MOURNING IAN MUTAMBO

IT is so pathetic that some Zambians have allowed themselves to sink so low as to take pleasure in the misfortune of others. They derive pleasure when there is misfortune and go to great lengths pretending as though they care, when all they are doing is trying to attract attention to themselves. Yesterday, the nation put to rest a young man, Ian Mutambo who died in a tragic road traffic accident involving a Power Tools passenger bus on Saturday in the North-Western Province. Ian, who was employed as a Labortory Technician in the Ministry of Health and based in Zambezi was assigned to deliver some bio-hazard samples to a laboratory in Ndola. There have been a lot of talk as to why dangerous specimens should be carried on a public transport vehicle, that the government should have provided a special vehicle. But they have conveniently ignored the fact that Government explained that the samples were securely packaged and recovered intact. Even former Vice President Enoch Kavindele recalled in our edition yesterday that as Health Minister, they routinely transported samples using public transport – road and air. No one would have wished Ian to die in that road traffic accident and no sane person should therefore start pointing fingers at anyone. What the nation should be doing now more than ever before, is to console Ian’s family over their loss. We are comforted by the fact that Ian’s uncle, Mr Humphrey Chisenga has called for an end to finger pointing over his death. Mr Chisenga said during Ian’s burial in Mpika yesterday that his nephew died while performing national duties and that accidents occur under normal circumstances. Ian, who was born in 1996 and employed by the Ministry of Health in 2018 was put to rest at Mufubushi village in Mpika. Mr Chisenga’s statement during the burial of his nephew should shame the UPND and its cronies who have tried to make political capital out of the unfortunate accident. The UPND claims that Government is to blame for Ian’s death by not providing adequate transport. But as Mr Chisenga said, Ian’s death was due to an accident, and it was unforeseen. Even as the family is mourning, Mr Chisenga was able to thank the government for moral and material support provided. Health Minister Dr Chitalu Chilufya led a government delegation that attended Ian’s burial and delivered condolences from President Edgar Lungu to the bereaved family. But is it not surprising that not one notable leader from the opposition parties – particularly the so-called vocal ones – had the decency to travel to Mpika to mourn the young man? The bottom line is that since they had ensured their names were in print, that was all that mattered. These are therefore the kind of leaders that Zambians have, who always want to play to the gallery even when the situation does not warrant so. But as Dr Chilufya noted, Ian died while serving the nation and the least Zambians should do is to mourn him with respect and allow his family breathing space.

Encroachment on ZRL assets must stop now - Minister By BUUMBA CHIMBULU

ZAMBIA Railways Limited (ZRL) should immediately stop people who have encroached on the company land, Transport and Communications Minister, Mutotwe Kafwaya has ordered. The minister said ZRL should ensure that no construction works was being undertaken on its land and should immediately engage all those who had encroached on company assets. Mr Kafwaya said it was important to protect assets in the railway sector and as such, all construction activities along the railway line should cease. “I would like to direct ZRL to make sure that they stop anyone who is building now. Those buildings should not continue,” Mr Kafwaya said after touring railway assets in Lusaka yesterday. Mr Kafwaya said ZRL should be able to find a balance between human and legal aspects for all those who had already encroached company land land. Government, he said, would not compensate any encroachers because the land they were occupying was obtained illegally. “What we are trying to do is to protect the future of this country by preserving Government assets such as the one

Mosho restrained from administration of Kinghar Company By CHINTU MALAMBO LUSAKA lawyer Lewis Mosho has been restrained by the Lusaka High Court from interfering with the management of Kinghar Company Limited or he risks being imprisoned. The court warned Mr Mosho that if he fails to comply with the order, he will be liable for contempt. This is in a matter where Zhang Xiaomin and Mulozi Trading Limited have sued Youjun Zhuan, Wang Qingghal and Kingphar Company Zambia in the Lusaka High Court Commercial division. Mr Mosho acts as the business rescue administrator of Kingphar Company Zambia. According to an amended order for interlocutory injunction, the court considered the affidavit by Zhang Xiaomin who understood that if the court later finds that the order for injunction causes loss to the defendants and decides that they should be compensated, he will comply with any order the court may make. The court therefore, restrained Mr Mosho by way of prohibiting injunction from performing the powers of the business rescue administrator of Kingphar. He was restrained from appointing the Chief Executive Officer, management or adviser of the company.

