbers required to pass Constitution amendment Bill number 10 even if two UPND MPs voted in its favour. Speaking during the provincial executive committee meeting at which he cleared the allegations suggesting that he had been bought by the PF, Mr Kasonso said he could not be swayed just because of money. He said that he would only work with the PF and President Edgar Lungu on principle and not that he would be bought. "It is not possible that the bill 10 can pass because the PF do not have enough number of Members of Parliament, and even if two or three opposition MPs supported it, bill 10 cannot pass," he said. He boldly pledged his continued support to the UPND and demanded that members needed to verify information before making wild allegations. “The rules of the Select Committee in Parliament are such that, one cannot vote against the resolution of the Committee. The walk-out by my fellow UPND MPs was not done at the point of voting for people to accuse me of working with PF. Mr Kasonso said Bill number 10 could have been history by now had it been debated because PF was five MPs short when the UPND members walked out of Parliament.

By MUYANI SHINJABALE THE Ministry of Health should set up a screening point at the Indeni checkpoint in Ndola to detect the coronavirus in some truckers as they enter the city, says Munkulungwe ward councillor Agnes Chomba. Indeni check-point is mounted on the NdolaKapiri Mposhi road from vehicle entering Ndola from Northern, Muchinga Lusaka provinces and beyond. Ms Chomba said Munkulungwe ward was one of the areas that received cross border truckers who parked in the area. In an interview, she said the cross border truckers who entered the province without being tested posed

Maize already has a read market, other crops like soya beans are only sold to briefcase buyers who themselves want to set their own price," she said. She said after trying other crops during the 2019/2020 farming when she planted maize, sorghum and groundnuts in the same field, her crops were never attacked by pests and her harvest was good. And CSPR former Board Chairperson, Partner Siabutuba, appealed to Government to make some changes in the curriculum as pupils were still being taught
that maize was the staple food in Zambia. "How can we diversify and change the mind-set of people when pupils are still taught that maize is the Staple food? “It is these same pupils that will one day become farmers, so Government needs to closely look at this and change the curriculum" said Mr Siabutuba, who is Youth Development Organisation Executive Director.

She noted that Bwana Mkubwa Constituency housed a number of companies thus the need for them to join hands

THE United Party for National Development (UPND) will hold the intra-party elections in the North Western Province starting today for the ward, constituency, district and provincial committees. The elections will run from today to June 27. Provincial elections commissioner, Munji Habenzu,
expressed happiness that the province had remained a UPND strong-hold since the birth of the party in 1998. He was speaking during a provincial executive Committee (PEC) meeting in Solwezi. Veteran politician Thomas Thabane, 80, bowed to calls to resign on Tuesday, three months after police named him and his current wife Maesaiah as suspects in the murder of his former spouse Lipolelo in a case that plunged the mountain kingdom into a political crisis. “I have inadvertently erred in several ways,” Thabane said in his handover speech. “I ask you that you forgive me for my mistakes.” Lipolelo Thabane was shot dead in her car in June 2017 two days before her husband’s inauguration as leader of the country of about two million people. He married Maesaiah two months later. Maesaiah, 43, has been charged with murder, while Thomas Thabane argued in court in February that he has immunity due to his office. Both deny any wrongdoing. Thabane’s own All Basotho Convention (ABC) party, opposition figures and South African mediators had leant on him to quit, but he had resisted, supported by an inner circle of loyalists. ‘Lift ban on soccer’ By MICHAEL MIYOBA FAZ Provincial League club KASA Bulls FC captain Blessings Kaonga has called on government to consider lifting the ban on contact sports such as football which contributes massively to the economic development of the country. Kaonga, who is an unemployed clinical officer said football is a source of income for many youths who have been left with nothing to do after the ban was implemented in March following the outbreak of the Covid-19 pandemic. He said lifting the ban on contact sports especially football will prevent many youths from engaging in criminal activities which have become the order of the day in many communities. Kaonga said there is need for Zambia to emulate Germany which decided to continue with football despite having more Covid-19 cases compared to most African countries. “We are also appealing that since we have the Bundesliga which resumed in Germany where there are
more Covid-19 cases why not Zambia? As long as we are able to adhere to the measures from the Ministry of Health. “Lifting the ban will also help many youths from not engaging in criminal activities and drinking which is the case now despite bars being closed. For us to be assisted, let Government lift some restrictions on contact sports especially soccer,” Kaonga said. And Collins Siambulo, a Kanyama resident urged the government to lift the ban imposed on contact sports for the sports world to quickly adapt to the new normal. Siambulo said Government should ease up on some restrictions because the Covid-19 pandemic is here to stay like other diseases such as Malaria and HIV/AIDS. He said youths have continued to defy the government by engaging in social football activities in various communities because they are struggling to stay at their respective homes because of having nothing to do. However, Ministry of Sports, Youth and Child Development, Permanent Secretary Joe Kapembwa said contact sports remains banned and those found disregarding directives risk being arrested.

HE Football Association of Zambia (FAZ) says its 2017 and 2019 amended constitution had the blessing of the soccer governing body (FIFA) and that it was not targeted at individuals. Speaking when he featured on ZNBC's the Dressing Room programme on Monday, FAZ general secretary Adrian Kashala said the constitutional changes that were done in 2017 were never created to target individuals but instigated by FIFA. Kashala said that unlike the misconception, the constitution was not made to suit the association's president Andrew Kamanga. He said that the changes to the constitution that were done in 2017 and 2019 were very minimal. “There is a misconception that the FAZ constitution means Andrew Kamanga

and when someone fails to fit in the constitution, it is Andrew Kamanga who has barred this particular person. “The constitution has been sitting with us from 2017, if at all anyone felt aggrieved from 2017 to 2020 someone should have raised the red flag or red card that I am not comfortable way before 2020 elections were in the picture.” Kashala noted that there was need for administrators to follow the due process of the constitution as they had tied themselves to the document. And speaking on the same programme, FAZ vice president Rix Mweemba said the constitutional changes were done openly with FIFA engaging all the councillors through a visit in 2017. “In fact if you checked correctly, the Electoral Code and the FAZ constitution are just replicas of the FIFA constitution. It is because FIFA was on the verge of doing the same to all member associations. We are members of FIFA and bound by rules of FIFA. Andrew Kamanga as FAZ president is obliged to defend the constitution.” The amended FAZ constitution of 2017 and 2019 has come under scrutiny from aggrieved stakeholders following the 2020 electoral process that saw some candidates barred from the elections on account of having failed to meet some requirements.