Mpenzeni urges subjects to vote in numbers

PARAMOUNT Chief Mpezeni of the Ngoni people of Eastern Province has called on the people to turn up in numbers and vote in the 2021 General election. Speaking at his Ephendukeni Palace, the traditional leader said the 2016 election was characterised by voter apathy especially in the province. Paramount Chief Mpezeni has, further urged everyone above 16 years of age to register as voters and take part in the election. The Ngoni paramount chief has also called on government to quickly find ways to start the voter registration process ahead of the 2021 Elections. Last month, Chitimukulu of the Bemba people also urged his people to register and vote enmass in the 2021 elections like other provinces. -ZNBC

I will not give up Forest 27 fight – Harrington By SILUMESI MALUMO WE shall not surrender or rest until the tribunal is appointed to look into issues surrounding the forest 27 because all Zambians must benefit equally, former Environment minister William Harrington has said. Mr Harrington said he would fight to the bitter end and ensure a tribunal was appointed so that matters relating to Forest 27 were resolved. Recently, Mr Harrington engaged Chief Justice Ireen Mambilima to ensure that a tribunal was appointed but she transferred the matter to Deputy Chief Justice Michael Musonda. Mr Justice Musonda then refused to set up a tribunal which then compelled Mr Harrington to sue Attorney General Likando Kalaluka as respondent on the matter. Mr Harrington made an application in the High Court for a tribunal to be set up. But Lusaka High Court Judge, Catherine Phiri, on Tuesday dismissed the matter on technicalities, among them the applicant’s failure to present grounds for the tribunal to be set up. The judge said she dismissed the application because it fell below the standard required by the court. But in an interview yesterday, the former minister said he would engage the lawyer so that the matter could be fought to the letter. “I am very surprised about this judgement because in the Sylvia Masebo Tribunal we used the same format, so there is a precedence we are relaying on. So dismissing the same format is very surprising to us. “So the lawyer said he will consult the High Court registry so that he can study the matter. Because we want to pursue this matter further, he will advise the way forward,” Mr Harrington said. He said that he would not give up until justice prevailed.

Covid-19 job losses loom FROM PAGE 1 EAZ president Lubinda Haabazoka sounded the warning yesterday that many companies were on the verge of collapse unless they get immediate help. “We must immediately identify the most-hit sectors in the economy and provide them with a stimulus package failure to which we will be hit with massive job losses shortly,” he warned. In a related development, Change Life Zambia leader, Joseph Kasongo has warned that the failure by Government to make labour concessions in view of new draconian employment code would lead to job losses. Mr Kasongo pointed out that Food Lovers at East Park Mall had been reported as having issues with bailiffs and Kagem Mine had cut housing allowances because of the devastating effects of Covid-19. In an interview, Dr Haabazoka yesterday told the Daily Nation that the Coronavirus disease (Covid-19) outbreak has had a telling effect on productivity and the labour market. He warned that some of the companies closed due to covid, may never recover unless there is immediate action and help. He said such a team of experts will help actualize President Lungu’s desire to ensure that industries stayed afloat and jobs were protected despite the Covid-19 economic scare. Dr. Haabazoka said there was need to ensure that all the presidential directives

began seeing fruits as soon as possible, adding that this is the time that the country needed to create wealth for Zambian citizens. He warned that if no interventions were put in place to ensure that businesses were cushioned against the challenges they were facing, most of them will shut down and that those which were told to close owing to the disease may never come back. “In terms of identification of industries or sectors that need support, we can borrow from experience from other developed nations like Germany that have helped their countries to revamp industries.

Lungu says govt to invest in other sources of energy By AARON CHIYANZO PRESIDENT Edgar Lungu says Government will start investing in other sources of energy. President Lungu said this in Siavonga yesterday when toured Kariba Dam to check on the water levels. This follows the Zambezi River Authority’s stance that it would not allocate Kariba North and South Hydroelectric Power Stations more water when levels rise because it would reserve for future purposes. President Lungu said Government would invest in other sources of energy so as not to rely on hydro power. “We will invest in other sources of energy,” he said. And ZRA chief executive officer, Munyaradzi Munodawafa said Kariba Dam still did not have enough water despite high levels being

witnessed at the Victoria Falls in Livingstone. Mr Munodawafa said it would take about nine weeks for the water at the Victoria Falls to reach the dam. He also said no more would be allocated to the two power hydro stations at Kariba Dam even if it gets full. Mr Munodawafa said water would be reserved for future use in an event that wasn’t enough rain. Meanwhile, Energy Minister Mathew Nkhuwa said Kariba Dam only had 3 meters of water against its 13 meter capacity. Mr Nkhuwa said loadshedding could not end when the dam still had a 10-meter water deficit. President Lungu also toured the 750MW Kafue Gorge Lower Hydropower Station under construction in Chikankata.

He said in an interview yesterday, the UPND did not consider him to be important at that time, the party leadership ditched him without thinking of what he sacrificed for the party.

Mr Mwamba who is populary known as GBM, was reacting to an article which was published in the Mast newspaper yesterday that he would go back to the UPND and eat with them. But Mr Mwamba who is a former UPND vice president for administration, rubbished the article, stating that it was a total distortion of the information. It is Cornelius Mweetwa who was pleading with me to go back to UPND when I was in Monze yesterday (Tuesday) but I told him facts that your party leadership hounded me out from the party without considering what I did for it and I can not come back, he said. The publication, Mr Mwamba said, was full of fabrication, saying the UPND must stop dreaming that he would return to the party.

‘SMEs shunning K10bn package’

THERE has been slow uptake amongst Small and Medium Enterprises (SMEs) of the K10 billion stimulus package recently released by Government, Finance Minister Bwalya Ng’andu has said. And Dr Ng’andu said Government had increased the number of Non-Financial Institutions that will lend money under the K10bn lending facility. Commercial banks, according to Dr Ng’andu were expected to peg the interest rates for funds obtained from the facility around 16 to 17 percent. Interest rates on the market are currently hovering between 28 and 30 percent. He emphasised that the facility was for both existing and new businesses. Dr Ng’andu however bemoaned the low uptake, saying this was because the information had not permeated

Dr Ng’andu also explained that he increase in the number of Non- Financial Institutions was meant to ensure that small businesses easily accessed the funds. Dr Ng’andu said Government was aware that small businesses borrowed money from Non- Financial Institutions as opposed to commercial Banks. “We are trying to address the needs for Small and Medium Enterprises (SMEs) that are likely to suffer the most from the downturn of the economy. Small businesses do not have reserves as opposed to businesses,” he said yesterday in Lusaka at a joint press briefing. The Bank of Zambia has injected a K10bn medium-term lending facility into the economy through commercial banks to support businesses during the covid-19 period.

This is a three-year facility. The minister encouraged new businesses to participate in the facility and access capital. “Interest rates are usually determined by the policy rate which is currently at 11.50 percent, but we expected the lending rates to be around 16 to 17 percent, somewhere there,” he said. Dr Ng’andu reminded businesses that this was not free money, stressing that “you borrow with expectation that you will pay back. So be careful with how you use the money once you access it.” Meanwhile, Dr Ng'andu has appealed to airlines and the Zambia Airports Corporation Limited to liaise on how they can support each other during the challenge of business slowdown as a result of the coronavirus pandemic. He said Government is having challenges to consider giving financial support to airlines because its revenue has also reduced.

Don’t blame others for UPND resignations - Lungwangwa candidates who were suitable to take up those positions were disadvantaged. “These resignations did not start today, but they started shortly after the general election because most of these people were hand-picked as candidates because of that grade 12 requirement, so most of them were not politicians as such. “So the matter needs deeper analysis in terms of trying to find out what it is, in that the 2021 is nearing, and it is very important to determine the

problem instead of pointing fingers at individuals, that will not help,” he said. Prof Lungwangwa said it was therefore important to look into the gaps to avoid recurrence, instead of blaming individuals or linking anyone to defections in Western province and other areas. UPND in Western Province was engulfed in differences over the resignations of its councillors on claims that senior party officials were coercing the move.

Currently, more than 10 councillors have resigned from their positions in Western Province, with the latest being from Namengo ward Councillor in Nalikwanda Constituency, Mr Liamba Imbuwa and his counterpart Imusho Ward councillor in Sesheke constituency Brian Liyemo. The party leadership has been blaming the Patriotic Front for the mass defections, claiming that the ruling party was buying off councillors.

REOPEN KEY SECTORS - YALI By AARON CHIYANZO

RESIDENT Edgar Lungu must begin reopening of the key sectors in a gradual but cautious manner, the Young African Leaders Initiative (YALI) has said. YALI president, Andrew Ntewewe, said the partial shutdown of some sectors in Zambia would adversely affect the socio-economic sectors of the country, if some key sectors were not re-opened. He said in a statement that the partial shutdown was also taking a toll on the ability of citizens to live normal lives especially young people and

emerging leaders. Mr Ntewewe said the shutdown of colleges and universities, especially private ones, had not only affected the ability for workers to earn a living but also adversely affected young people in examination classes. He recommended that schools be reopened for pupils in examination classes as well as colleges and universities. Mr Ntewewe said the sale of alcohol in bars, night clubs, lodges and hotels on a takeaway basis could be allowed as long as they had adequate space for social distancing. “The effective functioning of the formal sector is directly

dependent on a thriving informal sector. We therefore believe the continued shut down of the informal sector will hurt our economy and make businesses fail to survive the post COVID-19 period,” he said. Mr Ntewewe said YALI supported Government’s scaled-up approach, unlike those who called for total lockdown. He said it would have been naive for Government to succumb to pressure from those who called for a total lockdown based on emotions rather than evidence-based approach.

Stuck Mukula dealers plead for amnesty

GOVERNMENT should give amnesty to Mukula dealers and allow them sell the already cut logs before it goes to waste, Mukula dealer Lick Kaona has said. He said Mukula dealers were ready to sell the logs to the Zambia Forestry and Forest Industries Corporation (ZAFFICO), if granted the amnesty. Mr Kaona observed that there were a lot of Mukula logs

which were harvested before the ban. The logs, he said, were lying in many places across the country and people were scared to sell them to the State. He said Government should allow Mukula dealers to mop up the already cut logs for sell to Zaffico but put in place strict measures to ensure no fresh ones were harvested. Mr Kaona, who is a licence holder, said with the economic meltdown, Government needed to make money from all

available resources. “There are a lot of Mukula logs that have been lying idle in the bush and many hidden places. “These can bring revenue to government if a proper plan is put in place to mass collect these logs. Some kind of amnesty is needed so that people are given a chance to freely sell the logs to dealers including those without licenses,” Mr Kaona said. Mr Kaona said that when the Mukula trade was at peak,

a lot of people sold their assets, some got loans to invest in the business. He said they were holding on to the logs because their investments had been stuck in the bush after Government abruptly banned all Mukula dealings. “It is therefore in this vein that we appeal for an amnesty to allow the sale of the logs to ZAFFICO at a reasonable price so that we recover our money," Mr Kaona said.

PENSIONS and Insurance Authority (PIAP Registrar Christopher Mapani and his two co-accused have pleaded not guilty to two counts of abuse of authority of office. Mapani, 44, of 393/35 Meanwood Airport, has been jointly charged with insurance regulator Nicholas Mbiya, 50, of 141, Ngwerere Avenue, Chelstone, and financial sector registrar Titus Nkhwale, 45, of 25731, Woodlands all in Lusaka. Particulars of offence in the first count are that between January 1, 2018 and March 30, 2020 in Lusaka, the three jointly and whilst acting together as public officers directly or indirectly abused their position, office, or authority by approving Tobias Milambo as the principal officer for Ultimate Insurance Company, an arbitrary act prejudicial to the rights or interests of the Government of the Republic of Zambia (GRZ) or any other person. In the second count particulars of offence are that between the same dates the

three accused persons jointly and whilst acting together abused authority of their office by issuing a 2020 insurers’ licence to Ultimate Insurance Company Limited an arbitrary act prejudicial to the rights or interest of GRZ or any other person. The three denied the charges before Lusaka Magistrate Felix Kaoma yesterday after the Director of Public Prosecutions gave consent to prosecute them. Mr. Kaoma has set June 15, 2020 as the date for commencement of trial.

Kampyongo commissions Yosamu Health Post SHIWANG`ANDU Member of Parliament, Steven Kampyongo has commissioned the Yosamu Health Post in the district. Mr Kampyongo who is also Home Affairs Minister, says the opening of the health centre would bring health services closer to the people in the area. He said the health centre is the third among the four health posts to be constructed in Shiwang`andu district by Angelique Limited, an Indian company contracted to undertake construction works of the health facilities. “Government is determined to work for the people of Zambia and lessen the burdens that people are faced with,” Mr Kampyongo said. And Shiwang`andu District Council chairperson, Epilius Chisulo said Government will continue to serve people by taking development to all parts of the country. And residents are happy that the long awaited Health facility has been opened to members of the public. Some resident said they were happy that they will no longer have to access health services from distant health facilities such as Konja and Matumbo Rural Health Centres. Ms Beatrice Bwalya said it was a challenge for expectant mothers to travel to distant facilities to deliver adding that some women ended up giving birth by the road side on their way to the hospital. And another resident, Imelda Musonda said the commissioning of the health post was a relief to them and other surrounding villages as many people shunned to seek medical health services due to long distances until their condition worsened. Mr Sashi said the agriculture company was growing less 2,000 tonnes of maize seed for Syngenta Seed Company per annum but that the production capacity had since increased to over 2,000 tonnes per season. The company, he said, was growing the seed in close collaboration with Syngenta Seed Company which provided technical and scientific expertise to the whole process. He was speaking in an interview with the Daily Nation in Chongwe.

TOP illegal fishing in private properties because it is against the law, Central Province Police Commissioner Chola Katanga has warmed. Mr Katanga's warning comes in the wake of increased cases of people drowning in Mkushi farm bloc dams while on illegal fishing expeditions. He said police had been receiving reports about people drowning in dams because of illegal fishing, a situation he said should be redressed.

Mr. Katanga said in an interview that the act was not only illegal but also dangerous which had resulted into loss of a number of lives. He warned that those who would be found wanting would be dealt with appropriately. "First and foremost, illegal fishing is an offence if they are caught they will be charged appropriately for fishing illegally. Secondly, it is dangerous because they may end up losing their lives," he said. Mr Katanga further urged settlers around the farm bloc to learn from previous drownings.

Bunda-Bunda bans charcoal burning CHIEF Bunda-Bunda of Rufunsa and Chongwe has banned the indiscriminate cutting down of trees for charcoal production. The decision was arrived at during the Royal Council Meeting that was held on April 25, this year. Chief Bunda-Bunda said that indiscriminate cutting of tree had negatively impacted on agriculture, resulting in low productivity and low crop yields. He said the crocodile which had been spotted on a number of occasions during an operation, but had eluded officers from the department of National Parks and Wildlife. Mr Kaimana has since appealed for re-enforcement to crop the crocodile before more people were attacked.

VER the last four months (July to October 2019), the price of Zambia's staple food (maize and mealie meal) has been on an upward trend. This is largely due to an open system allowing farmers to sell maize at market value. A healthy situation. Government on the other hand has continued to procure agricultural produce from farmers as per tradition (at slightly lower prices) to beef up food security through the Food Reserve Agency. This market value or cost reflective tag has led to an increase in mealie meal prices for the consumer. It's a bitter sweet tale of sorts in that the farmer is getting value with every drop of sweat and the consumer (mostly in urban areas has to forego certain

luxuries to meet the cost of nshima.) The PF government's open market policy has created a conducive environment for sector growth. For decades Zambia has enjoyed government subsidies on food and essential services such as electricity. With time, these subsidies have been reduced and in some cases withdrawn to ease the burden on the national treasury. The adjustment process is never seamless but is a necessary measure. We need to ask ourselves; "Who feeds Zambia?" "At what cost do they do it?" "Do they make a profit out of it?" The answer to each of these three questions will in turn determine whether or not the current price of mealie meal is justified. Zambia is largely fed by subsistence farmers most of whom are in rural or outskirt areas of

the country. President Edgar Lungu and PF government has tossed the coin and it is still spinning. The farmer's side of the coin is finally facing upwards. The farmer has for the first time sold his maize at the market price. This has put more money in his pocket. This has stirred a production movement and an increase in the number of persons putting hoe to ground. The right formula has been found and a balance struck. An increase in agricultural output will mean; *A reduction in prices of agro produce and increased exports. This in turn becomes a self-regulating or market driven sector of the economy. *An increase in industries manufacturing farming equipment, fertiliser and other inputs, *An increase in demand

for packaging materials such as sacks The ultimate result is new jobs, new income streams and a broadened tax base all with an aim of enhancing the nation’s quality of livelihood. The increase in mealie meal prices is therefore a blessing in disguise whose benefits will be appreciated beginning next harvest season. Open response to the suspended Catholic Parish Priest Mwelwa

Fr. Able Kalaswamilomo Mwelwa. DO allow me to engage your attention at whatever time you are reading me. Today and what happened days back is known and has captured you making a statement that to me is uncalled for, malicious and a sign of stubbornness. As I communicate to you, it is my belief that Archbishop Banda is very much clear on the notice in Catholic faith and never stated reasons for your suspension and you needed to have a self-introspection. I am a Catholic and l don’t believe in response to cover yourself with warm cloth and start finger pointing on people who never sent and never stated reasons is one thing we must not follow. Archbishop Banda is content with his communication to you and cannot make a mistake in taking action against you and that must be respected. And you should be remorseful to the Catholic faith and the people of Zambia for the loss of life. If you go to Europe, our church has lost following because it took time to act on all those who were involved or accused of abusing children

and women. Every organisation has rules and regulations and discipline is necessary and don’t take the action by Archbishop Banda personal. The action taken by the Archbishop will save the reputation of the church from ridicule. Don’t forget that person you are talking about has a family and friends. How are they feeling with your defence and blame game? Under normal circumstance investigations within the church must have followed after your suspension if it has not been constituted and you could have waited for the final result instead of you commenting on the postmortem results which does not take away the fact that you were with her at your home and what happened only God, you and the late knows. Transferring a priest from one parish to another when something is wrong is not the solution because we serve a Living and True God. It’s better to hold the bull by its horns. “Once the priest decides religious life and/or the priesthood is no longer for him, he has one of two options: If he is honest and he wants to leave the priesthood on good terms he will start the paperwork seeking a dispensation from vows and laicisation. The incident happened on Tuesday around 19:00 hours near St Dorothy area along the Solwezi Chingola road. TRADERS and customers will not be allowed to enter markets in Chifubu constituency in Ndola without face masks, says Chifubu Market chairman, Musonda Mushota. Mr Mushota said the market leadership had engaged a number of marketeers to man the entrances and exits of the markets to ensure that anyone that had no mask on their face

was not allowed in. In an interview, he said the move had been enforced after putting up a six-day notice last Tuesday. He said it was mandatory for everyone to wear masks in the country and not only Chifubu alone, thus the move to enforce the measures. "We have taken the guidelines very seriously and have put up notices that no one will be allowed into the markets without a mask," he said.

Mr Mushota indicated that the directive was not only for the marketeers or traders but for everyone including customers. He encouraged members of the the public to buy face masks or design some from clean cloths. He warned that anyone that would not want to cooperate with the directive should stay away from the trading area. Mr Mushota also said children had been forbidden from

entering markets and were advised to stay home as they were at higher risk of contracting the coronavirus. He noted that a number of children were going into the markets to play and simply beg for money. He said marketeers were also advised to leave their children at home as well as customers who could not provide masks for their children in markets.

TWO radio stations in Sinazongwe have appealed for help so that they can start broadcasting after being established. Sinazongwe has two radio stations namely Kanzinze FM in Maamba and Zongwe FM at Sinazongwe boma but both are not operational due various challenges including financial setbacks. In an interview with the Daily Nation in Maamba, Kanzize Community Radio Station Board chairperson Malala Muchimba Samutumwa said some equipment had not been procured since establishment. "The major challenge that we have as radio station is that as a board, we don't have the capacity of finding the remaining material to bring the station to operational level. Ms Samutumwa said his board had failed to access funds from the Constituency Development Fund (CDF). "Part equipment has been bought but has not been assembled. The major challenge is that we do not have a licence from IBA and ZICTA but we have made applications and we are waiting for response from them," she said. “My biggest appeal to Government in this period that we have corona virus is that, it is difficult to disseminate information about the disease. However, if the radio station was operational, it would have been easier to reach out to our people especially those in far flung places like the islands," she observed. Ms Samutumwa said that Sinazongwe received a lot of people from different places, including Covid-19 hotspots such as Lusaka due to the fish business. Meanwhile, the scenario was similar at Sinazongwe Community Radio which was once operational but it was closed down due to lack of a broadcast licence. Board Treasurer, Steven Siamunsaka, explained in a separate interview that the radio has challenges is securing equipment, furniture and the licence from Independent Broadcasting Authority and ZICTA. Mr Siamunsaka said that a few years ago, Sinazongwe Community radio was operational but it was closed down on account of lack of broadcast licence. "Since we moved from Sinazongwe primary school premises and a new board being ushered in, we have never been operational. We lack equipment, furniture and we do not have a licence," he explained. "We are not yet licenced and the new board is pushing the process with IBA and ZICTA and all the paper work is with our Council Secretary," he said.

HE scene was a thick bush lying between the Lusaka Showgrounds and the University of Zambia Great East Road campus, currently the site of the plush Arcades Shopping Mall and surrounding buildings. Nearly everybody who passed by this area that morning could not fail to notice the enthusiasm with which the young council worker applied himself to his job. Whistling and singing merrily, it was obvious that the young man was enjoying every minute of what he was doing – slashing the tall grass in a portion of land allotted to him by his supervisor. So whap! whap! whap! went the council slasher, Emmerson Sililo. Then, all of a sudden, Sililo struck something soft. And before he realised what was happening, a man screamed from the thicket in Bemba: “Yangu mayo, nafwa! (Oh, mother, I am dying.) A man aged about 35 years, with blood streaming down his clothes from a deep cut at the back of his head, sprang from the thicket and immediately took to his heels. Sililo and his friends gave chase and soon caught up with him. “Comrade, why are you running away?” asked Sililo. “We need to rush you to the hospital because you are badly hurt. I’m sorry, I didn’t realise there was somebody in the tall grass. But what were you doing there anyway? You mean you didn’t hear or see me slashing?” To everybody’s surprise, the wounded man flatly refused to be taken to the hospital. “Leave me alone,” he cried. “I don’t want to go to the hospital. I know how the wound will be treated, so leave me alone.” He tried to wrestle himself free but failed. Sililo and his workmates took the man back to the scene where he was accidentally slashed, and what they found there shocked them. They found one big brown suitcase full of assorted clothes, an AK 47 assault rifle, some burglary implements, a mask and two black pots.

GRASS-CUTTER FLUSHES OUT ARMED ROBBER Investigations later revealed that the suspect, identified as Edward Khuju, was in a gang of four hooded bandits who had raided a white expatriate’s home in nearby Roma Township shortly after midnight and robbed him, at gun point, of cash and property worth over K4.5 million (old currency). Through Khuju’s assistance, the police netted two of the remaining three suspects, from whom some of the stolen property was recovered. The fourth suspect managed to escape the police dragnet and to this day, nobody knows where he is. According to the evidence later adduced in the Lusaka High Court, the complainant, Mr Gregory Deadwhite, and his wife were fast asleep in their Roma Township home when, shortly after midnight, he was awakened by someone shining a torch into his eyes while another man pointed a gun to his head. “Your money or your life,” the man with the torch threatened him. “Show me where the money is or we shall blow your brains out. No tricks, er!” “Take us to your safe and open it,” it was now the armed man speaking. “Once you give us the money, you and your family will be spared. If not, we shall rape your wife while you watch and then blast you off.|” Surprisingly, while all this was happening, the wife was

still fast asleep. The bandit holding the torch, who appeared to be the leader of the gang, then woke her up and warned her not to make any noise “or you are dead.” The frightened wife pleaded with her husband to show them where the safe was. After this was done, the family was locked up in a toilet while the two bandits, who were later joined by two others, ransacked the house. Among items stolen from the house were a cashbox containing over K3 million, two big brown suitcases in which they packed various items, including the two black pots recovered from the showgrounds, a shotgun and a two-speaker Sony radio cassette worth over Kl50, 000. It transpired during the trial that after raiding the house, the bandits shared the property and decided to walk in different directions for fear of being spotted by the anti-robbery squad if they moved as a group. Khuju, as leader of the group, got the lion’s share of the loot. Since the loot he was carrying was quite heavy, he decided to rest for a while in the thick bush just outside the showgrounds. According to the warn and caution statement he made to the police and which statement was later admitted in evidence by the trial judge as having been given freely and voluntarily although the accused had contended that he

made it under duress – Khuju’s intention was that after resting in the grass for an hour or so, he would then proceed to his home in Kalingalinga. Unfortunately, the fellow overslept and, to make matters worse, the council had earmarked the same area for clearing that very day in its bid to rid the city of the dreaded mosquitoes.In his own defence, Khuju alleged that he was a victim of mistaken identity, although he couldn’t explain how he got the deep cut

on his head. Not surprisingly, the High Court judge dismissed the accused’s defence as a “figment of your own imagination.” The prosecution, he said, had proved its case against the accused beyond all reasonable doubt and he convicted all of them for the offence of armed robbery. “Unfortunately for the accused, this is the type of case where my hands are tied as regards sentence; for there is only one sentence for armed

robbery and this is death,” the judge said. “I therefore sentence you to death and direct that you shall be hanged by the neck until you are dead. NAIROBI - African Union official and former Kenyan Prime Minister Raila Odinga is the latest politician to deploy the language of war when it comes to talking about coronavirus. Odinga, who is the AU’s high representative on infrastructure, said the pandemic was like “a third world war without the bombs.” “Even in the Second World War we did not have the extent of casualties that we have witnessed within a short period of time,” he told South Africa’s public broadcaster SABC. “The effects are going to be far reaching to the continent.” He warned that the continent will likely be left on its own in the post-coronavirus era. “African countries will wake up to this reality that nobody is going to help them because everybody has been affected. Europe is on its knees, the US is crying, even China is crying. “About 85 percent of Africa’s trade is with the external world and most of it is commodities which we are exporting. We now need to look internally into intraAfrica trade,” he said. The Africa Centres for Disease Control and Prevention has said 48, 022 people have been infected with Covid-19 in Africa. And we’ll have a different group probably set up for that.” The president - who wore safety goggles but no face mask during his tour of the facility - was asked if it was “mission accomplished,” and he said: “No, not at all. The mission accomplished is when it’s over.” Critics have accused the president of sacrificing Americans’ public health in his eagerness to reopen the US economy ahead of his re-election battle in November. Opposition leader picks Malawi’s VP running mate LILONGWE - Lazarus Chakwera, the leader of Malawi’s main opposition party, the Malawi Congress Party, has named the country’s sitting Vice-President, Saulos Chilima, as his running mate as he seeks to wrestle power from incumbent President Peter Mutharika in fresh presidential elections slated for July 2, this year. Chakwera was buoyant as he presented his nomination paper to the election management body, the Malawi Electoral Commission, in the commercial capital, Blantyre. Malawi will hold a fresh presidential vote after last May’s re-election of President Mutharika was nullified by the country’s Constitutional Court. Chakwera, who came a close second in the annulled vote, is leading a coalition of nine opposition parties, including the UTM party formed by Chilima after he fell out with the president. Chilima came third in the annulled vote. While the governing Democratic Progressive Party is keen to delay the vote, citing the emergence of Covid -19, there is a clear determination by the opposition to let the elections go ahead. In Burundi, police say they have arrested 64 supporters of the main opposition party,

the National Freedom Council (CNL), who are blamed for violent clashes with ruling party supporters during the current general election campaign. Burundians are due to go to the polls for presidential and parliamentary elections on May 20. Police spokesperson Pierre Nkurikiye told the state broadcaster that “most cases of violence and crimes in the campaigns are committed by CNL members” against members of the ruling CNDD-FDD party. Nkurikiye said the clashes had so far led to the deaths of two people. He accused opposition leaders of encouraging the violence. Opposition spokesperson Terence Manirambona said they were shocked by the comments “Since the campaigns started many of our members have been arrested under false charges, two have gone missing and many injured in clashes caused by the ruling party members who invade our activities,” he said. Zuma’s fraud trial postponed for ‘inquiry’ into his failure to appear in February JOHANNESBURG - Former president Jacob Zuma’s fraud and corruption case before the KwaZuluNatal High Court in Pietermaritzburg has been postponed to June 23 to allow for an inquiry into his failure to appear in court in February, according to the National Prosecuting Authority (NPA). Zuma faces 16 charges, including racketeering, fraud, corruption and money laundering, while Thales faces two counts. The case was due to resume yesterday. But in statement released earlier in the morning, the NPA said all parties had “committed to the provisional postponement of the matter.” The prosecution said the case was postponed for the “continuation of pre-trial management.” Another reason for the postponement was for Thales’ application to the Constitutional Court. The arms company approached the apex court for leave to appeal the High Court’s decision to dismiss its stay of prosecution application. A third reason for the

postponement was for “an inquiry in terms of Section 170 (2) of the Criminal Procedure Act, No 51 of 1977 regarding Accused 1’s (Zuma’s) failure to appear at the hearing on February 4, 2020,” the NPA said. The court issued a stayed warrant of arrest for the former president after he failed to appear. At the time, Zuma’s lawyers claimed he was ill and was receiving treatment abroad. The execution of the warrant of arrest was stayed until June 23, said the authority. In April, Zuma’s foundation announced that he had withdrawn his application to the Constitutional Court for leave to appeal the dismissal of his stay of prosecution application. He said he was preparing to “demonstrate that he has never benefitted from any arms deal corruption or tried to evade the trial.” The state alleges that Zuma received more than 780 payments, totalling just over R4 million, from his former financial adviser Schabir Shaik and his Nkobi group of companies over a nine-year period, starting in 1996. – NEWS24.

Mozambique ‘retakes key town from miltants’

LONDON – The Mozambican army has reportedly retaken control of an important town captured earlier this year by militant Islamist rebels. Rebels have conducted a series of unusually bold attacks in recent months, seizing the towns of Quissanga and Mocimboa da Praia in the north of the country. Now, according to several reports from the area, the army has finally moved back into the coastal town of Quissangoa, seemingly without a fight. Smokes firm withdraws legal threat against cigarette ban

JOHANNESBURG - South Africa’s leading tobacco company has said it has dropped the threat of legal action against the government’s decision on March 27 to ban cigarette sales as part of measures to control the spread of coronavirus. Instead, British American Tobacco South Africa will hold talks with the authorities “to find a better solution that works for all South Africans and removes the threat of criminal sanction from 11 million tobacco consumers in the country,” the company is quoted by Fin24 as saying. – BBC.

WE are contemplating on restarting the league during the same period the Germany Bundasliga is expected to resume, Football Association of Zambia FAZ vice president Rix Mweemba has said. Mweemba said in an interview FAZ is targeting to resume the Super Division by the end of the month so that the league can be concluded as soon as possible. Mwemba said FAZ will ask the Ministry of Health for approval after the reply from CAF and FIFA who had earlier asked member federations to give recommendations on how they wish to conclude the local leagues during the Covid-19 pandemic period. In a letter sent to the federations, CAF admitted the difficulties facing the football world and asked the associations to inform them on strategies implemented to ensure the leagues are finished.

Mweemba, who noted earlier that FAZ had submitted recommendations to both CAF and FIFA for the FAZ Super Division to be decided on the pitch reaffirmed the association’s commitment to heed to Government directives on contact sports which have been suspended to prevent the spread of the Covid-19 pandemic. “The Bundesliga is expected to start on May 21 and we are also targeting towards the end of this month, we should be able to be good to start. “We are doing consultations, obviously we can’t do it on our own and we have divergent views but first we shall have a firmly and popular directive so that we end this league amicably. “What we want to do is to harmonise the process so that even as we get approval from CAF and FIFA we are also informing the Ministry of Health so that they can give us

guidelines,” Mweemba said. “What we don’t want is that, we may get permission from CAF and FIFA but now if it contradicts with the laws of the land, we don’t want to be seen to be defiant all the time,” he said. FAZ suspended the domestic league in March over fears around the coronavirus virus pandemic which has claimed the lives of four Zambians. Nine rounds of matches remain for the league to be concluded. Ndola outfit Forest Rangers top the 18-team Super Division table with 46-points, a point ahead of second-placed NAPSA Stars while Green Eagles and Nkana FC are third and fourth with 44 and 43 points respectively. Defending Champions Zesco United are fifth with 42 points while Nakambala Leopards, Mufulira Wanderers and Kabwe Youth Soccer Academy languish in the relegation Zone.

Safa leadership tiffs spark calls for urgent ‘indaba’ SAFA vice-president Xolile Nkompela wants the association’s emergency committee to deal with the simmering leadership tensions. In a letter to members, which City Press has seen, Nkompela asked them to exercise restraint and said he would request Safa president Danny Jordaan to convene the emergency committee soon. The committee is made up of the president, his four deputies and two additional members. Nkompela’s letter was in response to two letters sent to executive members this week pertaining to the issue of former acting chief executive Gay Mokoena, who is also a vice-president of the association. His was a reaction to another letter sent to the members asking them to either vote on a precautionary suspension of Mokoena, or for the matters be referred to a senior counsel or retired judge to investigate the alleged breaches. The letter also said “that the Fifa ethics committee be requested to investigate the alleged breaches.” In his “Mokoena Report”, Mokoena accused Jordaan of flouting the Safa constitution several times on matters of staff appointments and governance.
